4 By the ships Landskroon and Oud Haarlem, we have had the good fortune to see ourselves highly honored in the receipt of your Right Honorable Worships' most venerated original and duplicate missives of 14 October and 5 November 1712, accompanied by such enclosures as the register received alongside them dictates. The extracts obtained therein from your Right Honorable Worships' respected general letters addressed to the Honorable High Indian Government at Batavia under the dates of 5 and 14 October above-mentioned, we shall, according to the order, having been incorporated into our outgoing letters to the said High Indian Government, respectfully answer in the margins thereof. In the meantime, with respect to the received demand for returns for the year 1774, we have made the necessary arrangements to distribute the same over this head office and the subordinate factories at the earliest opportunity, for an early delivery and procurement thereof; to which end we have also sent to the chiefs in advance the findings of the discovered defects in the linens, so that they can use the necessary precaution and care in time, not only to keep the same out of the cloths, but also to improve the quality thereof, as shall also be recommended to them with all emphasis, the further remarks to be found with the demand, and also henceforth to have the short and long invoices arranged according to the model received thereof; just as we likewise shall take all the same for our dutiful observance and guideline, as far as it concerns us or this head office. Just as, in compliance with your Right Honorable Worships' respected order contained in their second missive of 5 November, there has been paid out here to the assistant Jan Willem Luijken the sum of f 180, counted on his behalf in the Company's treasury in Amsterdam. While we further hope, and consequently do not doubt, that the clothes and linens of the return of 1772 and that of this year, especially from this main station, will be found to be constituted satisfactorily; for the improvement of which we are constantly working, and therefore let nothing escape our dutiful attention, but employ everything that is demanded by our loyalty and obligation, and can, according to the condition of the times and matters, be pursued as far as possible; we pray your Right Honorable Worships to do us the high honor of In which expectation we further have the high honor of serving this to accompany the ship De Jonge Lieve, which was planned and assigned by Their Right Honors the Honorable High Indian Government for the transport to Europe of the linens collected here on the Coast pleasing to hold yourselves persuaded that these assurances of ours do not consist of idle declarations, but, being moved by a true zeal for the interest of the Honorable Company, our endeavor is always directed toward constantly giving your Right Honorable Worships complete satisfaction in this principal article of the Company's welfare, wishing therefore that we may only be so fortunate as to succeed in our efforts being applied in that regard.

for the rest, this vessel is to be fully laden at Iaggernaijkpoeram with the bales that have been brought together there for that purpose. Since the said Noble High Indian Government, by their most venerated missive of 16 October 1772 and General Resolution of 28 August preceding, has ordered us to provide Your Right Honorable and Highly Esteemed Worships with a report as to what extent one should embrace the proposal made by the Ceylon ministers to send to Manaar the linens that might have remained on this Coast after the departure of the last ship to Batavia and are subsequently still collected until March, in order to be collected from there and dispatched by the Ceylon return ships to supplement their deficient cargoes, as well as whether there could also be transported with them the returns which, either through lack of cargo space or through late delivery, could not have been loaded into the direct vessel of this Coast: So, in dutiful compliance with that venerated command, we have the honor first respectfully to bring to the attention of Your Right Honorable and Highly Esteemed Worships, as the basis of that report, the remark made by their said High Nobles that said proposition, having been made at a time when three ships were repatriating from Ceylon, now lapses, as no more than two ships are sailing home and can be fully laden on the island without the Coromandel returns, regardless of the manifold danger associated with that dispatch, which must take place with small vessels that, being provided with only one deck, are entirely unsuitable for the transport of linens, since they would first have to be brought from here to Manaar, unloaded there, and having been loaded into the Company's sloops, had to be transported from there to Colombo or Gale. To which we humbly take the liberty to add that the last ship, carrying away all the bales both from the collection of this main station and from the subordinate factories which, as far as possible, are brought over with the sloops, leaves no linens behind that can be sent to Manaar. Besides that, it is then so late in the season that one no longer dares to keep or let vessels linger here in the roads with peace of mind without exposing them to an obvious danger of accident. Therefore, one is always intent on bringing them into the river here as early as possible in October to winter against the outbreak of the northern monsoon, as well as, for that purpose, as they say, letting them run before the wind at a moment's notice to Jaffanapatnam to avoid the tempestuous weather that mostly rises most unexpectedly towards the change of the season; while one or two of them must be sent very early in September to Iaggernaijkpoeram, not only to deliver merchandise and other goods in fulfillment of the demands both of that and the two other northern factories, but also for those vessels to be