Provident, very Colombo To the Noble Willem Jacob van de Graaff, Extraordinary Councilor of the Dutch Indies as well as Governor and Director of the Island of Ceylon and its dependencies, together with the Council there. Receipt of Dutch party: Ship de Susanna Wise, provident, very generous Sir and Noble Sirs. Below: Your Noble and Right Honorable sirs' very humble and obedient servants, was signed: C. S. van de Graaff, I. I. Rhenius, R. I. Gordon, I. S. Le Sueur, O. G. de Wet. In the margin: In the Castle of Good Hope, 20 February 1788. Noble, Honorable, Right Honorable, Valiant, Noble, Honorable, Valiant, Wise, Discreet Sir and Friends, By our last letters of the 4th of this month, dispatched with the four ships serving for the transport of the Meuron Troops: Josephus de Tweede, 't Fortuin, De Drie Gebroeders, and De Vrouwe Johanna, of which De Drie Gebroeders commenced the voyage from here on the 9th of this month and the three others one day later, having among other things informed Your Honors that the remaining men of the Meuron Regiment were to follow with the likewise chartered ship de Susanna, that vessel is now found ready for this voyage to Your Honors' government; and upon which there are always still placed from the said regiment: 1 sergeant 3 corporals 56 soldiers. Remaining here at present still, as invalids to follow after their recovery: 1 lieutenant 1 lieutenant à la suite 1 second surgeon 16 soldiers. As well as for the depot established here for the sick and recruits: 1 captain 1 sous-lieutenant 1 second surgeon 4 sergeants 6 corporals 1 master tailor 1 master shoemaker 2 soldier servants, as well as one captain-lieutenant with leave for eighteen months. While, on account of the expiration of their contracted time with the regiment, having been discharged, to be sent from here to Europe with the first opportunity: 18 sergeants 12 corporals 2 sappers 1 musician 3 drummers and pipers, and 160 soldiers. In the aforesaid vessel Susanna we have likewise laden for Your Honors' government: 351½ muds of wheat 18½ muds of rye 40 leggers of assorted wine 1 aam of red wine 1 half-aam of tarragon vinegar 10 half-aams of heading cabbage 10 half-aams of Savoy cabbage 10 half-aams of cauliflower 10 half-aams of red cabbage 10 half-aams of sour cabbage 43 lb. dried peaches 99 lb. dried pears 33 lb. dried apples 156 lb. fine garden seeds 144 lb. coarse garden seeds 50 lb. canary seed, specified more fully in the bill of lading and invoice drawn up thereof and sent herewith, upon which are also made known: 10 cases of hammocks, received here from the motherland to serve for the Luxembourg Regiment, which are forwarded with the aforementioned ship Susanna. Meanwhile, on the 20th of this month, there appeared here in the roads the Company's small vessel de Hoop, destined for Ceylon, commanded by Captain Laurens Smit, having sailed from Texel on 1 September of the past year, its crew consisting of 32 heads, of whom 12 invalids have been brought in, while the remaining part of the people also suffer from scurvy due to the long duration of the voyage. By that vessel we were instructed by the Noble and Right Honorable Directors of the Amsterdam Chamber that on the same are also conveyed to Your Honors certain orders relating to the Regiment of Luxembourg, and that we, with that ship, should inform Your Honors at what time the ships that must convey the said Regiment of Meuron would depart from here, if they had not already undertaken the voyage thither, and in any case to let the aforesaid vessel de Hoop proceed on the voyage to Your Honors' government with the greatest speed. This order we found ourselves at present only capable of complying with to the extent of making all possible haste to further the continuation of the voyage of that small vessel. The Noble and Right Honorable Directors of the Zeeland Chamber, under date of 25 June of the past year, likewise having written to us that Colonel Commandant de Meuron was permitted, out of such amount of 80,000 guilders as his honor had permission to transfer annually in cash from Ceylon, to count out here, before his embarkation from here to Your Honors' government, in cash whatever he should judge of that amount to need at that time, and that we should issue the necessary drafts for this, and in such manner as we have seen was reported to Your Honors, with notification in that regard to Your Honors so that you may govern yourselves accordingly, and pursuant to this permission, by the said Colonel de Meuron, just before his embarkation here, having been counted out into the Company's treasury a sum of 8667 ducatoons, for which the drafts for payment in the fatherland are to be issued, we hereby convey to Your Honors the said communication recommended to us. With the requisition of necessities for this government in the forthcoming year 1789 enclosed herewith, we very kindly request Your Honors that the same may be fulfilled, and also that Your Honors will have the goodness to provide secure delivery to the enclosed packet for the Director and Council at Surat. There being also enclosed herewith a packet containing the invoice and bills of lading for the cargo in the aforementioned ship de Hoop for Your Honors' government; which packet, being brought from the fatherland with the ship de Schelde among other Company papers, was opened by mistake. Right Honorable, Valiant, Much Respected, Most Wise, Prudent and Very Generous Lords, Ruling Lords, Our respectful last letter having departed on the 14th of this past month of February with the ship de Vlissingen, and that vessel having turned its prow toward the Netherlands on the 17th thereafter, Amsterdam, the ships de Geertruyda Eyk en Linde and the Schelde, sent out for Your Right Honorable Chamber, have successively on the 17th and 22nd continued their course to Batavia. While in the meantime on the 20th has appeared here in the roadstead the ship de Hoop, also equipped by Your Right Honorable Chamber, solely with 12 disabled men, by which vessel was received their most esteemed instructions dated 6 August of the past