Pleading for the dispatch of a minister. together with the old Castle, except for one corner, having been broken down and leveled to the ground, but in order to make the work proceed all the more rapidly, the Engineer Pilon humbly requests Your Right Noblenesses for satisfaction of his demand, which is placed behind our respectful petition, is also specified, and in his request that he presents to Your Right Noblenesses, and among other annexes accompanying this goes over to Your Right Noblenesses, as also: the powder magazine and blacksmith shop, a report of the Inspectors of Fortifications, whereby it will appear to Your Right Noblenesses, if it pleases, that the powder magazine and blacksmith shop handed over or given as completed by the previous dispatch, were not found in all parts to agree with the very same approved plan of the Captain Engineer Dulez, whereto we take the humble liberty to refer Your Right Noblenesses, in order not to fill this up / according to instructions by letter dated 26 December 1767 / with useless lengthy duplicate accounts. Neither could we think fit to let the aforementioned Engineer obtain full payment for those buildings before and until his submitted defense against the mentioned report of the Inspectors / accompanying this in copy / shall be held satisfactory by Your Right Noblenesses, and we are authorized for the disbursement of those moneys. Concerning the Militia, we take the liberty in the most respectful manner to bring to Your Right Noblenesses' attention that this small garrison, although stipulated by Your Right Noblenesses' highly venerated letter of 26 December in the year 1767 at forty heads, counting the Corporals and Drummer among them, was yet never stronger than 35 heads, unless one wished to include herein the five interpreters on the surrounding islands, from whom the garrison has not the least service, which we / under correction / nevertheless cannot reconcile with Your Right Noblenesses' esteemed intention, since the determination of 40 heads expressly seems to be arranged to reinforce this garrison thereby. Wherefore we most humbly plead for the dispatch of: 5 private Soldiers to replace the mentioned Interpreters, 7 Private ditto in place of an equal number who, due to expiration of time, ask for their discharge, and 2 ditto ditto instead of the deceased, besides 1 Drummer who has performed such service; since the drummer appointed here, Gerardus Wolff of Vlissingen, having been degraded to sailor because of his persistent bad conduct according to the Resolution dated 23 April of the current year, has been degraded with a reduction of his wage from f 11.- to a sailor of f 9.- per month. Regarding domestic matters, we have the honor to inform Your High Nobilities that, for reasons stated in our Resolutions of 22 February, 23 and 28 April of this year, we have engaged as sailors in the service the Mestizo burghers Jan Tielman and Agrippa Jansz, together with the Mardijker Lassee Maaij, all at ƒ 9 per month, being over 20 years of age; and the musketeer Jean Anthonij Duquene of Strasbourg, for his dissolute and disobedient conduct, according to the Resolution of 22 July, has been deported to sailor at no cost to the Honorable Company, with a reduction of his wage from ƒ 13 to ƒ 9 per month. Furthermore, as appears from the Resolution dated 22 February, it was deemed fit to order that all vacant lots—serving as nothing other than hiding places for thieves and murderers—be built upon with a habitable house, both for the convenience of the inhabitants and so that the Honorable Company may, upon sale in due time, enjoy greater profits and tax revenues from such lots. All the merchants have been properly notified of Your High Nobilities' esteemed resolution dated 8 November 1771 regarding private navigation, both from the capital of the Indies hither and from here thither. The Timorese regents who were present having been invited inside, the frequently mentioned Chief Commander communicated that a few days ago two defected Amacoon Tommagoms coming from Mollo had reported to him that for two years past they had been inclined to submit themselves again to the Honorable Company, since they could no longer tolerate the excessive extortions and acts of violence of the Mollonese radja Oeijmattang, having already given one hundred and sixty pieces of gold and ten picols of wax to the Honorable Company, which, according to their statement, had been collected annually on the orders of the regent of Zonnebaij, Emanuel Saubakkie, with the promise that he would clear the way for them to Coupang, as they themselves going thither might run the risk of not being received in mercy, or otherwise lose their heads. But they, the Amacooners, having perceived that they were being led astray by Saubakkie and that the gifts presented melted away in his hands, had finally resolved to summon up courage themselves and send two of their Tommagoms to Coupang to go and request pardon from the Chief Commander for their committed unfaithfulness and defection; but that they had been hindered in this by the Mollonese radja Oeijmattang, whose tyrannies they could no longer endure, and had cut off his head along with his brother, and had taken some Mollonese captive to bring them as slaves for the Honorable Company, but that they had been disappointed in this because the frequently mentioned Saubakkie had sent a large number of armed Sonnebaijers thither to assist the Mollonese. Upon which accusation the Chief Commander had repeatedly summoned the said Saubakkie, who, knowing