repaired of their defects there, as well as to have vessels at hand for those offices in the unnavigable season to be able to make use of them in time of need, which are subsequently sent early in January along the southern offices to this place to collect whatever might be in stock and ready for this main station both at those places and at Iaggernaijkpoeram itself; from which Your Right Honorable and Highly Esteemed Worships are requested to observe that the dispatch of bales cannot take place as easily as has been proposed. Furthermore, the bales that come in after the departure of the direct return and Batavia opposite ship, and remain lying at this main station and at the factories, must serve for loading the ship that one has to expect here from Bengal in the spring, with which it usually departs in March, without the late departure from this Coast of the ship Leekerlust, which appeared here from the Ganges anno passato, and of the vessel Den Tempel this year being able to serve as a refutation of these our adduced reasons, since both are unforeseen accidents due to the adverse voyage from the Ganges. those linens must remain lying on the island of Ceylon until November or January before they can be sent to the fatherland. Therefore, it is far more advantageous and less dangerous to ship them directly from here to Batavia with the ship that comes from Bengal in the spring and usually arrives at the Indian headquarters in June, July, or August, depending on whether the voyage of such a vessel is short or long. Thereby, the domestic linens can serve for the loading of the ships of the first consignment, and thus their dispatch from Batavia to Europe can take place much earlier than from Ceylon; not to mention that thereby the double risk of the sea is removed, as well as the expenses of the loading and unloading of the same before they are in the ships, having to go first from here to Manaar, from there again to Colombo, and further to Gale, where the Ceylon return ships receive the largest part of their cargo. Furthermore, one is obliged to ensure that enough bales are always on hand here in order to be able to dispatch at least 1000 bales with each ship; thus, for three ships, namely: the early ship from Bengal, or instead of that the north ship, together with the return and direct south, or the so-called contra ship, one must have a number of well over 3000 bales. And once these have been dispatched, the harvest of the year for that shipment is nearly exhausted, so that no more bales remain—at least none of such importance that it is worth the trouble to make a shipment of them to Ceylon, the more so because its insignificance does not meet, or would not meet, the purpose, namely to supply the missing cargo for the Ceylon ships. The bales that are recorded after the dispatch of the ships of this coast, and upon the settlement of accounts with the merchants, as well as brought in by them for their liquidation, are mostly linens that, although available in nature, are nevertheless not yet fully finished so that they can be packaged and sent; therefore, they are accepted as remainder and do not get ready before December or January. Thus, from all this it appears that after the departure of the direct return ship, no shipment can take place from here to Ceylon; unless one, notwithstanding the aforementioned inconveniences, proceeding to that shipment to Manaar in order to make the Ceylon return ships depart fully laden, would not wish to expose that the ships of Coromandel were dispatched without full cargoes, which, however, would not be practicable. Given these presented and adduced reasons regarding the difficulty of executing that project, we therefore hope Your Right Honorable Highnesses will be pleased to be satisfied, and in that expectation, we furthermore consider ourselves obliged to demonstrate to Your Right Honorable Highnesses in all respect the discovered error that was committed concerning the invoice price of the two bales of Betilles ternatanes of 3 Cobidos wide according to a Palliacat sample sent for trial in the past year both to the Netherlands and Batavia with the ships Alkemade and Vreedelust, in conformity with what was resolved in our Resolution of 17 June 1772 made here. For instead of 225 pagodas or ƒ1012. 10. per bale, as much as was contracted with the suppliers and also paid for them, it was entered on the invoice as 255 pagodas or ƒ1147. 10., thus 30 pagodas or ƒ135. more expensive charged to the Honorable Company than those goods actually cost and were paid for. The invoice keeper Fredrik Willem Bloeme was called to account for this, who knows to attribute that error to nothing else than that through haste, or some other fateful accident, he must have wrongly or mistakenly taken, calculated, and entered a price; which must also have been caused by the multitude of papers that he had to handle both from this headquarters and the subordinate factories during the time of the dispatch of the ships, and from which he had to draw the prices of the goods for the compilation of the general invoice. He certainly, though unforeseen, must have made an error in the naming of the Bethilles, without having reflected further upon it out of zeal to get it ready and in order on time, and in the confidence that he had it right; expressing his sincere sorrow over it, and that it was not discovered earlier than long after the dispatch of the papers, when there was no longer any opportunity for its redress, with a very humble request that this may be favorably accommodated. Whereupon we also had to let the matter rest at our meeting of 24 July last, as being an affair that could now impossible be redressed, and also the sale of those goods would have already taken place and the calculation been made according to the price charged on the invoice, unless the difference between the same and what was set down should have caught the eye of Your Right Honorable Highnesses.

