Account in the form of a report To the Right Honorable Lord Jacob van Schoonderwoert Governor and Director of the Moluccas Right Honorable ruling Lord In compliance with Your Honor's respected order, we the undersigned betook ourselves to the court and to His Highness the King of Ternate, and informed that monarch, after preliminary compliments, that Your Honor had sent the last signatory to the from Ternate under date 8 May 1762. the court and to His Highness the King of Tidore; principally to request that monarch: Firstly, that he send hither the still remaining murderer Dawana, who according to promises ought to have been here. Secondly, also to make known to that monarch that the water had now reached the throat of Your Honor and His Highness the King of Ternate, and that it was high time for His Highness of Tidore to hand over the prisoners for restitution and the evildoers for punishment, for if this were to last any longer, evil consequences might unhoped-for arise therefrom. Whereupon His Tidorese Highness, regarding the first point, had answered that he now had the murderer named Sarie, but not Dawana, in his hands, and would send him hither with the last signatory, which has also happened. Yet he requested that both of them, namely Sarie and Padjie, might be interrogated in the presence of his grandees and of the remaining Tobelorese Alfuro of the village of Lenar named Kewa, who had escaped death, from Ternate under date 8 May 1762: so that they might bring forward their interests against it. And regarding the second, that it likewise grieved His Highness to the heart, but he requested that Your Honor, together with His Highness the King of Ternate, please grant a delay until the arrival hither of his emissary the Tidorese Gugu, who according to expectations will not be away much longer, promising then to give full satisfaction to the Honorable Company and His Highness the King of Ternate, that monarch further hoping that the Honorable Company and His Ternatean Highness might not be of the opinion that he intended to wage war, which on the contrary he had affirmed with these words: I take God and the Prophet as witnesses that I am not one who seeks to break my oath and violate a treaty, but strive to maintain peace and quiet in the Moluccas. Whereupon His Ternatean Highness answered that he was not in a position to seek out the remaining Tobelorese, because he did not know where he was currently living, since he had been cast out by his friends from Ternate under date 8 May 1762 because he had allowed his two companions to be murdered and he had escaped, which is a great affront among them, desiring that he, the survivor, had rather perished with them; and regarding the second, His Highness testified that these were merely frivolous and contrived pretexts which did not merit being accepted as credible, for if His Tidorese Highness did not intend to wage war, he would not have let five consecutive years pass, which instead of getting better became ever worse, wherefore none of such promises touched His Highness's heart, though he thanked Your Honor for the polite message. From Ternate under date 8 May 1762 his subjects no longer could, being fearful that out of spite and grief he would no longer be able to hold them in check, because the rapsobie had now already robbed thirteen villages of his highness, regarding which he was forced to presume that they must be supported by their king and grandees of the realm, but that his highness would wait to see what his highness of Tidor desired to do, professing as much as possible to comply with the wishes of the Honorable Company. With which we hope to have carried out the honored intention of your Right Honorable, wherefore we arrogate the honor to call ourselves with deep awe and due respect, was signed below, Right Honorable commanding sir, lower, your Right Honorable obedient and faithfully obliged servants, was signed, Ms Daams and Fs Bs hemmekam, in the margin, Ternate the 16 March Anno 1762. This council awaiting the good success of the promise contained therein from Tidore's King with respect to the restitution of the abducted Xullanese and Boeronnese, From Ternate under date 8 May 1762. Boeronnese, just as that with regard to the extirpation work is fulfilled so far that the extirpators, at the request of his highness, have already undertaken the journey to Samolla and Wasselie, while one also regarded it as a good matter that his highness had also sent up the two murderers, who had remained behind thus far, of certain two Ternatean Alfurs, regarding which the investigation has been recommended to the Council of Justice. We also live in hope that the king's earnest assurances, made now as well as previously, to give complete satisfaction to the king of Ternate and also the Honorable Company, may once take effect, for the avoidance of further estrangement between those two courts, and so that the Honorable Company may likewise not be forced to take other disagreeable measures. It being decided with respect to the Banda burgher mentioned therein to detain the same here until an opportunity presents itself for his dispatch to that