With the safe arrival of the ship Renswoude at the island of Ceylon, we had the high honor, through the address of the ministry there, to receive Your High and Noble, High and Honorable Lordships' much esteemed letter of 25 October 1769, with the annexes belonging thereto according to the enclosed register dated 25 November following. The extracts received alongside it from the demand of returns from the Indies we have, in so far as this government is concerned, immediately divided among this main settlement and the subordinate factories of this coast, of which the procurement both here and at the offices of Sadraspatnam and Palleakatta having already taken place, the contracts with the merchants have been concluded at the most recently paid prices; likewise at Palicol with the withdrawal of the increase granted on the coarse cloth, while it is hoped that at Jaggernaikpoeram the merchants will also be persuaded to allow the increase granted to them to be deducted. But the traders of Bimilipatnam have refused to listen to any diminution of the 1 per cent enjoyed by them, as is treated more broadly in our advices being dispatched today to Their High Excellencies the Noble High Indian Government at Batavia, to which we, not only in that respect, but also regarding our humble reply served in the margin of the extracts from Your High and Noble, High and Honorable Lordships' respected letters of 7 and 25 October of the past year, refer to the aforementioned High

addressed to the High Indian Government, we refer with much respect, trusting that the same may also enjoy the honored approval of Your Right Honourable, in which expectation we further accompany this with the copies of our taken resolutions since 27 November of the past year until 23 November of this year, as well as the copies of our successive letters under dates 21 March, 30 June, and 29 September last, offered to Their Right Honours, by which Your Right Honourable will be pleased to observe what occurred and was executed in the Company's service here on the Coast, as well as that the collection in the closed trading year over the entire Coast has amounted to a number of 3765 packs and thus 329 packs more than the previous year, of which a further distinct demonstration is made in the accompanying answered demands, and attached thereto two separate statements, which at the same time accompany the provisional answered demands for anno 1774. Regarding the arrears of the merchants on this Coast, we find ourselves, due to the non-receipt of all the papers relating thereto, once again unable on this occasion to give Your Right Honourable a full report thereof, wherefore one finds oneself placed in the necessity of postponing it until a further opportunity, although one can at the same time testify that, as far as can be perceived from the papers already received, the debts this year have not increased, but will have decreased again by a neat little amount. The farming out of the country's domains here at the headquarters having been held as usual under the ultimate of August last, the same together have yielded an amount of ƒ5161: 1: 8, being ƒ3613: 2: 8 more than anno passato, while regarding the farming out of the Company's revenues at the subordinate factories and that which has been further sought and pursued toward the increase of the revenues, we respectfully conform to the letters of today's date offered to the Honourable High Indian Government. By the ship De vrouwe Elisabeth, projected via this coast for Bengal, which arrived here on the 5th instant and on the 14th thereof continued its voyage to the Ganges, I had the honour to receive separately Your High Nobilities' revered secret missive dated the 14th of July of the past year, and serving herewith as the requisite reply to the same, it appears to me that the Lord Nabob of Arcadoe is only intent on delaying the matter concerning the ceding of the weaving villages situated around and near Tutucorijn, without coming to a definite conclusion in that regard, as I have not yet heard that they have succeeded at Colombo in the settlement thereof, any more than it has been willing to succeed here. And as regards the discourteous reply of the English Ministry at Madraspatnam in view of the warning so amicably given to them by me to desist from the navigation to Banjermassing, the same has left unanswered my letter of the 13th of December 1769, in which I represented to them their unconscionable manner of thinking in the most emphatic terms, so that the affair between us has remained at that; but whether this is to be attributed to a conviction on the part of that ministry regarding their mistaken conception in this matter, time will have to show. Among the articles of trade that are sold on the Coromandel, concerning Japan bar copper it has come under consideration all too often whether the diminished sales on this coast should not be attributed to the noticeably lower prices for which that mineral was sold in Bengal and elsewhere, as it was thought necessary to deduce therefrom that private navigators, buying up the same at the aforementioned places, would be able to transport it with profit to Coromandel. Now although this consideration is well founded in reason, when one takes note of the great difference in prices between here, Bengal, and elsewhere, yet because upon my arrival on this coast I could not perceive