shipwrights having been appointed and having confirmed that the few defects found on that vessel were not of such importance that the said ship de Draak cannot safely continue its voyage to the fatherland, that vessel is accordingly to be dispatched from here shortly, likewise with the remainder of its cargo. While we take the liberty of sending to Your Right Honorable Lordships enclosed herewith an authentic copy of the aforementioned report of the seamen who were commissioned for the examination of the said ship de Draak. There are now also being sent, under the care of the captain of the ship de Paarl, Cornelis in 't Anker, enclosed in a separate small chest, all the original papers handed over to us here by him for his accountability, among which is also the journal and kept muster book on the aforementioned ship de Paarl, and two small packets under cachet volant, containing the rolls of the burned chests and baggage of the persons who departed with that vessel from Ceylon. we let this serve to accompany that vessel on which is found the repatriating Merchant and former administrator at the commandery of Bantam Ian de Rovere van Breugel, by whom it was represented to us by petition. That having been discharged at his request upon expiration of time, with retention of quality and salary, by their High Nobilities the Lords of the High Indies Government at Batavia, there had been permitted to him, according to the regulations on the baggage of homeward-bound Servants by virtue of his rank as Merchant and being burdened with a child of his own, to take with him three five-foot chests and two smaller permitted chests for the storage of his goods; which then were also filled at Batavia and found themselves in the aforementioned ship de Juffrouw Johanna. But that he, petitioner, through ignorance having neglected to have those chests branded at Batavia, and having only here been further informed of the necessity thereof, therefore requested that, in order to prevent unpleasant consequences resulting herefrom for him, petitioner, the aforesaid chests might be branded at this place; whereof we, subject to your Honorable, Great and Respected approval, having permitted the aforementioned Merchant van Breugel the branding of those chests, take the liberty to present to the same the aforesaid Petition with the Certificate submitted therewith from the Skipper of the said Ship de Juffrouw Johanna Simon Koter, an Extract from the minutes of what was resolved in the Council of the Indies, along with this in authentic Copy. Serving further as dutiful notice that the Ships Josephus the Second, the Vrouw Johanna, the Drie Gebroeders, and het Fortuin, with 846 men of the regiment of Meuron, sailed from here to Ceylon on the 10th of this month, and that the ship de Susanna, with the remaining troops of that regiment who must still be transported thither, is likewise due to depart within a few days. regiment la Brousse, upon the presentation of a copy of the orders and instructions given to him by the Colonel of that regiment for the care of the recruits of the regiment passing through this place, as well as a copy of a certificate granted by the Major and several other officers of the same regiment regarding the conduct maintained by the said Captain la Brousse, as well as the duplicate of a declaration concerning the advances made by the same Captain la Brousse, executed by the Colonel and Major, a request was made to us to be granted payment both of the aforementioned advances and the salaries which he would be owed up to the time that the Captain under the aforementioned Regiment Mauras, in accordance with Your Right Honorable Esteemed Orders, charged with the care of the recruits, arrived at this place, as well as to receive above that a sum of 249 rixdollars for three months in advance for his defrayment and the expenses of the journey to the Fatherland: Whereupon, taking into consideration that this government has no knowledge regarding the stay of the said Captain la Brousse for the aforementioned purpose at this place and also granted no sanction thereto, and likewise has no knowledge of that which the said la Brousse is said to have advanced; while concerning the tools on which he is said to have suffered a loss of 300 rixdollars in the advances he made, he made not the least representation to us at the time the regiment departed from here; and if such tools ought to have been furnished on the Company's behalf, the materials for them would much rather have been delivered from the Company's storehouses than that anyone would have been authorized to purchase them from private individuals; which authorization was nevertheless also not granted; we have thus considered the claim of the aforementioned Captain la Brousse with regard to his salaries and the loss suffered in the advances made to be entirely unfounded. ship Avenhorn was sent to Robben Island. To prevent communication with the aforementioned vessel Avenhorn, as soon as we were informed of this, a military guard was posted on one of the country's boats with the strict order to allow no vessels to depart or approach in the meantime, and the said ship Avenhorn was subsequently provisionally sent to Robben Island so that it might first be provided with the necessary refreshments for some days by means of the country's boats, until we have taken further measures and precautions to have that vessel unloaded and reloaded here with peace of mind. In which interest, taking into consideration that some substance could very easily be found hidden in the ship in one way or another, from