nothing to bring forward in his defense, it was judged expedient to secure his person. Whereupon the assembled Regents declared that they had also heard of Saubakkie's illicit actions from very trustworthy subjects, and considered the arresting of him well done, also judging it necessary, in order to prevent mischief, to send a trusted Tommagom of Sonnebaij to Mollo to recall the Sonnebaijers sent thither by Saubakkie, which would be put into effect immediately after the dismissal of this meeting. Louis Telco being thereto, he was hereby unanimously appointed provisionally as regent of Sonnebaij in the place of Saubakkie, as he is the nearest relation thereto, who promised to give proofs of faithfulness to the Honorable Company, and to effect everything in his power to cause the Sonnebaijers to return from Mollo. Lastly, the Chief Commander recommended to the assembled regents to forbid their people, according to ancient custom, from appearing armed in the settlement of Coupang after six o'clock in the evening or by day with weapons, or otherwise the violators thereof would be detained as slaves for the benefit of the Honorable Company. Thursday, 25 June Anno 1772, in the morning at eight o'clock. General Assembly held with the Rottinese Regents. At the opening of this session, the Chief informed the Regents present that he had convened this meeting in order, if possible, to devise means to resolve their mutual disputes, stating that anyone who had any complaints to lodge should speak freely and candidly. The Regents were asked about their mutual differences, whereupon the Regent of Bulba declared himself first, accusing the Termanese of ceaseless cattle rustling, adding that his Governor, due to the losses suffered thereby, was so embittered against them that he had wished to resort to reprisals, but that he had restrained him with great difficulty. The Chief having reproached the Termanese for their unreasonable conduct, they excused themselves by saying that the cattle of their subjects were carried off by those of Bulba as well as by other nearby settlements, and that they had therefore done nothing other than to pay the Bulbanese back in the same coin. Whereupon the Chief proposed to the contending Regents whether they were mutually inclined to return the stolen goods, or rather to waive the claim and each be content with the plunder he had obtained. This proposal having been taken into consideration by them, the Regent of Termano said that the stolen cattle had mostly been slaughtered and consumed, and therefore could not well be returned, wherefore he would rather renounce what was lost and be content with his plunder, to which the Regent of Bulba agreed, as did all the other settlements, with this condition, however, that all cattle thievery on the island of Rotti must cease from now on, which was promised by one to the other by a handshake, whereby these disputes were considered settled. Furthermore, the Regent of Denka made his complaint against those of Termano, stating that many of their lands had to remain uncultivated due to the continuous hostilities inflicted upon their subjects by those of Termano, whereby they were rendered unable to deliver as much catjang to the Honorable Company as in previous years, requesting that the Chief along with the Council be pleased to provide for this. The Regent of Termano, having heard this accusation, said that ever since they had mutually delivered the severed heads to one another, they had always sought to live in friendship with Denka, but that the Denkanese interfered in disputes that did not concern them in the least. The Chief having asked what these consisted of, the Regent of Termano said that the settlements of Kekka and Talai had torn themselves away from him and settled upon an inaccessible cliff, where they enjoyed all support from those of Denka, and for that reason he offered the aforementioned settlements to the Honorable Company, since they saw no chance of bringing them under their obedience again. Denka, being asked what motivated him to support rebellious subjects of other kings in their insolence, replied that the aforementioned settlements, both known under the name of Kekka, being no longer able to endure the extreme extortions of Termano, had taken refuge with him and requested his protection, which he judged himself obliged not to refuse, as the Kekkanese had always shown themselves to be true friends of the Honorable Company, and were still inclined to give convincing proof thereof by delivering all the products of their abode without the least reservation to the Honorable Company. The Chief having submitted to the consideration of the combined members that, even assuming it suited the Honorable Company to incur some expense to fetch a handful of people, who with wives and children were counted at one hundred heads, it would nevertheless not be expedient in this case to incur the slightest expense in that regard, since one dared not flatter oneself with a good outcome, because the cliff on which the Kekkanese were entrenched, according to the account of the [illegible]

