in view of the increased buildings in the shipyard, and that which was additionally spent by the Dispenser and in the inner city. In like manner, on that day, we also unanimously approved an account sent over by the Armenian merchant Goodje Habetiek, who occupies the Company's lodge at Amedabaad, for some most necessary small expenses incurred to maintain the roofs of the lodge there, which otherwise, at the arrival of the rainy season, would altogether have had to collapse along with various buildings, amounting to only r:o/a 176: 24:. Concerning the extraordinary occurrences, we approved, at the meeting of the 3rd of June, a specification drawn up by the moedimannik Pada and presented by the former Director, concerning the laying of a stone floor in the Catthij No. 7, the repairing of the window frames and doors, and the raising of both of them, mounting to a sum of ro/a 911: 17/30, as, after careful examination, it still did not appear too high. Just as we also, on the 30th of October of the past year, approved another specification from the aforementioned moedij regarding the masonry work for raising two stone walls or parapets instead of the wooden railings on both the stone houses occupied by the Director and the Secunde, situated on the southwest and northeast piers, regarding which a decision had previously been taken on the 3rd of June; as well as some charges entered in that same account for some necessary alterations made by the former Director in bricking around and relocating the doors and windows of the new hall, together with repairing the kitchen, making a new cesspool, and whitewashing his entire dwelling, all together amounting to a sum of ro/a 269: 1:, and had that money counted out and paid from the cash to the said purveyor. Regarding the new buildings, we have only to report that, upon the proposal of the former Director at our session of the 9th of September last, we conformed to his Honor's contracting out, for 500 rupees, of two kitchens for the Warehouse Master and the clerks, paneled on the outside with nail-crate boards, and the hearths, along with a sewer for draining the water, constructed of lime and brick; for which his Honor had obtained permission from the Regents. Gifts: the ordinary annual ones at Souratta in the last financial year amounted to f 7439: 9: cost price and f 8708: 7: selling price, being less than the year before by f 15: 8: cost price and f 80: 3: selling price, the project drawn up thereof having been entered in our resolution of the 3rd of June, on which day it was also approved. While the extraordinary ones in total here have mounted to only f 2208: 15: 8: cost price and f 2641: 5: 8: selling price, or less than last year by a considerable amount of f 2260: 3: 8: cost price and f 2351: 11: selling price, which we trust will be agreeable to Your High Excellencies. But as the former Director has not yet been able to obtain the aforementioned properties before his departure, since such matters must be pursued gradually, the First Signatory hereof will in future do his utmost to acquire them and thereby attempt to accomplish the intended objective. We have also, at our meeting of 22 November past, in accordance with the proposal of the former Director, taken over from His Honour a certain piece of land situated immediately adjacent to the Honorable Company's Zorgerij garden in the village of Attuwa, for r:o/a 1922, for reasons detailed at length in that resolution, the chief of which were to acquire the beach rights thereby so that our vessels may winter there during the bad monsoon without being obliged to pay any rent for the land during that period; and at the same time also because His Honour promised to do his utmost to see that a formal deed of sale, executed before the spiritual judge of this country, would be provided to us before his departure. However, as appears from the minutes of 10 December following, he was unable to accomplish this because he could not come to terms with the aforementioned official clerk, wherefore His Honour could furnish no other deed of sale than one executed at our secretariat, which has been fully transcribed into the resolution of the last-mentioned date. With this Nation, as appears from the record in our Resolutions of 3 June, 9 and 30 September, and also 22 November of the past year, we have dealt extensively in writing concerning a certain affair regarding the widow Buffkens, who had come over here from the Gulf of Persia at that time. From the time that the English Factory at Gamron was dissolved, she had claimed from their Company, or rather from their former and now deceased Chief there, Mr. Douglas, a sum of One Thousand and Eighty rupees for house rent. But despite many attempted efforts, we have not been able to persuade these competitors to the payment of that money, as they maintain as truth, even from Bombay, that it most clearly appears from their Gamron trade books, presently still kept on that island, that the entire amount was regularly paid; and according to the oral testimony of the English Council member at Bombay, named Mr. Jervis, who heard this said by the then English Chief at Gamron, the aforementioned Douglas, a certain assistant stationed in Persia at that time, named Christant, received that money or a notable part