88 26 January To have the reports sworn before the Council of Justice. Incorporation of the Memorandum of the permitted write-off for the Warehouse Master as of the last of August. Finally, in accordance with the orders, to have all the reports confirmed under oath by the Commissioners before the Council of Justice of this Office. There also being submitted by the said Honorable Head Administrator a Memorandum of permitted underweight and write-offs for the Warehouse Masters, as of the last of August last, together with a report from the Ordinary Commissioners van Haugwits and Kerkman, demonstrating the types of goods that the said Administrators have had left over from the said permitted write-offs from the 1st of September to the last of August 1767, and which, according to custom, is inserted herewith along with the Memorandum. Thus, having read both these documents, it was resolved to approve the Memorandum, and also to have the remaining balances reported by the Warehouse Masters, pursuant to the provisions of the General Regulations, delivered to the Company for purchase, which, however, regarding the 126½ lb of shellac that, pursuant to the resolution of the 3rd of July 1767, was erroneously passed for write-off, has already taken place, since the same has been made up by them 91 9 For how much the small lot of saltpeter was bought. in the quantity that was previously shipped to the Netherlands in the month of January on the ships Vreedesteijn and Joncvrouwe Cornelia Jacoba, of which it is further agreed both to keep a record and that according to the invoices sent per the aforementioned ships, 25 lb too little was charged, which the invoice clerk Jan Hendrik Hagha Damius is ordered to compensate, unless he can show satisfactorily in this regard that no error was made on his part. Furthermore, it having been represented orally by the Trade Bookkeeper Johannes Matthias Ross that during the balancing of the books an error had occurred in granting an assignment to the Warehouse Master at Kassembazaar, Daniel Overbeek, who, according to the Kassembazaar Journal of the 2nd of January 1767, had paid 1625-0 florins into the treasury for an assignment issued to him in the preceding December, in order to receive in return in Europe according to the book 1500-0-0 florins, whereas the assignment had nevertheless been drawn up as if he, Overbeek, had only counted out 1500-0 florins and was to expect back no more than 1384-12 florins, thus resulting in a difference to his detriment of 26 January 125-0 florins, 32 26 January Points of reply to Kassembazaar: The servants' action regarding the Taftas Chioumen demanded for Negapatnam approved. As well as the settlement with the Silk Fabric Suppliers. 125-0 florins, it was therefore resolved, in order to redress this, to credit Kassembazaar for the last-mentioned small sum on an invoice of charges, in order to have it reimbursed to Overbeek and the matter thus put in order. Having seen from a letter from the Chief and Council at the office mentioned in the margin, dated the 22nd of the current month, the shipment of the various silk fabrics cited therein in fulfillment of the respective Indies Demands, it was agreed to approve that the servants, having found the Taftas Chioumen requested for Negapatnam upon inspection to be of very poor quality, had returned them to the Supplier and thus left the Demand for them unfulfilled. All of which having then been attentively deliberated upon and taken into consideration, on the one hand sending all the opium on one ship is certainly somewhat dangerous, especially when one also reflects that the laying-to of the Huis ten Donk 4 February in 103. in order to depart early with a portion thereof consisted principally in the fact that the ship was conditioned somewhat weakly, even to such a degree that it was maintained at the session of the 18th of December last that it would be too much of a hazard to send it in March with the remainder of that important article of trade, whereby at first glance it will indeed seem to be no matter of prudence if one dared to risk the entire quantity upon it at present or more than a month earlier; but on the other hand it being considered that the lack of provisions can bring famine and many other calamities in its wake, and that therefore the heaviest weight ought to be given to providing for this, especially since our care is entrusted therewith and the commission to procure a copious quantity of rice comes to constitute the principal objective of sending 4 February a 104. a ship via Malacca; for Their Noble Excellencies, to demonstrate the great scarcity, in addition to the decreed sending of two ships, still order the encouraging of private individuals to transport that grain, without adding thereto this restriction: that if the latter should meet with success, and Scholtenburg, as was well to be expected, should have departed, to leave it then at the sending of one ship with rice and to send the opium divided over the two remaining ships; thus the members were collectively of the opinion that the dispatch of two ships to Ceylon absolutely ought to have the preference, and that for the aforesaid reasons one truly had to resign oneself to risking all the opium on the Huis ten Donk, especially since news has already been received regarding 4 February the 105. and resolution to load all the opium into the ship Het Huys ten Donk the approach of that supply to Jellinghi, and there is thus the prospect of being able to