7. Mocha, 15 August 1734 Respectful reply to the adjoining extract of the Homeland dispatch. Mr. Valkenier as Ordinary and Mr. van Imhoff as Extraordinary Councilors have acceded. Following your Honorable Excellencies, we furthermore give thanks for the favorably communicated receipt of the humble advices of 13 August 1732 addressed to your Honorable Excellencies, as well as for the highly appreciated, entirely favorable approval and the administration of affairs at that time; likewise we shall not fail to obey the further respected orders and commands prescribed for our instruction, as far as lies within our weak capacity, both here and elsewhere, as honest servants according to duty, loyalty, and oath, with all possible promptitude. Proceeding, we shall bring before your Excellencies' eyes, as briefly as practicable, the necessary account of affairs that have occurred since our last humble letter of the aforementioned 15 August 1733. However, with your most favorable indulgence, we will delay a little here and allow space beforehand, before we proceed to the further transaction of affairs; therefore we take the liberty to insert below the response, brought into use according to the further order, to the extracts from the highly respected writings of the Gentlemen XVII in the Fatherland, together with and alongside those which we recently received from your Honorable Excellencies, reading as follows: Extract from the General Dispatch written by the High and Noble Gentlemen XVII in the Fatherland to their Excellencies the Governor-General and Council of the Indies at Batavia, dated 30 August 1732, containing the matter of Mocha: Respectful reply to the adjoining extract: What the ministers say in their letter of 16 August 1730, that they could obtain no more for the ship Karssenhoff than 726 bales or 186,998 lb of coffee at 10 stivers and 3 penningen, we can well understand and accept for the reasons given; but whereas the intention hitherto is to maintain the trade in Mocha as long as it can still be conducted with reasonable profit, we hope that the increased price of coffee, according to our latest letter of 14 September 1731 on that subject, up to 11 stivers in clean money without counting the usual annual gifts therein or encumbering the coffee therewith, 9. Mocha, 15 August 1734. The knaveries of the shopkeepers with the [illegible] have made their stones heavier so that the pepper can never be sold without loss. (as we have furthermore recently approved:) Furthermore, having taken into account what the ministers come to say in the said letter, that the ship's officers of the aforesaid ship Kerssenhoff had delivered their cargo reasonably well, except only the pepper, on which an underweight of 8,557 lb was found on the delivered quantity of 100,000 lb, principally arising from the impossible avoidance of the extraordinary thefts of the insolent Arabs, both in the unloading of the vessels and on land, we have also discharged the said ship's officers, namely the skipper and bookkeeper, who according to orders were provisionally debited for it in account (retaining nevertheless their liberty to make their appeal on that account to us and to request discharge thereof), for the reasons given and in conformity with their request. But since the said skipper and bookkeeper, in their petition, in addition to what the ministers allege for their discharge, bring forward several other reasons why that shortfall on the pepper in Mocha has already been unavoidable for a considerable time and will continually remain unavoidable unless it be remedied, consisting in this: that not only do the Arabs not shrink from using the opportunity they generally have to steal in an impudent manner and even before the eyes of everyone, and in those gross thefts are protected both by the common people and by higher authorities; but that to the ship's officers even the use of the scale and true weight to deliver the pepper cargo is refused, as the receipt must take place upon the scales of the Arabs, and that not with proper weights, but with stones to which they ascribe such heaviness as pleases them, without these stones being allowed to be compared or reweighed against calibrated weights, which the ship's officers must be given from Batavia according to orders. We have therefore considered it well done, in view of the fact that your Honors, in order to look into such and similar inconveniences as were also discovered regarding the silver weight (there having also been found a shortfall amounting to 2,456 guilders and 5 stivers upon the reweighing of a parcel of marked reals), had ordered a complete set of Mocha weights to be sent to Batavia so that they could be compared there against the Company's weights and the city standard; but we believe that in addition, by the ministers, that these rogue Mahometans... It is true that in former years the delivered pound-goods were received directly from the ship or ships in the Alfandega on the Governor's scale by the warehouse master and were also weighed out with it to other merchants; but the former skipper Adam van Ingen and bookkeeper Abraham Cloppenburg cannot say that regarding their cargo from the ship Karssenhof, since they delivered their cargo at the lodge and on the Company's scale. And as for the Arabs' stone weights, they have been confronted every year against the Company's metal weights, as was done again this year, but we found that 1 frassel of 27 pounds usually weighs 20 pounds.