which persons susceptible to it might contract the contagion of the smallpox and thus infect this Colony, from which one would then certainly have to expect the most deplorable consequences. We have therefore deemed it to be extremely necessary and advisable, expressly to commission both First Chief Surgeons, as well in the Company's Hospital here as in the Bay, namely Dr. Hendrik le Sueur and Jan Godlieb Mader, together with the second Chief Surgeon Johannes Leeuwer, the Surgeon Major of the Burgher militia here, Josephus Anthonius Bekker, and the burgher surgeon Jean Martin, in order to examine and consider carefully together what means and precautions could be taken and put into effect to allow the said ship Avenhorn to return to this Roadstead in such a manner that the communication which might then be held with the said vessel can leave not the least fear that the contagion of the said disease, so dangerous to it, might arise in this Colony; as well as, if among these means and precautions there should appear such as require any precautions regarding the disembarkation of the persons and goods, to proceed therein in consultation and communication with the pro interim Equipment Master of this government, and furthermore to give a specific statement and report in writing of all these same means and precautions. Once this is received, we shall not fail to give dutiful notice to Your Right Nobly Grand Worships, both of the same and of the disposition that is then further to be taken by us thereupon. And whereas Your Right Nobly Grand Worships, in your aforementioned missive of 1 October of last year, were also pleased to write concerning the Colonel Commandant Mr. d'Hugonet, the Colonel en Second Mr. de Bas, and Captain la Roche, appointed as Major, all belonging to the Luxembourg Regiment and being on the aforementioned provision ship Avenhorn, that you permitted them to cross over with that vessel to this government, and to depart from here further to Europe with a ship of their own or of another nation; but the said gentlemen officers have been forced to share the fate of the other shipmates of the aforementioned ship Avenhorn, and alongside them to remain deprived of the freedom to come ashore at this place, without it being possible thus far, for the aforementioned reasons, to determine when and under what precautions the aforementioned ship may return to this roadstead. Attempts were made to obtain passage for them on one of the French ships that passed by here on their way to Europe, in order, if this succeeded, to give them notice thereof, so that, in case their Honors were inclined to make use of such an opportunity, the transfer of their persons and baggage could then have taken place upon the passage of any such ship past Robben Island. However, Mr. Troublet, Chargé des Affaires of the French nation here, who had been requested to cooperate therein, having declared that, despite all efforts made to that end, he was unable to obtain such passage on any of the passing French ships; and it having therefore been taken into consideration by us that on the aforementioned Ceylon return ship de Draak, which is estimated to be able to undertake the voyage to the fatherland toward the middle of this month or slightly later, a suitable opportunity for the passage of the said Mr. d'Hugonet and associates was at hand. We have informed the said Mr. d'Hugonet by a missive both of the aforementioned lack of opportunity on the ships of the French nation and of the said presenting opportunity on the ship de Draak, so that his Honor might make use thereof, adding that it was doubted whether any further such favorable opportunity would present itself after this in this year, and that his Honor should declare himself hereupon as soon as possible, so that in the opposite case, others might be accommodated therewith; and if the aforementioned Colonel Mr. d'Hugonet and associates should be inclined to depart with the said ship de Draak, the officers of that vessel will be ordered to receive his Honor and the other

The arrival here of the Ceylon return ship De Paarl, and the decision that we have had to take to have the remaining cargo of that vessel, on account of its bad condition, transferred from here to the fatherland by the flute ship De Vreede, having been dutifully brought to your Right Honourables' knowledge by our humble letter of 3 December last, we can now further inform the very same: that the said flute ship De Vreede undertook the voyage from here on the 9th of this month of February, its cargo consisting From that of the ship De Paarl of: 147837 lb. cowries of the Maldives 16650 lb. sappanwood Bima 198399 lb. Malabar pepper 1600 bales of fine cinnamon and 76 bales of coarse cardamom, of which bales of cinnamon and cardamom several have become more or less wet and affected by the incoming seawater, and also the largest part of the bales has been completely ruined, 1 case with 12 bottles of cinnamon oil 61 packages of textiles, without marks, however found dry and undamaged on the outside 67 bales of cotton yarn, on the exterior of which no moisture or decay could likewise be detected 1 small chest with medicinal drawers for the Hortus Medicus at Amsterdam. That both the transom beams of the stern are in pieces, with the alongside mentioned wales and fashion pieces, which must hold the entire stern together, all separated from one another, the floor timbers on riders, which also belong to the strongest framing of a ship, dry-rotted, the bolts loose, and also all the counter timbers have parted almost 3 inches from