made to the Meeting in general and specifically the latter for his statement of 175250 lb of firewood and 856 day-wages of carpenters, because those, beyond the remarks made by the examiners, appeared somewhat excessive to us, this above-mentioned amount of the specification was increased on 7 February by f 1756:17:8, which was paid out to the Moedie in satisfaction of what was taken from him during the blockade by the indigenous regents and their people. That servant submitted his account immediately after the occupation and also received a promise of payment from Mr. Drabbe; however, this not having taken place, he addressed himself concerning this matter, as well as several other entries that were still due to him from earlier times, to the undersigned Director in a separate paper, which was handed over to two members at the session of 19 December to examine everything. And upon their report submitted thereof, we could not refuse to have the sum paid to him; the same has also been written off to the account of extorted funds, in favor of which were credited some surplus provisions which, as shown by the report recorded in the resolution of 11 August, were weighed out and assigned to the Storekeeper for accounting, as well as some small items of equipment and artillery goods which, as shown by the decision of 7 July, have continued to remain under the responsibility of the Equipment Supervisor. Concerning the painful compensations imposed by Your Right Noblenesses by virtue of this account upon the outgoing Secunde Kelly and provisional Secretary Blaaukamer, the same have been paid as shown by the current account inserted at the session of the last day of August last, namely by the said Kelly f 53333:6:8 and by Blaaukamer 26666:13:8, making together the imposed assessment of f 80000:—:—. We take the liberty of further referring to the current account of this entire matter included among the appendices, drawn up in accordance with the intention of Your Right Noblenesses, and humbly request the high orders of the same as to how to deal in the books with the outstanding balance in arrears of f 73936:19:—. With respect to the payment of Secretary Blaaukamer, we must note that after deduction of his vendued goods to the amount of f 6621:—:— and two annual accounts amounting to f 720:—:—, he still remained indebted for f 19325:13:8. The former Director Drabbe had, upon the arrival of the First Signatory, interposed himself as guarantor for the entire assessment on behalf of the said Blaaukamer, as appears from what was noted in the resolution of 21 November of last year. However, his means being insufficient to settle his own affairs, Blaaukamer had requested as guarantor, and also obtained the firm promise of, the absconded Equipment Supervisor Clinkaart for an amount of f 15000:—, intending to ask his other good friends as guarantors for the remaining debt. But the said Clinkaart having continually postponed the passing of a written bond, and subsequently even defecting to the English, this remained entirely unaccomplished. However, since Blaaukamer produced a handwritten note from him in which he himself acknowledged having given his word for the suretyship, and since the outgoing and incoming Secundes Kelly and Bosman, together with the Pay Bookkeeper van Harn, in full meeting solemnly declared under oath to have heard from the mouth of Clinkaart himself that he would stand as guarantor for Blaaukamer for Ro/a 10000 or f 15000, and had promised such, we have also regarded him as such, and on that account, as shown by the resolution of 10 August last, debited his account for that amount in favor of Blaaukamer. We have proceeded to this all the more in consideration that Blaaukamer has nothing of his own anyway, and it is nevertheless in the best interest of the Company that the funds of the imposed compensation come into the Treasury. And we hope that this action will be marked by the esteemed approval of Your Right Noblenesses, not only for the benefit we thereby intended for the Company, but also for the fairness of the matter itself. The frequently mentioned Blaaukamer also has the misfortune of being a guarantor, along with the provisional Cashier Ruperte, for the cashier sent away, Ouden Hoorn. We, also deliberating upon the settlement of the account of the latter, of which we shall speak hereafter, in accordance with the decision of 9 August, without neglecting our duty, had his remaining goods inventoried by a political commission from our Meeting, and the report thereof arrived the following day. However much the inventoried items were things that mostly served for his necessary personal use and could not be spared, apart from some cash, we nevertheless appraised everything together at Ro/a 1500 or f 2250:—:— and imposed upon him to pay that sum into the Treasury on condition of retaining his effects, as he has also fulfilled, as appears from what was noted under the last day of August last, albeit in reduction of his own debt, of which

We did indeed demand payment from him, but were well convinced that he had advanced everything, and could therefore not avoid allowing him to appeal to his friends for that amount to stand surety for him, just as we have today accepted a deed to that effect, whereby the Second Bosman and the Dispenser Saillefert intervene for that amount. However, regarding this last item, we have at the same time resolved to request Your High Noblenesses that Blaankamer may at least be discharged from that part of the payment, since, he no longer possessing it, those sureties would have to pay it. For which we have nevertheless provisionally exempted them and, in contrast, entered an account in settlement of the debt of Blaankamer in the books. However burdensome and painful this assessment is, the interested parties have conducted themselves with all submission and respect in that regard. But we beseech Your High Noblenesses that, upon their appearance there, they may have the fortune of making the impressions disappear which Your High Noblenesses, to their utmost sorrow, have been pleased to conceive concerning their persons, when they shall further demonstrate that the resentment of Your High Noblenesses is more an effect of their unfortunate fate than of any guilt. In this confidence, we pray that Your High Noblenesses will be pleased to show them the favor of relieving them from such a burdensome and wholly innocent assessment. For this reason, we also permitted them, at the session of 10 August, to uplift all such papers as they think may be of service to them in due course regarding this matter. Concerning the assessment for the debt of the brokers at Amed-Abaad, which must fall upon those who granted authorization thither to sell on credit