755 17 Nov. 17 Novbr After which, having been read a written report from the titular Captain and Trade Bookkeeper Johannes Matthias Ross and provisional Secretary of this Assembly Jacob Eilbracht, showing what profit the Honorable Company has had in the recently passed and during the first month of the current book year from the revenues of the private toll, etc., of which proper account, proof, and remainder was rendered to them as permanent commissioners by the recently retired provisional Fiscal Otto Willem Falck, as the report itself more fully demonstrates: To the Right Honorable Lord George Louis Vernet, Director on behalf of the Dutch East India Company in Bengal, Behaar, and Orixa, together with the Members of the respective Council of Hughli. Right Honorable Lord and Esteemed Councilors: The recently retired provisional Fiscal of this Directorate, Otto Willem Valck, having delivered to us, as appointed thereto permanently by the regulation on the duties of the servants, the accompanying account concerning his administration of the Moorish toll, anchorage fees, and sovereign rights during the recently elapsed book year 1766/7, this report serves to give an account to Your Right Honorables that we have examined the same according to the Order and collated it with the papers relevant thereto and found it to agree: being the profit that the Honorable Company had from the Toll 288. 2. - Current rupees, from the Sovereign Rights 4724. 2 1/4 Current rupees, and for recognition fees of various persons assigned to the ship Scholtenburg for their permitted goods according to List 1465. 11 3/7 Current rupees. All which items have been counted into the Treasury upon distinct orders, together with and alongside what the said Falck collected during the month of Current Year past for the Sovereign Rights from the following real estate, namely: A house and land by the Portuguese Bartolomeus de Couza: Current Rupees 278, Current 307. 8. - ƒ 430. 10. [illegible] burgher Hans Migel [illegible] Pyper. 837 17 Novbr 17 Novbr Thus, after reading, it was resolved to keep this annotation thereof and to have the account submitted therewith entered into the Daily Register as usual. It was furthermore resolved hereby to note the settlement and cancellation of two bonds, one of 14 July 1766 amounting to 10200. - Current Rupees and the other of 25 August following amounting to 5824. 7. - Current Rupees, together with the interest that has accrued thereon, both having been granted in favor of the merchants Rennis Ran and Emalsingk. After the transaction of these matters, the discussion having turned to what was noted in the formal rescript from Their Excellencies the High Indian Government dated 21 July of the past year; namely, how Their High Excellencies had found not the slightest elucidation, either from the exposition of the Trade Bookkeeper Johannes Matthias Ross in his report of March preceding, or from what was set down in our letter of the 31st following; namely, that the liquidation of the running ledger account of Sicca rupees found deficient was prevented because no light could be found from the papers as to who was properly incumbent to reimburse the item of Sicca Rupees 27720 17/63. -, and regarding which the pleasure of the aforementioned Their High Excellencies had been further requested, as well as concerning the proposals made by the Trade Bookkeeper in his aforementioned report treated at the session of 16 March; remarking to that end that the discovery of where it belonged ought to be sought here, and that no mention of the aforementioned item was made in the secret letter of 16 March 1761 cited by this ministry. So, first, by order of the Right Honorable Lord Director, the secret papers of the just-mentioned and following year were brought into the meeting, and therewith, with the utmost attention, the origin and entire context of this case, detailed extensively in the secret missive of this ministry dated the 1st of February 1761, was read through and pondered. 858 17 November Points of Patna however, for this entry no one seems to be more directly answerable than the repatriated cashier Michiel Bastiaanse, and this because the sum of - - - - P.r r.o 27689.15.- which was actually still missing, added to 22310. 1. which the former checker Willem Beens, according to the aforementioned secret letter, managed to embezzle, precisely makes up the - - - - - - J.o r.o 50000.-.- that in the year 175 2/3 was still lacking from the 82,000 to 83,000 rupees short from the small cash box in that book year, and of which by the said Bastiaanse only 2 to 33,000 rupees have been properly accounted for, so it has been approved and agreed upon after deliberation to present to Their High Noble Excellencies on the next occasion that this Assembly holds him, Bastiaanse, responsible for the - - - - - - - - - - - P.a r.a 27689. 15. - aforesaid, and for the rest maintains that the - - - - - - - - 30. 1 3/63 which are then still lacking to make the sum of - - - - - - Fao ro/a 27720. 