Persia, which was indeed specified but not received, we shall hereby not only offer dutiful thanks both for the gracious indulgence of certain mistakes committed by us and for the favourable approval of our actions insofar as they have appeared agreeable to Your High Nobles, but also, in accordance with bounden duty, strive to execute the orders and recommendations contained therein with all possible diligence and promptness; and further respectfully formulate the necessary reply thereto, as well as render a brief yet, to the best of our ability, clear description of our actions in the master's service since the 15th of April of the past year, when our last letter per the vessel Wortkensdorp was sent to Your High Nobles, as is offered to Your High Nobles in all subservience in the continuation hereof. Having allowed himself to be moved, at the urgent request of the Gentlemen Directors in the fatherland, to undertake the return voyage to Batavia with the Easter ships as Governor-General, and trusting that His Right Honourable Sir will have arrived in desired good health at India's capital long before the arrival of this letter, we have on that account, before making a beginning with the description, not wished to neglect to observe our duty and to congratulate His said Right Honourable Sir in advance on assuming that illustrious dignity, wishing from the bottom of our souls that the Almighty may always be pleased to accompany this eminent though weighty administration with His spiritual grace and so to bless it with the abundance of His bounty that it may serve to the glorification and expansion of His most holy name, the increase of His Right Honourable Sir's honour and glory, the revival and improvement of the Honourable Company's decayed interests in these regions, and the ceaseless prosperity of its faithful subjects. From Surat, the 17th of April 1743 is understood to be light money, the same is in heavy money ƒ 5:5:—, which is circa the price in the Fatherland, from which the following questions then result: First, what the Company advances on the ducats in merchant terms, which one can at absolute necessity issue at the Fatherland price. Secondly, how foreign nations, by issuing the ducat for textiles and spices, can accomplish more according to the statements of the Surat ministers, as well as with rupees, where both are issued on an equal footing without agio and entirely according to intrinsic value. Thirdly, that the Malabar ministers repeatedly continue to say that the pagoda on Malabar is the most current coin of trade, why then cannot the pepper contracts just as well be concluded in pagodas rather than the detrimental Dutch ducats. Upon which questions one will need to be further elucidated before one will be able to enter further into the handling of this matter. Likewise in the well-known and hitherto unsettled dispute between those of Coromandel and Bengal. Concerning the acceptance of rupees for spices at an increased price, on which matter we shall await Your High Excellencies' promised considerations concerning the evaluation of the coin species at the western offices pursuant to Your Excellencies' letter of 12 January 1740 under the Ceylon matters, in order then, as already stated here before under the Ceylon matters, to send Your Excellencies our opinion on this important subject. In the trust that the foregoing brief answer may be pleasing to Your High Excellencies as well as to the Right Honourable Lords Majors in the Fatherland, we shall, proceeding to our intention, make a beginning with that which belongs under the subject of ships and vessels. And in regard to that, in dutiful answer to Your High Excellencies' very esteemed question why in the year 1740 ro/a 30 was paid to a vessel that had merely brought caulkers on board, we say that we had the equipage master, Barent van der Horry, provide a written report regarding this, which was inserted into the resolution of the 6th of the last past month of March, and wherein he among other things declares that the From Surat, the 17th of April 1743 horry wages in the year 1740 ran so high not with regard to the cargo, but rather because of the risk that the owners must undergo after the turning of the good monsoon, for to the people who rent out the vessels it is all the same whether they are sent to the ships empty or loaded. From Souratta, the 11th of April 1743 otherwise please to order. having had 11 deaths and arrived here with 20 sick say at this roadstead, discharging placed as dissension must lie from here with the flag above and not being provided with that canvas, to furnish as much as is needed for that purpose, unless Your High Noble Excellencies positively pleased to order otherwise, in which case we shall not fail to do everything in our power that might in any way serve to increase Your High Noble Excellencies' satisfaction. As we trust has occurred with regard to the bearer of this letter. The ship Domburg, which on account of the long and adverse voyages has had 11 dead and moreover brought another 20 sick