if they cannot demonstrate that the same was given with Your High Noblenesses' permission or approved, we take the liberty, in all respect, to represent that in our humble advices of 12 April 1759, we had the honor to give Your High Noblenesses notice of the authorization which we were obliged to grant to the servants at Amed Abaad to sell on term, and that Your High Noblenesses were also pleased to approve this by honored rescript of 12 November of the same year. We hope to have thereby so satisfactorily complied with the requirement of Your High Noblenesses that Your High Noblenesses may be moved to absolve the ministry of that time from the compensation of that debt amounting to ƒ 5850:2:—, and to grant us authorization to write the same off, as there is nothing to be recovered from the brokers in any case. Hereafter, we shall report on the debts of the Broach broker Goordendas and the Cambay Governor Mominchan, and regarding those of Cabulbhaij and Fagger uddien at Dendaragiapour, amounting to ƒ 11403: 41:—, state that, upon the so positive order of Your High Noblenesses, we have had half of that sum, or ƒ 5701:12:—, paid into the treasury by the curator ad lites out of the deceased estate of the late Junior Merchant Sanderus, and will charge the other half to the Malabar Commandment at the first opportunity, to be paid there by the Fiscal van der Heijden as co-participant, while we have nevertheless had to leave them the liberty to further demonstrate their innocence in this matter to Your High Noblenesses. The debt of the former factor at Amed Abaad, de Bellon, has already been settled from the proceeds of his estate, which was paid into the treasury with ƒ 5263:19:8, so that only ƒ 381:9:- remained, which was paid out of his retained wages. At the first opportunity, we shall charge back the incorrect accounting made by the Cochin ministers for the provisions supplied to the ships Sloterdijk and Bleijswijk, pursuant to the authorization obtained from Your High Noblenesses. And have the required drawing of the shoals provided by our new equipage overseer. Although we had the ƒ 80:5:8, brought up by the dismissed equipage overseer Clinkaart for burying the damaged mast timbers in the ground, refunded by him, we took into consideration regarding the timbers themselves that one of them has already been used, and that the remaining three, according to the report made to the Director by the present equipage overseer, are by no means in such poor condition that they could not be used with complete confidence, and that on that account, if they were handed over, the Company would unnecessarily be deprived of them and Clinkaart would be given far too much advantage, since upon selling them he would receive more than twice their value. However, we could not dispose of the report of the commissioners in the cloth hall, as we have not yet received the original invoice of Ameeliswaard with the extracts belonging thereto. We shall now proceed to the customary answering in the margin of the extracts from the Motherland. The reasons that have hitherto prevented you from examining with the requisite attention the instruction drafted by the Extraordinary Councillor Taillefert for a better administration of justice at the outer offices, having likewise prevented us from taking in hand that voluminous, yet as it seems to us, extremely useful work, we nevertheless intend to proceed therewith as soon as the present constraints of time shall have ceased a little, in order subsequently to transmit our considerations to you. It is also to that same reason that it must be attributed that we, for the present, could not engage in an examination of the memorandum left by the said Councillor Taillefert, as outgoing Director of Souratta, to the Commander Drabbe, the review of which consequently remains postponed until a further opportunity. However, turning now to the discussion of the matter itself, we can in general well confirm your decisions taken and outgoing general as well as secret rescripts under dates 9 August and 18 October 1760 in response to the preceding advices and reports of the ministers, and we shall therefore in this rescript limit ourselves only to those points that have given rise to some considerations on our part, regarding which we shall follow the thread of your general advices to us of the date ultimo December 1760, as containing a clear and succinct exposition of the principal matters that presented themselves to us during the review of the papers of this office. We remark first, under the article of maritime matters, that the leniency which you have permitted regarding the provisioning of the sailors so long as they remain here, in order to prevent desertion which is otherwise to be feared and is very prevalent here—of which the number of 131 heads in so short a time serves as proof—were indeed to be wished otherwise. Considering that this may have the consequence that such crews, accustomed to that indulgence here, will insist on the enjoyment of similar bonuses at other places where such dearness of provisions and facility for desertion does not exist to such a degree, and that upon refusal this may very often give rise to troubles, especially if this spreads to the military, concerning which subordination throughout all India seems subject to a general decay. However, the concession granted on the matter of provisions here being arranged according to the rule of prudence, we shall consequently accept it, in the hope that it will require no further extension. However, concerning the irregularities and mentioned excesses, Your Right Honorable Excellencies may rest assured that these are not to be feared, considering that all means of malversation have been cut off from the person who provides and pays for that extra crew, through the taking of a declaration signed by the master and chief mate regarding the number of the crew and the time of their stay on board. That we had to consent to the hiring of special personnel here for the unloading of the ships, we also would have preferred to see otherwise, because the employment of such special crew engaged for unloading (although this was done solely in consideration of the Moorish sailors, who also do not wish to assist in unloading, but are immediately discharged here upon their arrival) sets a bad example for the European sailors. However, insofar as this was granted here for the reasons stated above, that might very easily be remedied by granting some bonus to those Moorish sailors, which we would rather see if possible, because we are no less apprehensive than you that concerning that specially engaged crew many irregularities and excesses might take place, both regarding their number and the duration of their