Our competitors in trade, the British gentlemen, have seen fit in the past year to prevent us from proceeding with the construction of some stone dwellings and rooms, for the erection of which we had previously obtained from them, in their capacity as Governor of the Mogul's castle, a solemn consent that was also followed by the approval of the Nabab; so that we have been compelled, for the maintenance of our right, to send a detailed missive in the form of a deduction to the Bombay Ministry, and at the same time to protest against all damages and losses which the Noble Dutch Company may ever suffer or shall suffer through this unlawful proceeding that violates all right and equity, as well as good faith. We take the liberty humbly to present the said deduction with its annexes to Your Right Honorable Excellencies herewith, to the end that Your Right Honorable Excellencies may now act in this regard as you shall deem expedient according to your highly renowned wisdom. With the arrival of the ships Asia, Alkemade, and the Jonge Thomas on the 4th of this month, having been honored among other things with Your Excellency's very revered secret letters of the 3rd of August prior, we express our heartfelt thanks for fulfilling our requisition for Japan bar copper. In order to dispose of this at the required advance of 110 percent, we shall leave nothing unattempted, for which we believe we now have well-founded hopes, since nothing has been imported here for some time; while we shall also make every effort to increase the sale of cloves, although experience has taught us that one cannot well sell more here than some 65 to 60,000 pounds, while we see ourselves disappointed in the hope of seeing the sale of this product increase to the requested 75,000 lb because of the war in the Deccan. It is extremely pleasant to us to see our actions regarding the debt of the brokers crowned with Your Excellency's approval, and we can assure Your Excellency that the Honorable Company has little to fear from that quarter; although we have not been able to collect the said debt up to now, caused by the currently bad and, for trade, very critical times here, in which one daily hears of nothing other than heavy bankruptcies among the English and the natives, so that the so necessary confidence in commerce seems entirely taken away, and whereby the brokers are consequently unable to collect their outstanding debts, and Mantchergie has been incapable of disposing of his ship and other goods; while we, in order to keep trade moving, are indeed compelled to exercise patience and indulgence, the contract concluded with them on the 13th of March of this year having otherwise fully met expectations, as the merchants, under ultimo August, had not the slightest debit balance. Humbly thanking Your Excellencies for the granted authority to address ourselves, in case of suffering injuries from the British, etc., to the commissioners of their Company expected in Bombay, we shall make use thereof as soon as those gentlemen have arrived, should the Bombay Governor and Council see fit, with regard to the stoppage brought about in the construction of the new stone dwellings, notwithstanding all our representations and protests made, especially against our deduction and protest sent thither mentioned in our general letters, persistently to do us the greatest injustice in the world in violation of all that can be called right and equitable. their own goods as well as those of other merchants, sent inland in the name of the Company, without paying the due tolls thereon, as all this also formed one of the Grievances of the Government during the troublesome occupation of the Factory and Wharf in A:o 1762, saw fit, in the month of April of this year, to order his Sayet to place someone continuously at the weighing of our merchandise, and after the First Signatory complained about this, although he indeed withdrew these people from the Latthy, he ordered the merchants in their stead not to transport any goods from our Wharf to their Warehouses or elsewhere, before and until a note containing the quality and quantity of the goods had been sent to the said Sayet, and the latter had subsequently granted express consent thereto; And the First Signatory having made the necessary remonstrances against this introduced new and highly detrimental custom, which is so contrary not only to the Company's acquired privileges and the ancient customs, according to which no one has or may have any interference with our merchandise as soon as the toll thereon has been paid, but even infringes upon the liberties of the common merchants, who, after payment of the Lord's dues, are the sole masters of their goods and can deal therewith at their pleasure, and the Nabab having answered him that as soon as the Brokers had properly paid the tolls, and if it were agreed to deliver these tolls henceforth directly from the Pattys to the toll officials as in the time of Mr. Schreuder, he would abolish this custom again, we resolved, as appears from the secret resolution of 16:e August, to order the Brokers to submit within 14: days a receipt showing that the tolls, which had already long since been handed over to them for settlement with the Nabab etc., had been properly paid, while we condemned the First Broker Mantchergie Gorseedjen, for his misconduct and disobedience displayed in this matter, to a fine of 500: Ropias for the benefit of the poor. — And although by the