the transom beam. That under the main chainplate, where a ship must exert its greatest strength and also has the greatest working, the wales, both on the starboard and port sides, are all shattered and sprung apart, and also the wales at the break of the bow, where a ship suffers much from pitching, are broken straight across. That the stem, being joined to the strakes of the inner and outer hull, has parted entirely from its rabbet, and furthermore the bands forward in the bow as well as all all the hanging knees in the hold, being neglected, almost all the bolts are found to be so loose that one can drive them in and out with an ordinary claw hammer. That these mentioned defects were unanimously declared by the aforementioned commission to be of such importance that the ship was thereby found irreparable, and completely unfit for any transport from this roadstead, and that even according to the opinion of the ship's carpenters who assisted this commission, the ship would not be deemed worthy in Holland itself of expending upon it those costs and the trouble required for it. That likewise, even if not enough defects had been discovered by their commissioners to enable them to declare that vessel irreparable with complete ease of mind, because with the ship now lying still several parts settle together, and it had been thought proper to let that ship continue the voyage from here after some repairs, the captain appointed thereto down to the lowest crew members would nonetheless have opposed the departure from here with that ship, That one has had to decide to have that vessel broken up here. as they all, thanking God's goodness, testified that they had arrived here miraculously, and did not wish to endure once again such dreadful circumstances as that ship would surely present to their eyes when it came into the sea again, beyond repair, especially through the working apart of the parts, just as they had sufficiently had to experience on the voyage hither. And it being clearly established from this that, besides the defects which revealed themselves to the aforementioned commissioners during the examination and which they already found irreparable, others of no less gravity may still have remained hidden from them because of the reclosing of the parts worked apart while the ship is now lying still, which nevertheless must reveal their effect when working at sea, could have caused such a scruple among the officers together with all the rest of the crew that, after whatever repairs one might also apply to it, they would not be inclined to put themselves to sea again with that vessel.

We have therefore, for the reasons aforesaid, had to decide to have the frequently mentioned vessel de Paarl demolished, and subsequently to employ the timber that is still serviceable for various necessities, both on the batteries and otherwise in the service of the Honorable Company, as well as to use whatever is usable wherever it can be of most service to the Company. Furthermore, as it has appeared from the previously submitted report of the commissioners who officiated in transferring the cargo of the aforementioned ship de Paarl into the ship de Vreede, mentioned here before, that among the bales of textiles of that transshipped cargo there is still a number of 357 bales which, as specified hereinbefore, are unmarked, but having been found dry and undamaged on the outside, must contain the textiles which the ship's officers, according to their sworn deposition, had washed and dried at Isle de France, without any further accounting or responsibility being demanded from the said officers regarding this, other than upon the opening of the said bales; for which reason it was also judged necessary that one of them be present at the unloading of the said cargo from the ship de Vreede in the fatherland in order to render proper account thereof, we have therefore, for those reasons, thought it best to repatriate the aforementioned Captain Cornelis in 't Anker on the said vessel de Vreede, preserving his rank and wages, for such an accounting, to which end all papers serving for the accounting of the ship's officers of the aforesaid condemned ship de Paarl and delivered to us here, have also been sent over to the Noble Directors of the presiding Chamber for which this vessel and its cargo were destined. And since the frequently mentioned Captain in 't Anker has also produced to us an account of what was advanced by him for the purchase of provisions during the stay of the aforementioned vessel de Paarl at Rio de la Goa, for which he was forced to employ his own goods, the said account amounting to a sum of rds: 1577: 42, we have, upon his request made in this regard, given due notice thereof to the aforementioned Noble Directors, in order that the frequently mentioned Captain in 't Anker may further address their High Mightinesses for the settlement of that sum. In the P.S. of our respectful letter mentioned hereinbefore of 3 December, we also advised the arrival here of the Ceylon return ship de Draak, and that this vessel, after its departure from Punto Gale, was overtaken by a severe hurricane, in which having lost all its masts and rigging, the officers had likewise been forced to put in at the island of Mauritius; the following further report concerning that voyage and the disasters suffered therein having been given by the said officers: That after their departure from Punto Gale on 25 March, having reached the estimated south latitude of 22 degrees and 22 minutes and longitude 84 degrees 44 1/2 minutes, they were overtaken by a violent