47. subject to such a difference, why. on 3 2: 50 ƒ 17. 14. 13 1/2 per cent, being that according to 12 patterns for Europe, just as a similar difference is subject to the same sort of goods of 12 patterns demanded for Europe, although the samples thereof consist of less white and black than those demanded for Batavia, but the requested increase has been refused, and we have rejected that demanded increase at our session of 29 December, considering that if the same were granted, the merchants, as we know by experience, will again claim an increase in a year or two on these or other assortments, therefore ordering the chiefs to persuade the merchants to accept the same for the prices paid the previous year, but if the merchants absolutely refused to proceed to that, then to report distinctly to us the prices for which they could deliver the aforesaid selected assortments at the very least, in order then to take an appropriate decision thereon; as we have then also received in reply, by their letters of 25 February last annexed hereto in copy, that the merchants not only persist in their previous decision, but moreover have given to know that, even if the increase requested by them on the aforesaid patterns, whereof they now except only four, namely No. 4, 8, 13 and 21, were granted, they nevertheless were not in a position to accept the delivery of those fine diverse cambays, as well on account of the poverty and the absconding of the weavers as of the heavy, difficult and tedious nature of the work, as the chiefs have convinced us by sending the samples, requesting therefore to be excused from collecting them, and that on the contrary it may be permitted to procure the demanded quantity of cambays according to the remaining 21 numbered samples for the most recently regulated prices, all more fully set down in the aforesaid letter of the chiefs, wherein they at the same time show the mistaken statement made in their letters of 6 December of the differing prices paid by the Honourable Company and private individuals for the checked gingham underpants 16 cobidos long and 2 cobidos wide, according to which latter statement the private individuals spend fully 12 per cent more for them than was paid by the Honourable Company, instead of the 3 per cent fully stated in their aforementioned previous letters; however much those representations made by the chiefs agree with the truth, and the said four samples are fine, and also difficult to weave, we nevertheless decided at our session of the 12th of this month rather to desist from the collection of those cloths than to condescend to the requested increase without Your Excellencies' prior obtained special authorization, as the same has also been rejected, and the chiefs have been authorized to have the required cambays made according to the remaining 21 patterns; and concerning which we request to be honoured with Your Excellencies' revered approval, for our information for the next tender; furthermore referring ourselves to the aforesaid decision as well as to the letter dispatched thither of the 13th instant, regarding the reasons given by the chiefs and their merchants concerning the remaining unfulfilled of diverse assortments on the expired requisition, dealt with in our previous resolution of 29 December and the letter dispatched thither of 8 January following; as the merchants have been threatened concerning the northern cloths that if they do not deliver sounder assortments, we shall take the collection thereof from them and order those cloths from elsewhere, just as we have also, in order to convince the chiefs of their inattention in the sorting, sent back a bale of checked Indian portage rumals, to be returned to the merchants and their account to be debited for it. In the meantime, upon the instance presented by the chiefs on behalf of the merchant Tjelladoe Kondaija Chittij, there has been assigned to him one fourth in the delivery of the required Pulicat goods, so as to be on an equal footing with the other traders dealing in three partnerships, not only because he is capable enough for it, being accredited with a considerable fortune, but also in case of a deficient delivery by the

Decay of the linen trade at Sadraspatnam. the northern or Wentapalem cloths, in which he participates alongside the others, in order to be capable of providing in cash the outstanding balances of the funds advanced for the procurement, towards the prompt annual liquidation of the accounts. The Sadraspatnam merchants, having chosen according to their own preference, pursuant to the allocation in our aforementioned latest dispatches sent via Ceylon, the assortments and quantities that they were inclined and had undertaken to deliver from what had been assigned to them of the demand for the fatherland and India, we had expected nothing other than that this factory would now have excelled in the delivery of sound linens. Report book of the sorted linens, and what appears therefrom. However, the receipt of a letter from the chiefs of 1 February last, to be found in copy among the annexes of this, showed to our regret that not the least reliance can any longer be placed on either the old or new merchants there. And we have had to wonder both at the decay of the linen culture at that formerly so flourishing factory, and at the arrogance of the merchants in praising and inflating the prices of their rags. For, according to the aforementioned writing of the chiefs, at the latest sorting held in the pack-house, they were obliged out of the 350 pieces brought in to reject 269 pieces. And for further proof of the same, they have also sent us an extract from the report book of the daily sorted linens, a copy of which is annexed hereto, 51. according to which, of the 2207 ½ pieces of guinees brought to the pack-house from 17 to 31 January last, to our utmost astonishment no more than 2 pieces could be accepted as first sort, 23 pieces as second sort unbleached, whilst 762 pieces were sent to the bleach-field, 836 to the dye-house, and the remaining 