The ship 's Compagnies Welvaren now carrying over to Galle for further conveyance such linens and pieces of wesmeer as we, in complete fulfillment of Your Right Honorable Requisition for the year 1772, dated Amsterdam, 13 October 1770, have collected here, amounting according to the enclosed Extract Invoice to f 155,504: 5: 8, we hope that the same will arrive in due time at Your Right Honorable Assemblies, and will be found satisfactory in all respects, while we have the honor respectfully to present herewith to the Same the copies of both the general and secret missives dispatched by us this year to the Honorable High Government of the Indies, to which we take the liberty most obediently to refer with regard to the state of this Directorship. Your Right Honors will be pleased to observe, among other things from the last of those, in what an enormous manner the English Gentlemen, upon the taking of the nearby Brootchia, which on the 18th of the past month of November, after a hard resistance, they took by storm, subjected to a pillage of three times 24 hours, and entirely ruined, have proceeded against the Company's lodge and its servants there, without paying any heed to the protests made against it by the said servants; we are preparing to complain about all these acts of violence to the English Council at Bombay, and shall take the liberty upon a future occasion to bring the outcome thereof to Your Right Honors' high knowledge, sending along all the papers and proofs regarding this case, which it was impossible for us to do at present. of the 14th of August of this year, we take the liberty repeatedly to assure Your High Noblenesses that nothing is closer to our hearts than increasing the sale of cloves, although we have also been unfortunate enough until now not to succeed as desired in this, by reason of the still continuing troubles and wars in this Empire, and the places lying around Souratta, which practically obstruct all transport. Meanwhile, now that we must await an improvement in this matter from more favorable times, we shall take care to have the transfer of the houses and premises purchased by the broker for the account of the Honorable Company made in the name of the same Company as soon as a good occasion presents itself, just as we shall likewise return to the Bora merchant Molna Faggeruddien, as soon as he has returned here, his small letter handed to the late Councillor Extraordinary Serff regarding the island Tremeger, and besides see to satisfy him as economically as possible for the stones successively collected from there. With regard to the negotiation with the Maratha Prince concerning the granting of passes, respectfully referring to the general letter departing today, we shall let the further instructions in Your High Noblenesses' aforementioned venerated letter serve as our guide, and especially take care as much as possible that both the spices and all other merchandise are unloaded at our wharf without alteration, while we take the liberty to renew hereby the request made in our respectful secret missive of the 22nd of December of the past year, in order to obtain Your High Noblenesses' most favorable authorization for the writing off of a sum of Rops 15627 14/16, which we unavoidably had to spend here to obtain permission for the building of stone dwellings and warehouses, and consequently humbly solicit Your High Noblenesses for that same favorable authorization. And that we on the same day, judging ourselves obliged, in obedient compliance with Your High Noblenesses' positive orders, to charge the ship's officers on their pay accounts, the skipper Cassel for 2/3 and the first mate van Gennik for 1/3 part for the amount of the buy-out prices calculated according to the last sale of 20391: lb: of powder sugar held here, which said officers have delivered short over and above the percentage validated to them above, and this notwithstanding that the aforesaid skipper Cassel, by a petition submitted in our aforesaid meeting, came to request that they might be relieved of the aforementioned charge, since from the declaration of all the ship's officers submitted therewith and formally sworn before the Council of Justice of this trading post, and an extract from the logbook, it would appear that the deficit weight of 58526: lb: that occurred was solely due to a fatality to which all ships are daily subject, namely to a heavy leakage incurred during the voyage by the heavy pitching and working of the ship, which it had been impossible for them to caulk tight, without any negligence or dereliction of duty having taken place therein, and we ourselves believed we might conclude that the reasons given were true, since of the 2500: canassers which this ship loaded at Batavia, fully 290: pieces heavily damaged, battered, and partially, as well as fully 15: pieces completely stripped away, were brought ashore here; although, for the reasons brought forward above, we could not avoid granting the further request made by the aforesaid skipper to be favorably recommended to Your High Noblenesses for the purpose of exemption, in such manner as all this is described in detail in our resolution of the 18th of January, which also accompanies this, and we consequently take the liberty respectfully to present to the very same the more mentioned petition and enclosures herewith in original, with an urgent plea to give favorable consideration thereto, since it has appeared to