storm and fierce hurricane with frightfully high seas, causing the ship to labor heavily and take on much water. That the storm and hurricane increased more and more in the most terrifying manner, and the sky and sea appeared as if blended together, with discharges of fearful lightning bolts and claps of thunder, and a multitude of electrical fires that swarmed as it were around the ship, which caused a dreadful sight; the sails, which had nevertheless been very well secured under the yards at the first onset of the storm, were suddenly torn away by the wind as if they had been ripped from the said yards; and because the ship, through the terrifying and still increasing winds, continuously lay with its leeboard in the water, the decision had to be taken at that time to throw overboard 9 pieces of cannon along with all the shot that lay near them on that side; while one piece of cannon to windward was washed away by the heavy rolling of the ship. That the weather steadily increased more and more in this most raging hurricane, with winds shifting from the south and south-southwest, accompanied by terrifying thunder and lightning, the ship finally lay submerged with the leeboard and half-deck up to the main hatch under water, and seemed about to suffocate under the terrible seas, so that the aforesaid ship was already on its beam-ends without being able to right itself again, whereby it took on a considerably large amount of water. That having remained in this most terrible condition until the 27th of the said month of March, when this hurricane began somewhat to abate, every possible effort was then made to keep the pumps going, which repeatedly became choked, and entirely to clear away the remaining wreckage of the masts, and to cut holes through the deck so as to cause the water to run to the pumps. That the weather having become more and more calm, one thereby obtained the opportunity was compelled, by the damages sustained therein, to put into the island of Mauritius. to investigate and to see what damage ship and cargo, so far as one could ascertain, had sustained, whereupon it was found that, besides many and considerable damages to the ship itself, the powder magazine and all the powder kegs therein stood underwater, and the bulkheads of the pens and the sail locker smashed to pieces, the provisions and other goods entirely wet, as also, upon inspection in the hold, the cargo had settled much and shifted over to the starboard side, everything that one could see of it having become wet. Whereupon one had thrown overboard all the powder which, being wet through and through, was entirely ruined, and thus served only as an excessively heavy burden to the ship. So that all this ruined merchandise, being unable to be reloaded, was, after an inspection thereof had been made by a commission on behalf of the Royal Court of Justice at Mauritius, thrown into the sea outside the harbor in the presence of that commission, while the wet linen packages that were found were washed, bleached, and dried on shore. That since there was no opportunity at that place to obtain the necessary spars, masts, and rigging in order to repair the ship and put it again in a condition to navigate the sea, the officers for that reason had to resolve to purchase a ship from private parties for a sum of 70,000 French livres, from which the masts, rigging, and other necessities for the repair and outfitting of the ship De Draak were taken, and the hull of that purchased ship was sold again at public auction for the sum of 8,700 livres. That after all this, having proceeded with all possible speed with the repair of the damage sustained by the ship, and to take back in the remaining cargo, as well as to provide themselves with the necessary provisions, the officers finally on the 22nd of October departed again from the the aforesaid ship De Draak, according to the statements of its officers, being in a condition by the repairs to continue the voyage to the Netherlands. A commission of seamen has nevertheless been appointed to examine the ship and inspect the cargo. aforesaid island of Mauritius and had steered hither. The said officers also having stated that their aforesaid ship De Draak under their command, after the repairs done to it at Mauritius, was at present in such a condition that it will be able to proceed with peace of mind to the fatherland without any further repair of importance. Good Friends, Through Mr. Iohannes Isaak Rhenius as president in your assembly, it has been brought to our knowledge that the former Burgher Councillor Cornelis van der Poel had persistently requested of his Honour for veniam agendi in order to summon the merchant and resident in False Bay, Christoffel Brand, before your college, on account of some pretended defamatory expressions which were allegedly used by the aforementioned Brand in his defense to the High Commanding Lords Masters regarding the civil complaints against him, van der Poel. We will not conceal that this intention and design of the said van der Poel was immediately regarded by us as a matter of far greater consequence than that it would merely contain the mutual, public, and in every way ruinous persecution of these two persons, although hateful enough in itself to be prosecuted, since we foresee from it the immediate revival of those pernicious dissensions which have reigned for a considerable time in this colony, and through which estrangements and bitterness had arisen between residents and residents, yea, even between those who are otherwise bound to each other by the tenderest ties of