In our humble letter of 10 August of the past year, expanded with a postscript of the 15th thereof, it was in all humility mentioned that at that time the ship's officers of the vessel Heer Arendskerke were asked what was necessary concerning the receipt of their cargo, and thereupon, the day after, according to the records kept or by resolution of the 19th of the said month, the respected order was executed by the fiscal and judicial commissioners regarding the mustering, and that after various executions they departed with the necessary papers, so we hope that this vessel has long since arrived safely following a prosperous and safe voyage, which we also heartily desire to learn shortly, and for the rest we refer to the duplicate attached hereto, with which we at that time dutifully awaited Your Right Excellencies, and we shall now, with Your Right Excellencies' permission, have the honor to proceed regarding The Matter of Ships concerning which we shall report with the required respect: that the request made at that time by the skipper of the aforementioned vessel, Pieter Corver, to obtain one month of provisions for the voyage, was flatly refused and rejected because he was at that time not only still provisioned for two and a half months, and we were likewise very sparely provided with foodstuffs, but also because it was maintained that under God's blessing, with the said provisions, he could well reach the Tuticorin or Ceylon roadsteads, and could then be provided with what was necessary there. From Persia The 31st of July 1746 cargo arranged, sailing transport of 16 months because no excesses were found therein, in such manner as has also been acted regarding the findings of the unloaded goods from the ship Oosterhoud, seeing that no lesser parts thereof and the lesser parts of its name were discovered; as also by this vessel transport for their board has been granted to the Indian headquarters to the authorities, besides 16 Moorish mariners and to the free sea-farers of the small ship d'Angamta Maria, which sailed in free trade and remained at Boucheer, after they requested the same by petition, and this also fully agreed with Your Right Excellencies' revered orders in this subject matter; furthermore, in conformity with the noted resolution of the 7th of this month upon their submitted petition from the ship Wildrijk, the bearer of this, provisionally acting as chief mate the under-mate Claas Mattijs of the island Hoge, and as boatswain's mate the quartermaster Sjouke Ianse Westerhoud, transferred from Zevenland, because according to the testimony of its skipper Cornelis de Neijs they are of good conduct and possess the required abilities for the aforementioned services, although they will still have to solicit the absolute rank and wages from Your Right Excellencies. And whereas, apart from the exchange of some mariners both on the aforementioned vessel Wildrijk and the sloop De Valk, no further material matters concerning this subject have occurred, we shall with Your Right Excellencies' pleasure proceed to The sloop De Valk, concerning which we shall in all humility denote to Your Right Excellencies that its commander Pieter Roode, in conformity with our passed resolutions of the 19th of August, 1st of September, and 6th of November of the past year, the last of February, the 17th of March, the 15th of April, and the 18th of May of this year, upon his successively made requests, has been provided with the necessary provisions for 13 months, together with some equipment goods and advanced wages for the crew stationed on that small vessel, and alongside this his consumption account, accompanied by the consumed gunpowder in the period of 12 months (or from about September 1744 until the end of August of the past year), was passed and arranged on the grounds that it did not exceed the limit; but one could not so easily condescend to his made request for the writing off of some equipment goods of that sort, before and until one was fortified with a sound certificate in this subject matter; in such manner as also at the aforementioned session of the 6th of November it was approved that an obtained declaration regarding two found unfit anchor ropes, one of 8 and the other of 8½ thumbs, although already on the 5th of May prior the poor condition thereof was made known by commissioned skippers, should be sworn to by its affiants at the first session, in order that we might then take our measures; and since this at the session of the 20th of December following was performed under oath in due form, the writing off regarding the one and the other was fully granted. Bringing into cash of f94:3:8 by the second resident there, Willem Dumee, being half of the expenses for the erection of the flagpole, appeared rather pleasing to us, as this was in accordance with