But from Pattena, with the servants' missive of the 21st ejusdem, we received a finding regarding the goods sent upcountry under the escort of Ensign Castel, drawn up from an attached report of special commissioners, Bookkeeper Casparus Leonardus Eilbracht and Assistant Willem Cadet, which, insofar as the content relates to the spices, was confirmed under oath, and in which the excess or deficit of everything in particular is circumstantially noted. Both are inserted in our decree of the 3rd of February, and the resolution itself will show that we have had written off the deficits of: 40 lb. of cloves on a quantity of 4800 lb., or 113/316 per cento 28 1/4 lb. of nutmegs on a quantity of 3800 lb., or 1/152 per cento 82 1/2 lb. of cinnamon on a quantity of 800 lb., net 1 5/6 per cento 9 1/2 lb. of pepper on a quantity of 2500 lb., or 1/50 per cento 47 1/4 lb. of tin on a quantity of 1500 3/4 lb., or 3/67 per cento; but regarding the 2 ells of satin short on three pieces, and 8 1/2 d:o gold and silver mohair of lesser measure on 5 p's, item 9 1/37 d:o velvet also found short on 12 pieces, ordered that these goods, according to their invoiced length and the accounting to be made, should be entered into the books and thus written off again in the gift account. However, regarding the broadcloths, where 18 1/2 c: was found short upon the remeasurement of fourteen pieces; and which according to the report were found to be in such poor condition that the servants declared that the same could not properly serve as a gift, but had to be sent back hither, in case they were absolutely not to be employed as a gift. Pursuant to this order, they have sent back all the pieces except for one yellow one, after they, as shown by the missive of ult'o February, had inspected the same in the presence of the courtier, and recorded their own findings, along with the thoughts of the vakil thereon, in a resolution of the 25th prior; which document being inserted in our decision of the 20th hujus, we take the liberty of referring thereto. Furthermore, in the aforementioned decree is also recorded an extract from the memorial of the Council of Justice of this office, as proof that the reports of the survey of the Company's effects here, under ult'o Aug'so last, have been properly sworn to, as well as a report of commissioners who had the useless goods specified therein burned or thrown away. 349 Disposition on the findings regarding the camphor and vermilion found at Pattene. The delivery of the annual contingent to the Petsjoutreh daroga has taken place. Saltpetre passed for write-off. On the said day we also acted upon a finding received from Pattena of deficits discovered on the previously mentioned weighed-out vermilion and camphor, the first to the amount of 3 7/8 lb on 200 lb, or 1 1/16 per cento, and the other of 173 lb on a quantity of 1265 3/4 lb, or 13 2/3 p:r C'to; according to the servants' advice caused by the volatilization of the camphor, both during prolonged storage and during delivery, for which reason we have also had those shortweights written off. For the rest, concerning this matter and the request of the Kassimbazaar servants for some dyes, etc., needed for the new mint residence, referring ourselves to the decisions of the 3rd and 22nd of February, we have regarding the gifts, to report further in submission to Your High Excellencies that the servants at Kasseimbazaar, having been qualified by us on the 22nd upon their representation by letter of the 5th of February to deliver to the Petsjoutra Daroga his usual contingent, such was done according to the missive of the 13th instant with f 6300:-; as also that according to this last letter, the customary gifts presented at the conclusion of the Moorish fast this time only amounted to f 481:19:-, and in A'o passato f 497:14:-, thus now less f 15:15:-. Furthermore, in our decision of the 16th instant is inserted a finding regarding the 4000 bags of saltpetre already mentioned herein, which according to the Pattena invoice should net have contained 570,000 lb, but here only yielded 547,156 lb net, or after deduction of the tare of the bags; and consequently short 22,844 lb, or fully 4 per cento, which we, as not exceeding the limit set by the regulation, have allowed to be written off.

