Persia, 31 July 1746. Regarding the bad conduct of Wissendas, the standing surety of the residents, as well as the measures taken thereupon and the instructions given by the Commissioners; it being made known by letter of [illegible] to your Honored notice concerning the exorbitant conduct of life of the broker Wissendas and the quarrels and difficulties arising therefrom, and his debts, as well as with his creditors in general, but principally the debt incurred by that vagabond with the King's Treasurer Agaker, amounting at present to 426:—, together with the standing surety of the former first and second resident for the aforementioned amount, item our measures taken at that time and further orders given in this regard, so shall we now in continuation hereof most respectfully state that the Commissioners, by their secret letters of the 16th, made known to us that they, according to their secret resolution taken dated 4 March previously, had not been able to proceed to the sequestration of the goods of the said residents for the reason that such an execution would not have been attended without many affronts and disadvantageous consequences, besides that out of their estates such an amount for the payment of the said Treasurer would not have been forthcoming; on the other hand also that the remaining creditors would likewise have had to be paid, and the Honorable Company notoriously ought not to interpose itself for one or another private debt; yet that they, in order to comply as far as possible with the order, had held before the eyes of the residents the gravity and evil consequences of this debt, together with the latest published order of the Honorable Company concerning private debts incurred, and had demanded from them a categorical answer in this regard; that also the first resident, who was encumbered with the greatest part of this debt, had made a request that a certain favorable item on behalf of the said Pythagorean and to the debit of the widow of the late interpreter Francois Sahid might be collected, and therefrom his interposed share might be satisfied. The second ditto, David Buffkens, likewise submits such a petition, but regarding himself concerning about 140 thomans which he had to claim from two Armenians, submitted to the same purpose as just stated. After the Commissioners had now approved the aforementioned two requests and put hands to the work, the Commissioners collected the last-cited amount in favor of the said Buffkens and delivered his share thereof to the Treasurer, and also brought the aforementioned widow, upon the security of 400 thomans provided by her son David Sahid, to a suitable accommodation with the frequently mentioned Pythagorean, and from that amount also delivered 44 thomans to the Treasurer; and while they fed themselves with hope of getting completely clear with the remainder, in the meantime the other creditors of the roguish heathen mentioned more poorly in this matter suddenly fell upon the Commissioners all at once, and with the assistance of the Governor Asjour Chan brought it so far that they, per fas et nefas, were compelled to seize the remaining 306 thomans as quickly as possible and distribute it to each of them pro rata. These matters were then indeed to this extent cleared out of the way to the disadvantage of the Honorable Company, but now the much-mentioned Treasurer, who until now had sat quietly, but having gotten wind of the distribution of that money, also began to tune his strings to a completely different pitch, so that he, through his considerable vexations and extortions, compelled the former first resident, whom this now alone concerned, nolens volens to pass a bond to the amount of mo 34540:— with calculated interest thereon at 6 per cent for 2 months. Since the Commissioners now saw themselves stripped of all further means of redress by these fatal inconveniences, and could find no other way out than to take their recourse to us, they communicated to us by their aforementioned letters of 16 August of the past year that the said first resident had indeed satisfied his debts up to ms 19347: 1/5 out of the proceeds of his goods sold by him incognito, but that they now sat distressed concerning the Treasurer's claim, at the same time representing what disadvantageous consequences were to be expected upon further tardiness, delay, or non-satisfaction of that debt: hereupon one proceeded to business in the aforementioned session of primo September thereafter, and after mature deliberation it was reflected that the longer this debt remained in dispute, the more it would increase through its considerable interest, and finally also grow into a dreaded cancer

Having therefore deliberated at length thereon at the meeting of the 20th of December, they were ordered by letter of the following day, firstly, to send their specifications hither once every six months, and secondly, to sell at the highest price or send hither everything that the commissioners had left there for the maintenance of the Honorable Company, because it was quite possible to manage without all this, since this factory was now considered not as a fixed domicile, but rather like Kirman, in order to retain the right of possession there in better and more flourishing times; also to turn His Majesty away as much as possible by pleading their inability, both through the departure of the residents and the loss of trade, and other reasons besides, and thus avoid exactions, while they were nevertheless permitted to retain 6 pieces of Dutch weights, under promises to provide them further with orders. The remarks noted here alongside being taken into account, and upon free departure, the amount came to an purchase cost of ƒ6083:17:8 and a current market price of ƒ6673:16:—, and thus indeed ƒ3000:— more than had previously been authorized for them. Whereupon it was indeed taken into consideration that this had happened, so to speak, per fas et nefas, for the reason that, if His Majesty, who at that time was very near, had arrived there during their presence, they would indeed have been necessitated to make a much more notable present. But on the other