From Surat, 12 April 1743 Furthermore, the midshipman named Maaslandsluys, who came from the Angria, has, as appears from what was noted in that resolution and his report annexed hereto under No 41, formerly been stationed on Ceylon, and sailing to Mocha with the yacht Zelands Welvaren in the year 1738, was taken by the famous pirate Cannogie Angra, subsequently released, taken to Bombay, and engaged against his will by the English, moreover having escaped from there again and having appeared here by the overland route, has upon his urgent request been received into the service of the Honorable Company, and allocated his wage of ƒ10:—:—, in the hope that Your High Nobilities will be pleased to approve this with a favorable sanction, as well as that we, regarding the promotions since the departure of the ship Woitkensdorp, refer ourselves in all respect to the accompanying register of acts. From Surat, 12 April 1743 Furthermore, the assistants Jacob Sam Abrahamsz and Hendrik David Mortier have, at their request, been relieved from this directorship, and they are now going over to Your High Nobilities with the ship Domburg in company of the ensign Johan Andries Kurtsz. Sergeant Christoffel Rosendaal, who being impotent, was absent on the 26th of the past month of March, and upon being recovered, as also appears quietly from the declarations inserted in the resolution of the 10th instant, was found to be insane, we have decided to send likewise to Batavia with stopped wages, moreover to have his few small pieces of furniture sold and to credit his account for the proceeds thereof; but to give the personal necessities into custody to the bookkeeper of the ship under a proper inventory, in order to be able to hand him the necessary change of clothes on the voyage. And pursuant to what was noted in the resolution of 15 February last, we have, by handing over an extract from Your High Nobilities' much esteemed letter of 31 September of the past year, together with a copy of the report submitted by the Advocate Fiscal Mr Cornelis Philips regarding the proceedings conducted against the former director Pieter Laurens Phoonsen, the former secunde Joan Vos, the absconded junior merchant and former warehouse master Willem van der Laar, and the assistant and former cashier Ary van den Broek, given the necessary notice to the Council of Justice that the sentence passed against the absconders Van der Laar and Van den Broek, in case they should be apprehended, must not be executed, but that they, with their trial documents, must be sent to Batavia. Surat the 17th of April 1747 for reasons as the text shows, where the matter stands, as well as all further judicial papers, to which proceedings we respectfully refer. The defense of the merchant and chief of Ahmedabad, Simon van Erp, who, as the only one of the old administration, after the defense imposed upon him according to Your High Excellencies' order regarding the very eager, biased, harsh, and hasty conduct concerning the former director Pieter Laurens Phoonsen and his dismissal from his 22-year administration, accompanies this. While these further accompany in original not only all the documents belonging to the civil lawsuit of the said Phoonsen, together with the papers and letters from which it appeared to the Council of Justice that there still remains under the Bookkeeper-General Evert Christoffel Lancus and former director the gentleman Philip Saal, presently residing in Amsterdam, ƒ 26,769:1:8, but also all the judicial papers known from the general register kept concerning this, which will now show Your High Excellencies what was performed before that tribunal, and to which we respectfully refer in that regard. Deserters we have had none other than a God-forsaken youth named Jan Welpshoff, who, stationed as provisional assistant at Ahmedabad, absented himself and surrendered to the Muslims. However, concerning that we shall not expatiate further, but, in the hope of favorable interpretation, refer to our resolution of the 12th of June of the past year, as well as a missive received from Ahmedabad dated the 22nd of May prior, and meanwhile bring to Your High Excellencies' knowledge what was performed by us concerning the former Director Pieter Laurens Phoonsen. By our letters of submission of the past year, Your High Excellencies were informed in all submissiveness that he had passed away in the month of March prior and was interred by the English at Bombay with much pomp and honor. Thus we, having received report on the 27th of July thereafter that he had instructed his attorney, the aforementioned gentleman Philip Saal, to remit to him the remaining cash funds there, deemed it necessary to request from the then Governor of the British, the gentleman Stephen Law, by a missive in polite terms, all papers, cash, and effects left behind by the deceased at his death, as well as everything that might already have been or would yet be addressed to him from any regions. And this not only on account of the valid debt owed by him, but also on account of the lawful claim that the Honorable Company had upon his person as a fugitive. However, perceiving from the answer obtained to this that the said Governor either did not rightly understand our request or intentionally refused to understand it, since he explained that he would act