thereof, while the deceased old Buffkens had retired to Kareek. And thus, not having been able to pursue this matter further, we finally decided, as nothing more could be done about it, to let the same rest. Concerning the still unpaid auction debt of Boucard, we have, in conformity with what was noted in our respectful letters of 20 December of the past year, already written at length to the British administration here; however, we have not been able to obtain any answer to it up to now, as the principal heir and administrator of the estate of the deceased Boucard, being the English Council member Mr. Stratton, has for a long time suffered from a severe illness, which will certainly have put him out of a condition to answer more closely before the English Council. Yet with respect to the commission entrusted to us to endeavor to recover the advance made at Ceylon on behalf of English shipwrecked persons, on the account of a certain James Stevens, we have better thoughts about that now than last year, since the Director, after first having privately done everything in his power to get this debt paid amicably, which however did not succeed, was given private hope from Bombay by the secretary there that if we addressed the government there publicly about it, the matter would presumably turn out according to our wish. And this being taken into consideration, we immediately dispatched a letter, of such content as may be seen in the accompanying copies of the outgoing western letters, to the Council of Bombay, to which we still await an answer; and of which we probably shall not be able to report to your Right Excellencies until the autumn. Furthermore, during the previous administration, many representations were made to the English to obtain satisfaction regarding a common English Sepoy who committed an insolence on our wharf in the month of May last, and concerning which two deputies finally made a kind of excuse to the former Director on 15 November of the past year. And as this was all that could be obtained, after the fellow had fled, we thought it best to let the matter rest, for although Mr. Senff, on departing, pretended not to be all too well pleased with it, we could never think that even had His Honour remained here, he would ever have been able to obtain other satisfaction. This matter, as well as that of Mantchergie, which has also been completely settled and also dealt with elsewhere according to the declaration of the First Signatory, are both most elaborately described in the decisions taken on 3 and 15 April, 3 June, 9 September, and 22 November of the past year; and we humbly take the liberty to request to be allowed to refer to the same. Since the administration of the present Director, as appears from the record in the Resolution of 20 September last, he had a serious representation made to the English Chief on the occasion that two deputies had come to compliment the former Director on his promotion to Governor of Malabar without their having paid His Honour any public courtesy on his succession to the Directorship. First Draftsman likewise had the pleasure of receiving very satisfactory redress, as both the peons and a European English mate, who was also involved in this matter, were sent to him, the former to have them punished according to his own discretion, and the latter to make the most complete apology in the presence of a body servant of the English chief; besides which, the said Chief also immediately caused it to be publicly forbidden in the Castle and everywhere under the severest penalties that none of his subordinates should commit any insolence at the Dutch wharf. Of the French we have solely to report that in January last two ships of that nation arrived, one of which was the private ship de Merrij, captured by them off Masquetta in the year 1758, which they have now restored to its owner, the Turkish merchant Sale Gjellebie, and the other, being a Company ship named le Sonde, served to convoy the former along the Malabar coast on account of the insecurity caused by pirates; by which restitution they intended to pave the way to be able to continue their trade in Souratta again without hindrance; and of the progress of which we shall in the course of time have the honor respectfully to make a report to Your Right Nobilities according to its growth. Commanding skipper George Cristoffel Hartsz, having arrived here in good health the following day, after he had been attacked on the 9th prior at the latitude of 18 degrees 32 minutes North latitude by 9 vessels, among which were 3 grabs carrying 12 pieces of cannon each and 6 galwets mounted each with 4 pieces of cannon, which they presumed to be the Bassein fleet, and subsequently had been engaged in battle for the duration of 3 days and 3 nights, as appears from an extract from the journal of the said skipper inserted into our session of the 23rd of the aforesaid month, and having had 7 deaths during his voyage, of which 2 were Europeans, 2 Bugis, and 3 Moors, we were pleased to receive safely therewith Your Right Excellencies' very esteemed ordinary and secret letters of the 15th of August last, with the accompanying enclosures which all matched well according to the registers, and it is hereby that we have the honor to present this our due reply