year; thus, after the ships Josephus de Tweede, the Vrouwe Johanna, the Drie Gebroeders and het Fortuin, carrying the largest part of the troops of the Swiss Regiment de Meuron formerly garrisoned here, had departed for Ceylon, we therefore take the liberty, in response to aforementioned honored missive from Your Right Honorable Chamber, respectfully to refer to our humble letters of 23 August of the past year, 5 and 26 January, as well as 7 February of this year, successively sent to Your Right Honorable Chamber, and wherein dutiful notice was given to the same concerning our conduct with relation to the dispatch of the aforesaid Meuron troops to Ceylon, to which we shall also add that the chartered private ship de Susanna, whose arrival was advised in our aforesaid letter of 26 January, now lies ready to sail, in order to proceed likewise to Ceylon with the remaining troops of the said regiment who could not be accommodated on the aforementioned ships Josephus de Tweede, the Vrouwe Johanna, the Drie Gebroeders, and het Fortuin, the total number of troops destined for Ceylon and embarked on the said five ships consisting of 906 men, both officers and privates. 33 soldiers on the ship Doggersbank, thus totaling 81 men placed on both those ships in order to return with the same, of which crew members a separate memorandum has been drawn up and is transmitted herewith. And whereas the Noble Right Honorable Lords Committee of the Directors at the meeting of the 17th were pleased to write to us that the oft-mentioned Regiment de Meuron should be transported to Trincomalee, it having been anticipated that the mentioned five ships would arrive in False Bay and that they would have been able to depart from here to Ceylon again at the beginning of the month of September last, and Your Right Honorable Excellencies having, by a further communication, counted upon the mentioned ships taking in the troops of de Meuron for the mentioned transport not in False Bay but in this Table Bay, yet that with the time of their departure from here it would turn out such that those vessels would have to head toward the mentioned Bay of Trincomalee, but it also having been gathered from a still further letter from the same dated 6 January 1786 written to the government at Ceylon, as sent to us under flying seal, that the same ministers would also expect those ships in the Bay of Trincomalee: We have therefore requested from the Naval Captain and acting Master of Equipage here, Johan Arnold Voltelen, and other Naval Captains who are acquainted with the fairway and the bays of Ceylon, their report and considerations as to whether the present season of the year still permitted the aforementioned ships to call at the Bay of Trincomalee. And it being stated by them that although the Bay of Trincomalee could still be called at, and what was to be observed regarding the obtaining of pilots, yet on account of the inconveniences and the uncertainty accompanying it, it was deemed better and necessary that these ships first call at Tuticorin in order to await and receive pilots there and the orders of the Ceylon government as to where the troops ought to be disembarked, a copy of this report was handed to each skipper of the aforementioned five ships, in order to serve for their information and guidance upon approaching Ceylon, with the accompanying written order to head upon departure from here toward the Bay of Trincomalee, or else toward such other bay as the outcome of the voyage or the circumstances of weather and wind might permit them or cause them to deem advisable to call at, following the aforementioned information obtained here, in order to await there the orders of the aforementioned government. Your Right Honorable Excellencies furthermore, because the soldiers in the Regiment de Meuron who were engaged in service for no longer a period than that of three years might demand their discharge instead of willingly letting themselves be transported to Ceylon, having likewise desired that some time before the embarkation it should be made known to them explicitly that those who demanded their discharge on account of having served out their engagement could obtain the same, but that they would then at the same time be obliged to depart for Europe with the very first opportunity, which measure Your Right Honorable Excellencies hoped could be employed fruitfully to induce such men as had only been engaged for three years to enter into a new engagement of five or at least three years, the undersigned Governor also dispatched to the Colonel or commanding officer of that Regiment on the 31st of December last a written order, also enclosed herewith in copy, to bring the aforementioned order to the knowledge of the soldiers of the Regiment in the suitable manner so clearly and plainly that they could not pretend any ignorance thereof. The previously mentioned return ships the Draak and Doggersbank, both projected for the Chamber of Your Right Honorable Excellencies, having been dispatched today and thus lying ready to head for the Netherlands with the first favorable opportunity, the following wines have been shipped in those vessels at this place: in the Draak: 20 leagers of ordinary Cape wine in kind in the Doggersbank: 22 aams of red Constantia wine, whereof 12 aams from supplier Hendrik Cloete and 10 ditto from ditto Johannes Nicolaas Colijn; 22 aams of white Constantia wine, namely 12 from Cloete and 10 from Colijn. The Honorable, Highly Respected gentlemen committee directors at the Assembly of Seventeen having been pleased to write to us that the repeatedly mentioned de Meuron regiment should have to be transported to Trincomalee, having been of the thought that the aforementioned five ships would arrive in False Bay, and that they thus again with the beginning of the month of September last past could have departed from here for Ceylon. And also the gentlemen Directors at the presiding Chamber of Amsterdam, by a further communication that the aforementioned ships should take in the de Meuron Troops for the aforementioned transport not in False