and subsequently, alongside the narrow ship de Jonge Petrus, convoyed the ship of the Secunde destined for Mocha and Jeddah to below Cape St. Jan on the 13th of April, we have furthermore been capable this year of discharging and loading the ships that have been here using these vessels of ours, without the aid of any rented ones. The number of these keels now once again consisting of two narrow ships, two covered and three open horrys, one boat, and one prahu, which latter we shall nevertheless vindicate immediately after the departure of the bearer hereof in accordance with Your High Noblenesses secret Resolution of the 2nd of May 1769, there is nothing further to remark regarding this, except that the two aforementioned narrow ships, alongside the open horry de Merwe, are brand new, and the other vessels are all in very good condition. And consequently, we take the liberty, in concluding this section, to state briefly further: That, upon the report of our Master of the Equippage inserted into our Resolutions of the 14th of August 1769, for the very valid reasons detailed extensively therein, we thought fit on that day to place permanent crew once again, as formerly, upon the closed horrys de Lastdraager and Uytwinner as well as the open horry de Merwe, instead of continuing to have them manned by crew who are hired only for the voyage, as it has appeared to us, apart from and besides the fact that in the latter case one can never obtain the necessary hands to man the keels so quickly, that one can no longer properly entrust vessels and goods to these hirelings, who can have not the slightest interest in their loss, without at the same time accusing oneself of utter laxity. Wherefore, requesting Your High Noblenesses favorable approval in this regard, we proceed to the Writings-in and Writings-off, in which regard, whereas we have not yet been able to have any annual conclusion made concerning the brought-in merchandise, because the general findings on the goods brought in in the year 1768/9 can only be drawn up and submitted after the ultimate of this month, when, according to the contracts made with the buyers dated the 11th of March 1769, all of the same will have been delivered, it serves to report that the Warehouse Keeper, having presented at our meeting of the 31st of August last past a memorial of the said merchandise, alongside an indication of the weight deficits that occurred thereon, both of that landed for the King's account and of that weighed out to the merchant, we, granting it a place by our resolution of the said date thereon, as none of the other parcels had yet been concluded, decided solely to have 2¾ lb of Camphor Baros written off to the profit account. The Master of the Equippage, having on the 21st of June 1769 provided a report of all such goods as had been laid onto the decommissioned vessel de Brootroth by him, we decided thereupon in the following manner, namely, to transfer from the equippage and artillery goods two hand lanterns and 18 pieces of grapeshot to unserviceable goods, and to write off one piece of coir rope of 8 inches, one lead line, and two pieces of lintstocks, as being of no further use. Furthermore, pursuant to our decision of the 30th of January of this year, we caused to be written off 22 bundles of quill pens of the old and as many of the new arrival, along with 22 quires of small size, 12 quires of large ditto, and 5 quires of blue packing paper, which had been eaten through by rats or worms during the administration of the Warehouse Keeper, as it appeared to us that no neglect occurred in that regard. Having, upon the reports of our Chief Administrator regarding the amounts charged in the invoices of the Huijs ter Meije and the Jonge Lieve on the 14th of December 1769 and the 19th of February of this year, made disposition, we have caused the cost of 100 lb of storax, sent to Batavia in the year 1768 per the Huijs-om and returned with the Huijs ter Meije as being unserviceable, to be reimbursed by its supplier, the Chief Surgeon van der Sprenkel, in the amount of ƒ 602:14 - or Rupees 542¼; and respectfully referring, in regard to the further charges and remissions, to our aforementioned dispositions as being of little note, we once again repeatedly offer Your High Noblenesses our humble thanks for the favorable exoneration of the commissioners from the amount of the bottles of rose water sent in the year 1767 and unpacked in their presence, regarding which we take the liberty to submit to Your High Noblenesses: That when Your High Noblenesses, by your honored letter of the 29th of July 1768, were pleased to instruct us to cause the unpackers of the 50 cases of rose water transported with the Landskroon, being the comforter of the sick Koning and the Junior Assistant Atruxsberg, to participate together in half of the loss that had occurred on the said rose water through breakage or otherwise, according to Your High Noblenesses Resolution of the 14th of June 1768, we, by our disposition on the report of our Chief Administrator regarding that which was charged to this Directorate per invoice of the Huijs ter Meije, as it is inserted in our resolution of the 22nd of November 1768, charged the said unpackers on their salary accounts, for their portion, each for one half, for the amount of the loss suffered on the aforementioned rose water up to ƒ 558:17:—. And that when we subsequently, in our humble letter of 20 December of the aforementioned year, took the liberty to beseech Your High Nobilities, for the reasons alleged therein, to be most generously pleased to release all these unpackers, both those who had unpacked the rose water from the Veldhoen and from Landskroon, from the charge imposed upon them, our secretary, when drafting the outgoing letter, followed the tenor of Your High Nobilities' revered letter of 29 July aforesaid, in which only the unpackers of the rose water from Landskroon were mentioned, and thus neglected to make express mention of the unpackers of the bottles of rose water sent with the Veldhoen, although Your High Nobilities had also been petitioned for a favorable discharge of the assistant van Es, who besides Struksberg had been a co-unpacker of that sent with the last-mentioned ship, which resulted in the circumstance that Your High Nobilities, having had the goodness to release all these unpackers from the charge imposed upon them, nevertheless in Your very honored letter of 15 August 1769 speak only of such a sum as said unpackers were ordered to pay to an amount of ƒ 558:17, being that of Landskroon, without making mention of a sum of ƒ 539:4:– for the unpackers of the Veldhoen. And that, taking into consideration that we took the liberty to request Your High Nobilities in our aforementioned humble letter of 20 December 1768 for a