us, subject to Your High Noblenesses' wiser judgment, that the aforesaid shortage was solely caused by an accident that could not be prevented. The ongoing blockade of this city by the Marathas, which has now lasted nearly two months, and which keeps the import and export here entirely closed, making us fear that the suppliers will become unable to deliver the linens contracted to them and whatever else on the Indies Demand for 1771, which are currently coming from the printing works and must be taken to the bleaching grounds, and that we shall thereby be unable to satisfy the said Demand completely per the Honorable Company's welfare; so, since the brokers and suppliers declared to us that they were not able to get a single piece to the bleachfields or back from there without surrendering the same as prey to the rapacity of the Marathas as long as this blockade, which it is feared will yet be turned into a formal siege, is not broken up, we were obliged on the 3rd of this month to decide, in order to provide against this as much as possible, to dispatch immediately an express messenger to the Poona Court, and to request from the prince of the more mentioned Marathas Madhavrao the necessary passports and safe conducts for all the goods and effects belonging to the Honorable Company, its servants, and dependents, and we hope thereby to become able still to get the Indies Demand satisfied, at least for the greatest part. The aforementioned occupation having hitherto prevented us from making a beginning with the sale of merchandise, we are unable to give Your High Noblenesses any report concerning that; we merely take the liberty to assure the very same that we shall leave nothing untried that can serve to obtain the highest market price in these sorrowful days. The English ministry here having informed us on the 1st of this month that they were ordered by their superiors at Bombay to pay the debt incurred by the English free merchant James Stevens at Point de Galle during the stranding of his small vessel, we shall cause those funds to be received and credited to the Ceylon Government.

Batavia Resolutions Batavia To as before High Noble, Grand and Honourable, Far-ruling Lord and Noble Lords: Not being able to doubt in the least that our respectful reply under date of 14 December Anno praeterito, answering Your High Excellencies' most venerated letter of 2 August prior, dispatched by the ship Alkemade via Ceilon, will have been presented to Your High Excellencies long before the arrival of this letter, as well as our further letter of 5 February recently passed, sent by the Veldhoen, of which the duplicate also goes over to Your High Excellencies with this letter, we shall now, after having first most obediently replied to the postscript of 1 October 1771 received after that, namely on the 10th of the aforementioned month, that the enclosures attached thereto all turned out properly according to the register, 11 turned out, and we shall let the orders and regulations contained therein serve as our strict guideline in the future, while the first two signatories in our meeting of 24 February have taken it upon themselves to wait upon Your High Excellencies elsewhere regarding the also enclosed extract from the Malabar missive of 31 March 1721, primarily make this serve to give Your High Excellencies, according to custom, a dutiful account of everything that has occurred at this Directorate and been performed in the master's service since our last formal description of 14 April 1771, in so far as we have in our aforementioned obedient letters made no mention thereof at all or only briefly with a word. And proceeding thereto, we find ourselves obliged first of all to offer Your High Excellencies repeatedly our humble thanks for all the favourable dispositions and approvals with which we have been able to see a large part of our previous year's proceedings followed up, as well as Resolutions as for the favourable fulfillment of our requisitions, and subsequently to report concerning the article of: Ships and Vessels, and thereunder principally with regard to the bearer of this letter, as we have already dealt with everything that had any relation to the hulls Alkemade and the Veldhoen previously dispatched from here in our previous missives of 14 December and 5 February, that to us again, however firmly we had resolved to let this hull depart on the appointed time, even if it were with the withholding of a few returns, it has been impossible to let the same depart sooner, or we would have had to resolve to leave more than half of the Indian requisition unfulfilled; and while this delay must solely be attributed to the blockade of this city that lasted nearly four months, during which it was utterly impossible to bring in the slightest provisions, let alone that any linen cloths and so forth could be transported from 12 from and to the bleaching fields, and the same has repeatedly made us fear that we would become unable to send anything, as our resolution of 3 February last bears witness thereof, we hope that such an unavoidable incident will absolve us from all reproaches. 