470 6 Dec: Insertion of a further document for the instruction of the employees here regarding the linens that were demanded for this year and have not been contracted for, likewise regarding the undelivered items on the mentioned memorandum of March last, whether they namely, in addition to what is required for the year 1769, should also advance money thereon to the dallaals; concerning both matters, the well-mentioned Lord Director observed how the Lords Principals, in different orders and even in the one most recently received from the Netherlands dated in Amsterdam 14 October 1767, had excused most Dacca goods, unless they could be purchased 20 to 25 percent cheaper than those sent in the year 1764, but that since, in order to comply with that intention, a trial had begun to be made of direct purchase on the spot itself, it appeared best and most convenient to his Honorable Worship to prepare again, from the order in which the aforesaid recommendation was specially made, a memorandum for the information of the employees concerning the investment for the coming year. He thereupon produced for reading such a document, extracted from the order for 1767, established in October 1765, and of the following content: Me: 471 12. 2 Dec: Tanjeebs, fine Memorandum serving for the information of the employees in Dacca, regarding what they will have to procure for the year 1769. 2000 pieces, say two thousand pieces, divided as follows: 100 pieces long 40 broad 2:1/4 Cobidos 400 pieces superfine long 40 broad 2:1/4 Cobidos 1200 pieces fine and middling fine length 40 broad 2 Cobidos Tanjeebs, Flowered: 500, say five hundred pieces of the following sorts: 100 pieces long 40 broad 2:1/4 Cobidos of the sort d'Homs, that is with various bouquets of middling sort, and which are embroidered not very far apart from each other. 200 pieces long 20 broad 2 or 2:1/4 Cobidos, assorted of three kinds, to wit, among each 100 pieces: 60 pieces asbara or with small bouquets 20 pieces marmat tendrils & bouquets 20 pieces Japany, that is with tendrils worked throughout the entire piece. 500 pieces 100 pieces Since nothing of this has been brought to this Chamber with the returns, we cannot report any findings here, but we ask for this article, as was also done in the previous order, conditionally, to wit: if these two sorts, both those of 40 and 20 Cobidos long, cannot be obtained for 20 or 25 percent less 200 pieces 2 Cobidos in 472 6 Dec: in price than those received in the year 1764, then these flowered Tanjeebs must likewise not be sent. Seerhand Conaas: 600 pieces, say six hundred pieces, length 40 broad 2 Cobidos, these also requested of very fine weave. Seerbetties: 600 pieces, say six hundred pieces, of which 200 pieces fine, and 400 pieces ordinary 600 pieces all of a very clear and as much as possible uniform quality. Doreas, flowered: 200 pieces in 71 pieces, thus 400 pieces long 20 broad 2 Cobidos, of the sort as received in the year 1764 by the ship Welgelegen, being provided with four kinds of embroidery which are called boukdaar, chialidaar, marramat, and Calgadaar. 200 pieces long 40 broad 2 Cobidos of the sort gemike and 473 1ae 6 Dec: and flowered with medium and small checks that vary somewhat from each other, and the checks all, or if it can contribute somewhat to reducing the purchase price, every other check filled with a well-embroidered small bouquet. Kheetee, Bengal: 400 pieces, say four hundred pieces, length 24 Cobidos, breadth 2 Cobidos, of which: 300 pieces good middling sort 100 pieces fine sort 400 pieces each in sort of good quality, and if it could be done without increasing the purchase price, a portion, whether 1/4 or 2/3 part with gauze eyelets among the assortment, would contribute much to make this article yield very well. Hammams, in sorts: 8000 pieces, Jugdia sort, divided into: 7000 pieces ordinary 1000 pieces fine. Baftas of Jugdia: 16000 pieces, say sixteen thousand pieces in sort, long 24 to 25 broad 2 Cobidos: 12000 pieces ordinary sort 4000 pieces fine. Which paper having been reviewed and the opinion of the Lord Director being approved by the meeting, it was after deliberation resolved and agreed to send the same to the employees, with special orders to govern themselves accordingly and not according to the extract from the Home Order for 1769 already sent on 22 August last; provided care is taken that regarding the reduction of prices, the recommendations previously made be observed, and at the same time it be noted that all goods that have been contracted for this year and could not be brought inside must serve in reduction of what is required for 1769, or what is specified in the memorandum. And considering that the employees further demonstrate that the dispatch of money might drag on too long, requesting authorization to be allowed to draw bills of exchange for what is needed for the aforesaid contracting, it was agreed to grant this, provided that in negotiating the cash according to

