From Persia, the 23rd of September, Anno 1734. be examined by us, so that from it may be seen whether the reasons adduced for the purpose of such dismissals or removals, whereby someone was deprived of his office, were lawful and equitable, in order to dispose further thereupon according to findings. Was undersigned: Agrees. Signed: I:s H:s in proper form, Eg. Clercq. Follows the humble reply to the second and last extract dated 30 August 1732, containing the subject of: Firstly, regarding the trade under Turkish territory, concerning the Basra trade, it appears to make no forward progress as yet, because although the pasha at Basra had made fine promises, he has in no way fulfilled them according to the manner of the Turks, as may be seen from the meager profits obtained on the merchandise in the financial year from 1728 to 1729, amounting to no more than f 13985: 14: 8, with which small advantage, outside the wages of the servants, as Your Honors have very well remarked, it will be impossible for the Company to make good the great presents and expenses incurred for this factory, besides the shortweights and defects in the goods. Therefore Your Honors have with good reason ordered the residents that they shall endeavor to set off in all kinds of ways the extorted f 8713: 7:— mentioned in Your Honors' general letter of 30 November 1730 against the customs duties, and to recover it in that manner, and for the rest not to give credit to anyone, so that in case the trade will not do better, one will always be in a position to withdraw from there without the loss of many outstanding debts. We cannot give Your Right Honorable worships any further satisfaction regarding our having employed all humanly possible means to secure large profits, but nevertheless it was not feasible to achieve a slightly better success therein according to our wishes, as has fallen to our lot from the end of the year 1730 until the beginning of this current year 1734 through a multitude of inconveniences that could not be prevented, during which not the least shipment was made thither, and consequently in the space of 4 years, namely from 1729/30 to 1733/34, only a net profit of a very small amount of f 31037: 19:— having been gained. Thus we shall present to Your Right Honorable worships here, as compendiously as possible, yet with the required respect, the principal causes that have mostly brought this about: Firstly, the leaking of the chaloup De Maria Laurentia, just as it was destined for a second voyage in the year 1730 for the residency, caused the required trade goods not to be able to be dispatched at that time, and consequently one was forced to await another shipping opportunity. Secondly, the fatal incident that the small vessel Westvriesland, having been projected from Batavia itself for Basra in the year 1731, was attacked in such a manner by the Kanhoji Angria pirates on the coast of Malabar that, having escaped utterly disabled from the hands of the enemies, it had to return again to Cochin for repairs, at which time the bad monsoon broke before it was fully restored of its defects, for which reason that vessel, instead of continuing its voyage to Persia, returned from there directly towards Batavia. Finally, the following year, on 28 April, the yacht De Winthond arrived here from that capital, and thus one was apparently provided with a vessel to supply the factory at Basra with merchandise; but at the very time when the proper monsoon to be able to undertake that voyage safely approached, and it had been resolved in our meeting of 6 August to dispatch that vessel with a full cargo towards Basra, there was finally received on the 10th of the same month, or merely 4 days after our resolution was taken...

