Besides His Honour's considerations as to why some change ought to take place, and how the same could consist, in the following manner, namely: that due to a lack of knowledgeable persons, ordinary clerks or other servants often had to be employed as commissioners, who have as little knowledge of their quality as of that which serves for their preservation; that for this reason one could not well demand of these people that they should guarantee the quality or the provision; but that one could require this with greater right, and also according to equity, from the suppliers themselves, who, having to make the purchase, ought best to know what they spent the money for, and who also alone enjoyed the benefit of the goods that they delivered of less than the contracted value; and that for this reason a change ought indeed to be made in this, which according to the opinion of His Honour could consist in this, namely: in respect of the linens and cloths, that the commissioners are liable only for the length and breadth, but the suppliers for the quality, the number of pieces, and their packing or packaging; and in respect of the cotton yarn, drugs, grains, etc., that the suppliers must be accountable for the quality and provision, or packing of the goods, but the commissioners only for their weight or measure. And whereas everyone maintained and served as advice that this proposal is not only in the highest degree equitable, but also the execution of it is utterly necessary, in order to all the better oblige the suppliers to proceed in good faith in the provision of the goods, we have provisionally resolved to let this take effect as a standing rule, and now respectfully submit it to Your High Honours, with humble request that it may please Your High Honours to honour the same with Your High Approval. In respect of the servants, the following change has occurred among them since the dispatch of our last respectful letters of the 10th of April: as the Fiscal Mr. Gerbrand De Jonge passed away on the 29th of May of this year, we have on the 6th of June following appointed again as Fiscal the junior merchant and Pay Bookkeeper Reinier van Harn, whose post we have in turn conferred upon the junior merchant and First Factor at Brootchia, Lodewyk Andries van Ieger, seeing that the Director, as appears from the Resolution of that date, found himself compelled to propose him for it, and that chiefly, besides the other reasons alleged in the just-mentioned Resolution, in order thereby to have the opportunity to be able to propose the Bookkeeper Heydeman again as First Factor of Brootchia, in compliance with the special and persistent request of the English Chief, Mr. Price, who expressly and solely for that reason on the 5th of that month in the evening quietly paid an unexpected visit to His Honour, and thereupon, under the most precious assurances of his return service and readiness in all occurring cases, had insisted so strongly that His Honour had not dared to fail to give his word to propose it to the council; wherefore also, as everyone was of the opinion that the request of the said Mr. Price, made in that manner in person and with so much emphasis, could very easily be granted, since it concerned no matter of consequence, and still much less tended to the disadvantage of the Honourable Company, and one could otherwise also not well refuse it,

refuse, without putting himself in danger of displeasing that gentleman, whose assistance and friendship are nevertheless needed almost daily under the present circumstances of the times, it was deemed proper to appoint as First Factor of Brootchia the bookkeeper and Second there, Christiaan Heydeman, and at the same time to give him a seat in our assembly, as also took effect at that same time, since he had come hither some time ago for the recovery of his health with the prior knowledge of the Director, and had remained here until that time, he being assigned a seat next to the youngest member. For which reason we have also deemed it most advisable and resolved at our meeting of the 9th of this month, in order to prevent and save all expenses of customs, coolie wages, etc., as well as the spillage that would further attend the unloading, to leave the same in the ships, and thus send it back again to Batavia. We hope that the reasons which moved us to take this decision, however reluctantly, will seem acceptable to Your Right Honours, and we therefore expect that it may receive Your High approval.
