The 24 April Anno 1769. ...new stone houses, and obtained 6 rooms, as well as for 5 large holds... it was suspected that a better distinction remained to be made between houses and fortifications, so the said Mr. Price promised once again his help and good assistance, and some days having passed after this without any answer having come from Mr. Price, His Honour caused further insistence to be made for a satisfactory answer; while at the same time it was privately learned that Mr. Price, having judged this matter to be of too great consequence to take upon himself, had decided to propose the same to the English Council; at which meeting, after many heated debates, it was urged through by Mr. Price that the requested permission according to His Honour's proposal was granted, and of which His Honour then also on the 14th of this month at nine o'clock in the evening caused notice to be given to the Lord Director, with the request that they would not exceed the stipulated limitation regarding the depth, length, and breadth of the walls, as such would probably cause many unpleasantries. The 110. The 24th April Anno 1769. Thus His Honour, having succeeded in this affair according to wish... ...of the council. Who declare to be satisfied with His Honour's actions. The Lord Commander having thus, after many difficulties and resistances, at last obtained full permission for this principal work from both the Castle and the town Governor, and having thus succeeded so well in his intentions, and having also already presented this matter in his separate letters to the Honourable High Indian Government with the departed ship 'T Huijs Ter Meije, hereby gave the aforesaid detailed report thereof to the assembly, requiring a record thereof, and requesting the members, each in particular, to declare themselves one by one whether they held themselves satisfied with the precaution taken by His Honour in this matter and the measures applied thereto, and consequently conformed therewith in all respects. The assembled members, having heard not without a touching gratitude the communication made by the Lord Director regarding all that had been performed by His Honour 111. The 24th April Anno 1769. ...to defer. ...the sum of 25000: 2: rupees to be advanced under surety. ...as there is no cash in the treasury. ...and the brokers are still indebted for 203904 rupees... to defer the supervision over this work to the Master of Equipment Pleun van der Kuijb, under the eye of His Honour, although His Honour nevertheless undertook to keep an eye over everything most accurately himself, in order to see to it that the expenses did not run too high, and at the same time that the work was made firm and strong, with which the members then held themselves just as well pleased as with what was further proposed by His Honour, to make an advance from the Honourable Company's treasury to the said Master of Equipment of twenty-five thousand rupees, under sufficient surety, for the purchase of various necessary building materials for this carpentry work. And as there is at present no cash in stock in the treasury with which one could manage both the aforementioned advance and the usual advance payment to the suppliers on account of contracting, whereas nevertheless the Honourable Company's brokers were in arrears as of the last day of March passed for a considerable amount of rupees...

113. 24 April Anno 1769. It was resolved to negotiate on their account, and out of this to issue ro/a 100,000 to the suppliers. The repair of the water well in front of the Company's lodge would, according to calculation, amount to Rps. 310. Rop:s 203904:- for more goods fetched than paid for, and to the settlement of which they have remained in default, notwithstanding that the Director had frequently urged them to that liquidation, and that they had often promised to do so without, however, fulfilling it to date; so it was, upon the proposal made by his Honour, unanimously resolved, as one is currently in the utmost distress for money, to negotiate in the name of the Company, but for the account of the said offices, as has formerly been more customary, a sum of one hundred and fifty thousand rupees against the usual interest of 3/4 per cent per month, and out of this to deliver at once to the Company's suppliers for the continuation of the new collection of linens currently in hand, one lakh or 100000:- rupees. The Purveyor, having been ordered according to the resolution of 11 March to draw up a new calculation regarding the cost of the repairs to the water well in front of the 114. 24 April Anno 1769. And although this is not set too high, one shall postpone it, and take another water pakali into service. As regards the case of the captured smacksloop De Mosselschulp, of which Your Highness has already twice been given notice, but on which no full satisfaction has been obtained up to now; I remain assured that now that Your Highness has personally inquired into that matter through Visaji Pandit, the restitution will also follow very soon. At least, I find myself obliged to request Your Highness most emphatically in this regard, to the end that no breach may be made, through the value of such a trifle, in our mutual good understanding, which the entire world would have to blame upon the offender: for the case in itself presents so poor an appearance that, on the one hand, I may surely persuade myself that Your Highness will be the first to devise the severest punishment against those who have sought to obstruct our sincere friendship in such a treacherous manner; while on the other hand, I can firmly assure that my High Superiors have it in their power to avenge injuries suffered, whenever friendly representations can find no place. But since, for my part, I shall never more heartily desire anything than to make the friendship of lasting duration; I therefore request once again most urgently that Your Highness please soon provide the complete and demanded satisfaction regarding this vessel; whereby the whole country will have occasion to marvel at Your Highness's justice and equity. What more shall I write, than my fervent wish that Your Highness's arms may be prosperous, and in the destruction of your enemies; and that Your Highness's good fortune may surpass those of all your illustrious ancestors in luster and beauty. That on the said 24th of April, pursuant to the resolution of this assembly