dispatch the ship quickly and to have it make a speedy voyage in the early season of the year; and all of which having also been so considered by the Lord Director, the resolution was unanimously passed to dispatch the ships Popkensburg and De Vaillant each with a cargo of rice to Ceylon, and to note that the Lord Director has taken upon himself the trouble of procuring for the Company the required quantity, if possible, against the fixed prices according to samples that shall be presented further. Proposition of the Director with a cargo of rice to send Popkensburg to Ceylon. Friday the 5th of February Anno 1768 in the morning, absent the members Zinner and Lafont due to indisposition. The council having assembled again upon the convocation made by the Director, and the members being seated, His Right Honourable submitted for consideration whether, notwithstanding that the ship Vaillant has been assigned by the High Government for the conveyance of a cargo of rice and 1000 bags of saltpetre as ballast to Ceylon, and it could thus be maintained that it ought to depart first, the Popkensburg, which already had saltpetre loaded, is repaired of its defects, and consequently, except for taking in the rice, ready to sail, ought not rather to be sent ahead, since it will take more than a month before the Vaillant is unloaded and repaired, whereas the other, if the members also understand it so, could depart in the late part of this, or at the latest in the beginning of the coming month. 5 February Deliberation and decision thereupon. Whereupon having been deliberated and having agreed with His Right Honourable that, although by waiting a few days longer one could dispatch both ships at the same time, it is nevertheless better to send one ahead than to let time slip away so far that both would have difficulty making the voyage; it was therefore also unanimously resolved to prepare the aforementioned ship Popkensburg to put to sea beforehand in the late part of this or in the beginning of the upcoming month, to be followed as soon as feasible by the Vaillant, while at the same time it was decided to transship all that has been unloaded in the Huis ten Donk for Ceylon into the Popkensburg, 5 February Points of reply to Kassembazaar. It being furthermore considered as a matter of good management that the servants, having been informed that this small fleet proceeding on its journey had on the 27th of the aforementioned month encountered a heavy storm, so that thereby four vessels had become full of water and had sunk, had immediately sent men thither for assistance, and had written to the aforementioned soldiers that they must be mindful that they will have to give sworn statements here regarding this accident, 5 February and give a proper accounting of what has been salvaged. Against the remark and objection made from here by letter of the 5th ultimo concerning the previously reported lack of vessels for dispatching the opium, or a portion thereof, the servants brought forward in their defense: First, that this shortage is so generally known that even our competitors, with all the power they exercise, were not infrequently brought into embarrassment thereby, which was therefore all the less surprising in their case. Secondly, that all means had been employed in vain, and that, had not the arrival of the fleet under Lieutenant de Lille on the last of December saved them from this, they, the servants, would still have been unable to follow the orders of this administration. 5 February. 115 Thirdly, that regarding the saltpeter, which it had been supposed did not present such a burden in comparison to the opium, they, the servants, had to receive it whenever it suited the servants of the English to deliver it to them, by whom at the very same time, as if by favor, the vessels that had served for the dispatch were provided, in which not a third part of the opium could have been stored; and that, in order to avoid double expenses, such was always dispatched as soon as it was received. Fourthly and lastly, that regarding the report made to this administration about the private vessels of our own servants, with which half of the ready opium easily could have been dispatched, they, the servants, were in conscience bound 5 February to 118 Linen supplier and settlement. But no advances to be allowed before the arrears were liquidated. Concerning the past linen trade, the settlement of accounts having been held with the linen supplier Batoemol during the presence of Chief Rietveld, and the same being found in debit by the balance of f 39615.4.8, it is, since the servants assure that to satisfy these arrears some linens already lie ready in the weaving places, which are expected to arrive shortly, and they thus seem to raise no difficulty about it, found appropriate to do nothing further than to hope that they are at ease regarding its satisfaction, and therefore to pass that settlement of accounts to that extent. Yet because the servants, in order to be informed in time what could be promised regarding that trade for that year, had dispatched the aforementioned linen supplier back to the weaving places to inquire about the prices and 5 February the 119 Settlement with the supplier of opium passed. the prospects concerning the sowing, and at the same time to request permission to make some reasonable advances to the same in due course and in proportion as the said supplier reduces his aforesaid arrears, in order to enable him thereby to enter the