From Surat 30 April 1763 To reduce the consumption of gun powder in proportion to our stock, meaning the artillery on hand, we resolved on the 23rd of the expired month to enjoin our Master of Equippage to hand us a detailed report, specifying how many cannons of 4, 3, 2, 1, and ½ lb are on hand, how many and which of them are placed on the wharf, and which on the vessels, and in which he shall state to us how much gun powder is therefore required, calculating 100 shots for each cannon on the wharf and 50 for each piece on the vessels. From the interpretation extract that your Excellencies were pleased to provide us, which must also be sent to Batavia, we had an extract delivered to the Council of Justice of this office and the Fiscal, and we shall take it as our guidance that those Javanese and Moors returning from Muhammad's tomb are not included in the prohibition against granting transport to foreigners on the Company's ships, and we let that concurrently serve with your Excellencies' approval as an answer to what your Excellencies were pleased to order on this subject in the much-esteemed letter of the 20th of October of the past year on the occasion of the crossing of 10 natives mentioned therein. In respectful answer to what your Excellencies were pleased to say regarding the harmony between the English and our factories, we shall conduct ourselves in accordance with what was said on that matter in the secret missive of 9 January of the current year, and since we see that our conduct held toward Mr. de Breancourt met with your Excellencies' approval, we shall always comport ourselves likewise in similar circumstances. We would gladly have wished that we could have anticipated the order to send the letters exchanged with the English and French via Ceylon to the Netherlands, if only to have been able to bring the weighty affair that occurred here in the months of August and September of the past year swiftly under the eyes of the Gentlemen Majors, but the late reception thereof made the execution impossible for us, however much we would have wished otherwise, and so that your Excellencies may pardon us in that regard, we beg you to consider the late arrival of Sloterdijck and the hands full of work, and in that respect to reflect upon our resolution of 10 December; but in the future that order shall be strictly executed. Pursuant to your Excellencies' qualification, we shall write off the debt of Cassem Turbetti at Mocha, amounting to Spanish reals 3852.42, as desperate in the books, and contrary to your Excellencies' intention make no further mission for the collection of the debit of the Royal Bedchamber, and furthermore reimburse into the treasury, in accordance with your Excellencies' order, the ƒ 539 granted to the assistant Keyzer upon his return according to a submitted specification, since nothing remained of the said Keizer from which we could recover our loss. We have made known to the apostate assistant Ramsekrammer your Excellencies' decision upon his submitted petition, by a brief note of such content that if it should accidentally fall into wrong hands, it can be of no detrimental consequence either for that unfortunate man or for us. The debt of the deceased Ahmedabad broker Girderdass Doohye, amounting to ƒ 5850.2, stands certainly more desperate than ever, and his son Mithalaal is unable to pay a single duit. We have deliberated on that matter in our meetings of 16 June and 14 December of the past year, and 28 February of this year, and at the last session resolved, pursuant to the authorization which allows us to act with equity in that regard, to discharge the estate of the deceased factor De Bellon and the then second De Wind from all accountability and dunning, as upon exact examination of the letters exchanged with those servants we found that they were authorized to sell on credit; and therefore, in our opinion, it would be inequitable to make them responsible for the default of a man whom they were allowed to trust, which is why we also judged it reasonable to place to the Company's account ƒ 57 which were spent for Mithalaal on the departure from Ahmedabad, and which at the distribution of those expenses per the resolution of 14 July were left to the account of whoever would be charged with the debt of Girderdass Doohye. The extracts from the letters that served us as the basis of this disposition, we have the honor to submit to your Excellencies in copy among the enclosures.

