Having found it an honor to receive your Right Honorable, Highly Venerable letters dated May 11 and June 8 of this year, we shall not fail to let the matters set down therein serve for our information and dutiful observance, meanwhile taking the liberty to present to your honors enclosed herewith the declaration given by the superior and deck officers of the said vessel De Triton concerning the proper cleaning and care of that keel. We commend your Right Honorable, Highly Respected persons and the weighty interests of the Company to God's safe keeping, and remain with due respect, Right Honorable, Stern, Highly Respected, Most Wise, Prudent, Very Generous, and Commanding Gentlemen. Commanding Gentlemen, Right Honorable, Stern, Highly Respected, Most Wise, Prudent, and Very Generous Gentlemen, On September 20 last, we had the honor to consign our last humble letters to your Right Honorable per the Dutch private ship De Geertruijda, which sailed from here on the 25th of that same month, which we hope will have duly reached your Right Honorable before the arrival of this letter. We now take the liberty to report to your honors in all respect that the ship Rozenburg, mentioned in our aforesaid letters, set sail from here toward Batavia on October 24 last. Having suffered a considerable number of 36 dead and 61 sick on the voyage out up to this place, the number of these invalids increased successively during that ship's lay days here to 106 persons, the majority of whom were not yet fully recovered and thus not in such a condition that they could be discharged from the hospital and placed back aboard that vessel. Consequently, in order not to detain the said ship Rozenburg here any longer on account of these invalids—who are thus to be conveyed over successively on subsequent opportunities—and thereby delay its voyage, and on the other hand because of the lack of other convalesced sailors to serve as replacements for these invalids, it was necessary to decide to allow that vessel to proceed on its voyage from here with 88 hands fewer than the number with which it sailed from the Netherlands. And on account of the demise of Captain Hendrik Lange, who had sailed out with it, we have assigned the command as master to Captain Lieutenant Thomas van 't Riet, who was aboard, as he is a capable and experienced sailor and, moreover, has held authority and command since the death of the aforesaid Captain Lange and has safely brought the said keel up to this place; and in his stead as Captain Lieutenant, we have placed aboard First Lieutenant Carel Fredrik Cunel, who had remained behind here from the victualling ship Trompenburg on account of indisposition. However, since it has appeared from a declaration produced by the aforesaid Master van 't Riet and accompanying this in copy from the other superior and deck officers of the said ship Rozenburg that the First Lieutenant assigned thereto, Fredrik Andriessen, was for the most part incapable of attending to his duty and service on the voyage hither due to debauches in drink, such that the Company's vessel with the souls aboard could not be entrusted to such a person on his watch, for which reason the aforesaid Master van 't Riet also came to request to be relieved of the same Lieutenant Andriessen; we thought it best provisionally to detain the said Lieutenant Andriessen here from the often-mentioned vessel Rozenburg, and in his place to appoint to the service as First Lieutenant the Second Lieutenant assigned to that vessel, Jan Hendrik Putterbosch, as well as to promote the Cadet Johan Willem Foenie to Second Lieutenant. Concerning all of which, we have not failed to provide the required communication to their High Excellencies the Gentlemen of the High Indian Government at Batavia, and we further hope that these our actions taken may be favored with your Right Honorable's esteemed approval. We had on the date of 20 September last, by the Dutch private ship De Geertruijda which departed from here on the 25th of that same month, the honor of writing for the last time to Your Right Honorable Worships, to which, hoping for a good delivery before the appearance of this letter, we humbly refer, and we shall now dutifully inform Your Right Honorable Worships that on the Right Honorable, Steadfast, Right Worshipful, Most Wise, Provident, and Very Generous Gentlemen, Hoorn First 1786 4th of the past month of October there appeared in this roadstead the Dutch private ship the aforementioned Jacoba Maria and Lucia Theresia, which was put into return service at Batavia, and having departed from there on the date of 24 July last, as well as the 6th of August thereafter from the Sunda Strait, has been further projected for Your Right Honorable Worships' Chamber. And we therefore take the liberty of letting this solely serve as an escort for the aforementioned vessel, which we heartily wish may bring its upcoming voyage to a happy and prosperous conclusion. The ship Rotenburg, containing our letters, having continued the voyage to Batavia on the 24th of the aforementioned month of October, there appeared on that same day here in the roadstead