Regarding the keeping of the pay books of the year 176 6/3, nothing having arisen to remark upon, since the commissioners at their inspection discovered no errors, we proceed to the main topic of the deserters, which would surely weary Your High Excellencies' attention if we were to make a full detail of what occurred between the English gentlemen and us regarding the pretended breach of the Cartel, and on what foundation that nation has sought to throw the blame for violating it upon our necks, and which reasons and proofs we have brought against it, is circumstantially described in the resolution of 2 June 1763 and a report inserted therein of the commissioners who were in negotiations with Mr. Hodges concerning the affair. Those gentlemen have never given us any satisfactory answer to that, nor to what we have further brought forward, nor paid any heed to the word of honor of our entire assembly and sworn declarations, and solely in an arbitrary manner, both here and at Bombay, maintained that we had violated the Cartel, although they had no other proof of it than the word of common soldiers, of whom we showed them that one was perjured through desertion. They have not only imputed to us the breach of that treaty, but even added thereto a warning not to take in any people from them who served in the Mughal's Castle or were employed in the protection of his fleet, and we hope that our decision thereon, as it is described in the Secret Resolution of 3 August, will meet with Your High Excellencies' approval. We take the liberty in these respects to refer to the ordinary and secret resolutions dealing therewith, of 2 June, 3 August, 13: Septemb: and 19 Decemb:r 1763, by which latter we decided to let this matter run its course. The letters exchanged are also transmitted to Your High Excellencies under the Western letters and translations. Meanwhile, the statement of Mr. Hodges is borne out, namely that the Cartel was disadvantageous to the English Company, and this is also only since they have devised the distinction between servants of the Mughal and the English, whereby we get not a single man from them, while the number of our deserters since the breach of the Cartel to the present date amounts to fully 58 heads, who have deserted both from the ships and from among those stationed ashore, among whom the principal is the former master of equipment Klinkaart, who fled on 19 June. The troubles with the English that occurred over this, we have already had the honor to inform Your High Excellencies of in our last advices of 20: July, as also that in our meeting of 6 July we provisionally attached his abandoned monies and ordered his debtors to declare what each of them owed him. This was accomplished as appears from the record on the 26th thereafter, when it was found that he had left behind a sum of r:o/a 14022 7/16: besides his bail to the amount of Ro/a 6400:-:—:, and both the one and the other were paid into the Company's treasury on the last day of the past month. We hope that this will meet with Your High Excellencies' approval, the more so as a good portion of those monies, as appears from the aforesaid, has come as well in handy for the benefit of the Company, as the rest, according to expectations, will also not remain lying uselessly once the specification of the rebuilding and outfitting of the vessels will be drawn up. Meanwhile, the said Klinkaart was duly summoned, but not having appeared, the Court of Justice of this factory banished him by its sentence on 25 July last, and that sentence was approved by the Director on 9 Aug:s thereafter, under such remarks as the act inserted in that resolution indicates; the documents of that trial, as well as that against all deserters who had deserted up to 2 May, are transmitted in the original to Your High Excellencies among the annexes. Among the above-mentioned remarks was also that the Director had not been given notice of certain letters written by Clinkaart to the Court of Justice which tend greatly to the prejudice of his honor and good name; we have demanded those letters and, by our resolution of the 9th of the past month, handed them over to the Fiscal, with authority to act on behalf of the Director and to protect his injured honor. This trial has not yet been decided, and on a further occasion we shall have the honor to report thereon to Your High Excellencies. The rumor runs that the frequently mentioned absconder Klinkaart will depart with the first ships from Bombay for Europe. Among the foreign Europeans, we shall first speak of the English gentlemen. That nation making great preparations at the end of the bad monsoon 1763 for some expedition, which it was said was planned to capture Broach, which place was also according to reports from the factors there in a continuous alarm, we ordered those servants in such a case to observe a strict neutrality; the outcome, however, has shown that it was meant against the Sultanpur pirates, although they have not been