to Your Right Excellencies, after first having allowed to precede here, according to custom: 89 Surat the recently received extract from the Homeland General Dispatch of the 20th of September 1768, with that which we found ourselves obliged to answer in the margin thereof. Extract of the Homeland General Dispatch written by the Noble High and Honorable Lords, the Representative of His Serene Highness and the Directors of the General Dutch East India Company at the Presidial Chamber at Middelburg in Zeeland, to Their Right Excellencies, the Governor General and the Councilors of the Indies at Batavia, dated the 28th of September 1768, containing the matter of: At Surat, the trade of the Company has changed considerably for the better, and we have seen with much 7. By returning the iron, the warehouses were finally cleared of its remnants in the beginning of this year, and one flatters oneself that the 100,000 lb to be brought will be disposed of with good profits. The heavy supply in the two preceding years, both by the natives and by the English, as well as the large remnant that remained here at the departure of Director Senff amounting to 3,179 lb, has compelled us pleasure that the merchandises which the ships Velsen, Renswoude, Lekkerland, Amerongen, and 's Compagnies Welvaaren brought thither in 1765, were all sold quickly, and, taken in general, with considerable profits on advantageous terms. We judge, however, with Your Honor that the profits on the iron, steel, and tin at 48 5/8, 46 1/4, and 29 3/4 percent respectively, are all too meager profits on goods of that nature; we therefore also hold it as well done that the ministers returned the 30,000 lb of iron that was brought, and we expect that, if no greater profits can be obtained on those merchandises, the same will be excused for this Directorate. We are furthermore satisfied with the information that the ministers have given in the answer to the extract of our General Dispatch of 4 October 1765 regarding the vent and the selling prices of the tin in Surat, but we can, however, by no means agree to sell the 400,000 lb brought in during the last financial year 1768/9 with a small profit of 16 3/8 percent, under the condition that all the tin must be collected and paid for on or before the 11th of March next. We had indeed hoped that the market would have risen this year, but the continuous heavy supply is the cause that the merchants are currently compelled to dispose of the same tin for considerably lower prices than what they bought it for from the Honorable Company. We hope that time will bring about a change for the better in this, and until then we will not be able to make any requisition for it. that it would not make much difference whether a large remnant of that mineral were kept at Batavia or at Surat, for from Batavia the same can be sent to other Company comptoirs, but at Surat there is no opportunity for this, and therefore the consignment of tin to this Directorate should be arranged according to the greater or lesser stock that is on hand thereof at Batavia. It is further entirely against our expectation that the Japanese bar copper was sold in January 1766 at 133 percent, and thus at 7 percent less than in May prior. We had flattered ourselves that the ministers would have made no further use of that qualification which Your Honor gave them in 1764, and that they, in consideration of the higher price for which that mineral was sold on Ceylon, Coromandel, and the Malabar, also

having received nothing, one does not doubt in the least that once we are provided therewith again, it will yield very good profits proportionate to those of other offices, and also that a proportionate price would have been stipulated for it in Souratta. For although the sales of that copper have increased noticeably due to its reduced price in Souratta, and Your Honors deemed it expedient in 1764, because of the large stock then on hand, to authorize the Ministers for that price reduction, it would nevertheless not be advisable at all to make use of that expedient any longer, since the stock and supply of Japanese bar copper is currently not so large that the same cannot be sold at a noticeably higher price in other offices. Japanese bar copper was sold here on 20 January 1764 with an advance of 150 per cent; on 29 February 1768, the same was disposed of with a profit of 164 1/8 per cent, and while none of it was relinquished here below an advance of 150 per cent in the past and present years, we therefore also expect that, pursuant to your recommendation, the said mineral will in the future, when received, be received in good and proper condition, so that practically no more underweight will occur. The complaints that the Ministers have repeatedly made regarding the poor condition of the spice crates and the resulting increased wastage, we see with pleasure have now ceased, due to the precaution taken to have those crates shipped in better condition and to have them lined inside with straw mats. The spices continue to be received in very good condition. The contracting for the return goods has again taken place at the prices of the previous year, and as appears from the outgoing demand now answered, the same has been completely satisfied; and since nothing but sound goods have