Hereafter was reviewed a specification of such unavoidable expenses as were incurred by the bookkeeper and former Secunde of Broach, Carel Hen, on his journey from Broach hither, amounting to Rupees 28½ or ƒ 42: 15: -, which was approved and passed for payment. There was also read a petition submitted by the same Carel Hen, with 5 annexed original pay accounts, aiming at obtaining the salary due to him thereon, to the sum of ƒ1756: 12: -, which request was granted to him pursuant to the respected order of Their High Excellencies contained in the dispatch of 20 August 1751, he earning the highest salary pertaining to the rank of Bookkeeper, and having already served several years beyond his last contract. The position of sworn clerk at the Secretariat, as well as scribe to the Commissioners of the Orphan Chamber, having become vacant through the demise of the bookkeeper Jan van der Does, it was proposed to fill the same again, and for that purpose the Assistant Paulus Jansz. Wenking of Amsterdam was unanimously chosen. From Souratta, the 16 April 1754 that the provisionally appointed Amedabaad servants, consisting of the Merchant and Fiscal Marten Huysvoorn as chief, the Bookkeeper and Dispenser Pieter Ellinkhuysen, together with the Assistants Andries Suling and Willem Smit, departed thither on the 7th of this month with the Honorable Company's small vessel Batavia, going to Brootchia to collect bales, intending to continue their journey from there overland to the place of their destination, as also that His Honor had handed to the first-named a Secret Instruction, to regulate himself accordingly in the commission entrusted to him, as well as the gift goods, mentioned in the resolution of the 5th of this month, for the Brootchia Regents, in order to hand them over during his transit there to the Second Factor Christiaan Heydeman for further delivery, as well as the writing materials and rations destined for that office. Thereafter, a packet addressed by the Cochim Ministry to the Honorable Director and Council here, and brought along by Captain Willem Marchis, who returned to this roadstead on the 7th instant with the ship Bloemendaal, was opened, the letter being dated the 8th of January last, and containing that the ship de Liefde had arrived there on the 2nd of that month and departed from there on the 5th following for Galle, as also the receipt of Rupees 200,000, together with 404 bales of Kapok and some requisitioned necessities for that Command, as well as the sending back of 38 Buginese soldiers with Bloemendaal to reinforce that vessel against the Angria, and finally the addition of the sent memorandum From Souratta, the 16 April 1754 of their previously received board and monthly wages here, as also the expense account of the ship Bloemendaal. Concerning which it was considered that the charging back of the aforesaid board and monthly wages to the account of this Directorate appears to be an improper matter, since the said Buginese are not permanently stationed here, but rather on the Malabar Coast, wherefore it was resolved to return the aforesaid memorandum provisionally to that Command by the next opportunity, and to await Their High Noble's disposition thereon, as also the expense accounts of Bloemendaal, which had only been sent over for consideration according to custom, without thereby burdening the Cochim Office. It appearing further from one of the annexes that the ships Wimmenum and de Vreede, destined hither from Batavia, after having taken in some goods and necessities for this Directorate, together with a reinforcement of 25 European soldiers, along with the bark Jaccatra for Persia, were about to depart from there toward the end of December last. And whereas for some days past a general rumor has spread here that the said 2 ships and the bark had engaged in battle with the Angria pirate, and one of the first-named was burned and the latter was also captured; the Honorable Commander had it recorded that this fatal news was confirmed by Captain Marchis to the extent that he, 4 days before his arrival at Cochim, had hailed the aforesaid ships, and returning from there had seen much spars and other timber, with still more evidence of wrecked large vessels at sea.

