1025 11 December Points of rescription to Kassembazar and to be permitted to receive the remaining money here from the Treasury, which, furthermore, it was approved to have made known on the first pay memorandum to be dispatched; Whereas, due to the departure of the provisional Master of Equipment Cornelis van der Stam, the position of overseer of the Buildings and outside regent of the Hospital has fallen vacant, it was approved and agreed upon the proposal of the Honorable Director to fill the same again with his replacement, Jacob Pieter van Braam; Since the service of Butler, in place of Jan Knipschaar who went missing, was assigned by the Officers of the return ship Vrouwe Anthonetta Conradina to the Boatswain's Mate Jacobus Bussing, it was agreed to confirm him in that service and to grant him the wage of twenty guilders per month, subject to the approval of the Honorable, Grandly Esteemed Gentlemen Directors of the Chamber of Enkhuizen, to which that vessel is addressed; Lastly, by a letter from the servants at the office mentioned in the margin of the 2nd of this month, serving primarily to accompany two lakh Sicca rupees, it being observed that all the silver on hand had been minted and the servants therefore requested a new relief thereof, it was agreed to let them have at the earliest 2040 bars from the cargo brought by the ship the Vrouwe Antonetta Conradina, and also to consent to their further request regarding the 98000 rupees which, besides the granted two lakh, they still had on hand; It was also further resolved to promote a certain Pieter Olthoff, who arrived in the Indies in the year 1764 as third surgeon with ƒ14.—, in view of the expiration of his term, to under-surgeon and to grant him the wage of twenty guilders per month under a new contract of three years commencing today; 1027 to be permitted to retain them for paying off the various purchases for this year; Done at Hooghly in Bengal, date as above. 1031 15 December 15 December That in the past month of November, without wishing to be bound to the exact day, they departed from here with a consignment of Gunny bags in order to bring the same to the ship Vrouwe Cornelia Hillegonda, which was on the verge of departure for Europe. That upon arriving at Fulta, they had shown the accompanying note to the provost marshal to ask him where they were to go; who had answered them that the ship was at Ingeli, and that they had to proceed thither. That nine days after their departure from here, or to the best of their recollection, on 10 November, they had arrived at the aforementioned ship; That having come on board and having delivered the accompanying note to the Chief Mate, and having remained by the ship until well past noon, the Chief Mate had told them that they should just go ashore for that day. That on the second day they had come on board again and had requested the Chief Mate to unload the goods, but that he had said with anger that they still had to wait, he would take over the goods in due time, which however had no result that day either, because they had to return ashore again with their business unaccomplished. That on the third day they had betaken themselves on board again, where a sloop and other vessels were lying unloading, and while they were lying alongside, the sailors had cut the rope of the vessel; so that they drifted astern with it, and were so carried away by the heavy current that they had four days of work to get back to Ingeli. That in the meantime the Commissioners for the muster had come down, whereupon they had betaken themselves to the Second Warehouse Master, Mr. Rauwerts, and complained about what had happened. That a Second Mate of the ship, without the appearers being able to give his name, had tapped the peon on the shoulder and said that he should now just go to the ship. That they had then pushed off on that day around 4 o'clock in the afternoon to go to the ship, but on account of the heavy weather, wind, and current, could not come alongside, but on the contrary were forced to drop anchor behind the ship; that they remained lying thus the entire night through in a heavy wind and weather, until finally the rope broke, and they drifted down with the current to near Boerebalie, where the vessel struck the beach and was broken. That going ashore at Boerebalie, they had requested the people for help in order to salvage the goods, but that they had refused to do so, pointing them to the Zemindar living there. That having come to the Zemindar, they had requested him for the help of coolies and caulkers in order to salvage the goods and repair the vessel. That he had also provided them with 25 coolies and some