said month, received two Parwanas, or princely letters, namely one from the great and one from the small Nawab, both of identical content, serving to accompany a paper that is unsealed, or in our manner of speaking, not authenticated, and bears the title of a royal farman or order, that all the European Nations settled here would, pro rata, have to export no more from the country than they brought into it, and especially, without special consent from the Government, no cash, as upon finding the contrary, double the value thereof would have to be produced, and anyone who had made himself guilty thereof would be deprived of all rights and privileges granted to them regarding trade by the successive Kings; and finally to provide to the Buxbander, or the customary toll station, an accurate list or specification of the import and export, to come under the King's inspection; as can be seen in more detail in the separate resolution of the 27th of the aforementioned month of December, when we applied such an answer to it that the Lords Nawabs, if they wish, will easily notice the opinion we hold, namely that this farman was fabricated in Morsia-Haad and possibly originated from an English suggestion, without concealing our thoughts that not we, but very different people must be included among those who exhaust the country and rob it of its noblest treasures. We would not dare to use such outspoken language if the times were as before. But at present, now that the King and his regents are no more than mere shadows whose wings are clipped and are under a yoke that they would wish to shake off with heart and soul, timidity is out of place, and the Nawabs themselves, although they hide it publicly, acknowledge the unreasonableness of what they are forced to prescribe to others by superior force and fear: at least one can attribute this whole business to nothing better than the resentment harbored by our seemingly very sincere friends, that we, notwithstanding the tricks they employ to make trade difficult and troublesome for us, have managed to get so far as to be able to send four ships to the Netherlands again this year, and if our modest means will answer to our endeavors, we shall apply ourselves with all diligence to thwart their devious designs, at least by endurance, and to weather the storm again in the best possible manner. Arrangements made regarding the calculation of charges on own shipping. 669 lb Adlapangia and 332 lb Tannij silk, shipped from there on the 24th of the same month and inspected here on the 6th of this month, and of which the notes of findings are also recorded by resolution of the above-mentioned date, in the manner of an extract, increasing the annexes hereto. The servants at the said office having shown us by letter of the 17th of October the state of their office upon closing the books as of the last day of August 1768, and among other things: how the account of charges on own shipping, which in the year 1764 was already in arrears by ƒ1947:10:—, and which they had hoped gradually to reduce and finally to settle by encumbering the silk on the invoices with 3/16 instead of 1/16 percent, had, far from that, because of the small quantities of silk purchased and dispatched since that time under the above-mentioned date, deteriorated even further and even fallen behind to ƒ3061:13:—; requesting, in order to prevent an increase thereof and its remaining in arrears, to be permitted in the future to calculate even more on the invoices for that thread, and at most up to one percent; we, deliberating thereon on the 25th of that month, were of the opinion that this would press most heavily upon the purchase price of the silk, and therefore wrote to the servants to open a new account for the charges of this current year under the name of charges on own shipping, new account, and to charge therewith the silk that was prepared in this financial year; likewise, since for these expenses a fixed sum of ƒ57:9:8 per month or ƒ689:14:— in light money per year is expended as a fixed amount for the workmen enjoying their wages at the expense of the silk, to arrange it in such a manner that a clean account could be had every year, namely by continually making an estimate upon the collection, and encumbering the silk pro rata with the aforesaid charges, so that upon the closing of the books, whatever the account of charges on own shipping is found to be ahead or behind could be balanced against merchandise expenses, and the old arrears could in the meantime continue to run until authorization for the write-off thereof shall be obtained from the Honourable High Indian Government, Further received goods, in which the silk fabrics consist. to whom an application to that effect will be made on the next occasion; just as your Honours will be able, if you please, to examine all this, and the understanding that the servants have regarding that arrangement, in the resolutions of 25 October and 25 November of the past year, according to the latter of which we have further authorized them to charge this main office the 1/8 percent with which the silk already dispatched still needed to be encumbered, in order to be placed with the ships now departing to the charge of the respective chambers which are to participate therein, provided they take care to calculate that charge on the Adlapangia, Tannij and Mochta each separately, as is indeed currently being carried out. As a continuation with relation to what was noted regarding the sale, we can have the pleasure to show Your Right Honourable herewith our resolution of 29 November of the past year, to dispose of the entire stock of metals privately, according to the opportunity that then presented itself, at the prices of the previous year, to wit: the Japanese bar copper for ƒ 68:5:2 2/5 per 100 lb Tin for ƒ 42:19:4 2/5 per 100 lb Lead for ƒ 16:13:3 1/5 per 100 lb Iron for ƒ 13:3:2 2/5 per 100 lb heavy money, and after deduction of the usual 5 percent commission money, thus with the same advance as was determined and achieved for it when the