To His Excellency, The Most Honorable, highly respected, widely commanding Lord, Petrus Albertus van der Parra, Governor-General on behalf of the State of the United Netherlands and its General East India Company, Along with The Honorable Councilors of the Dutch Indies. It was only on the 7th of December last that the ship Sloterdijk appeared at this roadstead, bringing Your Excellencies' highly venerated letter of the 14th of August of the past year, along with its annexes. We earnestly beg you not to From Souratta, the 12th of January 1763. take it amiss that we currently thank you in general terms for the favorable contents thereof, with the assurance that we will dutifully comply with everything prescribed therein for our guidance, and defer answering the same point by point until the general description of this directorate, because the fullness of the work prevents us from performing everything in proper order for this journey, as is fitting. In that hope, then, we will presently report nothing other than what concerns this vessel, and whatever else ought to come to Your Excellencies' knowledge without delay; and thus, first of all, that immediately after the arrival of that vessel we made a beginning with its discharge, in the expectation that we would have been able to dispatch the same before the end of the past year; and although, notwithstanding all speed, this could not succeed earlier than today, nevertheless we hope From Souratta, the 12th of January 1763. we hope that the ship will still arrive in Ceylon in time to deliver its current cargo. Upon the requisition of necessities submitted by the skipper Ian Siewers, we granted him at the session of the 14th of December, of which the extract of that requisition is transmitted among the annexes to Your Excellencies: 1 fig-rope 25 hooks 25 thimbles Mats to mat the hold 25 lb. nails 25 lb. soot 1775½ lb. dried fish. We hope that Your Excellencies, in view of the speed that had to be made and the few crew members, will kindly allow the number of 50 porters, of which the certificate is transmitted in original, just as the declaration regarding the leakiness of the ship is annexed to the expense account; upon which declaration, and a later From Souratta, the 12th of January 1763. report submitted at our session of the 6th instant by our equipage master Clinckaert concerning the condition of the decks, which is also transmitted in copy along with the extract from that resolution, we could not excuse ourselves from having that vessel caulked, and pursuant to the last-mentioned report, from supplying a further 25 lb. of nails for nailing shut the copper crates, just as we also did with another 8 fathoms of firewood, which the skipper requested by a petition that is transmitted in copy, although we granted this solely at his own peril, he having to accept it if Your Excellencies are pleased to charge him for it. In order not to make an error in the supply of dried fish, we demanded from the dispenser a report of what had been supplied thereof at Batavia and Cochim, of which we offer Your Excellencies a copy. The narrow ship built for Bengal, which bears the name of Chinsura, departs From Souratta, the 12th of January 1763. departs under proper instructions and under convoy to Ceylon of the ship Sloterdijk, presently from here to the Ganges. We have provisioned that vessel with everything according to the regulations for 4 months, except for some small items that are indeed not according to its provisions, but nevertheless cannot be dispensed with; and instead of some other trifles that we do not have in stock, the value thereof in money to the amount of ƒ843:—: was delivered into the hands of the master of that vessel. Besides the two mates sent by Your Excellencies, we have also placed on that vessel a boatswain's mate and a junior sailor, both discharged from here, along with 25 Moorish seafarers, whom we could not obtain except under such terms as are described in the extract from our resolution of the 27th of December, transmitted in copy to Your Excellencies. We have furthermore charged the said small vessel, with everything supplied to it, to the Directorate of Bengal by invoice. The condition of the Radix China Your High Noble Lordships may, if pleased, view from the report inserted into our resolution of 27th December, and we hope that Your High Noble Lordships will be pleased to approve 19 From Souratta, 12th January 1763. to approve that we have dealt therewith according to the dictates of the recently received order and, pursuant to that, have sent the root back with this vessel to the main settlement, as it is unmerchantable here due to its condition and subject to complete ruin upon longer retention. We also present to Your High Noble Lordships two depositions sworn before the Court of Justice, from which it will appear that the same is the case with the cochineal; owing to its total decay, we have been unable to accomplish anything with that dyestuff here, and therefore judged in the session of 27th December to act according to the intention of Your High Noble Lordships, by sending it back with this vessel in the very same chest in which it was brought and at the charged cost. The fire engine with which Your High Noble Lordships had the goodness to provide us has likewise been found to be of such a nature that we can derive not the least service from it, as appears from the report of the commissioners who assisted at the receipt of the equipment goods, which is transmitted in copy.