ashore, not counting those on board who kept themselves upright and on their feet, yet nevertheless were not in a condition to perform the necessary ship's work. These being the reasons that caused us, upon the request made by petition from the officers, to resolve to take 25 native sailors into service, and to place them on board during its stay at this roadstead, in order both to make more haste with the unloading and loading, and to be better able to withstand the Bassein pirates, of whom more will be said hereafter. Also Jan Souratta, the 11th of April 1743 not inspected as written, but only according to custom but due to the long voyage journal together with the instructions inspected We also thought fit on the 14th of February last, pursuant to Your High Noble Excellencies' much honored order, not to have the ship inspected in the presence of two commissioners from the Honorable Council of Justice, but as was customary before the directive by Your High Noble Honorable Excellencies dated the 15th of September 1730, to muster the departing personnel and cause the placards that are annually read to the people on board upon the arrival of the vessels to be published and affixed; and also to have the fiscal demand the ship's journal together with the instructions given to them at Batavia and Cochin, in order to investigate therefrom what might have caused the long voyage. This was all duly executed, and with respect to the latter, it was reported by the special commissioners, the Master of Equippage Barent vander Hel and the master of the narrow-ship Michiel Kust, in a report entered into the resolution of the 18th of March, that the orders handed to them at Cochin to sail between the 9th and 10th degrees through the Maldives in order to avoid the Angrian pirates had been fully observed by the ship's officers, but that the long voyage had been caused by the continuous adverse winds, which report we accepted as satisfactory; and furthermore on the 2nd current we resolved to let this vessel depart across the Malabar back to India's capital Batavia, laden with such goods as are noted at the foot of this letter. The Skipper having subsequently made a request, by a petition inserted in the Resolution of the 14th of February, to obtain, besides the necessary ballast, firewood, fresh water, salted fish, etc., also, instead of half a heavy cable that was lost near the fortress of Galle as well as half of the same which according to declaration was unserviceable, another of 18 inches, the same was granted to him upon his insistence. But instead of a whole cable, upon his declaration that he could stow no more splices in the cable-tier, he was furnished with 78 fathoms of a heavy cable which, as appears from what was noted by the resolution of the 11th of September of the past year during the taking of the general inventory, had become somewhat damaged by rats in several places, but principally over a length of 26 fathoms, without any neglect on the part of the Master of Equippage, after the same had first been approved by a closer and exact inspection of persons knowledgeable in shipping and maritime affairs, as per the verified and sworn declaration inserted in the council's decision of the 18th of March. The remaining fathoms, both damaged and good, were delivered for necessary use to the vessels of the Honorable Company, which, as appears from our decrees of the 15th of August last and the 23rd of February of this year, were ordered to be provided with what was necessary according to annual custom, based on the documents submitted by the Master of Equippage; and the specification thereof, because no excesses were perceived therein, was approved on the 6th of March thereafter. Also, according to what was noted in the resolutions of the 2nd of March 1742 and the 6th of March last, 3 grapnels were delivered to the narrow-ship Batavia and the boat d'Uytwinnen, instead of those that had become unserviceable according to the declarations granted. 25 From Surat, 12 April 1743 The vessel Orangie, because it was completely unserviceable, was ordered to be burned, just as the execution thereof was duly noted by resolution of 31 December following. The retention of the horrys having been granted by Your Excellencies, we shall, pursuant to the authorization obtained, have the two largest decked over, and the outermost, like the Lastdrager, provided with washboards; as well as, after the departure of the ship Domburg, have a suitable smalschip constructed for cargo and defense, considering that we learn that both the timber—which, on account of the building of ships for the Persian usurper Nader Shah, had risen very high in price—will then be cheaper, and the carpenters—who, in order not to be transported against their will by the subjects of that monarch on the finished ships, for the most part took flight—will be obtainable again. The Chief Administrator Johannes Decoek having submitted on the 26th of the past month a statement, together with the findings and reports pertaining thereto, of the From Surat, 17 April 1743 