We shall below in its proper place make the due report of the consequence of the dismantling of our factory at Ahmedabad and how the debt of the deceased last factor there stands. Of Your Right Honourable's order regarding the request to export linens to Cochin, we have had an extract delivered to the fiscal for his information, to deny the same. From Surat 30 April 1763 The junior merchant Blaaukamer expresses his gratitude. All ships departing to Ceylon will touch at Cochin in all cases. The junior merchant Blaaukamer takes the liberty most humbly to thank Your Right Honourable for Your Honour's favour in his appointment as Factor at Broach, but through our arrangement circumstantially noted in two resolutions of 10 December, and of which we have already made report in our previous letter of 12 January with the transmission of those resolutions, he has not been able to enjoy Your Right Honourable's benevolence, declaring that whatever post Your Right Honourable shall be pleased to do him the honour to entrust to him, he will make it his duty in all things to deserve Your Right Honourable's benefactions through redoubled services. In fulfillment of Your Right Honourable's orders, all ships departing from this directorship to Ceylon will in all cases touch at Cochin.

46 From Surat 30 April 1763 let the returning Ceylon vessel make a call on its way to Batavia, and this in order not to neglect any opportunities; and we have already dispatched 4200 pieces thither with Sloterdyk to meet the requisitioned ten thousand pieces of gunnies, intending to satisfy the remainder if possible with the ship that is to transport the returns to the said government in the autumn after date, as we cannot procure any at present. However hard it may fall upon the director and the administrator, he will subject himself with respectful silence to Your High Noblenesses' resolution, whereby Your High Noblenesses are pleased to persist in the reimbursement of the spices doubly written off according to the report of the visitateur-general, as Your High Noblenesses are likewise pleased to order that no further representations on that matter will be expected; and we have transmitted an extract of that order in copy for the information of 47 From Surat 30 April 1763 the junior merchant Kroonenberg, as he shares in that charge. We have done the same with Your High Noblenesses' honored missive of 16 August of the past year and have caused a copy thereof to be given to the invoice-keeper, so that he may regulate himself accordingly when drawing up the invoices regarding the cessation of the 4 percent on the returns. Concerning the order on the stoppage of salaries and emoluments of all such servants as are dismissed from their actual service for reasons other than repatriation, we respectfully take the liberty to request the necessary elucidation: namely, to what extent in this directorship this is to be understood regarding the junior merchants who, being without actual employment, have a seat in the Council of Policy and Justice and are otherwise employed in all Company commissions; regarding which we take the liberty with due respect to submit for Your High Noblenesses' favorable consideration that such persons, through their seat in the council, are subject to accountability, and thus, under correction of Your High Noblenesses' highly wise judgment, cannot be said to be out of actual employment, since as members of policy they help decide on the interests of the Company and, in case of reimbursements, must pay alongside the director and the members appointed in actual service, for which reason it would certainly be hard for such persons not to earn any salary. We are very much obliged to Your High Noblenesses for Your High Noblenesses' favorable approval of most of our transactions, the passing of various expenses, and the allowing of several write-offs; and having hereby reached the end of the response to Your High Noblenesses' most honored letter of 14 August, we shall 49 From Surat 30 April 1763 proceed to that of 20 November, and in the first place: We have the honor to assure Your High Noblenesses that we shall not fail to stipulate the highest price for the sugar, and that we would have hope of obtaining a more than customary price for it if we were not hindered in that regard by the poor quality of the same, of which we shall have the honor to render a report to Your High Noblenesses under the article of the sale. In regard to the 10 chests of nutmegs brought by Bleiswyk and sprinkled with lime, we have resolved, in order to comply with Your High Noblenesses' requisition, to have them garbled against as many chests sprinkled with cloves and unloaded from that same vessel; and we shall also have the honor to give a distinct report of the findings thereof hereinafter. And although you note the profits of the book year 1757/8 in the amount of ƒ 762808: 1: — as proof of a very profitable trade, we cannot, however, grant this so generally. For, firstly, those stated profits obtained in that book year are not real through a greater or more profitable sale, but only in appearance through the change made regarding the entry of profits from requested merchandise, whereby those of the previous year appeared smaller by over four and a half tons of gold than they actually were, and which amount must consequently also be deducted again from those stated sums. We furthermore also approve that you, for the management of unnecessary burdens, have provisionally reduced the Company's establishment in Surat, and as far as we can judge from the information received concerning the present state of