caulkers, whereby they were enabled to salvage the goods and get the vessel afloat again, whereupon they departed again and brought the said goods here. The appearers declared the foregoing to be the pure truth, giving as reasons for their knowledge as in the text, the Fazil Bookbinder testifying for the translation and the appearers for the deposition, being prepared, if required, to strengthen the same at all times with an oath. Thus declared at Hugli in Bengal in the presence of Hermanus Bergman and Jan Vermeulen as witnesses. The minute hereof is properly signed /: underneath stood :/ Quod Attestor (: was signed :/ K. Mhott, sworn clerk. And after reading thereof, it was resolved to have the same confirmed with an oath before the Council of Justice of this factory. But in order to dispose of the damage that the Company comes to suffer through this, it was agreed to await the report of the special Commissioners appointed by the Director for the inspection thereof. Yet, since in such cases as the non-reception of these or those goods, pursuant to the orders of their Excellencies the High Indian Government by honored missive of 19 August 1765, notice must be given by the Fiscal and Commissioners dispatching such a ship to the ministers of the aforementioned Cape, and these will be at a great loss for the aforesaid gunnies, the more so as there is no opportunity to provide them therewith earlier than next November, if one is then in a position to send a ship, the report of the titular merchant and fiscal Louis de Saumaise was heard hereupon, namely how his Honor, as well as the commissioned members from the Council of Justice, the junior merchants Jan Rauwerts and Hans Carel Baron von Arnim, were deceived by the Captain-Lieutenant of the aforementioned ship, Cornelis van der Stam, not only by his verbal assurance as if those gunnies were already in the ship, but also by the presentation of the stowage list and the bill of lading, on the first of which the Chief Mate had signed for the stowage in the hold, and on the other, he, Van der Stam, had signed for the receipt and further care of the same, upon which having relied, they had thought it unnecessary to make any report thereof to the ministers; and after deliberation upon this matter, it was judged and unanimously resolved to keep this and that at the Cape.

Furthermore, the Director presented to the assembly the report made to His Honor by the Master of Equipage Jacob Pieter van Braam, stating that four buoy barrels had gone adrift from the fairway and had been retrieved by the English, for which His Honor produced receipts, namely: one signed by R. Spenceer and dated [illegible] for the delivery from Calcutta hither, NE 10.– one granted on the 5th of the same month by John Bretems for retrieving and bringing hither, 136.– one of the 3rd of this month given by P. Pagcksoel for bringing up two from downriver to Calcutta, r 100.– and for sending them from Calcutta to Chinsura, 4–, 104.– or in total, A.o rC.o 250.– which had been agreed and paid. His Honor proposed that, since without the disbursement of such small expenses one would run the risk of losing the buoys entirely, whether because the English let them drift or took them for themselves, the said small sum of Ml 250:– be cleared from the Company's treasury; with which the members declared their full agreement, as well as with the proposal to keep the three aforementioned receipts at the secretariat. However, since the drifting of the said buoys must be attributed to the fact that, pursuant to the resolution of 4 April of this year, in order to keep watch all the better, they were made one foot wider at the bottom and are thus so much heavier at the top, whereby, due to the strong pressure of the water, they not only drift away from the chains, but some swing back and forth along with the cannon and all, and often end up in the wrong places, given that the cannon is too light to hold them; it was resolved, in accordance with the further proposal of the aforementioned Director, to employ unserviceable anchors instead of the same, and in the absence of stock, to requisition the same instead of the cannon from Batavia; and thus to send the latter back thither after relief is obtained. Adverse balance settled or sufficiently submitted by the delivery of firty, regarding which a decision was taken; for which reason it was also resolved to close the cash account as of the last day of August of this year, as it had remained open for that purpose, and to include and account for therein what the suppliers must pay into the treasury. However, what is due to those who have delivered more than the advances of money amount