Batavia Per the State's frigate of war last respectful writings wherewith we remain after greetings Below was written: Your Honor's good friends Lower: By order of the Right Honourable Lord Governor was signed: C. G. de Wet, Secretary In margin: in the Castle of Good Hope, 9 April 1788 To the Right Honourable, Right Worshipful Mr. Willem Arnold Alting, Governor-General, and the Honourable Lords Councillors of the Netherlands Indies. Per the Valk Having had the honour to present to Your Right Honourable Worships with the ships the Schelde and Dortwijk our last respectful letters of 20 February last, with which both these ships departed from here on the 22nd of the same month, we take the liberty to advise you at present that by Captain Kuvel, commanding the State's frigate of war the Valk, which departed on the 19th of December of the past year from Texel, Right Honourable, Valiant, Right Worshipful, Gallant, Prudent, Foreseeing, Very Generous Lord and Honourable Lords. Departed The aforementioned secret packet delivered here by Captain Kuvel will be forwarded to Batavia by the very next opportunity. there was handed to us a secret packet, in which another secret packet to Your Right Honourable Worships was enclosed, with regard to which the Right Honourable Lords Directors of the Chamber of Amsterdam have pleased to instruct us to forward it by the very first opportunity; but since, following the arrival here of the said frigate, which took place on the 22nd of the aforementioned month of March, no ship has yet sailed to the Indies capital, the same Captain Kuvel has made known to us that he had yet another such packet as he had delivered to us, also intended for Your Right Honourable Worships, in his possession, from which we deemed it proper to infer that the intention of the aforementioned Lords Directors entailed sending the said packet from here by another opportunity besides the aforesaid frigate; we shall therefore not fail to comply herewith by the first ship departing from here for Batavia. Hereto is attached a copy of our writings sent to the Fatherland per the return ships the Draak and Doggersbank. Departure of two ships for Ceylon. Captain Laurens Smit permitted to remain here for some time on account of indisposition. To respond hereto, there is likewise attached an authentic copy of the letter dispatched by this government under the date of the 27th of the often-mentioned month of February with the Company's return vessels the Draak and Doggersbank to the illustrious Board of the High Right Honourable Lords Seventeen, which aforesaid two ships subsequently set sail from here on the 4th of March following on their voyage to the Fatherland. Likewise, the ships destined for Ceylon, the Susanna and the Hoop, successively sailed thither on the dates 27 February and 21 March last; on the first-named vessel were embarked the remaining troops of the Swiss regiment De Meuron that had been in garrison here, who could not be accommodated on the ships Josephus the Second, the Vrouwe Johanna, the Drie Gebroeders, and the Fortuijn that had previously departed for Ceylon. Whereas, on account of his indisposition, whereby he had frequently been forced to keep to his bed on the voyage hither, and finding himself in no condition to undertake the further voyage, we have had to grant the urgent request made by petition of Captain Laurens Smit of the last-named small ship the Hoop to be permitted to remain here for some time for the recovery of his health with suspension of pay, A sub-lieutenant appointed to the small ship the Hoop, and a commander besides. and the command of that ship was entrusted by us to Captain-Lieutenant Anthonij van Rhijn, stationed thereon, as commander, after it was first found upon examination by the provisional Master of Equipage here that the aforementioned Van Rhijn possessed the requisite experience to be safely entrusted with such a command; whereas, in order to replace the officer's position that fell vacant thereby, we have also promoted, as a capable individual, to sub-lieutenant with half-pay and placed him on the same small ship, the cadet of the navy Egbertus Weegenaar, who had been stationed on the permanent frigate the Meermin. Since the dispatch of our above-mentioned last Arrival of various vessels noted in the margin, and departure again of two of the same. respectful letters, there returned here in good condition, successively on the dates 12 and 21 March past, the Dutch private ships Broederslust and Dordrecht, coming from Your Right Honourable Worships' capital and Ceylon; which last-named vessel departed from Punto Gale on 17 January last; both of them sailed again yesterday, the 10th of this month, for the Netherlands. Meanwhile, on the dates to be mentioned below, there have also arrived at this government the following incoming vessels, both the Company's own and those chartered by it, namely: 6 March: the Vrouwe Jacoba Maria and Lucia Theresia, chartered ship, which departed from Texel on 20 November. 28 March: Gatenisse, chartered ship, with 1 dead, 2 sick. 29 March: the Geertruyda and Petronella, chartered ship, with 17 dead, 70 sick. The first-named having departed on 22 December of the past year from Vlissingen, and the last-named on 15 November previously from Middelburg. 30 March: the Afrikaan, Company ship, with 11 dead, 18 sick. 30 March: the Generaal Maatzuijker, Company ship, with 10 dead, 70 sick.

