Furthermore, we cannot pass unnoticed the demand the ministers have made for 50000 lb: of Swedish copper, for besides the fact that experience has repeatedly taught that the Comp:e derives no profit from the importation of that copper, such must also diminish the sale of the Japanese, it being assumed that both can serve the same use. We must subsequently speak of 5. / The tin trade is of some importance here in Souratta, for the best merchants estimate that this city, both for internal consumption and for export abroad, requires 5. to 600'000: lb: annually. And yet it will be necessary that the latter is done, not so much in respect to the highest bid that one will have to demand, but rather concerning the lowest price below which one must not go, in order not to bring the Honorable Company into loss through the mistaken notions of inexperienced servants. And this price could be set at Rop:s 30: or ƒ45: —: — per 100: lb: because this is approximately the average value for which it was ordinarily sold here. In the last three years, although not without difficulty, one has always been able to obtain that much for it. And since, according to the ordinary purchase price, about 30 percent net remains, that is also a profit which can by no means be considered slight, in view of the fact that the tin takes up little space in the ships, and in itself neither spoils nor diminishes. It is true! If the price were determined in that manner, it might well happen that now and then a quantity of 200,000 or 300,000 lb remained lying in the warehouses for some time. Private merchants are certainly forced by necessity often to do so, because they lack the means to wait for better times. But parting with it below the selling price of the Company must result in the following: that as long as those traders bring in as much tin as is needed for annual consumption, the merchants will not come to market at the Company; and on that ground one would have to conclude that, in order to increase the sale of the Company's tin, its selling prices would have to be regulated according to those for which other traders part with theirs. Then, considering that it would not be advisable to sell the tin here at a loss and the Company must calculate its own account thereon, one would have to know with certainty: How much tin is sold annually in Souratta; how much others besides the Company bring of it; at what price and under what conditions those traders sell their tin; in order subsequently to be able to consider whether and to what extent the Company could compete against those traders, and sell a greater quantity of tin. It has therefore also surprised us that the ministers, in dealing with this point, made not the least mention of the annual consumption of the tin, nor of its importation and sale by the English or other private traders. We judge it, however, to be utterly necessary to be informed exactly of both matters, and we therefore recommend Director Senff to send us the necessary report concerning this with his considerations. For the Honorable Company it does not matter so much. It can easily let the tin lie for some time without this causing it any notable disadvantage; for, not counting that of itself it cannot spoil nor diminish, it is also known from experience that the trade of the private merchants is not always carried on so continuously that a pause does not sometimes come between them, of which one can make use to one's advantage. And besides, it will also make little difference whether it lies over here for a year, or rather at Batavia; since it is likewise a known fact that until recently the arrival and purchase in that place frequently exceeded the annual need for shipment. And this is, in short, all that the Director has to report for the present regarding the tin trade. He will not fail, however, after the departure of the ships, to let his thoughts dwell further on this subject, and to investigate accurately everything that has any relation to it. And should he discover anything that he judges worthy of the attention of his High Principals, he will have the honor to propose the same to Your Right Excellencies at the first opportunity. Above all, we cannot be satisfied with your decision regarding the damage sustained on the cochineal, because in the first place it has nowhere appeared to us that the cochineal was affected with any dampness upon its arrival at Batavia, for the statement that it must have been brought in that condition is an assumption to which we do not expect that you yourself give any credit, while it is nothing less than impossible that that chest, during the five years during which it stood in the warehouse at Batavia, could have contracted that dampness, and one can much rather conclude with good reason from the Surat report, both regarding the condition of the cochineal and of its gross and net weight, how that chest was handled at Batavia. And since we have exercised all possible care on our part to accept nothing but sound goods, we refer ourselves thereto, under the main head of the purchase and what pertains thereto, especially considering the collection of linens, that point having been dealt with as usual in our now departing requisition of return cargo, in the expectation that the linens demanded therein will be properly supplied in quantity and quality to satisfaction. Meanwhile, we have seen with pleasure that your honor, based on the well-founded considerations of the ministers, has departed from the previous order not to accept any rejects of the Dutch assortments for India; for however desirable it might be that no other linens were accepted than those possessing the required qualities, the consequences that would arise from returning all the pieces that are of inferior quality are far too disadvantageous to proceed therewith as long as there is still any means to dispose of those varieties elsewhere. And since the market in Europe is not at all suitable for the sale of those inferior sorts, we hope that your honor will continually have the opportunity to dispose of them in India to the greatest advantage. During the presence of the present Director, no rejects at all were accepted, but were always left for the account of the suppliers. It is considered that it would be improper to accept such from them, as they receive good money and the contracting takes place not on rejects, but on sound goods that meet the quality of the samples as far as possible. And because during the first inspection and acceptance of the cloths for this year some pieces were discovered that were completely deceptively woven, it was on that occasion not only approved, but also subsequently, namely on 25 November last, established by a positive resolution, that such deceptively woven fabrics shall henceforth not simply be rejected, but shall be confiscated for the benefit of the Bazaar Commissioners, in order to oblige the suppliers no longer even to present such exceptionally bad goods for acceptance. We hope that our proceedings in this matter may be found to be such, and that it may also serve to the satisfaction of their High Mightinesses in Europe.