The regents obtain authority to seize anyone who incurs cattle theft and present them to the Honorable Company as slaves. was wholly inaccessible to the Rotinese, and one could not rely on the assistance of the natives, and also that one had to assume that Kekka would be secretly supported, whether in this juncture of times one would not do best, subject to the high approval of Their Right Nobilities the High Indian Government, to declare the Kekkanezen, whom the Rotinese saw no chance of defeating, as the Honorable Company's mardijkers, following the example of Bokaij and Lelenik; especially since the said kampongs have committed no hostilities against the Honorable Company or its allies, but broke away from Termano for no other reason than to avoid the violence of some rioters who currently rule all of Termano. Whereupon the gathered members, before declaring themselves, thought it good to hear the opinion on this matter from the present regents, who approved this arrangement and judged it to be a means by which general peace would be restored on the whole island; but the regent of Termano wanted to sever the kampong Talaij from Kekka and have it remain on Termano, and to have the latter transferred to Coupang, against which the other regents opposed themselves, saying that both kampongs had been given by Termano to the Honorable Company, and that the Honorable Company could dispose of what belonged to it in ownership as it pleased, and also showed through this arrangement that it gave place to justice and fairness rather than to greed. Agreed. The members, having well considered this statement, found it good, alongside the Chief, to declare the said kampongs Kekka and Talaijs, subject to the approval of Their Right Nobilities, as the Honorable Company's mardijkers, like Bokaij and Lelenik, and to allow them to retain their place of residence on the island of Rottij, provided they do not meddle in any disputes among the regents, much less prevent anyone in that vicinity from cutting timber and collecting wax according to ancient custom. Subsequently, many regents complained against one another on account of cattle theft, all unanimously requesting that, for the removal of that deep-rooted evil and the preservation of general peace, they all and everyone who might be guilty of cattle theft be collectively authorized to seize such kampong or negorij that might first make itself guilty of cattle theft, and to present them as slaves to the Honorable Company as a deterrent to others, which was granted to them by unanimous vote, wherewith this meeting ended. Ensign Bauer, who is serving here, having made his complaint to the Chief regarding the soldier Jean Anthone Duquene from Straadsburg, that, notwithstanding the manifold sensible corrections given to him from time to time, he daily made himself more and more guilty of everything that could be called improper and dissolute, and served as a bad example for other soldiers, requested the Chief to send the said Duquene on board as a sailor as a deterrent to others. Whereupon the secretary Elders was sent round to the members of the Council to inquire whether they were also of the opinion, for the aforementioned reasons, to deport the said Duquene to sailor, with the reduction of his wage to f 9.- per month, and to place him as such on the Honorable Company's barque the Geertruijda Susanna lying here at the roadstead; which was unanimously approved to be put into effect this very day. The interrogations, on which Toebakki, administrator of Sonnebaij, was heard on the 8th of July last, having been read out to the members of the Council alongside all the regents, the Chief proposed the question whether one should not rather send that alliance-breaker on the barque the Geertruijda Susanna to Batavia at the disposal of Their Right Nobilities, than to detain him here, since the latter could not well be done without fearing bad consequences. Whereupon it was unanimously decided to send the said Toebakki to India's capital according to the Chief's proposal, with a humble plea to Their Right Nobilities the High Indian Government to deprive him forever of the opportunity of coming to Timor again. The undersigned could not have the blacksmith shop built on any better place than close by the armory, this place being situated far from the powder magazine and hospital. From Palembang the 12th of January 1772: From Palembang the 12th of January 1772: deliberations have taken place concerning the reduction of the price of tin, especially after this matter was earnestly pleaded and urged on the 21st of the first-mentioned month in the hearing of the king, crown prince, and most of the grandees of the realm, partly by expounding repeatedly and at length upon Your High Nobilities' latest writing to the ruler regarding the considerable advantages that mineral provides to His Highness, and on the contrary very little or not worth mentioning to the Honorable Company, and partly by resolving their principal objections, these being mainly two, namely that a great loss is inevitably to be expected from this in general, and for Banca in particular an exodus of the inhabitants, to which first point it served to reply that those who, by non-shipment, were now left with that mineral on their hands to their detriment, would then, by Your High Nobilities' favorably promised acceptance of even up to 4 to 5000 picols above the stipulated 20000, on the contrary draw double the advantage from that larger delivery, and to the second point, that Banca, besides the considerable number of Chinese, was known to be so populous that it could easily spare a third of its inhabitants, whom the sultan, if he so pleased, could employ for the promotion of the pepper cultivation in the uplands here, from which certainly within a short time greater satisfaction for the Honorable Company and considerably larger benefits for the ruler were to be hoped, whilst Banca would nonetheless still retain ample people enough to look after the tin labor. The