setting forth of the right which they held to the Circairs or the Northern Provinces ceded to them, having been candid and straightforward, provided that this Government also pleased to explain itself by demonstrating the extent of the Company's possession and the privileges attached thereto within the same, as well as by virtue of which document one possesses the same, and how they might then obtain a view of the original pieces thereof, should the inspection thereof appear necessary to them; so it is that, having deliberated thereon, and having also reflected that, since those Ministers have given disclosure of their acquired privileges, it was nothing more than fair that one should give them notice of the privileges possessed by the Honorable Company, consisting of: Firstly, the general toll exemption everywhere in the Kingdom of Golkondee; furthermore, the freedom for everyone to be permitted to trade with the Honorable Company, the detention of debtors, and assistance in recovering debts, the remission of the sjesuwa or head-tax of all servants and other natives who depend on the Honorable Company, the taking into service of all required persons, the extradition of deserters, the remission of boy-tax, road-tax, and boat-dues, as well as the freedom for the deciding of all civil matters by the Chiefs, with criminal matters deferred to the decision of the Cazi or the Moorish spiritual Judge, in order that the English, being informed thereof, upon the arising of disputes may not profess ignorance of these distinguished privileges which the Honorable Company has possessed undisturbed for more than a century and a half; it has been approved and resolved to send to those Ministers, both in Dutch and in Persian, the copies of the general firman for toll-free trade and other pre-eminences obtained from the Mogol Emperor Eurangseeph in the thirty-fifth year of his reign, or 24 October 1689, by the Ambassador to the Mogol Court Johannes Bacherus, and since affirmed by his Imperial Chancellor His Highness Duke Assetchan and amplified by order of that Mogol Majesty, as well as further confirmed in the year 1690 by His Majesty's Duan the Lord Bachiaret Chan; as also of the general firman granted by the successor of the said Mogol, or the Thirteenth in Rank, Jchaan daarsja, or otherwise also known under the name of Mossodhien, upon the representation and request of the Ambassador Johan Josua Ketelaar on 11 August 1712, and the year thereafter, or 1 February 1713, following the combat and defeat of the said Jehaan Daarsja by the Mogol Faroogsjeer, ratified by order of this latter by his Imperial Chancellor Abdullachan; both of which, being founded upon the firmans of the Golconda kings Abdulla and AboeJhassan, are judged sufficient and adequate to remove all doubts among the English concerning the legitimacy of the Company's possessions and prerogatives; nevertheless, to postpone the dispatch of those documents for a few days, because, according to the verbal reports spread by the shipmates of the Noord beveland, the ship de vrouwe Elisabeth is expected here within fourteen days, by which vessel the general rescript and orders of Their High Mightinesses being expected, one might thereby discover whether it might be that the High Indian Government has dispatched any orders contrary to the above resolution. to attribute to it, and thus make another pass as the causa movens thereof, of which examples have occurred more than once; it is approved and understood, notwithstanding that from the points of the chiefs' defense many reproaches were to be drawn even against their maintained conduct, to be content therewith for this time, under serious recommendation nonetheless, to use more circumspection and prudence in the future in managing such obstinate merchants and unrestrained inhabitants as were present there at the office, than had been done in this matter, so that such broils as have now arisen there might be prevented or smothered in their birth, under the declaration that one always had more candour, resolution, and presence of mind for this when one was tranquil and convinced within oneself of having given not the least cause for dissensions and departures, and that one was then also bolder and authorized to apply the required corrections to the guilty. While it was further resolved, upon a following occasion, to investigate to what extent the merchants or some ringleaders from among them, as well as others, had erred in this rebellion, in order not to let the same pass unnoted then, it being a wholly punishable deed; with serious orders therefore to the chiefs to use all attention and precautions in order to settle accounts with the merchants Bangaar Letpenie Naraijna, Bangaar Narsay, Repakka Enkena, Solassa Narsaij, Kannamoerij Ramaija, Bangaar Enkaija, Gouwinna Atjaraloe, Kannamoerij Moetaija, and Kotharie Mangaija, so that in expressing its lawful opinion the hands of this government would not be tied by finding itself in the necessity of sparing them on account of their debt to the Honorable Company. And with respect to the fines which the chiefs advocate having imposed upon various persons for committed abuses, the assembly, however necessary it was on the one hand that the native be kept in check by this or that correction and be corrected or mulcted for their committed abuses, nevertheless could not refrain from declaring that one being able to become keen thereon, it would serve on the other hand to search out pretexts to condemn others to fines, which would further ruin poor people, as almost all natives now are, and cause