51 or otherwise embraced the proposed method, and the aforementioned Mr. Price had declared to them that the Nabob would be content with the receipt of the tolls in kind, if only a means could be found to convert the goods which our Company would thereby pay in kind back into cash, as there were many among them that could not be sold here, the reply from the aforementioned British ministry on the 2nd of February, as in our resolution of the 3rd of February, wherein this entire affair is also detailed at length, and to which we request permission to refer here. And since it agreed precisely with what Mr. Price had previously declared to the said deputies, and it appeared to us from that and from many other circumstances that the English, who were once again playing the principal role behind the screen of the Governor here, were determined to oppose the payment of customs on the goods on the old footing, we therefore resolved on the aforementioned day to embrace the method of realization proposed by Mr. Price to the aforementioned deputies, consisting of this: that as soon as the toll had been delivered in kind by the Company, the suppliers of these goods would be obliged to take back those same goods delivered for the toll, at the same prices for which they made the delivery, which consequently will have to be stated by them; and that, in the event it should happen that those goods paid for toll as aforesaid were deemed to be worth more than the cost stated by the suppliers, that difference shall be settled by impartial merchants, and of the difference that might be found between the statement and the valuation, 2½ percent above the stated value shall be paid by the suppliers of the goods, as the most equitable that one could expect in the present condition of the Surat government, since the Company can thereby never pay more than its exact obligation; but first to try whether one could not delay this matter until we could be provided with Your High Noblenesses' opinion on this matter in September next. However, all the attempts made to that end and described in detail in our aforesaid resolution having been in vain, we were obliged to resolve to have the goods sent per the Veldhoen cleared through customs according to this method, and having subsequently sent off again to the aforementioned English ministry the letter incorporated into our resolution of the 14th of February, we finally, and after the first signatory had urged Mr. Price countless times for a written reply, received back on the 15th of this month the missive inserted in the resolution of that day; and whereas the aforementioned method is thereby determined and established for the future, this matter is thus settled with it, and brought for the future always onto a firm and good footing, while the Nabob has waived his previously made monetary demand. 52 We therefore hope that the conduct we have maintained in this will easily carry Your High Noblenesses' high approval, as well as our having now, after much effort expended, brought it so far that the English ministry at Bombay has undertaken to settle the debt incurred by the free merchant of that nation at Punto Gale upon the stranding of his small vessel, The Industrie, as appears from a received letter from the Surat ministry of the 1st of February, entered in the resolution of the 3rd; and we would have received it already, had not a difference of 30 rupees been found in the mutual accounts, as this debt was offered for payment at 1018 rupees, whereas according to the notification from the Ceylon ministry in its letter of the 3rd of February 1766 it should amount to 1572 florins, which indeed amounts to 1043 rupees. The English commander of the vessels, Mr. Hol, having thought fit on the 18th of October of the current year to appear upon our wharf before the military guard along with 5 or 6 sepoys, 53 sepoys, demanding back from there a certain sailor who had deserted from his vessels and gone over to us, with the threat that if they did not return him voluntarily, he would take him out of the guardhouse; whereupon the first signatory, regarding this as a public act of violence committed on our territory, had satisfaction demanded from the then English Chief, Mr. Drapper; and having subsequently had this demand repeated by a public commission, this had such an effect that the aforementioned Mr. Drapper undertook to reproach the aforementioned commander for it and to send him to the first signatory to ask for an apology; just as the aforementioned commander, assisted by the English secretary, then also duly asked the Director for an apology on the 2nd of November, with an expression of the regret that he felt over this misconduct of his, as is described in more detail in the resolutions of the 28th of October and 5th of November. At Souratte in the Year 1768/9 the sale of merchandise was very slight, both with regard to the quantity of goods sold, and with respect to the low price for which Some Articles, especially the sugar and the Tin, were turned over. To that decreased Sale can certainly have contributed, the Large In the Financial year 1768/9 there were delivered at Souratte 3770075 lb powdered sugar and thus fully 1238304 lb more than in Any of the Previous Five years calculated on average, and among the aforesaid quantity there was 1969725 5/8 lb of which the profits were calculated in the Year 1766/7, 1546930 lb of which the profits were already taken in the Year 1767/8, and only 253419 lb of the arrival of this Financial year, which large Remainders then also mainly contributed to the fact that at the time no better prices could be obtained for the sugar and Tin, we take the liberty