king rejected nothing of all this, saying only that he was daily occupied in sounding out the minds of his subjects concerning this matter, yet found that it was not so easy to make this palatable to them; that among the principal persons there were indeed some who showed themselves not entirely disinclined in this regard, but also others who were entirely against it, the ruler therefore concluding that these differing sentiments could only be reconciled through time; neither the crown prince nor any of the grandees of the realm expressed themselves, except only among one another in an unintelligible language. On the 30th of the mentioned month of November, being informed in secret that the latest contract of the year 1763 presently constituted the main topic of the court discourses, and that the crown prince and some pangerangs with him wished to derive from the same a larger delivery of tin without the least reduction in price, I immediately requested audience again at From Palembang the 12th of January 1732: From Palembang the 12th of January 1772: court, where the next day, after some brief courtesies, the 4th article of the just-mentioned contract was brought to the table, as if unnoticed, reading verbatim: whereas the Company, in order to give the king as much satisfaction as is ever possible through the relief of tin, and has set the acceptance as high as could be done, namely, annually up to a considerable quantity of thirty thousand picols of 125 lb each, thus the sultan accepts and binds himself to deliver solely to the Honorable Company, to the exclusion of all other nations, 30,000 picols of tin of 125 lb each annually, pure and unmixed, both at Batavia and Palembang, barring unexpected contingencies, which the sultan shall communicate to Her High Nobilities, against the previous price of 13 1/3 rixdollars at Palembang and 15 rixdollars at Batavia. Whereto it politely served in reply that these conclusions could by no means be drawn from this article if one simultaneously reflected upon its reserving clause, barring unexpected contingencies, which, being mutually obligatory, applied as well to the acceptance as to the delivery, with which Your High Nobilities' latest missive to the ruler being compared, it was easy to conclude that these unexpected contingencies now presented themselves only too clearly on the part of the Honorable Company, and the Honorable Company, therefore, instead of being bound to the receipt of such an ample quantity and at such a price, was much rather entitled to appeal to its previous treaties with the successive kings of Palembang, since these were all renewed by both parties in the first article of the aforesaid last concluded contract and held to be of the same force and value, just as if it had taken them upon itself, and one was therefore mutually bound to the fulfillment thereof; which the king, although silently, seemed to concede.

From Palembang, the 12th of January 1772: From Palembang, the 12th of January 1772: were inserted therein word for word; as then on that account, the Honourable Company in the present juncture of time also recalled and adhered to the tenor both of the 7th Article of the Contract of 1722, stipulating all the Bangka tin for the Honourable Company for as long as the said Company shall require that mineral and desire to accept it at the former price, as well as to that of 1755, in whose 10th article His Highness binds himself to deliver all the tin solely to the Honourable Company and that in such quantity as the Honourable Company shall come to require, which two points indeed contained the exact present state of the dispute, the Company now determining according to the tenor of the one the quantity that it required, and declaring according to the contents of the other that this mineral substance was no longer acceptable at the former price of 15, but rather for 13 rixdollars per picul, upon the agreement to which latter a more considerable demand thereof was also again to be expected. This representation apparently made a great impression, or at least caused a general silence, while the Sultan, after some hesitation, shrugging his shoulders, repeated the substance of his previous statements, namely that this matter depended upon the consent of the entire realm, and not upon him alone; to which was replied that it was felt that if His Highness would once be pleased to try to dispose the entire country well towards the general welfare in this regard, then indeed none of the subjects would dare refuse the dutiful obedience to the command of their Sovereign prince and lord. This the prince professed to agree with, but added that then, if not outright rebellions, at least continuous murmurings were to be expected, and that he in his old age was unwilling to experience this, besides wishing to leave to his successor not a realm full of troubles, but of quiet rest, although he also foresaw that the proposed price reduction might well have long-lasting consequences. Furthermore, it was requested that the prince, in the upcoming dispatch, would kindly ensure on the one hand that his small vessels were sent off with more considerable quantities of pepper than previously, and on the other hand remember Your Right Honourables' recently received letter concerning the quantity of the tin shipments, so that the first undersigned would not again be restlessly urged to transgress the express order of his lords and masters by granting passes beyond the limit, unless its delivery henceforth was fixed at 13 rixdollars per picul, in which