our order given on that subject pro dato. They were also emphatically recommended, in order to curtail expenses and increase profits, to regulate themselves strictly according to our orders sent previously, and to sell the merchandise, after deducting customs duties and expenses, at much higher prices than those stated in the yield account, so that thereby, beyond all charges, risks, and other costs, an advantageous difference might still be obtained for the Honourable Company, since the profits achieved appeared to us not quite as ample as they gave them up to be, namely up to f32,737:13:– or 14/40 percent in a full year from the last of August 1743 to the first of September 1744 on a purchase value of f15,572:6:8, as well as those from the last-cited date to the last of February of the past year up to f26,319:8:– or 129 2/10 percent on a purchase value of f20,313:8:–, considering that if one were to subtract the expenses, money losses, risk, and banking freights, not so much would remain to the good of the Honourable Company. Meanwhile, we have accepted for information the comparison of the weights made against the standard gauge, and likewise passed the higher expenses incurred in the financial year 174 3/4 compared to 174 2/3 up to f102:1, the gift presented to the newly arrived musallam Dahiaaga amounting to f491:9:– purchase and f642:3:– sale, together with the account of earned monthly wages received up to f144:–:–, as well as the repairs made to the Honourable Company's dwelling at f730:13:–, on the assumption and expectation that it will not require any rebuilding for a long time. Item, their disbursement made in the period of 6 months: For ordinary expenses: f1805:13:– And for extraordinary ditto: f296:5:– Together: f2107:18:– Included therein was mahmudis 300:– or f90:–, which the residents brought into the extraordinary charges additionally in the months of December 1744 and May of the past year, which were nevertheless passed under the high favour of Your Excellencies, with a recommendation given to omit similar new inventions to the prejudice of the Honourable Company in the future, as it will otherwise be left to their own account. The said servants were furthermore ordered to write off the loss incurred on the previous coin species sent over to Your Excellencies amounting to f6831:1 to the account of the previous year's profit and loss. Persia, 31 July 1746 Regarding the more expensive purchases, Bijlevelt must be held accountable, so that from the cash etc. remaining there up to ƒ24,767.1, the treasury must be reimbursed the amount of 429 mahmudis, or ƒ128:14, which was spent in excess on the purchase of 5,492 lbs or 858 1/27 man of copperware. This is because they were only licensed to purchase the man of 6¾ lbs of said metal at 13½ mahmudis, or ƒ4:1, whereas this has now been done by them at 14 mahmudis, or ƒ4:4, and thus ½ mahmudi or ƒ0:3 more expensive per unit. However, two expense accounts from this vessel, amounting together to ƒ1,123:8:8, have been, along with the short delivery of 1,090 lbs or 1½ percent on a quantity of 76,000 lbs of iron, validated for write-off due to the reasons supplied for it. Regarding the sale of merchandise, it was, among other things, not entirely favorably reported in their letter of 15 April last, as during the period of 7 months, or from 1 September of the past year until the last of March of the current year, there has been only a small turnover in merchandise. This the commissioners attribute to the continuous extortions of money, the king's newly attempted pearl fishery, as well as the constant illicit trade of the Armenian Maroth and the English broker Aga Abdie, and likewise the excessive purchase of old copperware at 17 mahmudis, or ƒ5:2, per 6¾ lbs. Yet, notwithstanding all these raised difficulties, the commissioners will nevertheless be admonished anew to counter such harmful intrusions through mercantile policy, and at the same time to endeavor to dispose of the linens at 30 to 40 percent after deducting brokerage, since they will otherwise have to make good the lesser advances. Meanwhile, they will also further be ordered not to pay the 250 mahmudis demanded by the shahbandar from the broker Natta, since our servants are not subject to extortion. And at the same time we communicate that the loss of money arose because among the 2,000 Surat rupees remitted under that date, only 1,000 pieces were of full weight. In addition, they were also authorized by letter of the 6th of the past month to send the 8,876 lbs of Ceylon coffee beans lying unsaleable there to Basra by the first secure opportunity of shipping, in reduction of the Basra requisition of 10,000 lbs; but being frustrated of such opportunities, to retain the same until the final dispatch of the sloop De Valk to the aforementioned place.