We further commend Your Honour's attentiveness in causing vigilance to be kept upon the arrival of English ships at Batavia against the importation of silk patolas and other Surat cloths which, according to the Ministers' Advices, were to be conveyed thither. And we expect that the Water Fiscal and other officers of Justice, pursuant to Your Honour's special orders, will have kept and will continuously maintain all possible supervision in order to effectively prevent the import of those cloths, while we shall look forward to the report whether the English have indeed attempted to import those patolas and other cloths into the Capital; and if the execution of that intention has failed them, we should be pleased to be informed, if possible, to which place they have taken that textile. Not without reason has Your Honour reflected upon the price which the Ministers have spent on the purchase of four horses for Ceylon, the cost that has been charged for them being so excessive, that we must with reason doubt whether matters were conducted with the requisite attentiveness and economy of the Company's interest. Regarding the improved condition of this office since the financial year mentioned in the margin, one refers with respect to the previously cited statements of accounts. And we hope that the recently passed financial year 176 5/6 will make an even better showing when the books, which are now about to be closed, are completely finished. That the state of this office was benefited in 176 1/2 by a very considerable sum of f 442568:8:-:- less than in the preceding year, we have seen with great regret; yet, as that decrease was caused not by the Ministers' doing or neglect, but primarily because they were deprived of the entire cargo of the wrecked ship De Getrouwigheijd, we must therefore console ourselves with this, trusting that the present Director and the other Ministers will attempt to improve the condition of this directorate as much as possible through a profitable sale of trade goods and through continuous attention to everything that may serve to reduce the burdens, in order that we may see the same restored again to that flourishing state in which it was so recently under the administration of Messrs. Schreuder and Taillefert. 63 Moorish seafarers have been sent from here on the last four ships, 349 heads. Under the main heading of ships and vessels, no special remarks having occurred, we shall on this aspect only mention that, however much we consider it well done that the Ministers at the instance of the Resident at Karreck have decided to send some relief to that island, we are nevertheless not so very satisfied with the execution of that resolution, since the dispatch of the vessels destined for that relief was done very untimely and without sufficient deliberation. We had further wished that the Ministers had been able to supply Your Honour with the required number of seafarers, and we regret that those people are so difficult to obtain; one cannot, therefore, especially in these times when those sailors are so highly necessary, be too circumspect in giving them no grounded reasons for complaints or dissatisfaction. And we consequently also expect that, pursuant to Your Honour's orders, none of those seafarers will be forced to remain in service beyond their contract, but that those who have served their time will be sent back as soon as possible, as one of the principal reasons why those people do not want to take service with the Company appears to be that they are kept in service against their will longer than their contracted time, and it is therefore necessary to comply as far as possible with the conditions upon which they were engaged. Towards the renewal of the Cartel, the Director shall seek to seize the very first opportunity. Yet he doubts whether he will succeed in his intention, as the English gentlemen in such matters are presently virtually intractable, by reason of the all too high notion which they, as possessors of the Castle, have of their superiority. We further also expect that the required supervision will be maintained so that no native-born Englishmen are placed upon the ships that are projected for this Directorate, since the Ministers, not without reason, fear that the arrival of those people in Surat would give rise to disputes and troubles with the servants of the English Company, which must as much as possible be avoided, especially now that the previously existing Cartel appears to have lapsed again, from which already more than too many difficulties are to be foreseen; we therefore also recommend to the Director to renew the Cartel with the English if feasible, in the hope that it will succeed.

