to be sent. Review of the state of the Coromandel Orphan Chamber as of the first of February 177[illegible], debtors and sureties having appeared. The 7000 new Nagapatnam pagodas lent to Monsieur De Borstel, on behalf of the ministry of that nation at Pondicherij, because of their urgent necessity, were repaid on 19 October last, along with the accrued interest of 5 months and 28 days amounting to 277 pagodas, and have been received, of which it was understood that a record should be kept here. Further submitted and attentively examined being the statement of accounts of the Coromandel Orphan Chamber of the first of September in the year 1771, according to which its general balance amounts to 49741:16:73 pagodas, and it having furthermore appeared therefrom, not only that for some of the debtors sureties are lacking to replace those who have died and departed, but also that several of them, and among them also those who owe capital sums, have in turn stood surety for others, and that not for one, but sometimes for four to five persons, so that the sureties, 7 November 1772. most 621. 7 November 1772. serious reprimand to that Board are almost all debtors themselves, which acceptance or lending of money upon such securities, which in many respects are precarious and could by no means be called sufficient, was regarded by the assembly as great imprudence on the part of that Board, since if it should happen that such a debtor were to fail, and the sureties having to pay for him, those people would thereby immediately be rendered unable to satisfy their own debt, whereupon misfortune would befall those who had bound themselves for them, who would in turn find themselves in the same situation as their principals, so that the default of one of the debtors would thus not only drag down and result in the ruin of a multitude of others, but it was also evident that the Chamber must absolutely suffer loss thereby; all of which having been further deliberated upon, it was approved and resolved to present all the aforementioned to the said Board, and to recommend to them in the strongest terms by extract hereof to take the necessary care for the collection of the moneys from the debtors who are not sufficient and have no solvent sureties, even if it were in small sums of 50 and 100 pagodas per year, or else to have them provide other satisfactory security, and also to relieve themselves in every possible way of sureties who are themselves debtors, with the announcement that for all losses that might result in time from neglect and non-observance of this order, as well as from all other irregular management in that regard, the president and members of that Board would be held accountable. 6 Proposal for the issuance of a placard against the melting down of the new Nagapatnam pagodas, and for what reasons Notwithstanding the notice published and posted on 15 July of last year, whereby the melting down of the new Nagapatnam pagodas minted here in the Company's mint, in order to have Porto Novo pagodas struck from the resulting gold, was most strictly prohibited under penalty of confiscation of the seized melted gold, and in addition a fine of 200 pagodas for the first and 500 pagodas for the second offense, besides corporal punishment thereafter; it being experienced again to the utmost annoyance that this melting down and reminting still continues vigorously, to such an extent even that at present not a single Nagapatnam pagoda can be seen anymore, to the great decline of the Company's mint, 7 November 1772. and 623. 7 November 1772. and no less inconvenience and hardship to the good inhabitants of this city, because when one needs Nagapatnam pagodas, one must pay as much agio for them as the money changers shamelessly and arbitrarily demand, the Governor therefore proposed, in order to check that so deeply rooted and entirely harmful evil, that since the Porto Novo pagoda could not be entirely dispensed with and declared bullion, as 7 November 1772. as this would cause too much damage to trade, since it was the trading currency along almost the entire Coast, to nevertheless order and enact by placard that the Porto Novo pagoda in this city and its environs, both in exchange, disbursement, and otherwise, shall be current for no higher than 19 fanams, nor shall anyone henceforth be permitted to draw up any private bonds in that currency, under penalty of their nullity, and thereby to set a period of one month so that everyone may rid themselves of that underweight money without loss and have the bonds expressed therein rewritten into new Nagapatnam currency, as well as not only to renew the aforementioned prohibition against the melting down of the Company's pagodas, but also to extend it in such a manner that anyone whosoever should be granted the power, upon discovering any clandestine melting of gold, to seize the same, with the promise of