able to curb that rabble to the extent that they do not continually seize vessels from the English convoys. Herebefore, under the heading of carpentry, we said that the English had granted our requests to make some structures on the wharf, but the powder magazine was excepted from this; and although Mr. Hodges, as appears from the record on the 6th of July, did grant permission to repair some sunken foundations of the building under which the powder was kept, and to restore it to the state it was in three days before that sinking, the administration of Bombay could nevertheless never be moved to permit us to have the necessary work done for a safe storehouse for that dangerous material. In our aforementioned meeting of the 6th of July, we spoke of the unreasonableness of these proceedings, and and after the Director had communicated to us all that had successively occurred concerning this article, we resolved to compile all this into a letter to the Governor and Council of that island, and to protest most vigorously to them, and this paper was accordingly dispatched as it is inserted in the resolution of the 26th of July, but to which we have up to this day received no answer. Some acts of mischief committed by the English people we pass over in silence, all the more because we have obtained proper satisfaction for them, as two cases are recorded in our decisions of the 27th of May of the past year and the 19th of June of this year. With the chief of the French, Monsieur Anquetil de Briancourt, we had a parallel dispute regarding the salute as with the English, and we take the liberty also to refer to a report submitted on that matter and inserted into the resolution of the 28th of April. Of the Portuguese, or any other European nations, we have nothing to report, and therefore we shall speak of the debtors and creditors, insofar as this was not done herebefore under the reply to Your Right Worships' esteemed letters concerning the brokers at Amadabaad, and Cabalshaij, and Pagger Uddien at Dandaragiapour, where we also said that the debt of the bellon has been settled. In order to facilitate this matter, based on Your High Excellencies' authorization and because it would be a notable advantage for the Company, we waived that point, provided the ruler granted all other privileges. In that case, such an offer was made as may be seen in our secret resolution of 16 September. To this we adhere all the more, since this negotiation produced no result, and we also subsequently saw that Your High Excellencies were pleased to abandon the re-establishment of that factory. The aforementioned envoys were here in total for 26 days, during which time their expenses amounted to ƒ 645:10:8; or, when one includes a lory, which was sent at the express request of the Raja, at ƒ 60:—:—, and the expenses incurred by the Modi at the reception of those people at ƒ 28:17:8, amounting together to ƒ 734:8:—; and we approved the specification thereof at the session of 21 November of the past year. We have also again received an obliging letter from the ruler of Hallaar, and answered the same in a polite manner. And this is all we have to note regarding indigenous affairs, for no reliance whatsoever can be placed on the rumors from the upper lands, and with the regents of this city we can say that we live in good friendship. Just as little do we have to report concerning the Zewase peoples, or the Sultampoer and Bellimorat pirates roaming about here. Regarding correspondence, nothing out of the ordinary has occurred except for that with the English, and we have properly maintained the correspondence with the other Western factories, as appears from our letters that are sent over in copy. Upon the report that we received by the overland route in Bengal of the low cotton market there, of which 100 lb was held back at auction for Ro/a 18¼, we decided thereupon on 8 March to completely abandon the purchase of that tree-cotton for this year. From Ghareek we received a packet for the governor of the Philippines, and sent the same along with our last respectful letter to Your High Excellencies via Coromandel. Having now proceeded to the main part of our domestic affairs, we shall deal with them according to the order in which they occurred, so far as they are worthy of Your High Excellencies' attention. The former warehouse keeper Bosman having been authorized to construct a wooden trestle and sleeper beam for the cotton press, we approved his submitted specification amounting to ƒ 129:13:8—namely ƒ 123:3:8 in cash and ƒ 6:10:— from inventory—on 9 June 1763. We have had the honor to inform Your High Excellencies of our intention to have the necessary conveniences for the sick built at the castle, but because we were warned that the English would rent the old hospital as soon as we discharged it, we resolved on 9 June not to abandon it yet, but to investigate whether it might be repaired at small expense and deduction from the rent, since such a neighborhood