37. February Anno 1769. The 20th [illegible] would be collected and cleared, in order thereby to free the Honorable Company from the danger to which it could be exposed in such hazardous lands as these, in more than one instance; and thereby also to have the satisfaction of seeing such considerable capitals actually pocketed, which otherwise merely present themselves as showpieces before the eye, although they are completely devoid of all reality. The Council, being of the same opinion as His Honour that the warehouses absolutely had to be cleared once and for all of such considerable remainders with which they had been, as it were, crammed for some time now; conformed for the rest entirely in this respect with the sentiment of His Honour, who had a record made thereof, as well as of the fact that His Honour hoped to be able to proceed with the new contracting of returns within a few days; which had thus far not been possible for His Honour, seeing that he had not been able to come to an agreement with the suppliers concerning the increase of the prices of 38. The 20th of February Anno 1769. To give their High Excellencies accurate notice of the above with the private vessel De Wilhelmina. The adjacent persons request a favorable recommendation, which is granted. of certain goods that had to be manufactured according to completely new samples sent from Europe. And whereas it was judged by His Honour that on the occasion of the departure of the private vessel De Wilhelmina, one was obliged not only to give their High Excellencies the most dutiful notice of the above concerning the sale and contracting, but also of the change and the alteration that occurred among the servants on the occasion of the death of the former Second Bangeman; the provisional Second Sluijsken, together with the members Holmberg and Van Eitters, most urgently requested a recommendation to the Honorable High Indian Government in order to obtain a most favorable confirmation in the offices assigned to them here; and this being deemed appropriate to grant them in the most favorable terms, it was resolved immediately to draft a letter of the aforementioned content addressed to the Honorable High Indian Government, to be resumed at the first opportunity and dispatched to Batavia per the mentioned vessel De Wilhelmina. Whereas 39. The 20th of February Anno 1769. Loss of the small craft De Beschermer. To construct a new small craft and to advance 8000 rupees to the supervisor of the equipment for that purpose. Whereas, due to the wrecking of the small craft De Beschermer in the beginning of last year, this Directorate was deprived of such a necessary vessel, and according to the calculation in the Memorandum of Management at least two such vessels may be maintained here; it was approved, upon the proposal of the Director, to take a resolution to construct a new small craft instead of the overturned Beschermer, to assign the supervision thereof to the master-skipper and equipment supervisor of this Directorate, Pleun van der Kuijl; and to have eight thousand rupees advanced to him from the treasury for the continuation of that work. Lastly, it was noted herein that the boatswain of the wharf, by name Jonas Theunis, has at his request been relieved, returning to his former capacity as quartermaster, and in his place, to serve on shore, the sailor Pieter Aschoff has been taken off the ship 't Huijs ter Meije. underneath stood. 40. Initially, it was recorded herein that on the 20th of February last, a letter written by the English Governor and Council at Bombay in reply to the letter dispatched from this administration dated 10th January last, was received and delivered by the English Council members Stephenson and Perrot. The provisional Second, the Honorable Sluijsken, has paid 4000 rupees into the treasury, being such funds 41. The 3rd of March Anno 1769. Subsequently, the Director produced a letter prepared by His Honour to Their High Excellencies the Gentlemen of the High Indian Government, in conformity with what was decided by the resolution of the 20th of February; which having been read, and resumed and approved along with the resolutions of the 20th of December of the previous year and the 8th of February of the current year, was duly signed in order to be sent in the original with the Dutch private vessel De Wilhelmina, and the duplicate per the English vessel The Pecil, which is also to turn its prow toward Batavia within a few days. 42. The 3rd of March, Anno 1769. Holmberg intervene as sureties for him, up to a sum of One Thousand rupees, on account of his assumed post of sequester; and with which suretyship it was likewise thought fit to be satisfied, and to insert the same into this record. Today, the Twenty-first of February, Anno One Thousand Seven Hundred and Sixty-nine. Appeared before me, Cornelis van Citters Arnoutzoon, junior merchant and provisional secretary of Police of the Surat Directorate, being under the chief command of the Honorable Director Martinus Joan Bosman, qualified for this purpose, present the witnesses to be named below, the titular merchant and provisional second and Chief Administrator the Honorable Abraham Josias Sluysken, and the titular junior merchant and provisional Warehouse Master Nicolaas Holmberg; who declared, as they do by these presents, for the prompt settlement of that