to shall only be credited in this month, without, however, calculating the interest due to those who deliver on credit any further than up to the last day of the recently expired financial year, because otherwise this payment, along with the other expenditures, would exceed the receipts and the treasury would consequently fall into arrears. Thereafter, the well-mentioned Lord Director presented for collation and signing the following letters prepared by His Honour, to be dispatched with the ship Scholtenburg, namely: One to Their Excellencies the High Indian Government at Batavia, to the Ministers in Coromandel, to Surat, to Ceylon, to Malabar, and to the servants in Bimilipatnam, and after reading and signing the same, it was agreed to record this note thereof. The supply of linens destined for Europe, notwithstanding the various hindrances on the part of the English, having succeeded to such an extent that according to a rough calculation made, with what was expected from Kassembazaar and Patna, the cargo of two more ships can be brought to the stipulated amount of 8 to 9 tons, it was resolved upon the proposal of the Lord Director to designate the ships Vrouwe Elisabeth for the Maas chamber and Anthonetta Conradina for the North Quarter, in order to depart from here by the appointed sailing day in the coming month. And accordingly, to retain Popkensburg until March, which seemed most advisable to the meeting, since the other ship, being already deemed unseaworthy, would not be able to withstand the heavy weather expected around that time of year as well as Popkensburg, which is still new and therefore best suited to serve for the transport of the remainder of the opium, which is too valuable to risk on an old ship so late in the season; it being also resolved to have the provisions that were supplied to that vessel at Batavia for the homeward voyage delivered here into the dispensary. Furthermore, it having been shown by the well-mentioned Lord Director that nothing had been fulfilled regarding the requisition for gunpowder made from the Netherlands, and that His Honour had therefore ordered to take from the supply of Scholtenburg, consisting of 3683 lbs, after deducting the 524 lbs granted by resolution of the 11th of this month, a further 1500 lbs for this office, to serve both for daily use and to supply those ships which must still be furnished therewith, this was deemed necessary, and it was consequently resolved to conform thereto. 1038 23 December 23 December Honorable Gentlemen and Esteemed Councilors The undersigned, ordinary commissioners in the trade warehouses, having been enjoined by an extract from your Honorable Worships' resolution of 14 October of this year to provide a report concerning the 6240 pieces of coffee sacks sent among others per the ships Welgelegen and Hector, which in Batavia were found upon remeasurement to be too small, too narrow, and too short, have the honor to submit to your Honorable Worships and Esteemed Councilors in all reverence: That, both being employed in separate commissions at the time of the shipment, they mainly left the supervision regarding the delivery of the gunny to the warehouse servants, believing that they, proceeding according to the sample, would not accept any goods of lesser length and breadth, which, as far as they can ascertain, also did not occur, because upon remeasurement they found that the remaining and rejected sacks of the same lot as those sent with Welgelegen and Hector held the length and breadth according to the sample. Thus, it appears incomprehensible to them that among those accepted and sent, such a considerable quantity of 6240 pieces was of lesser length and breadth, since those sacks are all made to one measure, and the rejected and remaining ones have their length and breadth, and the largest part of those sent, namely 7420 pieces, also kept the measure in Batavia, so that they do not know to what this should be attributed. Further taking the liberty to place before your Honorable Worships and Esteemed Councilors in all humility that the coffee sacks sent per Welgelegen are charged at ƒ 48: 18: 8 per hundred just like those per Hector, and thus not at ƒ 54: -: - as the commissioners of the cloth warehouse in Batavia have stated in their report to the Right Honorable Jeremias van Riemsdijk, First Councilor and Director-General of the Netherlands Indies, etc., etc., which thus makes a difference in value of ƒ 5: 1: 8 per hundred, or on 5140 pieces ƒ 260: 17: -. Also, on the invoices of Welgelegen and Hector, no length or breadth is noted, as is mentioned on the invoice of the ship 'T Huis ten Donk, dated Batavia the 13 August 