With regard to the abovementioned hired ship The hired and hither-destined ship Lucia Theresia being to be forwarded to Batavia ship the Vrouwe Jacoba Maria and Lucia Theresia, we find ourselves obliged to have to inform Your Right Honourable Sirs that to us, among others, it appeared from the charter-party of that vessel that the same, after discharging here, could again be laden for the return voyage, or otherwise might also be forwarded from here to Batavia or Ceylon, of which written orders should be given to the skipper within eight days. Then, also in view of the missives of the Right Honourable Gentlemen Directors, at the presiding chamber Amsterdam, of the date 17 July 1787, having then already shortly to expect the aforementioned hired ship the Agatha, which might not be forwarded further, but after taking in a cargo at this place would have to return from here to the fatherland, we have taken into consideration that if this government did not in time obtain a competent number of leaguers and other casks in order to ship a quantity of wines with them, it would be impossible to load that ship in return return, wherefore we also did not deem it advisable to send off the one thing and another that could still serve for that vessel with the said ship the Jacoba Maria and Lucia Theresia, and thereby subsequently to fall into the obligation to cause the Agatha to return entirely in ballast. For the best service of the Honourable Company having therefore thought it best to cause the said vessel the Jacoba Maria and Lucia Theresia to continue its voyage to Batavia, considering that besides the hired ship the Vlugge Trekvogel and another five private ships serving for the transport of the De Meuron troops, which had already departed from Ceylon, also the aforesaid small ship de Hoop found itself destined thither, whereby the government there could easily be without the possibility to provide all those ships with proper cargo, so that some ships would then have to return from there in ballast to the great detriment of the Honourable Company; Upon the considerations of Your Right Honourable Sirs and for the reasons mentioned aside, the small ship the Helena Louisa has been purchased for the Honourable Company On the 13th of the aforesaid month of March, the written order was also dispatched to Skipper Dirk Peek to continue the voyage with that vessel to Your Right Honourable Sirs' capital, after having taken in here a quantity of wheat and whatever further happens to be ready and at hand in satisfaction of the demand received from Your Right Honourable Sirs; just as one is currently also busy loading that vessel with it, it having since appeared to us from the much-respected missives of the said Right Honourable Gentlemen Directors at the presiding chamber Amsterdam that the mentioned ship the Agatha finds itself destined to convey the remainder of the Regiment de Meuron which shall still have remained behind here over to Ceylon. Your Right Honourable Sirs having been pleased to note in their very honoured letters of the 6th of December last that upon the request made by the merchant and former Resident at Rembang, Jan Boers, to the same Boers request made, they had only permitted him to depart for this Government with his own private small ship named the Helena Louisa, but that the further request by the same Boers, to repatriate therewith in ballast, had been left by Your Right Honourable Sirs to the disposition of the High Governing Gentlemen Majores in the fatherland, to whom he could address himself for that purpose; Whereby Your Right Honourable Sirs, in the supposition that the said small keel could sometimes be used with profit by this government, were pleased to give us to consider whether in that case it would not be useful to take over the same at a reasonable price from the said Boers. And it having been made known by the repeatedly mentioned Boers to the undersigned Governor that if this Government could not approve—as he nevertheless flattered himself—to permit him to continue the voyage to the fatherland in ballast with that small keel, as was his intention, because the

the interim to request such permission from the high-mentioned Gentlemen Majores and to await it here would cause him too much danger and disadvantage both to the mentioned vessel and in his further personal circumstances, he was in such case resolved and inclined to surrender that vessel to the Honorable Company for a fair price; In which first-mentioned aim of the mentioned Boers to repatriate with the same vessel, this government considered itself by no means authorized to condescend, since your Right Honorable Worships yourselves had already raised difficulties therein. We deemed that we might only take into consideration whether that vessel could and should be purchased for the use and benefit of the Honorable Company; and it being judged necessary for this purpose to be informed beforehand by experts as to how the mentioned vessel was constructed, as well as to what extent it was suitable for navigation along these coasts, what cargo it could carry, and whether a useful purpose could be made thereof by this government, with the addition, finally, of how much such experts would value that vessel, together with the rigging under which it was found, and the further equipage goods belonging thereto, ammunition of war, and ship tools, of which the inventory was delivered by the repeatedly mentioned Boers; For which examination and valuation were expressly commissioned the Captain-at-Sea and pro interim Master of Equipage Johan Arnold Voltelen, and the fellow Captains-at-Sea Christiaan van Veerden and Francois du Minij, with authorization to have themselves assisted to that end by the Master of the Shipwrights, or others whom they should deem necessary for that purpose; by whom it was reported: That they, the commissioners, had found the said vessel de Helena Louiza in all parts well-timbered according to the rules of construction from good teakwood (which has an extraordinarily sound quality), as well as properly provided with good European spars, and standing and running rigging, being in length over the sternposts 82½ feet, in breadth at its waterline 26 feet 4 inches, depth in the hold 11 feet, and height between decks 4 feet 4 inches, Amsterdam standard measure. That the same vessel also happened to be new, having first been launched in the month of August of the past year, and according to its construction very suitable to be employed with confidence not only along these coasts, but also for other voyages, for the benefit of the Honorable Company. That the mentioned vessel furthermore, being estimated by them, the commissioners, at the size of 80 to 90 lasts, could, according to its present interior arrangement, also serve for the slave trade, and specifically to transport 80 to 100 head thereof; indeed, according to the judgment of the commissioners, for the said purpose it would be of more use than any large ship, because this vessel, being much more suitable for entering the small bays along these coasts than a large vessel, could therefore bring in a consignment of slaves within a much shorter time. That