kinship, so that from this one had to fear the most harmful consequences for this colony. spectators might see that persons from the burgher estate, on the occasion of the aforementioned vindications of the servants regarding the burgher complaints, might now freely and unhindered take steps which, because of their consequences, by express order of the aforementioned Most High Lords Directors, were very wisely immediately forbidden and barred to the said servants. And as the same ground and reason for which the Most High Lords Masters forbade the servants to take anyone to court on account of the accusations brought against them leaves us in no doubt that it is also the intention and aim of their Noble and Most Worshipful Honours to extend that same prohibition to those against whose accusations the said servants had to deliver their vindications on those accusations. Thus we find ourselves compelled, as well for the preservation of tranquility in this colony as to avoid inflicting any improper hardship upon one party by keeping open to him the otherwise general recourse to the law, which was closed to the other in one and the same matter and for identical reasons; to forbid you to accept before your court, or to tolerate that there be commenced, any proceedings between persons from the Company's servants or from the burgher estate concerning the complaints or vindications made and submitted by either side, nor also concerning the statements given in the matter of those complaints or vindications; but on the contrary immediately to dismiss all such proceedings at the first instance, likewise recommending you to observe this provisionally with precision, until the approval and pleasure of our aforementioned Most High Commanding Lords and Masters shall have been received and understood: to whom we shall not fail to report, as is our duty, both this our established prohibition and that which gave rise to it. It is not our business either to see to it that you have white bread to eat, seeing that we had bread delivered on board such as the Company ordinarily gives, and that we have neither forbidden nor hindered you from procuring for yourself, by the boats that served every day to bring refreshments to the vessel, such bread as you yourself would choose, which could likewise have been done on your part in regard to other provisions that you preferred. Report regarding the result of the investigation conducted concerning the officers of the wrecked ship Brederode, against whom no action for dereliction of duty could be instituted in this matter, having been dispatched to Europe without earning wages. Transmitting herewith the report of nautical experts and reports from the Fiscal pro interim concerning this matter. Remarks made by Your Right Honorable Worships on the employment of commissioners from the Council of Justice for the aforementioned commission. Your Right Honorable Worships are furthermore most respectfully thanked, both for the renewal and expansion of the edict issued against the conveyance hither of Eastern male slaves, and for the devised order and signals regarding the return ships aboard which smallpox might come to prevail on the voyage hither, or if anyone should be found suffering from this disease. And since from the information which Your Right Honorable Worships have further pleased to provide regarding the order for the return ships that may not call at this point, it has appeared that this order, which was lately understood with regard to the vessel t Hoff ter Linden as if it had been issued on 30 September 1786, was on the contrary already drafted on 4 May 1768, and that the said order or instruction is only limited by further notice, we shall in the future dutifully conduct ourselves in accordance therewith. Begging Your Right Honorable Worships' forgiveness for the neglect committed due to being overburdened with work to give proper notice regarding the outcome of the investigation conducted into the disaster that befell the ship Brederode in the year 1785 off Cape Agulhas, and whether and to what extent the officers of that vessel made themselves guilty of any dereliction of duty in that regard, we shall now, in order to fulfill Your Right Honorable Worships' expectation in that respect, have the honor to report: that the present Fiscal pro interim, by whom, on account of the intervening death of the Independent Fiscal Mr. Jan Jacob Serrurier, the aforesaid investigation required of that office regarding the conduct of the aforementioned ship's officers was carried out, has for that purpose obtained the advice and remarks of the nautical experts commissioned for that purpose by us at the time, Captain and former Equipment Master here Justinus van Gennip, as well as Captains Jan Siereveld and Christiaan van Veerden, whose written opinion concluded in the end that, taking together all the circumstances stated by the ship's officers in their sworn statement, they unanimously maintained either that the ship, by the strong deception of the currents during the night, must have been set closer to shore than one could guess, or that, if one wished to follow the bearings given, then the southernmost shoal of Cape Agulhas, or the reef there on which the ship struck and was wrecked, must have been further east and south than indicated on the chart; to which concurring matters the same commissioners then also thought the wreck of that ship could be attributed; and the Fiscal pro interim has, in his report submitted on that subject, declared his opinion that he could discern not the slightest sign of a lack