1767. Subsequently was attentively reviewed a finding produced by the said Head Administrator regarding the discharged cargoes of the ships Popkensburg, Vrouwe Elisabeth and Anthonetta Conradina reading as follows: Finding of the shortages and defects in the discharged cargoes of the hereinafter mentioned ships which recently arrived here from Batavia, as appears from annexed reports of the ordinary and special commissioners, concerning which the undersigned requests the ruling of the Meeting, for the information of the Trade Bookkeeper, namely: By the ship Popkensburg Pursuant to the report of the administrators, in the presence of the ordinary commissioners, the following short weights and damaged goods were delivered into the Trade Warehouses, namely: 108 1/4 lb of Japanese bar copper short, being invoiced 100000 lb, and only received by the administrators 99891 3/4 lb, thus 108 1/4 lb short, or 1/4 per cent roughly 1 ream of large format paper damaged by the nails, out of 15 reams. According to the report of the commissioned members from the Council of Justice, the junior merchants H. C. van Arnim and L. Verspick, and in the presence of the fiscal Monsieur de Saumaise, upon the reweighing of 138 chests of spices, there were found over and short, namely: 24 7/8 lb of nutmegs over, being invoiced 10065 lb Net, and upon reweighing here found 10089 7/8 lb, thus 24 7/8 lb in overweight, or 1/4 per cent roughly 71 1/8 lb of cloves short, as the invoice dictates 4140 lb, and upon reweighing here only found 4018 1/8 lb of whole and 50 3/4 lb of dust and sweepings, making 4068 7/8 lb, therefore 71 1/8 lb in short weight, or 1 5/8 per cent roughly 2636 cans of arrack short, of which 1940 cans or 5 leagers entirely short, 696 cans in leakage on the received 45 leagers, thus 2636 cans short on 50 leagers, calculated at 13 1/12 per cent roughly Native pitch having 160 bags, weighed 9399 lb Gross, from which deducting 160 lb for the tare at 1 lb each bag, comes to 9239 lb Net, and should contain according to the invoice 10000 lb, thus 761 lb in short weight, calculated at 7 3/5 per cent roughly. According to the report of the commissioners, the bookkeeper Borwater and the assistant Panning, there was found short in the large money vault: 1 bar of silver bullion in the chest No. 2, being invoiced with 62 bars, and not more than 61 found in it. By the ship De Vrouwe Elisabeth Pursuant to the report of the administrators, in the presence of the ordinary commissioners, there was delivered short into the Trade Warehouses: 147 1/4 lb of Japanese bar copper, being invoiced 100000 lb, and only received by the administrators 99852 3/4 lb, therefore 147 1/4 lb short, or 1/6 per cent roughly. According to the report of the special commissioners, the bookkeeper Reinard and assistant Schindeler, there was found in the dispensary: 1159 cans of arrack in leakage on 30 leagers, calculated at 6 per cent roughly. According to the annexed declaration, the hereinafter mentioned birds were delivered short, as: Banda birds perished out of 10 cages of which 19 perished and 166 flew away, making 185 out of 200. 1068 23 D 23 Decbr Lafont to be made to restore or pay Resumption of a petition by the Secretary Elbracht in his capacity Hereafter, it having been shown by the Lord Director that, upon taking inventory of the ropewalk warehouses on the last day of October 1766, and transferring the same to the then provisional Equipage Master Cornelis van der Stam, it was found that there were 33 pieces of light anchors in kind less than the running balance on the books; and that the Merchant Moize la font, as co-heir of his late father-in-law, the Equipage Master Lucas Luydland, having undertaken to come to an understanding regarding this with van der Stam and to return as many anchors as the Company ought to have, the record thereof had been omitted from the report of the then commissioned Skippers Arent van der Deuren and Pieter de Leur; but that, since this had not yet been complied with according to the further report made to His Honorable Worship, it had become a matter which the Lord Director judged necessary to communicate to the Council, in order that, by a decision to be taken in that regard, the Company be indemnified and the successor of the aforementioned van der Stam be kept free of liability; so it was, after this was deliberated and understood in the same manner as the Lord Director, resolved to have the aforementioned 33 pieces of light anchors delivered in kind by La Font as yet, or otherwise to cause the value thereof, with two capital advances, to be paid to the Company. Next was read a petition presented by the Provisional Secretary of this