426. The 11th of December, Anno 1770. To give thanks for the passage of the gifts. The deed of purchase for a certain piece of land could not be obtained from the English. The customary annual gifts, both in Souratta and in Brootchia, as well as the extraordinary ones, having been approved, it was resolved to thank Their High Noble Excellencies for this, and also to serve them with an answer regarding the recommendation to obtain a deed of purchase passed before the spiritual judge for the piece of land sold by Mr. Senff to the Honorable Company, stating that obtaining this deed of purchase has hitherto been impossible, notwithstanding all efforts made. Regarding the expectation of Their High Noble Excellencies that the debt of the brokers amounting to Rops 156,422:45 had long since been settled and that this administration would be in a position to pay off the Rop 150,000 negotiated in the name of the Company but on account of the said brokers, it has been approved to reply that of the aforementioned 150,000 Rops, 89,000 Rops have been paid off in the past financial year, although the debit of the brokers could not yet be recovered, and that the remaining 61,000 Rops could indeed be paid off if one did not wish to dispatch one lakh with the first ship for Ceylon. Furthermore, it was resolved to thank Their High Noble Excellencies for the permission that the funds proceeding from the manumission of serfs may be employed toward the better maintenance of the graves, since the church collection money was not sufficient for that purpose. Further, the measures taken for the recovery of the debt of James Stevens being approved, with orders to repeat the demand upon the arrival of an English ship, since the matter was referred to Europe for decision, it was approved to inform Their High Noble Excellencies that further instances on this matter were made by letters of the 5th of September inserted in the resolution of the 1st of October, but no answer has been received to date, and that should it remain outstanding for some time, a positive answer will be pressed for further. With respect to the debt of Boucart, concerning which Their High Noble Excellencies forbid this administration from becoming involved in any legal proceedings, but to write it off as bad debt if nothing can be obtained by amicable means, it was approved to reply to them that, as it is impossible to obtain anything from this either amicably or otherwise, the debt will be written off in the books. Their High Noble Excellencies expressing their satisfaction with the handling of the vessel of Ady Ragia, notified by the Cochin ministers, by not having considered the same as belonging under our flag, yet providing it with such assistance as could not cause any embroilments, which to the contrary might have resulted from it, while the Cochin administration was forbidden to make such notifications in the future, and the expectation that the 5,000 Rops advanced to the said vessel will have been collected, it was approved and resolved to thank Their High Noble Excellencies for this prohibition, and at the same time to inform them that upon the further insistence of the Cochin administration, the authorized agents of the said Ady Ragia were advanced 15,000 Rops from the treasury here and charged to the Cochin command by invoice, as appears from the resolution of the 19th of October. Concerning the servants, having seen the desire of Their High Noble Excellencies not to allow the translator Smit more than Rops 40 per month, as well as the confirmation of the junior merchant titular Frans Bernhard Zimmerman as cashier, invoice keeper, and trade transferor, also the release to India’s headquarters of the junior merchant Christiaan Heijdeman, and the appointment in his place as first factor of Brootchia of the junior merchant Cornelis van Citters, to be succeeded as Secretary of Policy by the incoming junior merchant titular Hendrik Kroll, it was approved and resolved to write to Their High Noble Excellencies in respect to the former that, in dutiful obedience to their venerated instructions, he will be so compensated.

Not having obtained any answer, the Director had, to Mr. Hodges, his Honour, and subsequently through this assembly to its dispatched missives, as recorded in the resolutions of 16 August and 19 October, tending to request to be allowed to build another dwelling in place of the collapsed dwelling of the Surgeon Van der Sprenkel, to send us any reply, under the pretext that they were unable to do so without previously obtained permission from the Governor and Council at Bombay, deemed it necessary, as a private opportunity had now presented itself to him, to try once whether something might still be accomplished through friendliness with the Bombay Governor Hodges, who is the sole basis of the imposed stoppage on the building of the new dwellings etc., and who seems unwilling to yield to any reasons of conviction; that his Honour, to that end, had prepared a missive to the said Governor Hodges a few days ago and subsequently dispatched it, in which his Honour had once more most amicably requested the said Mr. Hodges to be pleased to lift the well-known aforementioned stoppage immediately, and thereby redress this matter, etc. It was thus resolved to dutifully thank the Director for his continuous efforts made toward recovering the permission once obtained, of which this missive again serves as proof, with the request that his Honour will be pleased to continue therein with customary zeal, and further to insert the aforementioned missive into this. Right Honourable Sir, It was most agreeable to me to learn of Your Right Honourable's improvement in health through the broker Mancherji, although I had indeed hoped, and also wished from the bottom of my heart, to be so fortunate as to be honoured with these tidings from Your Right Honourable yourself. No less should I be desirous to be allowed to understand the reasons why that frank friendship with which Your Right Honourable was formerly pleased to honour me appears presently to have cooled to such an extent that I have had the honour neither on the Company's behalf nor privately to receive any pleasant news from Your Right Honourable; although it is already a considerable time ago that letters were written concerning the deplorable and indefensible dwellings which we so urgently need, and which were granted to us by the previous administration in so solemn and pure a manner. Making mention of this matter, I cannot fail to testify in person to Your Right Honourable how painful the obstructions encountered in this have appeared not only to me, but to my entire nation. Truly, Right Honourable Sir, permit me to pour out my heart in this to Your Right Honourable, who I hope is not insensible to humanity and justice. Whatever more may have been represented to Your Right Honourable regarding this, the matter on our side is fortified by the most sacred right; a public and honest transaction without any, even the least, indirect intrigues ever having taken place. I can give Your Right Honourable my honour privately hereon as a pledge of the truth, and the public testimony of our entire council will, I must hope, convey further conviction hereof to Your Right Honourable. Who is ever the man who would wish to maintain that our request was not a consequence of the utmost necessity; that the guarantee thereof was founded on sincerity and equity, although I will not undertake to speak of the subsequently raised limitation that was said to have been prescribed to the grantors of the permission, though on account of which we in no way must nor ought to suffer; and finally that the execution of the work begun cannot in the very least be detrimental to the tranquility of the rulers as well as the inhabitants of Surat. The walls, already cracked and tending toward a speedy collapse, which contrary to the opinion of the workmen were made even thinner than they ought to have been constructed to properly withstand the inclemency of the weather, provide the most incontrovertible proof of this latter truth. What harm then, Right Honourable Sir, can it be to the Honourable English Company that the servants of its allies and coreligionists, who are above all obligated to show each other all mutual assistance and helpfulness, instead of being consumed by the collapsed vermin in bamboo hovels and hamlets of a similar make as those of the most contemptible natives in Surat, may rejoice in being able to spend their time and health in pleasant dwelling places?