calculation was made in light money, being about the first article 163 3/4 percent, the second 59 5/8 percent, the third 57: —, and the fourth 13 1/2 percent; and the tutenag, instead of the ƒ 26: light money calculated in our latest formal Indian demand of the 10th and inserted in the Batavia letter of 29 March, for ƒ 22:12:8 heavy money, yielding after deduction as above an advance of 18 1/3 percent; while for the rest regarding the representation of the Patna servants, with relation to this latter, we refer to our resolutions of 31 October, 15 November, and 20 December recently past, in which the disposition on their demand for 1768 and their considerations against it are amply described. and that of Arrack formal demand the previous rumours of wars are considerably abating. The 200 leagers of arrack received from Batavia were, after deduction of what was needed for consumption, pursuant to the resolution of the 2nd of the last-mentioned month, sold at public auction on the 13th following for ƒ 132:2 per leager, or with 53 1/5 percent profit, as appears from the return transmitted under the enclosures hereof. We also have the honour to present to Your Right Honourable the formal demand for cash and other requirements for the year 1770, without inserting the same here, since this was regarded as superfluous paperwork, now that nothing else or more is requested than what was given in the provisional one, which was incorporated according to the order by the letter of 7 November. Native affairs present no noteworthy material for the present, since thus far, regarding the suspected enterprise in the upper lands mentioned in our letter of 7 November of the past year, how many ships the foreign nations have dispatched. nothing else has come to our knowledge except that the deputies sent from Calcutta had met the Prince Shuja-ud-Daula at Benares, and were to accompany His Serene Highness to Allahabad. Absent the members Lafont and Koning, and Ross; the first two on account of duties in the service, the latter due to indisposition. The matters recorded by common order of today having been concluded, and subsequently, upon the proposal of the Honourable Director, deliberation having been entered into concerning the contents of a letter from Calcutta dated the 28th of September last, it was observed therein with surprise how the English gentlemen, regarding the share of the saltpeter that Their Honours had intended for us for this year, refer to a letter of the 7th of June of this year, which was never received here; and consequently it was resolved to demonstrate this to Their Honours and once again request a final decision in that regard. A misunderstanding of a certain word. Clarification of that matter. Meanwhile, the remark occurring therein—that this Assembly had misunderstood the sense of their request to the Durbar to conduct an investigation into the murder committed in the Burdwan district, as last dealt with in the resolution of the 20th of the past month, and had understood it as if those Gentlemen had dispatched orders to that effect—was considered to have originated from a defective translation of the letter from this administration of the aforementioned date, since in it thanks were simply given for the orders that Their Honours had given to their resident, and not to the Ministers of the Durbar; which it was then also approved to present to the Honourable Governor and Council, without entering into the merits or demerits of what was likewise stated, as if it could not be presumed that Their Honours would presume to send orders to persons entirely independent of their authority, and to whom they, as well as this administration, owed the obedience 568. that was due to a higher power. After concluding the ordinary business noted by resolution of today's date, a letter from the Honourable Harry Verelst, Governor, and the Council at Calcutta, dated the 10th instant, was further resumed, containing primarily the communication that the successive complaints made to Their Honours concerning the disturbances in the aurangs, by letters of the 20th of January 1768, 20th of June, 1st of September, and 1st of October of this year, have now been placed into the hands of the committee for the investigation of disputes in that subject, with the customary, though seldom verified, assurance that the greatest satisfaction will be obtained if any of their gomastas are found guilty of any oppression of our Company's servants or obstruction of their trade; and secondly, 569. 18 verso How much saltpeter they will have delivered. Representation regarding the latter. that the quantity of saltpeter which Their Honours allocated to us for this season consisted of 23000 maunds. Whereupon, both matters were deliberated upon, and in relation to the first, it was considered that nothing else can be done regarding it than to let the matter take its course, and in the hope that the English Gentlemen may be in earnest, to request that they have the aforementioned examination proceeded with as soon as possible and advance what is required there. However, regarding the saltpeter, in accordance with the proposal of the Honourable Director, it was agreed to represent to Their Honours that they are prejudicing us in this matter, as they have allocated 20000 maunds to the French, whereas the English and Dutch Companies have always had an equal share in the collection, and the French never drew more than 15 out of 100 maunds, except at Mow, where the Dutch Company drew 2/3 and the English 1/3 from the harvest, provided that the French obtained their portion from that; as all of this, and the claim as to why one ought to be considered on an equal footing in this, was further demonstrated in the memorial sent to Calcutta on the 16th of May last, and according to which aforementioned distribution, at present at least 56000 instead of the aforementioned 23000 maunds would be due to us. Thus it was also approved to insist upon a larger portion, whether now or after some time, which, on account of the present stock, will