3/8 must be an error committed in earlier years that cannot be found, and finally that there was a mistake in citing the letter in which a disposition had previously been requested, since it occurred in the one of 16 March 1762, and not in one of the same date of the preceding year, concerning which an excuse shall be requested. Rescription to Patna Having proceeded further to the deliberation on the contents of two letters from Patna of the 18th and 26th of the past month, it has beforehand been agreed to pass that the servants had delivered to two soldiers, who were sent hither to escort 124 bales of linen, a small sum of fifty sicca rupees in order to cover therefrom the board and other traveling expenses, for which they are held to give an account. On the other hand, it has been agreed to suspend the disposition regarding the cash account of the month of September, and this until the servants shall have answered for the report demanded of them by letter of the 21st of the past month concerning the high amount of expenses on merchandise in the last-ended book year, of whose last month the cash account has also not yet been received. The request of a certain English gentleman by the name of Thomas Carnegie being brought forward again by the first-mentioned letter, to be allowed to pay 16,000 sicca rupees into the cash box there and to obtain bills of exchange on the Netherlands for it, it has been agreed, seeing that the servants have already been notified of the prohibition set against this by Their High Noble Excellencies in the aforementioned formal rescription of 21 July of this year, in our last and above-mentioned letter of the 21st ultimo, to reply to them only that on that account one does not doubt but that they will henceforth politely decline such requests. Furthermore, it appearing from a statement of account of the office inserted in the second letter as of the last of August past, and an annexed presentation of the expenses and profits during the past book year, that the expenses in comparison to the previous year were a considerable sum of f 27554.19.- less, and in addition the profits obtained were more by an amount of f 22739.12.-, whereby Patna had advanced by a remarkable amount of f 50294. 17.12, as the expenses have only exceeded the profits by a small sum of f 283.-.8.-; item that the reduction of the aforesaid expenses originated specifically from having been able to postpone the partial payment of the peshkash for so long, as well as from the smaller amount of extraordinary repairs and the not paying of monthly wages to a Persian teacher, as both appear more fully in the received summary of the expense accounts, with the comparison against those of the previous year according to the orders, with the one appended thereto against the memorandum of retrenchment, following verbatim here below:

Expense items have their origin, The greater number of military personnel that we have had here in comparison to the previous Year, and the greater board money disbursed as a result, has caused this adverse Difference. This Decrease, although the Cossid wages and likewise the purchased Medicines have amounted to more, is caused by the greater amount charged by the main Office. Because in the past Year payment was made on Account of the peshkash for the last Nawab's Portion, and the Extraordinary sight Offerings also exceeded the last ones delivered, it is to that which one has to ascribe the Cause of this decrease. This adverse difference originates from various expenses which one had to incur once again for the revetment along the river and the raising of a small wall near the Woodyard, item, slightly more spent on the saltpetre Lodge, which had suffered greatly during the stay of Shuja-ud-Daula in the same. This increase is also to be attributed to the received reinforcement of men, whereby more wages were paid out. The Company's Boat being completely unusable, it was deemed unnecessary to carry out any repair on it this Year. Because this last Year no monthly wages were paid to a Persian Master, this expense item comes to less. The extraordinary small gift delivered at the beginning of this book Year to the gentleman Mahmed Eesachan, and the purchasing here at the bazaar of some cloths for the Annual presents, cause this difference. This decrease is caused by the lesser amount of bricklaying in this Year. Which having been deliberated upon, and taken into consideration (that although their High Nobilities, by the latest formal rescription of 21 July, in order to make a permanent arrangement in this matter once and for all, and to prevent in the future all representations and proposals concerning it, and so as their same High Nobilities add thereto, also to take care that the Head Surgeon can get by very well, instead of the proposed sum of ƒ 9000, have been pleased to grant him once and for all, and for all sick persons regardless of whether many or few come into the Hospital, a sum of ƒ 8000 guilders per year and no more, besides an additional ƒ 50 for arrack and spices, which are certainly taken for the amount of the vinegar and Cape wine, which together with the first-mentioned articles were formerly provided in kind and amounted to ƒ 41. 