which the Bookkeeper and provisional First Sworn Clerk of Police Egbert Nicolaas Wiarde, on account of the service currently performed by him as secretary of Justice, might receive under his Administration and accountability as sequester in this function up to a sum of One Thousand current silver Rupees, to stand surety, and to present their Honors as Sureties and co-principals, renouncing by these presents the benefits of order, division, and execution, fully instructed in the meaning of those words, binding their Honors' persons and goods, both movable and immovable, placing the same under the constraint of all the Lord's Laws and Judges; but, on the other hand, he, provisional First Sworn Clerk Egbert Nicolaas Wiarde, being likewise present here, promised to indemnify his Sureties entirely, and the sureties each other for one half, in respect of this suretyship, and to release, hold free from complaint, and harmless, under the same obligation as above. Consenting that an Instrument hereof in common form be drawn up and delivered. Thus Done and Passed in the Dutch Office in Surat, on the day, month, and Year aforesaid, in the presence of Hendrik Spierejee and Egidius Meyer, Clerks at this secretariat, as witnesses. 43. The 3rd of March, Anno 1769. The assistant Hendrik Spierejee appointed as sworn Clerk of Police and Justice. To qualify the Broach factors for the write-off of the gift amounting to rupees 22. Request and specification of Huybert Buffkens. The minute of this is duly written and signed on a stamp of twenty-four stivers, below stood, which I attest, was signed, Cornelis Van Citters Arnoutzoon, Provisional secretary. Thereafter the Director declared to have appointed, as sworn Clerk at the secretariat of Police in place of the Bookkeeper Wiardi, the assistant Hendrik Spierejee, whom it was thought fit in addition to let act as court messenger before the Honorable Council of Justice in place of the Bookkeeper Siemstroom, whom it was understood to favor by these presents with the office of scribe of the orphan masters and Matrimonial affairs. Furthermore, it was resolved to grant qualification to the Broach factors for the write-off of the expenses incurred on the occasion of a solemn visit that they were obliged to pay there to the Governor's plenipotentiary named Zalloebhaij, in the amount of rupees 22. Lastly, by the Director was exhibited a request from the Gombroon Lodge keeper Huybert Buffkens, who has arrived here from Muscat, 44. March, Anno 1769. Buffkens, to which was annexed an account of such expenses as had unavoidably to be incurred and paid by him on his journey up to Gombroon and journey back to this place, as can be seen in greater detail in those papers themselves, which read as follows. To the Honorable Martinus Joan Bosman, Director and Commander-in-Chief of this Directorate, together with the Council. Honorable Commanding Lord and Esteemed Councilors! The undersigned, Gombroon Lodge Keeper called to this place, having appeared here on the first of this month, has the honor herewith most humbly to request your Honors that to him may be credited not only the allocated salary of 33 Rupees for the recently passed month of January, because the amount of the draft sent to him on the date 15th of March Anno 1768, totaling rupees 396, did not extend further than the end of December of last year, but also that your Honors will please have the goodness to have reimbursed to him again that which, as long as there was anything left, was defrayed from his own means, both for parwanas, small gifts, or rather extortions, paid, and afterwards the bond passed for my journey to this place, as shown by the annexed Memorandum, totaling Rupees 396. I hope that your Honors will not only take note of my impoverished condition, but of that of my whole family, caused solely by the unrest in the Persian Empire. Memorandum of such expenses as have been unavoidably incurred and paid by the undersigned Gamron lodge keeper during his journey up to Gamron and return journey hither; namely: For the obtained license to depart from Masquetta to Gamron, paid successively to the principal servants of the Governor together: Rupees 13:—. To the captain of an English private vessel for transport and board from Masquetta to Gamron, paid according to agreement: Rupees 70:—. Paid for the return journey from Gamron to Masquetta: Rupees 50:—. For a nazar or viewing-offering to the Masquetta governor upon obtaining the parwana for my departure to Souratta: Rupees 61:—. Virtually extorted by his numerous and very beggarly senior and junior servants: Rupees 72:—. For board and transport money from Masquetta to this place, due to lack of funds, a bond to be paid here was executed to an English private captain for: Rupees 130:—. Total: Rupees 396:—. After attentive examination of which, it appeared that the petitioner was indeed still entitled to one month's salary amounting to Rupees 33, and that the travel expenses incurred had been unavoidable if he did not wish to be detained there even longer; taking also into consideration that this poor man was plundered nearly twice on this journey, namely: once at Gamron, and once at Masquetta; it was resolved by unanimous vote to approve the petitioner's request regarding his submitted 46. March Anno 1769. The 3rd. To satisfy his submitted travel expenses etc. specification, and to have counted out to him from the treasury not only the amount of his travel expenses up to Rupees 396:—, but also thirty-three Rupees on account of one month's outstanding salary. The 8th of March Anno 1769. Netherlands India, His Honour immediately made known to them that the young Assistant Joseph Briffkens had made a request to be promoted to Absolute Assistant. And as the members agreed with His Honour that, given the good testimonials provided for him, he well merited this favour, it was approved hereby to promote the said Joseph Bufkens to Absolute Assistant at f 24:— per month under a new contract of five years beginning today, and also to have his commission as such dispatched. 