Upon receipt of the circular order to follow, in the presentation of the expenses and profits, the form observed by the Ministers in Timor, we placed the same for observance into the hands of the undersigned Head Administrator. And by him, after the closing of the aforesaid trade books, a report was submitted which we have the honor to present in authentic copy to Your Right Worshipful Nobles. From this Your Right Worshipful Nobles will be able to see the impossibility of comparing the expenses for this Government against the stipulations made in the memoranda of Wagen, and what was to be concluded here in setting forth the reasons why the expenses so excessively exceed the established stipulations. Arrival and departure of English ships in St. Helena Bay. Regarding the Foreign Nations. Paragraph 32. We have the honor to inform Your Right Worshipful Nobles that the whaling voyages of the English along these coasts, instead of diminishing, increase so considerably from time to time that in the month of January thirty-six ships lay anchored at the same time in St. Helena Bay. And in the past four months, upwards of one hundred of those fishers arrived there and departed again, without, however, daring to come ashore or commit any hostilities against the weak garrison that the state of the garrison permitted to be placed there. Lease of the supply of fresh meat and livestock; to what causes this increase is due. Now passing to the treatment regarding the Domestic Affairs. Paragraph 33. Paragraph 34. We do not doubt in the least that these prices will appear high to Your Right Worshipful Nobles in comparison with those enjoyed by the previous contracted butchers. This increase is solely due to the continual scarcity of cattle in the districts designated for breeding them, which, due to the exceedingly large and almost incomprehensible consumption of meat continuously during and for some time after the last war, were entirely depleted. Wherefore the farmer applying himself to this branch of profit, instead of receiving 24 to 38 stuivers according to previous prices for his sheep, has for years together refused to part with them for less than 2 rixdollars or 96 stuivers, without caring whether one buys them from him or not; since those simple country folk, unfamiliar with luxury, have few needs and, since the necessary introduction of paper money, show much more satisfaction in the increase of their herds than in the possession of tokens, the true value of which their simplicity does not comprehend. What, however, comes into consideration in this regard. Paragraph 35. We dare to flatter ourselves, however, that however much the price of meat and livestock has increased at this last tender, it will nevertheless appear profitable in all respects to Your Right Worshipful Nobles for the Noble Company, especially when your highness is pleased to take into consideration that hitherto meat was sold to private inhabitants for 2 stuivers per pound, that foreigners must pay 3 stuivers for it, and that, in order to avert once and for all all hateful and grasping requests on the part of the contracted butchers, we have stipulated in the latest conditions that they must supply all the meat that the Noble Company might need during the period of the contract for the agreed price, without any distinction as to whom these provisions are made. Whereby the Noble Company must henceforth remain exempt from the payment of 2 stuivers per pound that it has had to pay up to now for the provisions to the military recruits, commandos, and other extraordinary necessary distributions. Communication from the Independent Fiscal regarding the insolent conduct of the boatswain of the Jonge Frank. Paragraph 36. The undersigned Independent Fiscal Johan Nicolaas Steven van Lynden having communicated in our meeting of 23 June last that the boatswain on the ship the Jonge Frank, then lying in False Bay, Jan de Gent, had behaved in an excessively insolent manner toward the officers of that vessel, as appears from several depositions which his Honor had taken in that regard.