Yet notwithstanding all these and other irregularities in the administration of affairs, the prince, by means and mediation of his minion, the well-known Havildar of Naoer, Cannagasabra Poele, has successively paid to the Subah of the Carnatic, the Lord Mahometh Alichan, to the very last duit, the sum of 50 lakh rupees, for which he concluded the treaty of peace at the end of 1771, besides other secret expenses which he was obliged to incur for that purpose, both to bribe the Subah's eldest son, who commanded the siege of Tansjour at that time, and the Commander-in-Chief of the English auxiliary troops, and several others, in the expectation that he would henceforth peacefully occupy his principality again and, from the fruits thereof, be able to pay the debts contracted for that purpose, for which he had pawned all or the greatest part of his jewels and also some lands. Yet how very much His Highness miscalculated in that regard, the sequel and outcome of affairs have demonstrated quite the contrary. For as soon as the Subah had received the last coin of the contracted money, he immediately gave orders for the army, which was drawn together from the garrisons of Tritsenapalij, Madraspatnam, and other places, to march to Tansjoer. Having encamped before its capital city around mid-August under the command of the Subah's second son, Madaroel Moelk, it captured the same on the following 17 September after a siege of nearly a month, and, as it is believed, through treason, of which the Prime Minister Manozi Rauw Sagataph, who was also general and chief over the prince's military forces, is accused and held suspect; since, during the storming, which took place in broad daylight, almost not the least defense was made from within, and the prince did not know of the surrender of the place until the officer who commanded the assault was already inside with his men and came to announce to His Highness that he was a prisoner of war of the Subah. The English themselves and all others were astonished at that sudden conquest, for I have been assured that if that assault had been repulsed, or if the Tanjorean had defended himself for a few more days in such manner as he had done in the beginning, the resolution had already been taken to break off the siege, because the besiegers had not only already lost many men, but sickness also began to increase vigorously among the army troops. And it aroused even more astonishment over its surrender because the assault was carried out with no more than 600 European men against such a formidable and extensive fortress as Tansjoer is. But lack of good order and direction, together with the absence of artillerymen, caused the same to bow before the power of the Subah, who also made use thereof. Thus it is certain and indisputable that if the Prince had been provided with, or could have been assisted with, only 50 artillerymen, 150 to 200 military men, and some capable officers, Tansjoer would not have been conquered.