Bay but in this Table Bay, having assumed that it nevertheless, with the time of their departure from here, would so turn out that those vessels should have to turn their prow toward the aforementioned bay of Trincomalee, likewise therewith also having perceived from an even further letter from the aforementioned gentlemen Directors dated 6 January 1787 written to the government at Ceylon and sent to us under flying seal, that the same Ministers would also have to expect those ships in the bay of Trincomalee. We have therefore required from the naval Captain and acting Master Attendant here, Iohan Arnold Voltelen, and other naval captains who are acquainted with the navigation and the bays bays of Ceylon, their report and considerations whether the present fair season still permitted the aforementioned Ships to be able to put in at the Bay of Trincomalee. And it having been stated by them that the Bay of Trincomalee could still indeed be put in at and what was to be observed therewith regarding the obtaining of Pilots, but that on account of the inconveniences and the uncertainty which accompany it, it was considered by them better and necessary that these ships first call at Tuticorin in order to await and receive there the pilots and the Orders from the government of Ceylon as to where the troops will have to be disembarked, a copy of this report has been delivered to each skipper of the aforementioned five ships, in order to be able to serve for their guidance in putting in at Ceylon, with added written orders upon departure from here to turn the prow toward the Bay of Trincomalee or else to such other bay as the outcome of the voyage, or the circumstances of weather and wind, after the aforementioned information obtained here, might permit them or cause them to deem advisable to put in at, in order to await the order of the aforesaid government there. to have entered into three years, the undersigned Governor on the 31st Decbr: last also dispatched a written order to the Colonel or Commanding Officer of that regiment, added hereto in copy, to bring the aforesaid order clearly and distinctly to the knowledge of the soldiers of the regiment in the appropriate manner, so that they could not pretend ignorance thereof. Whereby we must also dutifully inform your Right Honorable Worships, that when pursuant to their highest order all necessary preparations were made to enable the aforesaid first four ships Jozephus de Sweede, de Vrouw Johanna, de Drie Gebroeders and 't Fortuin to take in as many men of the said Regiment de Meuron as could comfortably be placed on those ships, and for which the necessary orders had also been given to Mr. P. F. de Meuron, Colonel of that regiment, whereby His Honor was ordered to conduct himself in conformity with your Right Honorable Worships' honored orders, and consequently also to take and prepare the necessary measures depending on him, in order to embark as soon as possible on the aforementioned four keels as many men of his regiment as could be transported with the same. Said Colonel de Meuron then submitted to us a written statement of various requirements for the aforesaid transport of his regiment, as well as of other points attached thereto, which His Honor believed he could claim, as your Right Honorable Worships, if pleased, will be able to see from the said writing and its attachments themselves, which are added hereto in authentic copy. After we had investigated and inquired to what extent one was or was not able and authorized to comply with the requests made, we took the following resolution regarding the various articles contained therein, to wit: That since no stock of flax linen was at hand here which permitted the same to be issued for the purpose proposed in art. 1, it could consequently not be complied with. That to satisfy the second article, the medicine chests found on board the ships which brought the Württemberg troops here, which were to serve for the transport of the said regiment to Ceylon, should be refilled again from the Company's warehouse here in the presence of the Surgeon Major of the said Meuron Regiment, and provided with what is necessary as completely as possible. That instead of the seventy chests which, according to a list attached to the said statement under Lit. A, were to serve for the end and purpose specified in the third Article, because by further consultation with the aforementioned Colonel Commandant it was agreed that instead thereof a number of forty-two was to be considered sufficient, these forty-two chests should therefore be manufactured at the Company's Artisan Quarter for that purpose. That as extraordinary issues for the soldiers on board ship, on the question proposed in art. 4, a quantity of 300 tobacco should be delivered gratis from the Company's trade warehouse here. That for instruction and information on the fifth article, the aforementioned transport ships should be provisioned and supplied for the benefit of the Officers and privates of the frequently mentioned regiment, after the same could be reconciled with the present circumstance of time, on the same footing as was done at the departure of the Luxembourg Regiment from here to Ceylon for the service of the same, the care of which we thought fit to leave assigned to the undersigned Chief Administrator Johannes Isaac Rhenius. That also in satisfaction of the sixth article, there should be delivered into the hands of the frequently mentioned Colonel Commandant the lists of the victuals and provisions which would be embarked on each of the transport ships in the manner just mentioned. However, since we unanimously understood, regarding what the aforementioned Colonel Commandant believed he could claim and demand in the seventh and eighth articles with respect to the augmentation of 45 stuivers to the pay of the soldiers and the repair of the weapons, that one possesses no authority here, nor has obtained qualification, to acquiesce thereto, the order concerning this would thus still have to be awaited and expected from the Right Honorable Worships or from the High