Council, Jacob Eilbracht, as testamentary co-executor in the estate of the aforementioned Zuidland, signed by the aforementioned Lafont, him, Eilbracht, and the former Chief Surgeon Lucas Cramer, 1071 23 Decbr 23 Decr tending to a broad exposition of the reasons which the petitioners in their capacity believe can be taken into consideration in order to discharge the said estate from the compensation, decreed on the 6th of the past month, for some dried out and suffocated cordage, with a threefold plea in that respect; item, at the end of the same, a request that the estate of the said Zuidland might also be credited with the buyout value of the amount of the equipage goods which, as appears from the record in the resolution of 3 February of this year, were delivered by the late Zuidland to the Company and had previously been entered in the ropewalk books on the last day of August 1766, and of which the purchase price, pursuant to the favorable authorization of Their High Excellencies in the formal reply of 21 July last, had already been credited by warrant of the Lord Director, all on such grounds as appear more fully from the petition. 1043 23 December 23 December finding themselves aggrieved by this, to be permitted to address Their High Excellencies on that account, take the liberty to submit to Your Honors that, regarding the foundation of the resolution, as if the deceased had failed to give timely notice that such kind of goods was in stock and already perishing, the suppliants in their quality, subject to the correction of wiser judgment, maintain that a timely notification—which they indeed trust may have been forgotten by the deceased, who for some years, both through his advanced age and other infirmities, no longer applied that precision which one may expect from an able-bodied man—would have prevented the matter itself or the decay of the cordage, but that it must be attributed solely to the fact that there was no necessity, especially regarding the rigging, to supply it to any of the Company's ships, which might nevertheless have needed it at some time or other; and for which reason the deceased appears to have taken the precaution to requisition it, at least the suppliants in their quality think so, and trust that Your Honors, upon further reflection on this argument of theirs, will please consider that as soon as the good intention of the petition made in that regard can be presumed, namely the thought that it might come in handy in due time, as indeed could have happened, no administrator can then be subjected to the burden of heavy compensation any more than if it had appeared that something had been requested by him without deliberation or as unnecessary, and had come under his administration, not to mention that when requisitioning equipment goods it is impossible to wait so long until nothing more of one thing or another is in stock, since one might then sometimes find oneself in the utmost embarrassment and unable to succeed except at excessive prices; and as regards the heavy rope, the suppliants in their quality believe they have this in their favor, that the bad spot discovered in it, and that right in the middle, likewise cannot serve to the disadvantage of the Equipment Master, since upon receipt of the condition of the goods, a report is made by specially appointed commissioners, who possibly, just like the deceased, because of the greasiness of the tar that ordinarily sits upon new rope, did not discover this and therefore reported it as good, whereas during storage the tar dried into it, and now upon uncoiling it will have become evident, which otherwise would be a puzzle to the best sailor. And whereas the suppliants in their quality, pursuant to favorable permission granted by the aforementioned Their High Excellencies, have already by an ordinance of the Honorable Director been credited with the cost of the goods which, as appears from an extract journal incorporated by resolution of 3 February 1767, preceded those under the last day of August 1766, and were furnished in advance by the aforesaid Quidland, without it being at the same time calculated at the buyout price, as is done with all surplus or redelivered goods by the storekeepers, and thus also with respect to other administrators, see the 15th article of the general regulation reprinted in the year 1764. It is for all these reasons that the suppliants take the liberty of making this alternative petition in this regard: 1st. That it may please Your Honors to present all this in the most favorable manner to Their High Excellencies and in the meantime allow the suppliants in their quality to suffice with providing sufficient