favorable discharge of the unpackers of this rose water, being Koning and Struksberg for Landskroon, and the last-mentioned and van Es for the Veldhoen, as said three persons are also mentioned in the said letter, and that Your High Nobilities, in your revered rescript thereto, were pleased to grant that the commissioners who unpacked the bottles of rose water brought to Batavia in the year 1768 be discharged from the compensation imposed upon them and to write off the same to the account of the Honorable Company, we took the resolution on 13 March last, in the hope of Your High Nobilities' most generous approval, to also discharge the said Stuksberg and van Es from the charge of ƒ 539: 4: – for the rose water sent with the Veldhoen on their salary accounts, and likewise to have this written off to the debit of the Honorable Company, since from what has been set forth above we could not conclude otherwise than that Your High Nobilities intended to let both parties enjoy Your great favors, even though the sum of ƒ 539:4:– is not mentioned in Your respected letter. And referring ourselves further in humility, with regard to the deficient supply of the patoolas, to our humble letters of 20 December of the past year, we take the liberty to report, with respect to the return goods required by the respective demands for this year 1770, that shortly after dispatching our brief letter of 10 February last we were entirely hopeless of succeeding in contracting for the said return goods, because the suppliers came to demand a price increase of 8 percent on the cloths and 10 percent on the patoolas, and we were not in a position to curb the said servants at this time with the customary bridle, namely the threat of contracting the business at the subordinate Brootchia, because the said place was besieged and so hemmed in by the troops of the Damagie that, even to obtain the return goods now passing from there, an express parwanna or passport had to be solicited from their general Fattesing; nevertheless, not without much trouble, we succeeded in contracting this procurement in our meeting of 13 March in such a manner that they will be granted for this year an increase on the prices of the previous year of 4½ percent on the cloths and of 5 percent on the silk patoolas of 5, 4, and 3 asta, while they will have to deliver the remaining patoolas for the prices of the previous year, and that for such goods as have not been contracted for in some years they shall receive, as for the chintz Cherongse, ƒ 360 the pack; the pack of bedspreads of 17 wisa, ƒ 1359; cotton patoolas of 5 asta of 20 corgies per pack, ƒ 458:15; the same of 4 asta at 25 corgies per pack, ƒ 438:18; and for the chintz baftas requested as samples, the pack of 10 corgies, ƒ 420, or ƒ 2: 2 per piece; being obliged thereby, not only as in the past year, not otherwise

... than to bring sound goods to the bazaar, as well as to permit the poorly and fraudulently woven pieces to be confiscated for the benefit of the bazaar commissioners, and to make the delivery so early that the goods can be ready for shipment: the Fatherland cargo by 1 December next and the Indian cargo by 15 March following; furthermore, they have also obligated themselves to promptly deliver all requested quantities of patoolaas, specifically including those of 5 and 4 Asta, and in default thereof to make good to the Honorable Company, without any exception, all damages which it might suffer through a non-delivery. However, said suppliers could not be persuaded to enter into a similar obligation with respect to the patoolaas of 3 Asta and after, since they declare that, although they will not fail to make every effort thereto, it is impossible for them to deliver the requested quantity; in exchange for all of which, we on our part are obliged to immediately advance 100000 Rop:s to said servants. The drawn-up memorandum of this contracted tender, having been presented at our meeting on 5 April, shows that the same amounts to a considerable sum of Rop:s 240006:- or ƒ288007:4, and referring ourselves for the rest to this and to the conditions made themselves, inserted into our resolution of 13 March, we are, for the sake of brevity and with all due respect, very grieved that we were not able, instead of this increase—which we can naturally assume can be nothing but unpleasant to Your High Nobilities—to stipulate a reduction in price. We do not doubt in the least that Your High Nobilities, being informed of the nature of the truth of the matter, will do us the justice of believing that, although we left nothing unattempted, we were unable to succeed better in this matter, considering firstly the dearness of the capoc caused by the heavy rains that fell and the high floods, currently already more than 50 percent above the ordinary market price, of which no example has been seen since the year 1763, when the then ministry was forced, in order not to sit idle, to consent to an increase of 9 percent on all linens and of 15 percent on the cotton yarns, as appears from the resolution of 21 June of the said year; secondly, the considerably heavy contract tenders of the English and Portuguese, which seem to increase from time to time; thirdly, the presence this year of three French ships, namely two of the Company named Le Condé and L'Indien and one private vessel, of which the first two named have sailed for Europe and the last-mentioned for the French islands, taking with them as many linens as they were able to obtain, while they paid such exorbitant prices for the same that the market thereof rose at that time up to 25 percent; and finally, fourthly, with regard to the patoolaas, that the workmen of those goods, seeing the greed for the same, recently established a kind of monopoly by binding themselves to one another to keep them at an equally high price, which now makes the collection of these cloths even more difficult, while the English constantly have their peons in the houses of the workmen, who take the cloths from under their hands as soon as they are off the loom, in such manner as is described more at large in our aforementioned resolution of 13 March. Thus we hope that Your High Nobilities will be pleased to be satisfied with this our proceeding, and we therefore proceed to the Sale, regarding which, referring to what was advanced hereinbefore under the chapter of the delivered cargoes concerning the imported merchandise and its condition, as well as to what was reported in this regard in our humble reply of 20 December of the past year, we now have the honor to inform Your High Nobilities: That we have not been disappointed in the good expectation which we testified to Your High Nobilities to have in our humble letter of 15 February last past, namely that the brokers would fulfill the contract made