case, but absolutely not otherwise, he would dare undertake to deliver passes for up to 24 to 25,000 piculs; to which was added in passing that no reasons could be conceived why any the least price increase could be hoped for on the 4,308 1/25 piculs of tin outstanding to the prince's account, the payment of which had been offered to the Khedemang Darpa Mangala at 13 rixdollars per picul in the amount of 56,004 1/2 rixdollars, since that excess delivered had been accepted on no other condition. The Sultan answered all this, briefly saying that he had good prospects for this year's pepper delivery, and that all the settlements had already been strictly ordered not to keep even half a picul of that black grain among themselves, but to bring it down at once, wishing to put whatever can be obtained into his vessels departing for Batavia in the near future; and as for the tin, that he would try by all means to bring it about, so as to give satisfaction therein as well. We wish to hope that, although thus far the sluggish and indecisive nature of the Palembangers has not yet allowed us to hit the desired mark, the efforts undertaken may nevertheless meet with Your Right Honourables' favorable approval, which, according to our humble opinion, will contribute very much to a good outcome of affairs, to give satisfaction to the highly honored decision mentioned in the honored letter dated 13th of July of the previous year, namely, not to grant any the least price increase on the tin delivered above the limit at that time, and give no less weight to the matter if the higher and wiser judgment of Your Right Honourables might deem fit to address the upcoming envoys personally and the king by letter further seriously on this matter. Having ascertained that by quite a large part fewer Bangka passes are returned than are granted, because many returned Bangka seafarers withhold their passes, and against which repeated representations have availed nothing, I have, in hopes of a favorable interpretation, ordered the Honourable Company's cruising pantjalling stationed at the Salat-Jarang post to demand the passes from all such returning small vessels at that place and keep them in custody, addressing them directly under cover to the first undersigned, at the same time investigating as accurately as possible how much tin each of them brings in, in order to become informed in due time to what extent the import and export of that mineral substance correspond.

Palembang the 21st of April 1772: Palembang the 21st of April 1772: Escorting the First Company original, both now heading towards Batavia, each with a separate vessel; the one named in the margin escorting this humble letter of ours, together with various enclosures according to its accompanying register, and the above-mentioned Kingebei escorting the duplicates thereof specified by register; among which papers Your High Excellencies will be pleased to observe from the general list of the King's vessels that have sailed from here to Costi this year, that this time 18 vessels collectively, according to statement, were laden with 7461.½. picols of pepper and 17445. picols of tin, thus less than the preceding year by 187½ picols of the former and by 2010. picols of the latter; nevertheless, the shipped mineral exceeds the stipulated 15000 by 2445. picols, which, together with the 438 1/65. picols delivered in excess the previous year, surpasses the stipulation by 6753 1/25. picols in total. We have therefore clearly presented this to the prince, and at the same time earnestly protested against any shipment whatsoever that exceeded the stipulation, reminding him of Your High Excellencies' desire in that regard contained in the highly respected letter to the Sultan dated the 13th of June 1771. Nevertheless, this was of no avail, as they insisted on being satisfied with the said excess of 2445. picols, which was conceded to them to avoid discord and in the hope of a very favorable interpretation, yet with the declaration of neither being able nor willing to guarantee its acceptance, much less its payment at 15 rixdollars per picol, as all of this depends solely on Your High Excellencies, to which no answer was given. In the meantime, everything that the zeal and attention of honorable servants could devise to obtain a reduction in the tin price has been put into effect at Court several times by Your High Excellencies' undersigned servants, but without fruit, as neither the King nor the Crown Prince are willing to agree to this, but have even (as reported in secrecy) ordered their envoys now crossing over rather to let the money remain at the capital again than to accept less than 15 rixdollars per picol for the excess brought forward from the previous year. We therefore hope that through Your High Excellencies' far more potent influence at this Court, the so beneficial price reduction of tin will be pursued with much better effect, regarding which we shall also faithfully observe the honored orders with which Your Excellencies will be pleased to furnish us in that regard. His Highness further says that he describes the present state of pepper cultivation in his letter now departing to Your High Excellencies, regarding which he verbally declared to us that the smallpox heavily rampant in the uplands greatly harmed the harvest of that grain and very much diminished the good outlook, while entire villages lacked the necessary supervision over that crop, because the inhabitants fled to the mountains as soon as the aforementioned contagion manifested itself among them.