12. 8; and that consequently it gives cause for much doubt whether the petitioner's instance, because of these determined declarations, might find any acceptance; but on the other hand considering that the petitioner, before entering into the service as Head Surgeon, did not fail to make known his objection against this meager salary, and that he was even promised a helping hand in obtaining a more favorable disposition from their High Nobilities; furthermore, that however much their High Nobilities also please to assume that the proposed assessment is taken rather high, this assembly nevertheless feels conscientiously assured that the petitioner, even if that had been granted to him, would find enough work to get by with it in these present expensive times, and that he consequently would be burdened too much with the purchase of spices etc. for cash, whereas on the contrary it is more profitable for the Company to credit him for those items in kind at ƒ 41. 12. 8 than to pay ƒ 50 per month; so it is, after consideration of all this, and in the hope that the arguments set forth will be looked upon with a favorable eye by their High Nobilities, resolved to grant the first part of his request until further order beforehand of 847 21 Nov: of our aforementioned High Rulers, but to deny the remainder by virtue of the aforesaid stipulation. It was further resolved to increase the salary of the pilot Hermanus Wegland, who was promoted to that capacity on the 16th of November 1762 at f 32 per month and having thus served out his first contract, and to grant him forty guilders per month under a new contract of three years, commencing from today. 985 Primo December Hereafter, the Honorable Director addressed the assembly at length regarding the scarce supply of linens in fulfillment of the respective demands for this year, pointing out to the members that the machinations of our powerful competitors, namely the English, continued so intensely that it was greatly to be feared that far from enough goods will be obtained for a timely and proper loading of the return ships that are intended to be dispatched in the coming month, as up to now not a single piece of fine linen and very little coarse linen, including some Boerong Chassa, had arrived, so that the entire stock of return cargo for the Fatherland, together with what is on hand from Kassembazaer and Pattena, did not amount to more than about 10 tons. He therefore proposed whether it would not be advisable, following the example of the English and French, to do one's best to supply the Honorable Company with its requirements as far as possible by purchasing goods from private traders, and in order to succeed as required, to follow the market with them. 731 4 December 4 recto considering that nothing was to be had from the Company, that this, as the petitioners are informed, is said to rest upon a prohibition from the Noble High Government of the Dutch Indies, which desired that the orders from the Homeland should be followed, which they think, however, rather originates from the fact that their opinion at that time was not presented forcefully enough, and why they once again take the boldness to trouble Your Esteemed Honours with their humble petition, and further urge the hardship that lies enclosed for them by seeing themselves deprived of such a meager privilege. The petitioners will, to that end, not recount at length how small the reward is for people who not only willingly risk life and property in the service of the Company, but during the time that they roam here in this country are subject to the heaviest labor, such that it costs many a person their life; but they think that their further discourse will deserve attention, if Your Esteemed Honours would please consider that, if not all, by far the majority of the petitioners were never informed of this further resolution of the Lords Principals; at least the signers of this, who first sailed out last year, declare solemnly to have heard not the least bit about it in Europe, for otherwise they, and many with them, would not have departed for the Indies, the more so since that arrangement, if one examines it closely, amounts to as much as a prohibition against being allowed to carry any chests at all on the homeward journey; at least the petitioners think so, for what good can the permission do, to be allowed to go to market at the Company, if one knows beforehand that there will be nothing for sale by them? In addition, the petitioners have been told that the order is provisional, and thus it is not without hope that the Lords Principals themselves will change their concept and soften the decree, since, candidly spoken, that little profit is the only thing from which many, after having endured hardships for some time, must seek their livelihood and solace, yea, even support themselves