From the translations of Your Excellency's and the Tchiaous Bashi's missives to Mhemies Pasja, I have perceived with particular satisfaction the energetic expressions by which Your Excellency has recommended the Honourable Company's ministers and their interests in this quarter, wishing with all my heart that my highly respected masters and paymasters may derive complete pleasure therefrom or from its effective results, as well as the more readily pardon my bold ambition which I displayed in soliciting Your Excellency for the letters of recommendation, now so graciously obtained, to the Pasha of this place: from whom, until today, no positive decision has yet been settled regarding the granting of the freedom of the flag, because during the aforementioned visit it was only mentioned in passing, without His Highness having pleased to grant me any elucidation of his intention; wherefore I likewise, under the presupposition that I had for the present to leave matters to take their course and ought to await his license upon Your Excellency's made instance, did not show myself very eager, partly because I imagined that too great an eagerness would undoubtedly subject me to a heavier expenditure, and partly because, having no ship at hand, I would not know how to gather here the necessary materials for a suitable mast, or topmast, and flagstaff, nor the cordage etc., much less the workmen to be able to erect that rigging properly; yet what His Highness intended with this I cannot well decipher, namely that he wished to intercede at court in order to obtain directly from there a firman for the Honourable Company, not only concerning the flag, but also regarding everything that concerned our prerogatives in general; whether this is now because His Excellency, as well as the Tchiaous Bashi, in Their Honours' esteemed letters to him, the Pasha, requested in any case to equalize our nation with the French and to let us enjoy their privileges, is unknown to me; at least this I know sincerely to assure Your Excellency, that during my presence in loco, as well by an amicable conversation with the principal regents and inhabitants here, as by a multitude of notable gifts etc., I have pushed matters so far that our nation at this place is already far preferred in rank, decency, and credit above that of the French, and full expectation of what has been concluded, framed in the aforementioned, and fittingly adjusted to the weight of the times with the approval of Their High Honours until they shall see it confirmed. — /:was signed: C:s Koenad, Corn:s Engelsen, M:s Heijnitz, Jan Bout, E:s Nuijts, and Christoffel Agrees Resolved by unanimity of votes on the day, month, and year aforesaid Principal Secretary Laan 4002 considered in all respects, except that people in these quarters are not esteemed of that caliber as in Constantinople, since annually at most only one ship happens to fall to their share; moreover, the consulate has already for a considerable time been entrusted to the Carmelite fathers in loco, as besides them no one resides here permanently, except only a so-called Doctor Defresne who passed his time here very poorly and without any trade of importance; yet concerning the English I must confess that they still keep the weather gauge on us for the present. Regarding His Excellency's pleasure to be informed of matters touching commerce, I can reply in two words in all reverence that the same at this place may well be called lamentably bad, since the continual troubles with both the Arabs and Persians have been the cause that here during a full year, or practically since the arrival of Mhemies Pasja, not the very least trade has circulated, considering that no merchant, although being the possessor of some funds, dares expose himself to trade for fear of having his property taken away by force and violence in an entirely iniquitous manner, and thus being exposed to the uttermost poverty, as already many a one has only too lamentably had to undergo: for law, reason, and equity seem at present banished from the minds, and overcome by cunning, violence, and greed, and that with such an enormity that in case this is not provided for within a short time by some change of government, one will perhaps before long see this place abandoned by all the merchants and notable inhabitants, through whom the same still bears the name of a merchant city for the present. In order now to fulfill His Excellency's desire according to due obligation as exactly as possible for a detail, or account concerning the trade of the Honourable East India Company in these regions; it will, in my humble opinion, not be unserviceable first to inform Your Excellency with all respect in what manner the Directorate of Persia, with its subordinate factories, is constituted and what kind of correspondence, both inside and outside matters of trade, is mutually limited between them, regarding which His Excellency may then please know that Gamron is the head factory of the said Directorate, which is maintained under the Government of Batavia by a Director or Commander, as the well-mentioned Their High Honours please to see fit and to gratify Their ministers: presently, and for a considerable

trading post, as well as the trading post of Spahan, are always subject and accountable, since neither of the two chiefs can undertake or execute anything without the special consent or order of the aforementioned head trading post; and they are moreover also obliged to provide, continually and on all occasions, a distinct report of all their doings and activities, so that from there, for the approval of the High Government, they may be absolved or condemned according to the exigency of affairs. From all of which his Excellency will now very easily be able to deduce that I, for my part, on my own authority, am not empowered to dispose anything concerning his Excellency's proposal regarding a new establishment or the expansion of the Company's trade even into the Imperial capital city of Constantinople, but that I am solely authorized to remit your Excellency's favorable project at the first opportunity to Gamron, which ministers will then certainly first await the decision of the aforementioned High Indian Government, and possibly also their High Excellencies themselves from the fatherland; so that consequently, fully two years will come to an end before a determined decision regarding this can reach us. Nevertheless, I shall seize the first presenting opportunity to dispatch your Excellency's highly wise considerations with the necessary circumstances via obliged dispatches towards Gamron. And regarding finally the cultivation of the Honorable Company's trade in the above-mentioned districts, it comes mainly into consideration that the same is carried out by their High Excellencies' own shipping, from the Indian main places, directly or via the Malabar coast to Gamron, and from there again, with ships of a suitable charter to the river the Euphrates, on the way to Bassora, without the same being able to be sent higher up or towards Baghdad due to a lack of sufficient depth for our heavy ships; so that, in case the Honorable Company might at any time incline or resolve to establish a new trading post at Constantinople, I cannot imagine that such would ever be practiced via this route, both because of the inconvenience, the danger, and the extraordinary expenses of the overland routes, and because the trade could be transported from Europe to Turkey at once with much greater ease and security; besides that I imagine that enough of both the Indian and other popular commodities are brought over annually by other private merchants for the consumption of the Turks, and are possibly not subject to as many tolls and other expenses as those being sent from here would be burdened with, of the chosen, in the aforementioned: C:s Koenad, Corn:s Engelsen, M:r Heijnitz:, Jan Bout, E:s Nuijts, and Christoffel Agrees, grasped, and having observed the juncture of time, resolved with the unanimity of votes on the day, month, and year written above, that the acknowledgment of their High Excellencies shall be confirmed. - /:was written underneath:/ Laan 4003 burdened and consequently raised in prices; not counting yet that the Honorable [illegible] would forfeit of their profits and freedoms, if it would please this or that government. On the 14th of this current month, I had the honor to write to your Right Honorable upon the departure from here of the new Janissary Agha of Baghdad named Mehemed Agha, being one of my good friends, who is also an intimate friend of Mhemies Mehimed Pasha. I have also given him a letter to the current governor of Baghdad, Ismael Pasha, my good old friend, to whom I have recommended your Right Honorable person and interests with the greatest possible efficacy, and I flatter myself that His Excellency, out of consideration for me, will indeed validate that recommendation to his advantage with the Pasha governor of Bassora. I shall await your Right Honorable's answer with impatience, flattering myself that your Right Honorable will report to me a good effect from this, both for his person and for our Nation in those quarters. On the 20th of this month, a domestic of the aforementioned Mhemies Pasha, claiming to be his Mehter Bashi, came to deliver to me your Right Honorable's letter dated January 25th last, the contents of which I have well understood, and your Right Honorable may firmly rely upon my inclined disposition to contribute everything possible from my side to favor your undertakings, so that they may turn out to the greatest advantage and glory of our Nation. Upon the repeated urgings of the said Mehter Bashi, I consented to see him before his departure, and I had this dispatch delivered to him for your Right Honorable.