them to lapse into despair. Furthermore, upon the requested orders of the servants regarding similar cases as had occurred in this instance with the head weaver Gollatataij, who, while he was charged with the requisition of coarse cloths for the Honorable Company, had entered into an unauthorized contract with strangers or private individuals for the delivery of such cloths, whereby the Honorable Company notoriously had to fall behind, it was resolved to authorize the chiefs, upon the recurrence of the same, to cause such a person to be given a severe correction, and subsequently driven away. The aforementioned resolutions having been reported to the Honorable Right Honorable Governor by the secretary of this assembly, it pleased His Honor to conform therewith. Thus done and resolved in the Castle at Nagapatnam, date as aforesaid. Was signed as before. Wednesday, 29 August 1770. By circulation of the question. On the occasion that at the session of the 5th instant it was resolved to transmit to the English Ministry at Madraspatnam a copy of the Parwannas held by the Honorable Company regarding duty-free trade and other privileges, it being at the same time approved to suspend the sending of the same until the arrival of the ship De Vrouwe Elisabeth, which, according to the verbal reports by the crew of the ship Noord Beveland, was ready to depart from Batavia a few days after them, as well as according to the note in Their High Mightinesses' revered letter of 22 June past, was to touch at this main settlement on its voyage to Bengal for the conveyance of Their High Mightinesses' general rescript and orders concerning the past year's proceedings of this government, whether it might perhaps have pleased the same to dispatch any orders therein contrary to the aforementioned resolved inspection to be given: so was it, by order of the Governor, on account of His Honor's indisposition, proposed to the members by the first clerk of the police in His Honor's name, that since the aforementioned vessel De Vrouwe Elisabeth had been looked out for in vain up to the present, and it being unforeseeable how long the same might still stay away, as it might also happen that, having bypassed this place on account of the late season, it has steered for one of the other offices of this coast for the delivery of the papers and whatever else it carries, as well as by a longer delay regarding the dispatch of the above-mentioned prepared privilege writings and the letter accompanying the same, which

which also served as an answer to the letter of those Ministers dated the 20th of July last, the suspicion might perhaps arise among that nation that, not being provided with such documents upon which we relied and had insisted upon and urged the free exercise and continuation of trade and further operations of the Dutch Company in these regions, on the occasion that it was decided to hand over henceforth to the English the customary annual gift offered to the Moors; therefore this Government might be suspected of rummaging them up from elsewhere, or of falsifying them. For that reason, His Honour believed, in order to remove all suspicion in that regard, not to delay that letter any longer, but to send it off at once, just as was unanimously approved and understood in the manner aforesaid, upon providing a further reading to the members of the aforementioned letter that had been prepared, namely to conform fully with the proposal and the opinion of His Honour well-mentioned, and consequently the dispatching of the same was considered resolved. We take the very humble liberty to communicate to Your Right Honourable and Valiant Worship in all submissiveness that on the 14th of the current month, late in the evening, we received a letter dated the 12th of this month from the Masulipatnam Governor Alexander Wynch, currently residing at Ragiemahindrawarom, whereby His Honour comes to request from us copies copies of privilege documents of the villages of Palikol and Kontera, and that upon receipt of the same His Honour would then order the regents, junkaniers, etc., for the free passage of the trade of the Dutch Company in these lands; whereupon we served in answer on the 15th following that we could not possibly satisfy His Honour's request without prior knowledge and orders from Your Right Honourable and Valiant Worship, and that we would write to Your Right Honourable and Valiant Worship about this, and that upon receiving an answer from Your Right Honourable and Valiant Worship we shall regulate ourselves as Your Right Honourable and Valiant Worship might deem fit to instruct us; since at this trading post such privilege documents have not been found of old, nor have there been preserved any other than only two writings, namely: a copy translation of a firman by the Majumdar-General Madoma, by order of the Golconda King Sultan Abdoel Hassan dated the 10th of September Anno 1674, granted to various regents; and an extract from a memorandum of the Right Honourable Sir the former Nagapatnam Governor Elias Guillot handed over to His Honour's successor, the Right Honourable Sir Governor Jacob Mossel of blessed memory, dated the 19th of September 1738, which are not sufficient evidence for us, because those papers are unsigned, to be able to employ in such cases as have now befallen us. Therefore we take the humble liberty to request Your Right Honourable and Valiant Worship very submissively to kindly provide us with copies of such documents, and to strengthen us with such orders as to how we shall conduct ourselves regarding the aforementioned request of