On this occasion, it being shown by the Lord Director how the sailmaker Jochem Janssen, appointed to the ship Ysselmonde, according to a pay account presented to His Honorable Worship by the skipper of the said vessel, Arent van der Deuren, sailed from Texel per the ship de Maria Jacoba on the 18th of June 1767, and according to a note beneath the said account was appointed chief sailmaker on the same day by the Committee of the Lords Directors, without however having received more than the wage for which he was engaged in Amsterdam, or 14 guilders per month; it is therefore, considering that according to the regulation on the improvement of the servants established on 29 September 1767, the positions of the officers on return ships may be filled with full pay, approved and agreed to grant the aforementioned Jochem Janszen the pay attached to his capacity of 476 6 Dec: Appointment of a boatswain's mate chief sailmaker of twenty guilders per month, subject to the approval of the Noble High Honorable Lords Directors of the Chamber of Rotterdam, for which the said ship is due to repatriate. The assembly having met in the cloth hall upon the convocation issued by the Honorable Worshipful Lord Director, to inspect the remainder of the linens sorted according to the Demand for this year, established in Amsterdam on 21 October 1766, it was approved and agreed, after completion of this work, to note that only the blue and white roomals, 15 long and 1 broad, not meeting the sample, are reduced in price by 3 percent, but the remaining sorts are accepted in conformity with the contracts made for that purpose at the tender. The request made by an Englishman for passage to Europe denied. Friday the 16th of December Anno 1768, in the morning. Absent: the Honorable Chief Administrator Isinck and the Military Captain Zinner on account of indisposition, also the Fiscal de Saumaise, on grounds of occupation in his office. A certain English gentleman named George Moore having made a request, by a private letter of the 12th instant addressed to the Honorable Worshipful Director, both for himself and two of his good friends, to be allowed to obtain passage to Europe with two slaves aboard the return ship Ysselmonde, offering to pay what is fixed for that purpose: it was, on grounds of the positive prohibitions standing against it, by which this administration on the 3rd of January 1765 did not dare to undertake to grant such a favor except upon the special instruction of the Governor of Calcutta, Spencer, as well as the recommendation most recently applied by the Lords Masters, by extract from their High Missive to the Supreme Government of the Indies under 6 October 1767 upon the just-mentioned resolution, to excuse all such requests as much as possible, considered that the granting of the aforesaid petition would run directly contrary to this, and consequently resolved to decline the same. Insertion of a written explanation by the Chief Administrator concerning his differing sentiments regarding the contracting of the past year. Next was read the written explanation from the Senior Merchant and Chief Administrator the Honorable Menso Isinck regarding his twofold sentiment on the contracting of Anno 1767, required by honored missive of the Supreme Government of the Indies under 24 June of this year and the resolution of this meeting of 6 September following thereon, reading as follows: To the Honorable Worshipful George Louis Vernet, Director on behalf of the Company's important interests in Bengal, Behar, and Orissa, together with the Members of the Political Council. Honorable Worshipful Sir and Honored Councilors, The undersigned Chief Administrator, having been required, by extract from the proceedings on the missive of their High Excellencies of 24 June of this current year, likewise handed to him by way of extract, held on 6 September last, to present in a written report the reasons that moved him, by resolution of 10 April of the past year alongside the Merchant Lafont, to believe that one ought not to grant the merchants the desired increase in prices upon the new contracting, and on what grounds he declared after that date that he conformed with the resolution taken on that day, without requesting any record thereof: has the honor, in dutiful observance to comply with that order, to demonstrate regarding the first point: That, since it has now been the custom of the merchants for several consecutive years to increase their grievances regarding the dearness of the linens and to ask annually for new increases on account of the rising high prices of provisions in the aurangs, he, demonstrating, as having at that time no full information of the truth of their statements, had thought that these people, according to the habit of their nation, were only seeking to make use of the tractable consent of the assembly; and since he likewise maintained that if such were augmented annually, nothing but loss was to be expected for the Honorable Company in such contracting. That under this conception he had caused that note to be entered against the proposal made concerning the price increases, but that having thoroughly informed himself upon the further resumption of the resolution, he had become completely convinced of the truth of the merchants' representations, that their claim rested on good and true grounds. That he consequently had to change his sentiment, and conform to the new increase granted to them. That he had communicated such to the Honorable Worshipful Director, believing that a note thereof would be made without his requesting it, but that he had omitted the express request for the recording of his reasons because he had been told that his first sentiment had been noted, and it had to rest there. That he, however, to comply with the order of their High Excellencies, will gladly declare that the reasons for both of his sentiments are truly in accordance with what is stated here, and in the hope of thus having complied with the intention of the same, he has the honor respectfully to style himself, beneath stood: Honorable Worshipful Sir, lower: Your Honorable Worship's obedient and humble servant, was signed: M: Isinck, in the margin: Hougly the 9th of December Anno 1768. As to the second part of the reasons of the Gentlemen Executors, namely that after the passing of the sentence the petitioner should have taken care that he received his payment, instead of drawing up a petition for that man, the petitioner has the honour respectfully to show that Baan will never be able to deny that he was addressed, as well immediately after an appeal was lodged on behalf of Maria Fernandes, as also afterwards, when her father refused the payment; so