delivered cargo brought by the vessel, so it was approved by us on that day, after careful examination, to pass the deficits in weight that occurred on the merchandise as stated in the text: 2 3/4 percent on the Bantam pepper 2 1/16 percent on the Chinese alum 2 percent on the benzoin 1 1/32 percent on the iron 2 3/83 percent on the gum lac, and 116 pounds on the sugar, which was entered in the invoice as second-sort bariga. Yet in which respect we are obliged to note here briefly that the warehouse master Arent Willem Ninaber, having been informed successively by the Second Administrator and the commissioners who, according to the order, are sent on board during the discharging of the goods, that the sugar was not only extraordinarily brown, intermixed with manifold sorts, and heavily syrupy, but that the canassers were also in very poor condition, felt aggrieved to store this sweetness in the Honorable Company's warehouses, and therefore gave notice thereof in Council by a written report on 21 March, insisting at the same time that the truth thereof might be further investigated by special commissioners. 27 From Surat, 12 April 1743 This having been granted and deemed proper to be carried out by the joint Council members, on the 22nd thereafter, after they had made a written report of their proceedings to the first signatory while displaying the samples, and the skipper and bookkeeper on the 26th of that month having submitted in the meeting upon our requisition a secretarial declaration as a certificate that they had received the said sugar at Batavia in the sugar warehouse in the same state as they had delivered it here, but that the canassers in their presence had only been probed at the top and not in the middle, and that they maintained the heavy syruping to have been caused by the long voyage of 4 months and 9 days; it was resolved, with mature deliberation and consideration of what serves the matter, to have all the canassers probed in the presence of the ship's officers, to put the samples in a small box with separate compartments, to seal it, and to send it to Your Excellencies, as is now done, in the hope and trust that this procedure, which was undertaken solely to exempt us as much as possible from damage and accountability, may be crowned with Your Excellencies' approval; while in the meantime the canassers, for the prevention of large leakage during transport, have been packed as best as possible in old gunny and stored in good warehouses. From Surat, 17 April 1743 Now concerning the further cargo, we have, besides the ordinary ullage on the cooperage, further permitted to be written off: 40 bottles of French and sack wine, which upon opening the cases were found both empty and broken, and 2 flasks of Batavian distilled waters, which in ten cellarets were found broken to pieces. From Surat, 1 April 1743 had taken over, seeing that while dealing with this matter he noticed that Your High Excellencies could not be fully reassured regarding it by the four sworn interrogatories sent over, requested to be allowed to make a further demonstration, which having then been permitted, carried out, and on 11 March reconsidered in Council, is also sent over among the enclosures under No. 26. From Surat, the 17th of April 1743 noted under the period of the delivered cargo, stands completely outside and is leaking syrup heavily. To this is added the apprehension that, even if this sweetening had been of prime quality and in well-conditioned state, the stipulated percentages would nevertheless not have been obtainable because of the large and excessive quantities brought in by the English and other nations. The fact is that the highest bid for that on hand in Radegedaen according to what was recorded concerning this in the Resolution of the 2nd current was no higher than 3 1/8 Rupees per maon, calculating 4 13/32 per cent, which differs to our detriment by 33 1/32 per cent from what was prescribed to us. Therefore, we have been obliged to decline that not very generous bid further, though not without great apprehension that subsequently, when it begins to leak syrup even more heavily in the upcoming rainy season, not so much will be paid for it. Out of consideration for its poor condition and fear of further spoilage, we would have very gladly wished to follow the merchant's manner in this regard, had not Your Right Noblenesses' revered orders prevented us from doing so in order to avoid giving displeasure. Therefore, for the reasons noted in the margin, authorization was requested to follow merchant's style in the future. We most respectfully ask to be allowed to employ Your Right Noblenesses' generous permission to authorize us, as honor- and fidelity-loving servants, to follow the market—which in Surat rises and falls noticeably according to the small or large supply—at least regarding such goods as are subject to spoilage and which the Company holds in common with all other nations. We urge in this matter that Your Right Noblenesses please take into favorable consideration that here everyone