211. From Surat, 9 April 1760. From Surat, 9 April 1760. to be permitted to trust in Your High Honours' goodness that you will kindly accommodate the fact that we undertook this on our own authority. On the 24th of that month, it was also decided to have the damage sustained by the Company's jetty and tent during the English war in the spring of 1759 repaired as frugally as possible, in accordance with an incoming report from committee members, which was carried out in like manner and cost ƒ636:1:—, as appears from the specification inserted into our resolution of 21 May. How severely the Company's buildings on the shipyard suffered during that same war having already been roughly described in our humble letter of 12 March of the past year, regarding that matter it only remains for our information that, having had the same inspected by the overseers of the buildings, they submitted a written report on 19 May, to be found with that resolution, after the resumption of which the decision could not be otherwise than to have them repaired as carefully and economically as required. Subsequently, on 21 August, a specification was received of what this repair and the restoration or new manufacture of some goods shot to pieces had cost, amounting together to ƒ1963:18:—, which in a country where masonry, carpentry, etc. cost so terribly much money, is by no means excessive, on which account we have approved that account, as well as: A specification for the construction of the wooden fence of beams and planks provided with embrasure gates, from behind the small house where the gunpowder is stored up to the southeast gate, amounting to ƒ4625:9:8; Two others for the construction of the new military guardhouse and kitchen with tiled roofs and a sink-well on the shipyard, totaling ƒ5822:5:—; One for the new enclosed timber warehouse, also with a tiled roof, amounting to ƒ2771:10:8; and One for the construction of the new gate on the east-southeast side of the shipyard and the raising of the wall on both sides, amounting to ƒ973:8:8. From Surat, 9 April 1760. lodge cost ƒ899:9:8, while the relaying of the tiles and the repairing of the roofs amounted to ƒ246:13:8, or ƒ56:1:8 more than in the year 1758, caused by the increased dearness of tiles and building materials; but since, upon resumption of the forwarded specification at our meeting of 11 October 1759, we discovered nothing improper or excessive therein, we could not refuse to approve the same. Concerning the unfit defects and spoiled goods in the respective administrations, the head administrator having provided a report on 8 October 1759, matters were disposed of according to the resolution of that date in line with orders and custom, and in accordance therewith various goods belonging under the administration of the purveyor that required it were repaired and renewed, at the expense of ƒ501:17:8, according to a specification submitted on the 4th of the past month and approved on the same day. The writing in and writing off of short weights, successively occurring during the garbling of chests of nutmegs mixed with cloves, consist of the following, namely: 1 3/8 per cent on the nutmegs received per Amerongen. 4 per cent on the cloves, included therein 850 lb of mite-eaten nutmegs and dust and debris of nutmegs and cloves, already sent to Batavia this spring on the ship Amelisweert. 2 5/8 per cent on the nutmegs received per Tulpenburg and the Vrouwe Rebecca Jacoba. 4 3/8 per cent on the cloves, 820 lb of mite-eaten nutmegs, dust and debris also included. 2 7/8 per cent approximately on the nutmegs brought by Amelisweert and Amstelveen. 5 3/8 per cent slightly on the cloves, 446 lb of mite-eaten nutmegs, dust and debris included therein. 1 per cent on the nutmegs brought by 't Hof d'Uwe and the Waaksamheit. 3½ per cent on the cloves, included therein 857 lb of mite-eaten nutmegs, dust and debris of those spices. From Surat, 9 April 1760. From Surat, 9 April 1760. 21 August previously and 18 January of this year, the swearing of which appears from our resolutions of 5 and 26 June, 16 October of the past year, and 9 February last, as does the successive deficits found upon opening 19 full suckels and one remainder suckel of mace from that of 2 November, amounting to 5¾ percent. For the rest, the three last-mentioned lots of mite-eaten nutmegs and spice dust and sweepings have also already been transported to India's capital with the ship de Waaksaamheijd. One of the Company's riding horses having sprained itself without anyone's fault or neglect of duty, as evidenced by a report inserted into our resolution of 28 July of the previous year, we have resolved to write off that animal. And since one is now lacking from the fixed number, a search has long been made for another, but until now none that was passable could be obtained except at an exorbitant price, which we did not dare spend for it. The findings of overweight and underweight on the merchandise weighed out in the year 1758 having been submitted at our