with wife and children. It is for all these reasons, and indeed principally on account of the ignorance that the petitioners claim regarding the said order, that they take the liberty once again to implore Your Esteemed Honours for your favorable license to buy up elsewhere calico goods needed for the filling of their permitted chests, even if it had to be accompanied by that restriction, that everyone who, upon his arrival in Europe, could be convicted of having known about this change, shall have to accept the confiscation of the goods, and all such further dispositions as it shall please the Right Honorable Highly Esteemed Lords Directors to order, with the further request that, however this may turn out, Your Esteemed Honours would also please provide the petitioners with 893 113 4 December 4 December Points of Rescription with a proof that they showed themselves aggrieved in this matter, and what decision Your Esteemed Honours have taken thereon. 183 4 December 4 December having surveyed with Willem Nauta, had found, as is noted in their report dated 13 March 1766, that the said wall in its actual length measured 404 Feet, and thus differed from his previously made report by 154 Feet, which originated from the fact that he, together with the abovementioned van der Sluis, due to a misunderstanding during their first survey, had remeasured nothing other than the wall as far as it extended to the so-called timber-felling site, without including this latter part in it, which distance was then also found to be 154 Feet long, and thus accounted for the repeatedly mentioned difference, the Appearer further testifying to have made both the First and the last remeasurement in Person, together with his fellow commissioners, and thus to have reported nothing herein but according to the findings. The Appearer declared all the above to be true and truthful, and thus to be prepared, if required, to confirm the same with solemn Oaths. Thus done and passed at the Dutch Office Pattena on the day and year aforesaid, in the presence of the Junior Merchant and second person Anthonij Hardij and the Bookkeeper and third person Albert Tobias as witnesses. It is also resolved to present to the High Government at the earliest opportunity the justification provided by the said Cadet and Surgeon and Willem Nauta concerning the packing of two Bales of Linen, No 94 and 179, dispatched from there in the Year 1765, and wherein, according to the Extract from the said resolutions of the Castle Batavia dated 13 April last, sent to the servants on the aforesaid date, and a Declaration annexed thereto, there had been a shortage, namely 6 Pieces of Lachoryjs in the First, and 1 piece of Chintz in the other; concerning which the First, which had been packed by Cadet and the deceased Assistant Pieter van der Sluis, the Assembly maintaining that they were not responsible, since the declaration shows that the wrapping of that Bale had been cut open, and a difference in the Gross weight had been detected. But regarding the latter, or the piece of Chintz that is missing, the Bale of which was packed by the aforesaid Cadet and Nauta, and is assumed by themselves to have been an error made in counting, it was resolved to have it compensated to the Company by both of them, and to charge the value thereof on a further occasion. Furthermore, to recommend all diligence to the servants in General and the packers in particular, in order to Prevent such errors in the future. Further, it is resolved to Consent to the request made by the servants to be allowed to send hither the Four pieces of muskets, found in excess during the Latest Survey, and for the receipt of which Order had now been given; as it is also granted, upon the particular instance of the Chief Rietveld, to be allowed to account in Person upon his arrival for the deficits found during the said survey, which he was ordered to compensate according to the resolution of the 21st of this month. So it is, after this was discussed and it was judged that inflation in general is a matter too well known for anyone to doubt it, approved and agreed to hold themselves satisfied with this justification as far as this meeting is concerned, and in the hope that it will also obtain the honored approval of Their High Excellencies, to whom it will likewise be presented shortly, it is further agreed to pass now the cash and accounts of June and July, but to suspend the disposition regarding those received since September and October until those of August, which are still expected, shall have been received. as the Gentlemen Directors of the Chamber Amsterdam, from where the ship was dispatched, and therefore to note here that the smothering of the paper must possibly be attributed to fermenting in the ship and possibly to the bad condition of, or opening in, one or another of the crates, but that the portion thereof which became damaged, to a quantity of 36 reams of both large and small format, originated from the careless driving in of nails, which were clinched through the paper and rusted therein, aside from the fact that some quires are so hard and hairy that one cannot make a good letter upon them; that the quills are of the very worst sort, and thin of shaft, and possibly stale stock that has become spoiled and mite-eaten through age, whereby a quantity of 3778 pieces has been entirely smothered by mites as well as consumed, since the remaining ones, as stated, can be of practically no service, though one will nevertheless have to make do with them in order not to be left stranded; and concerning the penknives, that the breaking and rusting of 8 pieces out of a quantity of 62 comes from the fact that in the crate marked 19. 