they, the commissioners, furthermore found the cited vessel in general to be very capable of being employed in any sudden and necessary expedition, for which one at present happened to have not a single vessel at hand here; the more so because assurance had been given to the commissioners by the above-mentioned merchant Boers and the officers of the repeatedly mentioned small vessel regarding its good sailing qualities. And that they, the commissioners, could lastly testify in good conscience that the same, according to the inventory examined by them, was well worth an amount of 30 to 40 thousand guilders, Cape valuation. From which report it has appeared to us that, besides the soundness of that vessel and the durability of the wood from which it is built, the same can be used with confidence not only here along the coasts, but also elsewhere, for all that one should judge to be useful to the Honorable Company; While the undersigned Governor additionally made known that, although the mentioned report states that the same vessel, arranged inside as it now is, if employed in the slave trade, could transport only between 80 to 100 slaves, the said Master of Equipage had nonetheless verbally assured His Honor that with a few minor alterations to be made thereto, it could be adapted to accommodate suitably 150 slaves. the Company's valuable ships should meet with any misfortune along these coasts that would require speedy assistance to be rendered to them, one would be utterly unable to do so, in which case the Honourable Company might suffer substantial loss due to the lack of that assistance; besides which, the permanent frigate the Meermin, as the only vessel available here at hand, because of the major repairs required upon her, as the experts assure, will necessarily have to be sent to the Fatherland in the coming year, in order to be put in a condition to put to sea again, since she will otherwise no longer be usable even for navigation to the various bays of this corner; one would then also find oneself stripped of any means to transport the provisions for the Company's ships arriving in False Bay other than by the overland route at significant expense, or else to make those ships wait there to the great detriment of the Honourable Company until until the season of the year permits them to come to this roadstead again to take in their provisions here themselves; which, moreover, cannot be made practicable at all with regard to the return ships, so that, since this year a large number of ships from Europe must still be expected in False Bay, and also the late departure of the return ships from China will cause them to be expected in that bay as well, the said frigate the Meermin will not be capable alone of transporting all the provisions and other necessities required for the said ships to the said bay early enough at the suitable time of the year; and that, if that same frigate should meet with any unexpected accident on that journey, or should encounter a great delay in her voyage, as has often been seen to happen, the Company's return ships might well be placed under the necessity of having to winter here; for which reason we also, for the service of the Honourable Company, even if it were only for this for this service, have judged that it would be extremely useful to purchase the aforementioned little ship the Helena Louisa, since one will then, moreover, easily be able, instead of having the said frigate the Meermin lie idle for any necessary expedition arising in False Bay, still to employ her this year to transport a cargo of timber hither from Plettenberg Bay of what already lies available in stock there, which also cannot be neglected to be fetched as much as possible, since the space in the shed is not large enough to store all the timber therein, and exposing it longer to the open air must cause decay. Whereby in the second place it was considered by us that, since request has already been made on behalf of this government to the high commanding Lords Masters to be provided with three permanent ships, on which, however, no decision will yet have been made by the same, if this purchase takes place and their Right Honourable High Mightinesses might be informed thereof before the taking of such a decision, the same may then also cause the necessary changes to arise therein; yet should this information arrive too late to cause any change to take place in the order made regarding those ships, with that little ship the Helena Louisa, if she is used for only two to three voyages for the slave trade to Madagascar or Mozambique, provided those voyages turn out only somewhat successfully, the entire amount of her cost can be recouped with profit; and the Honourable Company can then still have many years of useful service at this government from such a well-built and durable vessel. Regarding this latter point, we have further noted in the fourth place that, in the event Your Right Honourables, for reasons which cannot be foreseen by us, should nevertheless not find this purchase agreeable, it will always remain at Your Excellencies' pleasure to have that vessel sent back to Batavia so that it may be resold there for the benefit of the Honourable Company, or else graciously to permit the same to be yielded to private individuals at the highest price, in order to send therewith a cargo of the produce of this country to the aforementioned Your Right Honourables' capital, and to resell both ship and cargo there, in which case, and particularly in the latter event, we hold ourselves assured that the Honourable Company will be able to divest itself of the same again without loss, while in the meantime this government will have derived great convenience from it. Having discovered that through a far-reaching negligence of the first Sworn Clerk at the Political Secretariat, Johannes Marthinus Horak, in the performance of that same office of his, the Honourable Company has been noticeably prejudiced in the duties accruing to it from some real estate which has been sold from time to time, and also in the loan moneys of the cattle posts granted on loan, we have appointed a special committee to trace and investigate precisely how much both of these amount to, in order to have the Honourable Company properly indemnified in that respect by the aforementioned Horak; and the said committee, in its investigations made thus far, having discovered that what will have to be reimbursed to the Honourable Company for the duties on real estate alone already amounts to an important sum, so that we find ourselves compelled to be mindful in time to take the requisite measures that may serve to prevent the aforementioned Horak from selling or alienating such of his effects from which the said indemnification must proceed, it has been thought best by us after consideration to write to you hereby to cause the estate and effects of the often-mentioned Horak to be provisionally inventoried at once and placed under sequestration until it shall have appeared to us from the further proceedings of the aforementioned committee what procedures must be instituted further against the said Horak for the aforementioned indemnification.