with them on 11 March 1769, since they have complied therewith with respect to the tin, all of which was weighed out to them before the said date, and the remaining sugar is so small that we cannot doubt but that they will also collect the same before the ultimate of this month according to their obligation. And thus having seen that they—although this indeed caused the first undersigned much opposition and trouble—currently exert all their power to empty the warehouses of the old remainders, this has caused us to resolve to enter into negotiations with them regarding the sale of the merchandise now recently brought in. were sold by them and collected from the warehouses, these had nevertheless not yet been consumed, everyone having been encouraged by the low price to provide themselves with as much sugar and tin as they need for some time, wherefore we, taking into consideration that two English ships were daily expected from China, and that if these were again to bring a quantity of sugar it was to be feared that the market would drop even lower, resolved with a unanimity of votes in our meeting of the 13th of the past month of March to knock down the purchase to the brokers at the previous year's prices, the tin brought in being included therein, they to pay for the iron 13 3/8 R or ƒ 16: 1: the 100 lb, which will still give an advance of 54 7/8 percent. The arrival of the French ship with a quantity of pepper, mentioned in our last respectful letter of 15 February, having spoiled the market for us here, we were at first in doubt whether we should dispose of that grain for the offered price of 31 29/0 Rupees the 100 lb, or whether we should still hold on to it since the price in the Netherlands far exceeds this. But we were all of the former opinion, in consideration that higher prices cannot be negotiated for it for the time being, and that to send the same back would be of greater disadvantage to the Company, as a profit of 217 7/8 percent was still obtained thereon. And although we were able to negotiate for the harpuis other than the previous year's prices, and it thus now gives a loss of ƒ 268:19:8, whereas in the past year it yielded a profit of 113 3/8 percent, caused by the fact that it was charged to us this year at no less than ƒ 5: 6: 6 on average per 100 lb, whereas we received the same 100 lb in the past year for ƒ 2:5:9, we nevertheless judged it better to sell it than to send it back, as in this latter case the Company must always lose at least 8 percent on it due to ship underweight, over and above the shipping expenses and warehouse ullage at Batavia. The conditions upon which we made this sale are so favorable, not only with regard to the collection of the merchandise, but also because they protect the Company against all bankruptcies, that we do not doubt they will have the good fortune to carry away Your High Excellencies' high approval, consisting in the following: That the brokers bind themselves once again to a strict compliance both with the contract of sale of 11 March 1769, insofar as it has not yet been fulfilled with regard to the powdered sugar, and with the bond granted to the Director and Secunde, mentioned in their secret letters of 20 December last, that they must have collected all the purchased merchandise before the end of next December, or that they must permit the remainder to be sold again on their account, and that they must pay for the goods each time 20 days after receipt, in such manner that before the goods are delivered to them, they must hand over to the Director a bond whereby the buyers bind themselves to pay the monies to the Company's money-changers within the said time, to be subsequently delivered into the Treasury by them, so that the brokers shall not be permitted to receive any monies from the merchants before the Company has been paid, and it shall furthermore be at the discretion of the Director, according to circumstances, to accept the bonds of the merchants or to ask for more security, while in any case, and even should it happen that the Company suffered any loss with these merchants, the brokers remain obliged to indemnify it. We have the honor to present herewith to Your High Excellencies the gross return of this sold merchandise, which shows that on the entire sale 233 3/8 percent was gained, or on a capital of ƒ 163,100: 6:— in money barely 4 barrels of treasure. The old large pier, for the renewal of which your Right Excellencies were pleased to grant authorization in the revered letter of 29 July 1768, having been washed away by high water during the recently passed bad monsoon, we resolved on 14 August to instruct our Master of the Equippage to construct a new wooden pier, with express orders to follow the instructions of your Right Excellencies in the aforementioned missive, namely not to allow the costs thereof to exceed the amount paid for it in the year 1766; and which also had the result that the specification for this work, which was approved in our meeting of 4 December, was ƒ 67:16:8 less than the previous one, amounting now to ƒ 2212:6:8 according to the new reduction, or ƒ 2771:8 according to the previous calculation, whereas a similar pier, although not made as well and strong as the present one, cost 2839:5 in the aforementioned year 1766. The Warehouse Master Stolmberg having informed us by report on the aforementioned 14 August that the bamboo fence around the Company's linen grounds, on which no noteworthy repairs had been carried out for five years past, was completely decayed and knocked down by the heavy downpours and drainage waters, we authorized the fellow members of this assembly, Heijdeman and van Citters, to inspect it and serve us with a report of their findings. The ordinary annual gifts have amounted here in Souratta, just as the estimate thereof was approved in our meeting of 1 June of the past year, to a sum of ƒ5895:18.