Honorable Gentlemen Seventeen themselves. your most esteemed letters of December 18, 1786, which the said Colonel considered to be too precise regarding the matter, rather than that, as he expressed it, he, the Colonel, would have needed to make other provisions, were found by us to relate particularly to what was to be observed in order to allow the soldiers of the Luxemburg and Meuron regiments, who would have fully served their term, returning to Europe, to enjoy the premium of one hundred guilders: whereas this order concerning the premium originated with Your Right Honorable Esteemed Sirs out of consideration that both of the said regiments, pursuant to their respective capitulations, having the right to all the emoluments and benefits enjoyed by the other troops of the Company, would also without doubt claim payment of the said premium, as is paid to the soldiers after serving their contract, upon their return to the Netherlands. [illegible] without Your Right Honorable Esteemed Sirs, although the enjoyment of the premium for the soldiers having served their term and returning can be derived much more closely from the 18th article of the capitulation of the Meuron Regiment than that any right to demand an increase in the monthly wages for the soldiers—which by the 6th article were set at ƒ 9. per month, to be paid out of the Company's treasury at 20 stivers—could be inferred from that same article, having nonetheless thought fit to issue any special instruction for the payment of the claimed 45 stivers per month for each soldier above their stipulated pay, notwithstanding that the said Colonel, in the reasons submitted in support of this claim, declared that complaints in that regard had been made in the Fatherland by the Colonel Proprietor of the regiment, and that he would have also received compensation from the Honorable Company in that respect; as well as, in the second place, the arrangement made by the resolution of this Council of March 4, 1783, to place the soldiers of the aforementioned regiment on an equal footing with the other troops here regarding the enjoyment of monthly wages as well as in all other matters which they were already enjoying, cannot presently be regarded otherwise than as completely answering that purpose, just as the offer thereof, pursuant to the same resolution, having been made to the Colonel Proprietor, his Honor also accepted and has since enjoyed it on that basis; and why we also did not consider it advisable, without a special order from Your Right Honorable Esteemed Sirs, as being fully informed in that regard, to deviate therefrom: because the other soldiers here receive their pay of ƒ 13 per month at 15 stivers per guilder, and to those of the Meuron regiment the guilder is paid at 20 stivers from the Company's treasury; that on the contrary, if in addition to the 195 stivers which they in this manner enjoy per month equally with the other troops, another 45 stivers per month were granted to the soldiers of the said regiment, a privilege would be conferred upon the former over the latter, not only contrary to the said 18th article of the capitulation, which capitulation was ordered to be strictly observed, but also wholly suited to cause unrest among the other troops should they happen to receive less pay than others of their equal rank, or also, as has frequently occurred, among the soldiers of the regiment itself, if this increase, being granted to them, should be withheld by the Colonel Commandant—as his Honor claims to be able to do in his submitted reasons—holding the same increase as not being intended to let the soldiers of the regiment enjoy more money than those of the battalion, but rather to indemnify the Colonel Proprietor in a fair and reasonable manner. Without furthermore any consideration being given in this matter to the arguments advanced by the said Colonel Commandant in his oft-mentioned submitted reasons, as if the soldiers of the battalion receive their pay in the Netherlands and enjoy the guilder there at 20 stivers: because in general the soldiers of the battalion obtain their pay here, and, as said, are then paid at 15 stivers per guilder, while very few are to be found among the battalion who, intending to return to Europe in due course, through extraordinary economizing, standing guard for their comrades, or through other small earnings, obtain the possibility of leaving their pay untouched and receiving it in the Netherlands, whereby on the other hand such men must forego their monthly wages for all that time, or at least one to two years, and upon receipt must undergo some deduction, which never allows them to calculate the guilder for themselves at 20 stivers; furthermore, in the third place, that concerning the charge of 72, 1940: 1: 3, which the frequently aforementioned Colonel Commandant also came to demand, not in any way, not even with the slightest semblance of reason

reason an expenditure can be claimed from the Company's treasury, since the mentioned sum arises on account of the repairs to the rifles of the soldiers over a certain lapse of time, namely from 26 June 1786, when, after representations had been made several times to the undersigned governor both by the head of the militia, Colonel Gordon in his capacity, and by most captains of the said regiment, requesting that the necessary orders be issued so that the soldier would be treated according to the Capitulation; and after all the members of the council, as well as the governor himself, had believed that from the 8th article of the Capitulation nothing else could be understood than that the repair of the rifles had to be paid for not at the expense of the soldier, but from the sum of money enjoyed by the Colonel-Proprietor according to the same article; in such manner as this had also previously been understood by the committee which served to investigate the administration of the aforementioned regiment, pursuant to its report submitted to the meeting of 19 June 1784, and as the mentioned Colonel-Proprietor of the regiment had himself admitted in his memorial of