aforementioned resolution we indeed determined to compel the Brokers thereto, in case they remained in default of producing the required receipt, by means of an arrest at the Wharf, we nevertheless had to abandon this decision on 3:e September, pursuant to the secret resolution of that day, for the reasons detailed at length therein, in order not to publicly attack the Brokers, who, now forced by the utmost necessity, confessed that the Town Governor demanded a large sum of money from them on account of tolls for goods sent by them to the surrounding places, and thereby give any encouragement to the Nabab to fall upon them; nevertheless, in view of this delicate affair, which according to common rumors was not so unfounded with respect to the Nabab, and which might be of great prejudice to the Company if the Governor, encouraged by our competitors, should see fit to pursue the same, we deemed it proper once again to order the Brokers to produce the receipts, and in the meantime to leave no stone unturned to bring this affair to an end. resolved, in order to prevent further such brouilleries with the regents and to deprive the brokers of all opportunities to defraud the toll, and thereby endanger the interests of the Company, henceforth to have the toll paid out strictly in accordance with our firmans to the person entitled thereto, by the warehouse master, as was customary here in the time of the Councillor Extraordinary Schreuder of blessed memory, with orders to the said official to produce annually, upon drawing up the Toll Memorandum, a receipt into the hands of the Director showing that the tolls have been duly paid, in order to be presented at the meeting, inserted into the Resolutions, and filed with the annual toll accounts, concerning all of which we implore Your Right Honours' favorable approval, and Your Right Honours will, from the Secret Resolution of 1 October aforesaid, to which we take the liberty, in order to avoid prolixity, of most obediently referring ourselves, further most graciously be pleased to observe how the first signatory has finally, and notwithstanding the machinations of the British, succeeded in the formal purchase of three houses or dwellings, with their grounds, immediately adjacent to the south-western gate of the Company's wharf, together with an additional piece of land situated on the south side along the same wharf, and that we, deeming it necessary to make an immediate start with the construction of some stone dwellings and a stable there, in accordance with Your Right Honours' most revered letter of 15 August 1769, have resolved, in order to prevent further brouilleries with the English, who are becoming increasingly unmanageable, to leave these grounds for the present in the name of the Modi, and to charge him, in his own name, with the building, wherewith he has already made a start, as he has already obtained permission for this; in order to have the same transferred to the name of the Honourable Company hereafter when times shall be more favorable. When our Equippage Overseer was sent on 3 October last to the Island Tremeger to fetch stones, and had encountered some resistance there during the loading from the Tandet of the said island, who cultivates the same with his subordinates during the favorable monsoon, this gave us cause, although the said Equipage Master had managed to satisfy this Sandet with some small gifts, as is noted in the Resolution of the 12th of the said month of October, to search for the deed of donation of this island to the Honourable Company, which was not known in the register of secret papers, as well as to examine with the required attention what was written about it by the previous administration; and we subsequently finding it recorded in the resolution of 22 November 1768 that on that day, by the outgoing Director Senff, a certain Persian letter was presented from the Bohra merchant Tagger addien, signed under his hand and seal, whereby he, on behalf of the Honourable Netherlands Company, renounces a certain property belonging to him, ceding all right and claim thereof to the Honourable Company in case it might ever see fit to make use of it, with further mention that the same would be deposited in the secret chest, we had the said letter, which was only endorsed on the outside by the gentleman Senff: private letter whereby Tagger uddien surrenders his right to the island Premiger to the Honourable Company translated into the Dutch language by the Company's sworn translator, assisted by the native munshi or interpreter; whereupon we discovered that the said letter contained solely a promise from the aforementioned merchant to the aforementioned gentleman Senff to sell the island Periem opposite Goga to the Honourable Company for a price to be determined. Humbly referring ourselves, with regard to the dealings with the Marhettas Prince Madurauw, to the accompanying general letter, we cannot sufficiently express our apprehension to Your High Nobilities regarding the day-by-day growing might and power of these peoples, so that it seems that the epoch of the Moorish rule is drawing to an end and has approached the verge of its downfall, and that the ancient government of these lands, namely the Heathen one, will return to its former luster and power; and this apprehension becoming the greater as the said peoples make themselves more feared on land and at sea. As the fleet of the aforementioned Prince Madurauw, by putting some frigates