- in purchase value and ƒ7523:- in sales value, thus making a small difference compared to the previous year, which according to the present calculation was ƒ5959:- in purchase value and ƒ6974:12:8 in sales value, making a difference of ƒ63:2:- less in purchase value and ƒ548:7:8 more in sales value. On 19 November, we engaged Jacob Goverts, who arrived here from Europe via Bassora, as Junior Assistant at 16 guilders in service. On the 23rd of the same month, in place of Factor Heijdeman who had departed for Brootchia, we appointed the Junior Merchant De Vassij, who was out of actual service, as Bazaar Commissioner. to hand over to the authorized agents of the linen suppliers of such merchandise as had been sent to them pursuant to our humble letter of the 14th of April 1769 to the amount of ƒ 6232:1:8, and this subsequently having been settled, no further goods were sent thither as no request was made for them. Referring ourselves, with regard to the presents made during the past financial year, once again to what was previously mentioned under that heading, we have only further to report in that respect that on the 26th of October we authorized the factors to drape the broker with a pomerij on the Diwali or heathen New Year according to custom, but at the same time prohibited them from giving any presents to the farmer of the tolls of the Damajee, as this had never been customary. In like manner we approved the giving of a small present to the value of 50:- Rupees to the Governor's albeschik, and on the 19th of February last authorized the factors to go and compliment the Nabob on the occasion of the solemnization of the marriages of his four daughters, offering the customary nazirs or gifts of honor, namely of 9 Rupees to the Governor and of 5 Rupees to each child. In our meeting of the 8th of January we approved the following specifications chargeable to this office, namely: From the incoming first factor Heijdeman on account of presents made on the occasion of his first visit to the Nabob to the amount of Ro/a 88:—; and on account of traveling expenses incurred to this place amounting to Rupees 130:—:—. From the outgoing factor Huijsinga his specifications of traveling expenses incurred to the amount of Rs 126:16:—, and of gifts made during his farewell visits amounting to R: 84:24:—. Furthermore, to cover the daily expenses and other charges, we remitted two bills of exchange to the factors, the first on the 8th of September and the second on the 7th of March last past, each amounting to 2000:— Rupees. Both sons of the deceased broker having made a request to us that, on account of their destitute poverty, they might be excused this year from the withholding of the rent of the Company's lodge in reduction of their debt, we judged, for reasons stated in our resolution of the 14th of August, that we could not condescend to this request. But on the other hand, since the lodge was in the highest degree in need of some repairs if one did not wish to let it fall into complete decay and thereby in time come under the necessity of incurring greater expenditures on it, and the said owners were completely unable to pay these expenses, we were compelled on the 8th of January of this year to decide upon making these necessary repairs, which according to what was recorded in the resolution of the 23rd of November were estimated at Rupees 250:—, and to have the amount thereof advanced from the treasury, in order that it may subsequently be deducted again from the rent monies. With regard to the letters exchanged with these servants since our last respectful letter of the 14th of April 1769 aforesaid, referring ourselves with the permission of Your High Nobilities in respect to the accompanying letter book, it remains for us to report that we politely declined the request of the Governor there, namely to be accommodated for a short time with a Company smalschip in order to convey his son and uncle with it to Cambay, as appears from our resolution of the 7th of December 1769, fearing that the said Nabob might use the said vessel for some expedition or other, as the outcome also proved to us, since we were subsequently informed, according to what was recorded in our resolution of the 11th of that month, that he wished to use the said smalschip for convoying some vessels with troops against the Raja of Nagnagar. In like manner, as shown by what was recorded at our session of the 5th of this month, we were obliged to refuse in the politest terms the urgent request made by the aforementioned Nabob to the first undersigned, namely to be assisted with one of the smalschepen well provided with cannon and further munitions of war against the armada of the Damajee, which is currently besieging Broach, until peace should be concluded, as we could by no means resolve to engage ourselves thereby repeatedly in a public dispute with the Marathas. As appears from what was recorded in the resolution of the 13th of March last past, we received news on the 27th of April from the servants at this office that the city was besieged and so hemmed in by the army of the Marathas under the command of General Fattesing that the returns lying ready there could not be transported hither, as the river was occupied to such an extent that no vessels could sail up or down. We therefore judged it necessary, since we could not let the bearer of this depart without the returns and there was no prospect that this blockade would be raised so soon, immediately to have the necessary parwanas requested from General Fattesing and on that occasion to offer His Excellency a small present amounting to ƒ 149:— cost and ƒ 393:3 sale value, since otherwise ordinarily very little can be accomplished with the native princes, which then had the happy consequence that we obtained the requested parwanas as the same are inserted in the said resolution, and thereby secured the returns from there, hoping therefore that Your High Nobilities will favorably approve the aforementioned present that was made. Ahmedabad, based on the lodge keeper's representation there concerning the urgent necessity of carrying out some repairs to the Company's lodge, we resolved on 1 June anno passato to authorize the estimated expenses calculated there up to an amount not exceeding 300 Rupees, and the specification of which having been received on 13 August last, we made such arrangements in that regard as we have had the honor to inform Your High Excellencies above under the main heading of Carpentry and Repairs, while on the said 1 June it was approved to reject the request of the aforementioned wakil tending to be accommodated with some merchandise. The Company's lodge there being inhabited by the said wakil, there are no other ordinary expenses charged to the Honorable Company here than the maintenance of 2 peons and a gatekeeper for the guarding of the said lodge, for whose annual maintenance we remitted by bill of exchange a small sum of 159 under ultimo August; and therewith taking leave of this abandoned factory and knowing nothing worthy of Your High Excellencies' attention to report from Muscat and the Gulf of Persia, we have come to domestic matters, regarding which we take the liberty to make the following respectful report to Your High Excellencies in the manner as negotiated in our resolutions. That on 24 April 1769 we were obliged, for advance payments to the linen suppliers and other daily expenditures, to negotiate once one hundred and fifty thousand Rupees in the name of the Honorable Company, though for the account of the brokers who owed a considerably larger sum to the Company, as we have had the honor to inform Your High Excellencies in our previous dispatch; and although we