was rather too dangerous. This, however, did not proceed, and when we decided to build the necessary conveniences for the attendants at the yard, that building was likewise discharged. At the session of 7 July 1763, upon the request of the Second of the English, Bouijier, we decided to accommodate him with 2 pieces of 9-inch shrouds, which he was in extreme need of, and to charge him for the same at 100 percent above the purchase cost, as Your High Excellencies' further disposition on that matter was not yet known to us at that time. The purveyor, having been authorized by the aforementioned resolution of 28 February to renew or repair various goods that were unserviceable at the end of August 1762, submitted a specification thereof amounting to ƒ 1860:4:8, which we also passed at the session of 10 September. Also, on 24 October, upon a submitted petition of the chief surgeon Van der Sprenkel concerning his earned wages, of which he could obtain no settlement due to the loss of his latest account through the disaster of the Getrouwigheid, we resolved to let his wages run from his arrival in this Directorate, but to leave the disposal of his previous monthly wages to Your High Excellencies. In our meeting of 21 November, after the present Director, for reasons stated in the resolution, excused himself from helping to conclude anything, but declared he would certainly advise, it was resolved to let the inventory for the general transfer take place at the end of that month, and the transfer itself upon the departure of the first ship; the invoices of the ships Kronenburg and Vrouwe Rebecca Jacoba were to be included again after the transfer was completed, but the transfer not having been able to take place before the departure of the retiring Director.

Director Drabbe, the retired Secunde Kellij and the Provisional Cashier Ruperti, acting in his name and on his responsibility pursuant to the authorization granted to them, carried this out on the 31st of the past month during the session of 25 January, and the transfer was signed with such exceptions as may be seen in the Resolution, to which we take the liberty to refer. Because it principally incumbent upon the retired Secunde to prepare everything to that end, and he therefore notoriously had to command the trade office, as well as attend the meetings and function in everything virtually as before as long as the previous collections and other emerging matters were not yet settled, we, in the hope of Your High Noblenesses' favorable approval, have allowed him to retain his salary and emoluments until the ultimo of August last, when both were written off and he was also simultaneously discharged from the meetings 132 meetings of Police and Justice. On 2 January of this year, we again fixed a new Price Current for the current year, which differs notably for the better from that of the preceding year. We have mentioned here before that, upon a paper submitted at the session of 7 February, f 1756:17:8 was credited to the Moedij Mannik Iada on account of moneys extorted during the occupation. In the same paper, he still made claim to several items that had not yet been satisfied to him, to the amount of f 6440:15:. We have left some to his account, paid others from the Company's cash that were legitimately due to him from it, and had some satisfied by private individuals or their authorized agents, as appears from our marginal decisions on the report of the commissioners, to whom that account, together with the specifications for the repair of the vessels and the rigging of the Mosselschulp, were presented for examination on D 19 December. By the resolution of 15 January to send away all military personnel, having simultaneously resolved to hire natives in their place, this took effect, and we had the good fortune to hire good people who were accustomed to earn 6, 7, and even 8 rupees elsewhere for 5, to serve in the main guard, at the two gates, at the shipyard, in the lodge, and elsewhere, but principally to do service on the vessels in the navigable waters. The list, not only of these, but also of all natives in service, indicating their respective posts, as well as to which accounts their monthly pay must be entered in the books, was inserted in the Resolution of 8 March. In our meeting of 28 April, we resolved to have the transfer of the trade warehouses to Bangeman done under the ultimo of August, at the same time as the inventory, to avoid double expenses and spillage; and the same was also properly accomplished under the said date. At the same session, we were also obliged, at the request of the pay bookkeeper van Harn, to give an act in the books to the Moorish Regent named Sidie Jaffer Hijaabchan for the amount of ro/a 1240:- or f 1860:—:— which he owed for vendue moneys and for which he executed a mortgage bond. We made no difficulty in this, because he is the owner, or at least the receiver of the rent, of the Company's lodge, and his rent moneys are withheld