Having today in our meeting read and deliberated upon the contents of a petition submitted by the Junior Merchant and Secretary in your College, Mr. Cornelis van Aerssen, tending, on the basis of the reasons extensively alleged in the said request, that there might be granted to him the rank and title of Honorary Member of the Council of Justice, so that, upon his appointment to any other office, he may take a seat in your meeting in accordance with his seniority as a Junior Merchant; or else, if he should have to continue in his said present office, then in due time not to be excluded from the lawful claim that he in his turn could make to be admitted one day as a Member of our meeting; we have, with regard to the first part of that request, observed that the said Junior Merchant van Aerssen, for as long as he holds the office of Secretary of the Council of Justice, in accordance with the revered orders of the High and Mighty Lords Mayors in the fatherland, dated the 29th of July 1785, may have no higher rank and salary than that of Junior Merchant; so that from this, in relation to the second part, it cannot be deduced that he ought therefore to be deprived of the prospect, when no reasons exist that would render any other servant preferable, of nevertheless being admitted from his present office, in his turn, directly into our Council. and what occurred with the officers of the regiment of Luxemburg who were on board. Island of the quarantined ship Avenhorn, and the further measures put into effect to avoid the dangerous contagion of the smallpox that had raged on that vessel, as well as with regard to the Colonel Commandant d'Hugonet, Colonel en second de Bao, and Major la Roche who were on the aforementioned keel, all three belonging to the Luxemburg Regiment, to which gentlemen, among others, it had also been offered by us to proceed, if they were so inclined, on their voyage to Europe with the Company's return ship De Draak; we now dutifully bring more closely to the attention of your Right Honourable Sirs. That however much we had thought at the time that we might flatter ourselves that we would at least be courteously treated by the said officers on account of this offer, matters were so far from it that, on the contrary, the said Colonel d'Hugonet did not restrain himself from answering us in very unmeasured and indecent terms, and to reiterate this even more strongly in a letter which his Honour subsequently sent to us in response to what we had written to him. Meanwhile, having received a report from the commission of the medical faculty, which according to our aforementioned letter of 14 February had been ordered to state the means by which the said vessel Avenhorn could be allowed to come up to the Cape roadstead without danger, to the effect that the aforementioned ship Avenhorn, under the precautions specified therewith, could safely come to anchor again here in the roadstead around the middle of the approaching month of March; Upon the receipt of this information, we gave notice to the said Mr. d'Hugonet, in reply to his last letter, of the result of that commission concerning the arrival here of the said ship, and at the same time instructed the ship's authorities as to what preparations they would have to observe in order to come to anchor in this roadstead by that time. Then the outcome showed that both Mr. d'Hugonet and both the other officers had had at that time no intention whatsoever to make use of an opportunity for the speedy furtherance of their voyage to Europe, the said vessel having come up from Robben Island to the outer roadstead here, but on the contrary that it was their firm resolve to remain here at the Cape for a time, as is further attested by a letter written by the captain of the said ship Avenhorn to the interim master attendant here, of which we take the liberty to submit an authentic extract herewith. The aforementioned ship Avenhorn having subsequently, on the 3 March last, towards the evening, returned from Robben Island to the outer roadstead here contrary to our explicit order, the officers of that vessel reported to us in that regard that due to the risen north-west wind and high swells, the best bower cable had broken, and the ship, before it had been able to present a second anchor, having drifted upon the stream anchor, when heaving in the stream cable in order to let go a second anchor, the stream anchor had dragged along with it, so that the officers had found themselves forced, for the safety of the ship, before the wind might blow at its hardest, to proceed from under the said island to the outer roadstead here, with the request that, as the officers had found themselves compelled to do this by the aforementioned circumstances, this might be tolerated and that permission might be granted to them to spend the remaining designated days of the quarantine in the said outer roadstead. Whereupon, it being taken into consideration by us that the aforementioned circumstances could indeed have happened in that manner, and that the said officers had then properly observed their duty in that respect, and also that for the few remaining days of the quarantine the immediate precautions taken to place a military guard on one of the country boats alongside the ship, in order to prevent all communication with the same except by the Company's vessels under the direct supervision of the master attendant, whether it might be possible to allow the crew of that keel to come ashore without disease, could be sufficient; we therefore thought we could acquiesce in the aforementioned report and the justification of the said officers regarding the arrival here earlier than the order stipulated. Then, as in the aforementioned fear of contagion the medical report among other things stated that although the time of the return of the ship Avenhorn was fixed for around the middle of the aforesaid month of March, even then no one from the crew or passengers would be allowed to come ashore here, and that also all further communication with that vessel would have to remain cut off until such time as we should take other and further orders and measures in that regard, it was taken into consideration by us that the cutting off of such communication, as well as the prevention of the crew and passengers from coming ashore, would be very difficult to execute during the unloading and loading of the ship, besides that if any other means to

could be undertaken for security and reassurance, it always brought a hardship for the said crew members and passengers to find themselves, without absolute necessity, deprived of the freedom to come ashore to refresh themselves, whereby they would have to be exposed to very harmful consequences on the return or further voyage to Europe. And having therefore taken into consideration that the aforementioned officers might well be able to declare under solemn oath that both the bedding, as well as the clothing and linen used during the same illness by the patients suffering from the smallpox, were thrown into the sea and destroyed, provided also that they had likewise taken close care and thus could also attest in that very same manner that all the soiled linen was washed out on Robben Island according to order, and all the remaining goods, as well as the clothing and whatever else could still upon these considerations, advice from medical practitioners has been required regarding this contain any infection, from everyone without distinction, had likewise been carefully aired and cleaned there, and also a proper cleaning of the entire ship inside had been observed; we have thereupon submitted this for further consideration to the aforementioned Commission and required from the same report and considerations whether or not, whereas the said illness had already ceased within the ship in the month of November of the past year, these precautions, if the said assurance regarding them were obtained, would be held as sufficient and adequate to grant freedom