The bearer hereof, the ship Alkemade, having been projected by Her High Nobles, the Noble High Indian Government at Batavia, for the transport of the return goods ready at hand, and dispatched hither; we have discharged the same here of what was brought along for this coast, and subsequently, according to a stowage list received from Batavia, laden and stowed the same both with the packages that were on hand here, and with the pepper, coffee beans, sappanwood brought along from the Indian capital, and caused it to sail on 26 August last to Jaggernaikpoeram, in order to be fully laden with the linen packages that are in readiness there and gathered together, and subsequently, on the day appointed by Her aforementioned High Nobles at Batavia according to the tenor of their respected Resolution of 10 April of this year, a copy of which we present herewith in all deference to Your High Noble, Highly Respected Honors, being the 20th or at the latest the 25th of this month, to undertake from there the voyage to the Fatherland; under conveyance hereof, which we send after today with one of our sloops from here for delivery to that vessel, with chests of chintz and bales of bethilles, which upon the departure of the said vessel from this

Whereof the invoices and bills of lading we have the honour humbly to present to your High Noblenesses, High Mightinesses under a separate cover; as by the Paggernaijkpoeram chiefs in like manner is to happen with the cargo loaded there at the office, in the same manner as took place in anno passado. The Palliacat merchants having finally refused the collection and delivery of the 7 packs of bethilles Ternatanes demanded from there, for such reasons as are mentioned in our Resolution of the 9th of January anno current and the advices sent off to their High Noblenesses of the 15th of the said month, and whereof we annex the extracts for your High Noblenesses, High Mightinesses' venerated consideration, thus seeking to supply that deficiency, according to what was resolved at our session of the 17th of June last past, one has had some pieces manufactured by the merchants here as samples of that assortment, and the same upon examination being found quite reasonable both in weave and threads against an old Palliacat sample piece of the year 1727, although the latter, or the threads, were not found in all respects as fine as the Palliacat sample was, there is nevertheless a great difference in price, compared to that which has been paid at Palliacatta; for a pack of 100 pieces long 30 and wide 2 1/4 cobidos cost there pagodas 175 or f 787: 10: -, but the merchants here demanded no more for it than pagodas 155 or f 697: 10, thus giving a difference for the better, or cheaper purchase, of pagodas 20 or f 90, as also pagodas 8: 8 or f 37: 10: - on a similar pack of 3 cobidos wide, for the same costs at Palliacatta pagodas 233: 8: - or f 1050: -, but here only pagodas 225 or f 1012: -; consequently forming a difference of 11 17/16 per cent on the first, and a full 3 5/16 on the second, on which grounds we decided on that day to commission 4 packs thereof for a trial, namely 2 of 2 1/4 cobidos and 2 of 3 cobidos wide, of which at present by the bearer hereof we take the liberty of sending over one pack of each, in order to observe how the disposal thereof in the Netherlands will turn out, the other half or the remaining two packs to be sent to Batavia at the disposal of their High Noblenesses. We have furthermore, with the pleasure of your High Noblenesses, High Mightinesses, granted passage by this vessel to the Netherlands to the two sons of the Palliacat secunde relieved to Batavia, the merchant Nicolaas De Joncheere, named Johan Pieter and Jacob De Joncheere, together with a Christian free boy, of which the said De Joncheere has promised and undertaken to pay the passage money upon arrival at Batavia, whither he is to depart by the ship Vreedelust, according to the respected pleasure of the Noble High Indian Government there. The papers received from Batavia for the instruction of the ship's officers have, according to our established order, been properly handed over to them by the Paggernaijkpoeram servants, besides which we have the high honour, beside this, also to present to your High Noblenesses, High Mightinesses the following papers belonging to the bearer of this, namely: Copy reports concerning the side arms and firearms, as well as ammunition of war on the said vessel. Extract from the General Resolutions of the Castle of Batavia, taken in the Council of India on the 10th of April Anno 1772. As the time approaches again for the dispatch of a ship to Coromandel in order to transport the returns from there directly to the Netherlands, as in the last preceding year, it was approved and resolved on the proposal of the Lord Governor-General: 1. Whereas on the said coast, after the latest shipment, a quantity of 652 packs of linen remained for the Fatherland, and it being very probable that towards the month of September about 800 packs of the new demand will be added, thus requiring a ship of 150 feet for the transport of the same, the ship Alkemade is hereby designated for this purpose. 2. Notwithstanding the unfortunate voyage to Coromandel of the ship the Vrouwe Petronella in the preceding year, to let this ship sail from here as soon as possible, or between the 5th and 10th of May, as the most suitable departure time according to the unanimous opinion of nautical experts, and to provision it for the entire homeward voyage, except for dry fish and live pigs, which will have to be provided to the same at Nagapatnam. 3. To let the said vessel call from Nagapatnam, trading post by trading post, up to Bimilipatnam, being the northernmost, if by sailing from the south to the north to Jaggernaikpur not so much time should elapse that it would not be able to undertake the homeward voyage by the middle of September, because in such a case the packs from Bimilipatnam will have to be transferred to Jaggernaikpur with small vessels; but if therewith also more time should elapse than until the middle or the 20th, or at the latest the 25th of September, then to let it be filled up with pepper at Jaggernaikpur and depart from there to the Netherlands without the Bimilipatnam packs, also dispensing with the same if the said hull could be fully laden at Jaggernaikpur with packs from that trading post itself. 