the Company's outward-bound vessels Doggersbank with 3 deceased and 34 disabled, and the Triton with 2 deceased and 8 disabled, of which the first-mentioned departed from Texel on 10 July last, and the ship the Triton, which alongside the ship Veere had been dispatched to the island of Tenerife in order to take over there the cargo of the ship Oud Haarlem, set sail on 4 August with the said ship Veere from there, and from the port of Santa Cruz hitherward, while it was reported by the officers of the frequently mentioned ship the Triton that the aforementioned ship Oud Haarlem, after it had been reported to such an extent that it was trusted that this vessel was in a condition to be able to make the voyage, returned to the Netherlands with the captain and the remaining crew who were on the ship the Triton, while those of Oud Haarlem transferred to the Triton and are thus currently on it. storehouse of men for the Indies, pursuant to which resolution and order the drafting of the military from the aforementioned ships 't Loo and Doggersbank has also taken place, and upon the successive arrival of the further outward-bound ships of the Honourable Company, the same order regarding this will be observed. We furthermore have the honour to present herewith to Your Noble Right Honourables the invoice of the goods that were shipped in the Fatherland on the ship Triton, and that which this vessel subsequently also took over from the cargo of the ship Oudhaarlem at St Koix, which invoice, among other papers of this government, was brought here by the aforementioned vessel Triton. While we take the liberty to open the invoice of the ship Doggersbank here, and that for the reason that, being currently in want of olive oil at the Honourable Company, and having been informed by the officers of that vessel that some of that oil was to be found among the cargo for Batavia, a portion of the same would therefore have had to be drafted from that vessel for the service of this government; however, the contrary having been found upon the opening of the invoice, the same invoice was therefore closed again and delivered to Captain Abraham Tim, which we hope will not be taken amiss by Your Noble Right Honourables for the alleged reasons. In our humble letter of the 3rd of the aforementioned month of October, notice was among other things also given of the fortunate relief that was obtained for this government and this colony from Isle de France by the arrival of the ships Le Fabius and Le Consolateur, both laden hitherward with wheat and rice, we now find ourselves able, as in duty bound, to inform Your Noble Right Honourables further that, concerning the cargo of the first-mentioned ship Le Fabius, it having appeared from the letter addressed to this Government by the ministry at Isle de France, dated 27 July of the past year, that the cargo of that vessel was charged to this Government at the same rate and in the same manner as the said grains had cost there, so that the cargo, amounting to 400000 lb: of wheat and 8426 lb: of rice, with the additional charges reckoned in the invoice, imported a sum of 82257 Livres 15 sous; and that we were to deliver for the aforementioned amount to the French Agent Porcheron, residing here, a bill of exchange on the Honourable Company payable three months after sight; as well as subsequently, after the discharge of that ship, it having been perceived from a memorandum submitted to the meeting of the 17th of this month by the undersigned Chief Administrator Pieter Hacker and the accompanying declaration of the commissioners: that of all the aforesaid 400000 lb: of Bengali wheat in 340 pieces of gunny sacks, as much as 23004 lb: was found dirty and spoiled, as well as 5548 lb: delivered short; and also that of the 8436 lb: of rice laden, 242 lb: likewise as dirty and unusable part of the wheat had chiefly to be attributed to its bad and impure condition, without one being able to attribute this to anyone's fault, and that it was consequently also not a matter over which one could make any claim against the ministry at Isle de France, on account of whose activity and friendly vigilance in our case one had, on the contrary, every reason to be extremely satisfied, it being sufficient that one was thereby so fortunately saved from a distressing scarcity, the utmost extremity of which one would otherwise now certainly have had to experience; and furthermore that the short weight on the wheat, amounting to slightly more than 18 percent, differs little from that which is ordinarily allowed to ship's officers on behalf of the Company on such cargoes; whilst the quantity of rice delivered short did not constitute a matter of any importance, believing therefore in this rare case, wherein no commercial profit but only a requested assistance to a suffering need had resided, that the one and the other ought to be passed, wherefore it was also resolved to write off in the Company's books the spoiled and unusable as well as the short-delivered wheat and rice; so we have taken the liberty, on account of the aforesaid cargo of wheat and rice from that vessel, to