32, in which the little boxes with those goods were stored, other heavy items, such as plows, presses, small whetstones, and a piece of lead, were also packed, which, because they lay loose therein and had no stability, started shifting and crushed the boxes, so that the penknives roved around through the crate; To have the fine gilded muskets and pistols that were affected by rust cleaned, but also to represent to the Gentlemen Masters and Gentlemen Directors that these costly items, instead of having been wrapped in cotton or provided with a cover of selvedge as is ordinarily customary, lay merely loose and bare in a crate with the interposition of some oakum or tow lint, so that the diminished luster to which these weapons are subject through cleaning must also be attributed to the poor care; To sell publicly on occasion, for whatever they will fetch, in order to prevent further decay, the six pieces of broadcloth, namely 1 piece coffee-colored and 5 pieces green, which, also because the crates were not well secured, became damp and mildewed, and some affected with spots and holes; To send back with this vessel to Batavia the two crates No. 11 and 12, which belong there and were reclaimed by honored missive from Their High Nobles dated 13 August last, since that which was meant to be therein for this Directorate was received from the main office via the ship 't Huis ten Donk in another crate marked No. 16; To charge back as closely as possible to the Chamber Amsterdam the roll of sailcloth that is missing out of a quantity of 50 rolls, but at the same time to note that, according to the report of the commissioners Francois Lamy and Isack Huibrecht Guerin, the four crates were in good condition and full, though packing slips were found in none of them; Also having been produced by the said His Honor the final settlement with the suppliers of cottons on the collection for the year 1766, it is resolved to conform thereto, and according to the dictates thereof to liquidate with them as of the last of August 1767, as well as to require of His Honor that from those who are in arrears, as are: Dorp Narein and companions with 19931 guilders, 9 stivers, 12 pennings 35446 guilders, 3 stivers Sam Sjoudrie 31496 guilders, 7 stivers, 12 pennings 1114 guilders, 9 stivers, and Kassensjern Bancendja Kommelboos and companions 3696 guilders, 18 stivers To write off the broken four-hour glass and the spoiled medicines, provided that the commissioners who assisted at the unpacking, namely the surgeons Johan Jacob Muller and Jacob Rymer, confirm their report under oath before the Council of Justice according to the order contained in the extract from the general resolutions of the Castle Batavia of 4 May in the year 1762.

1021 11 Decbr 11 Decbr original deposited declaration of the officers, which, together with the remainder, shall according to the orders and custom be sent in authentic copy to Batavia, Furthermore, a petition was read from Isabella Alvis, widow of the late Junior Merchant, Trade Bookkeeper, and First Warehouse Master Christoffel Maurits Doeve, of the following content: To the Honorable Sir George Louis Vernet, Director of the Company's Important Trade in the Kingdoms of Bengal, Bihar, and Orissa, together with the Members of the Honorable Council of Policy, Respectfully shows Isabella Alvis, widow of the late Junior Merchant and First Warehouse Master Christoffel Maurits Doeve, that she, the petitioner, intends to enter into matrimony again with the Junior Merchant, Provisioner, and Invoice Keeper Johan Hendrik Haghadamius; therefore, out of maternal duty and loving affection, to render to her minor sons, by names Adam Hendrik and Johannes Lucas, according to the laws, proper account and reliqua of the legitimate portion or paternal bequest due to the said children from the estate of the petitioner's said late husband; on which account she, the petitioner, respectfully addresses Your Honors in order to be strengthened therein with your favorable consent, also requesting Your Honors' disposition concerning the said bequest to be made, which, with the advice and knowledge of the guardians appointed over the aforementioned children, the former Senior Surgeon Lucas Cramer and Sworn Clerk Fredrik Tholt, according to a drawn up statement and inventory, is calculated at Arcot rop:s 5801. 