session of 11 October last, we have, after comparing them against the regulations, resolved to pass all of them, and to have refunded to the packhouse master from the Company's cash what was due to him after deduction, according to an overview presented at the same time, to be found in the resolution of that date. We also resolved at the session of the last day of December 1759, subject to Your High Nobilities' esteemed approval, to write off in general all the artillery, ammunition, and equipment goods that were on the horry de Brood Rott when it had the misfortune of overturning and drifting out to sea, as recorded according to the books and the inventory, together with the heavy rope intended for the Jonge Jacob which was also lost through that accident. As appears from a finding sent over by the servants at Ahmedabad, a deficit of 2½ percent was found upon weighing out the powdered sugar sent to them in the year 1758 to the merchant, for the writing off of which we qualified them according to our resolution of 5 April 1759, since the same does not exceed the permitted write-off if one calculates only ¼ percent for spillage between Broach and Ahmedabad. However, it was simultaneously recommended that in the future they immediately re-weigh all goods upon receipt and send over a record of the deficits in order to know what was actually lost during transport. In consequence of which, regarding the 200 canassers recently sent thither, they sent over a finding of underweight upon arrival from Broach amounting to 1 percent, which we passed for writing off on 5 June, as well as the coolie and weighing fees incurred upon delivery of the first-mentioned lot amounting to f 37:10:-, just as we had also done earlier on 19 May for the deficit found on the last lot of sugar upon arrival at Broach amounting to 1½ percent, as it did not exceed the permitted write-off. The compensations and debits that do not appear in the annexes cited under the answering of Your High Nobilities' formal rescript consist solely of: The f 3206:17:8 charged back to this Directorate by invoice of the ship 't Hof d' Uner on account of the excess paid in settlement of the lasts of powdered sugar brought in the year 1755 by the commanders of three ships, in order to be reimbursed to the Company, according to the resolution in the Council of India on the first of June of the year 1759, by those who neglected to charge that amount to Batavia in time; for which it was resolved by a majority of votes, for reasons broadly stated in our resolution of 2 November, to debit the estate of the deceased invoice keeper van Ebbenhooft, pending Your High Nobilities' further disposition; The f 1263:4:- charged in the same invoice for a one-third portion of the commission money enjoyed by the supercargoes of the ship Rhoon, for which the junior merchant Kroonenberg has been debited on the pay accounts; and f 39:1:8, or the cost of some goods purchased here

From Surat, 9 April 1760 From Surat, 9 April 1760 purchased medicines found deficient on Ceylon, which were ordered to be reimbursed by the Chief Surgeon of this Directorate, Kummer, for one half, and the packers for the other half. Among the annexes of this letter, we have the honor to present to Your High Noble Lordships a petition from the Junior Merchants Sanderus and Van den Slijden, aiming to obtain a favorable discharge from the heavy and burdensome assessment of ƒ10158. 19:8 imposed on them by our Resolution of the last day of March 1758 on account of losses incurred on manufactured goods sold by public auction, together with some documents relating thereto, on which we request a favorable reflection and disposition. For the closing of the trade ledgers of this Directorate for the Year 1738/9, upon receiving notice that having duly confronted the debtors and creditors no discrepancies were discovered on that occasion, the necessary authorization was granted at the session of 8 October of last year; however, on the 31st thereof, a written report having been submitted by the now departing Head Administrator concerning various errors and omissions discovered both therein and in the invoices, the necessary decisions for the redress thereof were taken, in regard to which, to avoid a tedious elaboration, we request to be allowed to refer to the Resolution of that date; subsequently, on the 27th of the preceding month, the members of the Council expressly commissioned for the inspection thereof, Kellij and Blaaukamer, submitted a detailed written report regarding their findings, from which it appears that some further considerable erroneous treatments and negligences were discovered, but all of such a nature that they could be remedied without prejudice to the Company, to which end the necessary arrangements were made on the same day, as Your High Noble Lordships may see in detail, should it please you, from this and everything further relating to this matter in our Resolution of the aforesaid 27 March, which also demonstrates that during the review