Mr. Alexander Wynch, and what we must answer His Honour. What the intentions of the English gentlemen are, we cannot state to Your Right Honourable and Valiant Worship with any certainty, yet from all these circumstances or proceedings, we must understand that they are the rulers of these lands. However, as rumours which are still uncertain and varied have it, they intend that, instead of the parwanas and dastaks, which are issued annually to our Company after receipt of the gift by the Lord Nawab Hassan Ali Khan who has now been stripped of power and government by the English gentlemen, to let the said gift be received by Jogi Pantulu who is merely a servant or interpreter of the English gentlemen, as well as the principal actor in all these and other affairs, and to have the parwanas and dastaks weighed through and issued to us in his name as Nawab of these lands. What the English gentlemen have in mind to do, time will have to tell. In the meantime, we take the respectful liberty to offer enclosed herewith for the highly esteemed consideration of Your Right Honourable and Valiant Worship, in all humility, the letters written back and forth from and to Mr. Wynch, together with copies of the aforementioned translation and extract. With which we presume the high honour to subscribe ourselves with the deepest veneration. Nagapatnam To As Before It was on the 26th of this month that we received the accompanying letter, dated the 23rd current, from the Masulipatnam Governor Alexander Wijnch, currently present at Ragiemahindrawarom, which we take the respectful liberty to present very humbly to your Right Honourable Sirs under No. 1, from which your Right Honourable Sirs may be pleased to discover how the said Mr Wijnch, as landlord of this region, comes to demand from us the cash and gift goods which it is customary to deliver annually to the Nabab Hassan Alichan etc. To which we have replied today that it was impossible for us to comply with his Honour's request without the prior knowledge and order of your Right Honourable Sirs, and that we would quickly write to your Right Honourable Sirs about this, and that upon receiving a reply from your Right Honourable Sirs we shall govern ourselves as your Right Honourable Sirs should see fit to order us; of which copy we take the humble liberty to present very respectfully to your Right Honourable Sirs alongside this under No. 2. The desire of the English Company being to prevent all actions that in any way conflict with the rights and privileges to which other European nations in the Circars might be entitled, and in order to enable me better to fulfill the intention of my superiors, and to prevent Your Honour in the execution of your business from any molestations and interruptions therein, which the Junkaniers and other officers of the Circars might commit in matters that are not within their authority, it is therefore necessary that I should be informed what the privileges of the factory of Palicol and the villages of Kontera are, and how far they extend; and for that reason Your Honour would particularly oblige me by favouring me with and sending a copy of the deed instruments by which the Dutch Company holds these places in possession. Right Honourable Sir, In reply to your Honour's much esteemed letter dated Rajahmundry the 12th instant, it serves to state that it is not quite possible for us, without prior knowledge from the Right Honourable Governor and the Council at Nagapatnam, to comply with your Honour's request. We shall nevertheless not fail to give notice of this to the aforesaid Right Honourable Governor and the Council, in order subsequently to do what their Honours shall be pleased to demand of us. 355 Baars, Esquire To Pieter Chief, and the Council of the Dutch Company At Jaggernaykpoeram Gentlemen, Having been ordered by the President and Council of Fort St. George to collect the revenues of the present year of the Provinces of Rajahmundry, Ellore, and Mustaphanagur, and having been ordered by them to demand from your Honour that which your Honour's Company is customary to give to the Moorish Government on account of Jaggernaykpoeram and its dependencies, I herewith send your Honour a list of the money and other articles paid by your Honour to our late collectors (or Renters) of this province, Hussein Ally Caun and Jogey Pandat, which I request your Honour to send to me; and if it might be agreeable to your Honour, it would be more convenient for my masters to be paid the whole entirely in cash, and in case your Honours agree thereto, I have sent your Honours an account of what I judge to be the value of the diverse articles of merchandise. your Honour's letter of the 4th of this month, which serves as a reply that as soon as we had received your Honour's first letter of the 23rd of February last, we did not fail to write to our Chief Rulers on the 27th following, but as two months are required to obtain an answer when no sea passage is at hand, we can as yet have no answer. To The Honourable Pieter Haksteen, Esquire, Councillor Extraordinary, Governor and Director for affairs of the Dutch Company on the Coast of Coromandel and to the rest of the Council at Nagapatnam Honourable Sir and Sirs, Our Chief at Masulipatnam having duly informed us of the correspondence which has lately passed between him and the agents for your Company at Palicol and Jagannathapuram, relative to the annual tribute for those factories to the circar or supreme government, we observe that the nonpayment of the said tribute is owing to your not clearly understanding the right we have to demand