504 ½ pieces had to be rejected. And when the aforementioned 1598 pieces return from the wash and the dye-house, possibly half of them, if not more, will likewise turn out to be rejects. It is similarly situated with the salempores delivered on the same occasion. The complaints of the chiefs concerning that intolerable conduct of the merchants are described at length in their aforementioned letter, with the declaration that they knew of no further remedy Complaint of the chiefs regarding this. against those daily increasing malversations, since all their efforts, exhortations, and admonitions in that regard were fruitless and of no influence. At the same time disclosing their continual anxious care regarding the outcome of the debts of those merchants and the recovery of the Company's funds entrusted to them, as well as their fear that not only would the debts of the three old merchants increase instead of decrease, but also the new trader Andiaspa Moddelij must inevitably become a debtor as well. This delicate matter having been taken into mature deliberation at our session of 12 February last, and the little effect of the representations Remark thereon. and 52. What the chiefs were ordered. and complaints repeatedly made to the merchants in this regard having also been remarked upon, therefore for the present nothing else could be done in that respect than solely to be mindful of preserving the Honourable Company from loss regarding the cash received by the merchants. To that end, to set everything in motion and to employ subtlety, good words, promises, and if necessary also severity, holding before them that although the former was not commendable, one nevertheless had to deviate from such strict punctiliousness towards shameless deceivers. And to that end we have had the merchants encouraged to deliver far above the demanded Continuation. quantities of linens, with the promise that everything not serving the Honourable Company would be returned. Therefore, to accept whatever is delivered by them, however bad it may be, and everything having been brought in, and it being found that what was accepted as sound, together with what turns out to be of valued and unvalued sort, does not amount to as much as the cash received by them, then to send all the rejects hither, to be sold here by public auction in the month of August next, but not later, since the Achinese, Quedan, and Malaccan traders will then still be present here, and those cloths, however bad 53. How the merchants obtain their linens. one has had those merchants flattered with a further price increase to be solicited for the following year. But should they delay the bringing in of cloths, it is in that case ordered to place those merchants under arrest at the pack-house or elsewhere within the fort, and to threaten that they would not be released therefrom if their cannapols do not pursue the delivery, until such time as the advanced funds have been recovered and no bankruptcies are to be feared. Concerning the ordered formation and arrangement of the returns of the trade goods and other items being sold, following the models received thereof, doubt having arisen whether separate entries should be formed in the books for the expense accounts with which the sold merchandise etc. had to be debited, and consequently whether the monthly sales accounts, both at this head station and the subordinate offices, should be altered accordingly, and whether also accordingly the summaries, which are formed annually from the returns and entered under the last of August in the books to the credit of the profit account, should likewise be changed, or rather left on the previous footing, we have, 64. and on what foundation. at our session of the 12th of February last, maintaining it not to be Your High Nobilities' intention that any change should be made in the books in that regard, because with that order a more ample instruction and rule would then have been attached as to how and in what manner those accounts should be liquidated, as also not the slightest mention thereof was found to have been made in the report presented to Your High Nobilities by the Castle's senior merchants on that account, which would otherwise certainly have occurred, decided to make no change in the books, but only to form annually a General return of all Coromandel debited with such expense entries as indicated by the received model, and in order to fulfill the intention. request for orders whether the merchandise sent from here to the offices must also be so debited: to send it alongside the books to Batavia, in fulfillment of the requisitions contained in Your High Nobilities' revered resolutions of the 30th of September 1768 and 16th of May 1769; and which orders and regulations have been made so that the intention may be fully complied with, we have on that day at the same time devised and prescribed such orders and regulations with respect to the administrators and other officials, both at this head station and the subordinate offices, as are recorded in detail in that council resolution, to which we respectfully refer to avoid prolixity, with the request to be furnished with Your High Nobilities' revered approval concerning this, especially whether the merchandise that is dispatched from here to the subordinate offices 65. and what has been noted in this regard for reflection. of this Coast should also be debited with the expenses of transit, sea risk, and administration charges, noting in this matter at the same time for reflection that all merchandise sent from here to the subordinate offices, as well as from one factory to another, is burdened with 1 1/2 per Cent for charges on merchandise, and consequently they have higher purchase prices at the offices than here; for which reason we have ordered thither, in their General returns, to debit the merchandise once again with 1 1/2 per Cent, because there too, both in storing the trade goods and in selling them, they are subject to administration charges, such as chialeng, coolie wages, etc.