from him for this pursuant to agreement, just as already by order of the Director, under the date that this resolution was taken, ro/a 558 had already been collected and counted into the cash. 1 skimmer 2 drinking basins for the oxen 9 Psalm books in the church beside the 2 benches damaged parts of the carrying chairs and carriages, and we have also had two new chests made instead of two unfit ones, but the shortages found in the steward's and unappraised goods, consisting of 4 pewter plates 3 ditto half-pints 3 tin candle holders 2 iron pump saws 7 ditto candle holders 2 leg irons with their shackles 2 iron padlocks 1 ditto fire tongs 2 ditto thumbscrews 2 ditto leg irons 1 small bench 1 small case for a half-hour glass were made good by the steward, after deducting 3 pewter quarter-pints and 1 currycomb that were found in excess, and also left to his account were 2 copper small cheese bowls, 1 small tub, and a cooking pot, which were found unfit in his possession, because the Company does not maintain kitchenware for him. The specification, in so far as it concerns the approved renewals amounting to ƒ 516:10:8, was approved by us on the 25th of the current month. Among the creditors of the former Director Drabbe is the French merchant Mr. Boucard, though standing under English protection, holding a bond against his Honour amounting to ro/a 4446¼1. This man, noticing that the said Director Drabbe would be unable to pay, sought, together with his broker at his auction, as much as would provide his security. No one could suspect this, as Boucard is a man of money and credit. But at the meeting of the creditors, he declared that he had no claims against Mr. Drabbe, since he had satisfied himself. How the unreasonableness of these proceedings was pointed out to him, and that such was a violation of public trust, is recorded in our resolution of the 25th of January, when he finally declared that he was unwilling to pay. We addressed ourselves concerning this matter to the English gentlemen, and the discussions between Mr. Hodges and our deputies would weary Your High Right Honourables to read here, on account of their lengthiness. For which reason we take the liberty to refer in that regard to the decision of the 9th of the past month. The conclusion was that Mr. Hodges promised, during a visit to be made, to confer on this matter with the Director in the presence of Boucard himself, of which nothing has come to this day. The paymaster has meanwhile continuously demanded those funds, but always received a refusing answer. However, being unable to stand surety for such cases, he addressed himself to our meeting by petition on the 9th aforesaid, and we thought proper to give the said Boucard an account with the trade office, in favour of van Harn, until such time as Mr. Hodges shall have fulfilled his promise. We have not yet been able to give Your High Right Honourables any secure report of the actual arrears of the former cashier Oudenhoorn. But when finally the Chief Administrator had prepared four separate accounts current, of the former Director Drabbe, the Second Kellij, the Secretary Blaankamer, and the said Oudenhoorn, our meetings of the 9th and 10th of the past month served essentially to settle all those old matters. How this took place regarding the discharge of Kellij and Blaankamer, we had the honour to state in detail hereinbefore under the reply. The real arrears of Oudenhoorn amount to ro/a 15943 3/10 or ƒ 23914: 162. We first addressed his guarantors, being the members of this assembly, Blaankamer and Ruperti, concerning what those two persons had already brought forward on this head at the session of the 10th of December of the past year. We had no doubt that when this came under the sharp-sighted eye of Your High Right Honourables, it would merit a very favourable consideration, and they would be declared free from any payment. But they, having judged that matter of great importance, now submitted a formal protest against the former Director Drabbe, in which they indeed acknowledge having intervened as guarantors for Oudenhoorn to the sum of ro/a 10000, but in the reasonable expectation that, according to custom, no more than that amount at one time would be disbursed to him, in which case, and barring unforeseen accidents, there was no danger for them, if the person whose duty it was to see to it had taken care that no disbursement was made without first having verified, as is proper, to what purpose the previous funds had been employed; that meanwhile such exorbitant sums, sometimes even up to ro/a 30000 in a month, were disbursed; that this, if not the cause, has at least greatly contributed to the desperate state of the cash desk; that they, the protestors, having never known nor been able to know of this, could also not extricate themselves from a danger in which they did not know they were involved; that meanwhile the

