1104 31 Dec 31 Decb„r underneath stood: Hoegle date as above Pr Hoff provisional Secretary was signed: Saturday the 19 Xbr 1767 in the morning, present the Honorable members Zinner, Lafont, Koning, Ross, Humbert de Saumaise, Hagha, Damius de Dille, Haugwitz, and Iddikkinga; the second, third, and fourth due to indisposition, and the eighth on the Patna expedition. The Honorable Lord President presented and subsequently read the extract below from the minutes of the 15th of this month, accompanied by the attestation mentioned therein. Extract from the Minutes of what was transacted and resolved in the Council of Policy on Tuesday the 15th of December 1767. Subsequently, it was understood to have the attestation, granted at the secretariat by Pedro Figurado and associates concerning the gunnies sent for the ship Vrouwe Cornelia Hillegonda but not accepted by the authorities for the Cape, confirmed under oath before the Council of Justice. Agrees, was signed: J Eilbracht, Secretary. And after its resumption, the persons mentioned therein having been summoned to the meeting and the attestation given by them having been presented to them, the required oath was duly taken by the first attestant, namely Pedro Figurado and associates, in the Roman Catholic manner, with the placing of the right hand upon the Gospel of John and the uttering of these words: Asi verdadera mente Deos me Ajude and by the remaining attestants, in the Mohammedan manner, with the placing of their hands upon the Koran and the uttering of the following words: if we have spared the truth, it shall not go well with us hereafter. Of all of which it is understood to keep this record, and to register the same in the memorial of this council. Underneath stood: to my knowledge, was signed: Sn Hoff, Secretary. Thus, upon the proposition of the Honorable Lord Director, it was approved and understood to cause the value thereof to be paid into the Company's treasury by the general attorneys of the Captain Lieutenant of 1103 31 Decbr 23 Decbr the aforementioned ship, the Military Captain Johan Hendrik Zinner and former Lieutenant Tissot Grenus. Upon a further report of the standing committee for the examination of the treasury accounts, it being seen that those of July and August had been duly resumed and found to agree with the receipted warrants and the counter-cashbook of the Lord Director, such was noted here, and the report inserted into this document: To the Honorable Lord George Louis Vernet, Director of this Bengal Directorate, together with the Hooghly Council. In fulfillment of the resolution of the meeting under date of the 23rd of September 1754, the undersigned, upon the oath taken at the commencement of their duties, have duly resumed the treasury accounts of the months of July and August last, and confronted them with the receipted warrants and the counter-cashbook, and found that the balance thereof amounts to as follows: For that of July Anno 1767 the remainder is Rupees 36087 9/16 or f56837 18 8. In Debit under ultmo July and August, there still continue to run unpaid the warrants chargeable to the estate of the deceased Fiscal Immens from the month of March 1765 on account of salaries, still remaining unfulfilled, namely 287 6 7. The outer packing as above. 2 packs in the year 1766 with the ship Schagen should have contained, and 18 too few, of which pack should have contained gernaat poet, too much as: No. 3340: 100 pieces ordinary Kassas de Jag should contain, but found 3½ pieces too few, the outer covering torn, and instead of the 33 pieces of lead found therein, its gross weight was to have been 350 lb, on which 3 lb too much was found, having been 353, undamaged, yet the innermost filled. Account and justification concerning the adjacent: In the last session of the 26th current, in the same manner as was done by the former packer Benoist, whose justification was recorded by resolution of the last-mentioned date, showing their excuse and at the same time requesting to be freed from all further responsibility in that regard, as appears from the following insertion of that document: To the Right Honorable Lord George Louis Vernet, Director of the Company's Important Trade in the Kingdoms of Bengal, Behaar, and Orixa, etc., etc., together with the Council. Because during the packing at least one of our colleagues always keeps close watch that the counted pieces, which are already lying on the surface of the packing material, are properly closed up and sealed immediately after counting, while the other proceeds with counting off the set row, and the third, in the presence of the whole work, filling out the packing slips in supply, does not fail to cast his eye over that work as much as possible now and then, it is entirely impossible that such a piece of roguery as appears on the side could be committed in the cloth hall by the Company's servants. Concerning the found shortage of pieces in the adjacent and following packs, we take the liberty to testify our innocence to Your Honors, just as with the aforementioned volume, because that detriment to the Company cannot be attributed to carelessness in our service, nor to that of our former colleague Benoist, for whose honesty and attention to the service we dare vouch on good grounds. It seems to us, if not entirely impossible, at least very difficult, that rogueries of that nature could occur in a storehouse for linens, where during working hours such a multitude of native servants are present who, even assuming there were some of a thievish nature among their fellows to commit such villainous acts, nevertheless tread too closely on each other's heels and foster far too much mistrust to undertake ventures of such danger to them. 31 December