government. Furthermore, it has also been approved to offer the declaration given and sworn by the gunner Paulus Schaar of Groningen, who was abducted at Xullabessy and transported to Salwatty, regarding his experiences, among the appendices to their High Noble for their honored and likewise necessary speculation. It being approved, with respect to the king of Ternate and his answer given upon the presentation of Tidore's king's promise and good intention, to appease that monarch as long as will be possible, to see if time might shortly work out something for the best, with which we still reasonably flatter ourselves. It is further made known hereby that the extirpators to Samolla and Wasselie have been recommended by instruction to make a careful investigation after a clove mountain that was said never to have been cleared, according to the word of the Ternatean Alfur named Taliko, who also promised the Sergeant of Dodingo to point out the same. other inhabitants lent much assistance, two sails without flags having been seen off Laricque on 12 March last according to a further statement, about all of which having been discussed in detail, it appeared incredible to this council that the English should be busy erecting a fort on Sakwattij, for according to the account of the gunner Paulus Schaor, who had been captured by the Papuans, together with a declaration of the Xulla islanders, Kaka and Salassa, who had fled from Salwattij, reading as follows: Today, 26 April Anno 1762, appeared before me, Iohan Lebregt Seidelman, first sworn clerk of this government, in the presence of the witnesses to be named hereafter, the Xulla islanders named Taka and Salassa, both sons of the marine Bauta, who was massacred by the Papuans, who reported it to be true and truthful that they, during the recent invasion by the Papuans on Xulla, among others by the resident Johan Fredrik Minte of Ternaten under date of 8 May 1762, From Ternatin under date 8 May 1762. with the prahu of the burgher Elias van Zoon, together with the corporal, four soldiers, and the gunner, upon the news that the Papuans, estimated at 2 to 3 prahus, had attacked the settlement of Pohea, had been sent thither to drive the Papuans away; having arrived there, they had counted as many as 25 prahus, whereupon they immediately opened fire, but to their particular misfortune their prahu struck the rocks and thus became disabled, and the said prahu listed on its side; which being seen by the Papuans, they took courage, attacked them with violence on all sides, and massacred or took prisoner all those who could not escape, among the latter being the gunner Paulus Schaer; after which the Papuans departed with them to Lieffernatulla, from where the next day they went to the settlements of Sagoedoe and Bega, which places they plundered and set on fire, and also massacred seven Xulla islanders there, while on the contrary they lost two men at Fagoedoe 105 From Ternaten under date 8 May 1762. and ten men at Pohea, without however being able to say precisely how much the entire loss had been on both sides during this invasion, because they, the declarants, had mostly been kept in harsh captivity on board and in addition had also sustained various wounds; further declaring that immediately after the last action at Fagoedoe they were taken directly to Salwatty, after having previously stopped at a small island where the Papuans had told them how they, the Papuans, had also had war with their Xulla islanders in earlier times, but had sworn to each other by oath always to live in peace with one another henceforth, which they would also have adhered to if the King of Tidor and the one of Zalwattij had not given them contrary orders; a son of the King of Saliatty had also been present among the aforementioned fleet. They further testify, upon explicit inquiry, that they saw no ship, ships, nor any fort at or around Salwatty, and had not even heard of such. Wherewith the declarants concluded their account, giving as reasons for their knowledge as mentioned in the text, and this under offer of oath. Thus done and reported at Ternaten Orange, date as above, in the presence of Claas Haverkamp and Pieter Casper Jonkers, both clerks, as witnesses who signed the minute hereof along with the declarants and the interpreter for the translation, and me, the first sworn clerk. Extract from the Resolution taken in the Council of Policy at Ternate in Castle Orange on 3 March Anno 1762. Furthermore, there were presented to the meeting four missives from Xullabesjes Resident Johan Fredrik Minte, dated 26 December of the past year, 7 and 28 January, as well as 2 February last. In these, the said servant reports, among other things, that upon the written orders of this government of 9 November of the past year, he made the warning regarding the Papuans known to all the village chiefs, so that they might be on their guard, and subsequently, on 11 December thereafter, had a cruise conducted by the corporal, two privates, and the gunner, together with the sangaji of Magolij and thirty of his subjects, aboard the kora-kora of the citizen Elias van Roon, who returned on the 15th of the same month