to sea, is almost two-thirds stronger than thirty years ago, when it was already very formidable, we take the liberty to submit to the consideration of Your High Nobilities whether it would not be serviceable and expedient for the interests of the Company, in order to live in a continuous good understanding with the said prince and to be at ease from the attacks of his fleets, to send to His Highness and his grandees an annual present—by which alone their friendship is to be maintained after all—such as would please Your High Nobilities, to the value of 4000 Rop:s or thereabouts. We will gladly admit that such gifts are burdensome for the Hon. Company in these times, but at the same time we think, subject to the wiser judgment of Your High Nobilities, that as this is the only means to maintain a lasting peace with these peoples and to be safeguarded against their robberies, this sum will bear no comparison to that which will have to be expended for a proper manning of our ships, added to what will be required in time of war to be able to defend them properly, quite apart from the greater danger to which they are always exposed in case of attacks; it being certain that the Marhettas, as soon as one neglects to provide them with some presents for any length of time, never keep their given word and always undertake some strike or other, which our competitors do not fail to encourage them to do by all possible means. And while we shall continue to await Your High Nobilities' honored orders in this regard, we furthermore take the liberty to report that, as far as the secret signal is concerned, the said Prince has declared never to have heard anything of such practices, and that since His Highness requested the First Signatory to state in what year this order was granted, or else to show the contract itself, as appears from his letter recorded in the resolution of 12:e October, we have exactly examined all general as well as secret resolutions, letters, etc., but have nowhere been able to discover the original of this signal; we have only seen from an old instruction that it was said to have resulted from an oral agreement with the Governor of Bassyn. We shall try once more whether there be an opportunity to persuade the oft-mentioned Marhettas supreme prince to issue passes and to establish such a signal, to which His Highness has hitherto not been brought. 23 The 16th of August 1770. had been given, and who had told His Honour, indeed had assured him in the most solemn manner, that the said tolls had been paid to the Regents and settled with them, had decided, before and prior to pursuing this matter further, to inform himself most accurately of the condition of this toll affair, and at the same time to order the brokers, who still persisted in maintaining that the tolls had been satisfied by them, to provide His Honour, according to ancient custom, with the receipts of the Government in that regard, in order to be able to make the necessary use of them: But that His Honour, whatever pains he had taken in this regard, having thus far been unable to obtain the said receipts from the brokers, as they put His Honour off with it from day to day, the Lord Director thought he might conclude from this that the brokers, whose bad conduct daily affords him a multitude of complaints in more than one respect; while the state of their affairs may not only be harmful but even dangerous for the Honourable Company in this place, must either be unwilling or perhaps wholly incapable of producing the receipt for the paid tolls, and consequently, considering that the danger to which one is exposed by such a manner of proceeding by these irritable servants, of whom the first-mentioned Mantchergie is so obstinate and headstrong that he seems no longer able to be kept within the bounds of proper obedience by any friendly admonitions and orders, is too great for the Company's interests and our own safety here not to require prompt redress, the more so because one learns that the Government has already given orders to draw up the tolls according to their calculation, in order to demand the same from us, he gave notice of this whole affair, in the manner reported here before, to the Council, at the same time giving the Members to consider what one should further undertake in this regard, both for the correction of these brokers, principally of Mantchergie, as the introducer of such harmful novelties, and thereby to teach them to be more prudent in the future and to conduct themselves more obediently, as well as for the maintenance of the Company's privileges and ancient customs acquired here, and for the prevention of disadvantageous disputes with the Government. Whereupon, having deliberated with the required attention, it was approved and agreed with the unanimity of all the Members to have the First Broker Mantchergie Gorseedjen, both on account of his demonstrated misconduct in not obeying the orders of his Superior, as principally because he has given his consent to the introduction of such a harmful custom for the interests of the Company, and to the prejudice of our acquired privileges, by telling the merchants not only that they had to give such chits as reported here before to the Paijet, but by doing so himself, without giving the slightest notice thereof to his Director, let alone that he should have received any order thereto, come to the meeting as soon as he has recovered from his indisposition from which he