To all those who see or shall read these presents: Greetings, make known: Whereas, notwithstanding the published and posted notice of the 15th of June 1771, by which the melting down of new Nagapatnam pagodas by self-interested money changers and other money dealers of this city, and the subsequent converting of the gold resulting therefrom into Portonovo pagodas, was forbidden in the most emphatic manner; it is nevertheless again experienced to the utmost vexation that those base profit-seekers, setting aside all fear of the strictness established against it, still continue with that melting down to such an extent that nowadays one can hardly get to see any Nagapatnam pagodas, to the great inconvenience and no less hardship of everyone, since, when one wants to have Nagapatnam pagodas, one is obliged to pay as much agio as those usurers shamelessly and arbitrarily set upon them, to the great decline of the new Nagapatnam pagodas being struck here in the Company's mint; so it is that we, wishing to close off that great evil, and to prevent all the consequences that have already sprung from those punishable dealings, or might further flow forth, have approved and agreed, and at the same time it is hereby ordered, not to accept and pay out the Portonovo pagodas henceforth any higher, whether in exchange or otherwise, than at 19 fanams each; likewise that in future no one shall presume to pass any private bonds of whatever nature in Portonovo pagodas or to make any money loans in that coin, or to accept the same in settlement of any bonds or accounts, but that all this shall have to take place in new Nagapatnam pagodas, upon penalty that otherwise or if the contrary should appear, the holder of the bond, etc., shall be deprived of his right and claim, to which end the time of one month counted from today is hereby fixed, so that everyone will not only be able to rid themselves of the Portonovo pagodas, but also to have the bonds and other obligation documents passed and granted in that coin species changed and rewritten into Nagapatnam pagodas; just as it was also expressly forbidden, as we hereby forbid, that no larger quantities of the same than 5 or at most 10 pagodas at a time may be brought from outside into this city, just as in the same manner we hereby also in the most emphatic manner prohibit that no one, whoever he may be, shall be allowed to do or have done in his house the least melting down of gold or any coin species of the Company's pagodas, but if one wishes to have something melted down, such will have to take place in the Company's mint here, with the prior knowledge of the mintmaster; all goldsmiths and silversmiths, whoever they may be, whether private persons or those belonging to the Company's mint and working in the same, being therefore most strictly prohibited from allowing themselves to be employed for that purpose, to which end everyone is given the freedom, upon discovery of any melting down of whatever kind, to immediately seize and report what has been melted down, for which he shall enjoy a third of the value of the seized gold; everyone being furthermore also warned that whenever there is only the slightest suspicion of such harmful meltings, all money-carrying peons and others at the city gates here, who are suspected of making use of those impermissible practices or carrying away the melted gold, will be subjected to inspection; and upon finding the same, what they have with them shall be confiscated, and in addition the owner or sender of the same shall be imposed such further punishment as shall be found appropriate according to the exigency of the matter, since we have deemed such to be proper for the maintenance of the Company's mint and the best interests of the good inhabitants of this city; the fiscal of this main settlement being thereby ordered with emphasis, in particular, to take and cause to be taken all care, and upon the least arising suspicion, as otherwise, to conduct the necessary inquiry, so that this pernicious practice may be completely abolished. The meeting was also informed by the said Lord Governor that although it was made known and agreed upon in the conditions of the lease for the exchanging and re-exchanging of copper doits, cash, and pennies, that the lessee would exchange them at 21 pieces per fanam and sell them again at 20, His Honor nevertheless, upon receiving report and the complaint made by the lessee that all the doits to be had in this city were being exchanged at 20 pieces per fanam and transported to Jaffanapatnam, where a profit of 46 pieces on each was to be made upon exchanging Porto Novo pagodas—because here, calculating such a pagoda at 21½ fanams, one bought 430 pieces, and in Jaffanapatnam, where that pagoda circulated at 24 fanams, one paid out only 384 doits for the same, since no more than 16 pieces were paid there for each fanam, thus amounting, as said aforesaid, to the number of 384 doits—to such an extent even that the lessee thereby found himself unable to procure the necessary doits for exchange to the public at the fixed price, and thus feared that, if this were not provided for in time and that export countered by one means or another, he would have to suffer considerable damage on his lease, had made known to the public by beat of drum and ordered that doits might be sold to no one other than the lessee, and that no higher than at 19 instead of 21 pieces per fanam, and on the other hand permitted him to issue the same again at 18 ditto; which, being regarded by the Council as a wholesome means to halt the aforesaid unpermitted export of that copper coin, which was very disadvantageous to the lessee, it was decided to applaud that arrangement, and to have the conditions of the aforesaid lease altered accordingly. 7th November 1772. 631 7th November 1772. And although the assembly had to admit that the argument brought forward by them was by no means unacceptable, since it was fully aware how the inhabitants of the aforesaid principality were oppressed by the heavy contributions imposed, and a multitude of them had been forced to flee, which absolutely had to result in scarcity and high prices regarding the products of that country, it was nevertheless approved and resolved finally to reject the requested increase, since, if once granted, it would constantly give rise to new applications of that nature; as was then announced to them during the meeting by the Lord Governor.