without having discovered anything, which was accepted for information. But in a further letter, he brings to attention that the Salahakan had sent an express messenger to warn him that some Papuan pirates, mixed with Tidorese, Maba, Weda, and Patani people, had surrounded him in the newly constructed redoubt at the settlement of Pohea, situated half an hour from the fortress, simultaneously requesting, in the name of the King of Ternate, assistance from the Honourable Company's servants. Whereupon he immediately sent thither for aid the corporal, four soldiers, and a gunner, with six citizens aboard the aforementioned vessel. These immediately sank two of the said pirate vessels, and would have done the same to the rest had not that vessel been run aground on the reef by the Xullanese and the Honourable Company's servants shamefully abandoned by them. From Ternate, dated 8 May 1762. Whereby the Papuans, who were already in flight, took courage again, and, because the Europeans, being stuck fast on the reef, could not employ the cannon, surrounded them with their entire force. The Europeans, however, defended themselves with their muskets to the last cartridge, and thereafter with sabres in hand, for as long as they could until, being no longer able to offer resistance, they were all killed together. Four of their bodies, one without a head, washed ashore and were buried by him, the Resident. According to the report of the village chiefs there, sixty-four subjects were either captured or murdered, whereas in contrast, the loss of Papuans killed by the Europeans alone was considerably greater, as could be seen from the bodies floating in the sea. This had also forced them to turn their prows toward the Strait of Liefmatulla, where, according to information obtained from a Xullanese who had escaped from their hands, they awaited a larger gang, intending to venture a new attack on the Xullas. In this attack, the following ammunition also fell into the hands of that pirate rabble, namely: 1 iron cannon 50 round shot of 1 lb balls 50 grape shot 50 lb gunpowder 6 copper cartridge cases 2 vent prickers 1 gunner's ladle with its forward end 1 sponge and rammer 25 lb nails for scrap-shot 8 standard muskets 8 cartridge pouches 50 bundles of sharp cartridges with 2 balls each, or 24½ lb musket balls 1 musket scraper 1 medicine chest with lock and key, in which the aforementioned ammunition was stored, the aforementioned citizen vessel subsequently being burned by them. By which incident the Resident has been placed in a dire condition, having no more than four disabled Europeans with him. He has therefore resolved to hire eight native citizens as soldiers at 3 rixdollars per month, besides the customary board wages and rations, to be employed on pay in the fort until other troops are sent to him by this government. For this he requests, since the pirates still showed themselves daily and indeed seemed to desire to storm the fortress if they were not afraid of the cannon; yet outside its reach, they inflicted all manner of atrocities by plundering, murdering, and burning. In the same manner, a second gang, consisting of thirty-nine kora-koras, attacked the settlements of Sagoedoe and Bega without hesitation or resistance, pursuing the fleeing people everywhere into the mountains, so that it appeared as if they wished to destroy the entire country roundabout. Furthermore, the Resident reports in a subsequent letter that on 31 January, unexpectedly from Amboina, the pantjalling De Hoop arrived there, commanded by the second mate Timotheus Barriel, carrying a missive from the ministers of that Government. Therein they make known that, having learned of the aforementioned case from the Macassarese Boetahia, who had been driven thither by adverse winds, they, out of concern that this might not be reported hither so quickly, had thought fit to send the said vessel to his aid, outside the ordinary.

Which militia he, the resident, with the approval of this council, would maintain until the requested succor and orders from here were received on how to conduct himself under these current circumstances. Regarding the contents whereof, after mature deliberation, it was resolved and agreed, initially to approve the assistance rendered to the salahakan against the pirates, even though it had not met with the desired success due to the treacherous conduct of the Kulanezen and native burghers, whereby our men became the victims of the enemies; with the observation, however, that the resident would have acted more prudently had he not stripped the fort down to four sick soldiers. It being furthermore considered a good thing that the Ambon ministers, in the resident's distress, had sent 12 men and a corporal thither for the reinforcement of the post, for which precaution it was decided From Ternate, dated 8 May 1762 to express our gratitude to them at the first opportunity. Likewise it was approved that the resident, after the massacre of the dispatched servants of the Honorable Company, had engaged eight native burghers at three rixdollars per month, with the usual board money and rations, to serve in the fortress until the