Pursuant to the order in Your High Nobilities' latest esteemed letter, we thought it proper during our committee meeting on the matter to attempt to sell at public auction the goods that have been lying in our warehouses for over 3 years and are subject to decay, if the Dutch goods could fetch 75 percent and the East Indian goods 50 percent, but on the contrary to hold them back, because one was uncertain whether it would square with Your High Nobilities' intention to dispose of them for less, which we humbly implore to be informed of for the future, whenever we have to sell such goods; and we hope it will meet with Your High Nobilities' approval that we also resolved at that session to retain as much as we judged necessary according to calculations until such time as we could again be provided with other similar goods. We tried them at auction, but to no avail, as appears from our resolution of the 27th of December, whereby, as shown by the extract which we have the honor to present to Your High Nobilities, we then resolved to comply with the second article of our aforementioned resolution, namely to send those goods to Batavia, and, in hope of Your High Nobilities' favorable approval, to retain: the purple, ditto violet Dutch, crimson red, 3 rolls of crimson Chinese velvets, and the 3 ditto purple, and the remainders of the pieces of cloth, to which, subject to the approval of the undersigned director at the session of the 6th of this month, the gold fabric was also added. However much we searched everywhere to procure Arabian horses for Zeijlon, we have the displeasure of seeing every effort fail. We gave commissions in all directions, but to no avail. Then, because Your High Nobilities were pleased to say that we could also make do with Sourat horses, the director finally had the opportunity to purchase three fine horses, provided he submitted to the condition made by the seller, namely a fourth one that he had to take with them, without doing which he would not part with any. We found the fourth horse to be good as well, and as good as the others, but since we only needed three, we would gladly have dispensed with that condition. But as we would have been left without the other three due to the stubbornness with which the merchant stood his ground, and since we bore in mind how very necessary that shipment appears to be, we resolved on the 6th of January to take all four of them at the price of ƒ7200:—:— and to send them to Ceijlon. At the session of the 6th of this month, we took into consideration whether the ship Slooterdijk, since it departs from here so late, should be allowed to call at Cochim or not; and as it was thought that the unloading of 10 chests of specie cannot take up half a day's time and we do not know how badly they are needed there, we judged it best to have that vessel call at Cochim, and to request the ministers there not to detain it a moment longer than is absolutely necessary to remove the specie from it. We are therefore sending a lac of rupees, ƒ15000:—:—, thither, in the hope of acting according to Your High Nobilities' esteemed intention, and that we were not mistaken when, in the committee meeting concerning Your High Nobilities' letter, we regarded the order in the postscript to send one thousand rupees to that commandery as a clerical error. We could not procure more than thirty native sailors for this vessel, and addressed the former pay-bookkeeper Drabbe on the matter, who at the session of the 27th of December submitted a report in this regard in which he demonstrates the reasons for it. We have the honor to offer Your High Nobilities a copy of the same, and request that Your High Nobilities be pleased to bestow a favorable reflection upon it. The aforementioned employee has also delivered to us a report, which we likewise have the honor to transmit in copy, in which he shows the difficulties he had with those people regarding some estate effects left by a sarang named Faselchan who died on Ceijlon, which goods, according to that report, were brought ashore by order of the honorable Governor of that island and placed in the hands of the pay transfer officer Tijken. We had to authorize our pay-bookkeeper to certify to those people that we shall hand over to them the proceeds of the goods specified in that report as soon as we know how much they amounted to; and we pray Your High Nobilities, through Your High Nobilities' orders, to prevent such things from happening again, but that on the contrary the goods left behind by those people may remain on the ships and be sent to us at the first opportunity, in order to hand them over to the heirs or rightful claimants, and furthermore that through Your High Nobilities' kindness we may know how much the aforementioned goods fetched at sale on Ceijlon, so that we may those people