to the repeatedly mentioned crew members and passengers, after the expiration of the aforementioned determined quarantine, to come ashore here, or under what precautions such might otherwise be permitted to them. Yet the said Commission has, in its further report hereupon, on the contrary persisted, for the reasons alleged by it, that regarding which the members of this council were not of one opinion by such a freedom this Colony would be exposed to the most dangerous consequences, but that if we could nevertheless now see fit to let the officers, passengers, and common crew come ashore, order should then be established that this should occur in silk or linen, and not in woolen clothing, with the exception also in that case of those who had not yet had the smallpox, while one should also then have to be assured that each and every person on the said ship had acted in good faith in doing away with or cleaning the goods. This matter having therefore once again been taken into serious consideration by us, the minority among the members of the council, being composed of the undersigned secunde Rhenius and titular senior merchant De Wet, was of the opinion that the precaution and difficulty raised by the aforementioned Commission extended itself somewhat too far, because it seemed very absurd to them to want to suppose that, if there were among the crew members, as one trusts there to be some, who had not had the smallpox, this illness, after having already ceased in the ship for more than three months, could still remain hidden among them without revealing itself to one of them in that intervening time, for which reason the same members were then also of the opinion that the other precautions given by the repeatedly mentioned Commission having been carried out, and furthermore, regarding the cleaning of the ship, that assurance having been taken which one had already had in view beforehand, the passengers and crew members, in order to withdraw them from the consequences which one would otherwise have to fear therefrom, ought to be permitted to come ashore to refresh themselves, whereby also impediments to the speedy unloading and reloading of the aforementioned vessel would be cleared away in view of the short interval until the approaching winter season; the more so because, persisting in the contrary, if in this matter action was taken according to the view of the majority the malice of someone on the ship should extend so far as to keep something or other hidden within it, from which the infection could otherwise still arise, one could just as little be assured that these hidden materials would not be offloaded during the unloading of the ship, the crew members remaining prevented from coming ashore, as that such could be carried out through the freedom to come ashore in the dress determined by the said Commission. It being, on the contrary, resolved by the majority of the council that deviating from the advice and opinion of the repeatedly mentioned Commission is accompanied by too much danger for one to be able to pass over it, since very easily in one way or another some matter of the smallpox could have remained hidden in the ship, which, through a freedom granted to the crew members to come ashore, would be introduced here, and resulting therefrom those lamentable consequences which such in this Colony

and consequently not permitted to the said French officers to come ashore, other than that Robben Island must bring about the colony, this government would then not be able to excuse itself from imprudent conduct, and it having been taken into consideration that the more-mentioned commission deemed the coming ashore of the ship's crew to be necessary, and that otherwise they would not be able properly to refresh themselves. After having thus acted in accordance with this advice and conclusion of the majority, notice was given to the said Colonel d'Hugonet and the fellow officers De Bas and La Roche, which latter had further insisted upon the said liberty by a letter of the 16th of March last, that it was impossible to accede to this request of theirs, but that if they might choose to go ashore on Robben Island and remain there for some time for their refreshment, we had ordered the sergeant commanding the post on that island to provide their Honors with the best lodging in his dwelling, and further to furnish all conveniences at their expense; with the addition of such further remarks as we thought would be serviceable in response to that letter of theirs. Wherewith we also at the same time gave those gentlemen information that the French King's packet boat No. 16 was lying here in the roads, and that they could therefore make use of this opportunity to pursue their journey to Europe. The frequently mentioned Mr. d'Hugonet, however, repeatedly continuing to raise difficulties about making use of that occasion, under the pretext of having to settle his private affairs here, and other frivolous excuses besides; while the two other officers found themselves quite decided to depart with the aforesaid packet boat, yet showed little zeal to effect the necessary arrangements thereto; the undersigned Governor found himself obliged, in order to accelerate this departure of theirs, to request the captain of the packet boat to grant passage to the frequently mentioned officers on the same, which having succeeded; while we were afraid that the said officers might nevertheless still neglect to enter into it. To enter into it, we have finally, the more so as the news received by the forward-mentioned national frigate De Valk gave us sufficient reason to insist upon the speedy departure of the same, encountered a further pressing necessity whereby we were unanimously obliged to decide to write to those gentlemen that if their Honors might not resolve to pursue the voyage with the frequently mentioned packet boat, they would then find themselves obliged to make preparations to pursue the voyage with the Dutch private ship Dordrecht, which was then lying ready to depart for the Netherlands. This last written notification had the effect that their Honors betook themselves to the frequently mentioned packet boat and also sailed from here to France on the 30th of the past month of March, which they profited from. We take the liberty of appending hereto not only copies of both reports of the aforesaid commission of medical doctors, but also those of our orders and written notifications to the authorities of the frequently mentioned vessel Avenhorn, as well as of the letters exchanged with the said Messrs. d'Hugonet and company; from which latter Your Excellencies and Right Honorable Sirs, if you please, will be able more clearly to observe what trouble this affair has caused us here. Upon the report of the medical commission of this government, into whose hands we had placed both petitions of Captain Lieutenant Malet, made to us regarding the contents of the same petitions, we have seen fit, in accordance with the precautions specified by that Commission, now, as well as under these conditions, to permit the senior officers as well as the passengers and the rest of the crew of your vessel to come ashore from the ship's accommodations and to enjoy proper refreshments, provided that you and everyone carefully observe that no one who has not yet had smallpox comes ashore, that one also does not come ashore in clothes that were used on board, and that everyone also takes back on board the linen, though only in a small quantity, which one brings to the shore for a change, without washing it here on shore; but also furthermore, Stellenbosch, most especially that the bringing ashore shall in no way extend to anything that could give rise to evil suspicions; for which purpose, before having any goods brought up out of the small boat or launch, notice thereof must be given to the Fiscal, whom we have ordered to exercise all required vigilance that this be strictly observed. to advise further in this regard that, the completion