surety, or 2nd. Sent from here in the year 1765/66 per the ships Straaten, Schagen, and Bleiswyk, containing a clear and concise demonstration that these deficiencies—except in one bale of yarn Roemaals in which a single piece was missing—are not to be attributed to the negligence of himself or his former colleagues, but that the forced and torn inner wrappings, the types of goods with which the empty spaces were filled, and the differing gross weight, plead for them and excuse them as a matter of course; and wherefore he humbly requested to be released from further accountability on that account, as all of this may be seen in more detail by the Direction itself. Upon reading the recently received honored letter from the High Authorities, together with the declarations and extract resolutions mentioned therein and handed to me by Your Honor, seeing that Their Honors, pursuant to the revered orders of the Gentlemen Majores and their High Honors, demand accountability from me as the former fifth official in the cloth hall regarding the linens found missing in the nine bales to be mentioned below, I have the honor, in order to comply with that order as briefly as possible, to report the following to Your Honor. The declarations contain in substance that in: 1 Bale No. 399, sent in the year 1765 with the Straaten for Hoorn, there should have been 100 pieces of Safta Chelas Gingham, and no more than 86 pieces were found, thus 14 too few; that the gunny was undamaged, but of the inner wrapping the cloths were opened on both sides, and the empty space refilled with 18 pieces of iron stones [and] rice. 1087 26th December as well as the missing pieces, as the declarations state, in so short a time as they were prepared in the cloth hall; remain open, to cut, to fill therewith, and properly to sew up the gunny again. and instead of the missing linen, 33 pieces of lead were found therein, its gross weight, which should have been 350 lb, was found to be 5 lb too much, or 355 lb. 1 ditto No. 2363, dispatched in the same year with 's-Gravelande for Delft, should have been 60 pieces of Doerias de Herriapaal, and no more than 28 good and 24 stained pieces, or in all 52 pieces, were found, and thus 8 pieces less; the selvedge of the outer packing having been cut off, the gunny opened, sewn up with different thread, the linen bag unstitched, the wax cloth and inner wrapper torn, and through those openings 22 bricks had been filled therein; this bale was to weigh gross 185 lb, but was also 3 lb too heavy. The forced and torn inner packing of these volumes pleads for our innocence in this matter, each sort of goods with which the voids in the bales were filled being far more easily found on board the ships or on vessels than in the linen storage place; and the differences between the written and found gross weights show, in my judgment, most clearly that the theft must have been committed only after the shipment from shore, either on the vessels during transport or on board during stowage, or upon unloading in Europe, since the packages, as soon as they are bound, are transferred from the cloth hall to the warehouses under the responsibility of the warehouse masters and kept there, weighed in the presence of the Honorable Hughli ordinary commissioners, the skipper, or the mate, and recorded in their presence at their gross weight; just as the receiver is held accountable for proper receipt, and thus is by no means to be imputed to the packers, since the bales, as soon as they are ready, are removed from their supervision and turned over to another. Which might also have applied to the 27 guilders, 19 stuivers paid from the treasury, which were forgotten to be reimbursed on the expense account of the ship Welgelegen, the same however consisting of porterage wages of provisions supplied to the aforementioned vessel, so Their High Excellencies were pleased to order that only the one-sixth amount thereof, or 4 guilders, 13 stuivers, for the benefit of the Visitor General, must be paid into the treasury by the negligent person. Master P. M. Ross, having at that time enjoyed this as acting dispensier, and having neglected as invoice keeper to charge it to the expense account, the above-mentioned one-sixth part or 4 guilders, 13 stuivers ought to be paid into the treasury by him. Regarding the expensive purchase of 15 barrels of tar for the service of the ships and chaloups at 97 guilders, 10 stuivers per barrel, Their High Excellencies refer in that regard to their very honored letter of 19 August 1765. In the purchase of this tar one had to adjust to the times, the market for the same having been excessively high at that time due to scarcity.