in Council no other noteworthy errors were discovered. In the pay ledgers of this Directorate for the Year 175¾, it having been found that the Junior Merchant 221. From Surat, 9 April 1760. From Surat, 9 April 1760. Willem Blaauwkamer was credited with ten months' pay too few by the repatriated pay bookkeeper Ihdem, as shown by our Resolution of 11 August of last year and a report recorded therewith from the present pay bookkeeper Wargaren, we decided upon his request to have him credited for this in the current pay ledgers. The inspection of the books for the Year 1758/9, both by express Commissioners and in the Political Council, has ended without anything improper being encountered, except only an excessive advance of wages to various persons amounting to ƒ16: 14:, which the pay bookkeeper has been instructed to recover from the recipients upon the fixed distribution of good months, and to take care thereof in the future. The Captain Lieutenant at Sea and currently departing Master of Equipment, Jan Warnar Falk, having made known by a petition submitted to our assembly on 24 April 1759 that, having learned that according to an extract of the Batavia pay memorandum dated 17 September 1758 his account of accrued monthly wages was to be debited for ƒ214:5:9 for a debt from the Drie Papagaijen, although the cargo of the said vessel, with which he arrived here as Lieutenant, was indeed discharged at this place, and he, the petitioner, subsequently remained here as Master of Equipment, he requested that this assessment might be suspended until the matter should be investigated; we have therefore seen fit to instruct the pay bookkeeper once and for all, until further orders from Your High Noble Lordships, not to obey any orders from the head of the General Pay Office regarding assessments on the pay accounts of servants appointed or present in this Directorate, unless the same emanate from or are founded upon a resolution of Your High Noble Lordships, or a debit warrant signed by the Right Honorable Director-General, as it is unknown to us that this may occur without a resolution. The general profits in the Year 1758/9, to our sensible regret, amounted to only ƒ583997:19 —, or ƒ157035:18:8 less than in the Year 1757/8, due to a lower sale of merchandise, which is principally, if not solely, to be attributed to the upper- and inland unrest, and we therefore hope will not be imputed to us. Merchant Willem Blaauwkamer having been credited ten months' wages too few, we have decided, upon his request, to have him credited for this in the current pay books. The examination of the books for the year 1758/9, both by express commissioners and in the Political Council, was completed without encountering anything improper, except only an overly generous disbursement of wages to various persons to the amount of f16: 14:, which the pay bookkeeper has been instructed to recover from the beneficiaries at the next distribution of good months, and to take care regarding this in the future. Whereas the Captain-Lieutenant at Sea and currently retiring Master of Equipage Jan Warnar Falk made known through a petition submitted to our meeting of 24 April 1759 that, having understood that according to an extract from the Batavian pay memorandum dated 17 September 1758, his account of accrued monthly wages was to be debited for f214: 5:9 on account of a debt from the Drie Papegaaien, although the cargo of the said vessel, with which he arrived here as lieutenant, was duly delivered at this place, and he, the petitioner, subsequently remained here as Master of Equipage, he requested that this debit might be suspended until the matter should be investigated; we have therefore seen fit to instruct the pay bookkeeper once and for all, until Your High Noblenesses' further orders, not to obey any orders from the head of the General Pay Office regarding debits to the pay accounts of company servants assigned to or present in this Directorate, unless they stem from or are founded upon a resolution of Your High Noblenesses, or an ordinance of assessment signed by the Right Honorable Director-General, as it is unknown to us that such may take place otherwise. The general profits in the year 1758/9, to our sensible regret, amounted to only f583997:19:-, or f157035:18:8 less than in the year 1757/8, due to a lower sale of merchandise, which is principally to be attributed not only to the upcountry and domestic unrest, and we therefore hope this will not be imputed to us. From Souratta, the 9th of April 1760. since the Coolie matter is running so high, it cannot be done without terrible costs, it was resolved not to proceed with it; yet, at the request of the warehouse master, it was resolved that, in case extraordinary shortweights should be found among the goods resting in that warehouse, a fair consideration should be given to it, as these are accidents for which no one can reasonably be demanded to pay. And since the situation of the jetty is such that one was exposed every day to such