of that work having since taken place properly, it was subsequently made known by the undersigned Governor in our meeting of the 4th of September of the past year 1787 how, since the aforementioned completion of the same section or parcel, it was experienced that the use which one would now have to make of that part for the quartering of the Wurtemberg troops then already expected, made it so much the more necessary to hasten the execution of the instructions received from the Right Honourable Gentlemen the Majors in the fatherland by missive of the presiding Chamber of Zeeland, dated 25 July 1785, to proceed for the present with the completion of the said Hospital, as on the one hand the cramped accommodation with which one had to make do for the sick until now daily caused the very detrimental consequences thereof to be felt; and one also on the other hand constantly encountered a lack of space and storage in all respects, while it was not advisable to withdraw the labourers, who were continually employed on the most necessary fortifications and other works, therefrom and to have them work on the said Hospital; and that on the other hand the pine timber, which had been received in stock for the repeatedly mentioned Hospital, having already had to remain continually exposed to the open air and rain for about a year due to the lack of necessary storage space, would, if no use were made thereof soon, have to lose all its soundness for being employed later in any buildings. That he, the Governor, having taken into consideration the necessity that with the further construction of the repeatedly mentioned Hospital, both to obtain the lacking lodgings for the sick and troops, and also to save the Company from the damage that it would have to suffer through the expected decay of the aforementioned timber, further progress should be made as soon as possible, had entered into consultation with Colonel Gilquin as director of the Company's buildings and fortifications in that regard, and that the said Director having completely agreed with him, the Governor, regarding the aforementioned compelling reasons for the further construction of the Hospital, as well as that no Company labourers could be withdrawn from the ongoing and further necessary works for that purpose, the said Colonel Gilquin was also of the opinion that, since it had been experienced with the contracted and since completed first part of the said Hospital that the same work on the Company's account could not have been performed either with greater dispatch or with less expense; the quality thereof was likewise an encouragement to proceed on the same footing. And that he, the Governor, had also had the said Director draft the specifications and conditions according to which, for the completion of the main part of the repeatedly mentioned Hospital, the construction or further erection of the section or parcel containing the large portal or middle section, with the two rooms on the front facade, as well as the four large sick wards to the South-East of this portal, together constituting the remaining still unfinished part of the main building, would now have to be contracted out; which specifications and conditions he, the Governor, then also submitted in order to take into deliberation whether and in what manner, for the best interest of the Company, the said work ought to be proceeded with. Which having been taken into serious consideration by us, we noted in that interest that, however much one is still even in retrospect fully convinced of not having been able to better serve the interest of the Company with the private contracting of the first parcel, since one would either have had to bring the necessary work on the fortifications to a standstill, or even now still have had to delay undertaking the already completed section due to a lack of labourers, whereas in the meantime, if no use could now be made of that section for the quartering of a part of the expected Wurtemberg troops, one would find oneself in the necessity of constructing an encampment of huts for the service of the said troops, or of the Meuron Regiment that was then still here, which manner of proceeding during the recent war with regard to the French auxiliary troops was found to result in enormous costs to the Company, it nevertheless would have been desirable that, before proceeding anew to a contract of that nature, one might have learned whether this had met with the approval of the most highly mentioned Lords Masters. without continuing in the expenses, which increase more and more, to find the necessary accommodation for the troops, since the same ought also not to be postponed, and that, because there was no possibility at hand for this without breaking off the works on the fortifications and other necessary matters; there also remained no other means to complete the said Hospital than by contracting it out to private individuals, to which one found oneself all the more compelled to proceed, as otherwise upon further delay in making use of the European timber received for that purpose, the same timber having continually to remain exposed to the rains and heat of the sun, as has been said to the great detriment of the Honorable Company, would come to spoil in such a manner that one would impossibly be able to employ the same any longer for any buildings. — We have therefore judged it to serve the greatest service and interests of the Honorable Company to contract out publicly to private individuals for construction also the aforementioned remaining part of the Capital building of the Hospital, and which contracting having then also taken place on the 3 October of the previous Year, the citizens Jacobus Johannes Vos, Jan Hendrik Vos, and Arend van Wieligh having offered themselves for this at the lowest price, and in conformity with which the aforementioned contracting was then also done to the said three persons, and this for the sum of 49000 rixdollars — further under the condition to deliver the ironwork required to be made for it at 11 pence the pound. After the signing of this, the Reverend Minister Jan Addens, who remained here from the ship 't Drietal Handelaars due to the indisposition of his wife, requested of us, in view of the recovery of his said wife, to be allowed to proceed on his voyage to Batavia with her and a maidservant aboard the ship d'Africaan, which we, with the esteemed approval of Your Right Honorable, Most Worshipful Lordships, have granted to the aforesaid Minister Addens. And further, an invoice of the ballast stones loaded here is sent separately with the ship Regt door Zee. At the moment of dispatching this, it was reported that a quantity of up to 2400 pieces of cannonballs had to be left in the ship Wirthlust, which could not be found during the unloading of that vessel here, of which we therefore take the liberty to forward an account invoice along with this. The private ships Gaternisse and de Geertruida en Petronella now lying ready to sail thither, we let this serve as an escort for those keels, there being shipped here in the first-mentioned of the same: 560 mudden of wheat 190 ditto rye 198 loads of stones for ballast as appears from the bill of lading and invoice handed over separately to the officers. Among the reasons that we took the liberty to present in our respectful letter of the 11th of this month to Your Right Honorable, Most Worshipful Lordships, as having caused this government to resolve, for the greatest service of the Company, to purchase the small ship Helena Louisa, the necessity thereof was noted, among other things, for the possibility in which we would then be placed to employ the packet boat de Meermin, for this year, still for fetching a cargo of timber from Plettenberg Bay, by which nevertheless the difficulty of having the grain transported from Mossel Bay to this place had not yet been cleared away, and for which we had continually kept hoping that an opportunity would present itself in one way or another.