Also read were two letters written by the factor of the Broach factory, Christiaan Heydeman, on the 9th and 10th of this month, the first serving solely to communicate that the Ahmadabad servants who departed from here on the 7th had arrived there on the evening of the 8th, and the second, brought along by the returning vessels, serving to accompany 44 large packs of piece-goods and 11 bales of cotton yarns, according to the attached memorandum and bill of lading, the said factor further indicating that he had received, according to the invoice, the gifts destined for the regents there, together with the rations and stationery for that office, upon which no resolution was passed. The junior merchants Johan Anthonij Sweers de Landas and Otto Hendrik Ruperti, as members of the Council of Justice appointed to administer, in the presence of the secretary of that board, the oath of purgation to Captains Bastiaan Verdoes and Willem Marchis, which was deferred to them by resolution of the 5th of this month on account of a found shortfall in weight of the delivered spices, having reported that this was properly carried out; it was understood to be satisfied therewith. The said Lieutenant at Sea and supervisor of equipment here, Jan Warnar Falck, having made known, by presenting his request, that his contract in the aforesaid capacity has expired, with the request that, pursuant to their High Excellencies' resolution of the 7th of December 1712, taken with respect to the equipment masters at the outer offices, he may be promoted to skipper; it was resolved to condescend thereto provisionally, adding the salary established for that position of ƒ 60:- per month under a new contract beginning today, and at the same time to enjoin him, in order to obtain his approval, to submit a petition to their High Excellencies, to be sent to the headquarters on the next occasion, and his person shall also be recommended to the High Government for that purpose in the general missive. Thereupon was resumed a report submitted by order of the Right Honorable by Captain Willem Marchis, in which he gives his opinion concerning the construction of a vessel of defense for the service of this Directorate, together with a specification of what the bare hull of such a two-masted vessel will come to cost according to the given specifications and a small model made thereof, amounting according to the specific estimate of the Modi Mannik Dada to Rop. 23904 3/64, both of which documents it was deemed fit to insert into these and to send in copy to Their High Noble Eminences; it being further resolved, pursuant to the reasoning in the Resolution of the 11th of Janry last, to have the aforesaid vessel constructed on the given footing for the said sum of R/a 23904 3/4, as there were, after a careful examination, not only found no excesses in the articles of the mentioned estimate, but the same in all parts were found very reasonable; and accordingly it was understood to let the said Modi be provided with Ro/a 7000 from the treasury upon this for the procurement of various materials, as well as to direct the Equipment Master Van Warnar Falck to draw up a requisition for all such necessities for the aforesaid purpose as are still lacking at the Equipment Warehouses of this Directorate, in order likewise to be sent to the principal place. Honorable, Highly Esteemed, Ruler: Pursuant to your Honor's esteemed request, the undersigned sea captain has the honor to inform your Honor that he, with his vessel De Drie Papegaaien under his command, left the Batavia roadstead on 2 September of the current year, cleared the Sunda Strait on the 8th thereafter, sighted the headland of Diu on 19 November, and on the 22nd of the same month encountered two English warships off and near Bassein; subsequently dropping anchor in this roadstead on the 25th last, without anything worthy of your Honor's attention having occurred during the journey, having had, however, 11 deaths during this voyage and currently still 6 sick on board. Herewith hoping to have fulfilled your Honor's esteemed intentions, I respectfully call myself, below was written, Honorable, Highly Esteemed, Ruler; lower down, your Honor's humble and faithful servant; was signed, B: Verdoes; in the margin, Suratte, 20 December 1753. Furthermore, several petitions were read, namely one from the bookkeeper and first sworn clerk Hendrik Kroonenberg, wherein he withdrew his previously made request for obtained discharge to the main settlement, requesting permission to remain in service here, with a humble plea that favorable reflection may be made upon his nearly 21-year service, of which he spent more than 19 within this directorate in various functions, yet always working as a clerk; Suratte, 16 April 1754 concerning which, it being considered among other things that, apart from the petitioner, there is currently no one available to translate the native papers, his request was unanimously granted. On the petition of the junior assistant Ewald Westphal, earning 16 guilders per month, requesting, due to ample expiration of time, to be promoted in rank and salary as might be deemed appropriate, it was agreed to promote him according to the regulations to full Assistant at 24 guilders per month, to serve a new five-year contract in return, commencing today. George Lodewijk Bijsner, from Oldendorp, having performed the service of chief mate on the ship Bloemendaal since 1 July of the past year 1753 without yet having any proof thereof, and therefore requesting to be confirmed in the said employment; it was approved to grant him a commission as chief mate, subject to the favorable approval of Their High Excellencies, also leaving it to them to grant the petitioner such an increase in salary as they shall deem fit. A similar decision was also made regarding the petition submitted by the free skipper Gerret Glissenberg, who, having been loaned to the private trade here since the year 1747, requests to re-enter the service of the Honorable Company, because, since a second mate is lacking on the ship De Drie Papegaaien, it was agreed to provisionally place the petitioner in that capacity on the said vessel, Suratte, 16 April 1754 and to have a certificate issued to him after he has first properly taken his examination before the two sea captains Bastiaan Verdoes and Willem Marchies, otherwise leaving his confirmation to the approval of Their High Excellencies. At the instance of Captain Bastiaan Verdoes, and of the persons to be named below, it was agreed, subject to the approval of Their High Excellencies, to grant the deed of boatswain's mate to Arij Abrahamsz of Utrecht, as well as that of quartermaster to Sijmen Doeleman, of Amsterdam, both with half-pay, the first having been provisionally advanced to that capacity in the ship's council on the last day of January last, and the second already on 11 September of the past year. Hendrik Weerstlekke of the Palatinate, a soldier of this garrison earning 9 guilders per month, having requested an advancement on account of the expiration of his contract term, it was thought fit to raise him in salary to 11 guilders under a new three-year contract, commencing today. Captain offense was taken, and that the