13 a submitted declaration of the ship's officers, an entire strand was found broken and completely unserviceable, and two new anchor stocks, in place of two identical ones, which likewise, according to a certificate granted by the said officers, were so eaten away by shipworms that one had fallen off when hauling up the anchor, and the other had remained stuck in the ground, as appears from our resolutions of the 7th of December, 24th of February, 21st of March, and 1st of April last, from which Your Right Honourables will also see that we did not proceed to these extraordinary provisions until after the deponents had certified the truth of their submitted declarations with a solemn oath before the Council of Justice of this office, while we furthermore, in our meeting of the 21st of March, had to decide, upon the request made for that purpose by the chief surgeon of this vessel, to have provided the medicines needed for the voyage, of which there were few or none left at all; furthermore, upon the instance likewise made by the skipper, there were provided for the benefit of the crew such rations as are assigned to them according to the Regulations, as appears from our resolutions of the 1st and 15th of this month, and the report of our dispenser inserted therein. With regard to the unloaded cargo of this ship, the cloves and nutmegs received therewith, and in a word the entire cargo, were found very well conditioned and in good order, and we have, upon the report submitted thereon by our Head Administrator, at the session of the 25th of February, passed to the ship's officers for deduction and validated in the accounts, as in no way exceeding the limits determined by the regulations: 20 lb. or 2/3 per cent on the red lead 38 1/5 lb. or 4 per cent on the powdered sugar 20 1/10 lb. or 4 per cent on the sugar candy 27 lb. or 2 per cent on the flat iron in bars. 14 4 lb. or 1/5 per cent on the nails 6 lb. or 2 per cent on the hoop iron 5 kannen or 10 2/3 per cent on the linseed oil 6 lb. or 4 per cent on the white lead 8 1/6 kannen or 15 2/3 per cent on the arrack api 12 kannen or 6 1/3 per cent on the Dutch vinegar. And thus, finally, after this vessel had remained in the hands of the Marathas for nearly four years, and its restitution had been postponed from time to time by the Governor of Bassein under all manner of frivolous pretexts, it was recovered for the Company; an undertaking that cost us infinite trouble, and of whose favorable outcome we ourselves had often despaired, but which we now hope will bring Your High Nobilities some satisfaction. Meanwhile, as appears from our resolution of the 15th of this month, we have had the said vessel with all the equipment and ammunition found aboard it entered into our books according to a report drawn up thereof by specially appointed commissioners, in order subsequently to have the same examined by competent carpenters and repaired as necessary; for which we are at present unable, as well as for preparing and sending over the specification of the expenditures and travel expenses incurred, owing to the shortness of time. Further noting here that the number of vessels we have here consists of 7 pieces, namely: Two smalschepen, the Jonge Petrus and De Mosselschulp, of which the first is still brand new, and the second will indeed require some repairs; one covered horrij, De Lastdraager, built in the year 1742, and thus also reasonably old; three open horrijs, De Hartlooper, the Hoop, and the Merwe, the two first-named built in 1745 and still very good, and the last-named brand new; and the country boat built in 1764. traded will be in all respects agreeable to Your Right Noblenesses, and we would consider ourselves truly fortunate if we were able to provide the same with similar reports regarding the no less important matter of the sale. But regarding this, to our heartfelt regret, we have not been able to succeed so well, both because of the continuous arrival of the English at Bombay and the ongoing war between Hyder Ali and the Marathas, which completely halts transport to the Deccan, as well as principally because of the occupation of this city, which has lasted for more than 4 months, during all of which time the import and export of all goods was entirely brought to a standstill. For after the Director had already been in negotiations for a considerable time not only with the broker but also with various merchants, without anyone at all being willing to make an acceptable bid for the sugar, we resolved on the 24th of February, as appears from our resolution of that day, to summon the aforementioned brokers themselves into the meeting, and there encourage them as much as possible to offer better prices with regard to the sugar. But as these servants on that day were willing to offer no more than 8 1/4 for the powdered sugar and 14 rupees per 100 lb for the candy, we were indeed forced to leave the said goods unsold, notwithstanding that the prices for the spices were according to regulation and those for the red lead very acceptable, and we were unanimously assured that there remained absolutely no prospect of negotiating better prices for the sugar, since the continual drop in the market had caused the merchants in the past year to lose considerable sums when they had raised the price of that sweet slightly above that of the preceding year, in the hope that little would be brought to Bombay and that a general rise in the market would thereby be occasioned. We therefore feared we would be entirely unable to provide Your Right Noblenesses with any further outcome on this article herewith, until the dispute that arose between the Cambay Governor and the Marathas, which brought it about that the latter broke up the blockade of this city and went to besiege Cambay, gave