11 March Anno 1769. were found. the bid for the sugar ƒ 1.8 and for the tin ƒ32:8:— Director has stipulated from the brokers to give their Honors with the beginning of his administration also in this matter the required satisfaction, in order to discharge his duty in all respects, after which the bid of the brokers is the highest; having been in negotiation again with other merchants, had found after long inquiry that the brokers, however slow they had appeared at first, nevertheless had made by far the best bid for the brought-in merchandise. That his Honor therefore, although with reluctance, must accept that the powdered sugar could be sold no higher than 100 lb for ƒ 11:8:— and the tin 100 lb not more than ƒ32:8:— and thus the first article with an advance of 57 1/8 percent roughly and the latter with a similar advance of 16 3/8 percent, as no one among the other merchants was found who offered the same price, let alone anything more; which advantageous conditions the gentleman had nevertheless with much effort known how to persuade the brokers to, that they would have to bind themselves, just as in the previous year, not only to pay for the goods which they collect within 15 or at latest 30 days after the weighing out, but even to March Anno 1769: square. receive and collect all the merchandise, as well of the old remainder as of this consignment, and explicitly included therein the old remainder of tin amounting to 317709 lb that still actually lies uncollected in the Honorable Company's warehouses, within the time of one year, namely before 11 March 1770; with the exception of the powdered sugar, regarding which they have obligated themselves to collect from it, first of the old remainder and thereafter of the new consignment, before ultimate April 4000 canasters, before ultimate October a similar 4000 canasters, and to receive the then remaining remainder before ultimate April of the coming year, which conditions appeared to his Honor so acceptable and squaring with the interest of the Honorable Company, because thereby the brokers had departed from the previous year's contract, whereby through not setting a time for the collection it was virtually left to them to collect the sugar or let it lie as they saw fit, and had on the contrary obligated themselves to collect all the merchandise and among it upwards of 12000 March Anno 1769: Opinion of the Council 12000 canasters of powdered sugar before ultimate April of the next coming year, so that he had convened the members of the Council now that no more time could be allowed to pass for taking a decision without running the risk that the said brokers might hesitate once again, in order to consider what ought to be resolved in this matter to the greatest benefit of the Honorable Company. And having been taken into serious consideration by the members of the Council whether now, since the brokers had offered for all other merchandise the previous year's prices and for the rosin as much as percent more than before, and it was utterly impossible to stipulate better prices for the powdered sugar and the tin, it would be more advantageous for the interests of the Honorable Company to leave the merchandise unsold rather than to part with the same for the offered prices. Thus it was decided by a majority of votes for the latter, namely the sale of the merchandise, March Anno 1769. Decision on the sale, for the following concise reasons. and that for the following reasons. Firstly that it cannot but be thoroughly dangerous to leave the brought-in merchandise unsold, since one is not assured, indeed has no well-founded hope, that the market will increase in the near future to such an extent that the greater profits can outweigh the interest on the capital in case the same should remain lying without earning interest and with heavy risks, but where on the contrary one must fear with the greatest apprehension a further decline, if otherwise the rumor circulating here, as if six private ships had already departed hither and thither, is the truth, while for that reason one also has no time to await regarding this the highly respected pleasure of their High Honors without exposing the Honorable Company at the same time to the danger of greater loss. Secondly that the interest of the Honorable Company, in the humble opinion of this Council, also lies in having the merchandise sold 11 March Anno 1769. sold and its considerable capital not remain lying without earning interest, at least when one has no hope whatsoever of obtaining a higher market in the near future; which in this matter has been completely observed, as the brokers had to bind themselves