been accepted, it is hoped that this our action will carry the high approval of Your Noble High Mightinesses. With regard to the collection of textiles, and concerning the samples received here last year of the textiles purchased by the English, the necessary remarks are mentioned in our demands for return goods, and we will only add to that that it is highly pleasing to us that during the presence of the Director Senff, no rejects whatsoever have been accepted, and that His Honour also considers it neither necessary nor expedient to do so in the future. The acceptance of cloths that have once been rejected does not take place at all at present; indeed, the rejected bad pieces are kept by the Bazaar Commissioners and not returned to the suppliers until after the demands are fulfilled and the ships have departed therewith both to the Fatherland and to the Capital. But the previous Ministers, among whom the present Head Administrator Bosman was also included, were of those opinions as stated in the text of the aforementioned letter of 30 April 1763. However, since his previous service as Head Administrator gave him a particular care and knowledge concerning the collection of textiles, he is now also of the opinion that the acceptance of cloths once rejected should not take place at all, and he will also not fail to take the required care in this regard. The present Director was in the year 1763, when he was still Storehouse Master, together with the other members of that ministry, of the same opinion, and presented that matter entirely differently, and the reasons they urged in their letter of 30 April 1763 to demonstrate the necessity of accepting those rejects appeared to Your Honors to be of such solidity that Your Honors departed from the prohibition Your Honors had previously made against it and subsequently permitted the Ministers to proceed with the acceptance in the usual manner. Under the main heading of ships and vessels, we have learned with the utmost dismay that the Master of the Equippage Van der Kuijl, in his submitted specification of the expenses incurred for the repair and provisioning of the vessels stationed there, not only entered a much larger sum than was due to him in that matter, but that he was, moreover, so reckless as to want to confirm the further specification submitted by him under oath, notwithstanding that he afterwards had to confess that he had entered more therein than the expenses amounted to. And it appears as if this fraudulent conduct has been virtually a fixed habit in this Directorate; the former Master of the Equippage Klinkert was guilty of it, and the present one has sought to enrich himself in an illicit manner with the funds of the Honourable Company, and specifically, under his specifications regarding repairs to vessels, etc., which are more difficult for a Director and administrators to verify than those of other provisions, people are often found who seek to enrich themselves.

proper attention, as his sole aim has always been to look after the Company's interests with all care and diligence, and his present Honour has likewise taken that course, and without the further attention of the Director, the Company would also have been considerably prejudiced by him; we would consequently have had all the more reason to make the aforementioned van der Kuijl feel our just resentment over that reprehensible conduct, but having taken into consideration what the Ministers have advanced in his excuse, and relying on the continuous supervision of the Director, we shall, out of that consideration, also acquiesce in the condemnation that the Ministers have imposed upon the said van der Kuijl. We cannot, however, pass over without remark that the Head Administrator Bosman and the other commissioners, who were commissioned to investigate whether everything listed on that first specification had actually been provided and paid for, reported regarding this that they could see no better than that it was so, and this notwithstanding that first specification was so exorbitant that, however little hesitation the Master of the Equipage seems to have had about rashly offering the oath, he nevertheless did not dare do so for that first specification; from which we must conclude either that those commissioners did not carry out that investigation properly, or that other reprehensible reasons, such as ignorance or inattention, moved them to give that unfounded report. We also find, though in an incomparably lesser degree, the judicial commissioners, members who assisted at the weighing out of the spices, to be reproachable, in that they, upon the assurance of the Storekeeper that they would not be required to confirm their report to be given by oath, signed that report, although they were not in a position to take the oath upon it. We cannot, therefore, pass over without remark that, whereas you yourselves have found that in the handling of the spices and of what pertains thereto, abuses to a greater or lesser degree have already frequently occurred in this Directorate, you nevertheless relieved those judicial commissioners of the fine of one month's wages to which they had rightly been condemned by the Ministers; for to what purpose does the assistance of commissioners at the weighing out of the spices