deliver to the aforementioned Agent Percheron here, according to the above-mentioned writing of the ministry at Isle de France, under date of the 10th of this month, an assignment in triplicate upon Your Noble Right Honourables for payment three months after sight for the aforementioned sum of Eighty-two Thousand Two Hundred Fifty-seven Livres and 15 sous tournois; as well as to hand over, under the aforesaid date, to the Captain of the same ship, Bedard de La noé, in accordance with the agreement entered into with him in writing, of which we have taken the liberty to send a copy along with our humble letter of 1 July of this year with the ships Slot ter Hoge and d' Africaan to Your Noble High Honourables, for the freight money of 204 3/10 tons of wheat and rice at 75 Dutch guilders per ton, making 15322:10 Dutch current, the following four assignments payable six months after sight, namely: To the order of Mr Arnous des Sausaix, merchant at Lorient: One assignment for the sum in Dutch current of ƒ 5000: One ditto also for the sum of - - - - - - 5000 and to the order of the aforementioned Captain Bedard de la Noé: One assignment for the sum in Dutch current of - - - - - - 4402:10 One ditto in Dutch current of 920:— Totals as above ƒ 15322:10: And which assignments we therefore most humbly request may be graciously honoured by Your Noble Right Honourables with acceptance and payment. further declared this year that Their Honours, in order to effect everything possible so as to bring some relief and succour with the utmost haste to the precarious position in which we found ourselves, pursuant to the friendly request made to them to that end in our letter dated 14 May of this year, had, upon the first news thereof, encouraged Mr Ourij, a respectable citizen and shipowner of the above-mentioned ship Le Consolateur, to bring the first assistance to this government by means of that vessel, as it was already laden with wheat; and that Their Honours, knowing the disinterestedness of the said Ourij, assured that at the price at which the wheat stood there, he, Ourij, would have felt no inclination to send that cargo hither had it not been through praiseworthy motives, free of all intentions of profit, but that for the annexed reasons no parity should be observed therein if the interest of him, Ourij, were compromised by making the cargo of that ship equal in price to that of the Fabius; all giving cause for consideration to treat with the captain of the frequently mentioned ship Le Consolateur for the purchase of its cargo. Wherein having taken into consideration that by the supply from the ship Le Fabius, nor even by the 200 lasts of rice received from Batavia with the vessel De Resolutie, one has by no means attained that measure of provisions so as to be outside the necessity of also not being in the utmost need of the cargo of the ship Le Consolateur until the delivery of the forthcoming harvest, the less so since the time has already long passed at which, according to the agreement made with the North American, one had hoped for the supply from there: we have thus further had to resolve likewise to purchase the aforesaid cargo of the ship Le Consolateur, consisting of 30,0000 lb of rice and 115 to 120,000 lb of wheat, at six Spanish dollars per 100 lb, both rice and wheat, payable with 12,000 Spanish dollars in specie and for the remainder in drafts on the Company, as the utmost for which the captain of the said ship has declared to be able to surrender that cargo on account of the high costs running thereon; and which cargo one is currently engaged in unloading and receiving here, whereby we shall find ourselves necessitated subsequently likewise to issue the aforesaid stipulated drafts for that which the said cargo shall come to amount to above the aforesaid 12,000 Spanish dollars. secured on board ship and handed over here by the said captain; of the seven mutineers brought here in custody on the national ship Amphitrite and delivered to this Government by the Captain Commander of the national squadron upon formal claim in accordance with the regulations regarding the jurisdiction of the officers of the national ships, and who were thereupon placed into the hands of the pro interim fiscal in order to be brought to trial before the Court of Justice here, three have already died in the prison here. And since by the aforementioned captain Jacob Veere some points of grievance have been drawn up and delivered to us against the commander of the military assigned to that vessel, Casimir Lemper, in which the said captain maintained that during the outbreak of the revolt this commander made himself suspect to the captain by not having observed, in that incident, that which his duty would otherwise have required of him, we have therefore removed the aforementioned Commander Lemper from the ship De Jonge Franc and detained him here so that a proper investigation into those brought charges may be conducted by the pro interim fiscal. Gentlemen, The relief which you have been so kind as to send us by the cargoes of the vessels the Fabius and the Consolateur, along with that which