that the influence it had on Coromandel was of such a nature that there did not always remain an outlet to dispose of our annual stock of merchandise, that caused us to resolve not only to continue in the sale of Japan bar copper at the fixed retail price, but, as soon as I noticed that the demand therein somewhat increased, even to proceed to an increase, as Your High Nobilities were given the required notice thereof in the past year. It was also my fortune to observe with pleasure that, meeting no obstacles, that price increase allowed sales to continue unhindered, and thus the greater profit therefrom flowed into the lap of the Honourable Company until the month of February last, when the sales at this main factory suddenly ceased, through the sale that the French ministry at Pondicherij undertook of Swedish copper, and that at incomparably lower prices than those for which the Japan bar copper had found eager demand to date. This Swedish copper, brought out by the French ships, does not consist of ordinary Swedish plate copper, which in working is not at all comparable to the Japanese, but in Swedish copper coinage, being oblong flat pieces of various sizes stamped on the four corners and in the middle, and which the Malabars say to be refined copper, just as good and for some uses better in working than the Japan bar copper. Among the same are pieces that weigh 3 lb, and on which the stamp of 2 daalders silver coin appears, which as I have been informed amount in Swedish money to 64 stuijvers at

at 32 stuijvers per daalder, and which 22 Swedish stuijvers are calculated in trade affairs at 15 Holland stuijvers, consequently the aforesaid pieces of 3 lb come to 30 Holland stuijvers, which amounts to 10 stuijvers per lb, or according to the current exchange rate here, 54 New Nagapatnam pagodas per bhaar of 480 lb. When the French gentlemen or others now sell that copper for 90 New Nagapatnam pagodas the bhaar, as has happened at Naoer with a considerable parcel, then an advance of fully 66 per cent is made upon it; but the expenses not yet having been deducted therefrom, the calculation can be made more accurately if one estimates it according to the same kind of copper coin dispatched hither from Batavia in the year 1751 with the ship Lijden. The same was calculated at that time at 57 guilders 16 stuijvers 8 penningen per 102 lb, and sold here at auction for 88 guilders 15 stuijvers for the same quantity, calculating 52 and a half per cent; if one now assumes that according to this calculation the difference from the 66 per cent is absorbed by expenses, there still remains a considerable profit to encourage the foreign nations to import such copper when it is to be had, and such will now especially be all the more to be feared due to the free navigation which the King of France has granted to his subjects to the East Indies. In the opinion of the undersigned, there remains no other means to counter this inconvenience so damaging to the Company's trade in Japanese bar copper, and to deprive the foreign nations of the desire for the further importation of the Swedish copper, than solely this: to place the Japanese copper on an equal price with the Swedish, or somewhat lower according to what one shall find for what price the Swedish copper is sold in the future. Subsequently one could raise the price again as soon as the matter was such that one saw that the foreign nations, deterred, no longer imported any Swedish copper. It is true that this cannot happen without loss to the Honorable Company, in consideration of the present selling price of the Japanese copper being 100 New Nagapatnam pagodas, or 416 guilders 13 stuijvers 8 penningen Netherlands currency per bhaar of 480 lb; however, that loss would be only for a time, and if one on the other hand also reflects upon the price for which the Japanese copper was bartered or purchased by the Honorable Company in Japan, namely 100 lb for 24 guilders 15 stuijvers, making for the bhaar a sum of 118 guilders 16 stuijvers, not yet counting the cost of the boxes and 2 per cent commission, then the profits on the same are still considerable enough to forfeit for a time the greater advance that is currently gained upon it, rather than to let a trade of foreigners take root, which, once it had established and expanded itself, would throw the Company's trade in Japanese copper entirely into disarray. At least, there would then remain no other means than to proceed to a price reduction without, however, gaining anything further by it, whereas this trade having now only just begun, it is thus all the easier to stifle it at its birth. However, up to now the sale of that Swedish coin has had no influence on our trade in Japanese copper at the northern factories of Jaggernaijkpoeram and Bimilipatnam, nor brought much prejudice to the vent at Sadras and Palleacatta, and thus the same is for the present of little detriment, and unnecessary to make any price reduction for the time being, the more so because that Swedish copper is already sold out. However, it is to be feared that the French traders, or those who shall trade to the Indies under their flag, informed of the considerable advances that the aforementioned Swedish coin has yielded lately, will apply themselves vigorously to the importation thereof and therewith fill the Indostan empire, now all the more easily since that coin, the