unfairly if he granted our requisition, because the deceased before his death had made a testament and bequeathed everything to her whom he called his lawful wife; we therefore thought fit on the 17th of September thereafter not only to demonstrate to him further wherein our request actually consisted, on what it was founded, and why the testament made was not acceptable, but also to bring to his mind at the same time that one could not comprehend what reasons could be found whereby the unfairness of his conduct would appear if he granted our requisition. Since, for the satisfaction of the lawful claim, nothing was obtained other than feeble answers and far-fetched excuses, it was decided by us on the 14th of February last, after we had made the same request to the present Governor, the gentleman William Wake, on the 14th of November prior, forwarding the letters exchanged on that subject, and had likewise received virtually a similar answer, in order to make an end once and for all of the frequent correspondence back and forth, to let matters rest here. However, in order not to forfeit anything of the right that the Honorable Company nevertheless has and maintains upon that estate, we persist unalterably in the initial demand. As Your High Excellencies may also, if pleased, view this all in greater detail from the extracts of the successive resolutions taken in that regard, with the letters inserted therein, which we have joined herewith in a separate bundle under No. 48. Humbly trusting that our conduct in this matter, having been performed according to our best understanding, may meet with Your High Excellencies' favorable approval.

From Souratta the 17 April 1743 While, with respect to the three well-known promissory notes which the late Phoonsen granted in the names under the seal of the Honorable Company, we shall further report here that the Khatri merchant Lalasour Sinker having fled, we are unable to obtain a written security by which the settlement thereof is secured, yet we most humbly request Your Right Excellencies to be pleased to view the true state of the aforementioned three false obligations, along with that which was performed by Us concerning them, in the resolutions of 29 November 1740, 25 January, 13 April, and 26 August, item a report that was delivered on date 16 April 1741 by the Merchant and Fiscal Abraham Cornelis d'lahaye, and sent to Your Right Excellencies, prepared for that purpose the day before, alongside the separate letter from the undersigned Director Schreuder and Second Pecock. Furthermore, the estate account of the said Phoonsen, according to the aforesaid noted, has been credited under the ordered assessment with ƒ 236:8:8, and thus the balance thereof reduced to ƒ 22207:6:-, in which manner it is also verified that this has happened in the account of the former Cashier Johannes Rykegam van der Heyden with ƒ 236:8:-, and that he remains indebted to the Honorable Company for an amount of ƒ 118:2:8, just as the former Warehouse Master Willem van der Laar, according to the further separate account drawn up, is likewise still in arrears ƒ 2403:4. And since we have nothing else to report regarding the former Cashier Ary van den Broek, except that he appeared here on the roads again a few days ago with a French ship, we shall From Souratta the 17 April 1743 in giving account to Your Right Excellencies of our maintained correspondence with the Western Offices, duty-bound report that we, pursuant to the request of the ministers of Ceylon on their demand of the year past, satisfy and are yet to satisfy by the bearer of this 2640 pieces coarse Niquanias and, on the most recently received, 20 pieces striped Allegias, 400 stone soap, with some small items. However, we have been forced to decline the demanded wheat for that Government, both because of the dearness and scarcity of grains. From Coromandel we know as little to report that merits Your Right Excellencies' attention as from Bengal, other than that the usual correspondence is maintained; but under the chapter of Persia we shall, regarding Your Right Excellencies' desire to be elucidated whether the four carpets demanded from there were requested in place of the old ones, and when those were brought, as well as how large the same are, say in dutiful answer that upon examining the trade books it was noticed how in the financial year of 1693/1694 5 pieces were noted among the remaining remnants, in 1696 8 pieces, 1703/1704 5 pieces, 1708/1709 again 7 pieces, but these having been successively reduced to nothing, were written off all at once in the year 1728/1729 as old and unusable, without it being possible to trace, because many books are missing, when the same were brought; furthermore it is found that in the year 1740 1 piece was purchased again for the service of the meeting here, but was written off again in the year 1742. From Surat the 17th of April 1743 Because we cannot manage here with fewer than four animals, and according to what was recorded in the resolution of the 23rd of January past, the deceased animal was quite old and did not die until the 20th of that month, and therefore was not yet written off in the expense ledger of 1740/41, and moreover, among the remaining five, another is quite old instead of being fit, so that it can practically no longer be used. These were