Regarding the Honourable Company, Your Serene Highness and Right Honourable Sirs will have favourably considered, from my aforementioned humble letters of 31 December 1772 and the annexed papers, my endeavour to profit from the prince's embarrassment for money to the advantage of the Honourable Company, both in redeeming or buying off the recognitions and in acquiring some other articles for the quieter establishment of the Honourable Company and its trade here, and to that end I applied myself to obtain first in pledge the seaside villages of Naoer and Topotorre, situated to the south and north of this place; but this having failed me at that time, I subsequently obtained such a favourable opportunity for it that not only were both those coastal places first held in pledge, but afterwards also, alongside the coastal region of Tripondi, situated between here and Topotorre, legally purchased, along with and in addition to the province of kiwaloer, which had already previously been pledged to the Honourable Company, and the redemption of the recognition monies and elephants that one was annually obligated to render to the Tansjour prince. The reasons that induced me and the Council to make that purchase are established upon such advantageous grounds, and the benefit that was thereby intended for the Honourable Company, through the advantageous situation and location of those places and lands for the Company's seat and trade here, the great benefits that were already about to be enjoyed therefrom, and more and more to be expected from it, as has been so amply demonstrated and set down in the successive resolutions passed in that regard, as well as in my dispatched respectful opinions to the Supreme Indian Government; that, in order not to trouble Your Serene Highness and Right Honourable Sirs with a duplicate description, I deem it unnecessary, under most favourable interpretation, to recite all of them herein, but with Your Highnesses' permission, take the humble liberty to refer thereto with great respect. However, all the pains I took, exerted for the true interest and to the substantial benefit of the Honourable Company, and in which I also happily succeeded, especially regarding everything that for a long time had been the object to obtain, in order thereby to keep and ward off our great and intriguing competitors as far from the Company's seat and establishments as could ever possibly be, has been completely frustrated by the transition of Tansjour to the subah of Carnatica; since shortly thereafter, by the superior power of the conqueror, who, combined with the English auxiliary troops, invaded the aforementioned purchased land and took possession of it, I was under the necessity of allowing the aforementioned purchase to be annulled in general, provided that the money expended for it be repaid to the Honourable Company, which is also to take effect in four stipulated terms with the interest of ¼ per cent per month, through two prominent bankers who have bound themselves for it, as there was no possibility of doing otherwise in this matter or of retaining the aforementioned purchased land and the redeemed servitude of the recognitions, since the subah, or rather his son Madaroel Moelk, would in no way respect the purchase of all of them, and therefore would listen to not the least demonstrations of the legality of our purchase, besides other unfounded claims brought forward by him. 39. cannot be foreseen; and although in the concluded contract with the soubah it was stipulated that in the seaports situated in the conquered Tanjore lands, no other flag than the Moorish one or that of the soubah should be permitted to fly, it nevertheless remains uncertain to what extent the soubah would be able to fulfill that article in the event of the slightest change of affairs, and should the British, who after all have their eye on the same, especially on the nearby Nagore, become serious and resolve to make themselves master of it, whether by agreement or through an engineered dispute. As far as I can discern, something must be hidden behind this, or it must be a secret project, for since that place was taken by the soubah or fell under his power, it is being surveyed and staked out, certainly in order to fortify themselves there by constructing fortifications and to make use of it in time of need. With regard to the monies lent to the Prince of Tansjoer on jewels and lands, I have the honor in all reverence to bring to your High Noblenesses' knowledge that according to an account drawn up and a receipt formed therefrom, a copy of which accompanies this, there has come in from the revenues of the Kiewaloer lands during the autumn of 1772 and for the year 1773 up to the 4th of June inclusive, being according to the Malabar style the ultimo of May, under which last-mentioned date all accounts in the Tansjoer region are closed, an amount of Porto Novo pagodas 30268. 3. 63; and thereof has served toward the satisfaction of the interest accrued up to the aforementioned date a sum of Porto Novo pagodas 18268. 3. 63, and in reduction of the principal amount of pagodas 115000, a sum of 12000 Porto Novo pagodas, so that the debt of the prince has remained pagodas 103000. That the aforementioned revenues yielded no more than the aforementioned amount of Porto Novo pagodas 30268. 3. 