Likewise on that day, the Head Administrator submitted his report on the findings of the trade books of 1764 received in the past year, which we thus have the honour to offer to Your Right Honourables alongside this, answered in the margin; conforming ourselves to that paper, in so far as it contains no matters of particular speculation, we take the liberty to present separately to Your Right Honourables concerning the nutmegs, that the same were indeed sold one stuiver below, but the mace on the contrary 4½ stuivers and the cloves eight penningen above the fixed prices, yet not only in the book year 1764, but even before and since the time that Your Right Honourables circular order of 16 May 1755 was received here. That this was persisted in, on the one hand because the Company, through the higher price of the mace and cloves, was indemnified for the small loss that it came to suffer on the nutmegs, and on the other hand that if, already accustomed to a fixed price, a change had been made in this, the native would have been deterred from the purchase, and thus a considerable diminution in the sales would have been caused, without our finding, however, any note concerning this in the resolutions. Nevertheless, for the said reasons, we have resolved to postpone the ordered reimbursement of ƒ301: 11:— with the premium until Your Right Honourables further honoured disposition, while in the meantime the nutmegs, at least being in great demand, will be sold for the fixed price of ƒ3:—: the pound; but regarding the cloves and mace, we very humbly request to be permitted to reduce the price, since the first-mentioned, because of the extraordinary quantities brought in by the English, have little demand and have fallen sharply, and the mace has virtually no demand. Furthermore, this is accompanied in copy by our marginal disposition of the aforementioned date, upon an extract invoice of charge received per the Vrouwe Petronella, item [illegible] requested, and on the 16th current also the presentation of the same taken. also submitted report of our trade bookkeeper concerning the state of the account of Sicca rupees found deficient, with the appendices annexed to the same. The first requiring no special repetition in this, we have to present regarding the last paper that thereby the decision concerning it is demonstrated beforehand by the trade bookkeeper, upon which his previous proposition, as if this account would greatly and indeed by ½ be reduced by rectifications, was grounded, and a proof that the same in the outcome is deceptive. Furthermore that he has submitted therewith: 1st. A statement of the aforementioned account as it actually has been dealt with and runs in the books from the very beginning until now. 2nd. A draft scheme as that account ought to have been dealt with in order to prevent confusion. Silently passing over the first-mentioned appendix, he further shows with the second that the debit of the Sicca rupees actually agrees with the books, but that it is quite otherwise with the credit, as appears from the paper itself, and finally that the item of 2720: 2/5 Sicca Rupees, concerning which no light is found in the secret papers as to who should compensate the same, was the only one that prevented a final liquidation of this account. We have therefore thought fit to renew herewith the disposition requested concerning the above-mentioned item by the then ministry of Your Right Honourables in secret letters of 16 March 1761, and at the same time to request the honoured approval of Your Right Honourables concerning the proposal of the trade bookkeeper, both regarding the aforementioned account in general, and concerning the rectifications which he maintains ought to take place in particular, namely whether the same shall be carried out or not; the payment of the last instalment of what was imposed on the Kasimbazar chief, the Honourable Bacheracht, as compensation in this matter, being furthermore postponed until the receipt of the requested account, whereby the balance of his debit etc. would appear.