of seamanship exercised, nor even less of any misconduct or dereliction of duty on the part of the ship's officers, and therefore also could not, with the slightest semblance of foundation, initiate an action ex officio against the said officers. Wherefore, in compliance with the order prescribed to us by Your Right Honorable Worships under date of 9 October 1722 in such cases, we have permitted the said ship's officers, consisting of the skipper Godlieb Muller, the chief mate Arij Simonse Kok, the second mate Hendrik Anthony Stoete, and the third mates Hermanus Barbier and Hendrik van Roijen, to depart for the Netherlands without earning wages, at the disposal of Their Right Honorable Worships, the Lords Majors in the Fatherland. But since Your Noble Grand Reverences have not found demonstrative and well-enough grounded the Considerations and reflections regarding the causes by which the harvests of grain have now for some years been less than formerly, wherefore Your Honors, believing that they ought to be informed with greater accuracy and certainty regarding the true causes of the rapid decline, and what means might be employed and put into practice for recovery and revival with every hope of success, the appointment of a commission of burgher officers etc. having nevertheless been allowed to proceed, however under the adjacent reflections would have wished that the suggested Commission of knowledgeable and sedate residents and burghers had been executed for the intended investigation. and therefore recommended § 16 With the further addition that Your Noble Grand Reverences, for the considerations attached thereto, were obliged to recommend to us to let that Commission nevertheless proceed, unless, however, on good grounds arising from the intricate state of these affairs here, we judged that some unforeseen and serious consequences might result therefrom at this time, and that necessity thus required to temporize that Commission for the present, in which case Your Honors have qualified us to do so, without, however, including among the reasons for temporizing it the fear that from such a Commission an occasion would be taken to demonstrate that, on account of the greater costs and heavier labor, the price of wheat ought to be increased. thus the order to carry out the aforesaid Commission not being positive and no such intended success ever being capable of being expected from it we have therefore thought necessary beforehand to lay open to Your Noble Grand Reverences the reasons and causes for the decrease in the harvest of grain to which may yet be added in this regard § 18 Therefore, since Your Noble Grand Reverences' aforementioned missive, nor the previous one of 20 October 1786, by no means contained a positive order to carry out the often-mentioned Commission, but Your Honors were pleased merely to submit such to us for consideration, we, considering that on our part no such success as Your Noble Grand Reverences intended could ever be expected therefrom, could not fail, before proceeding to the employment of this Commission, to present to Your Honors the moderate and grounded reasons and causes for the decline of the harvests on the one hand, and on the other hand the circumstances whereby one has been rendered unable to obtain from the Farming the requirements for the Honorable Company, along with the disadvantageous consequence which, in our opinion, was to be expected for the Inhabitants as well as for the Honorable Company from the appointment of such a Commission; and to which remarks we shall also take the liberty to add in this regard: our further remarks § 19 that such a Commission could be detrimental to the aforementioned purpose.

The grain harvest in the nearby districts having turned out in every way fortunate and according to wish, and in the Mossel Bay also a delivery of 3 to 4000 mudden of grain being expected. We may demonstrate to Your Right Honourable Grand Worships the most evident proofs of our zealous efforts to supply the capital of the Indies with wheat to its complete satisfaction, in accordance with its most explicit desire and longing. Just as, to that end, with a good prospect of the upcoming harvest, out of our small stock which was received into the Company's magazines during the last months of the past year, we have already in the month of November last caused a quantity of over 143 lasts to be dispatched thither provisionally with the ship De Goede Verwagting. And whereas according to what was advised in our humble letter of 5 January last, dispatched by the ships De Phoenicier and Oud Haarlem, the grain harvest in the nearby districts here has turned out in every way blessed and according to wish; And that, according to made calculations, both in the preceding and in this year, a quantity of 3 to 4000 mudden of grain, consisting of wheat, rye, peas, and beans, has already been and is yet to be delivered to the Honourable Company in the Mossel Bay; we can inform Your Right Honourable Worships that the last received requisition of wheat for Batavia, if not entirely, will nevertheless for the greatest part be fulfilled. The requisition for Batavia will thus, if not entirely, nevertheless for the greatest part be fulfilled. How much wheat and rye is now being dispatched with the bearer hereof. What products besides have been shipped in those vessels. Just as there is now also dispatched upon the aforementioned requisition, with the bearer hereof, the ships De Schelde and Dortwijk lying ready to sail, 865 and a half mudden of wheat and 74 mudden of rye; namely, with De Schelde 