and with which expression of assurance of attention everything would be put into work that could bring complete satisfaction to Their Noble Grand Reverences, with the expression that the least negligence and inattention in that regard would be the greatest impropriety, now that the very same have been so favorably pleased, according to the tenor of their respected general letter of the 25. ' October of the year passed quoted here before, to allocate to the lord governor and the chief administrator here, along with the heads of the linen-providing trading posts, as a means of livelihood, 3. per Cent of the proceeds of the linens which will be collected here on the Coast upon the requisition for the fatherland and sold in Europe; for which high favor it was then also decided to offer the most humble gratitude, with the expression that the obligation for it was so much the greater because it was unexpectedly granted in a time when, due to the bad market for cloth, it was by no means convenient for the Honorable Company to benefit its servants with extra gratuities. Concerning the expressed inclination of Their Noble Grand Reverences to have the linens for Europe transported directly from here, it was understood to refer to what had been ordered in that regard by Their High Nobles by letters of the 14.:' July of this year, and the orders and recommendations flowing therefrom to the heads of the subordinate factories for the prompt dispatch of that vessel according to the arrangement made by the said High Indian Government. While at the same time that return ship would not need to make a useless journey from Batavia to this Coast, since it could at once transport a portion of the specie, merchandise, and further necessities this way, as the lords principals have likewise and very rightly been pleased to remark; yet in regard to the Indian linens, and whatever might arrive and remain over for the Netherlands after the loading and dispatch of the aforementioned ship, it was taken into consideration that the same could not be fetched and transported with the ships returning from Bengal to Batavia, because at that time when those vessels depart from the Ganges, only a small portion of the contracted textiles would have arrived; therefore it was judged that, besides the aforementioned return ship, two more ships from Batavia ought to be sent, so that one might return via the Northern factories and one directly from here in October, as had previously been practiced, and the packages that the last-mentioned vessel came to transport could serve for the second consignment, as otherwise a large quantity of packages would have to remain lying over here. For if the general, though in itself small, requisition of linens this year—amounting to no more than 2814. packages, thus 1300. bales less than the year before, among which 1953. for the fatherland and 862. packages for India, including the eastern governments—were fulfilled, for which there was much likelihood, and at least it could be counted upon that the greatest part thereof would come in, and of that 1000. packages were cleared directly for the fatherland, then the remaining ones, added to the 400. packages which will remain lying over this year more or less, could not be transported by one ship. That furthermore, however profitable, and thus it could not be other than agreeable, the collection and settlement of the old debts of the merchants might be, nevertheless it was and remained a principal article of the meditations and considerations of this Government, just as the efforts made by the same thereto had not been entirely fruitless, since in that regard one had progressed quite reasonably, and this appeared more clearly from the successive statements sent over concerning it. Concerning the remark made by the lords and masters that the acceptance and shipment on the merchants' account of their reject cloth would contribute not a little to the further gathering in of the same, it being experienced that the same tended rather to the increase instead of the reduction of those debts, because, the cloth being poor, at public auction in the Indian capital Batavia it cannot fetch the estimated prices, much less the per cents that the Honorable Company charged for the transport of that cloth; therefore, being debited for that or for those lesser per cents, the merchants fell more and more into arrears