now, or so he claims, is suffering, in order to be reproached there concerning this conduct of his, with a serious warning, in order to prevent more severe corrections, to guard carefully against it in the future, and also to ask solemn forgiveness of the Lord Director for his demonstrated disobedience, and moreover to condemn the said Mantchergie, as he is hereby condemned, to a fine of Five hundred Ropias for the benefit of the graves here. 3 September 1770. brokers to oblige them to comply with the secret resolution of this Council of the 16th of August last, by continually admonishing them, under severe threats, to produce such receipts as would satisfactorily prove that all the Company's tolls for the years 1769 and 1770 have been paid to the city and other regents, in accordance with the old custom, and have been settled with them; but that His Honour, making no progress thereby, had been compelled yesterday to threaten them with placing them immediately in custody pursuant to the aforementioned resolution. And that this had the effect that one of the brokers, Gouenram Roederam (the other, Mantchergie Gorseedtsen, being still obliged to stay at home on account of indisposition), seeing that there was no intention to let themselves be led by the nose any longer with talk and fair promises, and finding no more loopholes, finally confessed and fully admitted to him, the Lord Director, that it was as yet impossible for them, the brokers, to produce such proof from the Lord City Governor, notwithstanding that they had truly paid and settled the tolls for the aforementioned years, as would appear from a native unsigned note or scrap of paper from the toll clerk Babbelametta, because the said Governor absolutely continued to refuse to grant this, under the pretext that he still had a large sum of money to claim from them on account of tolls on goods sent by them to the surrounding places. His Honour, therefore, considered that the arrest of the said brokers ought for the present still to be avoided, in order not to give the Nabab any further opportunity thereby to persecute the said servants, since it was to be feared that His Excellency, seeing that there was an intention publicly to constrain the brokers to produce these receipts, and that they therefore absolutely needed them, would not fail to make use of this and to insist upon his claim, in order by that means to obtain some monies from them. Which often, whereas up to now one has not been able, despite all efforts made, to oblige the said servants to settle their debt, might be of great prejudice to the Honourable Company. His Honour therefore gave notice of this to the Meeting, requesting their advice. And whereupon, after the aforementioned broker Gouenram Roederam had appeared in the Council and declared that it was virtually impossible for them to produce the demanded receipts, since the Nabab, notwithstanding that they had paid all the tolls, still claimed a certain sum of money from them for tolls on such goods as had been sent by them from here to the surrounding places during the past twelve years, and for the payment of which they believed they were not liable, adding further that the production of these receipts had never been customary, and that they had also never shown them to the former Lords Commanders; it being taken into consideration with the requisite attention that the argument put forward by the Lord Director—namely, to withhold for the present the arrest of the aforementioned brokers, in order not to give the native government any cause thereby to fall upon these servants, often to the prejudice of the Honourable Company—certainly rested on good grounds, since there was reason to assume that the Nabab, seeing the brokers in such embarrassment and that from this side it was intended to compel them by means of force to produce his receipt, would not fail to make them pay far too dearly for this receipt, or at least to press his claims against them with greater vigour. Yet it was at the same time also certain that one will never be able to get abolished again the newly introduced and so very detrimental custom mentioned in the Resolution of the 16th of August last—contrary not only to the Company's acquired lordly privileges and ancient customs, but even to the right of the meanest native merchant, who after payment of the tolls is the sole master of his goods and can deal therewith according to his arbitrary pleasure—whereas by such a custom, once it was properly set in motion, our outlet and delivery could be prohibited at will each time, and consequently the entire sale obstructed, because the Nabab, if one complains about this to the English, as one will certainly have to do, will continuously maintain that he has not been properly paid the tolls. Over and above, furthermore, the danger in which the Company would find itself regarding the recovery of the arrears from the brokers, in case the Nabab, encouraged by our competitors, might at some time see fit to demand by force from the said servants this claim of his (which is certainly not new, but was already one of the Governor's grievances during the grievous siege of 1762, has since been demanded from time to time, and possibly, according to common rumours, is not as groundless as the brokers indeed maintain). 