would presently be capable of discharging this sum, we have nevertheless deemed it better to wait and first remit 100000 Rupees to the Main Factory by the bearer of this, as we then also have the honor to present the same to Your High Excellencies hereby, and also to make the contracted advance payment of up to 100000 Rupees to the suppliers, and thereafter to repay this debt again, since the brokers have not yet settled their debit mentioned in our previous letter, but are still indebted thereupon for 156422:45, and they are thus obliged to pay the running interest on this negotiated principal, and we hope shortly after the departure of this to come into a position to effect the aforementioned settlement. On the same 24 April we authorized the storekeeper to take into service a fifth water pagali for the service of the lodge, and on 31 August we passed a specification from him for payment regarding repairs done to the Company's first carriage and to the chairs of the assembly, amounting to 692:31 Rupees. Being brought by lack of powder to the necessity of making purchases thereof, we authorized the equipment supervisor on 14 August 1769 for a quantity of 1500 lb. The proceeds of the sale at public auction of the horse of Broach, amounting to 400 Rupees in purchase monies, were counted into the cash box by the Administrator according to the entry in the resolution of 14 August, as well as the 85¼ Rupees which the faint letters sold at public auction and brought by the Huijs ter Meije yielded, as our decision of 5 April last shows. According to the entry in the resolutions of the aforementioned 14 August, the general muster was duly completed under ultimo June, and no one was found absent thereat. The annual price current having been drawn up by the equipment supervisor and storekeeper and presented in our meeting on the 31st of the named month of August, we granted the delivery of the goods for the prices stated therein, which were set properly and not too high, as far as it concerns the said administration, after we had first called the Honorable Company's modi into the assembly, and he declared to be entirely unable to deliver the necessities for lower prices than the above-mentioned statement. Upon the report of Chief Administrator Sluijsken, as the same is inserted in our session of the said 31 August, we have, considering that the reduction of the rupees by sixtieth parts, as has been in use here according to the resolution of 26 June 1764, now that the Surat Rupee according to Your High Excellencies' venerated order of 8 January 1768 and the annexed report of the senior merchants of the Castle dated 31 December 1767 is calculated and handled in the trade books after its intrinsic value at 24 stuivers, can give rise to confusion and errors, since the division of 24 by sixty, being the numbers by which the Rupee was traded for so long at 30 stuivers, has no correspondence, and yet the reduction of the said specie by such or another number is only an imaginary account, deemed it proper to let the reduction of the rupees henceforth take place in all papers by 48 stuiver parts, being the same to 24 as 60 is to 30, and therewith to make a beginning with the book year 1769/70, as also the price current mentioned above was immediately changed accordingly and subsequently recorded in our resolution of 26 October. and used instrument seals, we had the proceeds derived therefrom counted into the cashbox, while we proceeded similarly in that regard with the account for the last expired 6 months, which was recently rendered and recorded by the resolution of 13 March. The memorandum or finding submitted by the storekeeper on the aforementioned 31st of August concerning the merchandise brought in in the year 1768/9, together with an indication of the shortages occurred thereon, the landed goods for the King's custom, etc., and that weighed out to the merchant, having been entered into the resolution of that day, we have further seen fit to deposit the notarial protocols, under a register, in the secret cashbox, in order thereby to prevent the misuse that might be made thereof when the clerks have free access thereto, and to transfer the secret cashbox to the dwelling house of the Director, and to have the same inspected annually on the occasion of the survey of the Main Cashbox. Upon the report of the two judicial commissioners together with the Fiscal, who examined the pound weights and scales in use in accordance with the order under the ultimate of August 1769, as the same is recorded in the resolution of 26 October, we have seen fit to send the 4 pieces of unfit scales to the headquarters, and to have others issued in their stead from the stock, the said unfit scales having already been dispatched from here properly sealed per 't Huijs ter Meije. We have furthermore, on the aforesaid 26 October, caused to be issued from the cashbox to the storekeeper Holmberg, under proper security, a sum of 4000 Rupees, to be employed by him for the payment of the necessary expenses in the discharging and reloading of the Honorable Company's ships, and subsequently to be counted back into the cashbox upon the submission of his specifications. Having taken the decision on 23 November to have the received reports concerning the general inventory under the ultimate of August last sworn to before the Court of Justice by the commissioners, the same has also been properly carried into effect, as appears from what was noted down at our session of 4 December following. The retiring cashier and invoice keeper Heijdeman of the petty cashbox having properly transferred it to his replacement, the retiring pay bookkeeper Spierejee, as appears from our resolution of 4 December, the latter once again made a clear transfer of the pay office to the arrived pay bookkeeper Huijsinga on the 14th of the same month, which latter person has then also provided the required sureties. The aforesaid cashier and invoice keeper Spierejee, who has departed from here to Batavia per 't Huijs ter Meije, having properly transferred the petty cashbox to the cashier Zimmerman, who was provisionally appointed here, as shown by our resolution of 14 December, the latter has also provided the necessary security according to the order for this administration, as the same was recorded at the session of 20 December. On the 4th of the said month of December, upon the report submitted by the Head Administrator showing the discrepancies that were found upon confronting the trade books against the reports of the inventory taken under the ultimate of August prior, we made disposition as mentioned in the margin of this paper, to which we take the liberty to refer. Having been informed by a missive from the Ceylon ministry dated 25 October 1769 that a certain consignment of wheat