63, instead of the sum of 100000 pardaus, making 4651 1/27 Porto Novo pagodas, made known by my respectful letter of the 15th of October 1772, originates on the one hand from the inundation of the lands in the autumn of 1772 by the extraordinary rain that fell continuously for fully one and a half months, and on the other hand from the deficient provision of the necessary money that the landlord must advance yearly to the inhabitants and cultivators in due time or before the sowing season expires, if he does not wish to see that otherwise, owing to the inability of the inhabitants, if not all, at least most lands remain uncultivated. This money is repaid preferentially upon the harvesting of the crop, and only after the deduction thereof is the accounting of the sowing made between the landlord and the inhabitants. Which failed crop has also given cause to the great dearness of nelly, both here and everywhere in the Tansjoer principality, to such an extent even that the inhabitants of the country, for which there is no precedent, have had to come here to procure and find nelly and rice for their needs from the supply that has been brought by sea to this city both from the north and from the south from the Bay of Tondy, where the crop has been very blessed; and if one had not had this good fortune, and the supply from Bengal with several vessels had not been added to it, things would have been in a much more terrible state, and thousands of people would have perished from hunger and want. Meanwhile, regarding the coming crop, one has not much more prosperity and advantage to expect, as all the Tansjoer lands lying above Kiewaloer, both through want of money and other painful circumstances under which the Tansjoer kingdom is oppressed, as well as the invasion into the same now undertaken anew by the subah, lie entirely unsown and uncultivated, and are abandoned by their inhabitants on account of the aforesaid revolts. The land of Kiwaloer alone is still cultivated in part through the advances that various persons have made because it falls under the Honorable Company, and could, through the blessed and timely descent of the upper water, still bring forth the desired fruits if only in time, or before the end of this month, the necessary advance provisions are made so that the lands still lying empty can also be sown. Regarding this, I cannot yet succeed in my daily applied efforts, owing to the deceitfulness of the regents at the court and the irregular management of affairs at the same, which is aggravated even more because one has been brought to irresolution by the siege of Tansjoer, as it cannot be foreseen how it will turn out, although it is to be feared that Tansjoer this time will have a rather hard time defending itself, and thus will have to succumb to the power of the subah, more than 1000 cavalrymen having retired from the city because they cannot get their outstanding pay paid, though they still keep quiet without choosing one side or the other; while two other dissatisfied

47 dissatisfied chiefs, also being Moors, have actually left the service, the one with the men under his command, as it is said, consisting of 100 horsemen and 400 sepoys, having gone to the army of the souba, and the other with 150 horsemen to Chelembron, after I refused the latter, who were inclined to stay here, either in the lands of Chikel or in the villages of Wellipalium or Cadembadij, the jurisdiction of the lands where the Honourable Company holds authority and its noble flag flies. Just as I have in the same manner and in the best possible way rejected the requests made on several occasions with much urgency and accompanied by many repeated entreaties by and on behalf of the King of Tansjoer to be assisted with men, gunpowder, lead, and muskets, especially bombardiers and gunners, in order not to irritate the souba as much as possible or to give him cause for displeasure, the more so because these entreaties were mostly made at times when the rumours increased more and more that the souba and his allies were actually busy gathering their forces to attack the Tansjoerian, although I was not yet truly certain then at whom it was actually aimed, and especially because it appeared to me from all circumstances that the lending of money on the lands of the King and the planting of our flag in the same, principally at the sea places Naoer and Topotorre, was not agreeable to the souba and seemed to have aroused ill-will and envy in him, and therefore out of suspicion that I was assisting or would come to the aid of the Tansjoerian, at the beginning or rather on the 4th of the past month of August, under convoy of three English warships, he sent an ambassador named Mahamadoe Abraharchan Bahadoer to me with a letter and a robe of honour, in order, as appears from the contents of the translation of the aforementioned letter which is inserted into the separate resolution of the 20th of that month, to complain about the assistance of men and ammunition of war provided, and 48 and therefore to recall the same, in polite terms, yet here and there mixed with reproaches, pointing out the close connection that the Honourable Company had with respect to its seated trade here on the coast as well as on the opposite Ceylonese shore with him, as the lawful lord and possessor of these lands, as well as the good that had been shown by him, and the evil consequences that were to be expected in case we were to think and act otherwise, accompanied by several other high-flown expressions. Concerning now what further occurred with Tanjore itself, in continuation of what was treated and communicated in my respectful separate letter of 31 December 1772, wherein I had the honor to bring to Your High Nobles' attention the failure of taking into pawn Naoer and Topotoure, alongside the province of Tieroenellaar bordering on the first-mentioned place; Your High Nobles may please to know that His Highness, and his prominent courtiers who are in the administration of affairs, pressed by distress and embarrassment, have not ceased continually to make new applications to obtain more money on loan, on pawn of jewels and lands, which, however, were by me repeatedly rejected, sometimes under all kinds of pretexts and sometimes also categorically or without using evasions, and I kept them going therewith until in the month of June last, when I saw appearing here an extraordinary embassy filled by one of the court dignitaries Harsinga Rauw Bhosale, and the well-known Saverse Havildar Cannagasawea Poele; 50 bringing along a letter from