Original general missive by the said Honorable Governor and Council, addressed to the said High Noble and High Honorable Gentlemen, under today's date. No. 2. A separate small chest, containing: A packet of separate papers written by the said Honorable Governor alone to the said Lords Superiors. A packet containing copies of separate papers dispatched from here successively to Their High Nobilities the Noble High Indian Government at Batavia, according to the register formed thereof. Six copies of letters written by the Government here under dates 3 April, 17 June, 29 August, 14 and 16 October, as well as under today's date, to the said High Government at Batavia, along with the registers of the appendices sent therewith. A bundle containing the Report of the Secretary Willem Duijnevelt and the Trade Bookkeeper Johannes Schuneman regarding their conducted investigation into the allegation of the former Cashier Johannes Haselkamp, in a petition presented by him to Their High Nobilities, stating that various entries were paid from his estate that did not belong to it, and the claim formed therefrom by him for the recovery of a sum of Rixdollars 22,196.20.-, along with the appendices belonging thereto. A bundle containing the papers relating to the lawsuit initiated by the Honorable Company before the English Court of Justice at Madraspatnam against the executors of the junior merchant and second of Bimilipatnam, Carel Lodewijk Hagemeester, who died at Vepery, according to the register formed thereof. Netherlands To the Right Noble, Highly Honorable Thomas Hope, Representative of his Most Serene Highness the Lord Prince of Orange and Nassau, etc., etc., etc., The Right Noble, Highly Honorable Lords Directors in the Assembly of the Seventeen, Representing the General Dutch Chartered East India Company at the Presidial Chamber of Zeeland. Right Noble, Highly Honorable, Far-Commanding Lords! On the 1st and 16th of the past month of September, we had the honor of receiving in duplicate your Right Noble, Highly Honorable Lordships' most venerated dispatch of the 14th of the past year, with all the pertinent enclosures according to the attached registers of the 1st of December following, brought by the ships De Vrouwe Geertruijda and Ruijteveld to Colombo at the beginning of August, and subsequently received here from there. We thank your Right Noble, Highly Honorable Lordships in the most submissive manner, not only for the relief of the gold sent to us both with those two ships and directly with Gijnwensch, as well as that from the Cape, but also for communicating the extracts from your Right Noble, Highly Honorable Lordships' general letters of the 28th of September and 14th of October aforesaid, written to the Noble High Indian Government at Batavia, with the respectful promise that we will comply with and execute the orders and recommendations contained therein with the utmost promptness and accuracy, according to our bounden duty. Upon the receipt of your Right Noble, Highly Honorable Lordships' aforesaid dispatch, we have also observed this duty in the speedy distribution among the subordinate offices of their most esteemed petition for cloths and linens from this Government for the coming year 1770, as well as what is required by the said High Nobles for the Indian trade, under the necessary recommendations in accordance with the literal meaning of the remarks made and laid down concerning the said requisitions. Likewise, we shall dutifully observe to place, in the assignments granted from here to the Netherlands, in lieu of the words "order or heirs," "his, or their authorized agents, or heirs." The arrangement which it has pleased your Right Noble, Highly Honorable Lordships to make regarding the dispatching of gold for Coromandel, namely to have it adjusted in Europe itself to the standard of 18 carats and 5 1/2 grains, or the alloy of the present new Nagapatnam pagodas, we shall adopt for our bounden instruction. Yet we at the same time very respectfully request your Right Noble, Highly Honorable Lordships, as we have already urgently requested by respectful letters of the 18th of December of the past year, in addition to what your Right Noble, Highly Honorable Lordships will be pleased to find fit to send of the aforesaid standard of 18 carats and 5 1/2 grains, to provide us with a further 1000 marks of gold of 20 carats and 8 2/5 grains, for the striking of three-figure pagodas, partly for Palicol, and partly for the collection of sawn cloths at Jaggernaijkpoeram, since that coin can be dispensed with there just as little as the new Nagapatnam pagodas here at the main settlement. For although the rupees, which have been minted from the silver with which the Noble High Indian Government was pleased to provide us at Jaggernaijkpoeram according to the Pondicherry or French stamp of 11 pennyweights and 10 1/2 grains, are beginning to circulate there at 3 3/8 pieces per pagoda with a 4 percent agio or 4 florins and 10 stuivers Dutch money, thus yielding, after deduction of the minting charges, a profit of fully 12 7/8 percent, and in time, when this circulation becomes fully established, can be issued for a part of the collection of the aforesaid sawn cloths at 3 5/8 pieces for a Company's three-figure pagoda, in which case that silver coin will then still yield an advance of 6 percent, of which