is equally keen on pursuing trade; and moreover, it is a constant practice that one merchant always seeks by all ways and means to cause detriment to another. An explicit opportunity will arise for the foreign nations when they come to perceive that one is obliged to hold onto merchandise at a fixed price, allowing them to seize their chance with full diligence and bring in as much of that sweetening as can possibly be consumed, while contenting themselves meanwhile with a moderate profit. On the other hand, the Company, to its great prejudice, will have to remain stuck with its stock. To prevent this as far as possible, we have found ourselves obliged, in the hope of favorable interpretation, to present this request of ours to Your Right Noblenesses with all humility, yet submitting to Your Right Noblenesses' wiser judgment. Meanwhile, we shall make every effort to dispose both of the spices at the fixed prices and of the remaining merchandise at a reasonable price, as this would serve to greatly improve the Honourable Company's cash balance, the state of which, under the last day of the recently elapsed month of March, we have the honor to show Your Right Noblenesses in the following brief statement. Surat, 17 April 1743 With which sum of Rop:s 287839 3/2, although more than ro/a 40000 must still be deducted for the balancing of the returns now being dispatched, we hope to manage, if Your Excellencies are pleased to accommodate us as far as possible with the requested merchandise; but if that is partly not possible, we most humbly request that the shortfall may be supplied with such cash as Your Excellencies shall be pleased to deem fit, in order not to fall into debt. To that end, Your Excellencies are offered in duplicate our formal demand for merchandise and necessities, enlarged with such goods as we most humbly insist from Your Excellencies may be sent to us directly by a ship from China, alongside this duplicate, since we understand that a noteworthy profit can be obtained thereon following the example of the other nations, or at least the merchants have been willing to bind themselves for 50 p:r C:to; but should this not accord with Your Excellencies' pleasure, we humbly request that the remaining goods may then be fulfilled in quantity and quality and sent to us early in time so as to be first on the market; as also the 30 soldiers, since our garrison at present is only 25 common Europeans strong; item the 28 p:s of cannon, of which 20 p:s are most urgently needed for the newly to be built narrow ship, in order to be somewhat resistant against the pirates roaming the area when fetching the returns from Brootchia. Having now, through what has been discussed, arrived according to our previous method at the description of that which pertains to the collection of the returns, we shall initially, in dutiful response to Your Excellencies' highly respected letters of 30 November of the past year, briefly note that the addition made by us on date 31 December 1741 to the placard against the transport of silk Patolas etc. has not only been withdrawn again in accordance with Your Excellencies' honored order, but shall also henceforth remain entirely without execution, as will the resolution taken on that day concerning the sea passes. From Souratta the 17th of April 1743. Which nevertheless remained unattended because of the troubles that arose there. Their High Mightinesses, upon the proposal of the ministers here by missive of the 16th of September 1726, granted authorization to send some spices and merchandise with the Company's small vessels thither for a trial, which nevertheless was omitted because of the troubles that arose between the then Governor of this city Rustum Alicham and the Amed abaad Subah Dametchan; in the march of the former with a large force both to Amed abaad and Cambait in order to establish order there first; also the invasion of the Maratha troops around that district, summoned by the cited Dametchan for his assistance, though leading to a formal downfall of the previously so flourishing Province. Subsequently one finds that the ministers, by missive of the 21st of April 1735, again made a proposal for the establishment of a trading post there, and that it was also affirmed with Your High Mightinesses' approval by respected letters of the 20th of August following; but this likewise had no continuation, for the reason that it is to be presupposed that the progress of the then re-established trading post of Amed abaad promised a good result, and the ministers' view in that direction seems to have been primarily to take hold, in case of a bad outcome of that undertaking, both for facilitating the Amed abaad collection and the sale of some merchandise in that city. Which then also, in the past year when the reduction of the establishment in Amed abaad was proposed to Your High Mightinesses, was the principal objective for which one requested Your High Mightinesses' authorization, if one judged such necessary and profitable for the Honorable Company's interests. From Souratta