Your Right Honourable Worships having been pleased, by the transmission of an extract of a resolution, to order us to send the Indian trade books and other papers to the Chambers of the Southern and Northern Quarters, having also been pleased to send us an extract from the highly esteemed letter of the High and Mighty Lords Seventeen of 28 December 1786, whereby their High Mightinesses were pleased to decree that henceforth each year a similar set of the Indian trade books, letters, and papers shall be sent to the Chambers of the Southern and Northern Quarters as the Chambers of Amsterdam and Zeeland receive; further ordering us, by their resolution of 15 January of the preceding year, dutifully to comply with this order of the Lords Major. Section 39. Before putting this order into effect, we placed a copy thereof into the hands of the respective heads of the particular departments, in order that each should report in his department whether this highly venerated order could be obeyed with the ordinary number of clerks, or whether they ought to be augmented for that purpose, and in that case to state accurately how large that augmentation would have to be in proportion to these additional activities for each of them. Section 40. Whereupon the heads of the respective secretariats and offices made known to us in writing the impossibility of executing that respected order with the number of clerks currently serving, and that that number needed to be increased: at the Political Secretariat with 6 clerks, at the Judicial Secretariat with 3 clerks, at the Trade Office with 4 clerks, at the Pay Office with 5 clerks. Section 41. Whereby an increase of 18 clerks would thus arise, which would have no small effect upon the augmentation of the expenses of this Government, the reduction of which is recommended to us at all times with so much emphasis by the high-commanding Lords Major as well as by Your Right Honourable Worships, so that we have not dared to proceed to that increase of clerks; wherefore we have thought best and resolved to request beforehand the necessary authorization from Your Right Honourable Worships for that purpose. Section 42. We also take the liberty of presenting to Your Right Honourable Worships in copy the account of the Master of the Equipage, Cornelis Cornelissen, concerning the arrivals and the daily activities regarding the discharging and loading of the Honourable Company's ships lying here in the roads, from the month of October of the past year until the ultimate day of last month. Section 43. In our meeting of 19 May last, it having been made known by the repeatedly mentioned Independent Fiscal, Johan Nicolaas Steven van Lijnden, that although provisions against high-stakes gambling and dicing had already been made repeatedly by us by means of publications and edicts, the drawing of lotteries here at this place was nevertheless currently so strongly in vogue that, if the same were not checked and opposed in time, nothing other than great disorders and the most detrimental consequences for public society were to be feared; wherefore he requested to be enabled by an interdiction against the said playing of lotteries to prevent the same: so we have seen fit to interdict and forbid most strictly to everyone by publication the offering for sale of any goods by way of lottery, on pain that those who shall be caught herein, over and above the confiscation of the goods offered for the lottery, shall also incur a fine of 25 rixdollars for the benefit of the officer; which fine shall also be forfeited by those who shall have taken one or more tickets in such lotteries, while those who shall be unable to pay the said fine shall be severely punished with whipping or running the gauntlet; furthermore, everyone, innkeepers and tapsters as well as others who have permitted the same lottery playing in their houses, shall incur a double fine without connivance, and innkeepers or tapsters shall be forever deprived of their license. Section 44. Our session of 23 June last having also been served with a written representation submitted by the aforementioned Independent Fiscal, wherein it is set forth at length how, by edict of 4 October 1778, all and every one of these residents was ordered to appear in person before the Independent Fiscal and the respective Landdrosts of the outer districts, who, alongside commissioners, attend yearly at the times previously stipulated for that purpose, concerning the negligence of these residents in the declaration of their assets.