affairs there and the situation of the Company's buildings, it also seems best to us that, according to your secret letter of 10 August 1759, the ministers, with all those other servants and the Company's effects, keep their residence on the wharf, and strive to maintain themselves there on the previous footing as best as possible, until other measures can be taken upon a change of times and affairs. We shall, however, not repeat what we have said in that regard on previous occasions, and upon the express assurance given by the more mentioned director, we are willing to accept that no premeditated deception took place and that the statement which the former factors previously made concerning the extraordinary profits that were to be obtained from the aforesaid trade was not made in bad faith. We shall pass over that matter, trusting that your Honors, being convinced of the damages which the Company has repeatedly suffered through such unfounded and unsubstantial projects, and having to acknowledge how deplorable it is that the Company is burdened with charges caused by the ignorance of subaltern servants in formulating projects, will consequently also oppose and immediately prevent all such ill-considered and harmful shipments henceforth. We also consider, following your Honors, that for the aforementioned and other reasons it would for the present not be advisable to make use of the charter granted to the Company by the prince of the Marathas, nor of the further engagements entered into with the same, insofar as they relate to conducting trade in his lands. But we hope that this prince, pursuant to the promise made by him, will take care that the Dutch flag will never be molested by his armadas. From the ministers' reply to the extract of our letter of 13 October 1757, we must conclude that they have not understood our intention regarding the use which we judge can be made of Bassein, since we did not wish to limit that use solely to the sale of goods that are not in demand at Surat, and we, on the contrary, calculated the use of that place to be twofold: namely, firstly, to sell there the goods that are not in demand at Surat; and secondly, if necessary, also to trade there those kinds of goods which Surat draws, but which would then be brought to Bassein and not to Surat. And this latter was actually the means which we noted as a bridle for the Surat governors. The answer of the ministers to the aforementioned extract, concerning the statement previously given of the profits obtained on the cargo of the ship Toorenvliet, and the sale of the sugar brought by the said vessel, has satisfied us as little as their above-mentioned excuse regarding the trade at Rajpore. Surat, 30 April 1763 remarked upon that in 1759, expecting that the ministers will henceforth give us no reports other than those that conform to the truth and upon which we can entirely rely, so that we may not be compelled to express our justified displeasure over such abusive and misleading reports in a more sensitive manner. Meanwhile, this occasion has shown how slowly the subordinate servants in this direction have proceeded in the delivery of the sold merchandise, and how necessary it is that a commander also directs his attention to such matters, as the said retired Director has done. The Director in particular, and all of us, assure Your Right Honorable of our devoted attention to the slightest circumstance of the Company's service; but to our regret we must state that to this day we have not been able to obtain a single penny of the toll or consulage moneys from the Company's second broker Mancherjee. And although that servant did promise to submit to our approval in this regard and to report what had been exported by him without declaration, this is also all that we have been able to obtain from him thus far. And the present Fiscal Mr. Gerbrand de Jonge testifies repeatedly to having addressed the said Mancherjee regarding the toll on what he still trades daily, but without fruit. From Surat, 30 April 1763 not only in this case, but in numerous others, and especially regarding the revenues of the private toll. Whereupon we must already note in passing that the Fiscal Kettij would have discharged his duty better if he, on his own initiative and as soon as such came to his knowledge, had informed the Director that the Company's second broker had exported several goods that he had not declared, and on which he had also not paid the toll, since the said officer, according to his office and duty, ought to have seen to the collection of the due toll. And he, in any case, when giving the aforesaid information, ought not to have waited until it was demanded of him by the Director. that even the Company's first broker Roederam begins to enjoy immunity under the name of Mancherjee, with whom he trades in partnership, though not in everything. The widespread rumors of the arrival at Bombay of a Spanish ship from the Philippines and the sale of its cargo at the said factory certainly require a closer investigation, which we also expect the ministers to have undertaken. Upon investigation, we found that it was not a Spanish vessel, but only a Portuguese ship from Macao. Now proceeding to the annual descriptions of our activities, and beginning with the section on Ships and Vessels, we have the honor regarding this to report on the ship Bleyswyk that on the 23rd of last month we provided to the skipper Bartholomeus Begom, upon his demand for necessities for that vessel, everything that was requested therein, as containing nothing excessive. And after we, in order not to delay the departure as far as