The aforementioned merchants are granted permission to bring in for their households, toll-free, each who holds a full one-sixth share, and those who are together two in Company together a quantity of 400 bullock loads of paddy and 75 bahar of indigo, and no more, in addition to the rice and natchnee required for congee for all of the Company's linens; and for all further grain and indigo that they bring in or transport away from here by sea above this, they shall pay such toll as is paid by all other inhabitants. 11. The aforementioned merchants shall also be permitted to bring in toll-free the cloths, the minor crops, coarse sugar, gingelly and the same oil, illipe seeds, lamp oil, castor seeds, milk, curd, butter, fruits, greens or root vegetables, coconuts, and the like, as much of it as they require for their own use and consumption, and no more, as well as betel and tobacco according to custom. 12. Also, the paddy and rice that the merchants may supply in times of scarcity and dearness thereof to the washers, beaters, and weavers shall be brought outside toll-free by their people, as well as the gift goods that the merchants may send off to the soubedar and jonkeniers. 13. Whenever the regents in the country should trouble the aforesaid merchants or detain their incoming linens, they shall be protected according to justice by the Company's power, provided that the merchants must also take care that on their part no cause or occasion is given for any rift or claims to those officers inland, both of the Prince of Tanjore and others. 14. Of this contract, four identical instruments have been made and signed, namely on the 7th of November 1772, two in Dutch and two in Malabar, of which two, namely one in Dutch and one in Malabar, shall remain with the Honorable Company, and the other duplicate with the merchants. It was furthermore also resolved respectfully to assure Their said Right Nobles that in the future the orders regarding penalties of that nature, such as the loss incurred in the smelting of some silverworks, containing that such should not be written off directly to the main account, but should be placed on previous years' profit and loss, would be strictly observed. the 7th of November 1772. the charge made by that factory to Palicol of the error found in the books of the first mentioned factory regarding stored mountain wages for the candy sugar, amounting to f 3. 16. —, with the premium of one sixth for the visitor general calculated thereon, together amounting to f 4. 8. 8., to be paid into the treasury there by the secunde Jan Onstee in his capacity as former warehouse master of Palliacatta; but seeing that the memorandum thereof was not properly drawn up, it was resolved to send a model of a corrected memorandum in that regard to the Palliacatta chiefs, with the following indication, namely: That the error amounted to f 3. 16. Indies or Dutch money - - - - And the premium or the 1/6th part with another 13 1/4 per cent agio for the visitor general, which having been charged here by invoice from Batavia dated the 16th of May of this year, would be stated to those servants by separate memorandum to be written off there against charged compensations and taxes of the year 177 1/2 in Dutch money. - . . . Together - f 4. 4. — With orders sent to write off the aforesaid corrected memorandum in the Palliacatta trade books, as far as the error is concerned, to the credit of previous year's profit and loss, so as to be liquidated directly on the main account upon closing; without mixing the current year's profits therewith, and to enter the premium or the 1/6th part onto charged compensations and taxes of the year 1772, whereby that item would then come to balance there. — Concerning the factory of Palicol, it was resolved to have observed dutifully what was ordered and remarked: that what was gifted there to the Nabob and his men was entered under previous year's charges and expenses, and subsequently written off onto the main account by forming an account of previous year's gift under the current year's charges, whereas this should have been done directly without mixing the current year's charges therewith; and to write this to the chiefs for their information. — As it was also resolved to have the 1000 coyangs of unhusked rice carried over or entered too low in the ledger of that office - - - f 2. 