employment. We must accept the aforesaid allegations as true because they constitute the basis of Your Honor's granted discharge; but at the same time we must complain about such administration and the resulting damage to the Company, the more so because there seems to remain not the least recourse for the latter. Thus we gladly leave to Your Honor's own consideration how unpleasant such cases must appear to us, and how it obliges us, in the case of your requisition of necessities, especially regarding broadcloth and woolen manufactures, to keep our attention focused and to subject your generous petitions to a considerable reduction, to which such occurring cases compel us all the more. It is therefore certain that primarily the virtue of this sweetness must serve to promote the aforementioned intended purpose: namely, an increase in price, or at least no reduction from the previous one. Not being able to achieve this thus confirms us more and more in our opinions, which we shared with Your Honour some time ago regarding that article, and it will be of unavoidable necessity in that regard to ensure that one does not become overstocked with it in Batavia, to prevent the harmful sending out at all costs, to which one had previously been forced to proceed through the excess of that sweetness, to the notable disadvantage of the Company. Just as little as Your Honour can we consider favourable the arrangements of the ministers with the brokers to have to hold the goods purchased by them after the date of sale for a full year for the Company's account and risk if necessary, because this, besides directly conflicting with the nature of the contract of sale and purchase, is extremely prejudicial to the Company. Yet we would rather accept this than have the goods delivered without advance payment and the Company thus made subject to heavy bankruptcies, for which we have apprehension. Since we hope that Their High Excellencies, upon the representation we take the liberty of making in our present outgoing letter regarding this debt of the Ahmedabad broker and business manager, to the amount of ƒ 5850:-:-:, and especially because this office, whose redundancy was already demonstrated by the reply of the ministers to our letter of 15 October 1758, was broken up not without legitimate reason, as one could consider as useless no less than the amount recently spent on the lodge there of ƒ 899: 9: 8 and ƒ 266:—:—, besides the extraordinary gift of ƒ 946:—:— on the occasion of the Governor's visit to the factory, Their Excellencies will cancel the conditional period regarding which was written by letter of 11 November of the past year. Thus this debt will certainly be hopeless, as nothing is to be expected from the son of the former Ahmedabad broker Girderdass Dossje because of his insolvency. Regarding the collection of linens and other Surat returns, we will set down our considerations and approval in our demand of returns to be determined shortly, and conforming ourselves thereto, we only add here in conclusion that no less than Your Honour do we consider hopeless the debt of the absconded warehouse master Willem van der Laar. However, seeing that the said Van der Laar from time to time has made requests here, and most recently addressed our meeting by petition in the year 1757 to the end that there might be paid to him, who was then residing in IJsselstein, his supposedly remaining due wages, and as we do not know whether and in what manner he or his relatives might insist upon it, we find it not ill-advised that the aforesaid debt be kept alive for the present, and that information be supplied to us regarding the origin of the aforementioned debt of ƒ 2029: 3:-, along with the evidence serving for its justification. This debt of Van der Laar was indeed settled on the general main account pursuant to the honoured letter of the High Government at Batavia of 9 August 1760, but it is kept pro memoria in the margin of the books of this said Directorate and is thus still kept alive; and as for its source, that was shown in detail in the answering of the Fatherland extracts of 16 November 1742, 2 September 1743, 5 September 1748, and 6 September 1745, which were sent from here to Batavia in a separate bundle under date of 26 April 1747 with the ship Napenhof, to which we respectfully refer. And proceeding next to the general report of this Directorate and what has occurred since our last, we give priority according to custom to the main head of ships and vessels. Of the former, there have been at this roadstead this year Kronenburg and Vrouwe Rebecca Jacoba, and as regards their discharge, provisions supplied to them, and their dispatch, everything was dealt with in our humble letters of 5 and 31 January. We shall therefore speak here only of the vessels belonging to this Directorate at present. On 9 June 1763, our meeting was served with a report regarding the defects found since the last repairs, along with a statement of the repairs and provisions that had to be made to those small keels in order to have the necessary services from them for the next navigable season, and we approved the same, as we found nothing listed on it that was not of the utmost necessity. However, we could not approve having such repairs made to the old prahu of the Company as were proposed in that report, because a repair of that nature would be an almost complete renewal, while the work done on it would still be mere patching and useless expense. We decided rather to sell that small keel, already built in the year 1751, as was done on 10 September at public auction for ƒ 65:-:- or ƒ 97: 10.

At the same time we also resumed a statement concerning the breaking in two of the mast of the horry the Mosselschulp, which was caused by heavy pitching while that small vessel was sailing to the ship Bleyswyk to fetch a cargo, and decided thereupon to order the equipage master Clinkaart to enter the two pieces into his administration books and to use them for the necessary services, as well as to note expressly in his four-monthly specifications what they were employed for. However, we could not condescend to the request of the said employee, which he made in a report incorporated into the same resolution, to be allowed to purchase domestic cordage, linseed oil, and several other items that were not in stock, because we thought that this was not consistent with economy, the more so because in our opinion that purchase was completely non-urgent, since the vessels being of no service before the arrival of the ships, we judged it better to accord with good management to supply those small vessels from the expected stock than to buy everything at the highest price, there also being enough in stock to provide the horry the Mosselschulp