From Mocha under date 15 August 1734 Extract I have nothing to reply thereto. Mocha will turn upside down long before one will succeed in preventing the thefts and the weighing with their stone weights. It will certainly appear to Your High Nobilities from our previous humble writings what manifold applications the first undersigned made personally in his justified complaints to Governor Jacque Hammet, with requests to be permitted to use the Company's balance in the weighhouse, offering that all weighings done therewith should be credited and paid to the governor's balance. This request was denied and rejected by the governor in a fierce manner, stating expressly that he did not desire such new customs to be introduced, much less to tolerate that such should ever occur. To Mocha it was also urgently proper to insist with the governor to forbid those intolerable thefts and effectively prevent them, and likewise that weighing with stones may be prohibited, and the Arabs be held from higher authority to permit the Company's servants to use the Company's scales and weights, or that the Arabs themselves shall have to provide themselves with proper weights; and finally that Your Honors for no reasons whatsoever shall be allowed to deviate from our orders of 2 July 1726 to give the ship's officers their own weights, so that we, as well as Your Honors, may finally once be freed from these everlasting complaints about shortfalls. Further Extract from the aforementioned missive containing the matter of Banda It has also been pleasing to us to learn that Your Honors have shown your resentment over the thoughtless procedure in the administration of criminal justice, whereof now and then an example has come before us from this government, even beyond what is mentioned on 2 February 1731, concerning people whose friends addressed us in the past year in that regard. Namely, in the month of November of the past year, a roving party of mountain Arabs showed themselves in the field region of beetelfacqui, having their eyes on the aforementioned town; however, they broke up from there and raided the town of Loheja, burned 300 straw houses, and plundered to the value of 100000 sx r:la. This band of robbers was beaten and driven away by the governor of Jelsan. Herewith, the further unrests, disturbances, and disputes that arose among the inland magnates, we shall respectfully leave deferred to our daily journal. Extorted monies. From From Mocha, 15 August 1734. of the increased profit Year 1736 Iron one deceased and the other deserted Annual cash The reasons for the higher expenses having been shown above, having principally arisen from the land and ship provisions supplied this year because of increased wages and ransom money, and what more expenses, as well as the reason respectfully shown before, we shall respectfully note that the higher profits have arisen because the 55 chests of cloves remaining in hand from the past year were sold along with the entire cargo brought this year, whereby the profits this year have increased. The private English and French have been here in greater numbers this year in comparison with the past monsoon, and have turned over their cargoes reasonably well because the merchants lived under a peaceful governance of the governor's son Faqui Hammed, but now that that old tiger is back here and daily on the hunt, a ruinous time is generally feared. However, with all submissive respect, we come to present, for the further pleasing disposal of Your Right Honourable Worships, a requisition for such merchandise for the year 1736, together with the annual customary provisions, writing materials, and goods for use, the fulfillment of which, according to Your Right Honourables' esteemed pleasure and order, we submissively request, and solely to mention regarding bar iron that the flat bar iron is in greater demand here than the round or square bar iron, and that upon sale the first-mentioned would yield 15 to 20 percent more profit. The customary gift goods for the Imam and court dignitaries have not been demanded up to now, therefore, just as in the previous year, withheld. From Mocha, 15 August 1734. now according to order runs as also of [illegible] the juxtaposed lot Regarding the debt of Cassum Turbetty, it is and remains as yet wholly unsettled, notwithstanding that we have written various times about it to him himself as well as to the Imam's Vizier, the Governor Jacque Hammet, and Prince Sidi Hammet, Governor of the city of Taiz; with an urgent request that the aforementioned Cassum's debt might be transferred to the Royal Chamber, the dispatched letters and the replies received thereto being inserted in our daily journal