From Persia, 23 September 1730 4 Register of all such letters, books, and papers as are today, by order of the Honorable Leendert De Cleen, Senior Merchant and outgoing, together with the Honorable Mr. James Heij, likewise ditto and elected Director of this Direction and Council, sent per the ship Barbesteijn directly from here to Batavia, and are consigned in all reverence to His High Excellency the Right Honorable Dirk van Cloon, Governor-General, and the Honorable and highly Esteemed Gentlemen Councillors of the Netherlands Indies, etc., etc. Register No. 1. An original missive written by the aforementioned Honorable Gentlemen and Council under today's date to their said Honors. 2. Copy ditto by Director Leendert de Cleen and Council, as above, sent the past year per the ships the Jacoba and the Windhond under the last of September, with an appendix of 30 November. 3. Three copy outgoing Bassoura missives written by those residencies, all dated the last of April aforesaid, namely: 1 ditto to the Right Honorable, highly Esteemed Gentlemen Masters in the Fatherland; 1 to the Right Honorable Mr. Cornelis Calkoen, Ambassador to Constantinople aforementioned; 1 to the Right Honorable Mr. Jan Jacob van Liebergen, Consul at Aleppo, likewise all sent overland to the last mentioned place. 18. Two ditto Coromandel incoming missives, the first dated 31 August of the past year, arrived on 15 January of this year per the English ship Newcastle, and the second of 14 October past per the small ship Elsbroek. 22. A copy Bengal incoming missive dated 20 March of the past year, received here per the aforementioned. 23. Four ditto Surat ditto ditto dated 28 August and 28 September, received on 15 January last per the English ship Newcastle, and 22 October 1733 per English opportunity via Bassadore on 30 January past, together with one of 5 April past per the English ship Carolina, arrived here on 22 May past. 24. A ditto Cochin incoming missive dated 7 November 1733 and on 15 January thereafter per the English vessel Newcastle; 10 December 1733 per the ship Elsbroek; 16 and 24 February past, both arrived on 1 May thereafter per the small English ship Bouwijer. 25. Finding ourselves meanwhile, on the 28th of January of the past year, through the safe arrival of the ship Elsbroek at this roadstead, honored with Your High Noble Excellencies' highly respected missive dated 2 October 1733, we shall, in responding to it with the required respect, first, concerning the mutiny of the crew of the yacht De Windhond, state that under Your High Noble Excellencies' favorable interpretation, no further mention thereof will be made in this letter, because, as we hope, not only the true nature of the case itself, but also in what manner everything was brought to a conclusion, will have appeared sufficiently to Your High Noble Excellencies from our most recent abovementioned reports and the copies of the trial proceedings sent alongside them. And likewise, we deem it wholly unnecessary to give a further account of the newly caused imperial revolution and the consequences that have followed thereupon up to that time, in such manner as has also been communicated to Your High Noble Excellencies. But the consequence thereof, and likewise the remainder of Your High Noble Excellencies' missive, each under its own subject matter, shall hereafter be brought to your notice and answered. But turning now, in the first place, to the response to the extracts from the general letters written by the High Noble and Right Honorable Gentlemen Majors in the home country to Your High Noble Excellencies on the 14th of September 1731 and the 30th of August 1732, for in our last reports of the ultimate of September and the ultimate of November of the past year this remained postponed, we take the liberty to note upon each article what requires a separate reply, as Your High Noble Excellencies will please trace below, and first upon the extract of the 14th of September 1731, containing the subject matter of: Persia, the 23rd of September, Anno 1734 Affairs in the Persian empire are going from bad to worse, and it appears that, in comparison with previous more flourishing times, the expenses of this directorship have increased so much and the profits have diminished, as Your Noble and Right Honorable Worships are pleased to point out with good reason. Wherefore it may also well be feared, with good reason, that it will truly soon be completely over with trade here. Concerning the trading post at Basra, and that which Your Noble and Right Honorable Worships please further to allude to in that regard, we very humbly beg to be allowed to refer to the written declaration submitted in that connection by the merchants Carel Koenad and George Intchie (the two sole remaining members from the then council of Gamron), that same document having been sent in original on the 30th