how to further conduct ourselves in this regard, inserted in our respectful reply to the Extract of the Patriotic missive of 25 September 1770, in our humble letter to their High Nobilities of 14 December 1771; while, with humble expression of gratitude for the approval which their Honorable High Mightinesses have been pleased to grant to the terms agreed by us with the brokers, we further note with due reverence: That the brokers have collected all the tin sold to them, up to 400,000 lb, together with the remainder of the old supply amounting to 317,709 lb, before the time stipulated in the aforementioned contract; and that the sugar likewise did not remain long after the expiration of that period, so that we had the honor to bring this to the knowledge of their High Nobilities in our letter of 14 April Ao 1770. large remaining stock of merchandise, which as of the last day of August 1768 had been placed into the warehouses, together with that which has since been brought in both on the Company's behalf and by private individuals; we therefore do not reject the reasons given by the Ministers for that reduced sale, and we also judge that the conditions upon which they sold the goods in 1769 are to be preferred over those upon which the sale was conducted the year before. Yet we must remark in this connection that these conditions have been of little benefit to the Company, considering that the brokers on that account offered a much lower price for the goods. And despite this, they have failed to fulfill those conditions on their part; but whether this diminished sale must be attributed solely to the aforesaid circumstances, or whether other causes also contributed thereto, we deem in any case, along with you, that an advance of 57 1/8 percent on the sugar and 16 3/8 percent on the tin is too slight to be able to trade in Souratta in this manner for long. We therefore also conform fully with what you have written to the Ministers in that respect, in the expectation that henceforth they will draw up their requisitions with greater attentiveness and deliberation, as they have done in their formal petitions for sugar, tin, and iron for the year 1769/70; and above all, that they will not regard the return shipment of merchandise as a suitable means to clear the warehouses, and on that basis make another requisition for the same sort of goods at the very next opportunity, as has recently occurred with respect to the iron; in which, however, as well as in some other articles, we have seen with pleasure that you have made the necessary redress. The order to make known in the requisitions not only the unsold merchandise, but also that which according to the contracts ought to have been collected, will be very serviceable for properly evaluating the remaining stocks present there, and for regulating the fulfillment of those requisitions accordingly. We judge no less necessary the care and caution which the Ministers have recommended, not to give too much credit to the merchants; and it is not without reflection that, as appears from what is noted in the Ministers' Resolution of 22 November 1768, the debt of the brokers as of the last day of October had only amounted to Rupees 29,097; which debt, under the administration of Director Bosman, has climbed to such an extent that as of the last day of November it amounted to Rupees [illegible]. Hereafter we shall always endeavor to comply to the best of our ability, although it can by no means be prevented that some merchandise, upon its receipt here, has fallen far below the prices it would have fetched at the time the requisition was framed; while it frequently happens here that such domestic and Indian products in which other nations, and particularly the British, trade alongside us—such as iron, Swedish copper, red lead, etc., along with sugar and tin—stand at very good prices when we frame our formal requisition on the last day of March of each year, and that the supply thereof brought by them to nearby Bombay in the following August and September is so abundant that one has great difficulty in realizing any passable profits on them. By the method introduced here in Souratta in Ao 1764 of debiting the brokers on the last day of August of each financial year for the entire amount of the merchandise carried forward as remainder, and successively crediting those same servants for whatever they paid in cash thereon, one could never ascertain their true debit until all the goods had been weighed out and the warehouses emptied; whereas now, since that method was altered in Ao 1769, and the brokers are thus debited on the last day of each month for the amount of the goods delivered to them.