broader mention is made in our resolution of the 18th of November as well as in our dispatches sent today to the said Noble High Indian Government; yet necessity demands that this gold coin, as well as the aforesaid newly minted rupees, continue to circulate in the north, for reasons set down in our aforesaid Batavia dispatches, to which we respectfully refer. We furthermore respectfully present to your Right Noble, Highly Honorable Lordships the copies of our adopted resolutions from the 28th of November of the past year to the 18th of November of this year, as well as the copies of our successive dispatches sent to their High Nobles at Batavia under the dates of the 3rd of April, 17th of June, 29th of August, 14th of October past, and today's date, together with such further papers as are specified in the register formed thereof, from the contents of which your Right Noble, Highly Honorable Lordships will, if you please, find fully described what has occurred and been accomplished in the service of the Honorable Company, and particularly with respect to the collection of linens as well as the sale of merchandise; and regarding the procurement of this year, we respectfully bring to your Right Noble, Highly Honorable Lordships' knowledge that it consisted of a number of 3350 bales, and thus 215 bales fewer than the past year, clearly accounted for in the dispatch now departing for Batavia, as well as the answered requisitions enclosed herewith.

revered secret letters of Your Right Honourables, dated 30. December 1768, as well as 17. March and 31. May of the past year, the first via Madraspatnam, the second by the ship Westerveld, and the third with the above-mentioned vessel Vreedelust, were received here. In order not to be verbose in treating matters that have either already been concluded or by their nature could be made known through our general advices, I shall, with the kind permission of Your Right Honourables, restrict myself solely to a few points that appear in the aforesaid honoured secret letters and require my reply in particular. To that end, the continuation of the present state of affairs regarding the dispute that has arisen with the Arcot Nawab or Subah Mahomet Alichan comes in the first place into consideration, concerning the increase of diving vessels claimed by His Highness at the Aripo pearl fishery. In compliance with the honoured recommendation of Your Right Honourables contained in the above-mentioned secret letter of 17. March, I did not fail to demonstrate and show to His Highness the value of the favorable disposition made by Your Right Honourables regarding him in this affair, and that I consequently now also had no doubt whatever that His Highness, in consideration of this accommodating stance, would gladly be willing to be found reasonable and equitable with regard to the proposal repeatedly made concerning the weaving villages situated around and near Tutucorijn, and to that end would provide the person whom His Highness should order to go to Colombo to regulate the effect of the aforesaid disposition with the Governor of Ceylon, Mr. Falck, with the necessary full powers to negotiate and conclude with the said Governor in that matter, whether the weaving villages in question were ceded in perpetual lease or in full ownership to the Honourable Company, as might best be agreed upon. The answer that I received to this letter from His Highness, which according to the translation is dated the 10th of this month, contained in substance that His Highness had given orders for the departure of a person to Colombo to negotiate regarding the dispute of the diving vessels, without expressing himself in the least about the aforesaid weaving villages, although it did not lack declarations of the affection and friendship with which he regarded the Dutch Company. The Governor of Ceylon, who was informed of all this by me under secret letters of 17. June and 13. current, while sending copies of these letters, will now be able to inform Your Right Honourables further of the final outcome of the matter, although for the present it is presumed that His Highness's inclination does not appear to be to part in any way with the frequently mentioned weaving villages, no matter how much the benevolence shown to that prince by Your Right Honourables ought otherwise to induce him thereto. The remark of Your Right Honourables regarding the sentence appearing in my most recent separate letters via Ceylon, dated 18. December of the past year, namely that the Sadraspatnam chiefs were not to be absolved of a great imprudence regarding the increased debts of the merchants at that factory, has struck me greatly, as that sentence is entirely contrary to the state of affairs and the Nagapatnam resolution resulting therefrom at the session of 18. August 1766, as well as our general letter to Your Right Honourables based on this resolution of 14. October following, and thus I cannot imagine otherwise than that it must be a clerical error committed by the copyist of that letter, which was unfortunately overlooked during collation. The draft of that letter also fully proves this, for upon being checked by me, it clearly states instead of not, were indeed to be absolved of a great imprudence, just as I dare assure Your Right Honourables in all respect that the latter was also my true intention, in