From Persia, September 23, 1734. Resolution taken upon consistent reports received that the Persian design was to attack Baghdad and Basra in a hostile manner with a considerable military force. Thereupon it was again taken into consideration how commerce and war could by no means go together, and likewise that a ship lying in the roadstead of Basra could not only be demanded for their use by both the contending parties, but upon refusal might be overwhelmed; furthermore, that a single refusal of such a vessel to serve either of the contending parties was equally dangerous and thus would always result in great detriment to the Company. Because all these alleged difficulties seemed sufficiently grounded, and besides it also came into consideration that the residency still had to account for cash and goods to the amount of f48937:10:8, we likewise had to leave this ship's dispatch postponed. Meanwhile, subsequent events have clearly shown us that the aforementioned apprehensions have become all too true, as Your High Honors may have noted in detail from the enclosures to our original humble letter dated February 6 of this year, to which we otherwise respectfully refer. For Your High Honors' further reassurance, we shall merely add here that the debt of the pasha to the sum of f8713:—7 has been fully liquidated, and thus that entry has been cleared from the books. We hope that this will be as pleasant for Your High Honors to learn as the good success that has recently, through God's blessing, been achieved there in trade. For this purpose, the net yield has dutifully been presented to Your High Honors, accompanying the residents' letter dated the last of April last, which shows that in one month's time a profit of f19337:2:8 was made on the requested merchandise. Subsequently, up to May 26 according to their letter of the same date, there were further disposed of: 169 lb cinnamon 49688 lb powdered sugar 344½ lb benzoin 158 lb Japanese camphor 480 pieces chintz ambersia 200 pieces chintz moeramath, and 27 pieces sologesjes So that, if peace between the Porte and Persia had been well concluded, as assumed in the aforementioned Basra letters, a very advantageous change in trade was undoubtedly to be expected in that place. But now rumors again have it that the Persian and usurper Thamas Kouli Khan has once more set out to war against the Ottoman, and has thus thrown everything into turmoil anew. From Persia, September 23, 1734. Whether things will improve in Persia time must tell. Meanwhile, it is indeed a good thing that King Thamas, having returned to the throne of his ancestors, has shown all signs of friendship to the Company's servants, according to their account. The first effects of this have been the renewal of the great decree granting the free export of gold and silver to the value of 20000 tomans, and the granting of a second decree in which all previous ones are briefly enumerated and renewed, and lastly the King's concession to the Company's servants to move back into the lodge at Isfahan as before, with the promise that he would also try to satisfy and make good the damage suffered during the siege and the damage of his father as soon as he might be in a position to do so. All of which we hope will be successful. But it has surprised us to the utmost to learn from Your Honors' aforementioned letter of November 30, 1730, that the ministers, after taking possession of the lodge, did not find the buried 4000 tomans or f170000, and that the remaining capital of f126289:3:8—being the only remainder of that considerable treasure of f1962874:18:8, which at the closing of the Isfahan trade books at the end of August 1722, in silver, gold ducats, as well as paid Gombroon bills of exchange, was still found in existence at the time of the residents Nicolaas Schorer and Jelmer Laan—had also disappeared to such an extent and gone missing that from all the zeal and endeavors the ministers promise to apply to return this missing money to the Company's treasury, there is almost nothing to hope or expect. And since Your Honors state that this conduct of the Isfahan ministers did not appear free from diverse misdeeds and malversations, Your Honors have done well in ordering the Gombroon servants to send two or three of their number to Isfahan for replacement.

From Persia the 23rd of October, Anno 1734 To send to Spahan, and to make the two residents still present there, the Merchant Schoorer and the Bookkeeper M. van Lijpzigh, come down to Gamron with a gentle lead, and further ordered to send them from there well-secured with a military guard to Batavia, to answer for their conduct there, of which we currently await the outcome from Their Right Honourable Excellencies. The debt of the brokers having increased again from ƒ61,140: 8:— to ƒ118,307: 5:—, because the proceeds of the Merchant were sent to them by the servants against the Company's ancient and strict orders, and given out on 3 months' time instead of paying them, Their Right Honourable Excellencies in Batavia have favoured them with what the Merchant Nicolaus Schoren had withheld from them over there to satisfy their private debts; we shall also leave that for the account of the servants and for the answering of those servants until it is obtained. Regarding what has been shown to Their Right Honourable Excellencies, it is now brought to knowledge that the brokers' debt originates solely from the charged Spahan bills of exchange, about which, according