accidents, unless permission could be obtained to make a wall or sufficient wooden enclosure on the outer or east side, the Director did not have the hole closed, but merely placed a large chest filled with copper against it, in order to be able to convince the Regents with the evidence, in case they should doubt the necessity of that work and the truth of what had happened, as such incidents here are by far not as common as in other places; and it was also thought fit to have a request made to the city Regents to be allowed to raise a wall or wooden enclosure from the north-east gate of the wharf up to the small Powderhouse, and, in the event of a stubborn refusal, to protest against it, and to leave all the consequences that had already resulted and were further to result therefrom to the detriment of the Company to the account and responsibility of those who prevented us from using the necessary precautions against it. It is said that they have concluded a contract with the Prince of Rajapoer, who was recently in person at Bombay, to surrender the Castle of Sensiera to the English Company under certain conditions, which are not yet properly known, but of which the two principal ones are said to be that he would first be paid four and a half touw of treasure for it, and further be granted a considerable annual income from the revenues of the admiralship of the Mogul Empire; but this news still requires confirmation. From Souratta the 9th of April 1760. again, has, a settlement having been reached, returned to his first resolution to repatriate, for which purpose he made use of the aforementioned Jarmouth, which is said to have left Bombay on the first of this month. The Company's business agent at Amed Abaad, Tellikjent, managed to negotiate from the Marhatta Government the same prerogatives for the English Nation as we enjoy there, and furthermore, together with his brother Damoesa, allowed himself to be employed to purchase there for the account of their Company about half a ton of gold in linens, to be delivered free and clear to the English lodge in Cambaat, the memorandum of which is inserted with our Resolution of the 28th of January of this year. The Sultanpoer Coolies, or pirates, having repeatedly managed to cut off vessels that were under their convoy and capture them within their sight, they undertook an expedition against them in the preceding month, while the Marhattas from the landward side entered their territory. Concerning the French, nothing worthy of Your Right Honours' attention has come to our knowledge, nor likewise concerning the Portuguese, except that on the 2nd of December here in the Roads the private vessel Attalaja, Captain Felix, was burned, along with the greatest part of its cargo intended for Bengal, said to be worth 4 to 5 tons of gold, because the Moorish mariners stationed on board secretly smoked their hookahs in the hold. From the Court of Dhilli, tidings were received on the 18th of the preceding month, or after the memorandum of the first undersigned was already prepared, that the Pathans, having entered the city, the gates of which appear to have been opened to them, entered there eleven days in succession, though they achieved little of note there because they had partly dragged their vessels deep into the creek and partly sent them away by sea. Also, after reading the Regulation on the provisions of rations to Moors and other natives of 2 October 1759, considering that in the contracts with the Moorish seafarers one binds oneself to provide the kitserie, properly so-called, and not rice with kitserie or cadjang, alongside ghee, or melted butter, we have resolved to continue therewith until Your Noble Honours' further orders, even though the ships might be sufficiently provisioned with other cadjang and butter to be able to make the distributions therefrom, but not to allow rations to be distributed for the same until after it shall have been inspected by the Trade Transferrer and written report made to the Head Administrator as to how much of that grain was provided to the ships at Batavia, how much thereof has been consumed, and how far the necessities for the Moors can be taken from the remainders, calculating the return voyage of the ships departing from the first of November to the last of March at three, and those leaving late in the spring at four months. From Surat, 16 April 1760. delivery of the cash for that command, according to Your Right Honorable's order shipped on the eye of the same, would become very dangerous, on which account we, having granted the officers their dispatch the following day, he continued his voyage on the 13th current. And since the dispatch of Zeekerland, for which not a single man had yet been obtained, not only because of the reasons briefly mentioned in our aforesaid respectful letter, and to be seen in greater detail in the report of our pay-bookkeeper cited therein and to be found in our resolution of the ultimate of March last, but also because of the disadvantageous