to appear in person for the declaration of their effects, in order, whenever it was deemed necessary, to have the oath administered to those declarants that the declaration was made in good faith, and that furthermore no notes of declaration would be accepted except solely from those who should have demonstrated in a satisfactory manner the reasons why they were unable to appear in person, all on pain of arbitrary correction for those who shall not have duly complied herewith. Section 45. That he, however, to his sorrow, had to experience how many of the inhabitants openly hold these entirely clear and plain orders in contempt and keep the mentioned commission waiting for them in vain for consecutive days. Section 46. That the number of these recalcitrant inhabitants increasing from time to time, it is reasonably to be feared that if this were not provided for in a timely manner, this already defective declaration would soon come to nothing at all. Section 47. That since this cited order, without determination of any penalty against the offenders, made mention only of an arbitrary correction, and he, the Fiscal, being an enemy of all arbitrary and self-opinionated proceedings, although he judged that by virtue of the mentioned grounds he was well authorized to demand a certain fine from all these persons, he, the undersigned Fiscal, nevertheless rather chose to address us with the request that Section 48. such penalty should be determined concerning this matter as we should deem advisable; whereupon, after deliberation, we have approved that the arbitrary correction decreed by the aforesaid placard against those who neglect to appear in person to declare their effects, or to produce sufficient proof of the reasons for their non-appearance, be fixed at 5 Rixdollars for the first time, 10 for the second, and 20 for the third time, all for the benefit of the officer. We again take the liberty herewith, in dutiful response to your Right Honorable Most Respected dispatch of 28 October of the past year, respectfully to set down that as it has appeared to us from Section 16 of the mentioned venerable letter your supreme and favorable approval of the orders issued here by us, both for the further surveying of the Mossel and Plettenberg Bays, and the improvement of the charts thereof, as well as for investigating and reporting in what manner ships and vessels can most suitably and safely anchor and be moored there; whereas your Right Honorable Most Respected are further pleased to order us to transmit a copy of the improved charts to you, we have the honor to report in all submissiveness in response thereto: Section 49. That an artillery officer having been commissioned for the surveying of these bays from the landward side, the mentioned officer was prevented by illness from fulfilling this order thus far due to the lack of further opportunity, while we now hope to carry this commission into execution again before long, and thereby be enabled dutifully to comply with your Right Honorable Most Respected commands. Section 50. Your Right Honorable Most Respected being pleased in Section 19 to demand our elucidations why the deficit on the Arrack purchases was charged to the account of the officers of the ship Avenhorn, we have thought fit to place an extract thereof into the hands of the undersigned head administrator Johannes Isaak Chenius, in order to provide the necessary report thereon, which will follow at the first opportunity. Section 51. We take in the meantime the liberty to bring to the knowledge of your Right Honorable Most Respected that the 450 pieces of linen pepper bags which the Chinese supercargoes in 1787 had dispatched by the ship Zoutman to your residence, and were not received there and according to the opinion of those employees were brought to the Cape, have likewise not been received here. Section 52. The high amount of the burdens and the considerable excess of the same over those of the previous year, of which your Right Honorable Most Respected are pleased to make mention in Section 37 of the aforesaid venerable letter, drawing your particular attention, we shall take the liberty in this respect to report in all submissiveness to your Right Honorable Most Respected: Section 53. That this increased expenditure is solely to be attributed to the remarkable augmentations of the garrison, which is increasingly taking place here, since the regiment of Wurtemberg alone already absorbs a considerable sum of money, and the excessive expensiveness of victuals, which has not diminished, much less ceased here since the last war, has given cause for the increased allowances.

the presentation of the report submitted to that effect by Chief of Artillery Gilquin. allowance of emoluments to the artisans serving here, regarding which we already sought in our meeting of 18 June of the past year to bring about an equitable reduction proportionate to the circumstances of the times, having therefore resolved at that time to commission the undersigned Head Administrator Rhenius and Chief of Artillery Gilquin to conduct a precise investigation as to whether, and to what extent, the prevailing price of provisions here could lead to some reduction, or indeed to the total abolition of this increase in board allowances, and to serve this Council with their considerations and report according to the findings of the matter. §64. Whereupon, by the repeatedly mentioned undersigned Head Administrator Rhenius and Chief of Artillery Gilquin, at the session of 9 December last, there was produced such a written report, of which we take the liberty to offer Your Right Honorable Nobilities an authentic copy herewith, with respectful reference to what is stated therein. §55. While we at the same time testify to Your Right Honorable Nobilities in all submission that we shall let no means or opportunity pass to devote every care to that which may in any