1107 31 December Ship Blyswyk for Rotterdam No. 2248. 60 pieces Doerias de Kassijoiira with G H should have counted out, and only found 5. Package in the same year with the dog, its innermost, as well as the oilcloth torn open and the gross weight instead of 152 lb only 146, thus 6 lb too little found. The supervision that we continuously maintain from the laying out of the packages until they are completely bound, whereby not the slightest irregularity can escape our notice without being caught in the act. We leave it to the wise judgment of our superiors whether it is therefore possible to bring in or pour into the bales a sufficient quantity of rice, and stone, iron, lead, etc., as the declarations contain, to fill out the stolen pieces of linen, other packages undamaged, and to resew the torn or cut packaging in so short a time as the said packages, which remain in the cloth hall after they are completely bound, in the presence of so many European and native servants, and, after stealing some pieces from it, to give the entire package its previous shape as if nothing had been damaged. 1 package No. 2363 sent in the same year with 's Gravesande for Delft, should contain, but one had found no more than 28 pieces good and 24 spotted, or together 52 pieces less found; cut off, the gunny opened and resewn with other yarn, the inner bag unstitched, the oilcloth and inner cloth torn, and 22 lb of rice filled back in, which bale should have weighed 185 lb gross, thus 3 lb too heavy, 188. No. 2354, 120 pieces Roemaals yarn, as it should contain, but found 113 pieces, wherefore 7 short; the outer packaging and the oilcloth cut open and its gross weight 245 lb instead of 256, thus 11 lb less. The violently torn inner lining, the cutting off of the loops, and the opening and resewing with other yarn of the gunny of the stolen volume shows, with all the others, most clearly our exoneration; as well as that with which the empty spaces of these and other bales were refilled, being materials that are sooner to be found on board the ships and on the vessels than in a packing hall, where nothing other than linen, oilcloth, gunny, and ropes are handled. The difference between the found and recorded gross weights of the said volumes clearly proves, in our opinion, that the thefts were committed only after shipment at one or another anchorage; the proof that this is not to be imputed to the packers consists namely in this: that as soon as the packages are bound and properly labeled, they are transferred and kept for accountability to the warehouse masters in the trade warehouses until such time that they are weighed out to the skipper or mate in the presence of the ordinary commissioners, and thus recorded according to their gross weight. 60 pieces Doerias de Horriapol found 8 too few, the outer packaging as with almost all. No. 2480. 40 pieces Guineas according to the contents should be, but found no more than 37 pieces, this 3 too few, likewise the outer packaging undamaged, but its innermost torn open, and found a shortfall of 33 lb on the gross weight; should have weighed 465 lb and found no more than 432. No. 3009. 100 pieces common Boerongse Cassas as it should contain, but only found 94 pieces, thus 6 too few; the outer packaging undamaged, but the ropes, the oilcloth, and the inner lining cut to pieces, and the gross weight instead of 389 lb found to weigh only 367, 22 lb too few. And subsequently are carried away by coolies to the vessels, 31 December, so that the said volumes do not remain under our supervision any longer than until they are labeled and sewn up. No. 3233. 120 pieces yarn Roemaals, as it should contain, but only 119 pieces found, thus 1 too few; its packaging well conditioned, and the gross weight in agreement. Being able to bring nothing in our defense regarding this, as the good condition of the entire package and the correct outcome of the gross weight very likely prove that we miscounted a piece, which can easily happen when the work comes rather hastily to hand, and we, to satisfy the esteemed orders of our superiors, must prepare such a multitude of packages as are sent annually within a specified time. Thus acknowledging our error in this, we request, under promise to apply all possible diligence in the future, that such or similar mistakes no longer occur. that the beams in these rooms appear outwardly sound and good, but that it cannot be determined whether they are good or not insofar as they are embedded in the masonry; Furthermore, that the rear wall and the flat roof of a room beside the dispensary are in poor condition, as the timbers are entirely decayed and the wall has collapsed; the same is 18 feet long, 22 feet high including the foundations, and 2 feet thick; the flat roof is 18 feet long and 15 feet wide, and to insert and set the beams, the front wall will have to be demolished to a length of 18 feet, height of 3 feet, and thickness of 2 feet, the masonry together making 900 cubic feet;
