copper; we have subsequently seen with pleasure, from the servants' letter to Your Honour of 19 June 1765, that those planned arrangements had been carried out, and that the Japanese had not only acquiesced to the reduced delivery of merchandise, but that they had not even insisted on bringing more Bengal silk fabrics in addition to the goods for presents; notwithstanding that, according to previous reports, they had been very fond of those sorts of goods; Respectful Reply to the adjacent In compliance with the adjacent respectful orders of Their High Excellencies and Most Honourable, the undersigned can, as far as it has been possible to investigate, inform Their High Excellencies and Most Honourable that since the regulation of the year 1765, a marked change has occurred in all respects concerning the export of copper, both with regard to the private transport which the Lord Governors introduced as their percentages on the same footing as the plate copper was formerly, and for that price is now transported thus by the Honourable Company, as with respect to the Chinese, who have managed to obtain an increase above their fixed assessment of 10600 picols, and according to what has been brought to our notice on that subject, it consists of a regulation of 1000 picols for each junk, sometimes indeed 1 to 1200 picols more if its delivery consists of goods that are pleasing to the Lord Governors; according to the same reports, the number of those sailing vessels is said to have recently been fixed at thirteen vessels annually, and thus that nation taken as a whole would transport three thousand picols more than the aforementioned assessment in the year 1765 entails. That such an advantageous change has come about for them is related by the Joint Interpreters to have its origin in that the Chinese try as much as possible to please the Lord Governors by supplying goods most desired by His Honour, for which one should mainly take the manufactures and silk fabrics which, although brought by them in a small quantity as appears from the interpreters' statements in the invoices of that nation inserted in the daily register, their wrappers and seals having been obtained through some Japanese, were found to be French and English fabrics, though which according to all their own admissions are not to be compared by far with those of the Honourable Company in quality and fabric. The desire which the Japanese have for manufactures is now most clearly evident, since now a junk beyond the ordinary number from Canton, and that without the usual pass from the Lord Governors, having arrived here, notwithstanding all the efforts made by the supercargoes accustomed to trade here in order to prevent its unloading, the Lord Governor nevertheless saw fit to accept that cargo, only as it is said because it had brought broadcloth and perpetuanas. This is all that we can bring to the knowledge of Your High Excellencies and Most Honourable on that matter, therefore living in respectful confidence that through this, though slight, yet to the best of our knowledge given elucidation, will satisfy Your High Excellencies and Most Honourable. It has further appeared to us of particular note, in the further answer of the servants to the extract of our General Missive of 2 October 1759, that the quantity of copper previously delivered to the Chinese was also noticeably reduced, and that nothing at all was permitted to private individuals; for that being true, it would not be implausible that truly less copper was gathered, since no reason was given to think that the use of copper in the Empire itself has increased so noticeably; that there would be consumed the quantity that was previously exported from the Empire, and it is also not to be expected that the Japanese, without any reason, would wish to deprive themselves of the advantages they enjoyed by delivering more copper; while however in the previous report it was said that there was enough copper in the country. And the servants attributing the diminished delivery of that metal to the private views of the city Governor, it would be pleasing to us to be informed with certainty whether it is true or not true that a less than the usual quantity of copper was also delivered to the Chinese; and the servants will therefore have to do their utmost to discover how matters stand therewith, and meanwhile on all suitable occasions and by appropriate means strive to bring the delivery of copper to the Company back to the former footing, of which they already give some hope in their report, and which we wish may soon be fulfilled; we further judge with Your Honour that it is best to continue the Japanese trade according to the arrangement that was recently made thereon by Your Honour, for even if in certain cases it might be more advisable to let the ships depart from this Empire all together without breaking bulk rather than submitting entirely to the unreasonableness of the Japanese, that means would nevertheless in this case not achieve the intended purpose, and in our opinion it would be even much less advisable to attempt, by means of coercion, to compel the Japanese to yield more copper to the Company. 47 Resolution Taken In the Council of Policy on Wednesday the 9th of August 1769. The collective members of this assembly having appeared together upon convocation by the presiding Chief Crans, the incoming Chief Elias, the Warehouse Master Feith, Trade Bookkeeper Stoesak, and Dispenser Freude- -man were introduced into the Council and granted a seat, as well as the scribe Bysterveldt, his certificate having been delivered; the newly arrived Honorable Company's papers were attentively read, and it was resolved to obey the orders contained therein as strictly as possible in all points. Furthermore, it being submitted for deliberation by the presiding member of the collective members, that although in the past year 4 pieces of assorted cloth were demanded for each of the Lord Governors, those gentlemen, according to the statement of the interpreters, would be satisfied this year with a gift of 2 pieces of cloth each, being 2 pieces of yellow and 2 pieces of light green, in view of the small supply of that material, being satisfied with the reason given by the first signatory concerning the later arrival of the expected ships from the Fatherland, it was hereupon unanimously resolved to grant this. While it was also resolved, according to ancient custom, to deliver to them the invoices of both ships, Gansenhoeff and the Maria Jacoba, in order to be able to make a swifter beginning with the unloading of the Honorable Company's merchandise, which was also approved, as well as to have the ordinary edicts, together with the newly arrived advertisement of the picis and the placard concerning the smuggling of tortoiseshell, camphor, etc., published and affixed in the customary places both here and on board both ships. After the assembly of the collective members, it was brought to their knowledge by the Governing Chief Crans that the Japanese had accepted all arrived merchandise at the old prices, except for the tortoiseshell, for which they had offered 3 3: 5: 2: — or f 5: 16: — per catty, and that being the absolute maximum that they were willing to give for it; therefore submitting for consideration that, although it is true that upon exact recalculation it was found that at that price it would yield a small and negligible profit of ½ percent, whether it was not more advantageous to dispose of that lot rather than take it back to Batavia, and that for two principal reasons: firstly, that if it is not relinquished, funds would absolutely fall short, and one would thus be unable to comply with the express desires of Their High Nobilities in order to obtain as much copper as possible, since the Japanese will give nothing more without money, especially in this case, the more so as they offer Z 1: —: — or f 1: 13: — more than has ever been given for Company tortoiseshell; secondly, if it were sold in Batavia, one could assume with sufficient certainty that instead of even a small profit, a considerably large loss might be suffered: all of which having been maturely considered, it was unanimously resolved to deliver it at the aforementioned price, while further taking into deliberation the request of the two city Burgomasters to deliver to their Honors eight pieces of raw leather shields instead of the small birds demanded by them, which however died on the voyage hither; in the same respect, four reports are to be sent over to Your High Noble Right Honorable Lordships, the first containing that the ship officers raised no difficulty in transporting the quantity of thirteen thousand nine hundred twenty-five picols of bar copper and the further goods designated by Your High Noble Right Honorable Lordships, divided across both vessels; the second from the provisional junior merchant and dispenser regarding spoiled tent wine, unusable for the Japanese; lastly, two further reports, namely from the provisional merchant and Warehouse Master, and from the junior merchant and Trade Bookkeeper, both having reference to the drafting of a return of the trade conducted, in accordance with an arrived model; upon the abovementioned points it being resolved: firstly, to the delivery of the mentioned shields; secondly, in accordance with the declaration of the ship officers, to divide the cargo equally between both ships, as well as to send the tent wine toward Batavia and account for it by invoice; and with respect to the last-mentioned reports, being unable to satisfy the desires of Their High Nobilities for reasons stated more fully in the aforementioned report, therefore to have a return drawn up on the old footing for this year until further orders, and to send it thus to Their High Nobilities. 53 Resolution Adopted In the Council of Policy Wednesday the 18th of October Anno 1769.