incurred, of which it however finds itself destitute until now; so that if the provision ship Avenhorn sent hither by Your Right Honourable Worships were also to be reladen here with wheat and other grains for Batavia, the necessary stock would thereby be diminished, without any means remaining at hand to replenish the same with that which is at Mosselbaaij; and which grains at Mosselbaaij would meanwhile, to the great detriment of the Honourable Company, have to be left to spoil, considering that no use could then be made of them there. In which interest, having taken into consideration the best manner to extricate ourselves from this perplexity to the greatest service of the Company, we have, after ripe deliberation hereupon, had to resolve to dispatch the said provision ship Avenhorn to the aforementioned Mosselbaaij, in order that, instead of conveying from here the wheat and further grains which we shall still have to send with the same to Your Right Honourable Worships' capital, it shall collect those grains in the oft-mentioned bay and therewith directly continue its voyage thither. Yet, because the said bay cannot be called at before the month of June, and it is by no means advisable to let that ship remain at this roadstead until its suitable departure thither, but it will have to betake itself beforehand to Baaij Fals, we have likewise thought fit to cause that vessel to depart for the last-mentioned bay at the earliest opportunity, and to ship thither with it at the same time all such provisions and ship's necessities as are still required in that bay, and which, upon the departure from here of the frigate De Meermin, currently already in the said bay, could not be laden into the same; so that the aforementioned frigate, as it would otherwise have had to cross back hither for that transport, may be spared therein, in order not to be delayed from the above-mentioned projected voyage to Plettenbergsbaaij upon encountering adversities in crossing back and forth. And as we furthermore, considering that neither on Avenhorn nor on De Meermin was there anyone among the officers who had ever been in Mosselbaaij or Plettenbergsbaaij, and that likewise no reliance can be placed upon the old sea charts of the same, have also judged it advisable for greater safety for both these vessels on that voyage to place the Sea Captain Francois Duminij, as having frequented the same bays several times, upon the frigate De Meermin for that duration, and to have him simultaneously escort the ship Avenhorn to Mosselbaaij, we shall to that end also cause both these vessels to sail combined from Baaij Fals to the last-mentioned bay. The said Captain Duminij, together with the aforementioned commissioners appointed over Mosselbaaij and Plettenbergsbaaij, having been ordered by us to effect everything necessary there to cause the oft-mentioned vessel Avenhorn to be laden with the aforesaid grains with all possible dispatch for the direct continuation of its voyage from the said bay to Batavia. After the aforementioned performance for the speedy loading of Avenhorn, the oft-mentioned Captain Duminij shall have to proceed further with the frigate De Meermin to Plettenbergsbaaij, in order also, together with the above-mentioned fellow commissioners, to apply the requisite diligence to cause the last-mentioned vessel likewise to take in a cargo as soon as practicable of all such timber in stock there as can suitably be conveyed hither in the same, in order immediately to return therewith to this roadstead. Whereafter the same Duminij, together with the said fellow commissioners, shall have to return hither overland. While the said commissioners over the aforesaid bays have at the same time also been ordered to dispatch the necessary orders to the overseers in the same bays, so that they may be mindful of the upcoming arrival of the aforesaid two ships, in order that nothing of the necessary precautions that ought to be observed prior to their appearance there shall be neglected. Just as we shall also take this opportunity to have the oft-mentioned bays further surveyed, for the improvement of the charts existing thereof, we have ordered the oft-mentioned Captain Duminij to report in what manner ships or vessels can most suitably and safely come to anchor and be moored there. Which arrangements made by us we take the liberty dutifully to bring to the knowledge of Your Right Honourable Worships, in the hope of being favoured with Your honoured approval regarding the same. Having brought this thus far in readiness, there arrived here at the roadstead today the chartered ship De Vrouwe Agatha, with 11 dead and 22 sick, which, having departed from Vlissingen on 22 December of the past year, arrives here bringing a portion of the men belonging to the 2nd Battalion of the Württemberg Regiment, and shall furthermore serve to convey the remaining troops here of that of Meuron to Ceylon, pursuant to that which the Right Honourable Worshipful Gentlemen Directors of the Chamber of Zeeland were pleased to write to us concerning this on the date of 2 November of the past year. We respectfully refer to our last humble letters, dated the 5th of this month, dispatched to Your Right Honours by the private ship Dordrecht, which departed from here for the Netherlands on the 10th of the same month. Since then, having also sailed on the 20th of this month for Batavia the private ship De Vrouwe Jacoba Maria and Lucia Theodisia, there were likewise dispatched thither on the 23rd of the same month the Company and chartered ships sent out by Your Right Honours, the Generaal Maatsuijker and [illegible]. On the other hand, on the 27th of this month, the private ship De Goede Hoop, sent out by Your Right Honours, appeared here in the roadstead again. Having become separated in the English Channel from the accompanying chartered ship the Maria Jacoba, with which it sailed together on the 15th of November of last year, it subsequently stayed from the 1st to the 23rd of January of the current year in the