already 100 soldiers were armed and made ready to go thither. I expressed my surprise that Mr. Hodges employed merely a native for such a message, whereas I had nevertheless sent two Council members. But since that man assured me that not a single one of the English Council members was with Mr. Hodges, or even in the city, I acquiesced to this, and gave only the following answer: That I had done no more than my duty, and if Mr. Hodges believed he had the right to use force, that I would have to submit to it; but that I would not oppose it with any force. Around two o'clock the Doctor appeared before me again, sent on a commission by Mr. Hodges, with the following message: That the aforementioned Klinkaert had himself paid the rent for the house in which he lived for three months already; that it was consequently a private house and not a house of the Honourable Company; that for this reason I wrongfully seized the goods therein, and that if I did not desist from my intention, he would be obliged to use force. I replied to the first point: First: That the house, standing immediately next to the Lodge, had always been considered as belonging thereto and had been held on lease by the Honourable Company for many years; that Klinkaert had indeed paid the rent for some time now, because, not being actively in the service, he certainly had to bear his own expenses, but that this had taken place merely by way of a loan, because he had requested to be allowed to live therein; and that consequently the house was and remained in the possession of the Honourable Company. And concerning the other point, or the use of force, I replied in that regard: That I well knew that Mr. Hodges could do that, since he presently held the superior power over the entire city in his hands; and that for this reason I would by no means oppose it with force, but that I nevertheless hoped that he would not resort to that; and if he did, that I merely protested against it in the strongest manner. Meanwhile, the Honourable Second Kelly was stopped at the city gate when he wanted to go from the wharf here to his house; I also received word that the cannon of the Castle were loaded, that the European and native military, not only here at the English wharf, but also in and before the Castle, and even all these troops of the city Regents were called to arms, supplied with powder and lead, and all the city gates were occupied with double guards in such a manner that not even an unarmed servant of ours could or was allowed to pass. And being unable to understand what could possibly be the cause of that great commotion, I immediately sent two delegates again to Mr. Hodges to ask for the reason why the Honourable Second Kelly was not allowed to enter the city, at the same time instructing them to submit to Mr. Hodges in friendly terms that I hoped the goods in question would provide no cause to break the mutual friendship, much less to commit public hostilities; since the matter was far too trivial to throw the whole city into turmoil over it. But Mr. Hodges, showing himself very offended, gave merely this answer: That the Honourable Kelly could go in and out in person according to his own pleasure, but without any peons, as he had given absolute orders not to let any armed man pass, without distinction as to whom; and concerning the other matter: That the reasons I adduced in that regard were nothing but childish excuses and mere chicanery, and that I had to declare myself positively, and let him know immediately whether I would willingly, of my own accord, break the seals and have the guard leave the house, or not? For otherwise he would have it done himself, and that all those who might wish to oppose it could see how they would fare. And although I had already declared myself positively on the latter more than once, I nevertheless immediately sent the delegates back again, and had His Honour informed once more: That since, in the seizing and sealing of the goods of a deserter from the Honourable Company, I had done no more than fulfill my duty, I could also not possibly change anything in that regard, much less give orders on my own initiative to break the seals again; but if Mr. Hodges believed he had the right to do such with force, he might then put his pleasure into execution as soon as possible, and thereby bring the matter to an end; since I would by no means oppose it with force. I hoped now that the multiple messages back and forth would finally cease herewith, but around nine o'clock this evening two delegates came again on behalf of Mr. Hodges to ask me anew whether I would willingly, of my own accord, have the seals broken, or whether he would otherwise have it done. And whether in such case I also wished to send someone to attend the unsealing. But being able to do nothing on the first point other than repeat my previous declaration, I merely said on the latter: That I deemed this completely unnecessary, since everything would be on Mr. Hodges's account as soon as he should undertake to have the seals broken by force against my will and wish. Nevertheless, the latter subsequently took place; at half past ten at night an ensign forced his way into the house with a strong detachment, and had all the seals torn off by a non-commissioned officer, declaring at the same time that the goods could now be transported; whereupon the same were also this morning, however