with a narrow-ship rig, as was done, pursuant to Your High Noblenesses' favorably obtained authorization. We nevertheless had to exempt tar from that refused purchase, because it was greatly required for the preservation of the vessels and their rigs, and therefore authorized the equipage master to buy no more of it than could not be dispensed with for frugal use. The aforementioned repairs, carpentries in general, and the rigging of the horry the Mosselschulp with a narrow-ship rig in particular having been done, the equipage master submitted for the former a specification amounting to ƒ31206: 5: 8, which also included the newly built proa for ƒ1059:—: 8, and for the second amounting to ƒ2931:12:8. These specifications were inserted into the resolution of 19 December of last year, but because we considered them too extensive to resume and examine item by item during the meeting, we placed those papers into the hands of the retired head administrator Iellij and provisional cashier Ruperti, to make a written report of their findings. Their report was incorporated into the resolution of 7 February last, and as appears from an also delivered specific memorandum, they judged that ƒ233:2:8 could be reduced from the specification of the carpentries, but nothing from the other concerning the rigging of the Mosselschulp. We then passed on that day the first, after that reduction, at ƒ8975:3:8, but the latter as it was at ƒ2911:12:8, provided that the equipage master undertook to provide the new country boat, which was not yet rigged, with masts, sails, canvas, awning, and further necessities, as we judged that notwithstanding the opinion of the commissioners this could still well be spared therefrom. And the equipage master not only willingly accepted this, but also effectively accomplished it. On the occasion that the horry the Uitwinner had to go to Brootchia, it being represented by the present equipage master van der Kuijl the great necessity of a good rope for that small vessel, and that there was no more in stock to supply it there, we were obliged on 7 February to decide to authorize him to make the purchase, as he then also purchased a domestic rope to the value of ƒ390:—:—. In our meeting of 8 March we spoke of the heavy burden the Company had from the large number of vessels belonging here, which would certainly decrease much if one could get rid of one or two narrow-ships, since notwithstanding, excessive expenses were still charged for the unloading and loading of the ships, which one could also not well prevent, because the narrow-ships and decked horrys cannot be used for fishing and bringing ballast on board, one will always have to rent some horrys for that purpose as long as one has no such vessels on hand oneself. We therefore decided at the same time to accept for the account of the Company for ro/a 5000:—: or ƒ7500:-:-: two of the largest open horrys, which the Director had fortunately been able to buy from the discharged equipage master Clinkaart, and for which he had himself paid ƒ12000:—:— three years before; we say fortunately, because the scarcity of cash prevented him from selling them to anyone for their real value. the smalschip the Mosselschulp and the horry the Lastdrager went to Brootchia to collect return goods, whither the said smalschip and the horry the Lastdrager departed again on 1 December. On 10 February of this year the smalschip the Mosselschulp, along with the horrys the Lastdrager and Uijtwinner, convoyed by the gourab the Zee Leeuw and the galbet the Waakzaamheid, departed via Bauw Negger for Brootchia, in order to convoy some goods belonging to the brokers to the first-named place and to collect some goods from the latter. On 31 March, the horrys the Uitwinner and Lastdrager, along with the said gourab and galbet, went again to Brootchia, having for the said reasons also called at Bauw Negger again. And finally, on 25 April, the two smalschepen the Mosselschulp and the Battavier made a voyage to Brootchia, from where, in addition to their cargo of the Company's bales, they brought along the goods of the deceased factor. The smalschip the Boschermer and the laid-up galbet the Waaksaamheid, destined for Brootchia, lying forward in the river on the first of May, were overtaken by a furious hurricane, such as within human memory has not been felt here. The particulars thereof are duly recorded in our daily register under that date, and that which properly relates to this matter consists of the breaking of the masts of both those vessels on that occasion. At the session of 18 May last, we resolved to have a small boat built for the said service, not only because we, having only one boat, upon its absence can in any case dispatch any order, message, or letter to the roads better and more expeditiously than with the large land-boat, but also for the preservation of the latter, which, being new, would through continuous employment soon be worn out and reduced to such a dilapidated state that the Director or any other person of quality could not with decency make use of it. The specification thereof, amounting to Ro/a 586 66 or 879: 5:—:, which is R/½ 208 5/1 less than the land-boat built in A:o 1752, was submitted and approved on the 25th of this month. The present equipage supervisor Van der Huyl, at the session of 19 June, represented to us by means of a report the necessity of covering the decked horrys the Lastdrager and the Uitwinner entirely with terrij sheets just like the smalschepen. And we could not refuse this, because it is undeniable that, when covering the smalschepen entirely serves to preserve their continuous deck, the case is exactly the same with horrys, which, like these two, have a continuous deck. And it is certain that the reason why this has not been in use for a long time has been caused by the successive equipage masters not having made any representations in this regard, and the stipulation that ƒ 60:-:-: less may be charged for roofing a horry than for a smalschip has certainly been misunderstood. We have therefore granted the request of the equipage supervisor and permitted him to charge as much for a horry as for a smalschip. The said servant has also, by a separate paper inserted in the resolution of 6 July, demonstrated the weak condition of the war galbet the Waakzaamheid, purchased in Ao: 1753. And although we already had to resolve on 14 July in A:o 1762 to spare that small keel in such a way that it was not sent outside and on the lookout too early and also did not remain outside longer than mid-April at the latest, if one wished to have a few more years of service from it, and it was thus to be feared that one time or another it would fail its master and perish with the loss of ammunition and equipage, the