4. In addition to the stone ballast and other heavy bottom cargo, for which 200000 lb of coffee shall serve, to dispatch with the frequently mentioned vessel for stowing the linen packs 30000 lb of Bima sappanwood and 300000 lb of black cleaned winnowed pepper packed in straw sacks, with orders to the officials to unload the pepper from the ship—insofar as it cannot be left here and there inside the ship during the discharge of the remaining goods which will be unloaded from that vessel for Coromandel itself—and transfer it into one of the sloops or store it elsewhere in the meantime, and, after the loading of the Nagapatnam packs, to have them dunnaged with those grains; likewise, upon dispatching the ship onwards to the trading posts which it must call at, both on southern and northern Coromandel, calculated according to the quantity of packs which they believe will be ready for the Fatherland, to also provide it with as much pepper—yet no caliatour wood, as that is again dispensed with, and the sappanwood must serve for dunnage—as the ship's officers shall consider necessary both for dunnaging the packs and for the full loading of the hold, along with as much freestone for ballast in addition to the river stones sent from here as they shall also deem necessary, since the conveyance of a good quantity of the Japanese bar copper demanded by the officials will not permit loading more than [illegible] of the last-mentioned stones here into that vessel; likewise further to let the remainder of the pepper be sold, either at Nagapatnam or at one of the other trading posts, taking care above all that the ship departs fully but not badly laden, and to that end, in addition to the aforementioned 652 packs remaining from the previous collection, to ship therein as many packs of the latest collection for the Fatherland as shall be made ready by the appointed time and can suitably be transported by the said vessel, provided that the cargo does not surpass an amount of nine hundred thousand guilders in value. 5. To order the officials to consign the ship with its ballast and heavy bottom cargo, as previously, to the Amsterdam Chamber, but of the linens, both the Nagapatnam and other southern as well as northern ones, to consign two-thirds to the said Chamber and one-third to that of Zeeland; likewise consequently to have prepared and dispatched from each trading post two proper invoices thereof; furthermore, to have the linens which are baled after the departure of the return ship for the Netherlands, or collected in greater numbers than the same can transport, sent hither to serve for the Chambers of the Meuse and the Northern Quarter. 6. Insofar as there might be linens in stock that were deemed necessary to be collected, to have them fetched and brought hither, under instruction to the ministers to dispatch that second ship from Nagapatnam so early that it may call at the respective offices, and on the 15th or 20th, or at the latest on the 25th of September, can undertake the voyage hither from the northernmost that it must visit, and the linen packs which, while that ship descends along the Coast, might still be bundled at Nagapatnam or thereabouts, both for the Netherlands and for the Indies, if the quantity be of some importance and worthy of the trouble and expense, to have them loaded into a suitable sloop, and likewise to send that vessel after in time, so that they may be transshipped therein at Jaggernaijtpam or at Bimilipatnam. 7. To authorize the ministers, in case of necessity, to levy twelve or fifteen sailors for the aforesaid return ship from the ship coming from the Netherlands for Bengal and calling at Coromandel, to the end that the crew of the same, calculated in total at 110 heads, may be maintained at that number upon its departure for the Netherlands. 8. To brand here the permitted chests of the persons repatriating with that hull, just as the chests of those sailing home from Batavia, and to give them liberty to fill the same either here or on Coromandel, under this restriction nevertheless, that whenever they choose the latter, no other linens of the assortments in which the Company trades for the Netherlands may be packed into those branded chests other than such whereof the Homeland demand shall have been sufficiently satisfied, and that the Company upon the sale of these linens, or of those which might have been placed here in the mentioned chests, shall enjoy 20 percent. During the resumption of the letters received from Palliacatta, dated the 6th and 13th of December of last year, it having appeared to the Government that, notwithstanding the merchants had attempted under various pretexts to postpone the conclusion of the contracts until the end of February next, they had nevertheless been persuaded and prevailed upon by the Chiefs to enter into negotiations with them concerning the new contract, with the desired result that everything demanded for the Homeland and the Indies was accepted for procurement at the prices most recently paid, with the exception, however, of the petitioned bethilles Ternatanes and checkered underpants gingham, on account of the reasons and difficulty regarding their procurement and acquisition set down in detail in the Chiefs' letters of the 6th of December of last year; namely, that they were utterly unable to deliver the same at such low prices as the Company was accustomed to pay for them, besides and in addition to the very well known considerable decline from time to time in the quality of the former, because the merchants well knew, and were fully convinced, that if those bethilles were delivered, they would not be acceptable to the Chiefs, but would be rejected, to their untimely loss, since there was no other recourse to dispose of them again, because no one other than the