dispatched from here in the year 1768 with 't Huijs An was not only more expensive, but also supposed to be bad, such that they could not dispose of it for the invoice price, and that they had taken the decision regarding the remainder, of which Their Honors sent us a sealed sample, it being shown by specially appointed commissioners that this wheat was full of dust and worms, they sustained that it must have been already leaning toward spoilage upon shipment from here, and that consequently the suppliers thereof ought to bear the loss incurred hereon, so we judged on 30 January last that before taking a final disposition in this regard, we should place the received report of the Ceylon commissioners into the hands of the Company's modi Mannek Dada, as the supplier of this grain, with orders for him to answer for it immediately. Furthermore, we take the liberty, pursuant to the resolution taken at our session of the 30th of January of this year, very humbly to submit to Your High Nobilities how entirely incapable we are here of maintaining the Honourable Company's burial ground, even when constantly only a small annual maintenance is performed on it, solely from the monies of the collections in the church etc., as one will be obliged in these years to carry out various repairs thereon, with the humble plea that it may please Your High Nobilities graciously to grant us permission to retain here the monies which are paid from the manumission of slaves and which according to the order must be remitted to Batavia, and to employ them in due time for the preservation of these memorials, while we finally 112 finally have the honour to present to Your High Nobilities in the original the report of the members of the court of justice and the warehouse master, who in the presence of the Fiscal inspected and handled according to the order the nutmegs packed in tobacco and received here as samples; and we must still report in concluding this main section that here, since 1st September last until the ultimate of March of this year, a very considerable amount of approximately 700000 lb tin and 2788087 lb or nearly 6900 candies of powdered sugar has been weighed out from the warehouses to the Honourable Company's brokers and fetched by the same. Regarding the purchase of houses and lands, we have nothing further to report in this regard than that it has hitherto been impossible for us to obtain from the ecclesiastical judge a formal deed of sale passed for the land immediately adjacent to the Honourable Company's garden Zomerrij in the village of Attuwa, which was taken over from the former Director and now titular Governor and Commander of the Malabar upon his departure. Having properly maintained the correspondence with the Western offices, we have only to remark: That we have complied with the requisition for wheat and some other necessities received by letter from the Ceylon Ministers of 21 March 1769 per the Huijs ter Meije, and furthermore according to the order have dispatched thither with the aforesaid vessel a sack or 100000 rupees. would, while it appeared natural to us that the shortage of money there must not yet have been very great, since in that case the Ministers would certainly have made some mention of it in their letters, and it is in any case to be thought that the said gentlemen, if the need was great, would indeed have removed from that vessel the 160,000 Rupees sent to Ceylon with the ship Huis ter Meije. In the same manner, we deliberated on the 5th of this month on a letter also received from there, dated the 10th of January last, whereby the same Ministry thinks fit, at the request made to them by the said Prince, to write to us regarding a certain palla belonging to the native Prince of Cannanore, Adi Raja, along with its cargo, and to grant, or at least to promise, to the said Prince that these goods may be stored here in the Company's warehouses, and that he would receive the necessary cash advances for them from the Company's treasury, adding at the same time that this ship could and also ought to be regarded and treated as resorting under the Dutch flag, etc., as all this is reported in detail in the said letter, which is entered in our resolution of the aforementioned 5th of this month. And whereas the undersigned Director had indeed initially endeavoured to obtain permission from the Regents for the unloading of this palla at our customary place, as was at first also granted, but immediately thereafter prohibited again; and subsequently sought to manage this affair in such a manner that this small ship would be treated as belonging to a subject of the Company; but the Regents demanded that the goods be discharged and cleared through customs at the place where this must be done by all native merchants, and that under payment of the customary Moorish toll, declaring that they would otherwise never permit them to be discharged, since it was very well known to them that the said small vessel did not belong to a subject of the Company, but to Adi Raja, as it had also appeared here in the roads under a Moorish flag, and that if they permitted this, all natives would gladly fly a Dutch flag in order to be exempted thereby from their customary toll; so it came before us especially for consideration whether we should consider the said vessel as truly belonging to a Dutch subject of the Honourable Company, and treat and maintain it as such, or whether we should regard it as a native vessel merely sailing with a Dutch pass and flag, and whether we should consequently leave the unloading, etc., of the goods to the nakhuda and meanwhile afford him as much accommodation as was consistent with the interest of the Honourable Company and our own peace; and regarding this, we resolved unanimously among all the members upon the latter, since the former, namely to cause the aforementioned vessel to be considered as that of a Dutch subject and to maintain it as such, appeared to us utterly impossible for the following three reasons: First, that the said small ship appeared here in the roads with a Moorish flag, and it is known to all that it belongs to Adi Raja, who may indeed be said to be an ally, but by no means a subject of the Honourable Company. Secondly, because here the merchants standing under our protection, when trading with their private vessels, are scarcely allowed to enjoy the prerogatives of the Company in the payment of tolls, and it is maintained that our farmans in that respect apply only to the Dutch. And thirdly, because in case we had once publicly declared this small ship to be a vessel of a Dutch subject, and the government would not consent to its unloading, etc., as such, as we were indeed reliably informed, we would then be forced to send it back rather than permit a public infringement to be