us the opportunity to negotiate a higher price. And concerning now the New Buildings, we have, since the dispatch of our respectful last letter of 14 December last, advanced so far with them that the four brick dwelling houses for the Council members and the 7 Clerks' Rooms or dwellings, which we have again caused to be divided each into two dwellings, are completely finished, as they are also all inhabited, namely, the four houses by 5 families and the 14 rooms by a number of 14 persons; while we have caused the house that is being built by the mody outside the South-East Gate of the Wharf, which is also nearly completed and below is appropriated for a Principal Hospital, to be occupied above by the head surgeon of the Sprenkel and the Bookkeeper-smith, so that we may now rightly and truly say that, with the exception of the Purser Monte, whom we still cause to stay in the Lodge in order not to leave the Company's linens without the necessary supervision, all the servants have been brought together on the Wharf in very good houses and dwellings; and thus at long last this important work has been completed to this extent. And as we intend to continue the same further with all diligence and bring it to its complete conclusion, now that there is still a fine opportunity for it, we most obediently request Your Right Noblenesses that we may also be provided with the timberwork and materials requested again in the outgoing formal demand. to be persuaded that they have been made so firm and strong that they can endure for centuries, without the Company having to defray any significant maintenance on them in the first 25 years, while in fact they would have amounted to much less, had the obstruction by the English never occurred, as this caused the first house, which was nearly finished, as well as the foundations etc. of the second, which had been laid when that obstruction occurred, to remain uncovered and without plastering for almost a year, exposed to the injuries of the weather, requiring many new expenditures upon the resumption of carpentry; and therefore having had to resolve to approve this specification, we request to be honored with Your High Right Noblenesses’ most favorable authorization for the writing off of the aforementioned sum, and take the liberty under the aforementioned main head of Carpentry further to report that, in consideration of the fact that the stone stairs on the North East side belonging to the Company's Wharf, up to that part of the stone revetment, has been hollowed out from below by the continuous heavy current which discharges against it, and some time ago, most unexpectedly, fully collapsed into the water, and that this requires a necessary repair, if still possible, or otherwise a complete renewal, if one wishes to protect the Wharf on that side from a total wash-out, to avoid all troubles with the government, since these stairs were built at the time the stone revetment was bricked on the river side for common use by all the inhabitants, instead of another which previously was within our Wharf, and thereby also to preserve the wall of our wharf itself, against which the current otherwise shoots directly; in our meeting of the 1st of this month we resolved, since we have no one at hand here who is sufficiently skilled in architecture to restore such a work artfully and with the best judgment, besides the fact that we did not judge ourselves able to give Your High Right Noblenesses a correct idea of the necessity of the repair or renewal, as well as of the danger in which our aforementioned Wharf finds itself of otherwise being swallowed up within a few years by the heavy current, to have this work surveyed in the closest detail by the engineer of the English serving here, in the presence of the members of our assembly van der Heijden and Holmberg, in order to serve us with his considerations along with the drafting of the necessary plan; and the aforementioned commissioners, having presented their report at our session of the 15th of this month, with the production of a Plan prepared in this regard by the aforementioned Engineer and his considerations attached thereto, we take the liberty herewith to offer both in original to Your High Right Noblenesses, and dutifully submit ourselves to them, with a humble prayer that we may be authorized to have the aforementioned stairs made according to the aforementioned Plan or otherwise as Your High Right Noblenesses shall judge viable, while we shall meanwhile attempt to secure the same by driving piles around it, so that it may still stand during the approaching bad monsoon against the strong usual drainages and heavy currents; for although we understand very well that incurring such heavy expenses cannot be agreeable to the Company in these times when trade is languishing so severely, this is nevertheless a work of such importance that it can suffer no delay without exposing the said Company over time to incomparably greater expenses. Proceeding subsequently to the Gifts, the ordinary annual ones during the book-year 1771 at Souratta amounted, according to a draft formed thereof and approved by our resolution of the 24th of June and recorded there, to a sum of ƒ5695:5:— purchase value and ƒ6849:10:8 sale value, and thus in comparison to what was gifted in the preceding year, ƒ185:13:— less in purchase value and ƒ432:6:8 less in sale value. And at the office of Brootchia, these also yielded in the same