requested reinforcement from here arrived; which persons he also acted very properly in immediately discharging again when the Ambon ministers unexpectedly assisted him with men. And having requested of us by petition to be permitted to unload and sell here his imported cargo of rice, along with some other trifles: we have, following our resolutions also accompanying this, and because that vessel was struck by heavy storms resulting in the loss of a mast and severe leaks, as well as the scarcity of that grain prevailing here at that time, found ourselves somewhat compelled to such a concession, and granted it in the hope of Your Right Honourables' approval, under such precautions and the posting of sufficient surety regarding all such dispositions as Your Right Honourables might at any time be pleased to make concerning the said petitioner or that vessel, which, escorted by this, has undertaken its present voyage to the capital for that purpose. Than Sionko, Chinese, residing here, is by this open letter of safe conduct permitted to sail directly from here to Ambon on a sloop of 50 lasts, manned with 30 heads, along with the mestizo citizen Willem Coning as mate, and the Chinese Than Packo and Li Tjanko as clerks; therefore requesting everyone who stands in bond and alliance with the Honorable Company, as well as all its high and low servants, to let the said Chinese Than Sionko pass freely and unhindered, and also, if necessary, to offer him as much help and assistance as can be done without damage to the Honorable Company; the same having been clearly enjoined, in accordance with the respected order of Their High Mightinesses, not to call at any other places on Java during the return voyage than Samarang, Sourabaija, Grissie, and Cheribon, and also not to bring along any opium or any other prohibited goods, all under penalty of confiscation of vessel and cargo, and the first mentioned moreover on pain of death; carries along 4 lasts of rice 121. On the 25th of the recently passed month of March, having had the honor to receive via the pantjalling de Garnaal Your Right Excellencys separate secret, very venerated dispatches of the ultimate of December and 10 February, with the appended commisorial report of the Honorable Extraordinary Councilors Reijnier de Klerk and Joan Elias van Mijlendonk, as well as the first secretary Mr. Willem Arnold Alting, regarding the right of the Company to a private possession, navigation, and trade in these eastern governments, dated 23 November; together with and besides the secret resolutions passed upon its presentation in the assembly of Your Right Excellencys dated 22 December; and furthermore also the copy of the secret instructions for the merchant Jan Jonkers and associates, as heads over the force dispatched by Your Right Excellencys on an expedition against the Papuan pirates, both by water and by land, of 10 February; all of the past and present year; I have, with all respect, immediately taken all those papers into my dutiful observation and consideration by perusal. Consequently, I did not fail, in accordance with Your Right Excellencys aforementioned orders, to forward that vessel directly, two days after the date, further to Ternate, after the necessary repairs to its damaged rigging and sails and the addition of three European sailors in place of the sick who had to be transported to the hospital here; under such an advisory letter from me to Governor Schoonderwoerd as I take the liberty to attach hereto, alongside a certain dispatch received from there with various enclosures dated 15 November, but later signed in January with a P.S., because, in view of the uncertainty of having no such ready transport available from the Moluccas, I thought that those papers ought to serve for the speediest communication to Your Right Excellencys; and at the same time I also have this accompanied by the answer returned to us thereto, dated 19 March, annex the note mentioned therein from the resident at the Sula Islands, the bookkeeper Jan Fredrik Minte; and likewise the report and deposition passed here at the secretariat on 29 December of a certain native Nordin from Sawaij, who, having been at the island Salwatty for some time in the previous year according to his declaration, brought us from there such a detailed account that, in confrontation with various other reports, and particularly the accounts also attached hereto from the second mate and commander on our pantjalling De Hoop, Timotheus Barruel, it now seems to place beyond all doubt that intrusion and usurpation of the high rights of the Honorable Company in these eastern quarters which in the previous year could not yet be held entirely acceptable of a nation that, both out of the duty of neighborly friendship and in general fidelity to treaties, was formerly well acknowledged; and on other occasions, more or less currently, also showed an inclination to take part even according to grounds of right, equity, and reason; so that those very possessions, so highly esteemed by the state of our fatherland, remain to the present day undisturbed, or at least publicly unviolated, before the whole European world.