of November of the past year to Their High Noble Excellencies at Batavia, and in copy to Your Noble and Right Honorable Worships under the date of 6 February past via the overland route of Aleppo. That trade here would be entirely finished; according to the book-year 1727/1728, the expenses had increased to ƒ110953: 11: —, and the net profits diminished to ƒ18298: 13: 15, which Your Honors have noted with reason; very small in comparison with the aforesaid expenses, together with the equipping of ships that had to remain in this directorship for some years, which are not to be counted alongside the same and would even fall short if one were only to consider them as interest on capital lying interest-free at the respective trading posts. From Persia, 23 September Anno 1739 The outgoing commander De Cleen, in his capacity as former head at Bassoura, took the liberty, in order to unburden his mind, of declaring to Their High Excellencies at Batavia by letter of 30 September of the past year that during his stay of more than one year at Bassoura, he was in truth never provided the least cause from which any jealousy or ill will between that office could have been caused; and especially, on account of many moving considerations with respect to the two aforesaid council members, he had not harbored the least suspicion, in which the present, newly chosen commander Dameshey, as the former second resident at that office, also concurs. For the rest, the ministers state in their letter of 31 March 1729 that by means of the aforesaid state expenditures they had received the royal raqam or letter of favor for the continuation of trade and the restitution of the Company's claims in much more favorable terms than before. And since it is evident from Your Honors' letter of 30 September 1729 that Your Honors have newly sent off with the ship Borselen an amount of ƒ302133:15:8 in merchandise thither, we must await the outcome thereof. But since, following our latest letter concerning this matter of 15 September 1730, the reports have brought nothing that represents a change, and especially nothing that merits any further reply, we will only approve Your Honors' order also not to sell any goods on credit in this directorship; likewise approving the contract that the ministers entered into with a certain Indian merchant concerning the Kerman wool, to deliver it at Gamron at his own risk and expense at 18 Mahmudis or ƒ7:13:- per man of 6 lb, and leaving the disposition over other matters, concerning which we cannot judge here with full peace of mind, to Your Honors, not doubting that Your Honors, in your demand for returns from Persia, although we find no special mention thereof in Your Honors' letter... From Persia, 23 September Anno 1734 The above-mentioned raqam is at present entirely powerless, for in the meantime it has again been subjected to change twice, in the manner Your Right Honorable Excellencies will, as we hope, have seen confirmed from the papers sent successively since the year 1729. And yet, notwithstanding this, we have until now had the good fortune that no least infraction was suffered regarding the privileges granted in the year 1730 by the recently dethroned Shah Tahmasp, which are expressed in much stronger terms than ever happened before; although the present usurper, Tahmasp Quli Khan, has indeed tried to persuade us to satisfy a three-year tribute. Yet, finding this contrary to the aforesaid immunities, we have nevertheless, with great effort, still been able to reject that unjust demand, and now we hope with God that all will be kept in such a state until such time as we may hope to be fortified in word and deed by Their High Excellencies the High Indian Government concerning what was submissively written on this matter, as can be seen from the copy of the letter sent on 6 February past together with our humble reports to Your Right Honorable Excellencies. Since the year 1729, no more merchandise has been traded on credit here at Gamron, and the orders of Their High Excellencies given in that regard are dutifully and unalterably obeyed. At Bassoura, trade on credit has never taken place, for which reason it is recommended to continue on the old footing. From Persia The 23rd of September Anno 1734 George Fredriksz Hoevermans, having undertaken to deliver the Kirman wool at 18 mahmudis or ƒ 7: 13:— per man of 6 lb, well cleaned and at his own risk here in Gamron, has found himself obliged to desist from that delivery, since from a small parcel of uncleaned wool of 180 lb brought hither as a sample, he had found that only 123 lb of clean wool could be delivered from it, and thus the same man of 6 lb, with the expenses incurred for it, came to cost him 26 mahmudis or ƒ 11: 1:—; so that upon your Right Honourable's favorable qualification of 18 August 1729, to the end that a small capital might be risked here