absolutely to collect and pay for the old remainder, as well of the powdered sugar, tin, as all other merchandise, together with this new consignment before 1 March and ultimate April 1770 respectively, instead of their formerly never having wanted to bind themselves to a time for collection, and they could also never reasonably be constrained to the receipt and payment of the powdered sugar on account of the previous year's contract. No. 1 propositions concerning the contracting of return goods presented the memorandum drawn up thereof Whereupon it was furthermore made known to the assembly by the Lord Commander, that His Honour, having already taken into consideration for a considerable time to make a beginning as early as possible with the contracting of the new demands both for the Fatherland and for the Indies for this year, in order to be able to have the requisitions ready before the fixed time, had accordingly long since caused the prices to be collected by the Honourable Chief Administrator from the brokers and suppliers for which they were willing to undertake the delivery of the said return goods; but that the demands of the said servants with respect to the linens newly required from Europe were initially so high that His Honour had not been able to succeed earlier to his satisfaction in that regard; yet having at last overcome this after much opposition, His Honour submitted herewith the formulated memorandum, from which it appeared that the total amount of the contracting amounts to a 60. March A.o 1769. as also took place subsequently, the same being signed by the Lord Commander, the brokers, and suppliers in the presence of all the Council members, and inserted here together with the aforesaid memorandum of the amount of these return goods. Contract concluded between the undersigned Director, for and on behalf of the Honourable Dutch East India Company, of the one part, and the brokers and suppliers Mantchergie, Gouverdhan, Souraabje, and Rettenje, of the other part, regarding the purchase and supply of the linens, cloths, and cotton yarns required by the respective demands for the Fatherland and the Indies for the year 1769. 1. The contracting, delivery, and acceptance of all linens, cloths, and cotton yarns demanded in the respective requisition for the year 1769 shall take place according to the samples of the previous year as far as the outward appearance is concerned; but as regards the length, width, and weight of the cloths, one shall conform to the specification made in the demands, even if the samples should not contain the fixed length, width, and weight; nevertheless, not counting 1/4 or 1/2 wiesa, and 1 or 2 threads on the delivered cloths, nothing must be lacking in that respect. And in order that the suppliers may begin the work without loss of time, and be able to pursue the same vigorously, an advance payment shall immediately be made to them upon the contracting of ro/a 100000: — in cash, and subsequently in the course of time as much more as shall be deemed necessary, pro rata as the goods are brought in. 4. Also, the suppliers shall be credited 1½ per cent for invoice charges on everything that they purchase in Brootchia, Cambait, and Brodera or the surrounding districts, and ordinarily bring here by water. 5. In return, the suppliers shall be obliged to bring nothing but sound goods to the bazaar. And if sometimes some pieces among them should be found that are deceitfully woven, or otherwise extraordinarily bad, the same shall not simply be rejected, but confiscated for the benefit of the bazaar commissioners. 6. They shall also, together with the bazaar commissioners, have to make good all such pieces as may sometimes, according to convincing testimonies, be found short, damaged, or unsound in well-conditioned packs upon opening in Europe or the Indies. Namely, they, the suppliers, three-quarters, and the commissioners one-quarter of the cost of the same. 7. Furthermore, the suppliers must provide and bring to the bazaar the raw dhotis for the printed cloths on the Indian requisition before the last of November, and all other goods so early that the same can lie ready for shipment at the latest on the following dates; namely: The 64. 72 March Anno 1769. The 11th Report from the Dispencier Monté indicating the necessity 1 of purchasing a water ox and repairing the well near the Honorable Company's Lodge to have him draw up a rough estimate of the costs. as it stands. There was also submitted by the Lord Commander a report presented by the Dispencier Mathijs Monte, whereby he makes known the necessity of purchasing a new water ox and repairing the well close to the Honorable Company's Lodge in order to have the necessary use thereof in case of occurrences of fire or otherwise, which God forbid; whereon, having properly deliberated, it was approved, before finally disposing thereof, to order the said Dispencier to submit a rough estimate of the amount of the expenses that would be required to repair the well, which, should it run too high, ought to be rejected, since major repairs to the Lodge or its outbuildings are considered unnecessary under the present circumstances of the times; further, for consideration, the aforementioned report is inserted into these presents. To 73. The 11th March Anno 1769. To the Honorable, Most Esteemed Lord Martinus Joan Bosman