39 The 1st of October 1770. manner as purchased by him for the Honorable Company, transferred and conveyed in full ownership to the said Company, with the promise to pass a formal deed of transfer before the spiritual judge as soon as possible, it was approved and agreed to rest content therewith for the present, and consequently to file the submitted deeds of purchase with the other papers of that nature in the secret chest; and to approve the submitted memorandum of the costs of these lots and lands, considering that, in the present state of affairs and given the utility that the Honorable Company derives from them, as it might otherwise have occurred that the English would build their lodge directly against our wharf, they were by no means expensively purchased; and to credit the mody for these amounts in the trade books of this Directorate for the past fiscal year 1789/0, in which he had been debited under the last day of August, having received some funds in advance for this purchase; while the members of the meeting simultaneously felt obliged to thank the Director for the efforts made by his Honor in obtaining these houses and lots at a time when the same seemed virtually impossible. And with regard to the second proposal, to make a start at the earliest opportunity with the construction of some brick houses, and subsequently of the stable, and since, as the English see fit continuously to prevent us not only from completing the new brick buildings that have been commenced, but as no reply has even yet been obtained to the letter of the Director to secure permission for the construction of a new dwelling in place of an old collapsed house formerly inhabited by the chief surgeon, mentioned in the resolution of the 13th of July last, housing for the servants is most urgently needed, as one cannot presently compel anyone to risk his life in the old and dilapidated lodge, which, or at least a part thereof, is on the verge of collapsing at any moment; it was thus resolved to have these houses constructed in such a manner that they may be occupied by lower-ranking officials and other servants, and that behind them the stables of the Company can thereafter be situated; and in order not to arouse any suspicion among the English, and to convey to them the idea that these dwellings are indeed intended for natives, it was agreed to build them entirely according to the native method, yet in such a way that they can be altered at a convenient opportunity with little expense; and for the same reasons to entrust the supervision thereof to the mody, according to a brief specification to be drawn up by the Director; and to have advanced to him from the treasury, provisionally, 8000 rupees for this work, for the purchase of the necessary materials, and for the purchase of the remaining fourth small house. The Director made known to the members of this assembly how his Honor, in continuation of the matter with the brokers Mantchergie Gorsiedjen and Gowenram Roederam concerning the settlement of the customs duties with the city governor and the obtaining of a receipt from his Excellency confirming that everything has been properly paid by the first-mentioned servants, as described in detail in the secret resolutions of this Council of the 16th of August, 3rd of September, and 1st of October, all of this year, having continuously made the requisite efforts to bring this delicate matter to a conclusion, had considered it advisable—since after a careful examination of the resolutions and translations, as well as of the secret treasury, no appearance or proof of the payment of the customs duties could be discovered anywhere, although a note stating that such a paper had been sent is found in the resolution of the 26th of May 1767; and the Nawab, as appears from what was noted in the resolution of the 1st of October, had caused the Director to be answered that he had more than 50,000 rupees to claim from the aforementioned brokers on account of duties on cleared goods allegedly dispatched by them privately, but in the name of the Company, over the past twelve years; and that according to common rumors these allegations seemed by no means devoid of all foundation, and they might well have had the imprudence even to clear the goods of other merchants through customs in the name of the Company—on the one hand, to order the brokers not only to produce a receipt proving that the duties for the years 1769 and 1770 were paid by them pursuant to what had previously been commanded of them, but also to leave no effort unattempted to obtain a proper discharge from the said

The departure of the English private vessel the Elisabeth to the capital now affording us the opportunity to present this to Your High Excellency, we have the honour to bring respectfully to your attention thereby that the ship the Jonge Lieve, after having departed Cochin Road on 20 December last, where it was beforehand reinforced with 30 Eastern soldiers on account of the numerous pirates along this coast, arrived here on the 28th of the past month of January in a good state, together with the Fiscal van der Sleijden transferred hither by Your High Excellencies, having had no unusual encounters during the voyage but indeed 15 deaths, while two sick persons were brought ashore, and the skipper de Hartz was stricken by a very dangerous illness. We have duly received with the aforementioned vessel Your High Excellencies' always most venerated letters of 11 October, and postponing our humble reply thereto until our General Dispatch, we shall only mention: That we shall not fail to let the aforementioned vessel depart