The article of the Linens following hereupon in your Direct advices of ultimo December 1761, and the reference occurring therein to the answered Indian Demands, we shall not touch upon further in this regard other than that we, both concerning this and on account of the further Surat Returns with everything appertaining thereto, refer to our Demand for Returns to be dispatched shortly. Since the vessel Het Fortuyn mentioned in the margin, free navigation and trade have been entirely at a standstill here. And previously no others were used as common seafarers on the private vessels than Natives. We now proceed to answer Your Right Noble Worships' revered rescript of the 14th of August of this year, in which there first appears to us Your Noble Worships' painful disapproval of our handling regarding the silk Patolen and Poetjoek sent with the ship Kroonenburg. We are very willing to submit ourselves in all respects to Your Right Noble Worships' pleasure, and the Director has therefore also undertaken to provide satisfaction should the ordered compensation be upheld. However, may it not displease Your Right Noble Worships that we take the liberty to address ourselves herein to Your Noble Worships' generous goodness, and respectfully to reconcile the good and beneficial objective that we intended with that shipment. Upon the reading of Your Right Noble Worships' said letter in our meeting of the 5th of the past month, we recalled all the circumstances of that silk; and each head for head must testify that we had nothing other than the promotion of the Company's interests as the subject of our considerations on that matter. We must also respectfully add here that the outcome has met our objectives, for none of the native merchants, insofar as they are in any way within our reach, have dared to make Patolen again for private account after they have seen this example, and thereby learned that means are known if not entirely to check that forbidden trade, at least to deliver it a great blow. We acknowledge Your Right Noble Worships' goodness too well not to trust that this respectful short representation will find a favorable reception, and we humbly beseech Your Right Noble Worships for relief from this assessment, which is all the more painful as we had formed a firm conception that we would obtain Your Noble Worships' favor through our actions. For the purchase of the demanded 100 lasts of wheat, we immediately gave orders and assigned the procurement to the Modi Manik Dada. And although obtaining this grain was difficult at this time because the English, through their superiority, freely export considerable quantities to Bombay, said servant, through his credit in the countryside, nevertheless managed to procure the demanded 100 lasts completely, in such manner as the same are sent to Your Right Noble Worships per the ship Renswoude. This above-mentioned we could not refuse out of necessity, but the buoy ropes demanded by the skippers Wargyn and Reest and the oakum and pitch requested by all three, we have refused, because the cordage here is too expensive, and there is no pitch in stock except for frugal use for our vessels. The laborers who unloaded the ships were on board, as appears from three statements annexed to the expense accounts, on Renswoude for 37, on the Barbara Theodora for 42, and on Zeymuijden for 56 days. During the voyage, the chief surgeon of the Barbara Theodora passed away. The two second surgeons of this Directorate, alongside the second surgeon assigned to the said vessel, applied for that post, and we had the competence of the first two examined (since the latter presumably did not dare to venture), after which we, according to the testimony of the examiners regarding his competence and in view of the ample expiration of time, promoted the second surgeon Everhard Lamberti to it with the wage of ƒ36:—:— per month. On the first of this month, we permitted the chief mates of the ships Renswoude and the Barbara Theodora, Hoek and Logeman, at their request, to exchange vessels with one another. The Director communicated to us in the same session the authorization from Your Right Noblenesses to dispatch two of our three small vessels to Ceilon. We planned for this the Batavier and Mosselschulp, and these two are now departing with the ships. For them, we had to engage a crew of 30 Moorish mariners, but those people would not engage themselves except on the condition that they shall be sent directly back here from Ceilon whenever they do not see fit to serve the Company any longer. In our dispatch now departing, we are informing the administration there of this, as well as of Your Right Noblenesses' intention regarding these vessels if they are not needed on Ceilon. To take command of these two small vessels, we had to take the second mate Ian Doensen from the Barbara Theodora for the Mosselschulp, and the fellow second mate Nicolaas Smout from Leymuyden for the Batavier, since apart from the master of naval equipment we have no seafaring person to whom one could with confidence entrust