export of which was previously contraband, may now, according to the latest news from Europe, be exported. The apprehension that such an undermining in our copper trade might exist has compelled me to communicate this matter in its particular circumstances separately to Your High Excellencies, so that when the same should become public or be discussed in our general advices, we might not be forestalled in a case that is well worthy of being countered by prompt remedies; and therefore I request Your High Excellencies to be pleased to furnish me in this regard with such orders as Your High Excellencies shall judge to be necessary and expedient. However, my indisposition does not permit me, in fulfilling this wish of mine, to direct the affairs of this government any longer with that zeal and attention that I have always been accustomed to do up to now, and which is also required if all is to continue to go well; for of the entire year that I have already been ailing, I have now already been bedridden for several months, which has extremely weakened and exhausted me. To the Right Honorable Sir Pieter Isaksteen Extraordinary Councilor of the Dutch Indies Governor and Director of this Coast of Coromandel with the dependencies thereof, etc., etc., etc. Right Honorable Sir The undersigned, in dutiful observance of the respected orders of their High Excellencies contained in the dispatch of 22 May 1770, and further demanded of the undersigned by this Council by resolution of 6 September of the same year, to show and clearly elucidate the cause of the great difference between the Cash Accounts, as of the end of August 1762 and 1763, and the trade books of the said years, with respect to the balances of the petty cash, since the same, according to the first, showed pagodas 25420. 21. 20 and pagodas 13425. 5. 50, but according to the latter only pagodas 14231. 1. 50 and pagodas 27272. 14. 70 respectively, or less in the trade books than in the Cash Accounts by pagodas 11189. 19. 50 and pagodas 16152. 14. 60. Whereupon, in all respect, the following is submitted as a beginning: The Cash book or otherwise stated Cash Account was closed at the end of August 1762, with the above-cited amount of pagodas 25420: 21: 20. Against this, Cash in the trade books was as follows: Cash under Francois Crucius, pagodas 14231: 1: 50. Cash under Paulus Looman, see page Journal 266, pagodas 11189: 22: 10. The entire state of the petty cash was thus in the trade books pagodas 25420: 23: 60. And thus shows a negligible difference of pagodas 0: 2: 40. Which difference mostly arises from disbursements made here, both to vessels that do not belong to this government, as well as especially at that time the recruitment of various peoples and sending them to Ceylon, as can be seen in the months of September and October in the Cash book, and which disbursements are sometimes accounted for 2 to 3 months after the date, from which a slight excess or deficiency easily arises, especially in the smallest fraction or in the casses. The reason then for the difference of the Cash book or Cash Account, which amounted in balance to pagodas 25420: 21: 20, and the trade books against it pagodas 14231: 1: 50, whereby a considerable difference appears of pagodas 11189: 19: 50, one only needs to note here that the late Cashier Paulus Looman was in arrears in his Cash dated the end of May 1762 by pagodas 32307: 7: 30. From which was directly transferred to Cashier Crucius, on account of what was received from the Executors as can be seen in the transfer, see Journal page 121, pagodas 15: 22: 20; as well as on account of freight monies which were received by Crucius, and with which Looman had already been debited, to be seen on page 237, Journal 1762, pagodas 5561: 11: 0. Thus relieving Cashier Looman for pagodas 21117: 9: 20. So Cashier Looman still remained in debit for pagodas 11189: 22: 10. Which in the trade books continued to be kept separate: namely Cashier Crucius was debited for the receipts, and Cashier Paulus Looman was entered in the balances as a debit of pagodas 11189: 22: 10, since his debt to the Honorable Company could not be satisfied in that year; but in the Cash Accounts no mention was made of this separation, and both of these Cashiers continued to run under one principal sum; and this is the only reason for the great difference between the Cash book of pagodas 25420: 21: 20. Because if one adds to the debit or the balance of the new Cashier Crucius, which at that time amounted to pagodas 14231: 1: 50, the debit of Looman of pagodas 11189: 22: 10, total pagodas 25420: 23: 60, there again appears the slight difference of pagodas 0: 2: 10. Thus the trade books fully agree with the Cash Account, except for the small difference of 2 fanams and 10 casses. Now proceeding to the elucidation of 1763, whose Cash Account in that year required pagodas 13425: 5: 50, and the Trade books only pagodas 27272. 14. 70, which causes a great difference of pagodas 16152. 14. 