from here as soon as possible, at the latest by the end of April next with the Indian return cargoes, according to the Order, while we do not doubt that the Huijs ter Meije will have arrived at Galle in due time and prior to the departure of this to your parts. Regarding the collection of piece goods, the undersigned Director has already been in negotiations with the suppliers everywhere; but since the aforementioned contractors, on account of the great dearness of the kapok, amounting to as much as 30 to 35 rupees above the ordinary market price, caused by the heavy fallen rains and high floods, have demanded a general price increase, it has not yet been possible to conclude a contract with them. And with regard to the sales, we have not yet made a beginning therewith, mainly because we first make the brokers clear away the old remainders before making them masters again of the newer supply. However, we have the pleasure to inform Your Right Nobilities that the collection of the sugar and tin this month has been so great that, all the more as the brokers assure us that they have already sold everything, we firmly trust that the warehouses will be cleared of the tin by 11 March and of the powdered sugar, and thus of all old remainders, by the end of April. This desired sale is, in our opinion, caused by the fact that the merchants, who had initially imagined that the supply of sugar, both from the Honourable Company and from private individuals, would again be as large as previously, and that the sweetener would therefore drop even further in price, now see that they have thus far been deceived in their opinion in that regard. This circumstance will enable us to dispose of the sugar and other merchandise, with the exception of the pepper, regarding which the French Company ship that was recently here has completely ruined the market for us, if not with greater, then at least with the same profits as the past year. We have subsequently resolved, in regard to the 4000 pieces of tile laths that were removed from this vessel by the Cochin ministers, to charge that command on the first departing invoice. And to transfer the 3 pieces of cartridge pouches of 24 tubes found unserviceable with the arrived soldiers to unserviceable goods, and to send them to the headquarters. Moorish sailors: 63 heads were sent over with the Huijs ter Mesje, and with this vessel there go over [illegible], thus together a number of [illegible] heads, for the most part experienced seamen, whom we, on account of the heavy recruitments by the English and natives, have engaged not without much difficulty and under the strongest assurances of not being kept there longer than 3 years, and not being separated from their crews; wherefore we also take the liberty humbly to remind Your High Nobilities of the request made by us in this regard. Vessels belonging here, we have the honour to inform Your High Nobilities that the smalschip De Jonge Petrus, built here instead of the wrecked Beschermer, has turned out so well that the said keel, which is 4 1/2 feet longer, 2 deeper, and equally 4 3/4 feet wider than the Verwagting built in the year 1768, can easily load 408 canisters of sugar, and therewith still draws only 8 feet of water, whereas the Verwagting, when properly ballasted and laden with 170 canisters, draws a full 9 3/4 feet of water. Having approved the specification of the 57 the costs of this keel in our meeting on the 19th of February past, we have the honour to present the same to Your High Nobilities together with a comparison of the costs of the two similar keels previously built here, with a humble request to be allowed to write off and clear into the general accounts its costs to an amount of 17969:6 in cash and Rupees 5861:24 from stock, or together Rupees 23830:30, or f 28596:15. It is true that this specification, in comparison with the two preceding ones, seems at first glance to be set too high, exceeding that of the Batavier by 5104 Rupees and that of the Verwagting by 5714 7/12 Rupees; yet in this regard, taking into consideration that the Jonge Petrus is longer than the Batavier by 11 1/2 feet and than the Verwagting by 4 1/2 feet, wider than the former by 4 3/4 feet and than the latter by 3 feet, and deeper than the first-mentioned by 3 1/4 feet and than the last-mentioned by 2 feet, not only that, but that also the difference in what one or the other keel can load is so very great that it can bear no comparison; while moreover the amount of the Jonge Petrus is considerably increased by what was spent on it from stock to a greater amount of Rupees 2517:24 than the Verwagting, caused by the fact that the last-mentioned keel was furnished with a multitude of goods that had been salvaged from the wrecked Beschermer and ran without a monetary sum; so we can assure Your High Nobilities that the same is indeed not calculated too high. Having subsequently taken into consideration that the often-mentioned smalschip De Verwagting, although very solidly and strongly built, is of very little utility here, 58 utility, as the same keel, which entirely empty draws 7 1/2 feet and when laden with 170 canisters of sugar draws a full 9 3/4 feet, can practically not be used in the unloading and loading of the ships due to the shallowness of the Surat river, and that the said smalschip would be of great utility on the Malabar coast, where, due to the condemnation of the sloop De Johanna Chatarina, another such vessel will now be needed, as all this is described at large in our resolution of the 19th of February aforementioned; so we take the liberty to request Your High Nobilities to be allowed to dispatch the said smalschip De Verwagting to the Malabar coast under convoy of the first Company's ship departing from here, consequently for the necessary authorization [illegible]