the reasons that led us on the 7th of February following to decide to requisition two of those animals from the said directorship, the more so because one can manage here at the very least with no fewer than six able animals. Thus we live in the hope that Your Excellencies will favorably approve this demand as not being beyond bounds, and be assured that we will attend to frugality to the utmost of our power in all cases where it can take place. While as a continuation of this main section we shall further bring to Your Excellencies' notice: From Surat the 11th of April Anno 1743 While as a continuation we note in this that regarding the incurred loss on 23 carboys of Persian wine, which was brought here only as an emolument, we decided on the 2nd of May of the past year to charge that loss of 140 guilders, 6 stuivers, and 0 pennings back to the Persian directorship. This loss occurred upon the local sale of 23 carboys of Shiraz wine which the ministers of Persia, beyond what was supplied on the petition of the previous year, had sent here upon the requisition of 1737. This was because we maintained it improper to burden this office with a loss caused solely through the actions of the servants of that administration, seeing that they ought to have considered that these grape products were demanded not for trade but merely as an emolument for the governors, and for that reason they should not have fulfilled what was demanded in Anno 1737, which after a lapse of 4 years is no longer serviceable. Consequently, we have charged that amount, as stated, along with the cost of one carboy found broken in the crate, amounting altogether to the sum of 177 guilders, 5 stuivers, and 8 pennings, back to that office on the 8th of July following, subject to the approval of Your Excellencies, and at the same time we have excused ourselves from sending the flag bunting demanded from there. Along with this, there is offered to Your Excellencies a price current of such goods as have been imported from Persia by foreign Europeans and other private merchants, wherein, pursuant to Your Excellencies' order, it is also shown in what quantity the same might be consumed here. Furthermore, on the requisition of the ministers on the Coast, the bearer of this has shipped for Malabar: 400 pieces of coarse niquanias 800 pieces of blue cannekyns 50 pounds of late indigo with 5 pounds of sealing wax, and on the other hand, the demanded raw silk, for reasons as under Ceylon, along with the gessiapaats, have been excused according to what is noted in the annex. Consequently: From Surat the 17th of April 1743 Consequently, we were also forced to deny their request made by letter of the 18th of March 1742 to be accommodated with some writing materials due to the long delay of the ships from Batavia, since we were unable to fulfill it through our own shortage. Further, this is accompanied by a letter addressed to the brother deacons, conveying a bill of exchange amounting, in conformity with the notation under the poor boxes, to 278 and 3/4 rupees or 139 and 1/8 rix-dollars, which we humbly request may be ordered paid by Your Excellencies' kindness. Among the usual communications, the principal point being the strong trade carried on by foreign Europeans, and among them principally the English, we shall, regarding Your Excellencies' honored inquiry as to where this nation obtained the cinnamon and in how great a quantity it was brought, note beforehand with the requisite respect that it is impossible for us to report with any certainty in what manner they obtain that spice, but certainly that 36 bales were brought by them from Bombay and sold here. And further we report that those Britons are expanding their trade more and more and, with the numerous ships and vessels arriving here, are vending a very large quantity of all kinds of merchandise. The French remain in practically the same state in which they have been for a long time; notwithstanding that by them also in the past year up to the date hereof 1300, and by the Portuguese 100 bales of Surat cotton have been transported. Yet seeing this is solely set down for Your High Excellencies' speculation and is broadly specified in the accompanying summary, how many ships of each nation appeared at this roadstead, and what merchandise they brought, we shall step away from that and, regarding the demanded sea-passes since the departure of the ship Kenauwsdorp, respectfully refer ourselves to the extract from the pass book annexed hereto. The Mughal Court remains as we have described it long ago, namely a supreme government where the prince has the commanding, but the ministers have the say. On the other hand, the Sewase peoples play absolute master in the countryside, and by their mutual discord increase the miseries of the poor villagers, as Your High Excellencies may observe at your pleasure from some examples cited under the treatise on Ahmedabad, and where we have at the same time shown that the notorious General Damagie, having been attacked by one of his captains, named Deuwjerauw, and deserted by his own people, had fled into the city of Brodera. 117 From Surat, 12 April 1743 yet according to report, through a mutual suspension of arms, the hostilities ceased, whereby trade, as well as by the pirates, is obstructed on the water. 