book-year, according to a draft also formed thereof which was approved and inserted in our decision of the 15th of February 1771, ƒ557:5:8 purchase value and ƒ1744:17:8 sale value, being compared to the previous year ƒ26:13:— more in purchase value and ƒ62:6:8 less in sale value. And at Brootchia a sum of ƒ 583:9:— having its origin in the customary gifts which the Factors Heijdeman and van Citters upon their departure and arrival, according to custom, had to give to the governor, as well as sight gifts offered to his Excellency on special occasions, and a gift of pommerie presented to the Company's brokers on the heathen New Year festival. Regarding the pay-books, of which we have the honor to present herewith to Your High Nobles the third set, the first and second having already been sent with the Alkemade and the Veldhoen, having nothing special to report, as the same, according to the minute noted in our resolution of 3 February last, have been examined by commissioners from our assembly, kept according to order, and found free of errors, we take the liberty to also present the kept trade-books for the year 1773/74, just as they have been exactly inspected by the appointed members Van Der Sleijden and Holmberg, kept in proper order, and found free of all misstatements, as appears from the report submitted by them and entered into our resolution of 21 March last. That the realization of ƒ 250041:4:— less in profits than that budgeted in the memorandum of retrenchment is mainly to be attributed to a general decline in prices, principally of sugar, and an incomparably lower turnover of spices and copper than what this office was budgeted for at the time of drawing up the memorandum of retrenchment; and that the excess in expenses beyond what the aforementioned memorandum stipulated, amounting to ƒ 2822:2:8, was occasioned by the extraordinary expenses which had to be made for the prompt extinguishing of a fierce fire that broke out close to our shipyard, which put all of the Company's effects in great danger. 3. That the reduction of expenses in this year compared to the previous book year mainly arises from the lower costs spent on native servants, of whom 50 were dismissed here in November 1770, and from the lower amounts paid for the expenses of sloops, etc. 4. Thus, as appears from what is recorded in our Resolution of the 21st of March, on the 8th prior to that, on the occasion of the joyous birthday of His Serene Highness, the Lord Prince Hereditary Stadtholder, we promoted to Bookkeepers at f 30:-:- per month the Assistants Iohan Petrus Struxbergen and Jacob Goverts Tenior, and to Junior Assistants at f 16:-:- per month the sailor Carel Telkamp and Johannes Wijnverbeek, who have served with the pen here for a considerable time; and we request Your High Mightinesses that the said persons respectively may be most graciously approved as such, as the first-mentioned has served out his contracted term except for a few months, the second has already served to our satisfaction for nearly a year as a sworn clerk, which has always been a bookkeeper's post here, and the two last-mentioned have performed their service at the secretariat very satisfactorily. With humble reference to the act-book also sent herewith, in respect of some minor advancements and increases in wages, all of which have taken place according to the order and regulations, we solicit Your High Mightinesses to most graciously agree, with Your highest approval, to our resolution of the 3rd of February last, whereby we had to increase the wages of the native Bookkeeper from 6: to 10: rop:s per month, since we have no one else at hand here for that necessary work, and the same refused otherwise to serve any longer. The Junior Merchant Heijdeman, remaining here out of employment and with suspension of wages, having made a request to us at the session of the 15th of this month by petition: that on account of his oppressive and impoverished condition, which has reached such a point that without assistance he would have to fall into the utmost misery, he might again be employed with the resumption of his wages, and that he be recommended to Your High Mightinesses for that purpose, and that meanwhile something might be assigned to him whereby a small subsistence for him and his destitute family could be gained; so as the said petition, which accompanies this in original, sets forth in detail, we, considering that the said Heijdeman has properly served the Company for more than 30 years without having had the opportunity to save anything for old age, and currently finds himself in his old age destitute of the necessary subsistence, could not refuse that request, but take the liberty to submit the same to Your High Mightinesses herewith with all eagerness, humbly praying to cast a favorable reflection upon it. And being unable to doubt this, in view of Your High Mightinesses' much-praised goodness, which does not allow that an old, worn-out man who has served the Honorable Company for so long, and finds himself burdened with a family, should remain destitute of the necessary maintenance away from his Fatherland and friends, we have resolved in our aforesaid meeting, in order to provide the said Heijdeman meanwhile and until Your High Mightinesses' further orders with some, though very small, income, and because through his 17-year residence at Brootchia he has obtained a perfect knowledge of linens, to appoint him again to the post of Bazaar