serve, and of what use are the reports they give thereof, if those reports rest solely upon the word of the Storekeeper and the commissioners, whether through ignorance, neglect, or for other reasons, cannot confirm their submitted reports by oath? disbursements and supplies; meanwhile, the Director takes the liberty to assure Your Right Excellencies that his attention will also remain constantly fixed upon this important point, while no settlements of such specifications will be allowed to take effect before and until the respective commanders of those vessels shall have sworn under oath that the listed carpentry work and supplies have truly been performed and respectively received by their subordinate vessels, so as to give the valued paying Masters the requisite satisfaction thereby. Furthermore, it gives us no pleasure at all that the sustained loss on the chest with Cochineal, mentioned in our aforementioned Dispatch of 4 October 1765, would have to remain charged to the Honorable Company, since it is undeniable that this damage, if not entirely, at least for the most part, was caused by the ignorance or neglect of the Honorable Company's servants, and it certainly ought not to serve as an excuse for the administrator at the water gate that, although they discovered the dampness upon opening that chest, they nevertheless, out of ignorance of the nature of that commodity, sent that chest to Souratta without previously examining the Cochineal more closely, or at least reporting thereon to the proper authority. If the further offered friendship with the supreme ruler of the Marhettas remains constant, as we sincerely wish, the Honorable Company will certainly benefit greatly from it in the securing of its trade and navigation; but because full reliance cannot be placed on the friendship of those people, and it is in any case not at all certain that the naval commanders of that ruler will follow his orders so punctually, prudence requires that the officers of the Honorable Company's ships be on their guard, so as not to be taken by surprise under the appearance of friendship. This friendship and good understanding is sought on our side with all possible zeal. The Honorable Company's ships have not encountered the vessels of this ruler since they undertook a small attack on the Vrouwe Geertruijda in December 1766, until the year 1768, when our narrow boat De Mosselschulp was hostilely attacked by them and captured after a stubborn resistance. We do not fail to make every possible effort persistently to oblige the said ruler to make restitution thereof, and shall now, in accordance with Your High Excellencies' most revered latest writing, try whether we can obtain from His Highness proper passes or safe-conducts that may henceforth free our ships from all vexations, while the ship officers are continually strictly enjoined to be on their guard. From the Ministers' advices of 30 December 1766, we have seen with great pleasure that the spices brought by Borselen and Kievitsheuvel were unloaded directly at the wharf, notwithstanding that this encountered some opposition in the beginning; and we hope that no new difficulties will be raised in that regard in the future, for although the remark made by Director Senff regarding the declaration of the English Ministry—that they do not have to command the town Governor—is entirely well-founded in law and equity, they might, on occasion arising, find and make a distinction between commanding that governor and supporting him in his actions, however unreasonable they might be. This has not happened for some time; however, a slight opposition was met again this year in that regard, which was quickly removed by the Director. According to the Ministers' advices, there seems to be little prospect for the renewal of the Cartel with that nation; that matter remains, however, recommended to their care, and we hope meanwhile that the precautions to be taken in the dispatch of people to this Directorate will answer the intended purpose. to oblige the restitution of the aforesaid smalschip, to which end the said Prince was indeed once more exhorted by letter of 24 April 1769, but as nothing else was answered by him himself than that a confidant could be sent thither, that answer was also accompanied by a missive from the Governor of Bassijn in which he mentioned that the presents, as had been done previously, had to be sent along, which caused us on 31 August to deliberate in our meeting whether an envoy with the requested presents for reclaiming the said smalschip should now be sent thither, or whether this matter should be abandoned as entirely hopeless, we decided upon the former by virtue of the motives mentioned in the aforementioned resolution; however, the Director wishing beforehand to try whether through the channel of the aforementioned Governor of Bassijn there might not be any possibility of obtaining the restitution of the said smalschip without without the requested mission being necessary, he subsequently exchanged some letters about this, noted in the resolutions of 19 November and 4 of this month, both with this Governor and with the Prince himself, but this having also been entirely in vain, as nothing seems to be achieved in this matter without gift-giving, this has made us resolve that