justification dated 24 April of the same year, since, moreover, over several points, and among others concerning the maintenance of the rifles, there was widespread unrest among the soldiers and they constantly tended toward desertion, and as Your Noble Great Lordships by letter of 12 May 1785, as stated above, had given orders to ensure that the aforementioned capitulation was strictly observed, the undersigned governor, with our communication, had therefore thought that it could and should no longer be postponed to alter some points in the internal management of that regiment according to his Honor's best judgment by his order of the aforesaid date 26 June 1786 and to have them strictly executed. Since also the complaints submitted by the former Lieutenant Colonel de Sandol Roy concerning the administration in general were brought directly to Your Noble Great Lordships, and the orders and further explanation from Your Noble Great Lordships concerning all the aforesaid points were constantly awaited, he believed he had to acquiesce provisionally, whereby Your Noble Great Lordships, in their letter dated 21 June of this year addressed specifically to the undersigned governor, were only pleased to make a declaration that the entire arrangement of Colonel de Meuron with regard to the settling of accounts with the non-commissioned officers and soldiers, etc., was fully approved as most in accordance with the spirit and intention of his Capitulation and the customs of the Swiss regiments in France and the Netherlands, and that the commanding officer of the regiment was permitted to restore the same arrangement to its former footing, which the undersigned governor also testified to having put into effect immediately upon the arrival of the said letter, without Your Noble Great Lordships adding anything further to it. And it is evident, it having been decided that the repairs should always be done by the soldier, that the mentioned sum should at least never be charged to the Honorable Company, but should subsequently be recovered from time to time out of their pay from the soldiers whose rifles were repaired over the aforesaid time at the expense of the Colonel. The aforesaid Colonel de Meuron having subsequently submitted again to the undersigned governor the following various requests by letter, likewise accompanying this in copy, tending: Firstly, that since no more than eight hundred men could be embarked on the aforesaid four ships, and thus about three hundred men of the regiment would remain behind here under the orders of Captain de Meuron Motier, although a good portion of them were in the situation of having served out their engagement, but the Colonel presumed that the recruits expected by his Honor on all the ships for the Chamber of Zeeland would, if not increase that number, at least keep it complete, therefore, in order to give a structure to the depot before his Honor's departure, a suitable lodging provided with a kitchen and two kettles might be designated for them, with the addition of two slaves for this service. Secondly, to be allowed to continue a hospital on the same footing as was then the case for the regiment. Thirdly, that, on account of the scarcity of provisions existing on the island of Ceylon as learned by him, the Colonel, his Honor might transport on the ships serving for the transport of the regiment the amount of Two Thousand Rixdollars, which was in reserve with the regiment, in corn or flour to be purchased from the Company's storehouses or from private individuals here. might come to engage with the regiment, pursuant to Your Right Honorable's letter, to be able to send them to the Fatherland by the first shipping opportunity, and thus prevent them from roaming about here in the Colony; and that then, in proportion to the number of remaining men, according to the available opportunities, a suitable encampment would be fixed for them, with the provision of the necessary requisites serving that purpose; while the arriving recruits would be treated in exactly the same manner as has been observed hitherto regarding those of the Luxemburg Regiment. That, whereas concerning the second point, use would necessarily have to be made of the house presently occupied as a hospital by the Meuron Regiment for the service of the Regiment of Württemberg, and also the maintenance of a separate hospital for the few remaining men of the Regiment of Meuron, without absolute additional pressing circumstances, would constitute too great and useless a burden for the Honorable Company, consequently in the future the sick of that same regiment, just like the other troops of the garrison, would be cared for in the Company's hospital here; while the Lord Colonel was nevertheless left the liberty to have them attended to there by the surgeons of the Regiment who might remain at this place. And that with respect to the third point, since on the Company's behalf use had to be made of the spaces that would remain in the aforementioned four ships Josephus the Second, the Vrouwe Johanna, the Drie Gebroeders, and the Fortuin, to provide the Ceylon government with wheat, this taken precaution must thus be understood to fulfill completely the purpose for which one would otherwise have to permit the said Lord Colonel to make use of those same spaces. The aforementioned Lord Colonel de Meuron, however, instead of complying with our aforementioned requisition in relation to the required list of his men, having written a further letter to the undersigned Governor, we take the liberty of presenting the same in authentic copy to Your Right Honorables herewith; Which letter, communicated to us by the said Lord Governor in our meeting of 22 January last, and thereupon, by the co-signed member and Secretary Oloff Godlieb de Wet, concerning the complaints made by the said Lord Colonel de Meuron about the alleged slowness in the beginning of the aforementioned letter with which our resolutions had been delivered to his Honor, it was made known that although he had drafted the said resolutions immediately, yet, besides the manifold