the 11th of April 1743. And although regarding a significant sale of trade goods in the present confused constitution of times, one cannot at first have very high expectations and on that account it cannot well be determined in what assortments they would actually consist, the same is nevertheless to be expected with the least improvement for the better, because that road from there to Amed abaad, Radenpoer, Soedpoer and other places situated further inland lies open for the transport of goods. Yet the effect thereof time would have to reveal, as it is impossible for us to state anything with certainty regarding it, but rather to report in respect to Your High Mightinesses that if it should be your pleasure to establish a trading post there, when the condition of times and affairs, which are at the same time subject to all kinds of vicissitudes, would permit such. It is believed that if necessity required and the previously demanded goods from Amed abaad were required again, one would also be able to provide at Cambait, as well and of the very same quality, if not better, all the assortments of cloths that were made in Amed abaad (though now, through the coming hither of the greatest part of the workmen, are completed with good success at this main trading post). Because regarding the printed cloths, according to the report obtained in that regard, one finds the finest and most pleasant opportunity in the stronghold situated near Cambait, named Kera, abundantly provided with workmen; while moreover, right below the stronghold, there flows a river provided with extra sweet and clear water, and the bank covered with snow-white sand, very useful for the bright white bleaching of the printed cloths. Of which necessity Amed abaad is deprived by the completely worsened times, since the place situated for that purpose, named Herman kiegaat near the village Adchier mottera, situated four Cossen from the city, because of the great robberies of the Koli people, can no longer be used except at heavy expenses for hired warriors (with which the bleaching there is still somewhat precarious), and therefore the bleaching there must now also take place on brown sand situated on the riverbank under the city wall. Besides that, the quality of the patolas made in Cambait has always been preferred over those of Amed abaad, and therefore the procurement of those silk cloths was more than once undertaken there, as noted hereinbefore, even by those situated in Amed abaad.

79 From Surat, the 17th of April 1743. Furthermore, everything that can be gathered in Amed Abad, practiced by the resident chiefs as dictated by the text, can be procured. The braulus, lambaij, and chiadder boraals, as well as the white and blue berampaats, all Amed Abad assortments, if once again demanded from there, alongside diverse other goods that are currently being collected there for the fatherland by the English, can find their procurement at that place. Also, the collection of the Chirgees indigo can take place with much convenience, since all the places where its cultivation now is, owing to the destruction of the actual village of Chirgees, lie around Cambait at about 5 to 6 hours distance. And for that reason, with more advantage in respect of the road tolls, cart freights, and expenses of the numerous escorts or native matchlock- and bowmen, to which the suppliers who deliver those dyestuffs to the Honorable Company here are subject and make their account accordingly, it can be negotiated there, and come hither by the Company's vessels by sea without all those road tolls. While in respect of the toll, being 3/4 per cent for outgoing and incoming goods according to the contract concluded in the year 1735, it is all the same whether the former are collected there or brought by the land route from Amad Abad, for the reason that the Governor of Amed Abad also has that place under his district, and will not tolerate the land route without payment of the dues of the seaport. Thus the Honorable Company, on such a footing as the times permit, could be accommodated there with goods of such quality as are made in Amed Abad, under the eye of own servants and apparently at more reasonable prices, eliminating such great risk. 81 From Surat, the 11th of April 1743. Risk to which one must be subject in the case of procurement by the Banyans, who are indeed to be found, but in that matter would not be to be trusted. Aside from and besides that this work is not every man's trade, much less that it could be carried out in the manner in which the collection of indigo takes place, because for those dyestuffs, on the accountability of the Honorable Company's brokers, in the beginning no more than 10,000 to 15,000 Rop:s are advanced, and this sum having roughly come in again in that blue, a new advance is made; which, regarding a procurement of cloth to be made in Amed Abad by a native, as said, could find no place, since they must at the same time remain master of money and goods until the last or the entire dispatch. For to enjoy their payment upon delivery