captain who commanded her, who according to English laws should have been sent off deported to Europe, has had the freedom to retire to Bengale, where he now commands one of the best of their Company's ships; from which it becomes sufficiently evident that he had secret orders from the Government at Bombaij to act as he did; furthermore, it is a well-known fact that all English vessels captured by Angria have always been ransomed by the Bombaij ministry for one third of their value, and that those Gentlemen subsequently sent the same for their private account to the very places whither they had been destined for the account of the Company, without any further trouble ever being caused by the Angrians to their vessels thus obtained. The undersigned himself has quite recently had a new proof of what he supposes here, consisting in this: when he was at Cochim in the month of January last, an English ship from Bombaij also arrived there, whose Captain gave him to know as if in confidence that the vessels then sent from Souratta to Stetsmandu had been taken by the Angrians, since these had departed expressly for that expedition; the outcome has shown that such was indeed their intention, and that they would have captured them without fail, were it not by great good fortune that our small fleet had departed one day before their arrival. By what possibility could the said Captain have known and related the secret design and true aim of the Angrians in such a positive manner, unless there were collusion between them and the English. If one may also give credit to the general rumors here, the Angrians who recently attacked our ships were warned of the impending departure of the ships de Liefde and Bloemendaal as well as of the considerable treasures loaded therein, and they were indeed hunting for the same when they happened to meet the unfortunate Souratta Persian traders. All these half-proofs, Right Honourable Sir, must in my opinion be abundant enough to cause the Honourable Company to resolve to use greater precaution in the future than has occurred hitherto, and instead of 90 to 95 seafarers who are commonly aboard our ships, to man the same with at least 130 heads of the best European militia and sailors, not counting the Moors who sometimes make up a portion of the crew, as well as 25 or 30 Soldiers for each ship; furthermore, each vessel, instead of 5000 lb of gunpowder, with which at best 1000 cannon shots can be fired, ought to be provided with 12000 lb and shot in proportion. 927 From Souratta, 11 May 1754 From Souratta, 11 May 1754. the ships coming from Cochim China run the risk of having to winter at Bombaij. Various foreign ships are lying in the roads which still all have to be unloaded and loaded, and cannot be ready before the end of this month, unless Your Right Excellencies please to give orders that the ships from Cochim China depart from there earlier, and that they are not detained at Malacca, Ceylon, and Cochim, as has now happened again at Malacca, where the vessel Toornvliet was detained for 14 days to load the few goods. We also request authorization, for ships sailing to China, to be permitted to ship money in default of cotton, in order to avoid disruption in the return cargoes from China, and also that the sum may be regulated and the specie designated; the imperial thalers have carried an agio of 6 per cent this year. Said Captain Boudewijn Moole has requested from us the permitted freight space, following the example of Batavia; we could not grant this request, and send his petition herewith under No. 3, together with a report, see No. 9, from which it appears that a notable underweight of 116207½ lb has occurred on the delivered sugar. Captain Moole pretends that all the sugar was weighed with the steelyard, each canasser against a picul of 122½ lb or two canassers for one, which agrees with the invoice, but by no means with the weight. We have debited said Captain's account for the deficit, and send his justification herewith under No. 4. The first undersigned, having noticed the bad condition of the cargo of sugar, expressly commissioned two members from the Political Council for an inspection, No. 5, from whose report it appears that the sugar is completely wet and poorly packed. Whatever effort one makes to promote the collection of linens, everything is nevertheless in vain; the suppliers plead the high price of cotton this year caused by unexpected rain, and since our last advices the cloths have risen 12½ per cent above the augmented 9 per cent of last year. For that same reason of the bad crop, they refuse to deliver cotton yarns, and even refuse to demand a price for them, which has obliged us to suspend the collection here, and in the meantime to give orders on Ketomandus and Jamboeser for the collection of cotton yarns, all with an increase of prices, as it is otherwise impossible for us, according to advices from those places, to obtain anything. If Your Right Excellencies desire to be served regarding the collection of linens and cotton yarns, we request authorization to be allowed to offer the English prices for them, for the merchants here show us that they demand nothing more than what the English pay; how they justify matters with their masters is unknown to us; they claim to have authorization and have made a contract of 350,000 rupees. The affairs of Souratta between the Governors and the Geniems are today all pacified, if only it lasts; the element of self-interest continually creates new turmoil and causes a standstill in trade, so that it were to be wished that the Geniems or the Moors were master, in order to enjoy a lasting peace and quiet. This concluded peace has caused us to decide to discharge the Company's Pathans, retaining only five men, in order to have the opportunity, in case of necessity, to recruit through those men, which is otherwise very difficult. On 24 April, Mr Boutcher, Governor of Bombaij, sent with the English ship the Marij two survivors from our burned ships, named Claas de Vries, provisionally second mate of the Wemmenum, and Marten Stop, boatswain's mate of the Vreede, bringing also a letter, the content of which is very different from our reports; we send the same in copy under No. 7. Pursuant to this writing we must send those two men back along with an ambassador, for Angria, they say, will demand no money. We could impossibly have negotiated these prices for the sugar if one had not given six months credit to the brokers, which we hope may be favourably approved by Your Right Honourables, as we had to proceed to the one before one could obtain the other, and without risk one cannot conduct trade, over and above that in the case in question it is always better to give credit than to see the capital melt away, principally to those who until today have always paid well. True it is that commerce here is terribly oppressed by the extortions of the grandees, who recently detained the supplier of the English and did not release him before and until he had paid a good sum, which intimidates the merchant from giving credit to anyone. To this is added that since 15 days three prominent merchants have gone bankrupt, which likewise causes a great consternation in trade.