4¼, whether the same shall be paid by her, the petitioner, to the orphan masters here, or remain deposited under the aforementioned guardians for the further maintenance of the aforementioned children. And after reading thereof, it was advanced by the Director that the offer of the petitioner, in view of her upcoming second marriage, to first give proof of the legitimate portion due to the children from her first marriage in the estate of their father, and the request added thereto whether the same shall be placed by her into the hands of the orphan masters or left with the guardians also appointed over the children, namely the former Senior Surgeon Lucas Cramer and Sworn Clerk Fredrik Tholt, is a point not belonging to the deliberation and decision of this ministry, because the just- 1823 11 Decbr 11 Decbr aforesaid persons were appointed, by a mutual codicil executed by the deceased and the petitioner on 25 December 1765 before the then Secretary Otto Willem Falck and witnesses, along with the survivor of the two, as guardians over the surviving children, to the exclusion of orphan masters; and such a proof or disclosure of the estate's status to orphan masters, according to the instructions framed in this Council on 2 Xbr 1763, need only take place in case one of the survivors, without other guardians having been appointed, remained in possession of the estate. But that, in order to exercise all possible precaution and prudence, it could do no harm to hear the guardians on this petition and ask them whether an estate statement and inventory had been made, and whether the bequest due to their wards is properly secured, since they are the ones obligated according to the will of the deceased to take proper care thereof. All of which having been agreed to by the members jointly, upon the further proposal of His Honor, the aforementioned Cramer and Tholt were called inside, and the foregoing having been asked of them and answered by them in the affirmative, after deliberation on the main matter it was approved to declare that the petitioner may suffice therewith and conclude the marriage without owing any further account or responsibility to anyone else. En na Lecture van dien, door den Heer Directeur geadvanceert, dat de Presentatie van de supp„te om mits haar aanstaande tweede Huwelyk al¬ voorens, te willen doen bewys, van de Ligiteme portie, de Kinderen uit haar Eerste Huwelijk in de goederen van hunnen Vader Competerende en het daar by gevoegde Versoek, of het zelven door haar zal worden gesteld en handen van Wees op zigteren, of gelaaten by de over de Kinderen meede benoemden. Voogden, den Oudt opperchirurgijn Lucas Cramer en geswooren Klerk Fredrik Tholt, namelyk een point is, tot de deliberatie en decesie van dit ministerie niet gehoorende, dewylde de zo Achtbaare even 1823 11 Decbr 11 Decbr eren gezegde persoonen, by een Mutueel Codicil door den overleedene en haar Suppte. op den 25 December 1765. voor den toenmaaligen Secretaris, Otto Willem palck en getuigen ge„ passeert, neevens de Langstleevende van beide be„ „noemd zyn tot Voogden, over de na te latene Kinderen, met Seclusie van Weesmeesteren, en diergelyk een bewys of opening van den staat des boedels aan Wees opsigteren, volgens de op den 2 xbr: 1763 in dezen Raade beraamde Instructien maar geschieden moet, in cas een der langst„ „leevende, zonder dat 'er andere Voogden benoem waren, in den boedel bleef zitten, Dog, dat om alle mogelyke precautie en voorsigtigheid te gebruiken, het geen quaad kon, de Voogden, op dit request te hooren, en af te vragen, of 'er van den boedel Staat, en Inventaris gemaakt, en het bewys, dat hunnen pupellen, zoude Competeeren, wel behoorlyk gesecureert is, vermits zy die geene zyn, welke daar voor vol„ gens de wille des overleedene verplicht zyn, be¬ „hoorlyk te zorgen, Al het welk de Leeden gezamentlyk toege¬ „stemt hebbende werden op de verdre Propositie van zyn EE. Achebaare voorm: Cramer en Shott binne geroepen, en het voorenstaande afgevraagt mitsgaders door hun affirmatief beantwoord zynde, is na delibera¬ tie op de instantie ten principaale goedgevonden te verklaaren, dat de Supplianten, daar meede volstaan en het huwelyk voltrekken kan, zonder eenige verdere rekenschap of verantwoording, aan imand anders verschuldigt te weezen, Wyders werd geaccordeert het by request ge¬ „daan versoek van den Onder Koopman en Pakhuis„ „meesters, te Kassembazaar Daniel Overbeek om, met een van S' Comp„s scheepen te hebben passage naar Nederland voor zyn zoon Daniel Anthony oud Circa Vier Jaaren, mits volgens presentatie, het daar toe staande transport geld betaalende, Ook is beslooten te Condescendeeren in het, by een derde request gedaan Versoek van den gegageerd Smit Jacques Gereardeaux om namelyk tot het Liquideeren van het geen hy zeedert eenige Jaaren aan den te Batavia remoreerende Boekhouder Willem Nickes schuldig was, en beloopende Een Hondert Ryksdaalders, en waar voor hy arrest had op zyn halve Gage, te mogen laaten Strekken het Taldo van zyn laaste rekening ter somma van ƒ30„ 15 van en