and to run their own risk of good or bad success in these times, even if one wished to pay for the goods 20 per cent dearer than they cost the Honorable Company, nobody would be found, nor even to undertake it on bail; since one can trust the sureties just as little as the principal for the risk of the Company in these days, seeing that upon a bad success, whether through extortions of the governors, or robbery during dispatch, or many other unforeseen occurrences and accidents to which one is daily subject, even though they were all people of good conduct and trust, they would surely take to their heels, without there being the least or slightest recovery from them, and the Honorable Company could thus become exposed to a grievous damage. From Souratta, the 17th of April 1743. The Senior Merchant Bergh deemed it necessary to submit a written complaint, requested a fiscal, and had Holst suspended. He sent a separate missive concerning this matter dated the 4th of May of the past year, together with an indictment and the accompanying depositions, to this assembly. From these, to our utmost dismay, were revealed not only his absurd conduct contrary to our admonitions and his promises of improvement made thereupon, but also various committed crimes which we judged, if found to be true, must necessarily be punished as a deterrent to others. On that ground, we resolved in our meeting on the 7th of May following to deliver a copy of said documents to the Fiscal Abraham Cornelis de Lastaie with orders to declare within the term of 14 days whether he deemed himself to have cause of action against the same; and, in order to prevent all evil consequences and delay in the master's work, to suspend the said Holst provisionally from service. From Souratta, the 11th of April 1743. Yet, copies of the documents were sent to him to enable him to prepare his defense, and the case was handed over to the Court of Justice by the Fiscal after the cause of action was accepted. He was not only sent a copy of the aforementioned indictment along with the accompanying depositions so that he might prepare his defense, but Resident Bergh was also ordered not to hinder the said Holst in any way from obtaining such depositions as he might deem necessary to demonstrate his innocence, and meanwhile to seek an opportunity to send him hither, if possible, in a secure manner. These matters having been carried out accordingly, and the accused having appeared here, and the document submitted by the officer having been declared actionable pursuant to the resolution of the 21st following: on the same day it was approved and resolved to let the Fiscal pursue his action before the Honorable Court of Justice here according to legal style and practice, and to withhold the salary of the accused from the 11th prior until the trial should be concluded. Which was accomplished and judgment pronounced, as shown by the accompanying trial records; in which intervening time it was not deemed advisable to send Holst back thither. Which, as appears from the notes recorded in our decree of the 17th of January last, was accomplished and the verdict pronounced, as Your High Nobilities may see, if you please, from the judicial documents annexed hereto. Meanwhile, taking into consideration the uncertainty of how long the trial might last, as well as the fact that even if judgment were pronounced in favor of the said Holst, it would nevertheless not be advisable—since his brusque and litigious nature had repeatedly been made apparent to us—to send him back thither; and principally because it was imperatively required that this office, when the new collection began, be provided with a second person: From Souratta, the 17th of April 1743. Assistant Kronenberg was appointed as second in Brootchia, but has now been replaced by Assistant Six. For the Agra office, only the daily expenses account was examined. We therefore, on the 12th of June prior, dismissed the frequently mentioned Holst from his office and appointed in his place the Assistant Hendrik Kronenberg, who, according to the entry in the resolution of the 22nd of the same month, departed thither by the overland route. However, as Your High Nobilities have now sent the Assistant Jan Willem Six hither to take up that post, the former has been recalled and the said Six, having received proper transfer, has stepped into his place. Regarding the poor boxes, we offer our due thanks for the favorable permission obtained to retain half of what is found therein for repairing and enlarging the burial ground, and further respectfully communicate: that we opened the same on the ultimate of August last and found 157 1/2 ropias therein, half of which, together with a fine from the former Provisional Brootchia Second Jan Bastiaan Holst, being a bill of exchange amounting to 278 5/8 ropias, is remitted to the brethren deacons at Batavia; but the other half, or 78 3/4 ropias, has, pursuant to Your High Nobilities' authorization, been credited to a separate account for the benefit of the European servants' burial ground.