being the monthly wages of 60 Moorish sailors who were placed on the ship Welgelegen in Decbr: 1765, and that money was paid out of the Cash, but the expense account of that vessel was not debited for it, and by which the petty cash came to differ so much from the books. The aforesaid report of the Trade Bookkeeper having been received, and it having been demonstrated therein how the Invoices were entered by him into the books and why he had acted thus, we, deliberating thereon at the session of the 27th of this month, considered ourselves satisfied therewith and deemed it proper to authorize him to redress the material errors which were made during the booking of the aforementioned Invoices and discovered during the examination, and also to have a balance of each Invoice prepared for the elucidation of the Honorable Visitor General, in order to be sent to Batavia next coming August. And for the rest, to request Your High Noblenesses' orders in the future regarding the manner in which he, the Trade Bookkeeper, proceeded with the entering of the oft-mentioned Invoices, namely whether such shall henceforth be done as he shows was practiced by him in the Journal in the Year 1765/6: first, by entering the goods of the inner offices as they come to cost with the packaging and their customary charges; and then the Hooghly goods with the net purchase amount according to the valuation; thereafter the packaging of the latter, there being the wax cloths, with as many pieces as were used for the bales, and their cost, and furthermore to enter the other packaging goods in like manner; further, to sum up the cost of all goods that carry 2½ percent Toll, and to calculate the same broadly upon the total; and lastly to act similarly with the 7 percent Interest monies, the 3 percent expenses on merchandise, and the 4 percent charges on Patna Returns. Concerning all of which Your High Noblenesses, if you please, will be further elucidated by the report itself, incorporated into the resolution of the above-mentioned date and moreover accompanying this in extract, and which resolution will also show that the Invoice Keeper is henceforth charged with the duty to first recalculate and check such a summary or balance sheet as is made by the Trade Bookkeeper from the Invoices, before he, the Trade Bookkeeper, proceeds to enter the same into his books. On the same day was also received the further report of the Invoice Keeper Sas Damius, requested at the session of the 24th October of the past year, concerning the difference of ƒ 1286:14 between the Cassimbazar Trade Journal and the Returns of coined silver in the Year 1767/5. He demonstrates therein that his first premise was not erroneous, and that the difference actually originates from the fact that the Lead used for the refining was debited to the silver, and draws the conclusion that it would be better for each to bear its own burdens, which is why the difference was perhaps not an error, but could still be said to be an improper treatment in the books. We have deemed it proper to let the matter rest here, since the Company suffers no detriment from it, and the difference arose from the fact that in the Year 1765 the servants mistakenly entered the molten silver sent to them as Bar silver into the Books, whereas it ought to have been registered as refine-silver, which silver became burdened with the Lead. As for the Pay Books of the Year 1765/6, which were dispatched together with the Trade Books per Welgelegen, the report of their Examination was likewise submitted on the 20th of the current month, and is transmitted among the enclosures hereof with the decision made thereon in the margin. Regarding the silver, we have ordered the pay bookkeeper to submit a report concerning the differences shown therein between the Pay Books and Trade Books, both in the cash advanced and in the account of wages ashore. Pursuant to the old order, care is taken here that the common soldiers, with a credit balance standing to their account as long as they are in the Indies, always remain so far ahead that upon their decease, the burial expenses can be covered therefrom. And so that this shall continually be observed, we have delivered to the Pay Bookkeeper a copy of the extract from the general resolutions of the Castle of Batavia of the 21st of the aforementioned month of July. Concerning the charges and reimbursements, we have to report: that by resolution of the 22nd of February, an Act of Indemnity was written for the Company regarding that which the Patna Chief, the merchant Cornelis Rietveld, must still pay in reimbursement for the known deficit on spices, amounting to f 2002:14:8. Furthermore, pursuant to what was advised in our humble letter of the ultimo of January, that office has been debited for the amount of the linens that were accepted in excess of the demand and returned to the authorized agents of the Chief and the Second here, amounting with the expenses to f 5447:7:8. Apart from a representation concerning the errors encountered in that paper, which we have caused to be redressed by a further reckoning in their favor of f 186:7:8, the servants now attempt to excuse themselves by claiming that the excess provision of the goods had its origin in our unqualified authorization by letter of the 26th of December to accept Furti, which for the Pachoris alone amounted to 79 pieces, and that it stood similarly with the Bafta de Hilza, of which they