and there with trusted persons in the manner the English do, the gathering of that cargo could only take a beginning in the latter part of the year 1730 (as was communicated to your Right Honourable on 1 May 1731), since which time until the last of November of the recently past year successively a quantity of 78,800 lb has been dispatched from here, and as we expect more daily, we shall respectfully treat the remainder of this matter in answering the following extract of your Right Honourable's letter dated 30 August 1732, and shall only mention regarding the Kirman rams and goats that their Excellencies at Batavia made a requisition for the first time on 30 September 1730 for a number of 48 sheep and 24 rams, and this has thus been continued yearly, whilst on those requisitions from here have been fulfilled in various shipments 99 pieces of goats and 51 rams, there being moreover, both on the way from Kirman to here and in Gamron itself, 25 of the former and 11 pieces of the latter sort that died, as well as being spoiled by the robbers. Although Mocha coffee beans are currently disposed of here at ƒ 1: 6:— 14 1/3 and at Bassoura at ƒ 1: 5 3/7 per lb, one would nevertheless not be able to sell those of Java for ƒ —: 17:—, for both the Persians and the Turks make a considerable distinction in this, and for that reason the 40 bales of Javanese coffee sent in anno 1727 as a sample, by order of their Excellencies, were in the year 1730 shipped back to Ceylon for further dispatch to Europe. Mention was made, well mindful of our so frequently reiterated orders, not only to send Kirman rams, but also goats to Jaffanapatnam and the Cape. Coffee having also declined so greatly in price here in a wondrous journey, so that at present not even 2 mahmudis or 17 light stuivers the pound could be obtained, we shall have to comfort ourselves that the remainder, according to your Honour's order, will be sent via Ceylon to the fatherland. Further extract from the aforementioned letter containing the matter from Bengal: that the ministers of this directorship generally purchase the goods too dearly and of lesser virtue or quality than formerly, we have already made known with displeasure some years ago, and have also sharply and with much reason reproached your Honour in various letters; there being among others also the silk from the November harvest of the year 1728 bought very much dearer per seer than the year before, for which the ministers, by their letter of 5 March 1729, do give some reasons, of a sudden gathering, the bustling of the English, and the like, but which can count for little when one sees on the one hand how much capital is required for that merchandise, and on the other hand with what poor advance the silk is again sold in the fatherland, so that that entire trade generally yields more loss than profit, and for the interest of the Company one should sooner desist from it if the purchase prices increase; wherefore this point will be taken by us into serious consideration, and our thoughts will be further communicated to your Honour with the demand for returns in the coming winter season, not only with respect to the silk, but also to the other goods in their sorts. Likewise we cannot take much pleasure in the poor sale of the Company's merchandise, of which the ministers speak in their letter of 8 November 1729, and much less in their nonchalant handling with regard to the packing of the goods, especially also of 5 chests of armozines formerly sent to the Chamber Enkhuizen, regarding which they come to say in their letter of 8 November 1729 that they had already made careful inquiry into the origin of such a considerable shortage of 117 pieces, but that neither they nor the servants at Cassembazaar had been able to discover the least thing concerning this; whereas it is well to be considered that the gentleman directors of the Chamber Enkhuizen, who were attentive enough not only to discover that shortage but also to have the sworn declaration drawn up thereof, will furthermore have been careful enough to send the packing notes along with it, the more so because the servants with respect to this shortage do not allege or complain (as those of Patna do, concerning two pieces of chintz found short by the Chamber Zeeland) that the packing notes were not returned in due time. To all which detrimental items it is then added that the ships with the Bengal goods, which ought to depart from Batavia not after mid-January, have for some four years past been dispatched so late from there hither, so that in the recently passed year 1730 one has had to postpone the expectation thereof until this spring, which is extremely detrimental to the Company; and as we cannot rightly see whence that late dispatch has arisen, whether through a later arrival of the Bengal ships in the roadstead of Batavia or from some other causes.