we received from Batavia, has happily delivered us from the consequences which we would otherwise have felt from the poor harvest of wheat which took place here last year. We praise and acknowledge all the more the activity and zeal which you have shown in this matter, as there has not been hitherto the least success in a negotiation which we undertook to receive relief also from America. Although the wheat, according to the letters with which you have been pleased to honor us, is not of the first quality, the circumstances to which we found ourselves reduced would by no means have permitted us to pay heed to that, even if such relief had been sent to us from elsewhere; we would have given ourselves all the less liberty to do so, seeing that we are certain that on this occasion everything was done on your part that was most possible in order to serve for our relief. That is also why we cannot dispense with expressing to you our lively gratitude for it. The assistance of which we were in need, and the necessity which you, Gentlemen, through principles of friendship and through the treaty of alliance which subsists between our two respective sovereigns, have kindly felt to bring us relief, having been the causes of the immense expenses which were incurred for the wheat, we have also willingly agreed to the prices. Just as we have likewise paid no regard, considering the actual quality of the wheat, to a quantity of 28,532 pounds of wheat and 242 pounds of rice which was in the Fabius, dirty and spoiled or minus its value. For the cargo of the said vessel the Fabius, we have, in consequence of the order which you gave to Mr. Percheron, given an assignment on the Gentlemen Directors of the Noble East India Company of Holland amounting to 82,257 livres and 5 sols, payable to the order of the said Mr. Percheron at three months' sight, the freight being also paid to the Captain of the said vessel in a bill of exchange on the said Gentlemen Directors to the sum of 15,324 florins and 10 sols, current Dutch money, payable at six months' sight. Moreover, to respond also to the zeal which you testified was shown by Mr. Ourry, outfitter of the vessel the Consolateur, we have likewise agreed with the Captain of the said vessel concerning his cargo, and have purchased it from him for six piastres per 100 pounds, both rice and wheat, and have paid him for that a sum of 120,000 piastres, converted into 72,714 livres tournois in assignments on the said Gentlemen Directors of the Noble Company, also payable at six months' sight. For the rest, we have provided all possible assistance to the two vessels the Fabius and the Consolateur that the Captains desired, both to unload these vessels as soon as possible and to provide them, likewise without any expense, with the necessary ballast. The Merchant Titular and First Sworn Clerk of the Political Secretariat, Johannes Marthinus Horak, having complained to me that the burgher Sebastiaan Rotman, on the occasion that the same requested at the Secretariat the preparation of the warrant for a farm whose homestead he had bought from the farmer Johan Anthonij van Eerenkroon, when it appeared at the Political Secretariat that in the past year 1785 the same farm had already been granted by warrant to the fellow farmer Marthinus Christoffel Botha, had countered him, the First Sworn Clerk, that the aforementioned farmer Botha, in the presence of fellow farmers Christiaan van der Lith and Salomon ter Blanche, had said to him, Rotman, that he had given to the aforementioned First Sworn Clerk, Good Friend, for obtaining that farm, a load of timber, and in fact white wood, which he had to deliver to him, as well as that he still had to pay interest to the said First Clerk on the money that was paid for the arrears, and further other expressions, which, if they were in accordance with the truth, would insinuate a very perfidious conduct conflicting with the oath and duty of him, the sworn clerk; of which he declares to know himself completely free. month: Novb: in view of the urgent necessity presented by the aforementioned skipper in that petition and the danger to which the ship and crew would remain exposed, in case the vessel were not relieved of its excess cargo, and that the mentioned skipper, already having found himself obliged by virtue of these circumstances on the voyage hither to proceed under the convoy of the ships of the State, which however, because of the slow progress of the mentioned keel, and in order thereby not to expose their own crews to the disadvantageous consequences of a lengthy voyage, were forced to leave that vessel, not without anxiety over that which was to be feared from the unsuitability of her cargo, it was decided, in the Company's best interest and in accordance with the request of the frequently mentioned skipper, to have unloaded from the cargo of that ship as much of what came nearest to hand as could be sufficient to enable it to undertake its further voyage with greater peace of mind, in consequence of which there have also been lightened from the aforesaid vessel for the service of this Government 12050 