Commissioner, which he has repeatedly performed to our particular satisfaction, in place of the Junior Merchant Sontag, who is, after all, prevented by his continuous indisposition from performing the same, and besides, if he is ever to be of use to his paymasters, it is very necessary that he first exert himself somewhat in clerical work. Having been informed by the First Factor by letters of the 7th and [illegible] of this month that the English there had sent one of their servants to establish a lodge, but that the Nabob did not seem very peaceful about this and had also not yet admitted him, requesting to be instructed on how to conduct himself regarding this English resident, we resolved in the session of the 15th of this month to order the aforementioned factor to keep himself entirely out of this affair; and not to recognize the dispatched Englishman in any public character before and until he has been declared as such by the Nabob, and proper notice thereof will have been given to him. Dealing again, according to custom, with domestic affairs by way of a daily journal, we were obliged on the 18th of April of the preceding year to decide to relocate the flagpole in the shipyard, as it happened to stand in the place where the new dwellings had to [illegible] that, having already stood for 30 years, was very dilapidated, and having then also carried this into effect, we further, as appears from our resolution of the 25th of June, had to destroy the said old flagpole, as it was found completely unusable upon an inspection conducted according to the report entered there by special commissioners. The first signatory, as appears from what was noted in our decision of the 7th of October, having on the 25th of July prior to that granted the protection of the Noble Company to the Armenian merchant Goodjen Gasser. Thus, as appears from that same resolution, the general muster was carried out according to the order as of ultimo June, and no one was absent thereat. And furthermore, the inspection of the instrument seals took place, and the amount of those used was counted in cash at 275 rop:s. At the aforementioned session, we approved the price current submitted by the Equipage Overseer and the Dispenser, according to which they undertake to supply the goods respectively required in their administrations during a full year, and consequently deemed it appropriate to allow them to make the delivery for that, and this because the moedij declared in our meeting that he was unable to undertake that supply for lower prices. Having noted during our session of December 7th that the transfers of the Equipment Warehouse, etc., to the newly arrived Equipment Overseer Van Der Hegge, as well as those of the Petty Cash to the Cashier van Citters provisionally appointed by us, and finally from the bearer hereof to his provisional Commander, have been duly executed in the presence of Commissioners. We have furthermore, on that same day, upon his request, qualified our aforementioned Equipment Overseer to purchase 800 pieces of Chinese planks, since there were no more of them in stock here, considering we understood that it was always more economical to dunnage the ships with them rather than with firewood. The native servants, whom one is forced to employ here due to a lack of slaves, having for some time become so disobedient and dissolute that we found ourselves daily robbed and prejudiced by them in every manner, we have therefore—out of consideration that this improper behavior, which runs contrary to all order, was also mainly encouraged by the fact that the aforementioned servants, as soon as they were driven away by one master for their bad behavior, were immediately taken into service again by another, and that they consequently cared little whether they gave satisfaction to their masters—established in our meeting of February 8th against this practice the regulations inserted into our resolution of that day, principally containing: that all native servants, when they desire to leave their masters, shall be required to ask for an attestation of their good conduct, which shall not be denied them without legitimate reasons; while a master wishing to dismiss a servant without any valid reasons of displeasure shall likewise be required to provide such a declaration, the servant having the right, in case of refusal, to lodge a complaint about this with the Fiscal. That henceforth no one under the jurisdiction of the Honorable Company shall have the authority to engage into their service any servant who has previously served someone else and is not provided with such a declaration. And that a servant who has been driven away by his master for valid reasons, as well as anyone who leaves our service to engage with foreigners, shall never again be permitted to be taken into service by anyone among us. We hope that this arrangement of ours will meet with Your High Noble Excellencies' high approval, and we take the liberty to report further: That on March 5th, we refunded from the treasury to the attorney of the Pay Bookkeeper Lodewijk Andries Van Jeger, who passed away here in the year 1707, such 1000 rupees as had been deposited therein pursuant to the resolution of December 10th, 1767, in lieu of the security bond which the said deceased had posted for his former administration as Curator ad Lites. And that on the following March 21st, we decided to order the Company's brokers, on account of their negligence