provisions are concerned, placed the said demand into the hands of our dispensier, who has submitted such a report thereon to us as we have the honor to offer Your Right Honorable among the annexes. Yet, because according to the same no firewood could be provided to that vessel, and the skipper insisted on the necessity thereof, we nevertheless had as much wood provided as he requires for 3 months' use, though solely at the risk of the said officer, who will have to repay this amount in case of Your Right Honorable's disapproval. We have also, both on account of the declaration provided by the ship's officers and annexed to the demand, and in consideration of the long and no less arduous voyage, as well as on the testimony of our Equipage Master that an absolute necessity prevailed, had to permit the caulking of that vessel, for which we provided 841¾ lb of oakum, but the pitch we had to take from the ship's own stores, as ours is not sufficient for what we require for the use of our vessels. However, so that a proper economy might be observed in the caulking, we seriously instructed the said Equipage Master to see to it that nothing be done other than what is utmost necessary. We could also not exempt ourselves from granting the requested 25 laborers to expedite the work, given the late arrival of the Bleyswyk, whom we nevertheless had replaced by Moorish sailors as soon as possible, and as appears from the original annexed to the expense account.

From Surat, 30 April 1763 The officers of Sloterdyk were ordered to keep as much as possible offshore. According to the attached attestation of the skipper and the chief mate, they were on board for 21 days. In the instructions given to the officers of the ship Sloterdyk, since it was not perilous for them to stay away from the shore, they were ordered to sail as far off the coast as possible during the voyage to Cochin, in order to better evade the pirates who are becoming stronger from time to time. We recommended this to the skipper in our council and ordered him to adhere to what was expressed in the said instructions. On 14 July we reviewed the report on the defects of the vessels belonging here, consisting of 2 smalschepen, three covered sorrijs and one open one, two galvats, one of which is fitted with goweab rigging, a country boat, and a prau, which were surveyed by specially appointed commissioners from the maritime service and an interim master shipwright, as the same is inserted in the resolution of that date. Whereupon it was decided to have those small vessels repaired as economically as possible and particularly provided with what is necessary, in order to make the required use of them during the upcoming good monsoon. In the same session, the said master attendant also submitted a report showing that the sorrij De Uytwinner, from between wind and water down below its wales, was not only eaten through by worms, but so badly damaged by heavy bumping against ships that the planks had to be removed on both sides and replaced with others. In this document the bad condition of the galvat De Waakzaamheid was also demonstrated, which urgently needed to be repaired in such manner as proposed by that official if one wished to make use of that keel for another 2 to 3 years; and provided that it then remains cruising on the roads no later than until the middle of April. It was therefore resolved to undertake these highly necessary repairs, and at the same time to manage De Waakzaamheid in the manner stated in that report. The specification for the said year, concerning the annual ordinary repairs to all vessels and the extraordinary repairs to the two last-mentioned vessels, was reviewed in our meeting of 28 February last, amounting to ƒ 16849. 14.—, namely ƒ 12683. 8.— in cash and ƒ 4166. 13. 8 from stores; being ƒ 3059. 4.— higher than in the past year, when one does not count the repairs incorporated therein for the sorrij De Uytwinner and the galvat De Waakzaamheid to the amount of ƒ 1754. 2. 8 in cash and ƒ 2. 11. 8 from stores. The reason for this increase was made known by the master attendant in a report that he had appended to that specification and which is also inserted in that resolution, showing that the extraordinary purchase of sailcloth from the fatherland and the more than ordinary repairs to the smalschepen De Batavier and De Beschermer are the cause thereof. For these and other reasons cited in that report, to which we respectfully refer, we have passed that specification subject to the esteemed approval of Your High Excellencies. The specification of the cost of the smalschip Chinsura, amounting to ƒ 31178. 12. 8, was reviewed in our meeting of 12 January and entered into the resolution. We approved it because that small vessel, as appears from the notes in the said resolution, actually cost no more than the smalschip De Beschermer, according to whose model the master attendant was instructed to have it built. The expedition to Kharg, as far as concerns the vessels and what was furnished to them, we shall treat here, and postpone the detailed account to the rubric of correspondence. After we were informed by a letter of 5 April from the first resident Van der Hulst of the fateful circumstances at his factory, we resolved—on account of the pirates who roam about here in large numbers and the breach of peace with the Marathas—instead of one smalschip, which had been requested by the said Van der Hulst, to dispatch thither our two available smalschepen, De Beschermer and De Batavier, under the command of the master attendant Clinckaart, well manned and provided with ammunition, and to provision