740 mudden of wheat, and with Dortwijk 125 and a half mudden of wheat and 74 mudden of rye. Finding ourselves furthermore obliged, in treating this matter of products, likewise to bring to the knowledge of Your Right Honourable Grand Worships that we have received from the Governor and Intendant of Isle de France, the Vicomte de Souillac and Motier de Narbonne, prior to the departure of the said Monsieur de Souillac from Mauritius, a missive dated 17 October of the preceding year, whereby they made a request because the excessive drought that had prevailed on the island in that year had entirely ruined the grain harvest there; and they therefore found themselves brought into the same circumstance that had been experienced locally in the preceding year 1786 through the crop failure; wherefore Monsieur Troublet, who after the departure of Commissioner Percheron manages the affairs of the French nation here, found himself instructed to request from this government the needed assistance of 600,000 lb. of grain, or else to lend him a helping hand in the efforts that would be made by the said Monsieur Troublet to provide himself with this requested quantity from private inhabitants here. What has been taken into consideration by us concerning this. The requested quantity has provisionally been set at half, and the remainder will subsequently, if possible, be supplemented. The contents of the aforementioned missive having been deliberated upon in our meeting of 11 December last, it was taken into consideration that, while on the one hand the assistance enjoyed in the year 1786 from the aforementioned French Government during the extreme lack of bread then prevailing here did not permit withholding from the same Government, in similar circumstances which they now also faced there, such succour as could be brought to it from here; yet on the other hand, through the uncertainty as to how far the new harvest then at hand would serve to fulfill the required stock in the Company's magazines, the provisioning of the Indies, and the feeding of the inhabitants, without exposing ourselves extremely and imprudently to inconvenience or a new shortage, it was by no means to be calculated whether the entire quantity requested by the aforementioned missive could be spared; whereas nevertheless, as the aforementioned Monsieur Troublet subsequently insisted, a determination in this regard necessarily had to be made, in order that the said government might not employ a ship or ships hither in vain for that purpose, which they could otherwise dispatch elsewhere to that end. We have therefore informed the frequently mentioned government by rescript, and as far as necessary based upon the aforementioned circumstances, that we had not been able to fix the firm promise with respect to the desired quantity of wheat closer than to circa half thereof, or 1500 mudden, which will then also be delivered from the Company's magazines here to the ship or vessel that shall find itself destined for that purpose; and that furthermore, upon obtaining a sufficient stock for this, we shall additionally attempt to supply the remainder from the Company's magazines, or else favour a purchase from private persons, by which the demanded quantity may be met.

Regarding the Servants. §40 and the remarks made by Your Right Honorable regarding the appointments of Major de Lille, Town Major von Bonstetten, and Sub-Major Bleumer, as well as of the Commissary of the Magazines Rutz, §41 we shall now have the honor to report that the High and Mighty Lords Masters, having seen fit to disapprove the said appointments, these offices have consequently ceased to exist. Our disposition regarding the means of subsistence of both Secundes having been viewed with surprise by Your Right Honourable Grandeur, with orders to have the disbursed amount returned to the treasury and to make a further disposition in that regard, this has for the present been superseded for the adjacent reasons. And we trust that the Right Honourable gentlemen will kindly regard and accept any such dutiful precaution on His Honour's part solely as having originated from a fundamental principle entirely consistent with the trust which the same were pleased to place in His Honour with respect to the defense of this place. Your Right Honourable Grandeur having furthermore expressed surprise concerning the dispute subsisting between the outgoing and incoming Secundes, the Messrs. Hacker and Rhenius, over the enjoyment of the means of subsistence, that the Company was made the suffering party therein, with the accompanying order to have the disbursed amounts counted back into the Company's treasury, and regarding the said dispute to take such disposition as has taken place in such cases in former times regarding the said staff, or else as equity shall require; we have, under Your Right Honourable Grandeur's esteemed favorable interpretation, judged it best, since neither of the said two Secundes saw fit to enjoy the aforesaid means of subsistence in question under the stipulation of promised restitution determined therein, but to let the same remain in the Company's treasury, likewise to supersede a further ruling thereon until we shall also have understood the pleasure and approval of the Lords Principals concerning this. Paragraph 50. Furthermore, since our aforesaid last writing of the 14th of this month, there have departed from here, namely: The 14th of February: Oostzaandam. The 17th ditto: De Juffrouw Johanna, De Vlissinger, for the Fatherland. Ditto ditto: Geertruijda, Eijk en Linde, for Batavia. Paragraph 51.
