Per the pajala the Lairla mour receipt of their High Nobilities' missives with various vessels Batavia To his Excellency The High Noble, Right Honorable Lord Petrus Albertus van der Parra Governor-General together with The Honorable Mighty Lords Councillors of the Dutch Indies High Noble, Right Honorable, Illustrious Lord and Honorable Mighty Lords Per the bark the Zeepaard and the ship the Huis te Manpad, having arrived here safely on the 27th of July and 22nd of September, we had the honor to receive Your High Nobilities' respected letters dated the 14th of July and 2nd of September past; with the accompanying annexes, as also with the pajalas the Brak, Concordia, the Bestendigheid, and the Haasje on the same date, likewise the Vrede, and the Toezigt on the 14th of this month, have been brought to us Your High Nobilities' highly esteemed letters of the 19th of September current, to all of which we respectfully defer our reply until the coming spring according to custom, and let this serve only dutifully to inform Your High Nobilities From Malacca the 7th of October Anno 1763: These vessels have all one after the other, as they are mentioned above, set sail from here on the 7th and 11th of July, 4th and 20th of August, 17th and 20th of September, and 3rd of October, after the captain of the aforementioned French shallop presented to us a petition, displaying his commission sea-letter, issued in due form by the Count de Mandave, Commandant of their nation residing at Tranquebar, containing firstly, the protection of the flag during their stay in this roadstead, and secondly to be assisted with a sum of f4500, which he believed to be completely and inevitably needed to defray expenses at this place, in order to enable himself to continue his journey, offering a bill of exchange on the aforementioned Count de Mandave or the Council at Mauritius; which twofold request, upon acceptance of a bill of exchange, payable to the Commandant of their nation, whether at Tranquebar or elsewhere on the Coromandel Coast, to be paid to the Lord Governor and Council at Nagapatnam, and of which the first and second will be transmitted thither in due course under proper reckoning, we have granted, in hope of approval, as well as we have accommodated the captain of the English Company's ship the Neptune, George Stewart, upon his urgent request, to be provided, if not with 2, then at least with the heavy anchor, averring to be otherwise incapable of continuing his voyage, albeit reluctantly, yet for the alleged reasons, of From Malacca the 7th of October Anno 1763. of whose absolute truth we became informed privately, we provided him with a ship's anchor against the ordered payment. Meanwhile it should further be mentioned in continuation of this matter that the aforementioned warship the Panther having entered this roadstead without saluting the flag, the Governor thereupon immediately upon the arrival on shore of the captain, made known his dissatisfaction in such emphatic terms, that the same, combined with the strict order that had already been given to the hosts of the lodgings, to be careful not to render anyone among them even the slightest accommodation, except for water and firewood, had the effect that the captain quickly came around, and upon assurance that the return salute, shot for shot, from the bastions of this Castle, would be given out of respect for His Britannic Majesty's flag and commission (with which he declared to be furnished), he saluted the next morning at sunrise with 11 cannon shots, and was also immediately acknowledged with just as many. In the meantime, during the night between the 27th and 28th of September, a boat from that war vessel carrying a lieutenant rowed alongside the ship the Huis te Manpad, asking for two of their deserted sailors, who however were not found on that vessel, stating furthermore to have orders to remove all such men as might be found on that hull who had previously been in English service, and to take them along to his ship, From Malacca the 7th of October 1763. as he also did, regardless of the protests of the chief mate, under threat of bringing his ship alongside and sending over 4 to 5 boats with armed men, taking the soldier Jan Baptist van Briancam, though in the pay books of Brussels, who was accused of having indicated himself on that occasion that he had previously been in English service, and was for that reason also delivered into the hands of justice. Upon the first knowledge of this occurrence the next day, the Governor protested in an emphatic manner against the hostility committed so shockingly in this instance, with further protests regarding all the consequences that were bound inevitably to arise therefrom unless the aforementioned abducted soldier was brought back and duly delivered to the ship from which he had been so violently removed, reserving the right of action for full satisfaction, done so grievously and to the indignation of the Dutch state by that unprecedented violence committed within its own harbor and territory, contrary to natural law and the law of all nations. Hereupon the captain declared that he had given no orders for such an excursion, but merely to inquire whether his two missing sailors might have gone on board the Company's vessel; that he strongly condemned the conduct of his officer in this matter, committed against his orders and without his knowledge, and thus that he would immediately cause the abducted soldier to be brought back to the vessel from which he had been taken; and