133 From Surat, 11 April 1743 to give satisfaction; the desire at the same time to see all disorders speedily remedied; and the care to restore the esteem of the Company to its former luster, so encumbered his mind that it was impossible for him properly to carry out everything, principally such matters wherein he was assisted by no one; besides which the short space of time and the thoughts of doing well—in what manner the crew also received the punishment they deserved, or according to all appearances well merited—did not permit him to take long counsel on the matter, or to maintain the institutional procedure according to the exigency of affairs and the equity of the laws of the Political Council. For that those men had to be corrected on the spot on account of their misdeeds, Your High Excellencies may, if you please, observe from the Resolution of 26 December 1740, wherein are briefly noted the reasons why one was forced to distribute that wanton crew among all the ships, lest one otherwise expose the costly vessel to the utmost danger, and to which I further refer in this matter. Yet concerning the use of the Honorable Company's seal, and the words for myself of we and us, may Your High Excellencies please be assured that this occurred by no means from condemnable intentions, but indeed from the notion that Surat, 12 April 1743 From that the commanders, being in such matters bereft of their council, represent the supreme authority or the entire political assembly, and consequently must also maintain the manner of writing customary in such a Council and in public papers. And whereas the junior merchant and provisional warehouse master Arent Willem Ninaber, who, owing to the indisposition of the merchant and fiscal Abraham Cornelis de Lahaije, was authorized by resolution of the 15th of the aforementioned month of April, along with two commissioned members from the honorable Council of Justice, to muster, inspect, and dispatch the vessel Woitkensdorp, returned again from the roads on the 18th following, and delivered a written report of these proceedings to the lord director, the same is recorded in this place: To the Right Honorable Jan Schreuder, Director and Commander-in-Chief of this Directorate. From Souratta, dated 17 April 1743. to retain, until the coming autumn, as in all likelihood no earlier opportunity will present itself for that purpose, and to give notice thereof by a short letter to the cited ministers at the first opportunity. Furthermore, the well-mentioned lord commander produced two declarations executed at the requisition of the overseer of the equipment goods Barent van der Net, on the 8th and 19th of April last, before the sworn first clerk Willem Hoeffman and witnesses, the first by the narrow-boat skipper Pieter Pietersz van Barendregt, and Gentile boatswain Jietra Souwtje, both posted in that capacity on the narrow-boat Batavia; and the other by the quartermaster Pieter Blom sailing on the horry d'Uitwinner, together with his boatswain, Tiertje Mawa, showing that on each vessel a grapnel was found unserviceable on such occasion, as the following testimonies proceed to show. Today, the 8th of April, in the year seventeen hundred forty-two. Appeared before me, Willem Hoeffman, sworn first clerk of this Surat Directorship standing under the supreme authority of the Honorable, Respected Lord Director Jan Schreuder, in the presence of the after-mentioned witnesses, the narrow-boat skipper Pieter Pietersz van Barendregt, and the Gentile boatswain Tietra Souwtje, both posted in said capacities on the Company's narrow-boat Batavia, who, at the requisition of the equipment overseer Barent van der Net, in love of the truth and support of justice, declared, as they do by these presents, that on the 6th of this month in the afternoon, having sailed towards the Eliphantigo with said small vessel, they let fall their grapnel there, but dragged anchor due to the strong-running flood tide, and made sail to prevent greater misfortunes; after that date they retrieved that anchor again, and found all four arms thereof to be broken off, and thus entirely unfit to be able to serve for further use. The appearers hereby conclude their given declaration, which they declare to contain the pure and sincere truth in itself, wherefore they are ready at all times if necessary and required to confirm this further and each in particular in their own manner. Appeared before me, Willem Hoeffman, sworn first clerk of this Surat Directorship, standing under the supreme authority of the Honorable, Respected Lord Director Jan Schreuder, in the presence of the after-mentioned witnesses, the quartermaster Pieter Blom, as commander on the horry d'Uitwinner, and Gentile boatswain Siertje Mawha, both posted in said capacities on the named small vessel, who jointly, and each in particular, at the requisition of the equipment overseer Barent van der Net, in love of the truth and support of justice, declared, as they do by these presents, that while lying in the Surat river, upon hauling in the grapnel, they found one arm thereof broken off, and thus to be entirely unserviceable for further use. The appearers hereby conclude their given declaration, which they declare to contain the pure and sincere truth in itself, wherefore they are at all times ready and when required to confirm this further with a solemn