way serve to achieve savings for the Honorable Company, to which end we have also already taken the liberty to propose some points to the High Governing Lords Masters concerning an increase in the revenues of this Government, on which we respectfully await the dispositions of their Right Honorable Nobilities. §56. To the explanations required by Your Right Honorable Nobilities in §59 concerning the military depot here, we shall have the honor to reply that this corps in this Government has never yet reached 200 men, that all those who belonged to it have already been sent to Batavia, where we hope Your Right Honorable Nobilities may experience the desired utility from them. But since the gentlemen of the Military Commission have left behind a memorandum containing the manner in which this training school or depot here will have to be maintained in the future, we shall not fail to report thereon to Your Right Honorable Nobilities at the first opportunity. We find ourselves obliged to inform Your Right Honorable Nobilities that it was made known to our meeting by the undersigned Independent Fiscal how, through the nearly four-year vacancy of the office occupied by him, during which time it had been served ad interim solely by the Adjunct Fiscal Gabriel Exter, the numerous duties attached to that office were so greatly accumulated that his Honor, upon assuming the same, had found several matters unsettled which, however, were of such a nature that they could now bear no further delay, but on the contrary demanded a speedy and immediate dispatch, which he testified could at present very hardly take place in the required order unless he were assisted by someone in addition to the aforesaid Exter; wherefore he, having conferred about this with the undersigned Governor, submitted to our consideration whether in the present case it were not expedient and of the utmost necessity, in order to proceed with his aforesaid weighty post with the greatest possible exactitude, to add someone to the said Adjunct Fiscal Exter who, alongside him, would be qualified and entitled to handle matters concerning the fiscal office; to which, if we might incline toward his opinion, he came to propose the person of Mr. Johannes Andreas Truter, as being a very suitable subject for this on account of his acquired knowledge of the law, in which he had some time ago been invested with the doctoral dignity at Leiden University, and therefore requested that the said Truter might be granted such rank and quality as was appointed for the office of an adjunct fiscal according to the Company's regulations. §59. Landdrost of Swellendam, discharged from said office at his request, but in the event of the decease or discharge of the said Exter or Truter, the survivor alone shall be required to act in the aforesaid post, and therefore thought best and resolved, under the most favorable approval of the High Commanding Lords Majores, to appoint the said Master Johannes Andreas Truter as second adjunct fiscal, with the corresponding rank of junior merchant, whereas the same Truter has been accepted into the service of the Honorable Company in the capacity and pay of bookkeeper at f30 per month under a five-year contract. Section 60. The Landdrost of Zwellendam Constant van Nuld Onkruijd having requested of us by petition to be discharged from his said office and from the service of the Honorable Company in order to be allowed to depart for the Netherlands for the performance of his private affairs, we have consented to his request and entrusted the provisional discharge of that office to the secretary of that colony; but seeing the necessity that said post should as soon as possible be replaced by a capable person, we have thought fit to appoint again as Landdrost of the said colony the bookkeeper Anthonij Alexander Faure, who for some years has filled the office of Secretary of the colonies of Stellenbosch and Drakensteijn with the required accuracy and to the particular satisfaction of us, and who has thus also in handling the affairs of the outer districts undoubtedly acquired the necessary knowledge and prudent conduct, and for the aforementioned reasons we believed we could employ no one better for this, and upon his provisional appointment accorded him the rank of merchant intended by the Lords Masters for the Landdrosts, subject to the favorable approval of the High Commanding Lords Majores. concerning which by Your Right Honorable Worships, in their resolution of 23 August 1753, it was established, and sent in copy to this Government, whereby the salary of a Town Major is fixed at the pay of a Major, that is at ƒ150.— per month, and having also taken into consideration that the said post of Town Major in this country cannot possibly be maintained in proper order unless the person who holds it necessarily provides himself with 3 riding horses and a domestic servant, which, calculated here at the very least, causes him an annual expense of 300 Rixdollars or ƒ 720.— Hollands Current, we have judged it best that the salary of ƒ150 per month might well be granted to the Town Major of this Garrison; however, since in this regard we must await the highly esteemed approval of the most mentioned Lords Masters, we have seen fit to allow the Town Major to enjoy, in addition to the pay and emoluments which he has hitherto drawn from the Honorable Company as Captain, the aforementioned sum of ƒ150.