final resolution was suspended at that time until such time as the general report on the inspection of the vessels should have come in. This took place on the 26th following, and as the commissioners confirmed the bad condition, we resolved to have it sold, if it could be done under the condition of dismantling, or otherwise to dismantle it. According to the record of the 10th of this month, the former took effect, and the hull, after the masts were removed and all equipage and artillery goods were taken off, was sold at public auction to a Persian named Rustum Canna for ro/a 271:—:—: or ƒ406: 10:—:. Concerning the goods taken from it, we have resolved, upon a report regarding their condition submitted on the ult:o August last, to have all those declared unserviceable by the resolution destroyed or sent to Batavia according to their quality, but to have all serviceable goods transferred to unappraised goods. on the last-mentioned date, a resolution was likewise taken, and in order that it might render its service with all the more fruit, to have it built in such a manner that it will be able to both row and sail, and so shallow that it can dislodge the pirates between the banks, from where they unexpectedly fall upon the loose vessels when the cruisers think they have placed them in safety. The just-mentioned report of the commissioners, who surveyed the defects of the vessels for this year and likewise examined exactly whether it was absolutely necessary that such repairs and supplies were made to them as the commanders of those keels required, came in on 26 July last, where it is inserted; we had to allow the supply of most of it, and grant the repairs insofar as the commissioners judged this necessary, that which they discarded as unneeded being very little in respect to the demands; the said commissioners added this clause to the end of their report: that the commanders of various vessels have declared, some within 2 and also some within three years, to have had little or no new supplies for their vessels, and if they indeed enjoyed any necessary requirements, the same consisted of old and half-worn goods, or were taken from one vessel and given to the other. This declaration naturally resulting in a heavy accountability and compensation for the absconded equipment supervisor Clinkaart on account of such a neglect of the Company's vessels, was of too much importance to proceed further in this matter against an absent person merely upon the bare word of those commanders; it was therefore decided to demand judicial declarations of their words from them and to have the same confirmed by oath, and such was done as appears by a judicial minute exhibited in our meeting under the ultimo of the last month, where the contents of each declaration are briefly extracted, and to which we take the liberty to refer ourselves, the declarations themselves, with their re-examinations, being transmitted among the appendices for the perusal of Your High Noble Honours. Last year we were compelled to proceed very early to the recruitment of the full number of sailors for the vessels; the reason for this was an expedition undertaken by the English, for which they hired all the people they could possibly find; the equipment supervisor Clinkaart demonstrated this to us by a report inserted in our resolutions under 20 August 1763, and since it appears therefrom that for the said reason he had great difficulty obtaining half the number, we could not refuse to qualify him for the recruitment of the full number, although fully 50 days earlier than the year before, because we judged this to accord better with the master's interest than that we should later have to make shift with the scum of people whom another did not want and subsequently discharged; but this year, not being forced by that necessity, we, as appears by the resolution of the ultimo of August 1764, took into service first the half on the first of September and the other half in the middle of that same month. one considers it a great fortune to have come off so cheaply. Convoys will not furnish us much material as long as the English dominate here, and as for what concerns the delivered cargoes of the ships Kroonenburgh and the Vrouwe Rebecca Jacoba, having already been treated in our respectful advices cited above of the 5th and 31st of January, we were obliged, according to the order, to speak of the charges and reimbursements. We will make no mention here of those that derive from Your High Excellencies yourselves, or of such reimbursements as the ship officers are charged with according to the regulations, and merely report that on the 7th of July 1763, through the authorized agents of the Junior Merchant Kronenburg, who had departed for Batavia, we had reimbursed ƒ 55:30:-: which had been taken by him from the treasury upon his departure from Brootchia in excess of what was accounted for here, for which reason we, to indemnify the Company, had paid on it the agio between here and Brootchia up to 2½ per cent. Upon a report submitted by the outgoing Head Administrator Kellij at our session of the 24th of October 1763 regarding the amounts overcharged and undercharged by the Dispenser Taillefert, and fugitive and equipage supervisor Klinkaard on the specification of the carpentry and the expense account of the small ship the Chinsura sent to Bengal, and the specification of the repairs and rigging, all recalculated by the Re-examiner, we decided to have the f 119: 7:8 overcharged in cash and received counted back into the treasury by the recipients, against which we, for what they had undercharged, credited the Account of the Graves here for f 132:3:-: in order to make them cautious in the future in drawing up their accounts. This report having given us cause to think that possibly during the time that the subsequently deserted Assistant van der Vloot performed the duties of Re-examiner, errors might again have occurred, we resolved to have the trade books recalculated from that time onward by specially appointed commissioners. Their report is entered in our resolution of the 21st of November 1763, and we disposed of the same in the same manner as was said of the report just discussed. In consequence thereof, f 121:4:8 and another f 75:—:—: were counted back into the treasury by those who had improperly benefited by so much, and the Account of the Graves was credited for f 102:7:8. By our resolution of the 24th of October 1763, disposing of the findings of the merchandise weighed out in the year 176 2/3, we had the former Warehouse Master Bosman reimburse 274 3/8 lb or 2 1/18 per cent on the nails in kind; that administrator also had to pay at purchase price: 1¼ lb: Radix China, 45 1/18 lb: Dutch Lead, 670 ½ lb: Powdered