Consequently, Mr Hodges has seen fit to forcibly appropriate to himself or to the deserter goods belonging to a deserter of the Dutch Company, which were seized on its territory, in one of its dwelling houses, and under the Dutch flag, and which were placed under the seal of Justice in a lawful manner and set under proper guard and supervision; to tear off the seals, to have the goods themselves transported, and thus to withdraw them from the power of Dutch Justice, which alone is authorized to pass judgment thereon. And whereas by this unjust deed—against which we have been able to employ nothing other than friendly representations, which however found no acceptance—not only the right and honour of the Dutch flag have been injured, but also great damage has been inflicted upon the Dutch Company, and furthermore the same is entirely contrary to the content of the most solemn treaties that to this day still exist between our respective High Sovereigns, according to which their subjects may not commit violence against one another on their own authority, we cannot fail to protest against this hereby, as we do protest in the most powerful and solemn manner, leaving to the account of Mr Hodges and Your Honours jointly all the consequences and accountability that might arise from this and the satisfaction which it shall please our High Superiors to demand or take in due time on that account. Extract from the Resolutions taken in the Council of Policy at Souratta on Insert E And that on the last-mentioned date of yesterday morning, the 18th, the chief mate and former equipment overseer Matthijs Klinkaart withdrew himself from the service of the Dutch Company and placed himself under the protection of that of the English, Furthermore, the Lord Director announced to the assembly that upon receiving the news of the flight of the said Klinckaart, he had immediately given orders to seal his left-behind goods, and that this had also been properly carried out by the commissioned members of Justice, as appears from the following report. Yet that Mr Hodges had seen fit not only to throw the entire city into commotion over that incident, but also to have the seals broken off by force and to have the goods transported to another house standing next to the English Lodge; and whereas His Honour deemed that he could not pass this over in silence, since the Dutch flag was thereby subjected to a great affront and actual damage was thought to be inflicted on the Honourable Company in case the said former Clinckaart were to receive some compensation or other, as was certainly due to happen with the rebuilding of the vessels; that His Honour had therefore deemed it necessary to draft a writing in the form of a letter, in order not only to place before Mr Hodges in emphatic terms all that had occurred regarding this matter, but also to protest against him in the most powerful manner, and that His Honour requested the Council to let its thoughts go over the content of this draft: reading as follows. Insert: The Council having read this writing and maturely considered the matter, is of the opinion that the protest certainly and necessarily ought to be made, yet that it might be better if the same could be delayed a little longer, in order not to exasperate Mr Hodges too much, who certainly must already feel a secret vexation over the unnecessary and ridiculous stir and commotion he had created; and whereas the Lord Director declared that he was of the same sentiment as the Council, not so much out of fear of the greater exasperation of Mr Hodges, but in view of his assistance which he still needed for the time being to obtain permission for the repair of the powder cellar, of which extensive mention was made at the session of the 9th of April last, it was resolved by unanimous vote to approve the aforementioned draft protest as it lies, but to postpone the delivery thereof to a further occasion. 2418 Further Improved Indication of such Coins, Measures, and Weights as circulate and are in use in Souratta, likewise in Brootchia, Cambait, Amed-Abaad, Agra, Bassyn, Bombay, Denda Rajapoer, Toina, and other places on the Coast and in the country of Concan; likewise in the realms of Kets and Hallaar and on the Red Sea, as far as could be ascertained within the Sourat Directorship, compared with Dutch Coins, Measures, and Weights, but so far as the monetary specie is concerned according to the Indian Reduction, beginning with: Souratta Weights Gross Weight. 1 Candyl is 20 Maon Ketsja or 10 Maon Pakka; each Maon of 40 Single Ceeren, the Pakka or Bengal Maon making 80 Single or 40 Double Ceeren. 1 Ceer ketsja makes 3/80 lb and consequently a Ceer Pakka 1 13/40 lb, the Maon Ketsja 34½ lb and the Maon Pakka 69 lb. 7 Harria is 1 ketsja maon, each maon of 40 Single Ceeren, thus a Harria makes 241½ lb. Pearl Weight. 1 Tang is 24 Retti or 20 2/5 Carats, each retti being 2/20 Carat. 1 ditto 330 Chouw; a Chouw is 204/275 grains. 1 Chouw is 16 Anna, 1 anna is 51/1600. Diamond Weight. 1 Retti is 20 Wassa or 16 Anna. 100 retti make 85 Carats Dutch, thus 1 Retti is 1/20 carat or 10 1/5 grains, 1 wassa is 1/100 grain, and 1 anna is 1/1600 grain. Measures 1 Jaar, being actually a yard or English ell, known to the native under that name, is a ges and 8 tessoe or 1 1/3 ges, 1 ges being 24 Tessoe. 