We have found ourselves at a loss concerning the handkerchiefs which Your High Excellencies were pleased to demand, as in Brootchia, although patterned cloths are made, mostly white cloths with red or yellow silk borders are produced; and since, on the one hand, we did not think it probable that Your High Excellencies desired that sort, we also judged that other assortments could be obtained much better on Cormandel and would not be demanded from here. For this reason, in order to avoid wrong orders, we thought it proper to request a sample from Your High Excellencies, and at the same time to present three samples to the same, of which No. 1, being Brootchian, costs Ro. 26, No. 2, also made at that place, Ro. 22, and No. 3, being Sourat, costs R. 12½ per corgie, in order to know whether it is of the sort that Your High Excellencies demand. Examined and L: F: v: Jeger. — Extract from the Resolution taken in the Council of Policy at Souratta on Wednesday the 1st of December Anno 1762: The Director declares that he has convened the members today to deliberate upon the report to be submitted by the secretary of this assembly, Ruperti, and the junior merchant Van Teger, concerning their commissions and the occupation of the wharf and lodge by the Moors in the months of August and September last past, stating that to his regret he had to say that it had not yet been made ready, despite the long period of two full months, the frequent exhortations of his Honour, and promises of the secretary; the said official, being summoned hereupon in the assembly by the commander, declared 33 From Souratta, 12 January Anno 1763 declared that the chief reason for this delay was that in so delicate and important a case he did not wish to omit anything that might happen to be of relevance to the matter, and therefore required more time than usual to recollect his thoughts and bring that paper to light; however, because this answer does not at all satisfy the assembly, which desires an end to this troublesome affair before the business of the ships daily expected prevents paying such attention to this matter as it merits, it ordered the secretary in the most earnest and emphatic manner to make haste with it, without occupying himself any further with such excuses, he declaring, however, that he cannot determine when that piece will be ready. Although furthermore, regarding the agreement between what the repeatedly mentioned Secretary supposedly declared to the Lord Director, according to His Honor's statement, and what he said in that regard to the commissioned members, the assembly could do nothing therein except to defer such until the recovery of the Secretary; but since that alone is not much of a foundation upon which the much-needed redress must be built, while rather the interests of the Company, which as cited above are extremely endangered by such unheard-of slowness, were deemed more important, the reasons cited above were considered more than sufficient to decide to appoint someone else in the place of Ruperti as Secretary of Police. And to the question of the Lord Director whether such should take place ad interim or finally, in view of the little prospect of improvement, to understand to dismiss Rupperti finally from his post and to declare the Secretariat vacant, leaving him the freedom, in case he finds himself aggrieved by this Resolution, to address Their High Mightinesses in that regard. No one making any application for that post, and it nevertheless having to be filled, the members requested the Lord Director to propose to them a person whom His Honor thought possessed the requisite competence for it. The council, having heard all this, and having recalled the resolution passed this morning concerning the further dismissal of the former Secretary, and having weighed everything that could serve the matter, the Fiscal de Jonge and Factor of Brootchia Sanderus voted alternatively, namely that one ought to persist with the resolution taken or choose someone ad interim, provided that for the future a rule be prescribed to the Secretary to which he will strictly have to adhere, whereby, in case of non-compliance, one could always resume the same measures of today, From Souratta The 10th December: 1768. today, and Ruperti maintain his respect; but as good reasons also militated in favor of a contrary opinion, two members declared that they would join the majority of the votes of the others, which amounted to persisting with the resolution of this morning, for the reason that not much heed was to be paid to those promises of improvement by the repeatedly mentioned Ruperti, because after making similar promises and declarations he had repeatedly been seen to fall back into the same fault; that one considered to have tolerated such behavior in several of his blunders long enough; and that his conduct gave reason to suspect that he fancied