pieces of gray bricks, and whereas the same bricks, of which a portion was already broken during unloading, would undoubtedly be broken to an even greater extent if they were to be transshipped into some other vessels, we have for that reason, and moreover lacking them here, taken the liberty to retain the said lot of bricks for the benefit of this Government, in the hope that the aforesaid manner of proceeding of ours will, for the sound reasons adduced, be favorably approved by Your Right Honorable Worships, having meanwhile the honor to attach hereto a receipt for the aforesaid lot of bricks lightened here. Since then, the aforesaid burgher Kleinhans has applied to me with complaints that the aforesaid parties do not behave in accordance with the mentioned provisional decision, and that he continues to be injured by them. With regret I have perceived from Your letter of the 14th of the past month of November some occurrences which, through an untimely or too impassioned zeal and desire to carry into execution the orders that were given to You, would be of more harmful consequences than the prompt execution of that order itself is capable of bringing benefit. One ought, however, to view both matters with calm, and then it cannot fail but that one will always take most to heart the matter that weighs the heaviest. Indeed, no benefit will ever be able to be expected from the establishment of the magistracy when, through rash and uncalm steps, and without awaiting the time or possibility that might arise for the execution of the demanded orders, confidence is broken, and everyone is as it were aroused to resist forcefully against that which may cause them harm, or to relieve themselves of burdens that were thrown on their shoulders all at once, as if in a single moment, which must arouse commotion and despondency. The introduction of the one should in due time follow the other, just as it was also by no means the Council's intention to demand of You that everything be executed immediately and at the same time. The first and foremost thing that ought to happen after the establishment of the magistracy will be that a church is founded, a minister placed with the congregation, and through religion, as the noblest and most powerful of all civilizing influences, the minds be made receptive to fitting impressions of good and political laws, and to obedience and submission to the same. And one will thus first and foremost have to apply oneself to bringing under the notice of the congregation how very much their duty requires of them to keep in view the salvation that religion brings, and to contribute to their utmost ability in order to be able to obtain the enjoyment thereof, after which thoughts can also maturely turn to what could gradually be raised in the least oppressive manner by the inhabitants in support of the Company's burdens. And since the intention in qualifying You for the bartering of cattle with the Kaffirs has never been to let such be done to the ruinous consequences for such of the colonists who must find their existence solely from cattle-breeding, You will easily understand that, these consequences being expected therefrom, when one comes to present such to the Government, the qualification granted for the bartering can well be revoked again or at least suspended until necessity might further require such. But because the inhabitants ought also in a reasonable manner to accommodate the Honorable Company in furnishing such draught animals at the usual price as cannot be dispensed with for the Company's necessary work in this Government, the request to suspend again the order and qualification given for the aforesaid bartering can then also be presented with the greatest hope of success.

With regard to our cited letter, we must take the liberty to note that both in it and in the register sent herewith, the unloading was reported of some names of olives and their oil from the ship De Vrouwe Wijnanda Luberta, as this happened through an erroneous statement, the unloading of four casks of olive oil, etc., having been done from the ship De Vrouwe Wijnanda Luberta as will become further apparent upon receipt of the receipt with that vessel, the packet with the enclosed invoice of the cargo of that ship, which for that purpose had to be opened here, having been handed back again 1786 to the skipper of the aforementioned vessel De Vrouwe Wijnanda Luberta, Sijbrand Berk. Concerning which, it having been considered by us that the spoilage of a part of the upper cargo of rice arose solely from incurred leakage and the heavy working of the ship in severe weather, without any negligence of the ship's officers or otherwise having taken place in that regard, as has become apparent from the report of the commissioned seamen who, upon the arrival of the ship in hard weather, examined on express orders both the condition and the stowage of the cargo, as well as primarily having to investigate whether the hatches were well sealed and properly secured, and thus everything had been observed in that regard which pertained to the preservation of the cargo; we have therefore