Upon the authorization obtained from Your Right Excellencies to purchase, outside of what has been stated in the demands, as much Mocha coffee for shipment to the Netherlands as will be feasible, provided that no more than 6 stuivers per pound is paid for it, we have indeed instructed the Chief Administrator to conduct an inquiry and to provide a report on how far this demand can be met; but we doubt whether a notable quantity rather than a slight amount will be obtainable here for that price. 65 quantity will be obtainable for that price. However, concerning the remittance of 5 tons of treasure to Ceylon, which Your Right Excellencies expect will remain left over from the sale of the cargoes currently brought here after deducting our own requirements for collecting the returns, we shall endeavor to accomplish this according to possibility, and have provisionally already had one lakh or Rupees 100000:-:- shipped in the bearer of this letter for that government. Although we indeed do not have the pleasure of being able to inform Your Right Excellencies that the good understanding with the Maratha prince since our last respectful letter has produced anything to the substantial advantage of the Honorable Company, as nothing has occurred wherein he could show tokens of his friendship, we can nevertheless assure Your Right Excellencies that the same remains standing, as the hostile encounter with the ship De Vrouwe Geertruijda by subordinates of Damagie cannot in any way be imputed to this prince. For although the said Damagie is indeed a general of the prince Maderauw, and consequently stands under his authority, he nevertheless considers himself, so to speak, completely independent of him, as he has already shown; for having been summoned to court to account for several matters, he not only refused to appear, but has even up to now not obeyed that order. Moreover, the people along this coast are so greatly inclined to robbery that they cannot be restrained therein by their own chiefs. The proceeds of the estate of the deceased junior merchant Otto Hendrik Ruperti having already been counted into the Honorable Company's treasury prior to the receipt of Your High Noble's much respected letter, we have the honor to inform Your High Noble that Your High Noble's expectation in that regard has been met. Concerning the order to have the bookkeeper Monte step down upon the appearance of the junior merchant Abraham Josias Sleuijsken, chosen by Your High Noble to be invoice keeper and cashier, this has also been complied with; and we have already granted the latter a seat in our assembly and at the same time in the Council of Justice on the 2nd of this month, just as the transfer was subsequently properly made to him by the said Monté on the 18th following. Having seen from the report delivered to Your High Noble by the chief of the general Pay Office, the honorable Wannemaker, regarding the answer required by Your High Noble to the memorandum received from us concerning the Moorish sailors, that it was proposed by the said chief that it would be best to let the native sailors formally run not on the Surat books, but on the ship's books, and as this gave us doubt as to whether the same could indeed take place here, we have caused a copy of that writing to be delivered into the hands of the pay bookkeeper, and ordered the same to provide a report as to whether what was proposed by the frequently mentioned chief regarding entering the Moors formally into the ship's books is possible here, or to what extent it would be applicable and able to be put into practice. In our respectful request of the 10th of April last, we had the honor to report that the missing small boat of the ship Lekkerland had arrived at Daman. The Director having written about this to the governor of that place and sent people to retrieve it, it was subsequently brought here on the 28th of April with all its accessories, accompanied by a polite note from the Governor, which the Director has also answered in turn. And although the skipper Blom had informed us, and we also very well believed, that this boat was not the Honorable Company's, but his own, we nevertheless deemed it necessary to enter it into the books, taking into consideration that in its place another was provided on behalf of the Honorable Company, and we did not judge ourselves authorized to proceed in this matter solely on the skipper's word, for the reason that such a small craft must be accounted for with every ship. From the skipper of 's Comp:s Welvaren, which vessel was dispatched by us to the Persian Gulf, we received a letter on the 26th of August last dated Bouchier the 6th of July 1766, in which it is mentioned that, after having first deliberated which party to choose upon receiving news of the conquest of Kareek, he finally resolved to enter the gulf, and thus sailed from Masquetta on the 22nd of March, arrived at Gammeron on the 31st of that month, departed from there again on the 2nd of May, and arrived at Bouchier on the 20th of the same month. We have also been informed by a letter from the private broker at Masquetta, Ioosie Norrotemdas, dated the 21st of August last past, that a Dutch ship had arrived there from Bouchier, which would undertake the voyage from there back to Batavia on the 22nd or 23rd of that same month, on which account we hope that the aforementioned vessel will have arrived safely at the roadstead of the capital of the Indies already before the receipt of this letter. Notwithstanding that the orders of Your High Excellencies recommended to us for observance are not all specifically cited in this this our respectful reply, which we also conclude herewith, we shall nevertheless, in accordance with our duty, observe and carry out the same with the greatest accuracy. At our meeting on the 9th of this month, when we deliberated over the contents of Your High Excellencies' respected letter of 14 August last past, a report was submitted by the Head Administrator regarding 13260 florins 3 stuivers that were charged to this Office by invoice of the ship Borselen, and 182 florins 15 stuivers 8 penningen that were credited, that document having been entered into the Resolution of the aforementioned date, to which, because it clearly indicates upon whom the ordered charges actually or in equity are incumbent, we have conformed, and thereupon disposed and resolved in the following manner: 1. To have written off in the trade books, namely: 1. Under general account, as a loss at sea, that which the the officers of Amerongen in the previous year deposited here for sugar thrown overboard and spoiled spices, but received back from the Cash Office at Batavia, amounting to 12775 florins 1 stuiver; 2. But when this note had been written and everything was ready to let the ship the Vrouwe Geertruijda depart with it, they began anew. In the meantime, they had altered their chop and, instead of the mark of the English Company, had caused that of the Great Mughal to be placed upon it. They had also managed to bring the city governor, through threats and promises, so far that he had to say he had permitted them that chop, although at first, upon inquiry by the Director, he declared that he had not permitted it and would never permit it in eternity. And thus now, being able to take shelter under the pretext of the governor's pleasure, they stood so firm on their point that it seemed immovable. But we, on our part, also considered that we ought not to yield, in consideration of the fact that if we permitted them to commit this act, which hitherto has been attached solely to the city government and has always been held here as the token of the highest authority, we would tacitly acknowledge them as co-regents or supreme regents of the city, and we would thus also have to submit ourselves to all regulations and changes that they might see fit to make regarding the tolls and otherwise to the detriment of the Honorable Company's interests.