that no one dared confront him and that everything depended solely on his abilities, which one felt obliged for once to prove otherwise, and that through provocations one could lose one's patience; and finally that the die was cast, and the resolution had been taken that ought to have been taken long ago. From Surat, 30 April 1763 Tin Bleyswyk letters of the having been delayed one the same by Batavia To His Excellency The High Noble, Right Honorable, Wide-Ruling Lord Petrus Albertus van der Parra on behalf of the State of the United Netherlands and its General East India Company, Governor-General along with The Honorable Gentlemen Councillors of the Netherlands Indies High Noble, Right Honorable, Wide-Ruling Lord and Honorable Gentlemen, By our humble letter of 12 January of this year, sent with the ship Sloterdijk, of which we have the honor to present herewith the duplicate to Your Excellencies, we were unable, for reasons stated therein, to reply to Your Excellencies' highly revered formal missive of 14 August of the past year; and since or on the 14th of the past month, upon the arrival of the ship Bleijsweyk, Your Excellencies' honored letter of 20 November 1762 was also received; so we shall now, before proceeding to the due report of this directorate since our humble letter of 27 April of the past year, respectfully answer both in accordance with the deliberations held thereon in our council on 14 December of the past year and 23 March of this year, and insofar as this has not already been done in our aforementioned previous letter; beginning with that of 14 August. We express our humble gratitude for the highly honored approval that Your Excellencies have pleased to give to our actions concerning the ships de Getrouwigheid, Borssele, and Noord Beveland. And we shall hold it as a fixed rule to allow no ships that must call at Cochin to depart after 20 March, in accordance with the stipulation made by Your Excellencies, and to that end ensure as much as possible that the goods destined for that commandery are loaded and sent with the ship that transports the return cargo for the Netherlands to Ceylon, or if an express ship should have to call at Cochin for that purpose, that it does not depart after the stipulated time, praying that Your Excellencies be persuaded that just as we have always made it our business to be prompt in obeying Your Excellencies' orders, we shall also take good care not to violate that of not detaining any ships beyond the permitted time, but on the contrary to dispatch them the sooner the better, as well out of respect for that order as to avoid our own damage. With like promptness it will also always be observed that, insofar as the remaining space after the loading of the homebound return cargo allows, the cotton and everything else on hand for Batavia shall be loaded in the vessel that transports the goods for the Netherlands to Ceylon. It was exceedingly pleasing to us to see that our plan to have the narrowboat, which we have built here for Bengal, made with a square tuck stern and to employ the old ironwork of Bloemendaal for that purpose, as both took effect, has met with Your Excellencies' approval. It has already sailed from here to the Ganges under convoy of the ship Sloterdijck as far as Ceylon, following the orders; we having qualified the officers of that vessel by instruction to be permitted to leave that narrowboat on the other side of Cochin if they thought that this might in any way shorten the ship's voyage, given its late departure, and if the ministers at Cochin gave them no contrary order, as being better able nearby than we from afar to judge whether such could be done without danger. We have not been able, in accordance with Your Excellencies' order, to send the narrowboat de Batavier to Ceylon for lack of the necessary equipage goods, of which that small craft, as well as all other vessels belonging here, is provided with no more than is strictly necessary to sail in the river and to Brootchia; and this is the sole reason for the non-fulfillment of this order. For although we urgently need this narrowboat, and Your Excellencies permitted us in the resolution of 20 August 1761 to retain it in that case, and with it the number of vessels in this directorate stipulated by the memorandum of retrenchment is only just complete, we could not know, nor was it our place to investigate, what weighty motives prompted Your Excellencies to allocate it for Ceylon. And if the said lack of equipage goods had not forced us to retain that craft, it would have been sent alongside Sloterdijck, and we would have respectfully requested Your Excellencies to be allowed to build another in its stead to supply our need. If Your Excellencies please to persist in your decision, we humbly request that we may be supplied with equipage goods by the first arriving ship.