Nevertheless, in order to have as much security as is in any way obtainable, it was stipulated in the Contract of Sale of the 13th March 1770, Article 7, that the Brokers, before and ere the goods are delivered, must hand over to the Director a Bond from the Merchants to whom they have sold the goods, stating that they will pay the promised moneys to the Company's Moneychanger in order to be counted into the Cash Office by the latter for the Brokers. Regarding the Purchase, we shall, with respect to the Returns for the Netherlands, refer as usual to our Requisition, and leaving to you that which concerns the fulfillment of the Indian Petitions, we shall on this point only mention here that we expect that Director Bosman, upon the fulfillment of the demanded goods, will give clear proofs of the extraordinary care and knowledge concerning the Linen Purchase which he says that the post of Head Administrator has caused him to have and acquire. shall have as a goal, and he will continually attend to their interests with an unbroken zeal and fidelity. The trade books of this Directorate for the year 1768/9 not having been closed at that time, according to the ministers' advices of 20 December 1769, we are still awaiting the formal balance sheet of that year; meanwhile, we can easily gather from what the ministers say about it that this balance sheet, with regard to the profits achieved, will not be at all favorable. This balance sheet having been presented in our meeting of 19 February 1770 by the Chief Administrator Sluijsken, it was evident from it that the profits of the book year 1768/9 would indeed have exceeded those of the previous year by 43,240:6:8 guilders, had the profits truly realized in this book year not already been credited to the Honorable Company's profit account in 1766/7 and 1767/8. And however indifferent it may be to the Honorable Company under what date the profits are entered, as long as they are enjoyed, nonetheless, in our humble opinion, it remains certain that such a method as was introduced in that regard here in the year 1764 cannot be good, because those goods whose profits are calculated in that manner still frequently remain lying at the risk of the Honorable Company for two years thereafter, whereby one has warehouses crammed with merchandise without any remaining balances in the books, and the same Company during all that time runs the risk of losing, through disasters of major fire and so forth, not only its disbursed capital, but even those profits which had been reported as real long before. And however indifferent the matter may be considered in itself under what year the profits are entered, provided only that they are enjoyed, we can nevertheless by no means approve that in 1767/8 the profits were credited on merchandise that was only collected and paid for in the following year, since such is entirely improper and directly contrary to the order of 1738. But it appears that Director Bosman, who as Trade Bookkeeper drew up the balance sheet of that book year and as incoming Director submitted the same at the meeting of 22 November 1768, did not judge at that time that the aforesaid profits did not belong under that book year; for otherwise, together with the other members of the Political Council, he would not have been able to declare that the aforesaid writing showed the true condition of the Company's trade and operations in that year, nor could they have trusted in their letter of 15 April 1769 that the representation of the state, as it was inserted in said letter, would be in every way agreeable to Your Honors. ...our delegation sent thereafter to the Bombay ministry and the dispatch of the Warehouse Master Holmberg to Bombay had to be suspended, and it was entirely uncertain whether they would be permitted to proceed with it again, of which the fortunate outcome was that, by missive from the Governor and Council of Bombay of 1 April 1771, we were restored to the previously obtained permission and, in addition, obtained their consent for the building of some warehouses and residences, so that we had the honor to bring this to the knowledge of Your Right Noblenesses in our humble letter of the 14th of the preceding month. We must also conclude from the exchanged letters that no written proof of that granted permission was ever delivered to the Director, and it is exceedingly imprudent that the Ministers, without that proof, made a beginning with the construction of those stone houses, since they are now incapable of demonstrating that they did not exceed the granted permission, as is maintained by the English Ministry at Surat, and the contrary of which will thus be maintained in vain. We therefore also consider entirely useless the protest that the Ministers made regarding that matter, and it might well have been omitted, since, being destitute of the necessary proof, it could be of no avail and has only provided occasion for mockery. We shall further await the further outcome of these matters and hope, in the meantime, that Director Bosman will not have made use, on equally loose grounds, of the ample authorization which you granted him alongside the Second, to spend toward the achievement of the intended purpose not merely 25 to 30,000 rupees, but even as much more as would be required for it. Of this favorable authorization, of which we take the liberty to assure Your Right Honorable Worships that it is impossible ever or in any way to achieve the intended purpose in all respects, no further use has been able to be made up to now than what the Director and Second had the honor to submit to Your Right Noblenesses in secret letters of 22 December 1771, while the first-signed regarding this will never lose sight of the greatest interest of the Honorable Company. The hostilities which the Maratha pirates recently committed against the ship 't Huijs ter Mije show what effect the protestations have that their prince has made of his friendship and goodwill toward the Company, and how little one can rely on that friendship. It is even to be feared that even if one accepts passes from that prince, his subordinates will not respect them properly; nevertheless, we leave it to you to dispose regarding this as you shall deem most serviceable to the interest of the Company. The friendship of the Maratha Prince Madurauw presently being, as far as can be perceived, somewhat sincere, no attacks on our ships have since been heard of, while it is hoped that the servant dispatched to the court a month ago will obtain the necessary passes, and that thereby all our vessels shall also remain protected against all insults. The refusal of the said prince to restore the pirated small vessel the Mosselschulp is likewise a proof of his unwillingness or, at least, inability to fulfill his promise, and if that vessel cannot be regained without paying its value in gifts, it will, in our opinion, be best to abandon it. However much we also