Sugar, as appears from our resolution of the 18th of May 1764, wherein is inserted the finding on the merchandise weighed out from the ultimate of August to the ultimate of November of last year up to the time of the general transfer of this Directorate. On the 26th of July, a report was submitted regarding the confrontation of the reports that had been made of the inventories for the said transfer against the trade books, and by the disposition on the same we charged the account of the former Cashier Oudenhoorn for 256 Marc weights, as he had transferred too little of the same to his replacement, and made the Warehouse Master Bosman pay at purchase price: 33 pieces of Paintbrushes, but at cost price: 3 quires of Imperial Paper. Furthermore, on the 24th October, we also validated according to the Regulations to the Warehouse Master Bosman: 496 lb or 1½ per cent on the Japanese Copper in bars 231½ lb or 1½ per cent on the Bangka tin 10 lb or ½ per cent on lead 78½ lb or ½ per cent on iron flat in bars 98½ lb or 1 per cent on the nails in sorts 12 7/8 lb or ½ per cent on the red minium 25 1/8 lb or ½ per cent on the Quicksilver 30579¾ lb Powdered sugar, namely: 18223½ lb or 3 per cent on the consignment of Noordbeveland, which was more than a year old, and 12356 1/8 lb or 2 per cent on the parcel of Sloterdijk, having been weighed out within the year 3797¼ lb sugar candy, namely: 2367¼ lb ƒ 2367¾ lb or 3 per cent on the consignment of Noordbeveland, and 1429½ lb on that of Sloterdijk, both for the said reasons. We have likewise passed for write-off under oath 83½ lb or 3½ per cent, which were found deficient on 14 packages of mace that were weighed out in the financial year 1766/1767 and used for gifts and consumption; and the oath was duly performed on 26 November, as appears from the recorded note. Also, pursuant to the said resolution of 24 October, we have written off under oath, which was likewise taken on 26 November according to the submitted minute, a shortage of: 95 lb or 2/8 per cent on cloves, which occurred on a parcel of 112 chests of nutmegs and cloves, amounting further to: 471 lb mite-eaten nutmegs, and 26 lb dust and crowns of cloves, which we have written off and transferred to spoiled spices; but against this, we have entered into the books a surplus weight that was found on the nutmegs from the said chests to the amount of 43 3/8 lb or per cent. 91 entered into the books. At the same meeting we also wrote off: 1 sound large and 1 damaged foresail yard of the ship Bloemendaal, wrecked in the year 1755, which, according to a declaration, were presumed to have been washed out of the ground by the heavy drainage of water; however, because a declaration of that phrasing appeared to us rather presumptuous, we did not make that write-off until after Clinkaart had taken an oath that he had in no way profited from that timber. On 26 November, a report arrived again of the garbling of 112 chests of nutmegs mixed with cloves, from which we, subject to the oath that was actually taken on 15 January of this year as appears from the recorded note, have written off: 33¾ lb or per cent 6/8 on the nutmegs 127¾ lb or 3½ per cent on cloves, and including the shortage on the 10 chests garbled on 15 April of last year against 10 chests of nutmegs sprinkled with lime and brought by Bleiswijk, which had not been written off then. We have at the same time transferred to spoiled spices: 668 lb mite-eaten nutmegs, and 25½ lb dust and crowns of cloves. On a similar report of 109 chests of spices, which was presented on 2 January of the current year, we have caused to be written off a shortage of: 35 lb or ¼ per cent on the nutmegs 75¾ lb or 2 per cent on the cloves, and transferred to spoiled spices in mite-eaten nutmegs, dust and coarse powder thereof, item dust and crowns of cloves: 2095 lb on the nutmegs, and 27¼ lb on the cloves. The oath for this was performed on 15 January, as appears from the recorded note. The silver chobdar maces, having been in use since the year 1741 and thereby damaged, having had to be renewed, we caused a shortage found on the old ones to the amount of 20 39/72 tolas, to the sum of approximately ƒ31:—:—, to be written off the books, and entered the new ones again with their weight of 138 tolas and the value 92 of ƒ207. Upon a report submitted by the Head Administrator Bosman at the session of 27 February of the current year, we decided to write off to profit and loss 89 13/16 lb on 41 tubs of camphor from the consignment of the ships Bleiswijk and Sloterdijk, for which the oath was also duly taken. On the same date, upon the submitted declarations, we also wrote off the two masts mentioned under the heading of vessels from the small ship the Beschermer and the galliot the Waakzaamheid, as well as an anchor from the gurab De Zeeleeuw, which had been broken by a heavy storm on 6 February, the latter, however, under the oath of the commander, which he also took, as appears from the record under the ultimate of the past month. On 6 July, upon a submitted sorting report of 38 chests of spices, we again wrote off a deficit weight of 1½ lb or - percent on the nuts, and transferred under spoiled spices: 186 lb mite-eaten nuts, and their dust and debris, —¾ lb dust and crowns of cloves. Now we must speak of our further disposition on the report of the collation of the reports for the general transfer against the note books, as far as required here. We have entered into the books: 19 sheets of stamped paper in kind, which were found in surplus at the survey; 24 pieces of fine chintz, which were still running on their own account at ƒ 185:5:-, transferred from there to sample cloths, as well as 70 pieces of diverse linens, which were selected for samples from 1753 to 1763, but not paid for, settled at ƒ 488:35:8 and likewise entered into the books under sample cloths, we having written off the cost price of both the one and the other at ƒ 671:—:8 under merchandising expenses. The 3 quires of Imperial paper, which we had the storekeeper Bosman pay at purchase cost, were subsequently written off and destroyed, as well as: 1 cotton press, 3 clamps, and 1 old sail, which were unserviceable; we also had 8 half pikes in the administration of the officer of arms transferred to unserviceable goods. 