to our humble capacity, on every occasion we have given the actual, yet humble reply; and in order to provide the most dutiful elucidations therein, it serves in equal submission that under the last day of July just passed, having balanced accounts with those people, the entire or initial amount of the bills of exchange, as their true debt, is set at ƒ150,598: 15:— Upon this they were credited by said settlement with the amount found by the servants, to the sum of ƒ3,852: 17: 9 1/5 Their account ƒ113,070: 16: 8: Subtracting this balance, or ƒ116,923: 14: 1 1/5 Remaining thus from what the brokers have paid off on the bills of exchange ƒ33,675: —: 1 1/5 93 Anno 1734 From Persia the 23rd of September Regarding the Kirman bucks, the said ministers have made no further efforts, the only thing that we then from all the ministers; likewise not for the wool (which nonetheless in our previous replies of 15 May 1731 and 19 July 1732, having for the most part analyzed Your Right Honourable extract letters of 18 August 1729 and 15 September 1730 for this period), so we pray very humbly that Your Right Honourables will please do us the justice of believing that one has never failed, but has always diligently endeavoured to watch over Your Right Honourables' true interests to the utmost capacity; but that the English have brought quantities of Kirman wool to Europe for some years, which from time to time has been brought in good quantity into Europe by the English, can only have its origin from their liberal advances, and on the contrary, we have never had permission for that beforehand, as they indicate in very short words in answer to our letter of 17 August 1728 that they had given order to the brokers to send for 12 pairs of those animals, wherefore one has also had to sit completely still, and since there was nobody residing in Kirman on the Company's behalf, for 12 years sheep and bucks were recommended to the brokers as caretakers to procure all of them, just as later brought and over and above acknowledged under the previous answer, the quantity has been dispatched from here according to orders. In continuation of the wool trade, we communicate to Your Honourable Worships that a number of 277 bales containing together 24,928 lb are currently shipped for transport in the ship Barbesteijn, and if the caravan underway hither still turns up before the departure hereof, that quantity stands to grow up to 407 bales or indeed 36,628 lb, concerning the increased price of that fleece up to 2 — 15 48,579 lb. May it please Your Right Honourable Worships to be informed that the English in particular are the cause thereof, for by making excessive gifts as well as eager payments they seek to get everything onto their string in order alone to profit from that trade, wherefore we are also unable to achieve more advantageous success regarding that. However, we hope that the actions in this will not appear disagreeable to Your Right Honourable Worships, the just mentioned vessel Barbesteijn also transporting further for Batavia 10 Kirman bucks and 20 goats, and Castor and Pollux for Ceylon 10 of the first and 19 of the latter sort of those animals, so that 13 pieces of both have perished, for that entire request consisted of 72 pieces. From Persia the 23rd of September Anno 1734 To Gamron, a very agreeable service has been rendered to the Persian monarch, paper which they otherwise on the occasion of this matter could have thought fit to spend extensively enough, has done well, considering that the occupying of the Moorish or King's Castle near Gamron, whereof the keys had been offered to the ministers on 9 January 1730 before the departure of the Afghan general, since with the restitution of the same to the Persian monarch, according to all appearances, an agreeable service will be rendered. For the rest, having found this Persian direction uncommonly poor, we have resolved to await once more the Indian letters of this current year, and then to resolve what from our part can be put into effect with more fruit for the improvement of the same, and the rousing of the ministers to their oath and duty, that with the restitution of the Moorish Castle in [illegible] 95

From Persia, the 23rd of September, in the year 1734. whereby the return cargoes during that time, namely from the year 1720 to 1724, were burdened with only 4¼ percent, and that these same expenses in the course of time, from the year 1725 to 1729, when the transport of the goods was convoyed by military personnel, have grown to ƒ195849: 19: 8, amounting to 6 percent when distributed over the same, besides the wages and the ordinary board money, it appears very problematic to us whether the reasons alleged by the ministers for why one should nevertheless continue with the military escort are of such great importance that one should therefore burden the return cargoes with 1¼ percent more than they were previously burdened with when they were not convoyed by the military, and therefore we judge that this matter will well deserve Your Excellencies' further consideration once again before a firm decision is taken regarding this for the future. The purchase of wheat at up to 60 rupees, which was purchased from private individuals at 50, and of the inland crop at only 32 rupees the last, also appears somewhat questionable to us, although the same, for reasons given by the ministers for it, might still be acceptable, such as the purchase of opium at Patna, and the