249 1 Sourat gauged ges is 1 12/250 Dutch ells long. 1 ditto Bazaar ges, that is to say such as is used on the Market or Bazaar by the shopkeepers, is 1 1/500 ell. Coins Gold 1 Gold Mohur weighs 11 Massa or 19 2/9 aas, currently circulates for 15 silver rupees or ƒ 22:10:-, though its value is not fixed and is regulated according to whether Gold is dear or cheap. Otherwise no other gold specie is found in Souratta, other coins being counted as nothing other than simple gold; however, concerning Ducats it is to be noted that they are given three kinds of names, namely Poetlie or Dolls, Gabber or Figures, and Stampoli or Constantinopolitan, yet when counted by weight or sold by the Ducat they must weigh 9¼ waal or 2 Engels and 10 azen. Under the first sort none other are understood than the Venetian alone, but under the second sort all other European, and under the third sort all Turkish, Arabic, called Ibramie, and Persian Ducats. The value of the first sort is currently 4¼ to 4 1/16 rupees or ƒ 6:7:8 to ƒ 6:9:6, of the second 4 1/8 to 4 1/16 being ƒ 6:3:12 to ƒ 6:5:10, and of the third sort 3 7/8 to 3 1/16 rupees or ƒ 5:16:14 to ƒ 5:18:2, fluctuating up and down according to whether much or little gold is brought in. The copper pice also fluctuate there from 38 to 42 or more to a Rupee. Agra Weights There the maons are of 54 single Surat Ceers, or 46 2/5 lb Dutch weight, with which most goods are weighed. However, indigo is traded by Maons of 40 Ceer at the weight of 30 pice each, with an extra allowance of 1 Ceer under the name of Barkel on each Maon, which thus actually makes 41 identical Ceers, and this is all that could be learned with certainty regarding this place. Silver and other Coins Bombay and Surat Rupees are most current there and can always be spent without loss, but one also sees there a kind of Rupee called Caljanietjane, meaning as much as Caljanese coin, which are of a lesser alloy, and therefore cannot be exchanged against Surat and Bombay ones except at a 2 to 3 per cent discount, Caljanie being a place not far from Bassyn where the same were minted when that city was still under Moorish Rule; there also circulate the Boeseroeks which are minted both here and in Bombay against the same value as in those Islands. Denda Rajapoer Weights. Heavy Weight. All heavy wares are generally weighed at the Bazaar or market with 1 Maon of 40 Light Ceeren making 26 2/3 Surat Ceeren or 25½ lb Dutch, thus 1 Ceer makes 2/3 Surat Ceer or 9 1/5 Dutch ounces. But in case of Wholesale Trade the goods are weighed in and out with the same weights as in Suratta, except that one buys and sells the Pady or Rice in the Husk by Candylen of 28 Surat Maon or 966 lb Dutch, but the remaining Grains by Measures. The Gold, Silver and Pearl Weight. Is Equal to Suratta. Measures The Cloths and other woolen fabrics are measured by the Yards or English ells of 1 1/3 Dutch ells, but all other piece goods, whether silk or Cotton, are sold by Cobidos of 16 inches or by Surat gessen. Coins Gold Moors or Gold Rupees go there from 14¾ to 15¼ silver Surat or Bombay Rupees apiece, but those stamped in Suratta commonly fetch 1/8 rupee or more above the others. Silver Rupees without distinction fetch from 52 to 60 copper peyzen, but when one exchanges Surat or Bombay Rupees against Deccanese or others, one receives for 103 to 105 pieces of the latter only 100 of the first-mentioned two sorts, although otherwise, when exchanged into peisen, the foreign Rupees, even if higher in alloy or heavier as stated, likewise fetch only 52 to 60 peisen. Copper. Every copper Pys fetches 48 cowries, regardless of whether they are Maldivian, Mozambique, or others. Soena Weights There the same weights are in use as in Bassyn and Bombay, but the grains are sold there by weight just as in Suratta, and not by measure. Measures Equal to Bassyn and Bombay. Coins. Equal to Denda Rajapoer. 253 The Regions of Kets and Hallaar Weights. Heavy Weight 1 Candyl is 20 Maons, each maon of 48 Single or light ceeren, making 28 lb, thus one Candyl makes 960 Ceeren or 560 lb, reckoning there not by Pakka or heavy Ceeren or Maons. There are four kinds of Maons, namely: 1 Maon of 48 Ceeren, with which in General all merchandise is weighed, except for those specified below, amounting in Dutch weight to 28 lb. 1 ditto of 49 1/7 Ceeren or 29 lb, with which only Cloves are weighed. 1 ditto of 43½ ditto or 25 5/24 lb, which is used for Ghee, or melted butter, and oil. 1 ditto of 52 ditto or 30 1/8 lb, with which the Cotton is weighed. 171 3/4 Ceeren weigh 100 lb, and thus 1¼ Ceer 1 lb. Gold, Silver, Jewel and Pearl Weight. Equal to Suratta. Measures The grains are not weighed here, but in Kets measured with a measure called pattie, and in Hallaar with Palies. The Pattie is reckoned to contain 1 lb of Rice, plenty; and the Palie 2¾ lb of Rice, plenty. 1 yard, properly a yard or English ell, known to the Native by that name, is 1 ges and 8 Tessoe, and although the gessen in Kets turn out slightly smaller than here, the English have introduced the same there as well. 1 ges is 24 Tessoe, but the Tessoe is so much smaller than the Surat one that it differs by 1 Tessoe per ges, thus 1000 Kets or Hallaar gessen make fully 962 Dutch ells. Coins Gold Gold Rupees have no fixed Rate there, but rise and fall according to the Market for gold; however, they fetch from 15 to 16 silver rupees or 22 guilders and 10 stivers to 24 guilders Dutch. The Ducats fetch 4¾ silver rupees, being 7 guilders, 2 stivers and 8 pence Dutch, or slightly above, namely the Venetian ones of 9¼ waal or 2 English and 10 grains, for others are seen there so seldom that one cannot determine their rate with certainty. Silver 1 Kets Mamoedie generally circulates for 1/3 rupee or 10 Dutch stivers and fetches 26 peyzen, but one cannot rely on this firmly as it fluctuates, so that it also happens that one can get only 2¾ Mamoedies for a rupee. Of these Kets Mamoedies 105 pieces weigh 1 lb or 61¼ pieces per Ceer.
