473 The 10th of December gives the assembly of it Henris would be found with which to satisfy his debt to the Company; that His Honour had remained silent thereupon, but that as appears from the vendue book, the sold goods of Mr. Drabbe not yielding as much as his debt, there had this morning been added to this an unexpected and, in His Honour's ears, astonishing report from the cashier, heard in audience, containing in substance that through the misplacement of a warrant now found by him, he had seen that instead of being indebted as his first statement said for ro/a 11705.-, he was in fact indebted for ro/a 22000, and found himself obliged to tell His Honour so, persisting nevertheless that half could be paid out of his assets, without him being able to point out from where the other half would be found. The 10th of December their representations serving for their exculpation, the state of the petty Cash, whereof they never knew anything nor could have known; that they had indeed interposed themselves for a sum of ro/a 10000:-, or as much as might be disbursed to the Cashier at one time, and that if this had taken place, as it ought to in a well-conducted household, with proper accounting of where the previous moneys had gone before a further disbursement was made, it was an impossibility that the least thing could have failed, and that they, the guarantors, thus could have been and remained always at ease and out of danger; but that this is impossible when those who alone can and do know of it, and who ought to watch against it, make such enormous disbursements, and thus tacitly permit that every matter runs into such confusion, and two men who have nothing to do with the whole affair become ruined, without being able to prevent it for lack of proper knowledge of the circumstances; and that finally The 10th of December and who are sound enough to be addressed; finally, they, the guarantors, concluded from this that in this case not they, but the Director and Second were liable, and that the circumstance of the case invalidated their suretyship. The members also understanding it thus, it was resolved to revoke the manumission deeds of the slaves and to have them sold at public auction, just as and of the former Cashier, as his guarantor being unable to pay the restitution imposed upon him by Their High Noble Mightinesses. The 10th of December one likewise intends to act with those of Oudenhoorn, if any should be manumitted, and his estate cannot suffice for a complete satisfaction of his debt. The outgoing Director, as appears from the record made on the 24th of the past month before the first Secretary, having interposed himself as guarantor for the Junior Merchant Blaaukamer to a sum of ro/a 17777 2/9, but now according to his Honour's own declaration, and as far as can be gathered from the upcoming outcome of his estate, being unable to satisfy his own debt, whereby consequently that suretyship falls away of itself as null and void, the incoming Director addressed the said Blaaukamer again as principal debtor; who declared, as is well known to everyone, to be unable to satisfy this requisition of Their High Noble Mightinesses, which is so painful to him. Thereupon The 10th of December The outgoing Second is held liable therefor. The incoming Director remonstrates with the outgoing Director. the Governor ordered him to submit an honest statement of his affairs to his Honour, which the often-mentioned employee accepted and promised in all good faith to do tomorrow; after which the Director, turning to the outgoing Second Kelly, announced to the same that according to the order by secret letter, his Honour is and shall be held liable for that which Blaaukamer cannot satisfy, in so far as concerns the charge imposed upon them both by the same missive. To state that when he had seen—as such matters might well be concealed from others, but could not remain hidden from him—that the wagon was not running straight, and the Director neglected to pay proper heed to or focus the necessary attention on the Company's affairs, it was his duty as second-in-command to place this before His Honour's eyes and to warn that such administration and conduct could not come to a good end, but must drag in its wake the ruin not only of a flourishing Directorate, but also of many private individuals, as the sad outcome proves all too clearly. The Lord Director ceasing to speak, the Honourable Kelly replied that he had not neglected, And reproaches the outgoing Director on this account, when he had begun to notice that affairs were being neglected, to admonish the outgoing Lord Director and request him to alter his conduct, to focus more attention on the service of the Company, and in a word, to place before his eyes all the adverse consequences that could not fail to be the result of such management; Who excuses himself with what is stated alongside, requesting that a record thereof be kept. but that everything had been in vain. Whereupon the said Honourable Secunde summoned the outgoing Lord Director in full meeting to declare whether His Honour did not acknowledge that this was the truth. His Honour fully admitted this, and the members also stating they had frequently heard from the Honourable Secunde that he had done so, His Honour therefore requested that the above might be recorded, to serve as proof that he had not neglected his duty in this matter. The incoming Lord Director further declared that, having now experienced in so many matters how improper administration has taken place here in many respects, and other tokens thereof still presenting themselves daily, which prevented His Honour from thinking that still more would not come to light, The 10th of December The incoming Lord Director deems it necessary for the interest of the Company to make the outgoing Secunde Kelly provide sureties for 40000 ro/a. His Honour judged it to be his indispensable duty to proceed with certainty in this matter and to take the necessary precautions for the interest of the Company; that it is very apparent that the outgoing Lord Director will not be able to pay his already known debt; that it is well known that the provisionally qualified Secretary Blaaukamer cannot possibly satisfy the imposed assessment; and that it is not to be thought that the cashier together with his sureties will be able to settle his debt; that meanwhile, in default of all three, the Secunde Kelly is accountable for it, besides for that which cannot yet be known; that therefore His Honour judged that the said Honourable