be all the same, provided that the Company does not fall short. Attention was drawn to the doubtfulness regarding the authenticity of the so-called firman, partly because the power of the kings of Hindustan has been so greatly diminished by the dominating tyrannies of the English that virtually nothing but the bare name of king remained; partly because this mandate was in all likelihood fabricated in Murshidabad and originated from the quiver of the British, not being stamped, as is otherwise done, to show conformity with the original, or, so to speak, not being authenticated. Therefore, in order to show the Lord Nawabs that one can clearly see how matters are arranged in this regard and does not allow oneself to be so easily hoodwinked, His Honorable Worship had drafted an answer, of which the Lord Director also exhibited the translation for review. Concerning the former, we have had the shortfalls in general, as noted upon inspection, written off, and had the nine barrels of sour beer emptied in the presence of specially appointed commissioners; also validating to the ship's officers that which falls below the permitted write-off of 13 1/3 percent on the Cape wine; and likewise deemed it proper to return the spoiled 10,000 pieces of quill shafts to the Netherlands, which upon our own inspection were found for the most part to be completely ruined and perished, as they are now also being sent over in a small box by Blijenburg, with a small invoice by which the cost 577. thereof is charged back to Your Noble, Highly Esteemed Chamber. And regarding the consumption account, the remainders of 904 lb of salt beef, 11 3/10 cans of olive oil, and 8½ cans of vinegar have been left on board to the accountability of the ship's officers, and in due time to serve in reduction of the provisions that will have to be issued for the voyage of the aforementioned vessel via Ceylon to Batavia, since the remaining 54 pieces of Mexican dollars were paid into the Company's treasury by Captain Simon Both, and the 44 pieces of shirts were distributed among the return ships; the account itself, with the documents exhibited therewith, is also enclosed herewith. Furthermore, we have the honor to present to Your Noble, Highly Esteemed Excellencies an invoice of additional charges amounting to f 67: 16 or 1/8 percent expenses on own shipping, with which the silk consigned to Your Noble, Highly Esteemed Chamber in past November must still be charged, pursuant to our decision taken thereupon and broadly communicated to the Illustrious Assembly of the Seventeen on the 25th of the same month, in order to balance as far as possible those expenses that otherwise fall into arrears annually, and to keep the appearance of a backlog—which originates solely from a proportionately too low rate of charges on the collected raw silk—entirely out of the books of this Directorate: the cargo that is presently being dispatched by IJsselmonde and Blijenburg being charged with the very same expenses, and those ships being provided with a fairly assorted cargo of 8 tons of light money each. On the occasion of the extracts received via Batavia from various chamber letters, containing several errors and discrepancies committed in the invoices of the return ships dispatched from here since the autumn of 1766, which were handed over to our invoice-keeper so that he might account for them and provide a report, there being among other things also delivered to him by the Director a list of errors in the invoice of the ship De Oranjezaal, received by him privately: we had thus thought to be able on this occasion to report on these findings to all chambers that complain thereof, and at the same time to Your Noble, Highly Esteemed Excellencies; but on the 31st of this month, when those reports actually first arrived, we found ourselves—as an extract resolution of that date with the insertion of the report concerning the Amsterdam chamber serves to show—in quite as great a sea of confusion as before, and therefore unable to take the necessary disposition thereon, partly because among the errors pointed out from the Netherlands some were included for which, on the 18th of March 1768, deliberating upon a report concerning 578. the examination of the trade books of 1763/7, we had ordered the invoice-keeper to make restitution; and partly because on the said day, upon what was reported by the examiners on how the actual remainder of the return goods did not agree with that which appeared in the books under ultimo August 1767, in almost all the entries thereof, some in the number of pieces but by far the largest part in the sums of money, and because time was then too short to trace both the differences and the origin thereof, a resolution had already been taken and a separate commission appointed to investigate the matter thoroughly, without it having been possible to complete this, due to the manifold erroneous and confused transactions, before the 6th of this month, when the report was received from the persons who had been commissioned to that work, the titular junior merchant and the ordinary auditor, the assistant Jan Casper Greegert. 579 But since it is stated therein, among other things, that many of the demonstrated errors, of 176 5/8, some are accounted for in that manner and others not, regarding which one will therefore have to obtain clarification not only from the bookkeeper of invoices, but also from those who are occupied with the re-examination of the trade books for the financial year 176 7/8, we have likewise been obliged to postpone a final decision once again, until after the dispatch of the ship 's Lands Welvaaren, when, or if it be possible, before the departure of that vessel, the trade bookkeeper Rosse and the mentioned Kerkman shall examine the matter again, and submit a further report of their findings and considerations; which we deem more appropriate than taking a resolution here or there at present, making the confusion even greater and at times such that in the end there would be no way out of it. By our humble