94 goods. We already had the honor to report, in our humble letter of the 9th of April, that the brokers at the beginning of March had offered in their bid for the merchandise ƒ 1:50:— and ƒ 3:—:— less than the previous price for the two aforementioned parcels of sugar, and ƒ —:4:— less for the camphor; and that whatever effort the Director had made to investigate the true state of affairs throughout the entire city with foreign merchants, even with the bitterest enemies of the brokers, he could perceive nothing else but that the market was indeed as described at that time. In the meantime, we received the news that we had no more ships to expect, and flattered ourselves that the price of sugar would thereby rise again. We therefore granted the brokers an extension of nearly a whole month, and did our best to engage other wealthy merchants. However, the large supply of sugar from Macau and Malabar, combined with the almost complete standstill of trade due to the ongoing unrest in the upper lands, made matters worse instead of better. We dared not wait any longer, considering that the trading season would expire entirely, and that the sugar, especially that from the Vrouwe Rebecca Jacoba, could also not possibly survive the rainy season, because according to an unanimous declaration of all merchants, it is much inferior to that brought by the Bleijswijk, of which the samples were sent to Your High Honours in the year past. The said declaration, together with two reports concerning this matter, have been inserted into the Resolution of the 18th of May. For the reasons mentioned, we then proceeded on the 26th of March to a general sale, with the exception of the camphor, which we held back until Your High Honours' further orders, since we could not possibly negotiate the stipulated price of ƒ 1:4:— per lb for it; and as is customary, we let follow below the gross yield of such: 25071 lb, 15918 lb, 1848 lb. The linens that the factors at Brootchia sent to us on the said requisition, and which were inspected, were found to be of good quality, as appears from our notes on the 10th of December of the past year, and 7th and 15th of January of this year. In the Further Requisition from Your Right Honorable Sirs, dated Batavia the 4th of November 1762, the tape kankennias narrow ordinary being re- quested with the length of 6½ and the width of 1½ ells, whereas those with us nev- er measure more than the length of 2 7/8 to 3 and the width of 1 1/8 to 1 3/16, just as of the broad ordinary no greater length is known than that of 4½ and no width than 1 1/8 ells, we therefore on the 7th of June 1763, for reasons stated in the Resolution, considered this to be a clerical error, and resolved to contract for those cloths according to custom. We have had no small trouble persuading the suppliers to accept a new delivery contract, that remained but after many attempts we finally succeeded on the 26th of March 1764, to such an extent that we contracted with those people on the requisition from the Fatherland for this year, dated Amsterdam the 1st of November 1762, and that for the Indies dated Batavia the 10th of August 1763, to deliver all goods at the prices of the previous year; excepted from this, however, are the tape sarasses and bedspreads for Makassar, of which the first differs in favor from the last contract for the same sort in the year 1737 by ample 5 5/28 percent, and the second 7/8 percent; however, the white sawagesjes of 9 wiesa, pro Patria, we had to decline again, because the second increase of 10 percent on the already with 5 percent burdened prescribed price could still not cover the price that one would have to spend here for that linen. The staying behind of the ship Ameliswaard, and the resulting retention of the return goods that were in readiness on the old requisition for the Indies, 106 has obliged us to adhere to the following course regarding the new contract, namely to have no cloths fulfilled other than those of which none were demanded in the previous requisition, or of which more are now demanded than what is in stock of those same sorts, in order thus to avoid the sending of a double requisition contrary to orders, which would certainly have occurred if everything requested had been contracted for under the new requisition. Neither have we made any contract for silk Patolas on the new requisition, partly because a good quantity of 3014 pieces extra was sent with the ship Kronenburg, and secondly because the previous year's requisition of those silk cloths was not yet by far fulfilled, which is why we have let the same stand over. differed to our disadvantage from 2½ to 6 percent, and our suppliers agreed to deliver the same goods locally at the previous year's prices, and thus considerably cheaper than the Broach providers, we have for this time excused that office from supplying them, and contracted everything out locally. We hope that this will meet with Your Right Excellencies' esteemed approval, and we have only to note in this regard that the entire amount of the recently contracted return goods amounts to ƒ 307,277:2:8, and that upon this, in various installments as shown by our resolutions of 18 May, 19 June, 6 July, 10 August, and 25 September, ƒ 285,000:—:— has been disbursed up to the present day, including ƒ 22,500:—:— from the bar copper sold at Broach, which we had delivered there to the suppliers' attorneys, since that money would otherwise have had to be disbursed to them from the treasury, and that idle capital would result in a loss upon transfer hither. Remainder 107 The purchase of a parcel of silk Patola and Putchuk having already been dealt with in our respectful letter of 31 January, we have under the heading of Purchase of Goods nothing to report, except that on 15 January we qualified Chief Surgeon van der Sprenkel to purchase such drugs as are required for the medicinal shop at Batavia, as appears from a report inserted with that resolution, provided he warrants their quality. Our formal requisition of merchandise for the year 176 2/5 having already been sent in duplicate via Coromandel and Bengal alongside our dispatches of 20 July last, we respectfully refer to it, both with regard to the requested quantities and qualities of the merchandise and goods, and further report with respect to Carpentry and Repairs that we have permitted an Armenian merchant, who according to the records has occupied the vacant lodge at Ahmadabad on 9 June 1763 for the reasons mentioned herein, to make some small repairs in order to preserve that building and property of the Company from decay, up to an amount of ƒ 200:10:—, just as we also at that time passed a small repair done in the previous financial year of 176 1/2 to the amount of ƒ 52:10:—; but as he requested again this year to make some repairs up to ƒ 255:—:—, we refused him this at the session of 26 July, since the prospect of whether that office will ever be reestablished is remote, and it is therefore sufficient that one preserves proof of ownership by maintaining two peons and a gatekeeper. The usual shifting of the tiles and the repairing of matters within and outside the city against the rainy season in the past year 1763 having duly taken place, we passed