it. When we took possession of the Circars in 1766 by virtue of a farman from the Great Mogul, we published the same at Masulipatnam and throughout the Circars, and we have now the honour to enclose a copy thereof. The original farman is deposited here and will be shown to any person you may choose to appoint for that purpose. In the mean time we request you will be pleased to give directions to the agents for your Company at Palicol and Jagannathapuram that the usual tribute may be paid without further delay. We have been honoured by the receipt of your letter of the 22nd ultimo, wherein you are pleased to inform us, that you have given orders to your chiefs at Palicol and Jagannathapuram concerning the acknowledgement which has been usually made for those territories to the circar or supreme government, and which you say has always been a free gift on your part, in consideration whereof certain privileges were granted you in return, and which privileges are enumerated in your said letter. We shall always carefully avoid interfering with your established rights, and the friendship subsisting between the two nations will doubtless entitle you to every indulgence which we can consistently grant; but you must be sensible that between rights and indulgences there is a most essential difference, and that in order to grant the latter with propriety, the former must be clearly ascertained. We have been very candid with you on this occasion and have freely communicated to you the right by which we hold the Circars; we request that you will be equally explicit in pointing out to us the extent of your possessions and rights in those Circars, by what tenure you enjoy them and how we may obtain a sight of your original grants, should it appear necessary. On your compliance, we shall not fail to give orders to prevent their being infringed in any shape whatever. To the Honourable President and Governor of Fort St. George and the Coromandel Coast on behalf of the Royal English East India Company, together with the Council there, Josias Du Pre. Honourable Sir and Sirs, Finding ourselves honoured with your Honours' agreeable letter of the 12th of this month, and having appeared from it, as well as from the copy of the farman of the Mogul Emperor received herewith, the cession made to the English Company of the lands of Chicacole, Eluru, Rajahmundry, and other districts situated to the north, we have likewise found not the least difficulty in having paid to your Honours' nation the donation money with which it was customary to present annually, as a voluntary gift, the Nabobs of Eluru and Rajahmundry; having to that end dispatched the necessary orders to our chiefs at Palicol and Jagannathapuram; and we trust in the meantime that your Honours will likewise send the necessary orders to your chiefs and other subordinates in those lands to extend all facilities and protection to the trade of the Dutch Company and its servants, both in the transport to and fro of linens and in further operations, in granting the necessary dastaks for free passage, etc., in such manner as we have always had by virtue of our prerogatives from the Nabobs of the Moors, and with which purpose alone the aforesaid annual gift was delivered to the same. With as much kindness as your Honor has notified us of the right that your Honor held regarding the possession of the Circars, with just as much fairness and pleasure do we have the honor to lay open before your Honor the right and the freedoms flowing therefrom, upon which our seat and trade in those Circars and the further lands of the Mughal territory are established. We therefore send your Honor the copy of the grand farman granted by the Mughal Emperor Aurangzeb in the 35th year of his reign, or rather the 24th October 1698, to the Dutch Company in the name of its ambassador to the Mughal Court, Mr. Johannes Bacherus, as well as of the farman of the successor in the Mughal Empire, Emperor Jahandar Shah, handed over in the year 1712 to the Lord Ambassador Johan Josua Ketelaar, for the confirmation of the privileges, which were therein amplified and specified in many articles. We flatter ourselves that these two documents, being grounded upon much older farmans of the Golconda kings acquired by the Company prior to the conquest of that kingdom by the Mughal, will sufficiently and satisfactorily demonstrate to your Honor the privileges of our Company, consisting principally in the general exemption from tolls everywhere, the freedom that everyone may trade with the Company, the detention of debtors 2. 370 and assistance in collecting debts; the exemption from the poll tax for all dependents of the Dutch Company; the hiring into service of as many people as one needs; the extradition of deserters; and the exemption from all boat, road, and barge tolls, together with more other privileges added thereto from time to time, and successively granted and affirmed by virtue of those farmans by the Imperial Chancellors, Generals, and other high and lesser officials. The original documents rest among the archives at our secretariat here, and we are prepared, if your Honor desires it and deems it necessary, to allow inspection thereof to whoever your Honor shall wish to authorize for that purpose. While we, in accordance with promises made by your Honor, expect from your fairness and justice the free exercise of those acquired privileges possessed by us, just as and in the same manner as when the Circars were governed by the Moorish Regents, and to that end that the necessary orders be dispatched to your Honor's subordinates.