constantly endeavor to ensure that the Company's brokers fulfill the contracts concluded with them, and thus come to collect the merchandise within the appointed time, we are nevertheless often compelled to exercise patience in this matter as well, in order not to overturn the brokers all at once by forcing them to sell their goods at the very time when their prices have fallen sharply due to a heavy and unexpected arrival of the English. This being taken into favorable consideration by Your Right Excellencies gives us hope that the delay which we are often forced to tolerate in this regard will not be taken amiss of us, the more so as we can now report that all the goods of the arrival of 1769/70 and 1770/71, as evidenced by the findings submitted at our sessions of 15 October and 24 November last, and also virtually all those of 1771/72, the spices excepted, have been collected. Finding ourselves obliged humbly to ask Your Right Excellencies' pardon for our negligence in not reporting the debt of the brokers with each of our respectful letters, which we shall henceforth strictly obey, it would have afforded us particular satisfaction if we had been in a position to inform Your Right Excellencies that it was more remarkably reduced than currently amounting to and thus Vas less than as of ultimo August 1771; but having been, to our utmost regret, unable to do so, on account of the calamities which Surat has undergone for some time, and the frequent bankruptcies among the principal merchants, while one was indeed compelled to grant credit if one did not wish to sit entirely idle and allow trade to proceed. Inasmuch as we have demonstrated this in the above-inserted reply to the extract of the letter from the Fatherland, we have nevertheless, in order to comply with the reasonable desire of Your Right Excellencies and to place the brokers, if at all possible, on an even footing, notified the said servants at our meeting of 30 October of Your Right Excellencies' well-founded resentment, and ordered them to ensure that their debit is satisfied the sooner the better, as our resolution taken at that time shows, while we decided on the same day not to permit any merchandise to be delivered to these servants for the time being before and until its amounts have been brought to the Company's money changers, in order to test whether one will be able to introduce this method, so as to be covered in every respect in the future, while our first concern shall be to collect the aforementioned debts as speedily as possible. We express our true gratitude to Your Right Excellencies for fulfilling, as far as possible, our requisition of merchandise and necessities for this year 1772/3, however much we regret that we could not be supplied with the requested 10000 cannassers of powdered sugar, as the market for that sweet commodity has risen so much since our respectful letter of 19 April that on the 8th of this month we resolved to proceed with its sale, since such a reasonable offer was made to us for it at that time that, although it was not impossible that it might rise even further in price, we nevertheless judged that we had to have just as much apprehension for a decrease in price in case it happened, as has since occurred, that the three ships expected from Batavia at Bombay, or one of them, should appear with that sweet commodity. And regarding the factoring charges, we have the honor to inform Your High Nobilities that these have always and for years past been credited to the suppliers at 1 1/2 percent on those goods which are manufactured outside of Souratte and transported hither by water, as is also expressly stipulated each year by them when making the contracts, as appears from the contracts. 77 Together with our successive resolutions taken on that subject on 24 9ber and 26 ditto, and further on the 1st, 3rd, and 17th of this month, which will show Your Right Noblenesses in detail in what manner the British have made themselves masters of that place, and how they have mistreated the said Company's servants and their subordinates there, as well as violated the rights of the Noble Company and its possessions, and committed the greatest violence, we take the liberty to refer thereto in all deference, and merely to note here that in our meeting of the 3rd of this month, we judged all these acts of violence—such as, among others, the shooting in cold blood of two of the Company's native soldiers or sepoys, who had been sent along with the Brootchia broker when he delivered a letter from the servants to the commanders of the English army and had entered the army under their Honor's safeguard; the orderly bombardment and subsequent occupation of the Company's lodge by armed troops; the taking into arrest of our servant and broker; the breaking open of the Company's warehouses by force and against all protests of the servants; and finally the public pillage and carrying off of those goods belonging to the Company's subordinates without previously having made any demands or claims for them—to be of such a nature and gravity that we ordered the servants there to protest against it formally and in writing beforehand on behalf of the Noble Dutch Company, as it appeared fully to us from the declarations and evidence sent from there by the servants that they had not given the least reason for such extremely brutal treatment, no longer known among Christian nations, however much the same British now seek to color this unlawful conduct of theirs with the fury of the soldier, and with having received reports that goods of the Nabab and his followers were allegedly hidden in our lodge, since the circumstances nevertheless demonstrate the contrary thereof; over and above that, in the latter case, and even if the broker had hidden some few goods of his poor neighbors along with his own name in the said lodge, the English were obliged to claim them without committing such open hostilities, without this giving them the right openly to violate the Company's territory. And the said protest having accordingly been dispatched on the 5th of this month to the commanders of the English army at Brootchia aforesaid, without any answer or redress having followed upon it to date, we resolved in our meeting on the 17th of this month to make our complaints about this to the Bombay ministry, and we shall not fail to inform Your Right Noblenesses of the outcome thereof in our letter to be dispatched in April next, enclosing all the papers and evidence relating to this matter; while we cannot hide our fear that the said gentlemen will attempt to make us move from there, or at least make it so bitter for us that we find it impossible to maintain ourselves there, just as the statement on behalf of Colonel and Commander Gordon there, recorded in our resolution of the 1st of this month—namely that the previous Nabab had promised them not to permit any other nation any residence in Brootchia—most clearly shows.