of that day, there was negotiated in the name of the Company, but for the account of the brokers, from Saa Kapurchand, Singha Saa Gosaulchand Kapurchand, Saa Lalchand Gosaulchand, and Saa Likhmichand Gosaulchand, a sum of one hundred and fifty thousand Rupees, against the usual interest of 3/4 percent per month, and that 101 Rupees were advanced to the shroffs, and out of that, for the account of the Jasaan of Ravan, upon declaration of contracting, a sum of one hundred thousand Rupees was immediately advanced to the Company's suppliers for the furtherance of the collection of returns. That likewise, pursuant to the aforesaid resolution, 119. June Anno 1769. The 1st. Rs. 150000: -. negotiated for the account of the brokers at 3/4 percent. Advanced. Rs. 25000: advanced to the master of equipment under surety. advanced out of the treasury to the equipment overseer Pieter van der Kuijl for the purchase of the necessary building materials and supplies for the brick buildings to be newly constructed, is a sum of twenty-five thousand Rupees, under proper suretyship of the fellow member of this assembly, the pay bookkeeper Spierejee and bookkeeper Willem Smit, which is inserted here, having been found sufficient. Promising the provisional Master and Equipage Overseer Kuijl, who is also present here, to fully indemnify his aforementioned sureties and the sureties each other for half with respect to this suretyship, and to hold them harmless and undamaged under the same bond as above. Consenting that an instrument hereof be made and delivered in common form. Thus done and passed in the Dutch Factory of Souratta, on the day, month, and year aforesaid, in the presence of Hendrik Spierejee and Egidius Meijer, Clerks at this Secretariat, as witnesses. His Honour requests the advice of the members in this matter. it is decided to send a committee. The utterly bad and miserable dwellings, in which we have to manage here in such a manner that some even of our council members have been unable to obtain anything other than a single room of boards and bamboos for their residence, and in which dwellings one was furthermore not sheltered from the inclemencies of the air or protected from vermin, just as we dare to appeal completely to Your Honor's and Your Honors' knowledge in regard to both of these matters, have caused the first undersigned Director, as the one who has always been required by our high superiors to carry out the necessary carpentry and to make the requests thereto, to resolve to make a written request on the 5th of April last past to the Right Honorable Mr. Price in his capacity as Governor of the Castle, for the purpose of obtaining permission for the carpentry on the wharf of 3 to 4 dwellings for the council members, 6 to 7 rooms with a common kitchen and dining room for the clerks, each of the first-mentioned dwellings with a length of about 18 English yards, a width of 22 to 23, and a height of about 4½ equal yards, with a wall capable of withstanding the inclemencies of the air, under a tiled roof with a wooden ceiling and without upper stories, and the rooms with a length of 6 to 7 and a width of 4 to 5 yards; and which permission having indeed been obtained from the aforementioned Mr. Price on the 14th of the same month, we did not fail to make a start immediately with this work by purchasing the necessary materials of wood, stone, lime, etc., and subsequently by having a dwelling built for one of our council members, which is almost completed, while of another the foundations have been laid, and the wooden uprights having already been erected, being utterly unable to imagine that we could ever be disturbed in any manner whatsoever in this work—for which, as stated, we had obtained a solemn consent from Your Honor, which was also followed by the complete consent of the city Governor—relying as we did completely on the word once given by our friends and allies; however, we have had to experience, to our utmost regret, that this construction was halted and forbidden by Your Honor on the 5th of July,

Just as we, on the one hand, are completely persuaded that we have never given the slightest reason that could have justly occasioned the suspension of this permission once granted—while, if one might sustain that in building we had slightly exceeded the determined limits agreed upon in that regard, this was based on the word of your Right Honorable and your Honors' Commissioners, who upon making the first inspection declared to the Director that a little matter of a few feet in length, breadth, or height would not be so strictly scrutinized, and as regards the thickness of the walls, it is certain and can be proved by us that we made them approximately 2 to 3 inches thinner than the Master Mason deemed necessary to make a house capable of enduring against the weather and rain—so your Right Honorable and Honors, on the other hand, are overly convinced of the purity of our intentions, and that with the construction of these dwellings we could never have aimed at anything other than to protect ourselves better against the injuries of the elements, and thereby to make our stay in these regions more bearable and pleasant. This has surprised me to the utmost, and I now find myself obliged to inform Your Right Honourable briefly that with us it has always been a constant practice that such requests to the Gentlemen Chiefs of the English Nation here have been made solely by the Director, and that the respective Dutch Directors have always been left to demand such matters by our High Superiors without concurrence of the council, and that Your Right Honourable will therefore please not take it amiss that I cannot depart from a right granted to me as Director of the Dutch Company at Surat and from the ancient customs that have been in use here since the establishment of our trading post, but that I instead once again most kindly request Your Right Honourable by this letter to grant me permission to construct a new wooden pier in place of the old washed away one, insisting on this all the more strongly because the arrival of our ships is imminent, and without a new pier we are unable to unload the same. And finally, that the sentence passed by the Honourable Court of Justice and presented to His Honour in the case of the Honourable Fiscal Reinier van Harn against Jan Verne of Douverne, soldier, and others, was approved by an act following below.