Upon the report submitted by the specially appointed commissioners who, according to annual custom, examined all the Company vessels, we approved on the 2nd of June of the past year to auction off the open horry de Brootroth to the highest bidder, as being entirely unfit to serve any longer, as also appears from the recorded resolution of the 21st of the same month, which took effect after the equipment and other goods had been removed from it, the proceeds thereof amounting to Rops 400:- being duly counted into the cash box by the Chief Administrator, while the equipment goods removed from that vessel were handled according to orders, as appears from the aforesaid resolution: And seeing ourselves thereby deprived of one of the vessels so necessary for the loading and unloading of the ships, we resolved on the aforementioned 1st of June, subject to the highly favorable approval of Your Right Excellencies which we hereby implore, to build a similar vessel, which was subsequently named the Mercurius, and we take the liberty to present to Your Right Excellencies the specification of its cost, as it was approved in our meeting on the 31st of August for the reasons alleged therein, amounting to Rops 3533: 7 in cash and R: 4028: 16, with a humble plea that the necessary authorization for the write-off of that amount may also be most graciously granted to us by Your Right Excellencies. As the three small boats belonging to the vessels were also reported as unfit in the said report of the specially appointed commissioners, we approved on the aforementioned 1st of June to have them inspected further in order to investigate whether one among them might still be found that could be made serviceable for some use, while we simultaneously resolved to have a new one built in place of the two entirely irreparable ones, and for the other to supply the disused boat of the wrecked Beschermer, and when we were informed on the following 14th of August by a report from our Equipment Overseer, who had caused the aforementioned boats to be inspected further by knowledgeable persons, that none of them could be repaired, we were forced to authorize the Trade Bookkeeper to write off all of the three aforementioned unfit boats, and to have the remaining boat of the sold horry de Broetroth supplied to the horry de hoop, as a result of which each of the vessels is now once again provided with a boat; The fellow members of this assembly, the former pay bookkeeper Spierejee and secretary van Otters, alongside the bookkeeper Siemström and assistant Meijer, assisted by knowledgeable master carpenters, having examined the dismantled vessels and having served the aforementioned report on the first of June, we have consequently caused the annual repair on the aforementioned keels to proceed, and the Equipment Overseer having submitted on the 23rd of November his specification of the expenses incurred therein to an amount of Rops 4741:25, namely Rops 2546: 13 in cash, R: 1988: 1 from stock, and 206: 45 for the new boat, we postponed the approval thereof, as appears from our resolution of that date, until the commanders of those vessels should respectively have declared under oath that the items entered in the said specification were truly supplied to each of their respective vessels. And as the said commanders made no difficulty in taking the required oath in due form before two commissioners from the Council of Justice, we approved the said specification on the 4th of December thereafter, and we hope that Your Right Excellencies will be most graciously pleased to be satisfied with this. The voyages of the aforementioned vessels since our last description of the 14th of April of the past year have consisted of the following, namely: On the 21st of April, the horrys De hartloper and De laestdrager were lent to Mr. Price for pressing reasons and made a short voyage to the north for his Honor, from which they returned at the beginning of May, as appears from our recorded resolutions of the 24th of April and 1st of June. All the vessels having subsequently in the beginning of the aforementioned month been dismantled and beached near Attuwa, and having been rigged again after the end of the bad monsoon, the smalschip de Verwagting was sent out to the roadstead in mid-September, from where it was dispatched on the 13th of October together with the horry de Merwe to Brootchia to fetch return cargoes; on the 30th of November the smalschip de Ionge Petrus and the horry de Uijtwinner departed hither with the incoming Brootchia factor Heijdeman, from where they returned on the 7th with the return goods Pros Pietaa and the outgoing factor Huijsinga. Furthermore, the said smalschip departed again on the 8th of January for Brootchia to transport the family of the First Factor Heijdeman and to fetch return cargoes, and finally the smalschip de Verwagting returned on the 12th of March from the aforementioned factory, whither it had sailed on the 20th prior for the aforementioned purpose, with some return goods for India; while on the 14th the same escorted some vessels of the brokers to Bouwnager, and