Regarding the interests of indigenous affairs, which by God's blessing still remain here in a peaceful condition, we have nothing noteworthy to impart at this time in relation to Riouw, Salangoor, and Pera, other than merely the frequent collection of tin, primarily from Salangoor in ingots, of which a quantity of 500000 lb is already lying ready at the warehouses for transport; together with 222410 lb in slabs, of which a considerable batch is shortly expected from Pera, where the palisade of the small fort, which was completely rotten and perished due to the heavy rain that falls there practically the entire year, we were forced to have repaired, and which was completed in the most economical manner. In our last respectful letter of 29 March of this year, we had the honor to inform Your Excellencies regarding Lingij of the intention of the Rembau prince Radja Hadil to move his residence from the interior to the settlement of Lodas, situated downriver, as well as our efforts undertaken to From Malacca, 7 October 1763. to foil that intention, whereupon we now respectfully continue that this was of no avail or effect, since that prince, notwithstanding our amicable admonition, nevertheless took up residence there. Consequently, a constant cruising of those waters to prevent smuggling appears very necessary, perhaps not so much at present, now that this narrow passage is fairly clear of the otherwise frequently wandering English interloping peddlers and opium dealers, but rather in the course of time, when they appear there again, which is quite likely; and for which the requested and expected sloop will be of good use. Corporal Frans Lodewyk Frolich, having absented himself from here on 18 June, and information having been received that he had taken the road to Lingij, was pursued by the officers of justice, but not overtaken, and it was denied by the people of Lingij and Ledas that he had arrived there. However, by a letter from Radja Hadil received on 12 July, he informed that a European had reported to him and requested to be admitted into the Mahometan religion, but that in view of the existing friendship between the Company and him, he had not granted this, and upon that refusal, he had wanted to take his own life. We thereupon immediately sent the substitute fiscal, along with the necessary assistance, thither with a friendly letter to retrieve that deserter from there, but he returned having accomplished nothing, with a letter from Radja Hadil in reply to ours, stating that From Malacca, 7 October 1763. that European had embraced their religion, while he had absolutely refused to return to Malacca, and had threatened once again to take his own life if he were turned away, requesting to let it pass this time, under promises not to harbor any Europeans of the Company there in the future, but to deliver them without dispute into our hands. We have, on the restitution of this vagabond, repeatedly urged by letters and deputations with as much earnestness and emphasis as the nature of the matter necessarily demanded, and finally dispatched the son of the Captain of the Malays, a well-meaning and sincere man, thither to reason with that prince and set before his eyes the consequences that were bound to flow from this improper conduct. Upon his return, he reported that this apostate had already truly died of misery and affliction, which the Rembau prince also declared in a letter, and which seems subsequently confirmed by private reports. He, Radja Hadil, and the combined ampatsoekoes insist once more that this matter be overlooked this time, and that friendship not be broken over it, since they had been on the point of sending that European hither upon our forcefully repeated urging when he came to pass away. From Malacca, the 7th of October 1763 to prevent and put an end to ambitious and very pernicious actions for the future, and to bring them to self-awareness and to reason, we have nevertheless, with a garrison of only 140 healthy men who daily had to go on and off guard duty, been entirely unable to do so; to which is added that those people, at the slightest alarm, pack up bag and baggage and move to the mountains, where they cannot be pursued by us, whereas on the contrary, descending the Malacca River in bands, they can lay waste to the lands of the inhabitants by burning, plundering, and raiding, and thus cause much damage. We have therefore, for these reasons and for the preservation of tranquility, deemed it most useful to suspend action here until such time as we shall be provided with the orders of Your High Nobilities, flattering ourselves that Your High Nobilities, in view of the alleged motives, will be pleased to honor our resolution taken in this matter with your honored approval, and out of consideration for the impoverished condition of this colony, caused by the ruptures that arose in the year 1758, from which the inhabitants are now hardly beginning to recover to some degree, will be pleased to pass over this matter this time as being indeed irrevocable; while we imagine that it will not be difficult to make the Rembau ruler bind himself by a separate article never to commit such a misstep again, under appropriate threats, to the end that this may also serve as a kind of satisfaction on the part of the Honorable Company. In the meantime we shall make it our business to obtain actual knowledge as to whether that deserter is truly dead, or whether this is merely a present From Malacca, the 7 October 1763. present pretext, notwithstanding that the private reports up to this day report nothing to the contrary. Meanwhile this matter causes much obstruction in the Rembau tin delivery, because those inhabitants, although innocent of the actions of their ruler, are nevertheless with reason frightened off by it from coming here, before assurance is given that they will suffer no harm or be detained. Thus, in order not to create an impediment in this, we have found it most expedient to have those people provisionally reassured thereof by