From Persia, the 23rd of September, Anno 1734. present change will come to cease, but in order to prevent, under God's blessing, as far as human means can help therein, the great misery of famine and lack of provisions, which has been very severe both here on the Coast and on Ceylon, Malabar, and in other parts of India, we return again to our former recommendation that the Company's uncultivated lands everywhere be distributed to capable colonists; if there is then scarcity or barrenness in one quarter, the other will sometimes compensate for it, and the Company will remain master of the great power and trade to always be able to supply India with rice. Regarding the good success of the Palicol mint and the circulation of the rupees mentioned briefly hereinbefore under the Bengal matters, we find confirmed among the Coromandel reports not only that 209000 pieces of that currency had already been sent to Bengal, but moreover also that the newly struck rupees were exchanged at 3 1/8 per pagoda, on which the Company had profited between 24 and 25 per cent; that likewise in the Nagapatnam mint a sum of f12197. 5:12 or 4 3/4 per cent was gained as profit on the gold into pagodas, which has also seemed very agreeable to us, although we do not rightly understand what Your Excellencies add thereto in your letter of 26 May 1729, that this profit on the gold will not be found to be of so much value when the loss on the koban is balanced against it. For, in our opinion, that loss arises from a higher calculation above the value in Japan, and has nothing in common with the coinage of Coromandel, but properly ought to be ascribed to the factory of Japan. That the officers of the ship Bentveld have been debited on their account for a chest of cloves, delivered short out of 296 in total, to remain if the error is not found, we can well approve, because it was their duty to verify the number of chests and the place of offloading; likewise the measures taken regarding the two kinds of yardsticks kept in northern Coromandel, the one to measure the unbleached and the other to measure the bleached cloths; although, in order to prevent the great difference in the lengths of the cloths and all mistrust that might arise therefrom, one could indeed leave a fixed required yardstick for the bleached cloths at the linen factories, each according to its convenience. How the samples of indigo, which the ministers in their letter of 12 September 1729 state to have sent to Batavia to the number of seven diverse sorts, will be found, we must await in due time, as the same have not yet been received here, although Your Excellencies say in your letter of 30 November following that these, together with the report of the findings at Batavia, were to be sent to the fatherland by the first opportunity. Likewise concerning the samples of saltpetre, regarding which we indeed noted in Your Excellencies' letter of 26 May 1729 to the Governor and Council at Nagapatnam that Your Excellencies had the master gunpowder maker at Batavia examine the samples of Daat Cheron saltpetre in comparison with those received from Bengal, and found that the same yielded 15 per cent more loss than the last-mentioned, besides the fact that the powder prepared from the Bengal saltpetre carries 15 feet higher, and that of Daat Cheron cost much more; wherefore it had then been resolved in the Council of the Indies to desist from it if it could not be obtained at a lower price, and rather to fall back upon that of Masulipatnam, regarding which better prospects seemed to present themselves according to the letter of the ministers of 20 July of the same year, stating that 619 1/4 lb was purchased there, very white and translucent, at 11 pagodas the candy of 520 lb; as also upon that of Sadraspatnam, if the same could be obtained at 9 pagodas, but that all this would still be investigated further by Your Excellencies; which, then being found good in due time, would certainly be more profitable as ballast.

Concerning the unfortunate government of Ceylon, we shall not repeat here all that has been set down at length in the successive letters of Your Excellencies and the present ministers regarding the great damage the Company has suffered in manifold respects under the bad management of the previous ministry: both by the detention of the ship Boukenroode with the harvested cinnamon, and by not employing the Anna Maria to fetch the Malabar pepper; the reduced debit of elephants and areca nut; the hostile turning away of the Moorish ships laden with rice at a time of general scarcity even on Ceylon; the improper employment of the smaller vessels, whereby the voyage to the Maldives was neglected, and the ship De Vis could not be discharged in due time at Tuticorin From Persia, the 23rd of September, Anno 1734 discharged and reloaded with the required chanks for the Bengal directorship; and finally also the employment of the Company's carpenters and other workmen for the making of an excessive country estate with its house for the former governor Duijst, whereby the public works have been neglected and trade has practically come to a standstill. So that at least among the papers of this government no mercantile or other matter has occurred that requires any reply beyond what the aforesaid former governor still wrote in his time concerning the good prospects of the pepper cultivation on Ceylon, namely that by a diligent planting thereof one stood to obtain as much of that grain as would be needed to load the Ceylon return ships, and moreover that the Ceylon pepper would be considerably better in quality and over time also obtainable cheaper than that from Malabar. Persia, the 25th of September 1734 delivered over to be treated according to their merits, but also all those who with their full knowledge and premeditation are convicted of having assisted him, in any capacity on behalf of the Company, in the execution of his desperate undertakings, especially