Company traded in them; and for the last-mentioned assortment, or the checkered underpants gingham, private individuals paid a much higher price than the Company, as had already been shown at large to this Government in the Chiefs' letters of the 25th of February 1770, the great difference of the same, differing between those of the Company and the private individuals by 12 percent that the latter paid more dearly, for which reason the procurement thereof was also relinquished pursuant to what was resolved by resolution of this Table on the 12th of March of the mentioned year. Thus it is, after deliberation, the adduced reasons and stated difficulties regarding the procurement of the same having been found very solid, resolved and agreed: to fully approve the conduct of the Chiefs in this regard, until such time as the Lords Directors in the fatherland, and the Noble High Indian Government at Batavia, to whom the impossibility of that delivery would be shown, shall be pleased to provide this Government with their respected approval in that regard, with orders to the Chiefs that, although the merchants state the delivery of the mentioned assortments to be impossible, no means should be left unexamined to have those goods manufactured, and to that end constantly to urge the merchants thereto, in order thus to prevent the manufacture and delivery of those goods from being entirely abandoned, considering that if such were to happen, one would afterward have great difficulty in bringing the merchants or the weavers to it, in case the high masters might be pleased to grant any price increase thereon. Checked 16 Extract from a letter dispatched by the Coromandel Government to Their High Excellencies the Noble High Indies Government at Batavia, dated 30 June 1772. Pursuant to what was communicated in our most recent respectful advices of 15 January last, the Palliacatta merchants having completely declined the delivery of the 7 bales of bethilles ternatanes required from there, for such reasons as are stated therein, in particular that the same could not be supplied of such quality for the prices paid hitherto that they would be acceptable to the Honorable Company, we have, in order to supply that shortfall somewhat if possible, caused the merchants here to manufacture some pieces as samples of those goods, and these having been compared against a sample piece from Palliacatta from the year 1727 available here, it was found that the same turned out reasonably well both in weave and threads, although these latter, or the threads, were not found to be as fine in everything as the Palliacatta ones, yet nevertheless on the other hand there is a great difference in the price compared to that which was paid paid on Palliacatta, as a bale of 100 pieces, 30 cubits long and 2¼ cubits wide, costs there 175 pagodas or f 787.10, and the merchants here demanded no more for it than 155 pagodas or f 697.10, thus 20 pagodas or f 98 cheaper than at Palliacatta; likewise for a bale of 100 pieces, 30 cubits long and 3 cubits wide, only 225 pagodas or f 1012.10, instead of the Palliacatta price of 233.8 pagodas or f 1050, thus 8.8 pagodas or f 37.10, amounting to 11 7/16 per cent cheaper for the first, and 3 7/16 per hundred cheaper for the second than the Palliacatta ones; we have therefore, subject to Your High Excellencies' favorable approval, contracted for four bales thereof, namely 2 of 2¼ cubits and 2 of 3 cubits wide, to be sent as a sample to the Fatherland, in order to ascertain how it will turn out with their sale. Examined. Regarding the outstanding debts of the merchants on this Coast, we were, anno passato, at the dispatch of our humble letter of the 30th of December of said year, nor by that of the 15th of January of this year, due to the delay of the relevant Jaggernaikpoeram papers, unable to render a full account to Your Right Honourable of their true state and condition as they were at the closing of the books of 1770, and therefore we had to content ourselves with presenting to Your Right Honourable only a demonstration drawn up from the papers already received at that time or at the dispatch of our first letter cited above, according to which, with the exception of the comptoir Jaggernaikpoeram, the general reduction of the debts in that financial year amounted to a total of ƒ 128519:19:4. But subsequently, upon receipt of the said missing papers, it became evident that this reduction was not that large, according to the general statement of debts drawn up, but actually amounted to ƒ 103358:19:4, as appears more fully from the following specification; namely: At Portonovo: ƒ 1397.6.12 At Sadraspatnam: ƒ 21494:7:— At Palicol: ƒ 3469.15.— At Jaggernaikpoeram: ƒ 23263.2.— At Bimilipatnam: ƒ 82365.3.8 Together: ƒ 131989.14.4 Against which, however, at Jaggernaikpoeram the debts of the Masulipatnam merchants or the suppliers of red or patterned cloths have increased to an amount of ƒ 28630.10.—, thus showing that the debts in the financial year 1770, as mentioned above, were reduced only by ƒ 103358.19.4. This digression we deemed necessary to precede, in order to show to Your Right Honourable what the state of the debts was at the end of the financial year 1770/71. Examined. Our measures further put into practice in this regard in this financial year of 1771/72, and the applied admonitions and exhortations both to the resident heads and directly to the merchants of the indebted comptoirs, have likewise not been fruitless, but have fairly met our expectations, as the debit of the joint traders on this Coast, at the closing of the books, has again been diminished by an amount of ƒ 85566:17.—, thus leaving the balance of the general outstanding arrears of those merchants still amounting to ƒ 184533:12.—, according to the general statement drawn up thereof and the annexed memorandum and summary, which we have the honour to present most humbly to Your Right Honourable for their further demonstration, living in the hope that, if the state of affairs on this Coast does not worsen, the diminution will be able to be brought about further as desired.