market with other merchants; it was considered that this would be contrary to the latest order, dictating that the suppliers must first balance their arrears, and consequently resolved to decline this for the present. The kitchen is in such a state that the master masons and carpenters declare it entirely ruinous, as the beams are already broken underneath and the walls have settled to such an extent that they seem ready to collapse at any moment. In the small pantry next to it, the laths have perished to such a degree that one cannot safely store anything inside, and the flat roof above threatens to collapse; the two small rooms next to it are in no better condition and are in need of speedy repair. Most of the laths in a warehouse belonging to the residence of the Opperhoofd must also be replaced, being mostly rotten and consumed by white ants. In the residence of the secunde, almost all the windows in the so-called Baraderij are completely rotten, and the walls are in such a condition that the room will undoubtedly collapse with the first downpour, so that if its total ruin is to be prevented, it must be provided with a speedy repair. In the residence of the third person, the back wall, upon which the beams of the 135 5 February the hall rest, is cracked from top to bottom in three places, while furthermore all the rooms are completely undermined by the rats; moreover, all the laths in the corridor before the small pantries are so gnawed through by the white ants that the latter is entirely unusable and unsafe, threatening repeatedly to collapse, and the wall standing behind it is split from top to bottom. The linen warehouse is in such a condition as Your Honors will be able to observe from the humble report of 26 June last. In the gallery before the Katsjerrie on the waterside, the laths are so rotten that one cannot safely store any goods there, and the clerks' room, along with the adjacent outbuildings, is also in a wretched condition; the same is the case with the west wall of the surgeon's room, which, communicating with the adjacent clerks' room, is split from bottom to top. The second clerks' room is completely uninhabitable, as the prop supporting the wall beam will not be able to preserve this small building from a collapse in the upcoming rainy season. The south wall of the corporal's room has settled and cracked to such an extent that the ordinary repairs made to it are not capable of keeping it long from 136 5 February from a collapse; the adjacent soldiers' guardhouse or so-called horse stable is completely uninhabitable, so that the military must now all be housed in the adjacent and now repaired redoubt. Behind the house of the third stands a warehouse on the left side, which, due to its dilapidation, is judged unfit for the storage of any goods, as the beams, which are all bent and some even cracked, are propped up to prevent the complete collapse of the flat roof. The small warehouse on the left side under the gate of the chintz printing works is entirely unfit for the storage of goods; such is also the case with the so-called Chobdar Khana, as a wall has already cracked and several beams have had to be propped up. The windows toward the Ganges side in an opium warehouse must necessarily be renewed. On the side of the dallaan stands a small warehouse entirely in ruins. And lastly, upon inspection of the walls around the Lodge, it was found that the buttress situated at the house of the Opperhoofd is already washed out 4 to 5 feet deep by the heavy runoff and is cracked from top to bottom. No less does the buttress near the house of the secunde, and the entire wall 137 representation of the servants thereabouts wall up to the residence of the Opperhoofd, require complete repair from below, being water-damaged in various places. The remaining buildings of which no mention is made herein were found to be without defects. And attention having also been paid both to the request of the servants for a particular consideration thereof, and to the special testimony of the provisional Opperhoofd Falck, namely that he did not rely upon the report of the commissioners but inspected the defects mentioned therein in person, whereby he would consider himself failing in his duty if he neglected to add his assurances to the representations made on this subject in previous letters, requesting that the statement in this regard be fully credited and that the servants might be provided with a decision, whereby the 5 February great 138 deliberation thereon great damage that could to some extent be prevented in the event of any further delay of the necessary improvements, and among them principally the linen warehouse; this was fully discussed and considered, that all the objections raised in this regard, to be seen in the resolutions of 21 July and 20 August last, must cease, not only because of what the Director had noted thereon by resolution of 4 December, but also on account of the further affirmation of a member of this assembly who attended the previous proceedings thereon, namely the elected Opperhoofd Falck, and consequently, however painful it is to see such a deplorable decay of buildings on which, or on most of which, heavy expenses were made only recently; it was resolved to grant consent to the repair of all the emerging 5 February defects