in collecting certain remaining merchandise, to receive the same promptly, after they have first paid at least half of their old debt into the treasury. An extract having been inserted into our resolution of April 1st from the public auction of some old and moth-eaten hats, and of 2 pieces of old, decrepit horses, we shall, with Your High Noble Excellencies' permission, refer to that here for the sake of brevity. The Director having made known at the session of the 1st of this month how His Honor, since assuming the administration, had been obliged to incur heavy expenses annually on the Company's garden Zorg-vrij and the buildings standing thereon, and also especially for the preservation of the shore lying before it, which would now increase even further because His Honor would be forced to completely renew the house, which had become virtually uninhabitable due to age, as well as several outbuildings that were left in a dilapidated state by the former Director and Extraordinary Councillor Senff; although this garden was purchased by the Company in the year 1753 primarily to protect its vessels from accidents during the bad monsoon and heavy currents on the grounds and shores belonging to it; with an urgent request that the expenses of this garden might henceforth be borne by the Honorable Company, or that the Director be permitted to wash his hands of it, or otherwise to sell it to the greatest advantage of the Company. Furthermore, having the honor to accompany this with the established permanent Orders contained in the extracts of the Fatherland letters and the missives from Your Right Excellencies, it remains for us to report that, subject to your highest favorable approval, which we hereby take the liberty to solicit, we granted on the 15th of this month to the Warehouse Master Holmberg, upon his request, the restitution and payment of a sum of Rops 1620:- paid by him for house rent during the period of 36 months that he was deprived of a dwelling on behalf of the Company, as there was no room for his housing at the Wharf and he could not be accommodated in the lodge due to its dilapidated condition, as is more fully recorded in our resolution of that date, to which we respectfully refer here. Regarding the Purchase of Houses and Yards, we have solely to report that our modi again, for the benefit of the Honorable Company, acquired through purchase a yard measuring 351¼ Gessen, with a bamboo house standing thereon with a tiled shed, located in the district of Naampoera, just outside the southwest land gate of the Wharf, immediately adjacent to the brick house that is being built there by him for the account of the Company, and this, including expenses, for a sum of R:o/a 1037:30, with the request that this be approved and that we may be authorized to write it off; whereupon we proceed to the Correspondences, which we have duly maintained with the western Company offices, and which currently present us with no other matter to report than that we fulfilled the requisition received via a Malabar letter dated 20 February 1771 with the Veldhoen, while thus far no opportunity has presented itself from there to demonstrate our due obedience to the order of Your Right Excellencies of 1 December of last year regarding the dispatch of funds thither. And that we have requested the Ceylon ministers, while communicating that the debt incurred there by the English free merchant James Stevens was about to be paid, to inform us annually in their letters by which ships the Surat return cargoes are dispatched from Gale to the Fatherland, as this will enable us, upon receipt of any Fatherland indemnifications for short-delivered linens—which merely state by which ships they were brought without mentioning the year—to see immediately when and by whom those goods were delivered, and who unpacked them as Bazaar commissioners, which we must now always guess. Regarding the Foreign Nations, and among them principally the English, as we have had no negotiations with the French and Portuguese, we take the liberty, with respect to the dispute we have had with them and this city's Governor concerning the transit duty, following what we have already reported in our previous respectful letter of 14 December 1771 and the postscript of the 23rd ditto, to note that although the English and the Nawab had agreed on the 20th of that month to allow the clearance of the return cargoes sent by the Alkemade on the old footing, they continued to insist on their demand that the duty on dispatched goods henceforth be paid according to an appraisal by their servants. In our meeting of 18 January of this year, in order to prevent the English from succeeding in their intention to value our goods at their arbitrary pleasure and demand duty accordingly—since all representations of our rights and the fact that the duties were not defrauded made as much impression on these gentlemen as sound on a deaf person, and it was entirely unadvisable to pay the duties according to the invoice prices, as one would thereby always be forced to hand over to our competitors a copy of the Company's papers and prices—we were obliged to resolve to offer the duty authorities to render the duties on dispatched goods in kind in the future, which could satisfy them in every respect that no fraud was committed therein, while the Honorable Company would thereby pay no more than what was truly due, as is detailed at length in our resolution of that day.