the task of taking those small vessels across the sea. On the 20th of this month, the findings on the unloaded cargoes of the aforementioned three ships were brought in by the Chief Administrator. We have disposed of the same according to the regulations and noted such in the margin of those papers, to which we take the liberty to refer, as containing nothing extraordinary to detain Your Right Noblenesses' attention in this matter. Since we have made all haste to dispatch the ships as quickly as possible, it was impossible for us to weigh the spices net, according to Your Right Noblenesses' order. We shall have this done after the departure of those vessels, and have to that end ordered the skippers to appoint proxies who may assist on their behalf, merely to oversee whether genuine spices and no dirt come out of the chests, since for the rest the ship's underweight turned out well and is even below 1 percent. On the 5th of this month, we proceeded to the sale of the cargoes of Renswoude, Zeimuijden, and the Barbara Theodora. We flatter ourselves that the same will not be displeasing to Your Right Noblenesses, both for the profits gained on the goods, and (and indeed especially) for the conditions stipulated on this occasion, which are actually of greater importance to the Company than if the prices were higher. The same consist in this: that the brokers will collect the purchased goods, except for the spices and the camphor, from the warehouses within a specified short time, namely the Japanese bar copper in 4 and all other merchandise in six months. And this is certainly a great matter, since it prevents the brokers, having bought the goods, from letting them lie in the warehouses for the account and risk of the Company until they see an opportunity to turn them over at a profit. But that which is of greater significance and also cost more trouble is the condition not to collect any goods until the money shall have been paid the evening before or the day after the weighing out. For through this, one is freed from all care and trouble that selling on credit entails. And now that this manner has once again been put into practice, one may hope that it will also hold firm in the future; so that we believe we may rightfully present this sale to Your Right Noblenesses as very advantageous, the more so since one has not been able to negotiate such advantageous conditions for some years past. The brokers having made a bid for all imported goods at once, we were at first of the intention to exempt the camphor from it once again, as was done last time, because we maintained that the price of ƒ1:4:— per lb had been determined too firmly by Your Right Noblenesses for us to have the liberty to treat it lightly. The Wax brought with the three ships was found partly, upon receipt, to be as bad as that of the previous year. Some pieces do not even look like wax, of which we send one such sealed to your Right Noblenesses. We therefore had to decide to return the entire imported parcel, and it returns with Leymuyden back to Batavia. Among the medicines sent from here with the previous ships, 3 lb Balsam de Mecha was found to have leaked out, and ƒ76:8: — being charged back for its cost, we imposed that amount for compensation upon the chief surgeon van der Sprenkel as the provider and packer. But he demonstrated by a petition that the pound was neither purchased by him nor charged to the Honorable Company at more than ƒ15, and he therefore requests that, if he must pay, he might at least suffice with the purchase cost. And since this matter is of great consequence, we take the liberty not only to present that report to your Right Noblenesses, but we also very respectfully request that a favorable reflection may be cast upon its contents. The present Chief Administrator and former Warehouse Master Bosman submitted on the 20th of this month the petition whereof mention was made in our general description of the 30th of September, concerning the assessment imposed on him by your Right Noblenesses on account of the spices. We have once more had to endorse the reasons adduced by him, and humbly request your Right Noblenesses to be pleased to alter the resolution taken in his favor, and to acquit him of that compensation. The soldiers whom your Right Noblenesses were pleased to send us, we immediately let come ashore. But instead of the Secretary of our assembly Blaaukamer, who is currently stepping down, we have again provisionally appointed to that service the Bookkeeper and First Sworn Clerk Nicolaas Holmberg, who in his function as First Clerk and Secretary of Justice has given satisfaction, and whom we for that reason cannot fail to recommend highly to your Right Honorables, with the respectful request that he, as well as the Cashier Ruperti, may be confirmed, and that in addition the wages and rank of Junior Merchant may be granted to him, in favorable granting of his petition, which now goes over in the original among the appendices.