good roadstead on the North Coast of Africa. Also, on the dates mentioned below, the following two ships projected for Your Right Honours' Chamber arrived here, namely: on the 12th of April, Neerlands Welvaren, which departed from China on the 26th of January of this year; on the 14th of the same, Spaaren, which sailed from Bengal on the 27th of the aforementioned month. And of which two vessels, the first now lies in readiness to pursue its voyage to the Netherlands, as well as the Maatsuijker and Werfflust, which are however still detained here in the roadstead for the present by contrary winds. We have the honour to forward herewith to Your Right Honours the copies both of our humble letters sent under the aforementioned 5th of this month from here to the High Ruling Gentlemen Masters, with the annexes belonging thereto, and of those which we consign to the same today; while we also dispatch to Your Right Honours the second set of pay-rolls of the year 1787, of which the first set also goes over by the bearer of this, to which are attached such muster rolls as are mentioned on a separate register of the pay-bookkeeper, as well as the lists of persons who are repatriating from this government with the aforementioned vessel Neerlands Welvaren. Among them is also a certain Hendrik Daniel van Hoven, adopted young son of the blacksmith Harmen Hendrik van Hoven, which child, in consideration of poverty, was exempt from paying the customary passage and board money, and has likewise been placed on the said vessel. Also Jan Wieser of the Cape of Good Hope, who by sentence of the Council of Justice here was banished forever from this country and its jurisdiction. In accordance with orders, also being sent herewith to Your Right Honours are the reports concerning the draught of the often-mentioned ship Neerlands Welvaren, both upon its departure from China and its arrival at and departure again from this place. We furthermore respectfully note here that since the boat of the ship Avenhorn remaining here, which is due to depart for Mossel Bay in order to take in a cargo of grain for Batavia, is not in a condition to serve for the loading of that vessel, we, upon the request made on this matter by the pro interim Equipment Master here, have taken the liberty to retain the ship's boat of the bearer of this for the said ship Avenhorn, which we hope may not be taken unfavourably by Your Right Honours. Per the private ships Gaternisse and the Geertruijda en Petronella, we had the honor on the 29th of the just-expired month of April to direct our last humble writing to Your Right Honorable, to which we take the liberty to refer. While the mentioned two vessels are still delaying in this roadstead, in the meantime yesterday, the 4th of May, there arrived in the False Bay the private hooker ship the Vrouwe Johanna Jacoba, which, having sailed from Texel on the 28th of October of the past year, subsequently tarried in Portsmouth from the 15th of November until the 21st of December thereafter. On the other hand, the ships the Generaal Maatzuijker, Regt door Zee, d'Africaam, and Werkelust resumed the voyage from here to Your Right Honorable's principal seat on the 2nd of this month. Likewise, on the 30th of the just-mentioned month of April, the China return ships Neerlands Welvaren and Canton were dispatched, which are currently only waiting for a good wind to proceed on their voyage. However, the Bengal and return ship Sparen, whose planks were worked entirely loose from each other, and this defect having had to be repaired here through the fitting of new knees, in addition to its fore-rigging also requiring a complete renewal, could therefore not be dispatched at the same time, but had to remain detained here a few days longer; which vessel, however, will also be completely ready by the 12th of this month to be able to proceed on its voyage, and that alongside the private ship De Goede Intentie, which departed from Your Right Honorable's principal seat. In the meantime, we have the honor to have this serve as an escort to the ship Blitterswyk mentioned in the header, with which the Reverend Minister Jan Theodor Ross is crossing over, who remained here from the ship the Phoenicieer on account of indisposition, but has now requested us by petition to be permitted to depart with the aforementioned vessel Blitterswyk on condition of his recovery. With that vessel there also departs for Batavia the Chinese Teng Awang, who had been relegated here, who according to the resolution of Your Right Honorable of the 11th of December 1787 has been released from his banishment. Per the return ship Canton, which departed from here for the Netherlands on the 5th of this month of May, we had the honor to convey to your Noble Right Honorable Lordships our last humble writing of April 30th preceding; taking the liberty to refer thereto, we shall now dutifully inform your Noble Right Honorable Lordships that also on the aforementioned 5th of this month the chartered ship Gaat Gaternisse departed for Batavia, whither your Noble Right Honorable Lordships' Chamber ship Blitterswyk, having been dispatched on the same day, subsequently likewise continued its voyage on the 8th of the same month; while the private ship De Geertruyda en Petronella for the present still remains at this roadstead. Having in our abovementioned last humble letters, among other things, advised your Noble Right Honorable Lordships of the arrival here of the ship De Vrouw Agatha, we have since seen from your Noble Right Honorable Lordships' honored letter received therewith concerning its destination, as well as from the charter-party of that vessel, that the same is destined to return to the Netherlands and not to Ceylon, but that the ship Rhyn-Oost will serve to be employed for transporting thither the Meuron troops still present here; wherefore we shall dutifully take all this, as well as whatever else your Noble Right Honorable Lordships are pleased to inform us of in the aforementioned dispatch, for our guidance.