to devise a means for this, in what that would consist and how it could be accomplished, so that if that means was not found sufficient to save the traders and to bring about the Hon. Company's security, therefore another expedient had to be found for it, which the Governor declared in this matter ought to consist of, and consequently it was resolved to propose the same: namely, that when a merchant has been furnished with approximately 1000 pagodas for the collection of cloths, and some of those delivered textiles turn out to be rejects, not to send the same to Batavia, but to sell them here by public auction for the merchant's account, or to deliver them to him against payment in satisfaction of the cash he had enjoyed, with the percentages imposed upon him to be paid annually in reduction of his debt; and that furthermore such a merchant would nevertheless be permitted to send as many textiles, and of such assortments, to Batavia as he might think fit, which, being turned into money at the chief place in the Indies, the proceeds thereof would be taken in reduction of his debt, without their being obliged to pay any percentages to the Hon. Company for the transit, as they would otherwise be deterred; and since from this proposed arrangement these inconveniences might easily result: firstly, that much inferior goods would be sent to Batavia, and secondly, that much more of certain assortments would be brought thither than were requisitioned by the Hon. Company; yet on the other hand these considerations came into view, that the former could cause no prejudice to the sale of the Company's textiles, but the latter certainly could, since the more textiles, the lower the price, but as of two evils the lesser had to be chosen, therefore the aforesaid proposed license should be granted to none other than old debtors of the Company, and the same should cease or expire as soon as their account was settled, and that this was the only capable means to get the old debts liquidated. With respect to the satisfaction shown by the said Lords Principals concerning the sale of merchandise, it was agreed to declare that the same still maintained a reasonable progress, although the sale of Japanese bar copper had been obstructed for some months at Nagapatnam, for such reasons as were mentioned in the secret letter of 30 September past, to which it was thought fit to refer, with the further communication that in the past and current year no conveyance of smuggled spices from the opposite coast had occurred; and with respect to the improbability that had appeared to their High Mightinesses, that private traders on this coast could part with Japanese bar copper for a lower price than it had cost them at Batavia or elsewhere, it was resolved to show to the same that, although this gave some reason to doubt it, nevertheless it frequently happened that private persons, having purchased Japanese bar copper in one government or factory, disposed of it again in Coromandel with some loss, because they could bring no profitable return goods from such a place where they came from, and by bringing cash they were subject to greater loss than fell upon the Japanese bar copper, although one had at the same time to declare that such conveyance by private individuals happened very seldom, and if it did occur, the imported parcel consisted only of a small quantity, but of the same assortment as the Company's Japanese bar copper. Regarding the demanded elucidation concerning the brittleness of the gold, the required explanation having already been demonstrated in the marginal response to this Government's dispatched letters of 20 December of the past year, it was hoped that this will have appeared satisfactory to their High Mightinesses, with the declaration that the gold now received, being of the fineness of the new Nagapatnam pagodas of 18 carats 5 1/2 grains, is extraordinarily good and workable, so that it was not necessary that silver alloy be added to it; thus it would be a desirable thing if their High Mightinesses would be pleased to add annually a parcel of gold of 20 carats 8 2/5 grains, in order to be able to have three-image pagodas minted from it, as had been insisted upon from here by letter of 18 December 1768, with the further statement that the servants who over

Remark made regarding the deteriorated state of this government in 1764/5. and in that regard it was resolved. had complained about the aforementioned brittleness, were the same persons who had worked the previous gold, and who still referred to what had been written about it in the past year, and that furthermore the sending of silver from the Netherlands for the fanam mint was also profitable for the Honorable Company, and for that purpose it had already been specified and requested in the provisional requisition that this Coast might be provided with ƒ 250000. in silver of 11. pennings and 20. grains, making approximately 10000. marcs troy, but if that mineral could be brought in Europe itself to 11. pennings and 10. ½. grains, it would turn out to be much more advantageous for the coining of Rupees. — Concerning the remark made by Her Right Honorable High Worships regarding the most unpleasant appearance of the state of this government in the book year 1764/5 and the expressed satisfaction regarding the improved state of the same in the following book year 1766/7, it was resolved, with respect to the first, to refer to the reasons given for the necessity of the increased burdens; and with regard to the second, to give assurance of the endeavors being made toward the reduction of expenses and the increase of profits. — 23 November 1770. Regarding the disputes with the Bimilipatnam princes, which had remained unsettled in the year 1767, but had since been accommodated, and everything regulated through a concluded agreement, both regarding the lease and other business matters, and notice thereof having already been