We are very much obliged to your High Nobilities for the passing of the specification of the repairs to the vessels, namely those of the smalschip the Batavier, and those of the newly built boat for the horry the Uytwinning, recently completed; and it is certain that the repair of those vessels in the past bad monsoon has run higher than that of the past year, whereof we shall have the honor to render proper account hereafter in its place, here merely saying in respectful reply to your High Nobilities' revered letter that the director does not fail, dutifully to direct all his attention both to this weighty item and to everything that concerns the master's interest; and requesting your High Nobilities to be persuaded that the cordage now and previously has been charged on a fair basis, namely according to the Price Current, which is annually reviewed and approved in council, so that the cordage turns out expensive or cheap according as the price of coir is high or low at the time that document is drawn up; and we assure your High Nobilities that with regard to this costly item household management is conducted so economically, and the supply thereof is overseen so closely, that it frequently happens that when vessels depart on voyages, one must borrow a rope from another that remains at home. Upon the authorization granted to us for that purpose by your High Nobilities, we have resolved during the upcoming bad monsoon to have the horry the Mosselhulp equipped with the rigging of a smalschip, in order not to be deprived of its use during the present shipping season. Folio 8 From Surat, 30 April 1763 When the full number of native sailors for the vessels was engaged, and what reasons compelled us thereto. However much we exert all our powers not to exceed the limits of that memorandum of economy, we were unable to avoid authorizing the master of the equipage on 9 October, and thus four days later than in the year 1761, to engage the full number of native sailors for the vessels, for the reasons which he noted in a report, and which reasons forced the resolution of that date, namely that by waiting any longer one ran the risk of getting nothing but the dregs, if indeed they could obtain the number necessary to man the vessels at all, because the English and others were busily engaged in recruiting people, and already two men, who had served with that nation during the bad monsoon but were accustomed to sail on our vessels, had reported again to the said master of the equipage and were seized as having run away from their service. For the small mistake concerning the excessive write-off of the elephant tusks brought by the Noord Beveland, we humbly beg pardon, and as this did not occur out of any premeditated violation of the general regulation on that subject, we pray Your Right Honourables will have no doubt of the attention that we shall always pay to it, having, where appropriate, caused extracts to be delivered of the addition that Your Right Honourables were pleased to make to the said regulation regarding the write-off of curcuma and indigo. The warehouse keeper Bosman having requested us to be discharged of the compensation of three per cent of the four per cent or 236 lb of cloves written off on a quantity of 5,760 lb, which Your Right Honourables were pleased to enjoin upon him, to justify himself, we could not refuse him this, and in consequence thereof page 42 No. 12 From Surat, 30 April 1763 the said administrator on 27 December of the past year served a report which was inserted in the resolution of that date, and thereby demonstrated that the aforesaid deficit is not excessive, adducing to that end many examples of large write-offs on those spices, of which we were so convinced that we likewise could not deny his request to place that oppressive and innocent compensation among the charged assessments pending the further disposition of Your Right Honourables, to whom we take the humble and respectful liberty of submitting that matter in the most favourable light while presenting the said report separately, and to add our respectful receipt for discharge next to that of the warehouse keeper. At the time that we had the honour to receive Your Right Honourables' venerated letter by the Sloterdyk, the Japanese bar copper was still unsold for the same reasons that obstructed the turnover of that mineral at the sale of the cargo of the Noord Beveland, and we then had no other satisfaction than the declaration of the Director, founded on the hope given him by the brokers, to whom he had made known the displeasure of Your Right Honourables, of being able to dispose of not only the remainder from the Noord Beveland folio 14 From Surat, 30 April 1763 but also that brought by the Sloterdyk, and that we were not deceived in that expectation, although against less than the set price, has been confirmed by the sale of both those parcels that followed shortly thereafter, already dealt with in our humble previous letter of last January. We hope that Your Right Honourables will find much satisfaction in our sale of the powdered sugar brought by the Sloterdyk, made and communicated in the very same letter, at f 19 - per 100 lb or