committed thereby against our privileges, and we would then bring very little benefit to the aforementioned Adi Raja. While we have subsequently resolved to show the nakhuda of the said palla all possible help and assistance, but not to advance him more than 5,000 Rupees from the treasury on his imported goods, instead of the requested 200,000 Rupees, since we are informed that the entire cargo is worth no more than 12,000 Rupees; as all this is described in more detail in the aforementioned resolution of the 5th of this month. Yet, since the notifications and dispatches of such vessels belonging to native Princes, and especially to this Adi Raja—since he has for a long time, as we are informed here, lived in war with the English—can bring about nothing here but brouilleries and difficulties, which can never be anything but detrimental to the interests of the Honourable Company, and moreover bring little profit and thus frequently an enmity with their owner, we shall, at the first opportunity, request the aforementioned ministers at Malacca, who wrote to us concerning this small ship in a rather commanding tone, to excuse us from such commissions in the future; and we take the liberty humbly to solicit from Your Excellencies such an order to the aforementioned Ministry, while we cannot sufficiently express our astonishment at the manner of the aforementioned Ministry, and especially of the titular Governor and Commander Senff, who is surely fully aware of what opposition is encountered here daily in maintaining the Company's privileges with respect to our own subjects.

due courage could have resolved upon this, and in what manner their Honors could maintain in their aforesaid letter that this vessel could and should be considered as falling under the Dutch flag and consequently ought to enjoy our privileges regarding the customs duties, since it cannot well have escaped the memory of the said Mr. Pitts, Governor and Commander, in the short time since his Honor departed from here, what disputes regarding the private customs duty between the Nawab and our brokers are still smoldering beneath the ashes. Free navigation and trade: having nothing else to report regarding this, other than that, at the request of the mate George Fredik Zeijlinger, who was lent to the same by Your High Nobilities and arrived here on the private vessel named Wilhelmina, we have taken him back into service and placed him in his former capacity on the bearer of this, with the resumption of his wages; as also that the Second Sluijsken, having requested of us on the 13th of the past month of March [a pilot] for his vessel departing for Mocha and Jeddah to outside Cape Saint John, we granted the same and projected our [pilot] vessels thereto, we now proceed, with Your High Nobilities' permission, to the Foreign Nations, and among them in the first place to the English. As appears from the notes to our resolution of 24 April of the past year, we have received from the Bombay Ministry an answer to our letter concerning the disbursement made at Ceylon for the benefit of the shipwrecked persons of the small vessel stranded there belonging to the English Captain James Stevens, as mentioned in our humble report of last year, the said Ministry having replied to us therein: That they had already written about this affair to their employers in England, and that they expected their answer shortly; but at the same time, that in case one could not be satisfied with that, the courts of justice at Bombay were open to everyone. Since this latter is a means of which one cannot well make use on our side, we judged it best to let this matter rest for the time being, until it should be seen in what manner the Directors of the English Company felt about it. And since we were informed that the ships expected from Europe had already arrived at Bombay, we renewed the aforesaid request for the satisfaction of this claim by our letter of 10 October 1769, as this is recorded in the Resolution of the 26th of the said month, in which manner we had the honor to bring this to the high notice of Your High Nobilities in our previous humble letter of 20 December 1769. And having received a reply from them stating that they have received no answer whatsoever in that regard from their superiors up to the present, as appears from the notes to our resolution of 8 January 1770, we have left it at that for the time being, and shall not fail to insist on a positive answer upon the arrival of any further ship from Europe. With regard to the affair with the heirs of the French free merchant Boucard, who was under English protection, concerning the auction debt to the estate of the late Mr. Surat Director Drabbe: we have from time to time looked forward to the answer to our letter of 18 December 1768 (by our previous letter erroneously dated 22 November), and in the meantime have made several reminders to that end, just as the undersigned Director, by a commission on 5 October of the past year, caused the said response to be requested of Mr. Gambier as the person presiding at that time over the English Council; and he having answered that they would prepare the said reply as quickly as possible, as we likewise reported in our aforesaid humble letter of 20 December, we nevertheless suspended action until 13 February, when the aforesaid answer was once more insisted upon by letter. respect to the letters exchanged with them concerning the slate covering applied to the new buildings, to refer humbly to what was reported in that regard in our previous respectful letter of 26 December 1769, as well as to what we have already had the honor to present to Your High Noble Lordships hereinbefore under the main section on carpentry of the new buildings, it solely remains for us to report that the undersigned Director, as appears from the record of our resolution of 14 August of the past year, when he had requested permission from the then Chief Mr Price to erect the new wooden pier in front of our wharf in place of the old one that had washed away, and the said English Chief answered in response that whenever license for the construction of anything was desired, this had to be requested by a letter from us to His Honor and Council, thereupon dispatched a separate short letter under date of 27 July to Mr Price, as the same is inserted in the said resolution, and having demonstrated therein that such requests had never been made other than by the respective Directors alone to the Chiefs of the English Nation in their capacity as Governors of the Mogul Castle, and that His Honor could not surrender this right either, this also had the effect that on 10 August thereafter the requested permission followed. Finally, the said Ministry informed us by their letters of 6 September 1769 and 11 March of this this