letters of the 8th of November of the past year, dispatched by the ships Vlissinge and Scholtenburg, we have already had the honor to bring to Your Noble Grand and Right Honorable Lordships' notice the approval of the Noble High Indian Government concerning the route and consignment of the ship Ysselmonde, presently returning from here for the Maas. Yet regarding the 8 pieces of tuckeries found short out of a bale No. 167 according to the letter, and No. 179 according to the declaration sent herewith from Kornelis 585. van Leuven and company of the servants at Patna, where this linen was negotiated, having requested their advice concerning the ones who were known to them as the unpackers of both the aforementioned bales, and which, due to the absence of the unpacking note, could not be traced as well here, as well as the considerations which, having heard them, they could report to us in favor of those people, we have obtained an answer to both by the letter of the servants of the 16th of the past month, and on the basis of what they came to show us on the 27th thereafter, as far as we are concerned, we have acquitted the unpackers of any restitution or further accountability in this matter: submissively requesting that Your Noble Grand and Right Honorable Lordships, after a favorable consideration of all that is argued in favor of those poor people in a damaged extract of resolution of the last-mentioned date to be found among the enclosures of this, may be pleased to crown that disposition and justification with Your desired approval. Great Worshipful Sirs, With our humble letter of 7 November of the past year, dispatched by the ships Vlissingen and Scholtenburg, we had the honor to bring to Your Noble Great Worships' knowledge the arrangement of the Noble High Indian Government Government concerning the already dispatched and currently departing return ships, of which Blijenburg, with the lower tier and half and the remainder of the cargo, is addressed to the Chamber of Your Noble Great Worships. We would indeed have wished to also report to Your Noble Great Worships now concerning the cause of the discrepancies in the invoice and cargo of the ship Jongevrouwe Cornelia Jacoba, repatriated from here in January 1767; however, we can, to our regret in that regard, state nothing other than that they are careless errors committed by the invoice keeper, whose report, inserted in an Extract of the Resolution accompanying this, was served in our meeting on the 3rd instant, without our having been able to make a final disposition on it, partly because of the 594 errors pointed out from the Netherlands in the invoices since the autumn of 1766, some of which had already been imposed upon him for compensation by our order of 18 March 1768, when we deliberated on the contents of a report concerning the examination of the Trade books of 1766/1767; and on the other hand because on the same day, upon the demonstration by the examiners that the actual remaining stock of the returns did not agree with that which appeared in the books under the last of August 1767, or rather almost all of its entries did not agree, some in the number of pieces, but the greatest part in the sums of money, and that time was then too short to trace the differences as well as their origin, we had already taken a decision and appointed a separate committee to investigate the matter thoroughly; which, however, owing to the numerous erroneous and confused transactions, could not be completed until the 6th of this month, when the report of the persons appointed to that work, the titular under-merchant Willem Kerkman and the assistant auditor Jan Casper Greegert, was received. But since it is stated therein, among other things, that many of the errors pointed out in the book-year 1767/1768 were accounted for, some being included in such a manner and others not, about which clarification must therefore be obtained not only from an invoice keeper, but also from the one who is engaged in the examination of the Trade books of 1767/1768, we have had to postpone the final disposition once again until after the dispatch of the ship 's Lands 595 's Lands Welvaaren, when, or if it be possible before the departure of that vessel, the Trade bookkeeper Ross and the said Kerkman will re-examine the matter and make a further report of their findings and considerations; which we deem more appropriate than taking a resolution here or there at present, so as to make the confusion even greater and at times such that in the end there would be no resolving it. We therefore hope, with the latest opportunity via Batavia, to be able to send Your Noble Great Worships the invoices and other documents which may shed light on the rectification of the errors; meanwhile very humbly requesting pardon for the one who is the cause of all these irregularities, and [illegible] Your Noble Great Worships as well as us.

As regards the ship Blijenburg, such defects were found on it as are known by an Extract Resolution of 18 October of the past year, all of which have been properly repaired, as shown by the report of the skipper and a declaration of his officers annexed to the Extract, so that the ship, which has an extraordinary dunnage of saltpeter and, instead of the previously projected larger amount of sappanwood, has been provided with some firewood for the packing of that salt, for such reasons as an Extract from our resolution of 29 November last will show, can now undertake the voyage with reassurance, having been properly provided with the provisions and other necessities requested by the skipper Andries Lind by petition, and the principal of these having been delivered: 1 heavy anchor in place of the one lost according to declaration 2 heavy ropes for one that was cut and another that was found unfit 1 cable rope in place of one found broken in pieces. Of which delivery likewise an Extract Resolution of the 6th of this month, and the copies of the declarations, item the copies of deeds of granted or employed persons, make up the enclosures to this.