the same for 4 months. Upon the representations of the said official, we subsequently supplied those small keels with such required equipage goods, which we had to purchase, as stand specified in the resolution of 20 May, to which we respectfully refer in order not to weary Your High Excellencies. The vessels, having thus been well equipped, departed on 26 May. But while we hoped that they would have a prosperous voyage, we received a letter from the master attendant, the smalschepen lying between the sea banks, regarding the impossibility of getting outside and the danger they ran of being battered to pieces on the banks. We thereupon ordered him to go and lie off Dumas, a village at the mouth of the river, and to remain there until the spring tide after the full moon, in order to see whether conditions during that time would permit heading out to sea and then continuing his voyage; but if not, to return back upriver with the vessels. The latter he was forced to do by the continuation of the bad weather, as is circumstantially detailed in the resolution of 16 June.

From Souratta 30 April 1763 is recorded in detail. However, we decided at the same time not to abandon the intended expedition, although upon resumption the vessels could not depart before the new moon in the following July, by which time the relief could still arrive early enough, since Resident van der Hulst had informed us that he had provisions in stock for 4 months and saw an opportunity to obtain some others. In accordance with this resolution, we immediately had the two projected narrow-ships repaired of their defects, and half-decked against the rain. The journal of that uncompleted voyage is inserted into our resolution of 23 June, and based on a report annexed thereto concerning various provisions spoiled by accident and broken and lost equipage goods, we decided to write off the spoiled and consumed provisions, the rations, the broken and lost equipage goods, as well as the extra board money to the military and seafarers, to the account of the expedition to Ghareek, since it cannot be booked to any account of negligence. As the expedition, for reasons that shall be stated hereafter, did not proceed, this is all that was noteworthy on that occasion concerning the vessels; to which we only add for respectful communication that after the return of the narrow-ships and our decision to resume the voyage, we were not a little embarrassed with the native sailors who had enjoyed 4 months in advance, but having no desire to go to sea again in the bad monsoon, fled from the vessels in troops with the still unearned monthly pay, without it being possible to overtake them. But since their families offered to reimburse what was still in arrears, and this took effect to the indemnification of the Company, we shall not trouble Your High Excellencies with this matter as being of no importance, but respectfully refer to our resolution of 14 July, where the report submitted on that account by the equipage master is inserted. At the aforementioned session, based on a report inserted under that date, we had to authorize the necessary servant to purchase tar, as it could not be dispensed with for the maintenance and tarring of the rigging of the vessels, and was not in stock; this was granted, however, with the restriction to purchase no more than what was needed for economical use. The aforementioned servant having reported to us by a report inserted into the resolution of 15 October, that the boat of the horry de Lastdrager had drifted away and was lost due to heavy drainage, and it appearing from the annexed attestation that no negligence was involved, we resolved on that day to authorize him to build a new one, and at the session of 20 December passed the specification of its cost amounting to f 403.4 as not excessive. In our respectful letter of 12 January, we already had the honour of reporting to Your Right Honourable the difficulty we had concerning the estate of the Sarang Farelihan, about which we also wrote to Colombo; and as the same reasons that prevented us from placing more than 30 native seafarers on Sloterdijk are currently still in force and quite as bad as before, since no more than 9 in all have returned with the bearer of this, we may consider ourselves rather fortunate that we have recruited 53 hands for this vessel, the more so because at present the dear price of paddy and bajra, wherewith the common man is mostly nourished, is very much in the way. Regarding the convoys, we have no matter to report, having had none, wherefore we proceed to the Discharged Cargoes Concerning this, we have only to speak of that of the bearer of this, the ship Bleiswijk. We questioned the skipper Bartholomeus Begom at the same time regarding the reasons he could give for the excessive shortages; and since he was not able to say much about it, we take the liberty to refer in that regard to the resolution taken on that day, with separate submission of the declarations that were annexed after the findings, and wherewith he answered our question regarding the extraordinary deficit on the tin and quicksilver. The skipper has paid the charge of f 1169.10.8 into the treasury, as we granted his request to be permitted to pay in cash for that which the officers were charged and not to be debited for it in account. The 10 chests of nutmegs sent hither by Your Right Honourable dusted with lime have been garbled against 10 of the same that were, according to custom, sprinkled with cloves, taken directly from the lot brought with Bleiswijk, and thereof a report of the specially appointed commissioners came out.