matters discussed and decided in our meeting of 19 December last, the voluminous dispatches to the Fatherland that departed in the beginning of the month of January with the ship 't Jonge Jacob had caused him, the Secretary, a full hands of work, which could serve sufficiently as an excuse if any few days of delay in expediting the aforementioned resolution had arisen from it. From this resolution, however, no extracts could nor might be expedited by them except after its resumption and approval, for which purpose the same had soon dutifully been handed over to the undersigned Governor, without the more-mentioned Lord Colonel having shown the Secretary de Wet in the least any desire to obtain the aforementioned extract more promptly; and for which said resumption the undersigned Governor also declared that due to incessant difficult occupations he had not been able to spare the time sooner. We have therefore, at the request of the said Secretary de Wet, thought proper, in order that the aforementioned complaints of the Lord Colonel de Meuron might not bring about any perception contrary to the satisfaction which he has always been able to perceive was given to us with the speedy disposal of the matters concerning his office, to keep this note in the resolution. Regarding the subsequent supposition of the Lord Colonel, concerning the article of the 45 stivers and that of the repairing of the guns, it was noted that although in the held deliberations upon his Honor's previously cited written exposition both these articles were indeed regarded as different subjects, we nevertheless had understood them to be alike only in this, that the demand made by his Honor could not be granted by us in either the one or the other. While we, further realizing that our resolution of 10 April 1781 did not concern the Regiment of Meuron, and that consequently no extract thereof could be granted to the said Lord Colonel, have thought it best to send such an extract to Your Right Honorables for your own elucidation herewith; having to the Lord Colonel, insofar as his Honor was not yet provided with the decision dated 4 March 1783 speaking of that allocated to the soldiers of the said regiment,

surplus deposited, extract thereof issued And concerning the reasons why the claim made for the 45 stivers and the repair of the muskets could not be granted, it was judged that these same reasons must serve solely for an accounting which we owe of our actions to Your Right Honorable Excellencies, and that therefore, before the same should have come to the knowledge of Your Right Honorable Excellencies, and thereafter also without your highest pleasure and approval, no overture of this accounting could be given to others. Moreover, regarding the repair of the muskets, after consideration of the remarks further adduced in this matter by the aforementioned Colonel, we still persist in our aforesaid resolution. Furthermore, with regard to the articles which had served for use by the regiment, the listed artillery implements supplied here have remained with them, and the soldiers, in addition to the hammocks with which they were to be provided, were permitted to make use of the blankets which were issued to them here on the Company's behalf. We hope and trust therefore that all the aforesaid proceedings conducted by us in this matter may obtain Your Right Honorable Excellencies' honored approval. And whereas the aforementioned Colonel de Meuron, pursuant to Your Right Honorable Excellencies' honored missive dated 25 June of last year, has counted here into the Company's treasury a sum of 8667 ducatons, for remittance to the fatherland, the bills of exchange regarding the said sum for remittance to the Netherlands shall, in accordance with your highest order and in such manner as has appeared from the missives to the Ceylon government, be arranged in such a way that a portion thereof is payable after the conclusion of the autumn sale, and the other after the conclusion of the spring sale; the necessary notice of this count made here by the said Colonel having been given to the Ceylon government so that they may govern themselves accordingly. As also, pursuant to Your Right Honorable Excellencies' order, the necessary communication has been given to the Ceylon government of the missives successively sent to us regarding the same regiment, insofar as this may serve for their guidance for the future, to which end we have dispatched to the Ministers there not only the copies and extracts of all the same honored missives, but also the extracts from our resolutions taken from time to time with regard to that regiment, if anything might occur therein that can serve for their elucidation in this matter. The Ceylon return ship de Draak, consigned to the presiding Chamber, now lying ready to sail, we have caused to be laden in that vessel for Your Right Honorable Excellencies: 11 aams of Constantia wine, of which 6 delivered by the supplier Hendrik Cloete and 5 by Johannes Nicolaas Colyn 11 aams of white Constantia wine, of which likewise 6 by Cloete and 5 by Colijn have been delivered and of which the bills of lading and invoices are enclosed herein; to which is also added a copy of the report of the undersigned cellar master Mr. Jacobus Johannes le Sueur, who was present at the filling of the aams and sample bottles with the aforesaid Constantia wine, and by whom the aforementioned bottles were sealed by his own hand with the Company's seal, the aams thereafter having been bunged in his presence and properly fitted with tins, and having in that state, well conditioned, been transferred into the Company's wine warehouses. Having had the honour to receive by the mentioned ship Dortwijk Your Noble Grand Honourable esteemed missive of 14 August of the previous year, we express our dutiful thanks for the care that Your Most Esteemed have been pleased to take and the orders given for the delivery of the journals by the ship's officers of the outward-bound vessels for Your Noble Grand Honourable Chamber; as then also, in accordance therewith, by the captain of the