conformity with what was cited in the said resolution and letter, and particularly so since the words were indeed to be absolved of imprudence had an opposite application to what was noted in the revered general letter of Your Right Honourables to the Nagapatnam Council, dated 18. The forced sense and mistaken interpretation which your Honors have put upon my aforesaid letter obliges me to answer briefly. That, far from the ministers and servants of the Dutch Company being so destitute of humanity as to incite the native to massacre any European nation, much less those with whom they are in a close alliance and confederacy, on the contrary every effort was made to appease the rage of the Sultan of Banjermassing; yet because one is not assured of always succeeding so happily in preventing bloodshed, that part of my letter which your Honors so distort and ill interpret serves as a warning of what the native might resort to, should the English traders venture to appear there again; experience has taught the European, and especially only three years ago the British gentlemen, what most Eastern peoples are capable of. That the aforesaid warning is in no way a threat, your Honors might have gathered even more clearly from the latter part of my letter, had you, without being preoccupied, considered that nothing is so much to be cared for as to secure the subjects of the English Company from all vexatious encounters in our establishments, and a prior threat of losing ship, goods, and life there is a contradiction that a sound judgment ought to reject. Meanwhile we wish the bearer of this a speedy and calamity-free voyage, for whose escort, as well as in continuation of our respectful spring advices, this is directed. Regarding what has been transacted since then concerning the Linen Trade and Merchants, we note that the Porto Novo merchants, having come over here shortly before the dispatch of our aforementioned latest advices via Ceylon under date of 18 December last, could not be moved to any price reduction, much less having been willing to desist from the increase of 8 pagodas on the pack of Guinea Common Bleached added in the past year. Thus, according to what was resolved at our session of 22 December, notwithstanding our emphatic urging and endeavors in that regard, one was compelled to conclude the contracts for what was requisitioned on the new demand, at the prices last paid, with five of those traders, with this express stipulation nonetheless, that of the 101 packs of Guinea Common Bleached demanded from that factory, 22 parts would be collected and delivered for the ordinary price of 86: 12:½ pagodas or ƒ 389. 6. 14 for the first sort, and the remaining 79 pieces with the aforementioned increase of 8 pagodas on the pack, as they declared that without that increase they would rather renounce the entire demand assigned to them than receive money to their detriment and increase their debts; more broadly mentioned in the resolution passed on that day. will be well received. The affair of the merchants there is no longer a secret. Moved difficulties, because we saw that otherwise time would only be spent fruitlessly in writing back and forth, while we are in the expectation that the suppliers or the merchants themselves can now be well disposed to accept this together. Concerning the affair of the merchants there, Wisiappa Sitana Chittij, Daatjerij Erraij, and Sicca Camana, through the execution of the orders issued in their regard by separate letters of the 4th of October of the past year, and the subsequent convention here with the brother and son of the two first-mentioned traders, named Wisiappa Camanadoe and Daatjerij Coermanda, who had meanwhile crossed over hither, is no longer a secret, as the objective intended in the temporary secreting thereof has already been achieved with the partial execution of that order in the personal arrest of those merchants and the seizing of their possessions at Bimilipatnam. We shall therefore note and treat herein in what state that matter has since been brought, and how we have endeavored according to our ability to keep the Honorable Company free of damage. After those merchants then, according to the report from Bimilipatnam by separate letters of the 30th of December, had attested their inability to liquidate their debts before and until their property was made good, namely the extorted monies demanded by the Prince and the debit of the former chief of that factory, Pieter Abrahamszoon Bronsveld, and being thereby forced to proceed to the execution of our orders already given to proceed to the sale of the seized goods in case of non-settlement of their debit; in respect of the two first-mentioned traders, pursuant to our separate resolution of the 25th of January, the chiefs were further instructed by letters of the 27th following, since the third merchant, Sicca Cammana, paid 1000 pagodas or 4500 guilders in reduction of his debt and, for the remainder amounting to Rgo. 3226. 16. or f 14520.-.