an advance of 117 1/8 per cent, seeing ourselves in a position to meet Your Right Honourables' expectation in this regard, and it is certain that the incomplete fulfillment of our demand alongside the notion of the brokers that only one ship would arrive, in which we let them remain, contributed much thereto, although we are convinced of the superior quality of the sugar of folio 15 Surat, 30 April 1763 the Company over that of the Portuguese, and we never fail to cite that weighty argument when such objects occur to us at the sale, and although it is certain that the best merchandise is always the best purchase, the indigent commonality here does not reason so, who, having little to spend, are content if they get a larger quantity of sugar for the same money, without examining whether they are cheated, and consulting solely with their purse; we pray Your Right Honourables to believe that we will not let ourselves be diverted by any notions from selling not only the sugar, but all goods, at the highest prices, and without troubling Your Right Honourables with the investigation whether the ministers on the Malabar Coast are entirely in the right when they maintain that the sale there causes no detriment to ours, we shall only say to this that their latest sale of powdered sugar was in no way

He takes the liberty, however, without in any way opposing Your Right Honourable's discretion, humbly to pray Your Right Honourable that for this first time, without setting any precedent with respect to maintenance in the future, the Company might at least share in half of those costs. In reporting the gifts we shall always maintain a uniform footing, and in accordance with Your Right Honourable's intention, make final dispositions concerning the accountings of our subordinate Gentlemen. We assure Your Right Honourable that the secretary presently keeps the resolutions up to date and will continue to do so in order not to become subject to Your Right Honourable's just resentment. Since the order to cease the manufacturing of the chintzes for Japan came too late with respect to the collection presently underway, Folio 22 From Souratta the 30th of April 1763 we were obliged, in the hope of Your Right Honourable's approval, to resolve to accept the contracted parcel and to send it to Batavia, as the cloths which had already been torn for that purpose can serve no other, and could not in all fairness be returned to the suppliers; but in the future we shall entirely excuse ourselves from them. We have finally emerged from the apprehension that we had with good reason conceived, of not being able to make any collection for the year 1762, as we had the honor to inform Your Right Honorable by our humble letter of 27 April of the said year. For after no small trouble we finally progressed so far on 16 June that we contracted at the previous or earlier years' prices for such sorts of cloth as had not suffered an increase at the last delivery, or had not been contracted for. To this we were indeed obliged by the consideration that those workmen would become impatient and go seek work from others where they can get it in abundance; all the more so because the English of Bombay had received orders to refund the deductions that Mr. Price had taken on such goods as had not been delivered within the year, and henceforth to discount nothing, but to accept everything. Wherefore they were likewise recommended to exert their efforts to negotiate a greater reduction, and to ensure that the collection got underway quickly, especially concerning the homeland sorts that had to be sent to Ceylon in December. Which finally took effect on 14 July, although the reduction in prices is not general. About a month thereafter, or on 14 July, we finally proceeded to the formal contracting, since the brokers and suppliers had declared that they could drop something from the prices, because the agitation of the Mocha, Jiddah, and Basra merchants had considerably slackened since they received no news from those places. They testified at the same time that these were the absolute lowest prices for which they could undertake the procurement, and at which they feared they would suffer more loss than profit, and that they had only gone so far in order to preserve their esteem with Your Right Honorable and us. Although this reduction in prices did not apply to all cloths that had not already been contracted for under 16 June, except the white narrow whole Baftas pro patria and the silk Patolen of 10 cobidos for Batavia, it was nevertheless not as large as the previous year's increase, since the highest reduction was no more than 2 percent, whereas the increase in the previous year had run from 1 to 5 5/8 percent. In the year 1760, use was made, advantageously as was fitting, of the good fortune of being able to negotiate a general reduction. But that year having been the lowest among those ten, and not having been followed by the preceding ones, one had to submit again to the increase that took place in the following year, as was done, all the more because the market was not without precedents, unaware of the misfortune of thereby causing Your Right Honorable's displeasure.