143 5 February aforementioned warehouse fall into such disrepair in less than two years' time, whereby, and through the testimony previously given, to wit, by the Senior Merchant and Head Administrator, the Honorable Mr. Isinck, and the Merchant Lafont, who have both been here in Patna, it might easily happen that Their High Nobilities would not be able to view this matter in the most favorable light for the Patna servants, even though reasonably no more probable testimony could hold than that of the servants who are present on the spot, and upon whom no suspicion can fall of acting in bad faith in the master's service; besides which, the probability would still always be in the majority, and moreover it could also be noted that the Honorable Isinck has been away from here for a good time of over 15 years; it was therefore proposed, in order to act with certainty and peace of mind in this matter, whether to begin that conditional repair with mutual consent, or whether to respectfully request a positive order from Their Honors, under statement of the difficulties enclosed therein; and it was initially remarked that Their Honors' astonishment is highly and genuinely justifiable, if one, as Their Honors were pleased to set down in their cited letter, were to consider a notable and considerable decay of the aforementioned warehouse as a basis for the request made for the repair, but that this was not the case to be assumed here, since the warehouse, according to the report of the delegates sent alongside our respectful letter of 2 July last, in which the remedy was requested, was at that time 144 5 February still outwardly whole and in good condition, but because the white ants appeared in one of the doorposts, it was discovered upon a close inspection and opening up of the roof in very different places that all the woodwork was eaten away inside and infested by those vermin, so that it was not advisable to entrust the Company's goods to a place where one was now certain that they were not safe, which differs markedly from a visible decay, for the white ants could gnaw through the interior of a house for 4 to 5, yea even more years, without showing themselves on the outside, whereby the building outwardly remained in complete order, but was in fact significantly damaged and put in danger; furthermore, that one could not report from here on the infestation of the warehouse before and until one had discovered it, and that regarding the repair on such a footing as was proposed, one had, for the reasons cited—namely the manner of the permission, which might very easily be detrimental to the subordinates—hesitated to consent thereto, however necessary it indeed otherwise is, since the Honorable Chief, through the vacating of his entire house for the dumping, packing, and storage of the linens, is effectively deprived of a place for the performance of his duties. All which considerations having been attentively weighed, it was resolved to respectfully request the Honorable Lord Director and Council, in the first letter to depart from here, under representation of the difficulties that lie enclosed for these servants in the given conditional repair of the said warehouse, for their further honored positive order, under a reverent 145 5 February reverent and fitting demonstration that we have not proceeded to this out of disobedience to Their Honors' orders, or on account of an inclination or desire that so ill befits subordinates—namely a tendency to contradict, or the raising of unfounded difficulties—but solely to keep ourselves free from all accountability and loss. Demonstrated by the Lord Director to the meeting that His Right Honourable, pursuant to the orders both in Their High Mightinesses' general letter of the 7th of October last and in a separate one to His Honour alone, had first done his best to inquire whether any private foreign parties could be encouraged to transport a good quantity of rice to Ceylon, concerning which, as appears from the notes, under resolution of the 4th current, he could give no other certainty than that, upon the persuasion made in advance by him, the Lord Director, two English vessels and a French craft had been destined for that Government, 160 without however being able to ensure that they would direct their bowsprit directly thither, and not occasionally call at the Coromandel coast to profit from the extraordinary gain that was to be expected by them in the disposal of their wares on account of the scarcity also prevailing there. That the Merchant Moïse La Font, not having been present at the reading of the orders received concerning this matter, had first asked him, Hoff, for the letter from Their High Mightinesses 9 February for 166 9 February for review, and after having obtained a reading of the same, had declared that the Huijs ten Donk ought to be sent with a cargo of one million guilders to Batavia and two ships with rice to Ceylon, without relying on private individuals; that the rest of the necessities for the main settlement could be conveyed by a sloop, whether the Haring or the Kroonprins, in which he considered the opium to be as secure as in one of the Company's ships, provided it is manned with capable crew. Furthermore, that the titular Merchant Jan Pieter Humbert, on the contrary, was of the sentiment of the Lord Director. 169 9 February Findings of the Deficiencies and Defects in the delivered cargo of the ship Het Huijs ten Donk, recently arrived here from Batavia, as appears from the annexed Reports of the Commissioners, the Undersigned requesting concerning this the disposition of this Meeting for the information of the Trade Bookkeeper, to wit: As appears from the report of the Special Commissioners, the bookkeeper and provisional assistant Schindler, the following was found deficient in the dispensary: 2549 kannen arrack of ullage on 50 leggers, calculated at 13½ per cent, barely. 