hand, it was also reflected upon that all the goods purchased and given as presents were charged at a very expensive price, and the commissioners would have acted more plausibly if they had gratified the hungry Persian with cash instead of goods. For all of which it was then thought proper to have him reimburse one-fourth part of the purchase of those goods, amounting to ƒ1258:2:—, Together with the excessive expenses on the departure, and the drawing of salaries in the period of 12 months. The goods purchased too dearly will be sent for the commissioners' account. A later letter of the 14th of March last. A later letter contains the arrival of the king and his welcoming by Duffkens and the interpreter, who met the mehmandar-bashi, and advising to give a gift. A later letter of the 14th of March last, accompanied by the Honorable Company's seal, contains in substance the arrival there of His Royal Majesty together with his court retinue, as well as how the bookkeeper Duffkens and interpreter Elias Sahid were virtually forced by the then Governor Assour Khan to welcome the said monarch about 2 days' journey from Isfahan. Because otherwise, five times as much would have had to be thrown away. but were finally, willy-nilly, necessitated to offer that monarch a proportionate gift amounting to 14690 mahmudis at ƒ4407:—, except for another ditto to the aforesaid assay-master to the amount of 4064 mahmudis at ƒ1219:4:—, since according to their aforesaid letter they would otherwise, following the example of the English, have been persuaded to make a present worth indeed five times more. Persia the 31st of July 1746 They had been compelled, in addition to the demanded gift to His Majesty, to pay a further 10 percent, or rather man h. 1978, of the m:s 13190 returned to us, to his suppliers, and that with great difficulty, because they claimed 15 percent, on account of the payment day having been stipulated at 3¼ months, and the runner, as it was late, had appeared there not at the said time but 37 days later, etcetera. All of which submitted reasons having then been taken into consideration at the session of the 7th of this month, and it being simultaneously considered that the same were founded in equity and were not to be imputed to them, it was therefore, after much discussion, thought fit to regard this as a settled matter and to validate the aforementioned amounts for write-off, together with the loss on 3 bills of exchange amounting to the sum of m:s 390 at ƒ117, since the same will be claimed back from the drawers here with a returned bill of exchange drawn on Gosjaal amounting to tom:s 40 at ƒ1200, seeing that the servants were not able to obtain more there on the tom:s 122 or ƒ3660 drawn than tom:s 40, or mam: 2800 at ƒ2460. And whereas their cash balance, through the payment of tom:s 23½, ƒ640 at 7 percent per month to be paid in 2 months, had been settled and brought into balance, and they, on that account, were again in need of cash for the payment of the said amount, they were therefore provided on the 13th with 4 bills of exchange amounting to tom:s 125, in order to be paid so many days after sight by some Pythagoreans residing there, under strict recommendation that they must observe economy in all respects. From Persia, the 31st of July 1747. poor and sickly condition of the acting Warehouse Keeper Emanuel de Poor, and the illness of the clerk, it was approved in council on the following day to appoint to the first-mentioned post the bookkeeper and sworn First Clerk Huijbert van Poot, who in turn has been replaced by the bookkeeper Willem Bassee, having, by resolution of the political council, cast lots for the obtaining of the said service against the fellow candidate Cornelis Blauwkamers, and thus prevailed therein, and having also taken the oath appropriate to that office, both however being appointed as permanent members of the Judicial College. Furthermore, by the resolutions of the last of February and the 11th of March last, the junior merchant and former head of Spahan Pieter Aalmis, for such reasons as stand recorded in the first-mentioned resolution, was appointed as fiscal and secretary, and the oaths for the said offices were duly administered; while the bookkeepers Van Nes and Van Poot, having performed those duties provisionally and temporarily, were discharged on that account. The first-named, together with the junior merchant Canter, was charged with the service of extraordinary commissioners in the Company's warehouses, but, for reasons concerning their commissions, they were excused from the oath; and the said Van Poot was nominated as transferrer and invoice clerk to assist the trade bookkeeper Jacob van Schoonderwoerd. These matters having thus been arranged, at the meeting of the 15th of April following, the difference in rank between the junior merchant Canter and the bookkeeper Van Nes was amply discussed, and for such reasons as are set down in the said resolution, precedence was given to the first-named. Furthermore, Persia, the 31st of July 1746. on the aforesaid day, it was also thought proper, for good reasons, to have the bookkeeper and provisions master Cornelis Sonnevelt resign from that post, and to appoint in his place the fellow bookkeeper Huybert van Poot, the latter having, together with the said Van Nes, submitted a written petition for the same, and the votes having fallen in his favour on that occasion. Persia, 31 July 1746: Of the three persons noted to receive wages, just as has also been granted, in conformity with the highly respected order and that which was noted in the aforesaid resolution of 11 September, permission to three persons, being vendors, who had addressed us by petition and also urgently requested to be permitted to receive the aforesaid balance on 10 personal accounts amounting to f 296:14:9; and in view of the decease on 23 October of the last year of the Under-Merchant and temporary Warehouse Master Emanuel de Poorter, the session of 6 November unanimously saw fit to have the warehouses transferred by the pro tempore acting Fiscaal Isaak de Craane in the presence of two judicial commissioners to the Secunde, the