the prince as well as from the regent Narsinga Pade Rauw, containing urgings to be assisted with 100,000 pagodas on pawn of lands, at the same time referring to what further those envoys would verbally propose in the name of His Highness; as they did at a second audience, namely that although the letter of the prince mentioned only 100,000 pagodas, they were nevertheless ordered to request, in addition thereto, another 100,000 or together 200,000 pagodas, on the grounds that the first-mentioned sum was not sufficient or adequate enough to settle his outstanding affairs, which were very dilapidated and, through the latest hostilities committed in the year 1771 by the souba, had fallen even further into decline and wherewith he was still overwhelmed; at the same time offering to pawn the provinces of Triwaloer and Catjanam for that requested sum of 200,000 pagodas; Not only the inadmissibility of that proposition, but also the great distance of the aforementioned offered lands, caused me to reject the same at once, on the foundation of such reasons as are found set down in the secret resolution of the first of July past, wherein the received letters from the Prince and the regent are inserted, pointing out the great and favorable promises made in favor of the Company in recompense for the rendered services, wherefore I would not enter into the slightest negotiation about matters of that nature, which was the objective of their embassy, before and until it was firmly assured that some advantage or other would be obtained for the Honorable Company. redemption of the recognition moneys to the sum of 5000 pardauws per year, demanding in return as compensation for the Prince an important sum of 100000 pardauws, or circa 45000 new Nagapatnam pagodas, which approximately amounts to the recognition moneys of 20 years, after deduction however of the three years which the Prince, on account of what was taken in advance in the year 1774 according to the secret resolution of 10 February, was still in arrears; and Thirdly, they wished to know the opinion of this government: if the Prince should have the misfortune to succumb, or if he should judge it best before Tanjore fell, to send his wife and family here and secure them in this place, whether one would then receive them and take them under the protection of the Honorable Company. Which proposals appeared to me of such weight that, before I declared myself upon them, I first brought them up for deliberation in the meeting of 14 July, and requested the members to submit their opinions, each individually, in writing at the next sitting. Giving to them for consideration to that end: whether one should or can accept the offered deeds of purchase, or indeed not; how much one should offer for the redemption of the recognition moneys, in proportion to the amount that has already been paid to the Prince for the renunciation of the recognition elephants to the amount of 30000 pagodas; whether one could indeed accept the wife and further family of the Prince in this city under the protection of the Company's flag without danger to the Company's interests. Those opinions having come in at the meeting of 24 July and having been inserted into the resolution of that day, and all unanimously voting both for the acceptance of the deeds of purchase and the admission of the Princess with her family under the protection of the Company, and for the buyout of the recognition moneys for an amount of 25 to 30000 pagodas, although one voting for more and the other again for less, it was on that day, for the further reasons alleged in that resolution, unanimously resolved thereto. I embraced that opportunity for the sake of the advantages inherent for the Honorable Company in the purchase of those places and lands, which have been described in great detail in various resolutions passed in that regard, both with respect to their advantageous situation and the safe and quiet possession of the Honorable Company that is to be expected from it and was thereby procured in the event of political upheavals, and which can also be corroborated by facts, as well as on account of the likelihood that exists of recovering the sum to be advanced within 6 to 7 years through the fertility of the Kiewaloer regions, since when the same come under the Honorable Company, the inhabitants, being freed from all extortions and oppressions, as well as the tree, house, garden, and other taxes invented day after day and imposed upon them by the Regents, will apply themselves with greater tranquility to agriculture and the cultivation of their lands, and thus leave nothing unsown, which they are now forced to do through destitution and violent treatment; consequently the produce will increase more and more, to the benefit of the Honorable Company, which will thereby see its revenues in this Government increase annually by at least an amount of well over two to two and a half, indeed even up to three tons of gold, besides many other favorable prospects which may furthermore be anticipated therefrom and can also reasonably be expected, which will add no small luster to the interests of the Honorable Company on this Coast; so that, considering all the aforesaid anticipated favorable conditions and the convenient occasion brought about by the decline of the prince, whom otherwise neither His Highness nor his courtiers would ever have been moved to yield the least part of the land by purchase, much less such a considerable region as that of Kiewaloer, I entered into negotiations for the purchase thereof, and finally, after much more haggling and bidding, agreed on the purchase, namely: For the recognition money, 50000 pardauws or 22727 pagodas, or rather, with the debit of the Prince on account of what was received in advance in February 1770 at 5000 pardauws a year, or 15000 pardauws, making together at 22 fanums per pagoda: 6818 pagodas For both the sea places Naoer and Topotoure: 75000. -.