This is because the lack of any such signal, when the aforementioned small fleet dispatched for Your Right Honorables passed through the Boezeroens on 3 and 4 March, recently gave occasion for a Macassar burgher, Isaak Iawaris, who was also present there at the time and arrived here on the following 17th, to turn back to the shore of Boelecomba out of distrust of that force, as recorded in the attestation inserted in our general resolutions of 19 March. He subsequently brought those reports here as well, which caused some speculation and gossip among the common people, until the certainty thereof was brought by the aforementioned pantchialing De Garnaal. From Amboina, dated 26 May 1762: are to be before Castle Orange in the Moluccas, upon whose arrival, in conjunction with the aforesaid small fleet, the commanders thereof are ordered to await their secret instructions. 4. That the manning of these vessels with respect to military and seafaring personnel must be made as generous as the number of men present here will permit, and the commanders chosen from the most trustworthy and capable. 5. At the same time, it is the special desire of their said Right Excellencies that an elite Company of native Amboinese of this land be recruited here, as strong in numbers as the capacity of the vessels will permit, for transport to the Government of Ternate under capable and experienced officers as commanders, both over the European military and the aforesaid Amboinese, with the addition of capable non-commissioned officers. 6. That the provisioning of these vessels must be arranged in such a manner that they may remain without want for a full year. 7. That, furthermore, the local burgers residing here are also granted the liberty to join the aforesaid small fleet with their vessels, under the promise that, as a private gratuity and property, any Papuans captured by them may be kept as slaves. Therefore, timely communication must be given to those interested, and proper commissions must be issued to ensure compliance with the command and orders of those placed in chief authority over this expedition; while at the same time taking care that the secret thereof is not leaked through the granting of passes to the Papuan islands or other places. 8. That, it also being understood by their Right Excellencies as a useful means for preventing smuggling and the illicit transport of spices, the extirpation of all spice trees that can possibly be found in unauthorized places within the general jurisdiction of these eastern Governments, they have therefore also been pleased to order and most strictly recommend that, under the present state of affairs and on the occasion of this expedition, use be made of the willing assistance of the natives themselves through the offering of bounties, or otherwise by the power of the aforesaid small fleet, within each respective jurisdiction, explicitly mentioning Little Ceram under this Government. Likewise, 9. At the present time, their Right Excellencies, having deemed useful the renewal of the old placards and ordinances prohibiting any correspondence, intercourse, or trade with European foreigners, consequently order that this should generally take place in these eastern Governments, with a special proclamation that anyone failing to abstain therefrom, as well as from the committing of acts of piracy, will experience the following year being punished according to their deserts by the Honorable Company's power. While it is also especially to be observed regarding the four vessels present here and the common shipping that now, according to the attached report of the skipper and equipage supervisor: The chaloup De Nagelboom, severely gnawed through by the worm, stands half-repaired on the beach; The pantjalling De Peperthuijn, for repairs over the entire hull on one side nearly finished, is in hand at the wharf; Ditto the Hoop, presently for observation of the fairway to the west, according to reports, is hindered by leaks, and therefore this little vessel, together with The Spion recently caulked and provisioned all round, presently remains alone in service; Without the repair of the two above-mentioned others being assured, or able to be expected or anticipated at the earliest; seeing also that the master mate of the shipwrights has died, and the present overseer with one of his mates due to the sickness of two others can work only alone on all these tasks, alongside two natives whom, being the only ones obtainable here at present, I have provisionally engaged on daily hire. An ordinance that no native shall venture, either without prior knowledge of the village chiefs or without the customary passes, to go outside their villages, and much less to desert to any of the aforementioned roaming people who are presently so numerous; upon apprehension, on pain of corporal or capital punishment, according to the exigency of the case. 2. That such is continually subject to all similar occurrences; and moreover, with regard to the safety of our small garrison and men there, it must always depend in the balance on the good or ill humors among those natives: since 8. That post, simply and solely consisting of a palisaded gabba-gabba and atap guardhouse, situated down on the flat ground and well provided with 6 pieces of 4, 3, and 2-pounder ordnance; yet with respect to its location, is so unfortunately situated that in itself it is not only entirely indefensible, but so exposed that, so to speak, at any moment it could be set on fire merely by throwing down some combustible material from the mountains lying behind it: and 9. Furthermore, the drinking water, flowing from only a single small stream from a river located somewhat higher up, could very easily be cut off, or even poisoned. Furthermore, His Honour posed the question alternatively, for consideration and deliberation, as to what means in this respect under present circumstances might serve the Honourable Company best for the hoped-for and sufficiently timely prevention of all the cruel misfortune threatening our men stationed there, as well as, no less, with regard to preserving complete good faith among those natives; whether by reinforcing that post by all possible means to maintain it in that manner for as long as possible, or whether it would not be better for the present to withdraw or evacuate it. Whereupon, concerning all the aforesaid matters brought to attention by His Honour the Governor—both with regard to the communications found in the aforementioned letter, which sufficiently and clearly reveal a secretly plotted and already daily more and more partially executed, more or less dangerous conspiracy; as well as, on the other hand, with regard to our present slender resources, already dealt with in detail in the separate resolutions of 27 April; and likewise the entirely defective and perilous circumstances of the aforementioned post at Zaway advanced beforehand by the Governor—the matter was reasoned upon with all attention for some time. And furthermore, having taken into due regard and consideration that maintaining such a remote garrison must inevitably and absolutely always bring great worry and encumbrance, while on the other hand evacuating or abandoning it under present circumstances might give rise to great speculation, considering its influence at times on the minds of the general native population.