10. —. 657. the 7th of November 1772. carried over or entered, amounting to f 144, together with the 1/6th part thereon for the visitor general, paid into the treasury by the present secunde at Sadraspatnam, Mr. Jacob Pieter De Neys, as former secunde of Palicol, just as this had already been stated by the Palicol servants by memorandum to that office; but as that document, upon examination, was found to be poorly drawn up, it is understood that a corrected duplicate thereof shall be drawn up here and sent to the chiefs, so that the first may be redressed accordingly, and the corrected one subsequently sent to Sadraspatnam, and likewise entered and handled in the books there in the following manner; as the Coromandel office, on account of the 1000 coyangs of unhusked rice entered or carried over too low in the ledger of the aforesaid financial year, which cost in Indies money f 144, or Dutch money - - - - - f 135. —. —. With relation to the factory of Jaggernaikpoeram, the assembly resolved to make known most respectfully to their High Excellencies, regarding the imposed compensation of 125 lb of Japanese bar copper which was alleged to have been written off in excess upon the delivery of 200,000 lb by the ship Leckerland in the year 1768, that the said copper was brought here from Batavia by the aforesaid vessel and remained therein, and was subsequently delivered to that office, and since the mineral had not been out of that vessel here, it was considered a direct shipment from Batavia to that office, and thus the ship's officers had been validated the write-offs of 1/8 per cent permitted by the regulations, whereby the Honorable Company was in no way disadvantaged, but rather brought an advantage.

the 7th November 1772. had become, since, if that copper had been unloaded here, the authorities should have been allowed the same write-off of 1/2 per cent according to the regulations, and subsequently, on top of that, an additional 5/8 per cent for the transport to that office, whether this had occurred with that same keel or by sloops. Likewise, upon closer examination concerning the written-off 1282 lb of powder sugar, it had appeared that this had indeed taken place on a quantity of 47464 lb, and that in the following manner, to wit: 142 lb on 9464 lb upon shipment to the office of Bimilipatnam, calculating 1 1/2 per cent; 1140 lb on 38000 lb, making 3 per cent, on account of the same having lain in the warehouses for two years, from the year 1766, when the ship Het Huis te Bijweg brought it in, until the year 1768, which was the amount permitted by the regulations; 1282 lb as before. Wherefore, since the assembly, with all due respect, did not consider both of those entries to be errors, it was furthermore resolved humbly to request Their Right Honourables favorably to withdraw the reimbursement enjoined on that account, although it was nevertheless approved to have the premium of 5/6 part calculated thereon for the visitor-general paid into the treasury, and that because the same, as had also occurred with the premiums of the expenses treated hereinbefore, had already been charged to this office by invoice of the 16th May last from Batavia, from which it had to be inferred that the same had already been paid out at the main settlement in the Indies; but it being remarked at the same time that Their Right Honourables, by General Resolution dated 18 February 1763, were pleased to resolve not to pay out the premium on any other errors until the same, after receipt of the answered memoranda, were knowingly found to be such, it was agreed to address Their Right 659 For the collation, Tak. Adv. Dormieux. Honourables respectfully about this in the letter to be sent via Ceylon, and to request their orders regarding this for the future.