2400 lb of salt, being short of the invoice, which listed 24000 lb, and only received by the dispensary keeper 21600 lb, thus 2400 lb short, or 12 per cent. Pursuant to the report of the Administrators, in the presence of the ordinary commissioners, the following underweight and broken goods were delivered into the Trade Warehouses, namely: 44½ lb of lead, being short of the invoice, which listed 26726 lb, and only received by the Administrators 26681½ lb, thus 44½ lb short, or 1/6 per cent, barely. 283 1/3 lb of black pepper, since the invoice dictates 10000 lb, and only 9716 1/3 lb were weighed out here, consequently 283 1/3 lb of underweight, calculated at 2 5/6 per cent. 2 pieces of large porcelain platters broken out of 8 pieces. 8 pieces of porcelain fruit dishes ditto out of 50 pieces. According to the annexed declaration, the following birds were delivered short, to wit: 12 parrots out of 15 pieces perished. 10 parakeets out of 10 pieces, 1 [illegible]. 300 Java sparrows, of which 125 were received short at the principal place and the remaining 175 pieces perished and flew away. Furthermore, the cash and the remaining goods brought by the abovementioned vessel were delivered in good order. Underneath stood: Hooghly, in Fort Gustavus, the 9th of February Anno 1768. And after resumption of the same, resolved to write off all the deficiencies of 13 1/3 per cent on the arrack, 10 per cent on the salt, 1/6 per cent on the lead, and 2 5/6 per cent on the pepper; likewise the broken porcelain and the perished birds. Memorandum. 180 9 Februarij Your Honorable Worships' very humble servant Cornelis Rietveld, chief of Patna, but currently on his departure to Batavia due to private affairs, still being required to reimburse to the Company the exemption recently denied by Their High Nobilities from a certain debit arising from underweight on spices during the transfer of the warehouses to the amount of ƒ2002 14 8, as well as the discovered shortages both during the taking of the inventory under the end of August of the past year, and during the last transfer to the Junior Merchant Otte Willem Falck, appointed as provisional chief at Patna, very humbly requests that the one and the other may be charged to his pay account, as his departure for Batavia, without having anticipated the least of it, came up so suddenly that the greater part of his affairs have remained unsettled, whereby he is unable to make the said reimbursements in actual fact. Regarding some from Cassimbazaar, it is still in question. Which they themselves, having been expressly summoned together with the broker, after the demonstration was made, had to acknowledge, yet indicating that it was now no longer the time to adhere to such samples, because such fine linen was no longer to be found, and that, since the assembly was not ignorant of the still continuing vexations in the aurangs and the resulting decline of the manufactures in general, they wished very calmly to submit to the consideration of the Lord Director and members whether it must not be a point of absolute ruin for them not only to degrade in its sort the cloth that, so to speak, cost them hands full of money, merely because it did not accord with a sample from times that ought already to be out of mind, but also to proportion the prices accordingly, whereas they, in order to help the Company to its needs, had no choice, but had to follow the market with people who took advantage of superior power; reasons which they, the suppliers, imagine to be so well-founded that they expect nothing other than a fair reflection upon their grievances against making S'Jarum and firtij. For if this continued to be maintained on the present footing, they would find themselves under the necessity of seeking their livelihood elsewhere and declining the service of the Company, which they would otherwise faithfully attend to; yea, even if one did not accommodate them further than by devising a means so that, even if they could make no profit, they would at least not fall short on the delivery. Whereupon, after they were ordered to step aside, everything, along with the contents of the petition entered in yesterday's resolution, was discussed with the greatest attention, and taking into consideration the truth of their vexatious and so often repeated complaints about the hindrances and obstructions in the weaving places, the decline in commerce and especially the collection of linens; the excessive inflation of the goods, which originates from this and is in turn the cause of their lesser quality, as, in proportion to the rising price, the quality continually deteriorates, seeing that the eagerness of the different merchants nevertheless disposes of the goods, and further that this deplorable decline is not only experienced by our Company, but that the French are subject to the same, since according to the very statement of their present Director, Mr. Chevalier, they were fobbed off with trash of goods; it was, after consideration of all this, judged that the present practice of sorting, namely on samples that, as the merchants rightly observe, ought long ago to have been consigned to oblivion, cannot produce anything other than a defective delivery, and consequently heavy bankruptcies.