the said Maratha Prince will not proceed at all to the restitution of the said Mosselschulp, at least not until its value has been paid to him in presents, but has also caused us, for the greatest benefit and security of the Honorable Company and its vessels, to resolve to let this envoy depart with some gift goods at the first suitable opportunity, toward which we [illegible] to take passes or safe-conduct letters from this Prince, which we shall dutifully endeavor to fulfill, and [illegible] we shall no longer let any time pass in useless writing back and forth, but immediately test whether, by sending a confidant with some presents, which however will by no means exceed those sent in A:o 1765, one can obtain: firstly, the restitution of the smalschip captured so treacherously and unjustly, and secondly, the passes or safe-conduct letters required by Your High Nobilities for the Company's vessels; meanwhile, as we shall suspend this matter until after the departure of the bearer of this letter, both because we could not have the passes here before its departure and because asking for them so quickly now after the frequently mentioned attack that occurred with the Sluijs ter Meije would display an anxiety that might further encourage these peoples to similar attacks, we have the honor to thank Your High Nobilities for the authorization granted to build a new smalschip, and we shall not fail to humbly offer to Your High Nobilities by the next ship the specification of its costs, which although this keel is larger will nevertheless not be much higher than the expectation built in A:o 1767, along with a comparison of what was paid for the two last preceding similar keels built. It has pained us greatly to have had to perceive from Your Right Honourables' aforementioned revered letter that Your Honourables might have come to the thought as if the defective procurement of silk patolas owed its origin to a lack of proper attention, and we very humbly request permission, in this regard, to be allowed to remark for our exoneration, that the procurement of goods here in Surat has always and for some years past been so deficient that one has never been able to satisfy the demands thereof, and that this is now worsening from time to time as our competitors the English make larger orders for them, both for their Company and for their private accounts, and spend more money on them than we do, since the craftsmen, who make up only a small number, always work for the one who pays them the most, so the satisfaction of the demands for these cloths remains virtually an impossibility, at least with regard to the small patolas of 3 and 4 asta, which one could obtain much better if large ones of 10 and 12 asta were requested at the same time, because the craftsmen, if they wished to supply the large ones, would also be forced to make as many small ones as possible, on which they otherwise cannot earn sufficient daily wages; and we hope that Your Right Honourables will now be pleased to be persuaded that this poor fulfillment is by no means due to any neglect of duty. And upon this, after the Director on 5 October had caused an answer to this missive to be requested through deputed council members, we first received on the 6th thereafter a response consisting in this: that the prohibition received from their superiors had not yet been changed, nor had their Honours' decisive answer in that regard been received. And finally, by their missive of the 22nd of the said month of October, inserted in our resolution of the 26th of that month, we received as a final reply that the President and council of Bombay deemed these buildings to have as much relation to the city in general as to the castle, and had thought it expedient to refer the decision concerning them to the Nawab as governor of the city, who, they did not doubt, would give us a clear answer upon our address to his Excellency, and so forth. From which response it appeared most clearly that they did not intend to allow us to enjoy the once-granted permission again for the present, but on the contrary persistently to prevent the commenced constructions under all kinds of far-fetched pretexts, and for that purpose, in order to avoid damages and not to stand exposed as public violators of good faith and their given word, now to make use of the Nawab, who had not interfered in anything nor caused us the least hindrance, and thus to shift the cause of this suspension from their own shoulders. Therefore, it was resolved in our meeting on the repeatedly mentioned 26 October, for the reasons broadly stated therein, not to make any messages or representations regarding this to the Nawab, but on the contrary to reply to the frequently mentioned British ministry, while repeating our previously made representations and protests, that we could not be judged in this case to depend on the pleasure of the Bombay council, nor to be obliged to submit to their referral, because: 1. We are required to ask permission for the construction of any buildings from the English Chief here as governor of the Mughal's Castle; 2. It is even stated in a missive from the council of Bombay under date of 25 January 1765 that they had an undisputed right to expect from us that such requests be made to the English Chief here; 3.