say that only 90 pieces of sound quality were delivered in excess, as the remainder had been Furti. They requested that we would cast a favorable reflection upon this, and in consideration of the order given, with regard to which they thought they had mistaken the orders in providing 90 pieces of sound bafta, that all the goods, beyond this latter number that was not Furti, might again be declared acceptable. Also enclosed in the annexes hereto are the following trials, concluded by the Court of Justice since our last letter of the ultimo of January: One by the provisional Fiscal of this Directorate, Otto Willem Falck, against Jan Hendrik and several other persons missing from the Company's service, summoned by edict. One by the same against Jacob Helwig, Johan Reinard Paul, and Johannes Born, prisoners of the Lord, the first two for attempted and the last for accomplished desertion, and suspicion of the first two having wished to incite thereto. One by the same against Andries Roeder, former Boatswain on the wrecked ship Vrouwe Petronella, who is accused by the ship's boy Pieter Dammes of having attempted to commit the abominable crime of sodomy with him, in which case both are prisoners of the Lord. The verdict rendered by the Judge in the aforementioned cases is to be found with each bundle and approved by the first signatory, and the prisoners Helwig and Born have been delivered into custody to the bearer hereof, both having been condemned to banishment on the island of Edam. that having awarded a sailor one month’s pay for his maintenance, he has been declared employable again, and the said Rooa was discharged from his detention without costs. But the young man, against whom the Fiscal judged he did not have sufficient grounds to proceed as a false accuser, yet maintained that he could not be entirely acquitted, was, in accordance with the conclusion, both for the aforementioned reasons and on account of his youthful years, sentenced only to the costs and expenses of Justice, and moreover to undergo an ordinary shipboard correction, and furthermore also declared employable. Besides the aforementioned criminal proceedings, there is also accompanied by the usual covering letter to the Honorable Council of Justice of the Castle of Batavia, a civil lawsuit of Lucas Cramer, provost marshal, plaintiff of arrest against Rombartus van Mechelen, defendant, and in which case the retired Fiscal Rietveld has constituted himself appellant as intervening party. On the 19th of this month, a letter was delivered here from the first mate of the Hector, Olke Aldringa, to the Captain Steven Booms, wherein he informed him among other things of having found it necessary to put the sailor Pieter Segter in irons, because he had pursued the boatswain with a knife and had intended to stab him through, and also after his apprehension had still made use of several threats. The Captain having given notice thereof to the Fiscal and the latter to the first signatory, the Director immediately gave orders to keep that sailor under arrest on board, and communicated this to the members in our meeting of the 27th instant, pointing out that the time was too short to gather the necessary documents thereof, and that the people who would have to testify therein could not possibly be spared from on board, wherefore it was also decided by us to let the aforementioned Pieter Segter depart in irons for Batavia, to be handed over wherever it shall please Your Right Honorable Excellencies to order. Upon the arrival at Patna of the bookkeeper Albert Tobias, appointed by us provisionally as third person, the servants administered to him, in a meeting held expressly for that purpose, the oath devised for official clerks, because, they say, cases might sometimes happen, which they express more fully in the copy of their resolution inserted into ours of the 22nd of February, in which one would be at a loss. And although we have passed this as a fait accompli, the servants are nevertheless recommended henceforth to undertake nothing on their own authority and discretion, except only such matters wherein the interest of the Company might suffer prejudice by waiting for orders. Moreover, they have exceeded this thoroughly reproachable resolution so far as to have the said Tobias execute an instrument that could easily have been passed before the second, whose duty it properly is to draw up all such papers in which the chief is interested, namely the instrument of surety cited here above. Thus we have ordered them that before the third person no instrument of whatever name shall be executed, except where the chief and the second are both involved, or the one might be the constituent and the other the attorney, as examples thereof might well be found among them, according to which we understood that they should regulate themselves, without giving us further cause of offense or annoyance, with the declaration that we would not then leave it at the mild correction to which we have proceeded this time because of their constant disrespect, and especially because of the indecent manner in which they awaited the approval of this case, namely by sentencing the chief Rietveld as writer, the second Hardij and third Tobias as co-signatories of the letter of the 14th of February, without showing any scruple about the irreverent style, person for person to a fine of one month’s pay for the benefit of the Dutch burial ground here.