Honorable Iacob van Schoonderwoerd, and to have his estate seized and administered by the said fiscaal combined with the Curator ad lites, not only on account of his debt to the Honorable Company amounting to f 8420:7:8, and as other estates were also sorted under him, but also because it was feared that he might sometimes have acted somewhat disorderly in his entrusted administration. From Persia under 1 July 1746 but on the other hand debited according to report sent over for the benefit of the same, but on the other hand again debited at the buyout price for 400 lb plums, which, after his decease, upon the inventory of the bakeries, were found to be deficient; so that Your Right Honourables will find the further proceedings in this respect amply communicated in our decrees of 15 April and 18 May of the past year. Furthermore, in conformity with our resolutions taken on 18 May and 7 of this month, on account of the departure of the ship Oosterhoud to India's headquarters and our small supply of gunpowder, the dispenser was authorized to purchase 3000 pounds of that combustible material and writing utensils, as well as Shiraz wine (for lack of Batavia arrack) for the service of this lodge and the ships lying here in the roads, and at the same time ordered to repair the defects of this lodge (according to a report delivered in this respect by the fiscal and institutional commissioners, etc.) as economically and promptly as possible. Item, exhibited at the last-mentioned session, a report in the form of findings concerning the inventory and completed transfer of the dispensary to the bookkeeper Huijbert van Poot by the retired ditto Cornelis Sonnevelt, and after a careful examination of its deficits, since they did not exceed limits, was fully validated; and furthermore (in conformity with our previous resolution of 6 November of the past year) it was decreed to approve the writing off of the consumed effects, and to send the unfit dittos to Batavia according to previous examples. The remitted money effected; the desertion of seven Europeans and four Moors taken as communication; Blauwkamer condemned for his inflicted injury, it is only cited here pro label that this, however, has taken effect regarding such amount of 3123 mahmudis as had already been remitted by the Merchant and Chief of Basra, Jan Marcus, for the benefit of the deceased Merchant and Second Cornelis de Haan, as well as the Junior Merchant and provisionally Warehouse Master Emanuel de Poorter, so that one has also had to accept as communication the desertion there of seven European and four Moorish seafarers, since the recovery of the said rascals, notwithstanding all applied efforts, was impossible. The Bookkeeper Cornelis Blauwkamer, having for some time not refrained from harming and injuring everyone without distinction, as well as attacking and grieving them in their honor, name, and reputation, was prosecuted on account of the numerous made complaints by the Fiscal of the Court of Justice, and after obtaining the necessary points and verifications relating to the subject case, was condemned on the 14th of this month to atone for his uttered slanderous language by asking for pardon, likewise to a pecuniary fine of six months' wages, cum expensis; the same is furthermore going, suspended, at the gracious disposition of Your High Noble Worships per the bearer of this; while the Chief Surgeon of this factory, Jan Goosman, for insolences committed in his drunkenness, was likewise ordered to pay 666 1/3 mahmudis, or 33 1/3 ducats at 20 mahmudis each, for the said deaconry poor, as well as the costs and expenses of the proceedings, as the transferred documents and further muniments with the costs and expenses demonstrate in abundance, and to which we take the liberty to refer. Yet in what manner the commissioners have been able to exceed their bounds with the collecting and paying of private debts, both of Buffkens and the pythagorean Wissendas, together with selling the sequestered property of the former first resident Aalmis and paying out the proceeds thereof to his debtors without casting any reflection upon the claims of the honorable Company, we cannot comprehend, since nothing other than entanglements with the native and the displeasure of their High Excellencies is to be expected therefrom, yet we shall consider this as a done deed, and one which moreover has also occurred without our order, and deferred to the wiser judgment of their High Excellencies, and at the same time leave to the discretion and handling of the commissioners as honor-loving servants the sending up of Buffkens as well as the broker, just as they shall deem fit according to the exigency of the matter, provided their evacuation is not delayed thereby, but shall speed as much as possible, and in case Aalmis had anything to claim from that heathen, they could indeed if necessary demand a written bond from him. Persia, under date 31 July 1746: to purchase those old broken scraps at 12 man per similar man, but on the contrary they are to be very sharply reproached that no linens have changed master's name, whereas a merchant's style dictates not only to negotiate the popular goods, but to negotiate the unpopular together with the popular goods, and as it were, it is no art in these lands to sell pound goods. Upon the summons of the Honorable Director, the members of this Board having appeared together, taken their seats, and passionately called upon the holy name of God for assistance, His Honor proposed how on the 26th of this month, through the runner Achmed Kockerdij, a Bushire letter dated the 16th preceding had been delivered, wherein came into consideration, first of all, that the rumors of war between the Persian and the Ottoman were false, and that for this reason the commissioners had dispatched the vessel Oosterhout on the 20th of August last with our dispatches and a bill of exchange toward Basra, and had also requested the Honorable ministers there to have the said vessel, upon its return there, call to collect their cash in stock and returns; which was approved, and it was likewise resolved to write to the Basra ministers.