— per month with the emoluments pertaining to the post of Major, while he, the Town Major, in the meantime, under proper security to our satisfaction, had to bind himself so that, in case Your Right Honorable Worships should judge that less ought to have been allocated to him, the excess received could then be restored again to the Honorable Company. Paragraph 63. It having also been approved by us, on the same footing as applies to the pay and emoluments allocated to the Town Major, to allow the Town Major Jan Arnold Bleumer—in consideration that he likewise cannot properly perform the service without keeping at least 2 horses and an orderly—to enjoy the pay and emoluments of a Captain, that is ƒ 80 per month, above what he has hitherto drawn from the Honorable Company, and he likewise has had to bind himself under security to restore at all times upon demand the excess received to the Honorable Company. Paragraph 64. And furthermore, in order not to deviate in any way from the respected orders and commands of the highly mentioned Lords Masters, however much we have also become fully convinced that the daily garrison duty, especially in this Government, cannot possibly be attended to by one Town Major, as we have already taken the liberty to propose to Your Right Honorable Worships; yet, for the reason that they in the aforementioned highly esteemed dispatch were pleased to make mention of only one Town Major, we have seen fit to allow the currently serving second Town Major, Ulrich Kibourg, to continue provisionally on the same footing as he has hitherto attended to that post, until, upon the further respectful representations made by us in that regard, the intention of the High Commanding Lords Masters shall have become known to us. This having been brought into readiness thus far, we bring dutifully to the knowledge of Your Right Honorable Worships that yesterday the State war ships Zephir and Havik under command of Messrs. Vaillant, as well as the warships Thetis, the Mercuur, and the Zwaluw, under command of Mr. Staring, have sailed onward, the former to Macassar and the latter to Batavia. The ship d'Eenparigheid having sustained some damage to both its topsail yards, main topmast and further spars, we therefore expressly commissioned the sea captains Jan Mulder and Jan Jochem Mulsart, in order, assisted by the master of the shipwrights, in the presence of the equipment master and in the presence of Captain Wijnand de Groot, to accurately inspect the defects that were found in those spars, upon which a written report was submitted to us by that commission, of which we have the honor to present the authentic copy to Your Honorable Great Esteemed; and in accordance with that report we have had that vessel provided with 2 new topsail yards and a main topmast and have had such repairs made to the foremast as were specified in the aforementioned report. present the expense accounts for what had to be furnished to the bearers of these present at this Government, together with the receipts for the water leaguers that were taken from those ships. We further take the liberty to attach the following invoices, namely: per the ship the Mentor: One for 132 loads of ballast stones. One for 8 pieces of muskets and 8 pieces of grenadier broadswords with their accessories, taken from that vessel for the service of this Government. One invoice of account for 420 lb of sorted iron delivered short by the officers of this vessel, to be debited, by the pleasure of Your Right Honorable Grand Worships, in the amount of f 112 1 8 to their salary accounts. One for 33 loads of ballast stones. per the ship the Zeebouwer: One for 400 Rixdollars paid at this Government to 25 Chinese, among whom are 2 mandoors passage-taking on this vessel. The Right Honorable, Highly Esteemed Gentlemen Directors of the Chamber of Zeeland having been pleased to write to us by the Honorable Company's ship 't Hoff ter Linde that according to the bill of lading some goods intended for Ceylon and Malabar had been loaded into that vessel, with orders to discharge them here and send them thither at the first opportunity. However, as the aforesaid letter was not accompanied by the bill of lading mentioned therein, we inquired about this with the captain of the said vessel and obtained from him the bill of lading handed to him for his information, from which it was fully evident that 32 cases and 5 small barrels were loaded in that vessel for the two aforesaid governments to be discharged here. After having discovered this, we did not fail to attempt to discharge these goods and to confer with the captain of that vessel on the matter, who submitted to us a declaration, an authentic copy of which we take the liberty of offering to Your Right Honorable, Highly Esteemed, and from which it appears that the aforesaid cases and barrels, which were dispatched from the Netherlands under the recognition goods, could only be discharged with great difficulty and significant delay to that ship. Consequently, both to