the Captain of the Malays. Regarding Siak, we have the honor to note that Raja Alam, pursuant to his letter received here on the 4th of August, has betaken himself to the Siak uplands, and according to reports, the people of Petapahan, together with several villages lying around there, are said to have submitted to him; yet by no means with pleasure, but through compulsion and violence, since he has taken his entire artillery with him thither and planted it on a kind of native fortification which he is said to have had thrown up at Petapahan. Whether this will now be of long duration, or whether the ruler of Pagaruyung, under whom those conquered places and peoples belong, will not soon dislodge him from there again, remains to be seen; and in such a case Raja Alam might perhaps complain too late of not having lent an ear to our friendly advice given on the 5th of July of this year, in which we stated that the From Malacca, the 7 October 1763. the news of the disputes that have arisen in the uplands concerning the change of the market place from Petapahan to Cina Pelan demanded by him had come to our attention most unpleasantly; but that, because that market had been held there ever since the beginning of the reign of Raja Mahmud and had also continued ever since, we well-meaningly and kindly dissuaded him from stirring up any unrest and disturbances over this with those peoples, as being entirely contrary to the true interest of himself, and from which many evil consequences were to be feared. Yet to this friendly exhortation he answered nothing in his aforesaid letter other than that he stood ready to depart for Cina Pelan in order to investigate the affairs of the uplands, and if possible to restore them according to his understanding. What course this will take in the future, we hope to have the honor of being able to communicate to Your High Nobilities by the next opportunity; thus ending this subject herewith, in order lastly and in conclusion of this to mention that we have been able to dispatch the letter and presents for the ruler of Terengganu, brought from the capital in the past year, not earlier than in the month of August last, in good condition and under proper receipt, with a Siamese burgher vessel commanded by Philip Charles, which was incidentally minded to sail thither, because at present and already for some years there is no shipping from here to that place, and an express dispatch solely for that purpose was not only deemed too costly, but also no From Malacca, the 7 October 1763. no suitable vessel could be spared for it. The bearer of this, which we have not dispatched earlier because of the southwest winds that have not yet ceased, whereby it would have been exposed to much hardship and the loss of anchors and ropes, is laden with 11250 pounds of tin in ingots, which according to the enclosed invoice costs f 3738:—:—. Taxes and compensations, as well as debits and credits, should be reported, and accordingly we note that at the session of 2 June, upon an account submitted by the Malay Intje Jenodin, son of the captain of that nation, for expenses incurred during the presence of the Siak Prince Radja Mahomet Ali amounting to 107:35 rixdollars, we resolved to have that sum reimbursed from the treasury, as it does not exceed what is reasonable. Furthermore, in dutiful compliance with what was ordered by Your Right Excellencies' respected letter of the 2nd of September last, we had a copy of the report submitted by the head of the general pay office, Thomas Frederik Wannemaker, delivered to the former pay bookkeeper Cramer, with orders to answer it and thus supply it to us for dispatch to your parts, provided it shall beforehand be further reviewed by the present pay bookkeeper de Neufville and transferor Salice, who are at the same time ordered to inquire with the utmost accuracy and candor into what was stated in the sixth article of the aforementioned report, just as another meticulous examination of the pay records of the years 1755/56, 1756/57, 1757/58, and 1758/59 was recommended to them, in order to trace whether the Company has furthermore suffered any damage thereby. The Company's linens sold. deduction should be made at the Head Office, as no funds belonging to those persons are held here in anyone's custody. Furthermore, in reply, we have the honor to report that the missing military weapons from the soldier Carel Benjamin Ekhard, which were missing at the Head Office, have been returned by Captain Jacobus Wiek after he was previously convinced that he had received them here in the year 1762, on account of which the General Office has been credited for them in the invoice of the ship 't Huijs te Manpad. Certain missing military weapons received. Now, as regards the maintenance of the new line contracted out in the year 1762, so that this work, which is in every respect necessary and brought to perfection with much effort, should not fall back into great insecurity for the inhabitants in peacetime and extraordinary danger in times of war, and which Your High Nobles were pleased to approve, provided that it be stated to whose account this is charged, we respectfully note that we found ourselves obliged to contract out that work at the expense of the Company, because no means could be devised by which those expenses could be found privately, since these poor inhabitants, who financed the construction of that fortification to their great burden in the year 1759, and from the endured calamities of the troubles that arose in the years 1755, 1756, and 1757, From Malacca, the 31st of March 1764. The succession of Siwa Soeria shall take effect. The disposition regarding the differences etc. reached. are barely beginning to recover again, and could not possibly bear such an impost.