Because all the linens, except the chintzes and dungarees, must be paid for in that coin, now some years ago, or since one has not been able to obtain so much gold of such a high alloy fit for the minting of that coin, it was granted to the merchants, upon the proposal of the chiefs, to take as many spices and other merchandises from the Jaggernaijkpoeram warehouses on delivery of linens as they saw opportunity to sell to the inland merchants coming down, both for cash and to barter for cotton and cotton yarn, in order thereby to prevent as much as possible the stagnation of the collection of this factory, which was otherwise feared, since annually no more than a quantity of 30 to 40 thousand pagodas of that specie could be sent thither, of which one even had to hold back a third or half and employ it for the procurement of the red or dyed cloths at Jaggernaijkepoeram. The merchants taking merchandise in this manner to the amount of 10,000 pagodas, received for it, according to the introduced method of selling the merchandise in new Nagapatnam pagodas at a 4 per cent agio, 10,400 of the same pagodas, which they are again obliged to exchange into three-figure pagodas at a loss of circa 14 per cent, if that bartering takes place in the Nagapatnam three-figure pagodas, whereas they otherwise must pay 18 and more per hundred for Madraspatnam ones, although there is no difference between the alloy and the stamp, yet the natives, according to their well-known arbitrariness and obstinacy, are so set upon it that they will not carry on trade or calculate in any other coin specie than that of the English; this is also the reason why the Dutch three-figure pagodas are about 4 to 5 per cent more disadvantageous in the course of trade against those of the British, thus showing in the first place the loss to which the Palicol merchants are subject, upon whose vehement complaints made on that account the former ministry here, pursuant to the resolution of 7 April 1763, and the subsequent approval of Your Right Excellencies by revered missive of 4 June 1764, resolved to credit them with 4 per cent agio, and on the Porto Novo pagodas 8 per cent, pursuant to which authorization contained in a letter from here to Palicol dated 8 April 1763, those traders, conformable to what was transacted in the trade journal of that factory for the year 1763/4, on pages 47 and 48, were credited for that added 4 per cent since 1751 to 1764 inclusive, with an amount of: Pagodas 6400: 9. 5/8, ƒ 29161: 16: 1½ in 1764/5: 821: 12. –, ƒ 3696: 15: – in 1765/6: 1209: 9. ½, ƒ 5442: 5: 10 in 1766/7: 907: 11. ¼, ƒ 4083: 12: 3 Together: Pagodas 9418: 18: 3/8, ƒ 42384: 8: 14½. The objection to sell the trade goods for ready cash and to exchange the proceeds thereof for the required three-image pagodas for disbursement to the merchants, in order to be freed from the trouble that is attached to the disbursement of merchandise and the procurement of the aforesaid specie, as well as the removal of the opinion into which one might fall that by that treatment merchandise was forced upon the merchants, which according to the orders may not happen, refutes itself when one casts an eye on the following considerations: That the merchants are not capable of buying such large quantities of merchandise for cash payment at one time, because the inland merchants bring no money, but cotton and cotton yarn, along with other trading goods, which they exchange for spices, copper, and other trade goods. The Company's merchants distribute the cotton and yarn among the weavers, brokers, and others who are mostly poor and destitute people, and thus of themselves not in a position to purchase it, and take in return cloths in their stead to deliver to the Company.