aforementioned ship Dortwijk, Cornelis van Deventer, has been handed over here his kept journal, which we have the honour to present herewith to Your Noble Grand Honourable, together with the customary reports regarding the provisions supplied and the cleansing of the ship, as well as the muster roll, both of the oft-mentioned vessel Dortwijk and of the ship 't Slot Capelle. This serves solely to accompany our humble letters under date of this day to their Right Noble, Great and Respectable Sirs, the Committee of Directors and Commissioners for secret matters, with the respectful request to grant them presentation at a suitable time and opportunity. While we hereby conclude this, commending Your Right Noble and Severe Sir and the Company's weighty interests to heaven's keeping, remaining with due respect, was written below: Right Noble and Severe Sir, lower: Your Right Noble and Severe Sir's humble and willing servants, was signed: C. The burgher Martinus Godfried Droskij has presented himself to me, stating that he was referred to me by you with his complaints lodged with you against the fellow burgher Stephanus Fouché, who is unwilling to comply any longer with a report confirmed by the Landdrost and Heemraden dated the 30th of November 1776. Whenever the cases are of such a nature that the Landdrost finds his power insufficient to act further therein, and that the authority of a chief ruler must then intervene, it follows of course that the Landdrost must provide proper information to the chief ruler as to what the case entails, in what manner action has been taken therein, how far it has progressed, and what the reasons are that one invokes the authority of a chief ruler, Good friend, all with the addition of the documents serving to provide information on the case, which you will always have to keep in mind for the future as a fixed rule and guideline, so that one may thereby be able to obtain the necessary light, through which, if feasible, a prompt settlement can be provided to the aggrieved party. In the case of the aforementioned Droskij, having been able to perceive nothing other than the outcome of the aforesaid commission from the above-mentioned extract of the report shown to me by him, this has appeared to me far too defective to employ the authority of a governor thereon immediately. I have therefore deemed it best for the present to instruct you hereby to summon both the said Fouché and the aforementioned Droskij to your presence, and to persuade him, Fouché, amicably, by whatever further means you might have at hand for that purpose, of his obligation to comply with the decision made upon the aforementioned report; but if he cannot be brought to this, to report to me then and state what reasons he puts forward against it, with the addition of that which, as indicated above, is required for full information. Good Friend, Having perceived from Your Honour's received letters of the 29th of the recently passed month the reasons that cause Your Honour to raise difficulties in obeying the instructions issued to the collegie, I have found those reasons not to be of such weight that they should bring about the slightest change in the resolution of the council; it being considered that, when, as Your Honour believes, the buildings are in proper condition and what is necessary has been attended to therein, it must always serve as a particular satisfaction for Your Honour to make the same convincingly evident after an accurate and legitimate investigation; and the council has found this investigation all the more necessary because, the colony already being burdened with heavy debts, the incurring of new debts cannot lightly be permitted, whereby the colony might ultimately become unable to pay the interest, much less to fund the necessary repairs, but that both the body of this government and the Heemraden themselves ought to be fully convinced of the necessity thereof, as well as that the money has been applied usefully and with proper deliberation. Wherefore Your Honour will have to proceed in this matter entirely in conformity with the instructions. We have furthermore, upon the written request made by the Captain of the just-mentioned vessel de Hoop, Laurens Smith, which is presently lying ready to sail, permitted him, on account of his indisposition through which he was frequently obliged to keep to his bed on the voyage hither and the necessity of having to remain on land for some time to recover his health, to remain behind here with cessation of pay for the aforesaid purpose. The command of this vessel being entrusted to Captain-Lieutenant Anthony van Rhyn, stationed thereon, as commander, he having been found, after prior examination by the provisional Master of Equipage and the written report given by him concerning it, to possess the requisite experience to be entrusted with such a command with confidence. While in order to replace the position thereby fallen vacant, the naval cadet Egbertus Weegenaar, who was stationed here permanently on the frigate ship de Meermin, has also been promoted and appointed as an able person to Sub-Lieutenant on the oft-mentioned vessel de Hoop, with a halving of pay to ƒ18. — Four soldiers of the regiment of de Meuron who remained behind here as invalids having also been placed on this vessel de Hoop in order to cross to Ceylon with it, two months' pay and service money has been provided in advance to each of them, as is noted in an annexed memorandum drawn up thereof. But this Faculty, insisting again in its report of today that these measures taken must be executed if one does not wish to expose this Colony to the most dreadful misery, and it being principally included in these measures that as long as the vessel remains here in the roadstead no one can be permitted to disembark, we have not dared take it upon ourselves to deviate from them, nor thereby draw upon ourselves the most bitter reproaches and render ourselves entirely culpable if, by misfortune, in one way or another, something that may be hidden somewhere in the vessel were to spread the contagion. It is