Director and Chief Commander of this Direction Together with The Council. Honorable, Most Esteemed Commanding Lord And Honored Councillors. The undersigned Dispencier takes with due respect the liberty to represent to Your Honors: That by special delegates at the taking over of the administration presently managed by him, under the ultimate of August 1766, the water ox belonging to the large water well standing in front of the Honorable Company's Lodge having been judged unfit, it was thereupon decided at the meeting of the 25th November of the same year to write off the unfit animal, and in its place to purchase a capable animal for the aforesaid service. Yet that before this purchase could be proceeded with, this matter was taken into further deliberation on the 27th February Anno 1767, when it was resolved to abandon the first decision to purchase and to abolish the water ox for the well entirely, and instead to hire a pagalij by the month. However, since through this arrangement the use of the aforementioned large water well has been entirely abandoned, and experience shows that several severe misfortunes are to be feared from this in unfortunate circumstances of fire, etc., he has considered it his duty, according to his obligation, to report this to Your Honors, and it is with that view that he most humbly takes the liberty to represent: Firstly, that a pagalij can only with great difficulty, and sometimes very poorly, provide the necessary drinking water for the Honorable Company's stable and Lodge, especially when he is moreover obliged to assist the other pagalijs at the wharf in their work; and Secondly, or rather primarily, he makes bold to show Your Honors with respect how in the Honorable Company's Lodge a considerable capital in linens is often stored in the warehouses, which, in case of fire (which God forbid), is entirely exposed to ruin, as well as the little that the servants living there possess in the world, since the present fire engine can be of not the slightest service to them 74. And since the maintenance of the well and water mill, which nevertheless belong in ownership to the Honorable Company, with the water ox belonging thereto, yields only a very small amount in savings, whereas the danger on the other hand is apparently great, the petitioner therefore very humbly requests authorization for the purchase of a capable water ox, and that the well, being slightly repaired, as nothing has been done to it for a long time, may continue on the footing as was customary beforehand. The formal requisition of merchandise for the use of this Factory for the year 175/0 having been submitted by the Director, all the members agreed therewith, and it was resolved to present the same thus in all respect to Their High Mightinesses with the ship 'T Huijs ter Meije, now on the point of departure. Nutmegs should, according to the aforesaid finding, have been weighed out to the brokers: 28835¾ lb. According to the aforesaid general finding, there was weighed out for trade only: 28406 lb. And the Lord Director with the Council, considering with regard to this that such presents in these lands, upon visits of grandees, and especially of a Governor, must absolutely be regarded as unavoidable; it was resolved, however much one wished to practice frugality, to authorize the factors to write off the above-mentioned gift of 232 rupees, but to recommend to them in the first departing letter above all not to lose sight of economy on such occasions. Whereas the ship 't Huijs-ter-Meije is to cross over with 125 Moorish sailors, and the ship's officers having raised an objection with regard to the provision of water, as they are provisioned for only 100 persons, it was approved to authorize the provision master to purchase some empty water leagers for the benefit of the said vessel; and furthermore, as the time of its departure is fast approaching, to determine the sailing day of the same 94. The Provisional Secunde and Chief Administrator, the Honourable Sluijsken, further making known that the trade books will be balanced again with the departure of the said ship, it was agreed to keep note thereof in these minutes, as well as that the resolutions up to the date of this have been reviewed and approved. They make known thereby that they have written about this to Europe. Yet considering ourselves unsatisfied with this answer. saying the courts were open to everyone in Bombay Resolution to await the answer of the Directors. On the 22nd, a letter from the English Government in Bombay was delivered to the Lord Commander by the English Council members Bourchier and Perrot, whereby the Ministers, in answer to the letter of this assembly dated 15th March concerning the claim of the Dutch Company on a certain James Stevens for an advance made on behalf of English shipwreck victims on Ceylon, made known that they have already written about this matter to their Masters in England, whose answer they are expecting shortly. But that in case one could not be content therewith, the Courts in Bombay were open to everyone, and as this latter is by no means a recourse that can be used on the part of this Ministry, it was understood to let the matter rest for the time being, until it shall be seen in what manner the Directors of the English East India Company feel about this debt, 103: The 24th April Anno 1769.