-, bound himself under suretyship with the delivery of good textiles to liquidate under ultimo July next. They, to wit the two first-named traders, have provided the merchant of the Honorable Company here, Tieroemenij Chittij, alongside the private trader Waijtinada Chittij, as sureties for an amount of pagodas 5000 or f 22500, in order to deliver textiles for that amount and for the subsequent advances that would be made to them, and moreover to pay off 10 per cent in deduction of their old debt in case the advances could be delivered to them in rupees, on which they continued earnestly to insist because of the difficult and disadvantageous exchange of the same for pagodas; but if done in the latter gold coin, no more than seven per cent would be paid on their aforesaid debts; provided that upon delivery of textiles for 1 to 2000 pagodas, if necessary and being requested by the merchants, the amounts thereof would each time be counted out to them. Which conditions being embraced upon the motives laid down in our resolution of the 27th of February last, the first-mentioned amount of 5000 pagodas with 4 per cent advance, with the full consent of the sureties here, was delivered to the merchants here, while the subsequent advances are to take place in like pagodas with 4 per cent agio at Bimilipatnam, until the chiefs shall become provided with rupees, to whom the necessary instructions have been written, both for the disbursement thereof and in respect of the rejections falling out of the delivery, which they have been authorized to return to the merchants in deduction of the debt upon payment, or else to send hither upon their requisition, as proof of all assistance and accommodation, because this, being in accordance with the interest of the Honorable Company, is regarded as one of the means to the full liquidation of those debts within the time of three to four years; with reservation nevertheless of our further disposition in respect of what has already been written thither, namely that all damages

there are here on the Coast no other cloves than those that were mixed with the nutmegs, except for 1100 lb at Sadraspatnam, and that is still the remainder from anno passato, so that no supply of these spices is to be expected, because many of the vessels that departed thither in anno passato, not having obtained a voyage, had to seek a harbor elsewhere, and also according to reports received, none or few smuggling vessels have appeared at Queda. Furthermore, people here on the Coast are provided with no other cloves than those, as aforesaid, mixed with the nutmegs, except for a quantity of over 11000 lb at Sadraspatnam, which, because of the troubles that have arisen in those regions in the meantime, have remained as yet unsold. However, as soon as report is received that the latest consignment to Jaggernaikpoeram has changed masters, we shall also have the aforementioned parcel transferred thither, since trade at Sadraspatnam has come entirely to a standstill since the unrest, and Pulicat likewise has no vent of any note. Furthermore, we are also entirely sold out here of Japanese bar copper, Sadraspatnam being provided with only over 1000 lb, Pulicat having only over 7000 lb in stock, for the convenience of the enthusiasts, and Bimlipatnam no more than what it needs for the minting of the abbassis for the wages and other household expenditures, but extending no further than to the received relief of that mineral. And our stock of powder sugar has likewise been disposed of here for pagodas 9. 11. 4. 40 or f 50. 7. 4 the bahar of 480 lb, or a profit of 44 7/16 percent, the greatest part of which has already been weighed out, and the remainder is also to follow in the coming days. Furthermore, according to the resolution of the 17th of February, the chiefs of Sadraspatnam, upon their submitted communication that the candy and powder sugar to be found there, the first in the quantity of 4185 lb and the latter 4197 lb, were turning heavily into syrup, were authorized to sell the candy at pagodas 19 or f 85. 10. -, and the powder sugar for pagodas 11 or f 49. 10., and the same has also been disposed of for that price. One has been even less able to persuade them to it because it occurred so many years ago, bringing forward for their excuse for not returning it, in a paper submitted to the chiefs along with their letters received on the 9th of February and incorporated into our resolution of the 17th of March, among other things, the loss continually suffered by them in exchanging the Madras three-image pagodas, with which they were obliged to go to market. And although that is indeed the truth, that loss which they use as a pretext is nevertheless to be blamed on none other than the caprice of their own nation itself, which prefers the English three-image pagodas above those of the Company, which are even slightly higher in alloy, solely because the British have greater authority in the country. Therefore, finding that the merchants are not receptive to any representations demonstrating their unreasonableness, and the person upon whom the Company's recourse should be sought has already died, namely the secunde Camper, and nothing can be recovered from the rest, we have ordered the chiefs to keep the aforesaid debt against the merchants alive, and to await what your Excellencies shall be pleased to command us on that account upon our writing concerning that affair by letters of the 18th of December anno passato. Regarding the cash, there is fundamentally nothing else to treat in this matter than to refer ourselves respectfully to the demonstrated lack thereof in our latest advices sent via Ceylon, looking forward therefore to a timely relief of that mineral.