From Surat, 30 April 1763 from the Council of Justice of this Office, who carried this out in the presence of the Fiscal, having provided a report thereof, which was confirmed by them under oath before the aforementioned assembly, and which we have the honor to present to Your High Nobilities separately under the appendices in copy, though added after the finding. The same indicates that on the nutmegs, after deduction of 3¾ lb by which those covered with cloves weighed more than the recorded weight, due to the underweight of up to 26½ lb retained by those treated with lime, there was still a shortage of 22¾ on the garbled lot; and according to the calculation of the Head Administrator upon the finding, this method of preserving the nutmegs yields a difference to the deficit of 31 7/8 lb or 2½ per cent approximately. However, concerning the quality of the same, the commissioners state that both those treated with lime and those provided with cloves looked reasonably well, excluding the mite-eaten ones. We have subsequently written off the mite-eaten nutmegs amounting to 93 lb and transferred them to damaged spices in order to be sent further to Batavia. The Radix China has been inspected by specially appointed commissioners, and we present to Your High Nobilities the report of their finding among the appendices. As this root is now partly good, we resolved on the 15th of this month to have it sorted in order to sell the good parts and send the bad to Batavia, writing off its cost to profit and loss. Souratta, 30 April 1763 Concerning the gear from the ship Bloemendaal and the gift goods to be written off from that office. On 9 October it was represented to us by the equipage master that the capstan, the trestle-trees, the deadeyes, euphroes, and further all the blockwork from the ship Bloemendaal, wrecked here in the year 1754, were so damaged by white ants that no further use could be made of them; so, in order to prevent further damage from being caused thereby to other goods, we proceeded to write them off. The ordinary annual gift, which is usually delivered in the rainy season, could now, on account of the occupation of the yard and lodge, not be given until long afterward; yet at the meeting of 1 December we resolved to have the same written off in the books of the past year. As an offset, we have entered into the books, to the credit of the gift account, the horse sent as a present by the Raja of Cutch to the Director, of which we shall treat further under Native Affairs; as we also have done with a 4-pounder cannon recovered by the equipage master in the Broach River at the place where the ship Nieuw Walcheren was lost. And one of the water oxen in the Company's garden Zorgvrij having died, as appears from a report by specially appointed commissioners inserted into our aforesaid resolution of 1 December, we have had the same written off to profit and loss, and another bought in its place for ƒ 49.10. On 28 February last, deliberating upon the annual report of goods found unfit in the respective administrations at the usual survey as of the end of August, we have written off in that of the warehouse keeper: 14 paintbrushes 11 fine brushes 1 pair of wooden scales 3 wedges 3 old sails 1 wooden trestle and 1 support beam for the cotton press The last 5 items have been destroyed and the ironwork is kept for future use, we having authorized the warehouse keeper to make a new trestle and support beam for the cotton press. However, a metal weight of 50 lb we have had transferred to old and unfit copper weight, calculated according to the scrap metal recently received, and the excess amount written off to merchandise expenses.