smuggling that is prevalent in that regard both here on the Coast and in Malacca; therefore, it was pleasing to us to learn from Your Excellencies' general letter of 30 November 1730 that Your Excellencies in Batavia do not fail to employ all possible means against this, and to punish the guilty according to their deserts without distinction of persons, whoever they may be, as well as that Your Excellencies hold yourselves satisfied with the vigilance of the ministers in dispatching the ships that departed last against the aforementioned and other smuggling trade used for the Country, and Your Excellencies' orders to prevent the decay of goods through long retention in the warehouses, that the last administrator in function will have to answer for this whenever he has not given notice thereof to the director and council in time, as well as that, in order to prevent all frauds committed in the underweight of saltpetre, it must henceforth be weighed by bags; but with regard to the deceitful packing of the linens sent to Japan and outer offices, it is to be thought that those evil practices must be sought as much in Batavia as among the lesser servants of this directorate. The lengthy Coromandel letters having been read through, they were found to be filled more with very rambling accounts than with matters of importance that are worthy of our attention or reply, except that on the occasion of the great abundance of money resting in this government to the amount of 22 tons of gold, we have seen that the ministers had resolved to spend a portion of it on diamonds, which is indeed in conformity with our previous order; but although we have no expectation of its success because of the obstacles alleged against it by the ministers, we have nevertheless judged it to be of service to warn them that the value of those precious stones in Europe is no longer as great as it was at the time when we gave such an order for the purchase of diamonds. Further extract from the aforementioned letter containing the subject of: given, since a very rich diamond mine has been discovered in Brazil, which for some time has yielded so much that oriental diamonds have significantly declined in price as a result, and therefore in the course of time it will also not be necessary that one should apply oneself further to the merchant trade on behalf of the Company; likewise not to the collection of saltpetre, indigo, or new sorts of flint stone, unless these goods in their varieties can be obtained better in quality and price. Regarding the copper specie brought into this government from Basra by the English and French, we already made some remarks in our previous letter of 15 September 1730 under the subject of Persia, and although with the ministers we can very well understand that this cannot be of long duration, we nevertheless judge it to be worth the trouble that the ministers in Persia inquire from where the Persians manage to obtain the copper from which these coins are minted, and if that can be obtained in sufficient quantity, one could make use of it and trade in the raw copper instead of these minted coins, in order thus to avoid the harmful exchange of abbassis or mahmudis for ducats in that directorate. 109 From Persia the 23rd of September Anno 1734 to obtain, we have wished to give Your Honour to consider whether such could not better be performed in the manner of the fatherland by a peeling mill, in which case those of Coromandel could be provided with such a mill. With much reason Your Honour reports in your letter of 30 May 1730 to the ministers of this Government that Governor Versluijs should be made to give an account regarding certain 25 bales of Japanese bar copper, which according to the writing of the ministers of 20 July 1729 were brought by the natives of Kilkare to Nagore, and there sold at 83½ pagodas the bahar of 480 lb, and therefore 2¼ percent less than the fixed price, which we cannot regard as anything other than a private smuggling trade to undermine the price of the Company's copper. To which is then also added the late dispatch From Persia the 23rd of September Anno 1734 of the vessel Assenburg, whereby the same could not depart from Coromandel before the 5th of April, and thus at a time when the monsoon had already expired, and Governor Van Cloon with his family was brought into the utmost danger on the voyage to Batavia. But since the aforementioned Governor Versluijs, besides that, has enough to answer for at his charge, we shall for the present not express ourselves further upon it, and await how these and other matters will be found after the inquiry has been conducted. The great number of private vessels, consisting of 86 sloops, 5 chaloups, and 138 thonys of various descriptions, having been on the Coast of Coromandel for trade in the year 1729, the ministers might well have paid attention somewhat sooner to the merchandise that they brought, consisting principally of sugar, long pepper, quicksilver, alum, and florette yarn, in order to make requisition of the same for the Company's account From Persia the 23rd of September Anno 1734 as well. Yet, since we see that this occurred shortly thereafter, we may well pass over the same without further remark. We have noticed in various passages of the letters of this Government that complaint is made about a piece of bad velvet that was sent from the fatherland and remained lying there unsaleable. For which reason we recommend Your Honour, with