had to decide to pass the same and to write off the aforesaid 53,953 pounds of spoiled rice in the trade books of this Government. Noble, Valiant, Courageous, Wise, Prudent, Very Discreet Lord and Friends, The outward-bound ship Veere mentioned in the heading, destined for Your Honour's Government, currently lying ready to sail, we transmit to Your Honour with it the duplicate of our last letter with the ship Zeeland, which on the 16th September past continued its journey from here to Ceilon, the bearer of this, the aforementioned ship Veere, having shipped for Your Honour's Government: 6 half aams with pickled head savoy cabbages 1 half aam cauliflower sauerkraut appearing more fully in the accompanying bill of lading invoice, whereto is annexed a similar invoice of such 27 half aams with similar pickled vegetables for Cochim, and which we kindly request Your Honour may be forwarded thither. On this vessel Veere in the fatherland having been placed again a number of 35 recruits for the Luxembourg Corps for Your Honour's Government, and of whom during the journey 1 died and 1 remains here in the hospital, there departed across the sea presently 33 recruits, whereto being further added the 9 recruits left behind from the ship Zeeland and another 11 who were brought hither from the fatherland with the Dutch private ship the Jonge Franc, the number of the aforesaid recruits who according to the roll thereof are now crossing over to Ceilon with the said ship Veere thus consists of 54 heads, namely: 1 sergeant 1 corporal and 52 common soldiers to which recruits during the intervening time of their stay at this place such distributions of monthly wages etc. were made as are charged to Your Honour's Government on the accompanying invoice. While with respect to the detachment of the often-mentioned recruits which was on the aforementioned private ship the Jonge Franck, we must inform Your Honour: that a number of the recruits together with the other ship's crew formed a plot among themselves on the voyage hither with the intention to put the entire crew to death and thus make themselves master of the ship, for which the revolt was then indeed started by them between the 16th and 17th July, yet in which horrific undertaking they were just in time and happily thwarted through the resolve and vigilance of the captain and officers, with the help of the remaining crew who did not wish to take part in the revolt, with the result that of the said plot

7 mutineers fell in the uprising, 11 thereafter were executed on board the said ship de Jonge Franck, and 7 were taken into custody; which last-mentioned prisoners, having been handed over by the authorities of that vessel when they subsequently joined the national ships d'Amphitrite, Hoorn, and Zwaluw, under whose convoy they then completed the further voyage hither, to the Captain-Commandant of the said squadron, the Right Noble and Valiant Mr. Wierts, were, upon the arrival here of the said national squadron, handed over to us by the aforementioned Captain Wierts. And since a certain soldier named Louis Roy of Baule, belonging to the aforementioned Luxembourg Corps and also having been on the aforementioned ship de Jonge Franck, who is one of those through whom the above-mentioned revolt on the said vessel was fortunately discovered, came to request of us that, in order to escape the persecutions to which he feared he would find himself exposed by malicious persons among that Corps on account of the said disclosure, he might be permitted to remain in the Regiment de Meuron stationed in garrison at this place; and while the Major and Commandant of the said Regiment was found inclined to cede another soldier named Francois Boissat in his place to that of Luxembourg, we have, for the aforementioned very equitable reasons, condescended to the said request of the aforementioned Louis Roy and have consequently allowed the cited Francois Boissat to be transported in his stead by the bearer of this. The view taken by you regarding the rank between Heemraden and military officers, of whatever grade the latter might be, I find entirely conformable to the nature and character of those two boards in the outer districts, as it has also been thus of old and most properly ought to remain, even though the list of rank dictates another order because the burgher officers of the outer districts as well as those of the Cape appear in the same aspect on the said list, and one has not been able to separate the former from the latter as together helping to constitute the same military body of this government, and behind the Heemraden in the outer districts they form the magistracy and there represent the political body, and I therefore fully approve the answer that was given by you to the question proposed on that matter. One will therefore also have to make less difficulty in following this view in the placement of the chairs in the church in the village, seeing that with the introduction of the list of rank, specifically no change was ordered concerning the arrangement regarding the same placement in the church that has been established of old.