that the petitioner believes he has done his duty in that respect; but in order also not to let pass the remark of the aforementioned petitioners regarding the drawing up of the petition, the petitioner must take the liberty to submit against it that he is not aware that anyone who writes for another for money and has no other capacity than to draw up a writing according to the orders of the principal, can thereby be considered guilty of the errors caused thereby, or be considered punishable for carrying out the instruction given to him. It is with the greatest respect that the petitioner takes the liberty humbly to show this, 515 16 Dec: as well as that, when the petition is examined, it will clearly appear that the request was made for a release from the case in respect of the appeal at Batavia, and not regarding the costs incurred here, for the petitioner clearly makes known in the said petition that he makes such request for the reason that Trieglaff was gone, and because the case had been brought into appeal, so that he could not meddle further with the case. and demonstration regarding the necessity of native servants for the excuse and justification of the unpackers, it was approved and resolved to consider the requirement of this assembly satisfied, and furthermore, insofar as this Council is concerned, to declare the unpackers free from any further accountability or compensation in this matter; subject always, however, to the honored approval of Their Excellencies the High Indian Government, to whom this defense shall be submitted, as well as to the Noble and Honorable Directors of the Rotterdam Chamber aforesaid. Lastly, on the report demanded on the aforesaid day from the employees concerning a certain amount of the necessity to keep eighty-six native servants permanently in service at their office, about which objections were raised by Their High Excellencies' marginal disposition on the findings of the Bengal trade books for the year 1765/6, it being shown: how far from any of these being dispensable, the reported number was so small that the service could by no means proceed with it, which certainly was nothing new, but had already for several years been a heavy and oppressive burden on the chiefs, by whom, as is still the case at present, the deficiency had to be supplemented; that among all these none were included who were kept for state or pomp, and even among those who were charged monthly to the Company's account, there was not a single one who performed or could perform any service with the linens, for which purpose four native clerks, with whom one could barely manage a work of so much volume, always had to be kept separately, and without whom it was absolutely impossible to manage; furthermore, that the number of twenty peons was indeed so small that, as more were always employed to carry the necessary orders to the linen and opium quarters and to convoy the goods hither, one had to keep just as many in service in order to have some at the factory as well, which was strictly necessary, as indeed forty were actually kept permanently in service, of which, however, according to custom, only twenty were charged, while ten others found their pay under the title of matchlock-men for escorting the Company's moneys to the aurungs; for all these reasons therefore requesting that it may please this Assembly to make a resolution in this regard whereby the employees could be relieved of these expenses, which were truly incurred for the service of the Company, namely by permitting them to charge for such native servants as were unavoidably necessary: It is nevertheless, despite the plausibility of the arguments and the known truth that at Patna more servants are genuinely required than the Honorable Company actually pays for, yet considering that assenting to a request whereby expenses must increase would be contrary to the duty of subordinates, especially in matters where until now operations have been maintained without loss to the Company, approved and resolved to await the pleasure of the Noble High Indian Government concerning these matters, to whom the issue will shortly be presented. 564 Friday the 30th of December Anno 1768. Note of the difficulties in procuring the demanded rice for Ceylon. In the morning, absent the Honorable Head Administrator Isink, as well as the Members Zinner and Koning, the first two due to indisposition and the latter through occupation in his service. Communicated to the Meeting by the Honorable Lord Director, how His Honor by separate missive from the Honorable High Indian Government dated 20 July last was indeed qualified for the dispatch of a ship to Ceylon with a cargo of rice; provided that the Last would not cost more than thirty or at most thirty-five rix-dollars, being ƒ 84 light money; but that concerning this a major difficulty presently arose, which briefly consisted of the excessive dearness of that grain, of which the crop, however favorable it had appeared in the beginning, turned out very badly, or had been drowned and rotted by the flooding of the fields: subsequently displaying on the Table a sample of ordinary coarse rice, of which he, the Lord Director, could obtain no more than 24 Seer per Sicca rupee, or the Last at ƒ 113 heavy money; which therefore, outside of all expenses, compared to the pure purchase price and the aforementioned fixed price, resulted in a difference of 565. 60 30 Dec: of 33 percent to the worse; so that His Honor intended to abandon it, unless one or another of the Members, whom he, the Lord Director, summoned thereto head by head, might see an opportunity to procure the necessary 300 Last for the Company at the said price of 30 to 35 rix-dollars the Last, qualifying the same in such case for the delivery and, to promote the interest of the Master's service, ordering such.