under the following dates, namely on 5, 11, 23, and 27 May, as also 6 and 17 June; so that we, in accordance with the latest received order and instruction, have settled this man's debt with the general ledger. The Chief Money-Changer Mamet Jasmijn took some sugar and cloves on his account for the Imam last year, which goods he has mostly paid for in the past and present year, and for that reason he could not keep his word to give another 500 Spanish reals on the old debt; however, there is no risk of suffering any loss through him, Jasmijn. Resolution taken as above on Friday 15 January 1734 by as above The soldier serving as a clerk, Anthonij Scheffer of Riga, having kindly been sent an act of improvement by their High Excellencies of Batavia with the Company's ship Proostwijk, which was most recently here, has since that time, and specifically during the busiest period of completing the books and papers, entirely given himself over to drink. Whatever measures have been used against this to keep him from it, and though he, Scheffer, has been presented several times with amicable arguments regarding the harmful consequences for his soul, body, and temporal well-being to which this debauchery was subject, it has had no power over him, and in spite of the undersigned he managed to obtain those liquids that lead many a man to ruin; yea, even to the extent that he stripped his body of his clothes and linen, exchanging everything for drink, whereby his copying work remained neglected. The more cited Resident exercised patience; they have had him, the debauchee, admonished many times, and abundantly so by others stationed here, that he should cease his unnatural tippling, to which one as well as the other received the answer: it is none of your business, I will not do otherwise; finally throwing away his Company's work, uttering outright: I do not desire to perform clerk's duty anymore, completely refusing the Company's service. 51 From Mocha under date 15 August 1734 From Mocha under date 15 August 1734. ƒ Jonge Willem had brought in, as well as to see to open the market and prices of the merchandise the goods specified in the heading of these aforementioned Residents, having also made the demand on each sort of merchandise, against which an offer was made by the merchants, but in such a manner and that because of the presently desired time during the absence of the ships that customarily arrive here annually for trade, unacceptable, and having thanked their people for what was offered, with this this visit departed. After the lapse of 6 to 7 days, 3 to 4 shopkeepers appeared in the Company's lodge and made inquiry as to the price of the powdered sugar, to whom the demand was made at 1¾ Rxs the frassel, against which they made their offer at 1¼ rds, and finally after much tarrying having come to 1½ rds, the undersigned, seeing that these shopkeepers could not be brought to any higher prices, deliberated with one another in order to make a beginning of the sale, thereby to open the market, and to the aforementioned shopkeepers to cede 10 canassers of powdered sugar at the last offered price of 1½ rds the frassel, which were weighed out to their people by the buyers through commissioned assistants in the presence of the junior merchant Willem van den Berg in the customhouse. And on that occasion, as is done every year, the Company's weights were compared against the government's stone weights, and exact attention having been paid to their scale, it was found that the Arabs this year have increased in heaviness all their stone weights, for what reasons is unknown to us, so that their ordinary frassula of 27 now weighs very close to 28 pounds, and consequently the 15 frassula which of old made up a bhaar of 405 lb now come out to 420 lbs (Holland weight), as appears from the purport of the report in the form of a declaration submitted under letter A by the assistants expressly commissioned thereto. Subsequently it was also approved by this to have emptied one after the other 4 of the seemingly largest canassers of powdered sugar by commissioned assistants, in the presence of the junior merchant and warehouse master Ras Macquette, and to have the emptied canassers weighed together with their sewn mats and gabba-gabba leaves, and after the weighing to average them out, and thus we found their tare on average scarcely to weigh 26 3/8 lb, which has encouraged the undersigned to draw a new tare publicly with the merchants upon the first occasion and delivery, whereby we hope and 2 6 in 3. Reflecting also on the chests of cloves, which is presently a large number for Mocha, being able to let them go at once out of hand for the specified prices.