year, by the first of the dismissal from the Company service of the aforementioned Mr Price, and by the latter of the death of their Chief Mr Reijleij. The French and Portuguese giving us no matter for discussion, except that the first-mentioned nation seems to wish to resume its trade at this place, as this year two of their Company ships and one private ship have been here for trade, we proceed to the Native Princes and Rulers, and among them in the first place again to the Prince of the Marathas, Madurauw, concerning whom having had the honor in our previous letter of 26 December more mentioned humbly to inform Your High Noble Lordships that we would not fail to dispatch a confidant with some gifts to the aforementioned Prince immediately after the departure of the Huys ter meije, and thereby to request of His Highness both the restitution of De Mosselschulp and the required passes or safe-conduct letters, we also, at our meeting of 30 January of the current year, approved and found good a letter to the aforementioned Prince prepared by the Director, and the written instructions for the courtier Mhamet Arreff to whom this commission was assigned, together with the presented proposed gift, to dispatch both at the earliest. But having in the meantime been informed that the said Prince Madurauw, Madurauw being at war with the famous Heijder Allichan, also named Haidernaik, had taken the field against him and had distanced himself nearly 200 miles from his capital Poona, we postponed the same from time to time until, as appears from the record of our session of 13 March last, we received a letter from His Highness whereby he defers the reception of this confidant until after his return to Poona; and we shall therefore suspend this matter until we are informed of His Highness's return, the more so as the fortunes of war are uncertain and it is currently reported that the said Prince Madurauw has been totally defeated by the aforementioned Haijder Allichan. The The siege of the subordinate trading post Brootchia having obliged us to request from the General of the Damagie Fattesing the free import and export of the goods belonging to the Company to and from the said Brootchia, His Excellency granted this, as we noted hereinbefore under the article on the subordinate trading posts. We furthermore approve that the officials have returned the yacht De Vlieger to the aforementioned Master of the Equippage, in order to deliver a smalschip in its place under the agreed conditions, in the expectation that the latter will serve better than the former, and that the named van der Kuijl will henceforth give us more satisfaction in the execution of his duties than he has done hitherto. Regarding the smalschip built in place of the returned yacht De Vlieger, one can assure Your Right Honourable Highnesses that it has been constructed very firmly and strongly, as well as with great capacity for defense; however, since it has far too deep a draft for this river and is of little use in loading and discharging, it will, in accordance with the authority granted by Your Right Honourable Highnesses, be sent to the Malabar, where it can be of great utility. As the use of Moorish seafarers becomes increasingly necessary, one must certainly exercise all indulgence toward those people; and we therefore also approve the payment of the full wages of those who were appointed to the wrecked ship Ghiesenburg. We must nevertheless observe in this regard that although those Moorish seafarers are not strictly bound to the Company's articles of agreement, this would still not provide sufficient reason to pay those people, upon the wrecking of a ship, the monthly wages they had earned on it; whereas, as we trust is also the case in Souratta, the custom accepted elsewhere applies: that upon the total loss of ship and cargo, the ship's crew likewise forfeits their earned monthly wages. As the Moorish seafarers are very necessary, one is indeed obliged to show them every indulgence, and not only that, but one is even unable to decline such payments if one does not wish to see oneself involved in great difficulties with the native rulers, to whom the families of these people immediately address themselves, so as to be unable to recruit any more of them in future; whereas, on the contrary, we now have the good fortune to see the recruitment of these seafarers increase over recent years, to which the very beneficial orders issued by Your Right Honourable Highnesses on this subject, especially regarding the repatriation of the crews every three years, have also greatly contributed. We take the liberty of informing and assuring Your Right Honourable Highnesses that this custom does not exist and cannot be introduced either, without any opposition. With regard to the discharged cargoes, we are most pleased that the imported goods, and especially the spices, have continuously been unloaded at the Wharf, and we hope that this will also be able to be done in future without any hindrance. It also appears to us that in the delivery by the officers of Ouder Amstel of a mast of 10 palms instead of one of 14 palms, no dishonesty resided; but since no clerical error crept into the invoice, the mistake must have been made at the shipment, and it is strange that this was not discovered, since in an orderly administration it ought to be possible to verify whether a mast of 10 palms has been shipped instead of one of 14 palms. Regarding the collection and condition of the linens sent hither, we refer to our presently departing requisition of returns, and meanwhile express our satisfaction with the advantageous conditions stipulated at the contracting for 1767, which, with proper execution, may be of great utility. We cannot sufficiently express the satisfaction we feel when we may thus see our actions crowned with the approval of Your Right Honourable Highnesses; and while we leave nothing unattempted continuously to merit this high approval, the contracting of the returns is continued annually on the same footing. As the returns Pro-Patria are all being sent with the bearer of this, not a single piece excepted, we shall not fail to send them from here annually at the appointed time. It has also been very pleasing to us that those returns were sent off at the proper time, and we expect that the officials will exert themselves to do likewise in future, in order to prevent the double prejudice that can be caused by a too late dispatch of the ships. And since the timely dispatch of the returns depends greatly on the early arrival of the Batavian ships, we do not doubt that you, in compliance with the request made by Director Senff in his separate letter of 20 December 1767, will take care as far as possible that at least one of those ships arrives before the first of August.