prevent a detrimental delay of that vessel and on account of the scarcity of direct opportunities to Ceylon, trusting in the favorable interpretation of Your Right Honorable, Highly Esteemed, we have left the aforesaid 32 cases and 5 small barrels in the ship 't Hoff ter Linde, together with a case of plumes for the Regiment de Meuron, and have drawn up a bill of lading for them, which we take the liberty of offering to Your Right Honorable, Highly Esteemed, with the humble request to have those goods, together with the accompanying missives from the fatherland addressed to the governments of Ceylon and Malabar, forwarded thither at a convenient opportunity, and to have the case for the Regiment de Meuron delivered to the Colonel-Commandant of that corps at Ceylon. Commanding Lords, Right Noble, Stern, Highly Respected, Most Wise, Prudent, and Most Generous Lords, Referring ourselves in all respect to our last dispatch of the 25th of last November, consigned to Your Right Honourable by the mentioned private ship Rhijnoord, which departed from here with it on the 1st of this month, we offer Your Right Honourable herewith dutifully our main missive, addressed on this date to Their Right Honourable High Mightinesses, the Lords Committee Directors in the Assembly of the Seventeen, containing the general report of the trade books kept in this Government during the past financial year. We further take the liberty to communicate to Your Right Honourable the safe arrival here on 17 November last of your Chamber's ship 't Hoff ter Linden, which on the 17th of this month undertook the voyage to the capital of the Indies together with the ship de Mentor, while likewise on the 16th of this month arrived safely here the packet de Vlijt, returning to Your Right Honourable Chamber and mentioned in the heading, which sailed from Batavia on 14 October last, passed the Sunda Strait on the 18th thereafter, and had only 1 sick person during the voyage hither. Your Right Honourable having pleased to write to us by the aforementioned vessel 't Hoff ter Linden that according to the bill of lading some goods were laden in the same destined for Ceylon and Malabar, with orders to discharge the same therefrom and to send them thither when occasion offers; but since the aforesaid letter was not accompanied by the bill of lading mentioned therein, we made inquiries concerning this from the captain of the said vessel, and obtained from him the bill of lading handed to him for his information, from which it was fully evident that 32 cases and 5 small casks were laden in that vessel for the two aforementioned governments to be discharged here. Following this discovery, we endeavored to effect the discharge of these goods and conferred with the captain of that vessel about it, who submitted a declaration to us, of which we take the liberty to offer Your Right Honourable an authentic copy, it appearing to us therefrom that the aforesaid cases and casks, which were stowed away in the Netherlands among the recognitie goods, could not be discharged from that ship except with great effort and considerable delay. Wherefore, as well to prevent a harmful delay of that vessel as on account of the scarcity of direct opportunities to Ceylon, under Your Right Honourable's favorable construction, we have allowed the aforesaid 32 cases and 5 small casks to remain on board, together with 1 case with plumes for the Regiment de Meuron, and requested the Lords of the High Government of the Indies to be pleased to have those goods destined for the Governments of Ceylon and Malabar sent thither at a convenient opportunity, and to cause the case for the Regiment de Meuron to be delivered there to the Colonel Commandant of that Corps. Furthermore, we dutifully let this be accompanied by the authentic copies of the declarations made by the officers of the aforesaid ships de Mentor and 't Hoff ter Linden, both regarding the causes of their delay here, and concerning the proper distribution of rations to their crews, the necessary supplies to the sick, and that no efforts were spared to preserve those hulls from all infection by continual cleansing; as we also offer Your Right Honourable the bill of lading and invoice of 12 loads of ballast stone which the bearer of this happened to need here, and the account of expenses for what was supplied to the same. We further forward to Your Honorable Right Respectable Worships herewith the muster roll together with the logbook of the aforementioned vessel de Zeebouwer, as well as an authenticated copy of the declaration of the commanding officers of that vessel concerning the condition in which that ship was found to be on its first voyage, both during the journey and upon arrival and stay here, to which we have also added an authenticated copy of the declaration of the said officers, from which it appears that the rations were duly and in good time distributed to the crew, and that no effort was spared to clean that ship and thereby preserve the crew from disease and infection, while we can also inform Your Honorable Right Respectable Worships that a desired harmony and understanding constantly prevailed among the officers as well as the common men of that vessel.