therefore entirely impossible for us to sacrifice the welfare of the Colony to the desires of any individual, whatever regard we might otherwise wish to have for him aboard the vessel Avenhorn, and however much we share in the unfortunate fate that befalls him. You ought to have seen and reflected upon the circumstances, as they were also communicated to you by us as the true and sole reason for these measures, when you could have freed yourselves from them by leaving the vessel De Draak, for which there was plenty of time left; and we would have granted on our part all possible facilities. Certainly, in that we would have shown that we fully answered the purpose of your arrival with that vessel, as you requested from the High Government of Batavia, and as was mandated to us by their High Mightinesses, who were unaware that you would be obliged to remain here for some time on your private affairs, which you would undoubtedly have been obliged to communicate to them at that time. We do not wish, however, to place the slightest obstacle in your way in this matter, as far as it can be done without failing in the obligation to preserve this Colony from the miserable consequences that are feared. At present, another opportunity offers itself to continue your voyage to Europe on a French vessel, namely the King's Packet-boat No. 10, which arrived here yesterday in the roadstead, and by which you will be able to end and prevent all the chagrins that might result for you. And in case you do not wish to make use of it, or the necessary stay here would be too short, or they could not take you—which we leave rather to yourselves to investigate—we shall endeavor to procure for you another opportunity upon the arrival of the first vessels of our Nation. However, since we do not have the liberty, as we have said, to permit you to come ashore here, we leave you entirely the free choice whether you wish to remain on the vessel Avenhorn, or land at Robben Island and await there the precautions to be taken. Being informed of what Messieurs de Bas and la Roche wished to communicate to us; regarding what Monsieur d'Hugonet requested of us to obtain passage on the King's packet boat No. 10, you will already have been informed by the letter from Monsieur Troublet in what manner you may obtain this passage, of which you may consequently make use as you see fit. But in case you cannot resolve to do so, you will be under the necessity of preparing for departure for Holland by the return vessel Dordrecht, which is a good sailer, and for which you must take the necessary measures with the captain of this vessel. To the request of Monsieur d'Hugonet to have the valet de chambre whom he indicated to us, we wish to satisfy with pleasure if the person who is at Robben Island, a major of the Regiment of Luxemburg, is in a position to return to Europe. For this it will be necessary that Monsieur d'Hugonet give us the name of the said person so that we may inquire. We cannot, however, permit the said Monsieur d'Hugonet to have his soiled linen brought ashore to be washed, this being one of the things in which we principally fear that the contagion of smallpox may reside. 8 30 And since then, on the dates listed below, the following ships, likewise dispatched by your Right Honorable Worships, have safely arrived here, namely: on the 6th of March, the Vrouwe Jacoba Maria and Lucia Theresia, chartered ship ditto, the Generaal Maatzuijker, Company ship, with 10 dead, 70 sick ditto, Werthlust, chartered, 3 [dead] — 12 [sick] With regard to the first-mentioned vessel, the Vrouwe Jacoba Maria and Lucia Theresia, it having appeared to us from its charter party, among other things, that after discharging here the said ship could be loaded again for the return voyage, but otherwise might also be sent on from here to Batavia or Ceylon, of which written orders should be given to the captain within eight days; Yet pursuant to your Right Honorable Worships' letter of the 17th of July 1787, having had to expect in the next few days the also chartered private ship the Agatha, which might not be sent on any further, but after taking on a cargo at this place would have to return from here to the Fatherland: we have taken into consideration that if this government should not obtain in time a suitable number of leagers and other casks in order to dispatch a quantity of wines therewith, it would prove impossible to load that ship for the return voyage; wherefore it was also deemed inadvisable by us to dispatch anything that might still serve for that vessel with the aforementioned ship the Jacoba Maria Lucia Theresia, and thereby subsequently fall under the obligation of causing the Agatha to return completely in ballast. Therefore, having thought it best for the greatest service of the Honorable Company to cause the aforementioned vessel the Jacoba Maria and Lucia Theresia to proceed on its voyage to Batavia, since besides the chartered ship the Vlugge Trekvogel and five other private ships, serving for the transport of the Meuron troops, which had already departed for Ceylon, the aforementioned ship the De Hoop was also destined thither, whereby the government there might easily find it impossible to provide all those ships with a proper cargo, so that some of them, to the great detriment of the Honorable Company, would then have to return from there in ballast; Written orders were also dispatched to Captain Dirk Peek on the 15th of the aforementioned month of March to continue the voyage with that vessel to Batavia, after having taken on board here for the said Indian capital a quantity of wheat and whatever else is ready and on hand to satisfy the requisition received from there; just as they are presently busy loading that vessel therewith; It having since appeared to us from the respected letter of the Right Honorable Directors of the Chamber of Middelburg, dated the 2nd of November of the past year, that the frequently mentioned ship the Agatha is destined to convey to Ceylon the remainder of the Regiment de Meuron which shall still have remained behind here.