Secunde, not counting his assessment mentioned in the secret letter, must still furnish a surety amounting to 40000 rupees, which was certainly taken somewhat broadly, but was no detriment to the Honourable Kelly since he would not need to pay the surplus amount upon the drawing up of the accounts. The members agreeing to this, it was thus established and accepted by the Honourable Kelly. The latest returns from Brootchia have been found good. The 19th of December We, the undersigned officers, all assigned to the Honorable Company's ship de Vrouwe Rebecca Jacoba, declare at the request of Skipper Anthony Vogelsang, commanding the aforementioned vessel, that after we had set sail from the Batavia Roads on the morning of the 17th of August 1763, and in the afternoon around 3 o'clock arriving near the reef Karang Barona lying northward of the Island Middelburg, the ship, owing to the oncoming whirlpool, could not manage to drop down, for which reason we were obliged immediately to come to anchor by the best bower anchor, at a depth of 33 fathoms, about 4 cable lengths southeast by east of the aforementioned reef; and as the skipper did not deem it advisable, due to the proximity of the reef, to remain lying at that place, we weighed anchor again shortly after that date in order to drift somewhat further southward from that reef. Upon heaving home the aforementioned anchor, 24 fathoms of rope from its end was found to be entirely unfit to entrust the Honorable Company's vessel to, several yarns of the same having burst due to scorched decay; we cut it off, employed the same for other ship's use, and bent the end of the remaining stray line again to the anchor. Furthermore, shortly after that date we again came to anchor at a depth of 12 fathoms with the small bower anchor, in order to await the Honorable Company's ship Amelisweert, which lay at anchor below the reef of the Island Rotterdam, until the morning of the 18th, when the aforementioned ship set sail and we were also engaged in weighing the aforementioned small bower anchor. Yet whatever effort we applied, we could not get the aforementioned anchor out of the ground, until finally, having applied the utmost force, the cable broke near the clinch with a heavy pitch that the ship made, whereby the aforementioned anchor was lost. We further declare that after we had then again on the evening of the 18th, due to a calm, come to anchor by the best bower, and on the morning of the 19th upon heaving home the best bower anchor we again found some yarns of its stray line to be burst, yet hoping that it would still be serviceable for the time being, we therefore on the 20th of this month came to anchor with the aforementioned anchor at a depth of 36 fathoms in the evening at the 3rd glass of the first watch just west of the Point of Anjer, where due to contrary wind and current we remained lying at anchor, until the following day the The 19th of December and an anchor was furnished to that vessel to write off an unfit rope 23rd of the same month in the afternoon, when we again caught the favorable current and set sail; but after hauling home the last-mentioned anchor, we found that the entire stray line, being still 68 fathoms long, was very frayed and damaged throughout, the same being, as far as could be seen, not through chafing but, as reported before, through the age of the rope and decay; wherefore deeming the aforementioned stray line entirely unfit to entrust the Company's valuable vessel to it. 501 The 19th of December as suppliers of that tree-cotton and persuaded them to reimburse such, which he assumes was not done with the intention of benefiting themselves in an indirect manner, but that it is very apparent that they were deceived by those from whom they bought the cotton and which was brought here pressed from Brootchia, by making the tare of the bales so much heavier than the customary 38 lb, as has been found according to the declarations concerning it existing in China and at Batavia; that His Honour, having addressed the Brokers regarding this, had not found them very willing to pay, but had convinced them by the validity of the said declarations to the point that they accepted the reimbursement, the Lord Director further saying that the son of the first Broker Roederam, since Mantchergie is ill, had been summoned to do the same before the full meeting, which he did after having been called inside, upon which it was then resolved hereby to impose the reimbursement on them, to which end His Honour will have the necessary warrant dispatched. 502 The 19th of December Note kept of a Bombay letter and of two notarial bails. Mr Hodges said subsequently that he remembered having heard that, notwithstanding such promises, the returned deserters had nonetheless been punished on board with us, to which it was answered that such a thing had never happened, but that it was true that at the time when Mr Gillis directed the affairs of the English Company in Souratta, two of our deserters had been returned by that gentleman under promises of impunity, and according to custom were immediately sent on board a Company ship then lying in the roads, where no harm was done to them, but that having subsequently committed theft on the ship, they were punished for it, and in a note to Mr Gilles had complained that this had happened to them for their desertion contrary to promises made. 530 The 19th of December After having informed himself of the time and the circumstances of the occurrence, as well as the situation of the said tavern, Mr. Hodges had the officer of the English Factory called, saying meanwhile to the aforementioned junior merchant that he was obliged to the Director for his attention and that, in order to give a token from his side as well of how much he wished to cultivate his Honor's friendship, he would not fail to issue the necessary orders to prevent similar disorders for the future, as he was of the opinion that it was better and easier to prevent them than to redress them afterwards. The officer having come upstairs in the meantime, Mr. Hodges ordered him strictly to forbid all Dutch deserters ever to make so bold again as to enter the aforesaid tavern or to come near the Dutch Wharf and Factory, since there were other taverns enough in the town where they could go, and assured the undersigned that, in order to be better assured of the execution of this order, His Honour would also order at the city gate that no English soldiers were to be permitted to pass toward the side of the Company's Wharf.