those who, as judges over those innocently condemned to death, sat so unqualifiedly, and acted contrary to their better knowledge, or against all appearances of truth. Among these, in our letter of the 15th of September 1730, were expressly named, as it then appeared to us, a certain Dirk Bierens and Pieter Cornelis de Patot, being to all appearances the very same persons who, to our utmost astonishment, have since been promoted, the former to Dessave of Mature, and envoy to the Candian From Persia, the 23rd of September 1734 Candian Court; while according to these latest advices, a certain Carel Fredrik Marwits is also found to be an accessory as a principal author, who alone, together with those who may be further discovered, shall have to give an account of that spilled blood, in order to satisfy justice and the honor of the Indian government, which has been greatly stained by this; and moreover to show the world that Your Excellencies and all honest people have an abhorrence of such nefarious villains, as a deterrent to others who in time might be afflicted with the inhumanity of wishing to undertake anything similar; all this with the understanding that what is contained in the writings sent to us must be found sufficiently proven and applicable to the persons named herein, to be further accused thereupon, and without prejudice to their defense against it. However, with respect to the ministers, we cannot quite so easily overlook the sale of 55020 lb of powdered sugar, which is said for the largest part to have turned quite syrupy, and was therefore sold with an advance of only 41 1/3 to 49 1/2 per cent, since Your Honours have very well noted that the Company cannot subsist on such low profits on coarse wares, and it is strongly to be suspected that the private offloaders with their wares of that kind will have had precedence, for which reason the Company's sugar then remained unsold, which otherwise apparently would have been sold much earlier; which matter, being added to what was said hereinbefore regarding the small shipment of pepper in 't Huijs ten Donk, would in its time have well merited some further investigation. From Persia, the 23rd September 1734 we shall leave in its place, and await what time will come to teach regarding this, but one should not count on this quality without being assured that the English, French, and other nations in Mocha spend no less, as our intention is only to maintain that trade in order to equal our competitors, to promote the sale of the Company's merchandise and spices, which in this peaceful time begins to revive somewhat again, and furthermore for such reasons as are more broadly expressed in our letter of 28 August 1727, as well as to collect the outstanding debts on this occasion, and especially also the debt of the King's chamber, which the servants say can nevertheless not be liquidated otherwise than through the tolls; but in order not to get into such arrears again, From Persia, the 23rd September, anno 1734 the servants will, according to Your Honours' order, take good care that they sell no goods except for cash, for if this too were to occur, it would be much more advantageous for the Company to have the requirements of coffee come from Java, where the purchase price is noticeably lower. From Persia, the 23rd September 1734 Having spoken briefly here above under the Surat matter of the bad loading of the above-mentioned ship 't Huijs ten Donk on the voyage from Cochin to Mocha, we find this incident better detailed in the repeatedly mentioned letter of the Mocha servants of 20 August and that of Your Honours of 30 September 1729, in which last-mentioned it is said, among other things, that this ship, on Malabar for this residency, instead of the ordered 200,000 lb of pepper, had taken in no more than 101,000 lb, as clear proof of how shamefully the hold of that vessel had been defrauded, in which at Batavia, besides the lower tier of some voluminous goods, only about 125 lasts had been unladen, so that the said quantity could have been taken in abundantly, but that, From Persia, the 23rd September 1734 that not having been effected, it was a matter that continued to run as an inexcusable fraud for the account of the ship's officers, which it would be hard for them to answer for, whether at Batavia or in the Netherlands; but against which we find noted in the first-mentioned letter of the servants how the aforesaid ship, having arrived in the roadstead of Cochin on 23 November 1728, had to be almost entirely unloaded in order to be able to mat the hold properly before the pepper was poured in, and that instead of the ordered 200,000 lb, no more than 101,000 lb could be stowed besides the Batavian cargo, because the hold of that Rotterdam build, according to the statement of the skipper Arij Brouwer, is much narrower and tapers sharper aft than other Amsterdam yachts of 130 feet, and why Commander de Jong had also caused the hold, after its full loading, to be inspected by 2 delegates from the seafaring branch and 2 of From Persia, the 23rd September 1734 the civil administration, in the presence of the fiscal, who, according to a submitted written report, found the same to be well and fully stowed in the seamen's style, and saw that even some bags of pepper were stowed in a provision room; whatever the truth of this matter may be, we cannot judge at present because that ship, after its arrival in the Fatherland, was again dispatched to the Indies and the skipper was also, through inadvertence, taken back into service and has departed thither, which was occasioned because his name appears nowhere except in the letter of the Mocha servants, and those of the other ship's officers were not named at all; therefore it will be necessary, when such egregious cases occur, that the names not only of the skipper but also of the other ship's officers in Your Honours' general From Persia, the 23rd September, anno 1734 Makassar.