60. The source of these discrepancies is as follows: The trade books report not only the balance of the Cashier Johannes Haselkamp, which at that time was pagodas 27272: 14: 70, but also show separately on page 270 Journal, the debit of Paulus Looman, which was running at pagodas 12500: 18: 30. Thus Cash Account together in the trade books amounts to pagodas 39773: 9: 20. Carried forward: Brought forward pagodas 39773: 9: 20. And the Cash book on the other hand reports pagodas 13425: 5: 50. Thus there still declared a difference of pagodas 3651: 20: 30. Of which the following is the cause: The amount paid out of the petty cash here, to the Orphan Masters according to the order of their High Excellencies of 31 May 1763, which from here was charged to the account of Batavia by invoice for pagodas 650: 0: 0 or rixdollars 1300, see Journal page 209, which in that book year was not written off in the Cash Account, but only deducted in the following year, see Cash book. Item, the under-deduction in the Cash Account for the provisions sent to Jaffnapatnam and what was supplied for the sloop De Schildpad, pagodas 1: 13: 48, making pagodas 3651: 13: 48. The orders contained in the extracts from Your Excellencies' revered Resolutions we have already partly obeyed and executed, and as far as Europe is concerned, in our respectful marginal reply to the revered letters of the Lords Majors, inserted in our latest advices sent via Ceylon, of which a copy respectfully accompanies this, the requested elucidation has been given, along with everything concerning the sale of the elephants, while the further recommendations are also duly taken into observance; just as regarding the obscurity that arose for Your Excellencies concerning the money remitted to Batavia via two bills of exchange by the repatriated former cashier here, Johannes Haselkamp, this has been extensively treated in our resolutions of the 5th of June and 21st of August of the past year, and consequently the required elucidation in that regard will, we trust, have become sufficiently apparent to Your Excellencies from the report and annexed papers regarding the investigation made into the actual state of affairs of Haselkamp's matter, concerning the shortage in the Treasury and the liquidation of the same; and we request Your Excellencies for orders whether one may grant satisfaction to the sureties of the said Haselkamp from the moneys of the same that are still to be found here. Regarding the committed mistakes, both at Palicol concerning the painted handkerchiefs and at Jaggernaickpuram regarding the bale of salempores being bleached, we shall make Your Right Honourables' displeasure known to the chiefs and take the necessary care that such no longer happens, and furthermore not only here, but also at the subordinate factories, recommend what is necessary for the improvement of the defects found in the piece goods sent from this Coast, as well as further interdict the Pulicat chiefs from accepting and sending unordered cloths manufactured after strange patterns; just as was done by them regarding about 43 bales of unwanted cambays, and furthermore write off to Jaggernaickpuram the offered collection of the stamped chintzes manufactured there, on account of their undesirability at Batavia; just as we shall also cause to be announced to the Porto Novo merchants Your Right Honourables' decision to accept no more rejects, on that condition as was mentioned in our submissive letters of 18 December 1768; although in the past book-year, in conformity with what was communicated in our aforementioned recent advices dispatched via Ceylon on 20 December, in order to recover as much as possible of the debts of those merchants, we were obliged to accept their rejects again, which however are being forwarded with the bearer of this for their own account, because already before the receipt of the interdict, the merchants were credited for them in the books and their accounts closed; however we shall henceforth do so no more, and in the meantime see to it that what was lost or the lesser value of the rejects sent last year, together with the advances stipulated thereon, be made good to the Honourable Company. Now regarding the piece goods trade further, the reports of Pulicat, Palicol, and Jaggernaickpuram concerning the contracting of the new cloth demand, which were lacking to us at the departure of our recent advices via Ceylon of 20 December of anno passato, have since come in shortly after one another, all reporting the closing of the trade agreements thereof for the last paid prices, as according to the chiefs' writings there was no possibility of contracting for any price reduction; the merchants at the two last-mentioned factories even refused to be persuaded to drop the recently granted increase on the coarse weave, wherefore they had to be condescended to therein, in the hope that one will succeed better regarding the upcoming contract. The merchants of Pulicat have, according to the chiefs' letters of 6 December passato accompanying this in copy, out of the cambays demanded for Batavia after 25 numbered handkerchief patterns, accepted to deliver only 20 of those patterns for the last paid prices, and waived the remaining five patterns of No. 4, 8, 12, 13, and 21, because of the difficulty of the work and thus being more costly in their value, they could therefore not be made or supplied for the last prices, as also the gingham underdrawers checkered long 16 and broad 2 cobidos, for the prices offered to them by the Honourable Company, being for those which consist of 14 patterns, and mostly in red patterns, as well as required for the trade for Batavia: per bale of 100 pieces: pagodas 245. -. -. the premium of 8 per cent thereon: pagodas 19. 14. 32. together: pagodas 264. 14. 32.