given in the preceding advices, one would refer to that, and concerning the expressed surprise that no proof was found of the right the Honorable Company had to the land on which the fort was built, it was resolved to report that by the aforementioned recently concluded agreement with the princes, it now clearly appeared that that land was ceded, which could not have been observed in any of the preceding cowles. Furthermore, deliberation having taken place over the objection raised by Her Right Honorable High Worships, whether, if Mazulipatnam should return under its former master the Moor, the abandonment of the land on which the Company's lodge had stood, and which was deemed the very best, might not be of disadvantageous consequences: it was approved and understood to respectfully elucidate to Her Worships that the Honorable Company had not owned any land in property, but having rented it in small parcels, it had cost a pretty penny of money in rent, but that this was now saved, and if by a turn of events the Honorable Company might be inclined to re-establish itself there, Her Worships would not lack land, as they would be received there with open arms, but as long as the English held the said city of Mazulipatnam and its surrounding lands in property, or if the French became masters of it again, there would be nothing for the Honorable Company to do there. — And concerning the arrears of the deceased Porto Novo resident Jacobsz, the Honorable Company having already fully secured its guarantee, it was resolved to inform Her Right Honorable High Worships thereof, and also that all the administrators who are placed in any administrations both here and at the subordinate offices have duly provided sureties determined for their services, except the relieved secunde of Palliacatta and the present ditto of Bimilipatnam, as well as the former Palliacatta storekeeper Jan Onstee, who, pursuant to permission granted by the Honorable High Indian Government at Batavia contained in their venerated Resolution of 20 July 1767, had pledged their already accrued and still to be earned salary. 23 November 1770. On this occasion, having re-read Their High Mightinesses' venerated missive of the 11th September last, recently received via Ceylon, and mentioned in the resolution of the 14th of this month; it was resolved, in replying to the same, to express highest gratitude to them for the remittance of the gold that was brought by the Zeeland Chamber ship Vlissingen, but that the Ceylon Ministers had not mentioned whether they will forward the same hither, or rather retain it on account of their own necessity, in place of the gold that was destined from Europe for Ceylon, but sent hither from Tuticorin, What was resolved to reply thereto. with the notification that in case the aforesaid mineral to the amount of ƒ 186706: 9: 8. — was also ceded to this government, one would manage amply therewith, since the demands for linens for 1771 were small; while it was understood, so far as it concerned this government, to cause to be obeyed the order regarding the accurate copying of the muster rolls of the Moorish seafarers, and the taking of depositions by their Sarangs or Tindals in affirmation of their discharge or decease, with indication of the day and the place when and where such occurred, and further in the answering of the letters to demonstrate who among the servants who are in administration have provided sureties, and who have left their credited and earned wages standing for the ordered surety. Demand made to Tieroemenij Chittij to return the pepper and areca nut bought on Ceylon. Furthermore, it was resolved to reply to the Ceylon ministers to their letters of the 27th October last, that the merchant Tieroemenij Chittij, having been called upon for the return of the pepper and areca nut received by him, which were sold to him there to be delivered here, the same the 23rd November 1770.

797 had given, he made known the reasons at length that had moved him to seize a parcel of areca nut, namely both to rid the Honourable Company of it and for his own profit, and that he therefore could not have foreseen that the areca nut would be sold at the public auction, since he otherwise would also have turned that to his profit, and according to the information he had of it, would have bought the ammanam at 6 1/2 and 7 1/4 rixdollars instead of the 11 1/4 rixdollars that he now had to pay, besides several other considerations brought forward by him, which it was resolved to make known to the said ministers; as well as that the said merchant had declared he could not return the aforesaid areca nut and pepper, partly because such would tend to his disrespect, since another could not know the reasons for returning it, and partly because those goods had for the most part been sold. Lastly, there were admitted into the Company's service Philip Robijn of Mature as ordinary seaman at 7 guilders and Lodewijk Ribeijra of Nagapatnam as drummer at 9 guilders per month, on the 23rd of November 1770, under a bond of five years, commencing for the former in the middle of this month, and for the other on the first of the coming month.