rumors spread by some of the most recently returned Moors that they had supposedly been severely mistreated on the Company's ships with kicks and blows, of which however not the slightest proof has appeared to us, it was deemed that we could no longer delay making use of Your Right Honorable's authorization in your respected letter of 20 October 1756, to proceed if necessary to some increase of their pay, and therefore resolved henceforth to grant them 6 instead of 5 rupees monthly, which is still one rupee less than is paid to them by the English, through which we finally obtained yesterday 39 hands for the benefit of that keel, and were thus enabled to let the same, which was waiting for nothing else, proceed on its voyage under the command of the first-undersigned, who thus, if it pleases God to grant him a safe voyage, will have the honor of delivering this into Your Excellency's own hands. Of the requested rice for both of the mentioned ships, only 6135 lb was supplied to Cattendijke, since, in accounting for their consumption of that grain, it was found that this suffices for a four-month voyage for the same, according to the number of European and Moorish crew sailing on it. The General Balance of the Directorate without any desperate or doubtful debts, so far as this concerns the main office, we have the honor to present herewith to Your Right Honorable, as well as all the other 261. On the aforesaid vessel Leckerland only 200,000 silver rupees were shipped, or 30,000 less than we had intended, as the state of our treasury did not permit a larger shipment owing to an advance of 50,000 rupees made in the meantime, and which was necessary, to the Surat suppliers on the new contract, which we dared not postpone for fear that the same might be taken as a pretext for a late fulfillment. Of the 20 pieces of spottaars dherribadies and coarse dherribadijs, both raw and bleached, commissioned to the suppliers for procurement, along with an equal quantity of each sort of piece goods that the English here trade pro patria, according to the allotment in the separate letter of the two first-undersigned of 17 December last, only 19 pieces having come in, because they were foolish enough to include the samples in the count, and moreover among the fine Surat Niquanias of 10 Wisas, length 14, breadth 1 5/16 [illegible], eight pieces were found so far inferior to the sample that we judged it unadvisable to accept the same as sound, although only contracted on trial, we, since they were only delivered on the 14th current, and it would be foolish, in order to complete the corgies, to deprive ourselves of the samples and thus place ourselves in the necessity, if a demand should ever be made for them, of having to rely on their honesty, or at least proceeding as if blindfolded, and the brokers testified that they saw absolutely no chance of procuring the missing pieces immediately, deemed it best to send only half a corgie, or 10 pieces, on this occasion, and the other half of the chintzes and Niquanias in November or December over Ceylon to the Netherlands, and of the Dherriabaijs to Batavia, while for the rest 2,000 pieces of the fine Surat Niquanias will be procured by the patels this year, and of the remaining assortments the following quantities, namely: are 4800 pieces

Regarding the state of affairs in the Directorate, the administration of which was entrusted to me by Your High Excellencies, I take the liberty to refer respectfully both to the formal description sent with the Cattendijke and to the copy sent by that same vessel of the Memorandum which, to the best of my knowledge, I have drafted and left behind for the service of my aforementioned successor; for I could not well imagine that Your High Excellencies would have regarded it as entirely superfluous or useless, and therefore have wished to dispense with it. On the contrary, I even flattered myself that Your High Excellencies would, if only provisionally on such a work or until Your High Excellencies' respected further pleasure, somewhat have taken it as a guideline regarding the management of affairs, and just as with the Director Pecock and most of my predecessors in office who at their request obtained an honorable discharge, would have pleased to honor me with an order to do so, had not both the drawing up and the complying with such a writing, in so far as the latter should be found not to conflict with the Company's interests, been regarded as self-evident duties which were known not to be omitted, just as such an express order had inadvertently been left out of the pen; thus I trust that I have not acted contrary to Your High Excellencies' respected intention, since Your High Excellencies did not criticize or take amiss that I did the same unprompted in Bengal, although the brevity of my administration there and the resulting lack of that experience which one can only obtain in a full degree through supreme governance, would, in the contrary case, have served me as a legitimate excuse.