regard to the velvets and to all fatherland merchandise, to pay as much attention as possible to which chamber those goods were sent from, and to give us notice thereof in due time, as such goods found to be bad shall, if in that state and their quality permits it, have to be sent back again to that chamber (just as has been ordered with regard to the woollens) in order to be compensated by the suppliers. Year 1734 From Persia, the 23rd of September According to our calculation, the derel reckoned at 66 stivers, coffee at Bayt al-Faqih would amount to barely 9 stivers, and in Mocha from 9¼ to 11 3/36 stivers roughly, which then, not differing much from the Mocha prices as the ministers account for them, reassures us to the extent that they have acted properly, and on that account there is nothing to be said. We would also be very satisfied that the aforementioned heathen at Delhi, Sewadas Haridas, finally had not only gained power and obtained from the reigning king Muhammad Shah a firman for the construction of a new lodge outside the city on the Company's own land, but also the confirmation of the ancient prerogatives successively granted to the same by the Mughal monarchs, and all this for a modest expenditure of 30166 rupees, not counting the loss on bills of exchange of 5½ percent; which, together with the further proceedings regarding the Surat governor Sohrab Khan to obtain a written assurance or parwana, we consider with Your Honour From Persia, the 23rd of September, Year 1734 as a very desirable matter for the Company, for which several commissioners and ambassadors in earlier times have indeed taken much trouble and expense, without all their combined efforts having had any better success than that which was accomplished by the aforementioned heathen alone with the Mughal king, and by the brokers Rudramani and Dayaram with the governor; for which reason we also fully approve not only the aforementioned expenditure of 30166 rupees, but also that which, in addition, was given to the said brokers as a gift of 1000 rupees to further encourage them in the service of the Company. Persia, the 23rd September, in the year 1734 also relieved of that, but whereas the said skipper and bookkeeper, in their petition, aside from what the ministers allege for their discharge, bring forward some other reasons why that shortfall on the pepper in Mocha has already for a long time been unavoidable, and upon continuation will remain unavoidable unless provision were made against it, consisting in this: that not only do the Arabs not hesitate to avail themselves of the opportunity they commonly have to steal, in an unblushing manner and even before everyone's eyes, and in those gross thefts are protected as well by the common people as from higher authority, but that to the ship's officers themselves the use of the scale and good weight to weigh out the pepper cargo is refused, as the receipt must take place on the weighbridge or scale of the Arabs, and that not with proper weights but stones, which they ascribe such a weight to as it pleases them, without these stones being allowed to be compared or reweighed against From Persia, the 23rd September, in the year 1734 against calibrated weights, which according to the order must be provided to the ship's officers from Batavia. From Persia, the 23rd September, anno 1734. Their latest letter sent hither showed to have achieved a total of ƒ86912:—10. In the meantime, this serves most respectfully for elucidation, that what had already been embarked in the said Castor and Pollux before the arrival of the Elsbroek amounted to ƒ125158:1:8. And on the day following the safe arrival of that vessel, or the 24th January, it was resolved in our council to add from that cargo 16 whole or 32 half pieces of broadcloth to the value of ƒ4871:16:— sent by Your High Excellencies for that residency to the already established project, because upon the proposal made by the commander to dispatch both ships thither if it might be advisable, but combining the latter only with what it had brought for that factory, it was best judged to let the present capital remain with that to be dispatched and to make no alterations herein, except only, as stated, regarding the broadcloth, since the same was at hand and could be transferred to the docked vessel, also into the cabin. Whereupon it followed that that vessel, on the 9th June, under heaven's guidance with the repeatedly mentioned commander Dames Hey, let drop its anchor in this roadstead, having brought along according to the invoice in cash and goods an amount of ƒ66866:10:8, namely: 8000 pieces of full-weight gold ducats 2000 pieces of silver Spanish reals 3520 lb in 44 bales of cinnamon 770 lb in 5 serons of mace, with 500 pieces of painted Coast chintz bedspreads in 2 bales, and from what was sent thither as a sample: 100 pieces or 1 bale of Coast Gingham Pinasses. Concerning the aforementioned 8 pieces of broadcloth, poor prospects are presupposed by those residents in their mentioned latest letter, both regarding the sale of the broadcloth there as well as regarding the 16 whole pieces added from the cargo of the Elsbroek; for they say that in time some, though certainly no high profits will be gained on them. Regarding the chintz bedspreads with the Gingham Pinasses, there having been absolutely nothing profitable to hope for, they left those linens on board the ship and sent them back for return, in order to avoid the customs duties.