the specifications thereof submitted on 10 September 1763 by Dispenser Saillefer and the provisional equipment overseer Klinkaart; the first amounted in cash to ƒ 1,748:4:8 and the second in cash to ƒ 3,145:12:— and from stock ƒ 465:10:8, and thus ƒ 3,611:2:8, and the administrators took the oath of faithful administration in this regard during the meeting; but from the first we deducted, during the deliberations on Your Right Excellencies' letter on 28 April, ƒ 277:5:3, or half of what was spent on the garden Zorgvrij in that year, and debited that to the account of the former Director Drable, as has already been cited in the reply above. In the resolution of 7 February are recorded at large the inconveniences resulting from the dispersal of the Company's servants and establishment in this Directorate, where the Director with three Council members and some clerks resided at the wharf, the Second with two members, the chief surgeon, and some clerks in the lodge, and two other members with the remaining clerks in houses outside of it, and all the goods and effects of the Company lay divided; we deliberated at the same time on the most suitable means to bring all this together, but we also saw the impossibility, under the present circumstances, of making the necessary space at the wharf, however much this was to be wished; thus we were indeed compelled to take our refuge again in the old lodge, which, however, is so dilapidated that it is impossible to dwell in it any longer without a heavy repair, indeed virtually a complete rebuilding. We therefore decided, for this and further reasons regarding which, in order not to weary Your Right Excellencies, we refer to the said resolution, to have a rough calculation made for the reconstruction and the fitting out of the lodge and surrounding houses, in such a manner that all the establishment can be accommodated there; but since this could not be done so quickly, and the servants meanwhile could not remain without housing until one can obtain permission for such reconstruction from Your Right Excellencies, it was also deemed appropriate to have permission requested from the English gentlemen to provisionally have the necessary superstructures built on the wharf for dwelling purposes, even if it were only of rafters and bamboos. The said calculation was finally brought into our meeting on the 25th of this month, amounting to Ro/a 133,966:—:— or ƒ 170,949:—:—, together with an indication of what the defects consist of and how much each item will cost separately; we take the liberty of presenting the same to Your Right Excellencies and to request Your Excellencies' high authorization for the so urgently needed reconstruction. wished to have made, and such was done by a letter inserted into the Resolution of the 26th of March. We have also obtained permission for this, and are actually at work, and although the work proceeds hesitantly due to continual impediments, we have already advanced so far that all servants have a temporary shelter, with the exception of the First and Second Warehouse Master, the Purveyor, two assistants, and an under-master. We have, in our meeting of the last day of August 1764, approved a specification submitted by the Modhi Mannik Dada of all the repairs that have been made since the arrival of the Director up to that time, amounting to ƒ 6885: 518:; however, because this is only for a temporary and still merely cramped shelter for all servants, aside from the aforementioned, and certainly carpentry works of greater extent and durability must be carried out, we have in two terms, namely on the 28th of April and 19th of June, furnished to the said Modhi Ro/a 10000:-, for which he is debited in the books, in order to be discharged thereof upon the submission of his specifications. We have also, on account of the inconvenience attached to the storage of the equipment goods of the vessels when they are laid up safely in front of the Garden during the bad monsoon, decided on the 18th of May to have a structure of rafters and bamboos with a tiled roof erected in the said garden, both for the storage of those goods and to serve as a carriage house, or stable, and guardhouse for the peons, who otherwise must dwell under the open sky, and also to store the necessary hay and fodder for the oxen of the garden; for when particularly the vessels run into distress for one reason or another during heavy runoffs, one can sometimes not reach them from the yard without the danger of losing everything sent thither through the overturning of the boats. The specification of that structure, submitted by the Modhi and amounting to ƒ 1489:17:-, we approved in the session of the 19th of June. We also decided on the 18th of May to have the front gallery in front of the hall of the Director's residence, which on the 1st of that month was torn loose from the ground along with the sleeper beam by the furious hurricane in an almost unbelievable manner and driven entirely over the building, repaired immediately, as was done at a cost of ƒ 1102: 15:-:, of which we approved the specification on the 25th of this month. The relaying of the tiles against the recently passed rainy season having again been properly performed, we have in our meeting of the 6th and 26th of July passed the specifications submitted thereof, because they are both more than half less than those of the previous year, as that of the Equipment Overseer has now amounted to only ƒ 1672:18: 8:, and that of the Purveyor to ƒ 608: 18-. We also decided in the session of the 25th of this month to have the latthys on the wharf raised, because, for reasons mentioned therein, we preferred this to a stone floor, for which we have already requested and obtained permission from the English, but we have not yet been able to make a beginning with it, because the merchandise has not yet been collected. Since our formal description of the 30th of April 1763, we have on the 8th of March, for travel expenses according to the regulations, granted to the deceased Factor Sanderus ƒ 270:- for two journeys, namely one from Brootchia hither, whither he was summoned by the Director to conduct certain business in which he had to make use of his linguistic knowledge, and again for his return journey via Bauw Negger. Furthermore, we validated on the 6th of July for the present Factor of Teger the travel expenses incurred upon his departure thither, to the amount of ƒ 140:-:-. The Warehouse Master Bangeman, who arrived on the 18th of April via Cochim, and from there with English vessels via Bombaij in the Bengal, submitted a petition in our meeting of the 81st of August, whereby he requested payment of his expenses from Cochim to here, which according to an attached account amounted to ƒ 900:—:—.