oath. Wherefore the gentleman commander submitted to the consideration of the members whether it might not be best, for the present, to delay somewhat with the contracting for the cotton cloths, in order to see if there will not be a noticeable reduction in prices, although in all likelihood one will be forced to proceed to an increase, both because of the poor cotton crop that occurred this year due to the late rains, and the exceptionally large transport by the English and other merchants to Bengal, etc. The members, having taken the proposal into consideration, resolve to hold off for the present from contracting for the cotton cloths, and the more so because the demands amount to very little, consequently not as much time is needed for their completion as in the past year. However, with respect to the silk patolas, it was understood to make an immediate start, not only because the prices are very acceptable and agree with those of the preceding year, except for those of three asta, which only happen to differ by a very slight amount of rop: 2 1/59/32 to our disadvantage, but principally because no decrease is to be expected in this regard, and consequently, upon delay, one might at times be deprived of full satisfaction, whereas much time is required for their weaving. And in order to facilitate that work all the better, it is also resolved to advance to the brokers for that purpose a sum of eight thousand rupees. And whereas, with respect to the prices of that which fell to the share of Brootchia in the distributions inserted hereinbefore, what is necessary will subsequently be arranged under the affairs of that office; so it is further resolved that, since the rainy season is now again fast approaching, and it is unavoidable according to the custom here, to have the tiles on the residences of the Honorable Company, both inside and outside the city, shifted, and at the same time to have the necessary repairs carried out. Also granted is the request, made by petition, of Sergeant Christiaan Lodewijk Senff, of Bismark, to be promoted to the clerical service, in order to serve under the director, who thus far has managed without a clerk, as a confidential writer, subject to the approval of their High Nobles. From Souratta, dated 17 April 1743. upon promises made by him, but moreover that the same, according to the tenor of that letter of complaint, has not shrunk, over and above the demanding and the injuries committed against the person of its chief and family, from even blaspheming God to the highest outrage through unheard-of cursing, and openly mocking his lawful superior, etc. And since these are crimes that, if found to be so, ought in the highest degree to be punished as an example and deterrent to others; so it has been resolved here with unanimous votes, for further investigation, to hand over copies of the documents together with the extract of this document to the Fiscal, the Honorable Abraham Cornelis de Lahaije, in order that he, after review, if he should believe he has anything actionable against the said Holst, may declare himself within the period of fourteen days; while in the meantime, in order to prevent such evil consequences and detriment to the service of our Lords Principals as might arise therefrom, it is understood that the provisional resident Bergh 169 From Souratta, dated 17 April 1743. Bergh, in the letter to be sent, shall be ordered, upon receipt of the same, provisionally to suspend the frequently mentioned provisional second Holst from service, and to command him in our name to keep himself quietly inside the lodge without meddling with anything until further orders; and should he oppose this, then to arrest and lock him up in the most proper manner, provided that notice thereof is given to us at once, so that we may then take such measures as shall be deemed proper according to the findings. As well as that on that occasion the following day, a letter was dispatched to the Governor and Council of Malacca for communication, stating that here, in order to prevent the enormous illicit trade committed by some faithless and greedy persons against the published edicts and the precautions employed, in silk patolas or chintzes, one was forced on 31 October of the past year to resolve not to issue sea passes to ships departing for the said Government unless the owner promised not to ship or transport any patolas therein, with the accompanying notice that any found therein shall at all times be confiscated for the Honorable Company; and since all this was both observed upon the delivery of the aforesaid pass to the Turkish merchants Abdul Cader Tjillebie and Sale Tjillebie, and, in order to prevent From Souratta, dated 17 April 1743. all claims of ignorance, the content of that sea pass, so far as the prohibition of that cloth trade is concerned, was expressed in the Persian and heathen languages; the mentioned ministers were at the same time requested, in order to counteract that harmful trade for the benefit of the Honorable Company, to devise such measures as they, according to their wise management, shall provisionally judge necessary and useful until further orders from Their High Mightinesses; moreover, in addition to the cited letter, for further elucidation, the extract of the resolution of 31 October mentioned above was appended.
